An Indian Army Cheetah chopper crashed near Yongphulla in Bhutan on Friday killing both its pilots including a Bhutanese Army Captain.

The two pilots have been identified as Lieutenant Colonel Rajneesh Parmar of Indian Army and Captain Kalzang Wangdi of Royal Bhutan Army.

The single-engine Cheetah Helicopter of the Indian Army was on duty en-route from Khirmu (Arunanchal) to Yongfulla (Bhutan) when it crashed near Yongphulla at about 1 pm, Army Spokesperson Col Aman Anand said.

The chopper belonged to Indian Army`s 667 Army Aviation Squadron based in Misamari in Assam.

The chopper was returning after a commitment with an Indian Army Major General posted with Indian Army Military Training Team (IMTRAT) deployed in Bhutan, Indian Army sources said.

As a part of the arrangement between Indian and Bhutan, Bhutanese pilots have been training with the Indian Army since 2014-15.

Cheetahs are 1960 vintage planes which have been in the Indian Army for the last over 40 years and several attempts to replace them have failed due to one reason or the other.

"In an unfortunate incident, an Indian Army Helicopter has crashed at 1 pm near Yongphulla in Bhutan. The helicopter went out of radio and visual contact soon after 1 pm. The helicopter was on way from Khirmu (Arunanchal) to Yongphulla on duty," said Anand.

"Ground search and rescue were launched immediately from Yongphulla. The wreckage has been located," he said.&nbsp;

More than 6000 youth took part in the recruitment drive organised by the Army in the bordering Sowjian belt for the post of porter here on Tuesday.The recruitment drive was organised by 40 Rashtriya Rifles unit of the Indian Army.

Amidst the complaints of large-scale unemployment in the area, the candidates expressed their gratitude to the administration for carrying out the recruitment.

Thankful to the Indian Army, a local of Poonch, Khalil said, "We thank the army for keeping the recruitment as there is a lot of unemployment here."

One of the candidates, Altaf hailing from Nowhera, requested the government to carry out more such recruitments in order to provide the youth of the region with livelihood opportunities.

"There is so much unemployment here that more than 5,000 people are desperate for the job of a porter. If we are craving for the job of porter then imagine what would happen if there was permanent recruitment here? We have graduates and postgraduates here who are competing for this job," he said.

Sarpanch of the area, Mohammad Bashir Mir also requested the government to carry out permanent recruitment.

"Around 7000 people have come here to appear for the recruitment and many of them are highly educated owing to widespread unemployment. The government should take note of this and carry out more recruitment," he said.&nbsp;

After the Centre abrogated Article 370 that gave special status to Jammu and Kashmir, the Indian Army is now planning to open up several high altitude military locations such as the Siachen Glacier for Indian citizens.

The plan was recently mentioned by Army chief General Bipin Rawat during a seminar attended by several officers including senior Lieutenant Generals.

"During the conference, the Army chief stated that there is increased curiosity about the Indian Army and its operational challenges," top Army sources said.

"The chief further said that this would be good for national integration. As the force has been allowing citizens to visit training centres and institutions, we now plan to open some forward posts like Siachen Glacier as well," they said.

The Siachen Glacier is part of Ladakh which has now been converted into a Union Territory by the Narendra Modi government by separating it from the state of Jammu and Kashmir which has also been turned into a Union Territory.

Sources said the Army has not yet decided on the procedures and the particular positions where it would allow tourists.

The Siachen Glacier is the world's highest battlefield and is maintained by thousands of Indian troops round the year where extreme cold conditions and the treacherous glacial terrain are bigger enemies than the enemy bullets.

Army sources said that Indians visiting Ladakh and nearby places have been requesting for permission to visit famous Kargil war positions as well like the Tiger Hill where the Indian Army fought the Pakistanis.

Asked whether there would be any opposition to the Army's plan from Pakistan, sources said the entire area belongs to India and it was upto the Indian administration to decide on these matters.

From 2007, India had started allowing civilians to trek from Siachen Base Camp to high altitude locations in the Siachen Glacier which is around 11,000 feet at the base camp and goes beyond 21,000 feet at the higher reaches.

After the Centre read down Article 370 last month, Pakistan has been trying to rake up the issue at the international stage but India has defended the decision calling it an internal matter.&nbsp;

The latest in the slew of measures being undertaken to restructure and reform the Indian Army is the Young Leaders Training Wing(YTW), inaugurated by the Army Chief General Bipin Rawat at the Officers Training Academy(OTA) in Chennai. The new programme aims to enhance the capabilities and skills of serving Army jawans to help them clear the Service Selection Board(SSB) Exam, to enable them to serve the nation as Commissioned Officers.&nbsp;

The education and preparation aims to enhance the quality of Junior leadership and increase the probability of qualification for pre-commission training of select Junior Commissioned Officers and Non-Commissioned Officers through a structured Personality Enrichment Programme.&nbsp;

The Chief of Army Staff presented the Young Leaders Training Wing banner to Lieutenant General Sanjeev Kanal, Commandant, OTA and the mission statement was presented to Major General A. Arun, Deputy Commandant and Chief Instructor, OTA.
<img alt="Young Leaders Training Wing" data-align="center" data-entity-type="file" data-entity-uuid="031edc12-6255-41d5-82e9-97443d552c6c" src="//cdn.wionews.com/sites/default/files/inline-images/YLTW%202.JPG" />
Addressing the first batch of 200 trainees and the faculty of the Young Leaders Training Wing, the Chief of Army Staff emphasized the importance of development of leadership traits, character, communication skills, analytical ability and rational decision-making skills for all junior leaders aspiring to be officers in the Indian Army.&nbsp;

The Army Chief highlighted the need for ‘leaders who lead by example’ and leaders who rise from the rank and file, leaders who are compassionate and decisive to take bold actions. “Future battlefields will be affected by cyber warfare and there may be communication failures, but not command failures. That is why we need leaders at all levels, leaders who can take decisions under challenging conditions. Such leaders need to bring victory to their respective unit or sub-unit and make history for the Indian Army, as there are no runners-up in war."&nbsp;

Speaking at the event, the Army Chief said, “Lot of our serving jawans have the potential to join officer cadre, but they need training that’s where the YTW becomes necessary. We started preparation in May and here we are inaugurating the facility in September. In today’s scenario, there are so many jawans joining the Army due to various circumstances, we train them keeping in mind that they clear the SSB”.&nbsp;

Besides Congratulating the Officers Training Academy, he also urged the jawans enrolled under the YTW to crack the SSB in the first attempt.

As the soldiers hail from across the country and from various regiments, they have different education levels and varying work experience. They are required to clear an entrance test on basic IQ and general knowledge, followed by which they would be further scrutinized and selected for the YTW programme.&nbsp;

Any soldier in the army, who fulfils the required criteria is selected and is then trained at the OTA Chennai for a five-month duration so that they clear the SSB in larger numbers. This five months course focusses on personality development, with the key component being English communication skills and soft skills. This YTW course is meant exclusively for soldiers (all those junior to the Officer rank).&nbsp;

The YTW is meant to help jawans to climb their career ladder quicker by enhancing their skill sets. Once they clear the SSB test, they could be trained at the Indian Army Institutions across the country, such as the Indian Military Academy. For those who fail to clear the SSB, the YTW training would still be a significant boost to their career in the Army and they can contribute to the larger organization in a great way.&nbsp;

Jammu and Kashmir: Indian Army destroys 9 live mortar shells in Poonch district

Given the speed and alacrity with which Pakistan has moved after August 5, 2019, the day the constitutional and administrative decisions on Jammu &amp; Kashmir (J&amp;K) were taken by the Indian government, proves the dismay caused in Pakistan. As long as a special status existed for J&amp;K, separatism was a live phenomenon. The Pakistani narrative has seen much traction in Kashmir because it was against India, although, it hardly supported the core Kashmiri intent of Azadi. The Indian argument that history had overtaken the UN resolutions on J&amp;K and these were now void flew in the face of the special status India continued to accord to J&amp;K, leaving it as a territory whose status had yet to be settled. However, the abrogation of J&amp;K’s &nbsp;special status and its down gradation to a union territory put a spoke into Pakistan’s larger game plan because India put the stamp of integrated Indian territory on J&amp;K. 25 years ago through another bold action India had passed an All Party Joint Parliamentary Resolution on February &nbsp;22, 1994, declaring that the entire territory held by the then Maharaja of J&amp;K belonged to India.&nbsp;

The Pakistan Army along with the other elements of the deep state know that time is not on their side and that India’s new approach to countering the proxy hybrid conflict could get more effective by the day. As it is the three track strategy of instigating internal turbulence through established networks, external castigation of India by influential members of the international community including institutions, and enhancing alienation using its usually very effective communication strategy, has thus far all come cropper. However, Pakistan’s strategic thinkers would also be closely monitoring the situation within J&amp;K and re-strategising based upon some assumptions.

The start point is the projection by Pakistan that the Kashmiri population has not accepted the Indian government’s decisions. For that there is a need for the world to see that their is violence and mayhem on the streets. By itself that may be insufficient although Pakistan would be happy to see some casualties; in 2016 by contrast 40 or more people had lost their lives in four weeks of agitation; this time it’s just one. The agitation mode is subject to will and stamina and needs much effort at mobilisation. The communication lock down has effectively denied a toehold in this sphere. A series of supplementary violent acts by terrorists against the Army and Police organisations sustains longer than agitation. Hence the need for increasing the strength of terrorists. Local recruitment under current and foreseeable future circumstances will be difficult especially under high levels of army and police deployment and surveillance. Gulmarg and its vicinity has been devoid of infiltration for sometime. Suddenly a surge of activity is taking place there. The Haji Pir bulge is a suitable launch pad and the routes lead directly into South Kashmir where the fulcrum of the current resistance exists. It is also likely that Pakistan will use other less frequented routes and cater for high level levels of attrition that could result from encounters with the Indian Army; this has long been JuD chief Hafiz Sayeed’s strategy. It’s a situation very akin to 1991-92 when foreign terrorists were first used in Kashmir to boost militancy. &nbsp;

Apprehension that a big terror attack in &nbsp;Southern or Central India is in the offing could prove right too. With the Islamic State (IS) terror attacks in Sri Lanka on April 2019 the scope for execution and denial by Pakistan has increased manifold. Tactical alliance between terror groups for temporary mutual gain is also not unknown; the ISI garnering services of the IS thus remains plausible. Pakistan’s international focus will remain the projection of the idea of ‘false flag’ in relation to a high profile terror attack, mostly involving improvised explosive devices (IEDs) anywhere in Kashmir’s hinterland or in rest of India. India has worked insufficiently on this till date and its diplomatic campaigns must include nailing the Pakistani lie on false flag.&nbsp;

The adoption of offensive information and psychological warfare awaits the lifting of the communication lockdown of Kashmir. Mobile internet facility being denied in Kashmir has been frowned upon by Indian intelligentsia and international clamour to restore this ‘human right’ has been increasing. Pakistan’s propaganda machinery awaits the full lifting of the lockdown to flood the networks of social media with enough seditious literature and messages.

While Indian counters to this have been developing these are yet insufficient; this is where the focus of Delhi’s efforts must lie forthrightly and boldly citing national security and adopting a balanced attitude towards human rights.

This is the other issue on which the UNHRC will not remain the last bastion of Pakistan’s focus of painting Indian human rights record in different colours. We should remain alert to continuing our efforts to counter Pakistan’s propaganda in international think tanks and the high profile media where Pakistani traction continues to remain high.

Pakistan will find that the partial and progressive success of Indian agencies in taking control of financial networks will largely block its ability to mobilise support and run terror activities. It’s strategy is once again likely to shift towards fake currency and funding from within India. This is where other borders such as along Gujarat, Rajasthan and Punjab are likely to be activated for induction of fake currency.

Lastly, the diplomatic support to India and relatively cool attitude towards Pakistan on the part of GCC countries is likely to peeve Pakistan no end leading to renewed efforts by it to cultivate negative opinion on India in these important nations. The media in these countries is important too and it’s opinion makes international opinion in the Islamic world. India’s engagement with the GCC media too is warranted even as all eyes now await 27 September the day the UN General Assembly.&nbsp;

Lastly, the diplomatic support to India and relatively cool attitude towards Pakistan on the part of GCC countries is likely to peeve Pakistan no end leading to renewed efforts by it to cultivate negative opinion on India in these important nations. The media in these countries is important too and it’s opinion makes international opinion in the Islamic world. India’s engagement with the GCC media too is warranted even as all eyes now await 27 September the day the UN General Assembly. (This article was originally published on The DNA. In a major boost to the indigenous missile development programme, India on Wednesday successfully test-fired the Man Portable Anti Tank Guided Missile (MP-ATGM) from a firing range in Andhra Pradesh`s Kurnool.

This was the third successful test-firing of the 100 per cent indigenous ATGM which is being developed for the infantry battalions of the Indian Army who would use them for taking out the enemy tank and other armoured vehicles during war times.

Buoyed by the success of the missile test-firing, DRDO chairman G Satheesh Reddy told ANI that it was a major success for the missile project and India has become self-reliant in the field of anti-tank guided missiles.

"Defence Research and Development Organisation (DRDO) today successfully flight tested indigenously developed low weight, fire and forget MPATGM. The missile was launched from a man-portable tripod launcher and the target was mimicking a functional tank," said Defence Ministry spokesperson Bharat Bhushan Babu.

"The missile hit the target in top attack mode and destroyed it with precision. All the mission objectives were met," he added.

The missile is incorporated with state-of-the-art Infrared Imaging Seeker along with advanced avionics.

The test paves the way for the Army to have developed third-generation man-portable ATGM indigenously, the spokesperson said.

Currently, the Indian Army uses the imported Milan 2T and Konkurs Russian anti-tank missile in the infantry but they are vintage missiles and the force is looking for a third-generation ATGM.

The Army recently had proposed to buy 3000 Milan 2T ATGMs as a stopgap arrangement.

The Indian Army requires around 70,000 ATGMs of various types and around 850 launchers of different types.

It is planning to procure third-generation ATGMs with a longer range than that of its existing Milan-2T and Konkurs ATGMs.

Army Chief General Bipin Rawat has also provided full backing and support to the indigenisation efforts of the force.

Last year, the government had decided to scrap a programme to buy the Spike ATGM from Israel keeping in mind the development made by DRDO in this regard.

Defence Minister Rajnath Singh congratulated DRDO for the successful test.&nbsp;

Indian Army, PLA 'face-off' at Pangong Tso Lake: Why China eyes Himachal Pradesh, Sikkim & Arunachal Pradesh

More than 5,000 troops of the Indian Army's only Mountain Strike Corps will carry out a massive war game along with the Air Force in Arunachal Pradesh in October where Forces will be deployed to practice real war-like situation on the eastern front of the country.

The exercise will be the first of its kind along the China border by the newly-raised 17 Mountain Strike Corps which has been preparing for it under the Eastern Command for the last five to six months now.

"As part of the war games, the troops of the Tezpur-based 4 Corps will be deployed at a high altitude location to defend their 'territory' while a brigade-sized force (over 2,500 troops) of the 17 Mountain Strike Corps would be airlifted by the Indian Air Force to 'launch an offensive' against them," top Army sources told ANI.

The Indian Air Force will airlift the troops using its latest transport aircraft including the C-17, C-130J Super Hercules and the AN-32 to airlift the army troops from Baghdogra in West Bengal and deploy them close to the 'war zone' in Arunachal Pradesh, they said.

The troops of the 17 Mountain Strike Corps would be from the 59 Mountain Division and will include armoured regiments including battle tanks and infantry combat vehicles along with light howitzers and strike elements.

To make the 17 Mountain Strike Corps more effective during wartime in a mountainous region with China, the fighting formations under it are being converted into Integrated Battle Groups (IBGs) as part of Army Chief Gen Bipin Rawat's restructuring process.

Once the IBGs are formed, the formations will be converted into leaner and more efficient fighting units with the ability to strike deeper and faster against enemy targets, the sources said.&nbsp;

An IBG, which will be a little smaller than a division, will integrate the existing elements of infantry, tank regiments, artillery, engineers and signals. It will comprise six battalions of these elements and will be directly under a Corps.

Once the Army converts all its required fighting formations into IBGs, it would lead to the elimination of the brigades in the fighting structure.

The first IBG is coming up under the 9 Corps which looks after parts of Jammu and Punjab border with Pakistan.&nbsp;

Two more IBGs are ready for conversion under the 17 Mountain strike Corps and 33 Corps which are both tasked to fight wars on the Chinese front in the Northeast.

Indian Army's Mountain Strike Corps, Air Force to carry out war games near China border

The centre of Beijing was under lockdown early Sunday for a nighttime parade rehearsal by the Chinese military which is preparing for October 1 ceremonies to mark Communist China's 70th anniversary.

The enormous Avenue of Eternal Peace, which leads to Tiananmen Square and runs east-west, was closed to traffic for about a dozen kilometres (seven miles) to allow troops to parade around Tiananmen Square, the symbolic heart of Chinese power.

It is where Mao Zedong in 1949 proclaimed the founding of the People's Republic of China.&nbsp;

The official news agency Xinhua said about 90,000 people were "involved in the rehearsal and related supporting services", and organisers said the run-through "reached the expected results".

Areas around the Avenue of Eternal Peace were gradually closed to traffic from late Saturday afternoon and were expected to stay off-limits until Sunday morning, causing traffic jams.

Security forces blocked access to residences with views of the avenue, ordering several foreign media outlets in the area to leave their offices for the weekend.

"We warmly celebrate the 70th anniversary of the founding of the People's Republic of China," proclaimed immense signs being transported by trucks heading towards Tiananmen Square.

Other rehearsals are expected each weekend leading up to October 1, leaving residents facing the same restrictions, a guard told AFP.

Every 10 years Beijing traditionally marks the republic's anniversary with a giant military parade.

The army said at the end of August that the next parade would be larger than those in 1999 and 2009, and even bigger than one in 2015 which commemorated the end of World War II 70 years earlier.&nbsp;

On that occasion, 12,000 soldiers marched -- far fewer than the number of people involved in Sunday's rehearsal.

The parade is expected to showcase some of the most advanced weaponry of the Chinese army, in an effort to drum up patriotic fervour.

But it will not be targeted "at any countries or districts," General Cai Zhijun, a member of the Chinese Army General Staff, said last month. Cai said the size of the military parade was not a sign of aggression and the Chinese army was "committed to safeguarding world peace and regional stability."

This year's anniversary comes at a sensitive time for Beijing. It is in a trade war with the United States, Hong Kong is rocked by demonstrations, and it faces criticism over the treatment of Muslims in the western Xinjiang region.

China's two-million-member armed forces is the world's largest and its military budget is the second-biggest, though still far behind that of the United States.

They hailed from different family backgrounds, belonged to different academic streams, some even pursued a comfortable career path, but what led them to change their path and later united them was the will and patriotic fervour to serve their Motherland - India. The prestigious Army Officer’s Training Academy in Chennai is renowned for being the only training institution of the Indian Army that trains women officers. The Academy admits candidates aged between 21 -28, and train them for the Short Service Commission after they clear the tests that are stipulated as per the Services Selection Board. While 153 Gentlemen Cadets and 30 Lady Cadets were commissioned into the Indian Army as Lieutenants, there were 12 Gentlemen cadets and nine Lady cadets from friendly foreign countries that graduated from the academy. They would be commissioned into the forces of their respective countries, on returning. The cadets who hailed from Bhutan, Fiji, Seychelles, Maldives and Uganda were trained on par with their Indian counterparts during their 11-month course at the academy. “Anderson S, a cadet from the Seychelles Army told WION, “Our coursemates very helpful, helped us adapt to India much quicker than we expected. The weapons training we received here was great exposure, we go to fire the 84mm rocket launcher and the 5.56mm INSAS Rifle”. Lt Gen. S K Saini, General Officer Commanding-in-Chief, Southern Command, reviewed the parade and addressed the cadets who were over 200 in number. On the external challenges faced by the Army, he said, “weapons proliferation, expansionist global ideologies and cross-border terrorism are the major issues faced and we must strive hard to keep pace and uphold rule of law and rise up to the challenge.” He also mentioned the dynamic role of a soldier in an era when technology is growing at a rapid pace, while also stressing that the man behind the weapon always retains the prime importance. Speaking on the intense training offered at the OTA, Major General A Arun told WION, “in about 46-weeks we transform the civilian boys and girls into capable and confident leaders. We want our Officers to be scholar-soldiers, they are given intense physical and academic training. There are Foreign cadets here offered the same training as our Indian cadets, they happily greet us with a Jai Hind, salute the Tricolor and they are essentially like Indians.” “I am glad the better-educated youth of our country have finally have started making the right choice, there is no doubt, that this is the best job that there is. I have the best job in the world, if you want my job 25 years from now, join us today, we just don’t give you a job, we complete your life, he exuded, hen asked about the students from varied, elite academic institutions joining the Army. Adventure-seekers, Path-breakers - India’s Lady Cadets The Lady cadets that passed out of the academy were a mix of first-generation soldiers and also those that followed the path of their parents. WION spoke to the Lady cadets to understand their choices, sacrifices and gruelling routine. Khushboo Jain (Post Graduate from London School of Economics) “I was a studious kid, I did my under graduation in Shri Ram College of Commerce, Delhi and a Masters in Comparative Politics from London School of Economics. I returned from London and didn’t want to work for a corporate or join the family’s textile business, I knew that I wanted to do something for the nation. I was motivated to join the Army as it is the noblest and honourable profession, it made me a better person in all aspects. Initially, my parents were apprehensive, they asked me to leave the house, but today they were the proudest in the audience”, she told WION. There is not a single soldier in 7 generations of my family, perhaps not even in my entire Jain community, she beams with pride. Anjali Narayan (IT Professional) “I’ve always loved to do challenging roles, an IT Job was not part of my plan. I always wanted to be part of defence forces, but I went with the flow, pursued my B.Tech, then worked in an Indian IT firm in Bengaluru for 3 years. It was then that I got to know about the SSC and OTA. In the SSB Exam, I got through in 4th attempt with an All India First Rank. Earlier I was in a 9 to 5 job and within Air Conditioned confines and here we are drenched in sweat, I love this transformation. IT life was boring for me, I was wasting my life there, she told WION, standing beside her elated parents. Deeksha Yadav (Second-Generation Soldier) “It is indeed a proud feeling to be an Army officer’s daughter and then to be an army officer myself. My natural choice was to join the army. Here our training is on par with the gentlemen cadets, whether its running or other exercises. We are also the champion company, so we are ahead of the Gentlemen companies also. So there’s nothing that women can’t do, we set our own limits, but there is so much more beyond that”, she told WION.

The Indian Army will start training 100 women soldiers from December this year for their eventual induction into the Corps of Military Police.

The training period will be of 61 weeks, same as that for male soldiers. The Army plans to train 100 soldiers every year until it reaches a cadre strength of 1,700.

Army sources told ANI on Monday that the cadre will be maintained at 1,700 unless and until reviewed.

"Wastage, as we call it due to various reasons including medical, will be catered for during future inductions as we go along," they said.

This comes even as Colonel Commandant of the Military Police, Lt Gen Ashwani Kumar interviewed Lt Col Nandani in Srinagar for the role of instructor.

The Army has dug deep for the selection of instructors for training women soldiers in the force.

"The first batch is most important to us as it will lay down the foundation for generations to come. Another officer is Maj Julie who was an instructor to the first batch of women constables in Assam Rifles," Lt Gen Kumar, Adjutant General of the Indian Army, said.

On August 28, ANI had reported that preparations are underway for receiving and training the first-ever batch of women soldiers in the Corps of Military Police.

The decks for the induction were cleared in January this year after then Defence Minister Nirmala Sitharaman announced that the government has taken a "historic" decision to induct women in the Military Police with an aim to enhancing their representation in the three services.

Women will be inducted in a graded manner to eventually comprise 20 per cent of the total Corps of Military Police and their role would range from probing crime cases to assisting the Army in field operations wherever required.

Last year, Army Chief Gen Bipin Rawat had said the process to allow women in a combat role, currently, an exclusive domain of men was moving fast and initially, women will be recruited for positions in the Military Police.

Currently, women are allowed in select areas such as medical, legal, educational, signals and engineering wings of the Army.

The role of the Military Police includes policing cantonments and Army establishments, preventing the breach of rules and regulations by soldiers, maintaining movement of soldiers as well as logistics during peace and war, handling prisoners of war and extending aid to civil police.

As per government data, the Army has 3.80 per cent of its workforce as women, the Air Force has 13.09 per cent and the Navy 6 per cent.

The Indian Army will start training 100 women soldiers from December this year for their eventual induction into the Corps of Military Police. The training period will be of 61 weeks, same as that for male soldiers. The Army plans to train 100 soldiers every year until it reaches a cadre strength of 1,700. Army sources told ANI on Monday that the cadre will be maintained at 1,700 unless and until reviewed. "Wastage, as we call it due to various reasons including medical, will be catered for during future inductions as we go along," they said. This comes even as Colonel Commandant of the Military Police, Lt Gen Ashwani Kumar interviewed Lt Col Nandani in Srinagar for the role of instructor. The Army has dug deep for the selection of instructors for training women soldiers in the force. "The first batch is most important to us as it will lay down the foundation for generations to come. Another officer is Maj Julie who was an instructor to the first batch of women constables in Assam Rifles," Lt Gen Kumar, Adjutant General of the Indian Army, said. On August 28, ANI had reported that preparations are underway for receiving and training the first-ever batch of women soldiers in the Corps of Military Police. The decks for the induction were cleared in January this year after then Defence Minister Nirmala Sitharaman announced that the government has taken a "historic" decision to induct women in the Military Police with an aim to enhancing their representation in the three services. Women will be inducted in a graded manner to eventually comprise 20 per cent of the total Corps of Military Police and their role would range from probing crime cases to assisting the Army in field operations wherever required. Prime Minister Narendra Modi’s decision to appoint a Chief of Defence Staff (CDS) is yet another bold step by him. The CDS will be a game-changer, a veritable force multiplier.&nbsp;

Since the announcement, there have been a spate of articles on the subject with varying views, ranging from less informed ones like ‘Can the CDS be a civilian officer?’ or ‘Can this lead to a coup?’ to overzealous ones like ‘CDS should replace Defence Secretary/NSA’. This stems from having had a CDS in the discussion stage for far too long.&nbsp;

Here is a simplified analysis of the role that the CDS can play in the national security architecture, as well as his military functions as Chief of Defence Forces.&nbsp;

A disclaimer before proceeding ahead — the Prime Minister did not pull a rabbit out of the hat. The CDS has been in the recommendation stage of several committees since as early as the 1965 war.

The most notable among them were the LK Advani-led GOM after the Kargil war and the Naresh Chandra Task Force (NCTF) of 2012. Much has been written about them in detail, and hence, I will desist from repeating those facts.

All major militaries in the world have integrated their armed forces, and even the smaller ones have higher defence organisations to include CDS or an equivalent.&nbsp;

India is the only major military power which has neither. We still ‘make do’ with a collegiate system of Chiefs of Staff Committee (COSC), with the senior-most as a rotational head, however, short his stint may be. This is ill-suited for the security needs of our country, with two active borders and two nuclear-capable countries.&nbsp;

The CDS will render a single-point military advice (like a single-window system) for the leadership, instead of the service chiefs either carrying their differences to the high table or rendering weak advice, based on the least common denominator, much like a common minimum programme of political alliances.

Immediately, on coming into being, it can take more effective control of all tri-services structures and processes that the HQ Integrated Defence Staff (IDS) is handling, most notably the force modernisation of the three services. In time, the CDS will synergise all aspects between the Army, Navy and Air Force. &nbsp;

This assumes importance when the fiscal budget restricts defence procurements and priorities have to be drawn between the competing interests of the three services.&nbsp;

For a developing country like India, it’s important to ensure that while there are no gaps, it is even more important not to have overlaps. For instance, all three services fly helicopters of all sizes, including attack helicopters; the Army and Air Force both have air defence capabilities that merit harmonising. Resource optimisation will be a welcome spin-off of effective synergy and firm military decisions under the CDS.&nbsp;

As military chief, the CDS will not control operations, at least to begin with. We have two active borders and we cannot afford to be off-balance at any time.&nbsp;

The CDS will be assigned the task of drawing up a road map for integration of the three services over time, by which time he can assume an operational role.

The office will add unprecedented value of providing a capability audit of the services, joint policy planning, joint doctrines and joint intelligence. Joint operational planning and integration will follow later.

CDS and NSA

CDS will head military structures, gradually increasing his span of control. NSA coordinates various elements of power to include diplomatic, economic, intelligence agencies, cyber, space and more. These elements form part of different ministries and the NSA is the adviser to the PM on security issues, just like CDS will be the single-point adviser on military matters.&nbsp;

Military is unarguably the most significant part of a country’s security paradigm, yet security includes other facets like energy and water security, among others. In fact, the Defence Planning Committee set up in May 2018, seeks to fulfill this role at a functional level of secretaries.

CDS and MoD

CDS will be the professional head of the armed forces and, as a strategic military commander, translate national objectives into military objectives and create military capabilities accordingly.&nbsp;

He will also be the seniormost military adviser to the Prime Minister and the Defence Minister. The Defence Secretary will continue to be the government’s principal civilian adviser on defence, responsible for policy, planning, finance and administration as well as coordination between defence production, R&amp;D and finance.

Like any new structure, the CDS will have a challenging task at hand. It helps that a HQIDS is already in place for the last 18 years.&nbsp;

So, besides taking over the existing functions of controlling all tri-services structures, he will be given a mandate by the leadership to draw and implement a road map for gradual integration of armed forces in a stipulated time frame.&nbsp;

It is to the credit of the Prime Minister that he is creating a CDS and not an interim office of the Chairman, COSC, as suggested by NCTF. This is in keeping with his propensity for bold steps, rather than half measures.&nbsp;

The CDS must be strengthened with a strong mandate, to enable him to set the stage for synergetic integration of the armed forces, leading eventually to setting up of integrated theatre commands. These steps will propel India to realise its rightful place in the world order.
