Tehran
Iranian lawmakers have asked to amend a bill that would impose tougher penalties on women who refuse to wear the mandatory hijab, local media reported on Wednesday.
The bill, already approved in parliament but not yet submitted to the government for final confirmation, has stirred a heated debate in Iran more than two years since nationwide protests erupted in part over the Islamic republic's dress code for women.
Shahram Dabiri, Iran's vice president for parliamentary affairs, has requested to hold off on sending the bill for approval, according to news agency ISNA.
"We requested that the law of chastity and hijab not be referred to the government," Dabiri was quoted by ISNA as saying, adding that "the parliament speaker requested an amendment to the bill."
Dabiri did not specify the nature of the amendment or provide a timeline for the process.
Lawmakers in September 2023 had approved the bill, officially the "Law on Supporting the Family through the Promotion of the Culture of Chastity and Hijab".
It has since won the approval of the Guardian Council, a body empowered to vet legislation.
The bill was initially meant to be referred to President Masoud Pezeshkian in December.
Pezeshkian, who could sign it into law, has expressed "reservations" about the text, citing numerous "ambiguities".
The 74-article bill tightens restrictions over women's public attire and threatens action against businesses who fail to enforce the dress code, according to the text carried by local media.

Iran's Khamenei says 'resistance' not over after Assad ouster

Jerusalem
In a series of plots that involved Iran recruiting Israeli civilians, an Israeli man from Jerusalem was nabbed for carrying out missions for the Islamic nation.
The 23-year-old suspect named Arlder Israel Amoyal was detained in November over the suspicions that he was “committing security offences related to contact with intelligence officials of the Iranian regime and carrying out security missions in Israel under their direction, for financial gain,” the Shin Bet security agency said.
Amoyal had connected with Iranian intelligence elements since October via social media. The officials said he was in contact with a profile under the name "Arianna" which later changed the name to "John".

The investigation revealed that Amoyal was unaware of the fact that "John" was an Iranian operative, but he agreed to carry out surveillance for him. His missions included photographing various addresses and spraying graffiti.
The suspect took photos of a paper with the words "Making Peace" written on it. He further graffitied the word "Sinwar" in Tel Aviv and also took photos of several houses in Netanya and Jerusalem.
He even purchased a GoPro camera to film his actions and used it to send the footage to his handler "John".
Amnoyal further worked to recruit others to carry out missions for Iran. He specifically chose people with prior criminal records.
Shin Bet said Amoyal suggested to "John" to set fire to a police cruiser. He also suggested shutting down power to the Jerusalem light rail.

Israel arrests Jerusalem man for spying on behalf of Iran

Damascus
Iran's foreign ministry said on Tuesday that its embassy in Syrian would reopen once the "necessary conditions" are met, after the diplomatic mission was vandalised following the ouster of Tehran ally Bashar al-Assad.
"The reopening of the embassy in Damascus requires preparations, the most important of which is ensuring the security and safety of the embassy and its staff," said foreign ministry spokesman Esmaeil Baqaei.
He added that work to that end will be pursued "as soon as the necessary conditions are provided", without offering a specific timeline.
The Iranian embassy in Damascus was ransacked after diplomats abandoned it as rebel forces seized the capital and ousted Assad.
Iran had supported Assad throughout Syria's civil war, which began in 2011.
Since his fall, Iran has sought to distance itself from the deposed leader, instead emphasising the history of friendship between the two countries.

Baqaei said on Tuesday that Iran's "advisory" presence in Syria was "at the invitation of the government".
"We were never in Syria to support a specific person, group or party," he said.
"Our presence in Syria was fundamental and principled, and our withdrawal was responsible."
Baqaei also said that Iran's rival Israel, which has conducted hundreds of air strikes in Syria since Assad's fall and sent troops into a UN-patrolled buffer zone, "severely violated Syria's territorial integrity".

On Monday, EU foreign affairs chief Kaja Kallas said Russia and Iran "should not have a place" in war-torn Syria now that Assad is gone.

Syria crisis: Iran 'awaiting necessary conditions' to reopen embassy

Iran’s National Security Council has paused the implementation of the controversial “hijab and chastity law,” which was scheduled to come into effect last Friday (Dec 13). The decision follows growing backlash from rights activists and public criticism.
President of Iran, Massoud Pezeshkian described the law as “ambiguous and in need of reform,” hinting at his intention to re-evaluate its strict measures. The proposed law introduces harsher punishments for women and girls who expose their hair, forearms, or lower legs.
Repeat offenders and anyone mocking the rules could face heavy fines and extended prison sentences of up to 15 years. The law also requires businesses to report individuals who violate the dress code.
<h2>Outrage from rights groups</h2>
Human rights organisations, including Amnesty International, condemned the law, warning that it would entrench the regime's oppressive tactics. Former vice-president Masoumeh Ebtekar also criticised it, calling the legislation an "indictment of half the Iranian population."
The debate reignited last week after Parastoo Ahmadi, an Iranian singer, was arrested for performing a virtual concert on YouTube without wearing a hijab. Her arrest led to public outcry, resulting in her release the following day.
<h2>Pezeshkian’s stance under scrutiny</h2>
During his presidential campaign, Pezeshkian promised not to interfere with women’s personal choices, a stance that resonated strongly with younger Iranians frustrated with strict controls. Protests over the hijab law have intensified since the 2022 death of Mahsa Amini, who died in police custody after being detained for violating the dress code.

<h2><meta charset="utf-8"/>Fears of renewed protests</h2>
The pause in implementing the law reflects the government's fear that it could trigger further mass protests, similar to those of 2022. Pezeshkian’s supporters believe the law will worsen tensions, as many young Iranians continue to defy the regime’s restrictions.

The 23-year-old suspect named Arlder Israel Amoyal was detained in November over the suspicions that he was “committing security offences related to contact with intelligence officials of the Iranian regime and carrying out security missions in Israel under their direction, for financial gain,” the Shin Bet security agency said.&nbsp;

Amoyal had connected with Iranian intelligence elements since October via social media. The officials said he was in contact with a profile under the name "Arianna" which later changed the name to "John".&nbsp;

Israeli strikes on Iran in October reduced Tehran's ability to produce fuel for ballistic missiles, an unnamed Israeli military source told The Washington Post, The Times of Israel reported.
Earlier, Iran was able to produce fuel for two new ballistic missiles a day, which has now been probably limited to one per week.
It was assumed that the shortfall would continue for a year, the source told the newspaper.

Former Defence Minister Yoav Gallant told The Washington Post that the aim of the October 26 strikes at air defences and reportedly an active nuclear weapons research facility, was to make sure that “Iran is weaker and Israel is stronger,” with Tehran unable to respond to future strikes.
“There is no strategic defence around Tehran,” he added.
Gallant further said that the strikes, which were in retaliation for a massive Iranian ballistic missile barrage on Israel on October 1, created "a window to act against Iran” before it manufactures a nuclear weapon.
