The team described the hospital as a “death zone” and said the situation was “desperate.” The visit by UN officials comes after Israeli troops raided Gaza’s largest hospital earlier this week after claiming that Hamas uses it as a command centre, which has been denied by the Palestinian militant group and officials.&nbsp;

According to the WHO team, the Al-Shifa hospital is unable to function like a medical facility due to scarcity of clean water, fuel, medicine and other essentials. The team also reported signs of shelling and gunfire and even saw a “mass grave” at the entrance of the hospital.

The UN health agency also said that the hallways and hospital grounds were filled with medical and solid waste, and patients and health staff expressed fear for their health and safety.&nbsp;

According to WHO, there are 25 health workers and 291 patients, including 32 babies in “critical condition,” remaining in Al Shifa.&nbsp;

“WHO and partners are urgently developing plans for the immediate evacuation of the remaining patients, staff and their families,” said the UN agency, in a statement.&nbsp;

Speaking about the condition of those at Al-Shifa, the UN agency also said that 29 patients at the hospital with serious spinal injuries cannot move without medical assistance while others are suffering from infected wounds due to a lack of antibiotics.

It added, “Over the next 24-72 hours, pending guarantees of safe passage by parties to the conflict, additional missions are being arranged to urgently transport patients” to other hospitals in the south of Gaza.&nbsp;

However, it also warned how nearby facilities were already overstretched and urged an immediate ceasefire given the “extreme suffering of the people of Gaza.”&nbsp;

According to WHO, around&nbsp;2,500 internally displaced people who had sought refuge on Al Shifa grounds were gone after the Israeli forces issued&nbsp;evacuation orders on Saturday.&nbsp;

Hundreds of people fled the hospital on foot on orders from the Israeli army, said the hospital’s director.&nbsp;Israeli forces seized Al Shifa in their offensive across north Gaza last week and also said it found evidence&nbsp;of a Hamas base underground.&nbsp;

Doctors without Borders (MSF) said a convoy carrying its staff and family members came under attack Saturday while evacuating from near Al-Shifa, despite coordinating with both sides. It also went on to condemn what it called a “deliberate” attack which killed one person and wounded another.&nbsp;

The convoy of five vehicles, clearly marked with MSF identification, carrying 137 staff and family members was attacked near their office located close to Al-Shifa hospital, said the aid group, in a statement.&nbsp;

The overarching goal of the Geneva Conventions is to protect civilians in wartime. Under the armed conflict's laws, combatants include military and volunteer forces, non-state armed groups and members of state armed forces. 
 
It is forbidden to directly target civilians or civilian objects. It is considered a separate war crime to intentionally attack material and personnel involved in humanitarian assistance as long as those carrying the humanitarian aid are civilians. 
 
A siege can also be seen as a war crime if the civilians are targeted. International Criminal Court prosecutor Karim Khan stated that the Israeli army needs to show that "any attack that impacts innocent civilians or protected objects" such as schools, churches, hospitals or mosques must be carried out in accordance with the armed conflict's laws, reported Reuters. 
 
As per these laws, civilian objects can be considered legitimate military targets if they are effectively contributing to military action. "The burden of proving that the protective status is lost rests with those who fire the gun, the missile or the rocket in question," Khan stated. 
 
According to the laws, if a legitimate military target is attacked by a combatant, a proportional assault must be carried out and it must be ensured that there is no excessive loss of civilian life or that civilian objects do not suffer much damage. 
 
The Geneva Conventions as well as international tribunals' subsequent rulings have explained that proportionality is not a numbers game where one can compare one side's death toll with the other side, rather the death casualties need to be proportionate to the direct military advantage which is likely to be the outcome of that specific attack.

It is considered a separate war crime to intentionally attack material and personnel involved in humanitarian assistance as long as those carrying the humanitarian aid are civilians. A siege can also be seen as a war crime if the civilians are targeted. International Criminal Court prosecutor Karim Khan stated that the Israeli army needs to show that "any attack that impacts innocent civilians or protected objects" such as schools, churches, hospitals or mosques must be carried out in accordance with the armed conflict's laws, reported Reuters. As per these laws, civilian objects can be considered legitimate military targets if they are effectively contributing to military action. "The burden of proving that the protective status is lost rests with those who fire the gun, the missile or the rocket in question," Khan stated. According to the laws, if a legitimate military target is attacked by a combatant, a proportional assault must be carried out and it must be ensured that there is no excessive loss of civilian life or that civilian objects do not suffer much damage. The local jurisdictions are the first in line to try alleged war crimes. In the case of the Israel-Hamas war, it is the case courts in Israel and the Palestinian Territories. The ICC's founding Rome Statute has given it the legal authority to carry out an investigation of alleged crimes which take place on the territory of its member states or are carried out by their nationals if the domestic authorities are "unwilling or unable" to try. The human shields' alleged presence does not mean automatically that the warring nation cannot consider the site as a legitimate military target. Prosecutor Karim Khan stated that the request was submitted by South Africa, Bangladesh, Bolivia, Comoros and Djibouti. South Africa stated that the request was made "to ensure that the ICC pays urgent attention to the grave situation in Palestine". 
 
An investigation is already being carried out by the ICC into "the situation in the State of Palestine" for alleged war crimes which they have committed since June 13, 2014. 
 
In a statement, Khan said that an investigation into events in the occupied West Bank and in the Gaza Strip, which started in March 2021, now "extends to the escalation of hostilities and violence since the attacks that took place in October 2023."

An additional 20,000 litres will be allowed every two days for generators of telecom company Paltel which is working to restore telecommunication.

The decision to allow fuel into Gaza is unpopular among some members of Israel Prime Minister Benjamin Netanyahu's right-wing coalition but there has been intense international pressure following rising civilian death toll and worsening conditions in Gaza Strip.

US Secretary of State Antony Blinken spoke with Israeli war cabinet members on phone on Wednesday and warned them about humanitarian catastrophe stemming from acute shortage of fuel.

In the wake of recent decisions, there have been comments from within Netanyahu government expressing displeasure. Bezalel Smotrich, the finance minister deemed&nbsp;the&nbsp; decision to allow fuel into Gaza a serious mistake.

"It conveys weakness, it gives oxygen into the enemy," he said in a statement.

Israel has been resisting calls to allow fuel into Gaza Strip saying that there was chance that Hamas fighters will seize it and use it for military purposes.

Hamas terrorists had crossed border into southern Israel and launched an attack on October 7 killing 1200 people and abducting more than 200. Israel has since then responded with overwhelming military response with thousands of air raids. Ground attacks were initiated inside Gaza Strip by Israeli tank and troops.

Israel decides to allow more fuel into Gaza than initially agreed

War has become the new normal in the 21st century and so is the reporting and writing of articles about it. Last year, the Russia-Ukraine war started and, this year in October, the Israel-Hamas war broke out which led to thousands of deaths, including children, on both sides.&nbsp;

Palestinians, a section of media, and some prominent figures, have claimed that Israel is carrying out genocide in the Gaza Strip in their act of retaliation to the October 7 assault by Hamas, which according to Israeli authorities killed around 1,200 people, mostly civilians.&nbsp;

A Palestinian ambassador told UN member states on Thursday (Nov 16) that the world must "wake up" to the massive violations that Israel is committing in Gaza.

He insisted it was a "genocide".

Palestinian ambassador Ibrahim Khraishi told a gathering of UN member states in Geneva: "You should wake up in this room. This is a massacre, this is genocide, and we're seeing it on TV. It cannot continue."&nbsp;

IDF also said that it had found "a large number of weapons" in a vehicle at another one of Gaza's main hospitals.

In subsequent posts, the Israeli ministry "showed" similar "terrorist tunnels" at the Rantisi Hospital and said that a large number of weaponry and ammunition were found at the Al-Quds Hospital.

The Israeli military also said that it had recovered the body of a&nbsp;65-year-old woman who, they say, was taken hostage by Hamas during the militant group's initial attack on October 7.&nbsp;&nbsp;

As per the Israeli military, the woman&nbsp;was abducted by Hamas from her home in Kibbutz Be’eri. It also said that her husband was "murdered in their home" during the attack.

Weiss' body was reportedly discovered in "a building adjacent to the Shifa Hospital in Gaza earlier today." Along with her body,&nbsp;AK-47s, RPGs, and other military equipment were also found, said the IDF.

Supreme Leader Ayatollah Ali Khamenei has reportedly said that <a href="https://www.wionews.com/world/israel-hamas-war-live-updates-idf-troops-continue-operation-inside-al-shifa-hospital-659040">Iran will not directly enter the ongoing Israel-Hamas war </a>when he spoke to Hamas chief Ismail Haniyeh earlier this month.&nbsp;

The Iranian leader also asked Haniyeh to put a full stop to the calls in the Palestinian group publicly calling for Iran and its Lebanese ally Hezbollah to join the war against Israel in full force.&nbsp;

“Police assisted in controlling and dispersing the crowd, while the Prime Minister was escorted out of the restaurant,” it added. The police&nbsp;also said that they arrested a 27-year-old man for&nbsp;obstruction and punching a female officer in the face.&nbsp;

Vancouver police Sergeant Steve Addison told a news conference that “the actions of the protesters, such as blocking the lane behind the restaurant caused a concern.”

This recent incident also came after Trudeau was heckled at another restaurant owned by celebrity chef Vikram Vij in a different part of the city where a video showed a handful of protesters entering the restaurant and shouting at the prime minister to demand a ceasefire in Gaza.

On Tuesday, Israeli Prime Minister Benjamin Netanyahu slammed his Canadian counterpart after the latter said the “killing of women, of children, of babies” in the besieged Gaza Strip must end.&nbsp;

Ezzat El Rashq, a member of the Hamas political bureau when asked by Reuters about the negotiations on Wednesday (Nov 15) did not directly confirm the deal or discussion.&nbsp;

Israel “is still refusing and delaying the release of 50 women and children captives and a true humanitarian truce, in exchange for the release of a number of women and children from our people in the occupation prisons and getting relief and humanitarian aid to all areas in the Gaza Strip,” said the Hamas official.&nbsp;

"There are bodies littered in the hospital complex and there is no longer electricity at the morgues," said Al-Shifa hospital director Mohammad Abu Salmiya, adding that 179 bodies had been interred so far.

Shortly after Israeli troops entered the hospital, Hamas lashed out at US President Joe Biden and held him "wholly responsible" for the operation.

"We hold the occupation (Israel) and President Biden wholly responsible for the assault on the Al-Shifa medical complex," Hamas said in a statement.

"The adoption by the White House and the Pentagon of the occupation's false claim that the resistance is using the Al-Shifa medical complex for military ends has given the green light to the occupation to commit more massacres against civilians."

Israel has been consistently saying that Hamas was using hospitals in Gaza as hideouts for its fighters as attacking hospitals would be against international law and the militants would get possible protection against military bombardment. Hamas has been consistently denying this but White House' assertion on November 14 appeared to substantiate Israel's claim.

The CCR said&nbsp;the targeting of civilian infrastructure and forced expulsions amount to genocide and the 1948 international convention against genocide requires the US and other countries to use their power and influence to stop the killing.&nbsp;

In a report by HAARETZ, it was mentioned that Tsurkov, who is a dual Israeli-Russian citizen, entered Iraq earlier this year using her Russian passport.&nbsp;

The report has said that she has often done this for her work doctorate and academic research at Princeton University as she is an expert on the Middle East.&nbsp;

Hamas held some of October 7 hostages in a hospital, alleges Israel

US President Joe Biden on Monday (November 13) called on Israel to protect Al-Shifa Hospital, which is the biggest hospital in Gaza City. The hospital complex is currently witnessing heavy fighting around it. The plight of patients, which include children and infants, stuck inside the hospital has led to Israel facing global criticism amid its war with Hamas.

"It's my hope and expectation that there will be less intrusive action relative to the hospital," Biden told reporters in the Oval Office. He was asked if he had conveyed concerns on the issue to Israel.

"The hospital must be protected," he said.

Biden's comments came as he was signing a women's health research initiative alongside Jill Biden, the First Lady. He added that he was "in contact with the Israelis" on the matter.

Biden further said that a deal on the release of Israeli hostages was being negotiated with the help of Qatar.

Premature babies born in the Gaza Strip amidst the ongoing Israel-Hamas war are dying in the absence of adequate health equipment and other facilities as the escalating conflict has made it difficult for hospitals to run optimally.&nbsp;

The toll released on Monday (Nov 13) by the Palestinian authorities stated that a premature baby and two patients have died in Gaza's Al-Shifa hospital.&nbsp;

The Hamas-run health ministry said that the facility suffered fuel shortages amid intense fighting between Israeli troops and Hamas militants.&nbsp;

Youssef Abu Rish, who is the deputy health minister in the Hamas-run Gaza Strip, told the news agency AFP that the new deaths brought the toll to six premature babies and nine patients since electric shortages started to impact the hospital.&nbsp;

But Israel claims that Hamas, a Palestine-based militant group which has been designated as a terrorist organisation by many Western nations, has set up camps beneath hospitals and they are using civilians as human shields.&nbsp;

The war that has killed several thousand people is not sparing the most innocent of humans as well - babies.&nbsp;Newborn babies at the Al-Shifa Hospital are witnessing the horrors of war due to a&nbsp;lack of medical equipment to take care of premature births, such as incubators.&nbsp;

A report by news agency Reuters mentioned that the babies are kept side by side, some wrapped in green fabric roughly taped around them, for warmth.&nbsp;

Images released by the news agency showed some babies wearing only nappies, a picture of vulnerability, their lives in grave danger with every minute that passes.&nbsp;

Some social media posts, citing Medhat Abbas, a spokesperson for the Hamas-run Gaza Health Ministry, claimed that some babies were born via C-section from dead mothers. WION couldn't independently confirm these reports.

The situation is extremely dire, with Dr Mohamed Tabasha, head of the paediatric department at Al-Shifa, in a telephone interview on Monday, saying: "Yesterday I had 39 babies and today they have become 36."&nbsp;

A report by news agency Reuters mentioned that the babies are kept side by side, some wrapped in green fabric roughly taped around them, for warmth. Images released by the news agency showed some babies wearing only nappies, a picture of vulnerability, their lives in grave danger with every minute that passes. Some social media posts, citing Medhat Abbas, a spokesperson for the Hamas-run Gaza Health Ministry, claimed that some babies were born via C-section from dead mothers. "I cannot say how long they can last. I can lose another two babies today, or in an hour," Tabasha told Reuters. The report claimed that premature babies weigh less than 1.5kg each and in some cases only 700 or 800 grams. Health experts say that these babies should be in incubators where the temperature and humidity can be regulated according to their individual needs. However, Tabasha claimed that they had to be moved to ordinary beds over the weekend because of a shortage of electricity and because the infants were too cold. They were placed side by side, surrounded by packets of nappies, cardboard boxes of sterile gauze and plastic bags. He also said that the babies are transmitting viruses to each other and they have no immunity in the absence of infection control measures. He said there was no longer any way of sterilising their milk and bottle teats to the required standard.
