Iran's Revolutionary Guards unveiled an underground naval missile base at an undisclosed Persian Gulf location on Saturday two days before Trump's return to the White House.
It was unveiled at a time when tension with Washington is widely expected to rise. Iranian leaders are concerned that Trump might empower Israeli Prime Minister Benjamin Netanyahu to strike Iran's nuclear sites while tightening U.S. sanctions on its oil industry through his "maximum pressure" policy.

Iranian and Russian officials said the “comprehensive strategic partnership treaty” covers areas from trade and military cooperation to science, culture and education.

The Kremlin earlier said that the treaty would enhance the “military-political and trade-economic” relations between Tehran and Moscow, though the specifics remain undisclosed.
Pezeshkian said the two countries were entering a new chapter in relations, especially in trade.
Additionally, the parties commit not to allow each other’s territory to be used to support separatists or engage in any other hostile actions against one another.

In addition to collaborative efforts against terrorism, crime, illegal immigration, WMD proliferation, and other threats, the new treaty includes a dedicated article focused on ensuring regional peace and security in the Caspian, Central Asia, Caucasus, and Middle East. This provision also encompasses cooperation aimed at preventing external interference and the destabilizing influence of third-party states in these regions.
The identity of these "third states" is fairly obvious, considering Russia's longstanding worries about US and NATO expansion into these and other global regions, as well as Iran's repeated proposals for a new Persian Gulf security framework that excludes US participation.

The treaty's economics-related side promotes the creation of new “direct connections” between Russia and Iran’s regions for enhanced economic and investment cooperation.
The treaty calls for the creation of “modern payment infrastructure independent of third countries, transition to bilateral settlements in national currencies, the strengthening of direct inter-bank cooperation and distribution of national financial products,” and the creation of a simplified customs regime.
According to the treaty, particular emphasis is placed on collaborative efforts in gold and diamond mining and processing, the development of the North-South Transport Corridor, and cooperation in the oil and gas sector. This includes exchanging scientific and technical expertise, supplying and swapping resources, investing, and collaborating through international platforms such as OPEC+.
Article 23 calls for the promotion of the development of “long-term and mutually beneficial relations” in the peaceful use of nuclear energy, including the construction of new nuclear energy facilities.

During his first term, Trump withdrew from a multinational deal that provided Iran with sanctions relief in exchange for nuclear restrictions.
In 2020, Trump ordered the assassination of Iranian Revolutionary Guards commander Qasem Soleimani in a US drone strike in Iraq, sparking outrage in Iran.

Israel had destroyed a top-secret, active nuclear research facility of Iran in strikes launched last October, reported Axios, citing officials from the US and Israel.
The site, identified as the Taleghan 2 facility in the Parchin military complex, was earlier believed to be inactive, but the attack nullified Iran’s years-long effort to resume nuclear weapons research, the report said, citing three US officials, one current and one former Israeli official.

Taleghan 2 facility

The site is located 20 miles southeast of the capital, Tehran. It was part of Iran’s Amad nuclear weapons programme until it was discontinued in 2003. The site was reportedly used by Iran to test explosives required in developing a nuclear bomb.
The US and Israeli officials claimed that the site was still being used by Iran to conduct nuclear research. "They conducted scientific activity that could lay the ground for the production of a nuclear weapon. It was a top secret thing. A small part of the Iranian government knew about this, but most of the Iranian government didn't,” the report quoted a US official as saying.
Israeli and US officials detected activity at the site earlier this year, as per the report.

Satellite imagery later showed the facility was completely destroyed in Israeli attacks.

Reaction from Iran

Iran officially denies it is pursuing a nuclear bomb.
"Iran is not after nuclear weapons, period," declared Iranian Foreign Minister Abbas Araghchi last week.

Israel targeted this site because it was not part of Iran's declared nuclear programme. Israel was under pressure from US President Joe Biden to not attack any nuclear facility to avoid further escalation. However, the attack on Taleghan 2 facility put Iran in a precarious position, as acknowledgement of an active nuclear facility would have meant that the Shi’ite nation was in violation of the nuclear non-proliferation treaty.

Biden discussed plans for potential strikes on Iranian nuclear sites: Report

The Israeli military confirmed on Thursday that dozens of its troops were flown into Syria in September to destroy an underground missile factory funded by Iran.
The military, which rarely comments on its activities inside Syria, said in a statement that the September 8 raid involved more than 100 Israeli commando soldiers who dismantled the facility in the Masyaf area near the Mediterranean coast.
The Syrian Observatory for Human Rights war monitor reported at the time that 27 people were killed in the raid. The Israeli military did not disclose any casualty figures.

Israel has carried out hundreds of strikes in Syria since a civil war broke out there in 2011, mainly on Iranian-linked targets.
In a statement on Thursday, the military said the underground Masyaf compound "included advanced assembly lines designed to manufacture precision-guided missiles and long-range rockets" for Lebanon's Hezbollah "and other Iranian terror proxies in the region".
Troops were flown in on helicopters, "with fire and intelligence-gathering support from aircraft, fighter jets, and naval vessels", it said.

Military spokesman Lieutenant Colonel Nadav Shoshani told journalists in an online briefing that "this precision-guided missile factory was dug in the side of a mountain underground in the area of Masyaf."
"Most components in fact were sourced from Iran for precision-guided missiles and surface-to-surface missiles," he said.
The facility had the capacity to manufacture hundreds of missiles annually, Shoshani said.
The Observatory said the facility was created and supervised by Iran's Revolutionary Guards.
Tehran at the time condemned the raid as a "criminal attack".

The military statement said critical machinery and documents found at the factory were brought to Israel for further investigation.
"The soldiers destroyed the compound and safely returned to Israeli territory," it said.
Rami Abdel Rahman, head of the Syrian Observatory, told AFP after the raid that an intense air strike preceded the raid, destroying a separate "scientific research centre" in Masyaf used for weapons development, where Iranian experts worked.
Syria, until last month under Iran-backed president Bashar al-Assad, has sought to stay out of the Israel-Hamas conflict, which began with the Palestinian militant group's October 7, 2023 attack and has drawn in Tehran-aligned groups in the region.
Since Islamist-led rebels toppled Assad on December 8, Israel has carried out hundreds of air strikes on Syrian military facilities in what it says is a bid to prevent them from falling into hostile hands.
In a move widely condemned internationally, Israel also sent troops into a UN-patrolled buffer zone in the Golan Heights and beyond, describing it as a defensive and temporary measure.

Israel confirms September raid on Iran-funded missile factory in Syria

The next round of nuclear talks between Iran and three European countries will take place on Jan. 13 in Geneva, Iran's semi-official ISNA news agency cited the country's Deputy Foreign Minister Kazem Gharibabadi as saying on Wednesday.
Those discussions, the first since the US election, came after Tehran was angered by a European-backed resolution that accused Iran of poor cooperation with the U.N. nuclear watchdog.
Tehran reacted to the resolution by informing the watchdog IAEA that it plans to install more uranium-enriching centrifuges at its enrichment plants.
UN nuclear watchdog chief Rafael Grossi told Reuters in December that Iran is "dramatically" accelerating its enrichment of uranium to up to 60% purity, closer to the roughly 90% level that is weapons grade. Tehran denies pursuing nuclear weapons and says its programme is peaceful.
In 2018, the then administration of Donald Trump exited Iran's 2015 nuclear pact with six major powers and reimposed harsh sanctions on Iran, prompting Tehran to violate the pact's nuclear limits with moves such as rebuilding stockpiles of enriched uranium, refining it to higher fissile purity, and installing advanced centrifuges to speed up output.

World | Iran held talks about its disputed nuclear programme in November 2024 with Britain, France, and Germany. The next round of talks will take place on Jan. 13 in Geneva, reported ISNA news agency.

The Indian government has stated it is extending all possible help to explore relevant options, although it looks like execution date has been set. Earlier this week, Ministry of external affairs said, "We are aware of the sentencing of Ms. Nimisha Priya in Yemen. We understand that the family of Ms. Priya is exploring relevant options. The government is extending all possible help in the matter."
Nimisha Priya moved to Yemen in 2008 to work as a nurse. She later partnered with Mahdi to open a clinic due to Yemeni laws that require foreign nationals to have a local partner for business ventures. Their relationship deteriorated, with Mahdi allegedly abusing and torturing her, taking her passport, and falsely claiming they were married.

Efforts are being made to save Priya's life, including raising funds for 'blood money' which, under Yemeni law, could lead to a pardon from the victim's family. Her family and supporters are trying to negotiate with Mahdi's family for clemency, which would involve paying a significant sum of money.

Iran offers its good office in Nimisha Priya case

Emerging in the 1990s as a resistance movement against the corrupt Yemen government, the Houthis soon gained popularity as an armed political and religious group which champions Yemen's Shia Muslim minority, the Zaidis. Forcing the country’s internationally recognized government to flee to the southern city of Aden in 2014, the Houthis have established themselves as the de facto government of Yemen. Declaring to be a part of the Iranian-led "Axis of resistance" against Israel, the US, and the wider West, the Houthis have built their ideology targeting them, as evident in their slogan “Death to America, death to Israel, curse upon the Jews, victory to Islam”. Formerly known as the Ansar Allah (Partisans of God), little is known about their leader, Abdul Malik al-Houthi. Sanctioned by both, the U.S. Treasury and the UN Security Council from 2015, al-Houthi was still able to create a defiant force that would challenge the world powers. Despite their affinity for Iran, the Houthis deny being puppets of Tehran. What brings Houthis close to Iran and its proxies is the common dissatisfaction with the status quo of West Asia, one which is largely influenced by the US and its partners, especially Israel and Saudi Arabia. Since Hamas' 7 October 2023 attack on Israel and Israel's retaliatory military offensive in Gaza, the Houthis have intensified their attacks on Israel, the Red Sea and the US instalments in the region. The Houthis have since intensified their manpower and arsenal. The number of Houthi fighters is estimated at 350,000 now, compared with 220,000 in 2022 and 30,000 in 2015. Within the Axis, the militia has coordinated with the Iraq-based Islamic Resistance in their attacks against Israel.
Houthi Arsenal- A Growing Threat Defunct Yemeni military weapons purchased from the Soviet Union and North Korea played a critical role in the initial Houthi attacks. In recent years Houthis have bolstered their arsenal, and analysts credit this expansion to covert support from Iran, which has supplied weapons to all its proxies across West Asia. To challenge Saudi Arabia, its regional nemesis, Iran has equipped Houthis with relatively cheap weapons capable of striking far beyond Yemen's borders. From 2015 to 2024, the US and its coalition partners intercepted at least 20 ships transporting Iranian missiles and advanced weapons to the Houthis.
The reach and sophistication of their weapons were exhibited in their first attack on Tel Aviv on 19 July 2024. Without being detected by the radars, the Yaffa drone manoeuvred its way from Yemen and approached Tel Aviv from the west to attack.
The Houthis further amplified attacks using their newly unveiled Palestine-2 hypersonic ballistic missiles in December 2024. With better precision and strike rates, the Houthis claimed at least 12 attacks on Israel since 11 December 2024.
Freedom of Navigation Crisis: War spills in the Red Sea In an ostensible effort to enforce a naval blockade on Israel, the Houthis pivoted their attention to maritime targets in the Red Sea, the Arabian Sea, and the Gulf of Aden. Attacking vessels linked directly or indirectly to Israel and its allies with the same agility and showmanship, the Houthis delivered their first propaganda victory by hijacking a Bahamas-flagged vessel on 19 November 2023. Subsequently, between November 2023 and August 2024, the Houthis attempted 159 attacks in the southern Red Sea, 70 in the Gulf of Aden, 45 in the Bab el-Mandeb Strait and 2 in the western Arabian Sea.
Rising attacks led the shipping companies to opt for longer routes, adding an extra cost of $1 million for fuel. The war risk insurance premium for ships rose to 2% in 2024, up from just 0.05% before the crisis began. As a result of this disruption, Egypt suffered economically, losing over 60%, or $7 billion, of the revenue generated from the Suez Canal in 2024. In response to these regional assaults, the US and its allies announced Operation Prosperity Guardian on 18 December 2023 and Operation Poseidon on 9 January 2024. In the latest salvo carried out on 30 and 31 December 2024, the US attacks struck a command node, and facilities used for manufacturing and storing ammunitions, and destroyed radar positions and one-way aerial drones. Houthi Ascendancy: Israel's Constraints and the Search for Solutions Predominantly viewed as a local threat by most international observers, Houthis locus standi changed after the Hamas-led 7 October attacks against Israel.
As a result of their attacks on commercial ships, 50 nations have been affected, crews from more than 20 countries have been threatened or taken hostage in acts of piracy, and 2,000 ships have been forced to divert their routes. In addition, the militia has successfully tilted the local balance of power in their favour. Today, Saudi Arabia and the UAE do not want to embroil themselves in yet another intractable conflict with the Houthis. Meanwhile, Egypt is focusing on preventing a humanitarian catastrophe, which might have repercussions for its already precarious economy. Among the "axis of resistance", the Houthis remain the only defiant force attacking Israel, with top Hamas leaders assassinated and a ceasefire observed with Hezbollah.
In an escalating statement, Israel announced that it will begin targeting Houthi leaders. However, killing leaders of this distant foe would be challenging for Israel. The lack of intelligence on Houthi leaders, reliance on allies to conduct counter-strikes against Houthi attacks, and the distance between the two countries, hinder the IDF's ability to operate swiftly. Israel needs indispensable international support to stop the barrage of airstrikes by the Houthis. A more assertive coalition to thwart Houthis’ ability to smuggle weapons and intelligence liaison from nations that have fought with Houthis previously are prerequisites to weakening Houthis. If Israel and its allies fail to address the Houthi threat, it will only grow.
