The trigger for this essay comes from the mounting protests in Hong Kong; an advanced society in the throes of street turbulence. Sooner than later China may throw caution to the winds and send in the People’s Liberation Army to take over the territory and quell democracy. But my focus is elsewhere, on home territory, Kashmir. Having faced street protests there for many years it’s a different ballgame to Hong Kong. I am drawn back to it because of the rumours in the air of impending changes that could act as triggers.

Kashmir usually sits on the edge and street violence, for the last ten years, has been a norm. Will we see it implode again as it did in 2008 with the Amarnath Shrine Board agitation, in 2009 with rumours connected to the Shopian rape case, in 2010 with the Machil and Tufail Mattoo incidents and in 2016 with the killing of Burhan Wani? I am not examining here anything remotely related to the merits and demerits of Article 35A, the abrogation of which is being assessed as a likely trigger.

The power of the street was realised by the separatists in 2008 taking inspiration from the Palestinian Intifada. Little known but the other inspiration for Kashmir’s street turbulence was a book called ‘From Dictatorship to Democracy’ by an American scholar called Gene Sharpe. The latter is considered the father of modern revolutions and his chapter — ‘98 Ways of Non-Violent Action’ has inspired many of them. Syed Ali Shah Geelani is known to have read it and been inspired by it.

In Aug 2008 when we faced the murderous one lakh strong mob which attempted to march from Sopore to Uri, there was no social media. Yet thousands of people poured into the streets. None of us, the army, intelligence services or JK Police were prepared for it. Thereafter, seasoned commanders of anti-terrorist operations were taken aback by the vehemence and passion in the streets. They had little idea about dealing with such protests.

Many a time women led the front pushing even children ahead. Over a period of time, the art of street violence was near perfected by the Kashmiri protestors no doubt with some guidance from across the LoC. Social media expansion became the means of rallying protestors, taking inspiration from Tahrir Square, the Lotus Revolution and many other such protests of the Arab Spring. As the age of the street protestor became younger we witnessed 11 and 12-year-olds take to the streets. From 2014 an innovation entered into the methods with protestors rallying in support of terrorists cornered in houses through intelligence-driven cordons. This proved a major challenge for the security forces (SF) and led to more civilian casualties. The notion that separatists support nonviolent ways of protest has been a misnomer successfully fed to human rights organisations. In 2008-10 two recalls are of significance. First, the Army held a moral sway; its young company commanders had the networking skills and courage to walk up to leaders of protesting mobs and dissuade them many times to put an end to the protest in their area. Secondly, while the police had the most uncomfortable and challenging job the protestors mastered ways of breaking up police squads, attracting them into by lanes and then targeting them, forcing them to fire and cause civilian casualties.

The ecosystem of J&K, of which much is being written and spoken about today, has been the core centre of the organisational capability to run the agitation which at one time came to be termed as ‘agitational terror’ for various reasons. Protest without money power would have ground to a halt. In the town of Baramula from where the protests really began and spread there were fixed rates for each stone thrower. Stones were ‘imported’ by vehicles and stone-throwers came from other towns so that identification of leaders was difficult. The rallying of mobs was done by a large network of over ground workers (OGWs) armed with an information system multiplied many times over today due to social media. Manipulated video clips and rumours form the focus of the information system which the government establishment has a little answer for except the shutting down of the internet. Civilian casualties draw mass response at funerals and increase alienation manifold. The local media with more publications than found in Delhi or Mumbai has rarely found itself under control except during periods when curfew restricted the movement of its workers.

No one is saying that we are heading towards a period of street protests but it’s always good to be wary and cautious when attempts are being to change the tack of the strategy and campaign in J&K. The SF’s identified weakness is what the separatists consider their strength. That is the lack of a professional way of tackling mass protests. We cannot sit on a moral high horse and claim the use of minimum force when the international community throws such things in our face. Also, let us not gloat over our capability to resist international pressure. China may get away with treatment of Uyghur in Xinjiang and possibly even with handing over of Hong Kong to the PLA; that is because China does not claim democratic norms of functioning. Yet, even as Government of India is getting down to tackle issues which have never been tackled in the past it should ensure none of this is done in an unsmart way. It has done well to go after the ecosystem but the same is so strongly entrenched that it will take time. The money conduits and information system which help the separatists run the power of the streets must be legitimately choked completely. Let there be more transparency about this.

No doubt this seems an appropriate time to tackle the separatists when Pakistan too is under pressure and attention is more on Afghanistan. Kashmir’s stamina for resistance is also low notwithstanding formation of joint resistance committees by the separatists. There are far more smart, legitimate and humane ways of controlling violence in the streets than by just pumping in a hundred companies of armed police forces. May be good to take a cue from what the Indian Army does before it sends any troops to conflict zones. It trains them for the situation and threat that they are likely to meet. Untrained soldiers or armed policemen can be a greater liability than can be imagined. Lastly, where is our information system to counter the separatist misinformation? Rumour mongering isn’t the best way of tackling such situations.

Taking to the J&K streets

Government on Friday refuted the report of moving additional troops to Jammu and Kashmir after it ordered the deployment of 10,000 central forces personnel in the valley.

"100 companies had been ordered for deployment about a week ago, which are in the process of reaching their destinations. This has apparently led to speculations of induction of additional forces," news agency ANI quoted Ministry of Home Affairs (MHA) sources.

"Based on assessment of internal security situation, training requirements, the need for paramilitary troops to be rotated for rest and recuperation, induction and de-induction of central forces is a continuous and dynamic process," MHA sources said further.

On Thursday, news agency PTI had reported that additional 280 companies of security forces (28,000 security personnel) were being sent to the valley by the government to strengthen counter-insurgency operations and law and order situation.

Last week, the central government had moved 10,000 central forces personnel to valley following National Security Advisor (NSA) Ajit Doval visit to Jammu and Kashmir. During his two-day-visit, Doval had held meetings with senior officers and reviewed law and order situation in the valley.

Security agencies had in July confirmed inputs that Pakistan army-backed terrorist groups are planning to carry out a major attack on Indian soil. Inputs have been received by the security and spy agencies that after the successful conduct of Panchayat elections in the state, terrorist groups have been asked to carry out an attack on forces.

"We assure 'awaam' of Kashmir that no one will be allowed to disrupt peace," Dhillon pointed out.

He said that an in-depth analysis of terrorism in Kashmir has been done which has revealed that around "83 per cent of local people who pick up weapons had a record of stone-pelting".

PM Modi addresses the nation, pays tribute to Kargil bravehearts

Every year, July 26 is marked as Kargil Vijay Diwas. Since that fateful day twenty years ago when we pushed out the Pakistani infiltrators and recaptured the Kargil heights, we commemorate the brave soldiers who triumphed over our enemy. By official counts, some 527 officers and men were martyred in this undeclared war. This year too, led by President Ram Nath Kovind, Prime Minister Narendra Modi, and Army Chief General Bipin Rawat, we mourned our martyrs and celebrated our victory. General Rawat warned Pakistan that if it dared to infiltrate again, it will have to “take back bodies.”

Without sounding a negative note, it is important to observe how practically none of the many experts and dignitaries that were a part of the hundreds of hours of media coverage spoke of how Pakistan gained the Kargil heights in the first place. How were we caught napping? How did we lose so many peaks, if not posts, before we began to retaliate? Was there a failure on our part? If so, who was responsible? It was precisely to answer such questions that the government set up the Kargil Review Committee (KRC) on July 29, just three days after the end of the war on July 26. As per its “Terms of Reference,” the KRC was to “to examine the sequence of events and make recommendations for the future.” The chairman of the KRC was the noted security expert, Krishnaswamy Subrahmanyam, Secretary for Defence Production, Ministry of Defence, who also served as director of the Institute for Defence Studies and Analyses (IDSA). His son, Subrahmanyam Jaishankar, is our current Minister of External Affairs.

The KRC completed its report on December 15, 1999, after meetings and interviews with over a hundred military and intelligence officers, politicians, diplomats, and journalists. Though parts of the KRC are still classified, there is enough in the public domain to indicate that the Kargil war began with serious lapses on India’s part: “the Pakistani armed intrusion in the Kargil sector came as a complete and total surprise to the Indian Government, Army and intelligence agencies as well as to the J&K State Government and its agencies.” In fact, the KRC found that no individual or agency “was able clearly to assess before the event the possibility of a large scale Pakistani military intrusion.” This despite the fact that such an invasion or incursion had been spoken of in Pakistani defence and political circles for the prior two decades. The KRC concluded that there was a “critical failure in intelligence” in addition to “many grave deficiencies in India’s security management system.”

An anonymous Pakistani soldier’s account, published in Time magazine on July 12, 1999, shows that the systematic infiltration had started by February 1999, possibly earlier. Yet, according to the KRC, it was detected only as late as May 3, some three months later, by “shepherds.” The KRC also admits that by this time there were “around 140 posts and pickets established by regulars of Pakistan Army, over a frontage of 100 km up to a depth of 8 km inside Indian territory over months in 1999.” Even after these facts came to the attention of the top brass of the Indian army were still in a damage control mode, asserting that “the situation was local and would be dealt with locally.”

There are other accounts of the Kargil war in the public domain, such as in former foreign minister, Jaswant Singh’s book, A Call to Honour. His son, Manvendra Singh, then a Territorial Army officer and defence reporter for a leading English daily, recalls that our then Defence Minister, George Fernandes, was himself unaware of “unusual happenings” in the Drass-Kargil sector. Apparently, “local Army formations had kept the Army Headquarters in the dark even as they were discovering the truth about the intrusions in the Drass-Kargil-Batalik sectors.” During a briefing on May 17, after Prime Minister Atal Behari Vajpayee had personally taken charge of the situation, the Director-General Military Operations (DGMO) assured him that the incursions would be cleared in “two or three weeks or so.” In retrospect, it seems clear that Kargil, as Lt General DB Shekatkar conceded, “was the outcome of intelligence failures.”

Yet, thanks to the KRC, many important changes were made to improve our combat readiness in the region and prevent such costly mistakes in the future. Among these, the National Technical Reconnaissance Organisation (NTRO) and Defence Intelligence Agency (DIA) are considered positive outcomes. One other sidelight of the conflict, which few care to mention today, is that it was the Bofors howitzer that actually helped dislodge the Pakistanis. The gun was good though its purchase was tainted by the scandal and corruption.

Remembering Kargil: Why prevention is better than cure

In the run-up to the 20th anniversary of Kargil Vijay Diwas on July 26, 2019, the first of this two-part series focused on the initiation of the Kargil conflict.

In this concluding part, I intend to bring to the public some aspects of conflict progression, the constraints on the Indian Army to clear the intrusion and, briefly, where we stand today with reference to a potential repeat of Kargil.

The relatively slow response in May 1999 towards the expulsion of the intrusion was due to the lack of intelligence on the actual spread and magnitude of the intrusion.

In the mountains at higher altitudes, small infantry forces merge well with scraggy peaks and unless probing actions actually get into contact with intruding elements, it is difficult to ascertain the extent of ingress.

There were gaps in the defences and with vacated winter posts yet unoccupied by the Indian Army, the exercise to ascertain the frontage and exact locations was a challenge.

The IAF activated and flew a number of missions, but found determination of pinpoint targets difficult due to heights it had to fly at to avoid Pakistani shoulder-fired missiles.

Shortly thereafter came the restriction preventing both the army and the IAF from crossing the LoC. The implication was that the IAF had to fly parallel to the LoC while the Army’s operations could not plan to adopt rear, and sometimes even flanking approaches, to reach the occupied heights, which stood at 16,000 to 18,000 feet.

Troops had to be redeployed from the Kashmir Valley; in fact the entire 8 Mountain Division had to disengage from the counter-terror grid, acclimatise the troops and be prepared for high-altitude assault.

This is one of the most hazardous operations infantrymen ever undertake, having to climb 6,000 to 7,000 feet from the Dras-Mashkoh valley floor to reach their objectives.

Each assault by a company of 80-100 men took the better part of a week or more to attain even a modicum of success with the threat of a counterattack always present.

En route they suffered severe privations, very limited logistical support and heavy casualties. Higher attrition occurred due to the decision not to cross the LoC and it remains a point of debate whether anything was achieved by this.

At higher diplomatic levels, it helped in securing international recognition of India’s sense of responsibility and perhaps put Pakistan on the mat.

That helped in the US decision to force Pakistan to vacate the territory not yet cleared by the Indian Army. Some may argue that it saved many more casualties that Indian Army may have suffered, if it had to recapture every single occupied post.

What needs to be remembered is that this was not a war fought by individual arms or services of the army. Logistics played a major role and the decisions to deploy 100 artillery guns for each battalion assault, along with direct firing by Bofors guns, were all game changers. It was the collective contribution of the Army and IAF, which ensured victory for the Indian forces.

At another level, the failure of the Pakistan Army to collect their dead, feigning that they were freedom fighters, left the Indian Army on a higher moral plane. Honourable burial of the enemy’s dead followed with full honours due to them.

The state of preparedness of the Indian Army to fight such a war was actually abysmal. Kargil was a relatively low priority sector with assessment of potential employment of just a brigade by Pakistan in the eventuality of a full-scale war.

That would have had different implications. A standalone operation is something else. Military wherewithal had to be collected from different locations and flown to Kargil, reserve formations had to move and acclimatise the troops.

All the while, the footprint of Pakistan-sponsored terror in Kashmir Valley and Jammu was increasing, taking full advantage of the attention focused on Kargil.

One of the earliest decisions after the conflict was to curtail the Srinagar-based 15 Corps’ responsibility to the area between Zojila and Jawahar Tunnel and hand over operational responsibility of Ladakh, including Kargil, to the newly raised Headquarters 14 Corps.

The Kargil Review Committee was set up as a consequence of the admission that all was not well with national security. The Committee did yeoman service with its recommendations and a Group of Ministers (GoM) was set up to examine the recommendations.

It’s unfortunate that even with as big a trigger as Kargil 1999, the implementation of identified recommendations of the GoM were never implemented in letter and spirit. Half-baked measures such as creation of HQ Integrated Defence Staff as against an integrated Ministry of Defence were made.

Eighteen years down the line it has not happened. The fast-track acquisitions processed by the government in 1999-2001 have never been replicated and Indian troops yet fight with the same rifles they fought with in 1999.

India is definitely better equipped to handle crises of the Kargil type but no adversary repeats his strategy. It will be another plan and another place. National security capability demands a holistic ability to assess what, where and how an adversary may target India’s security. It also demands rapid response and appropriate capability to give our forces a more than equal chance to prevent the adversary achieving his aim.

All this can at no time be at levels of hundred per cent readiness, but optimisation is always possible and that is what we should be focused upon, without turfs and without personalities.

It has to be an institutional approach, the start point of which is surely a National Security Strategy paper from the government followed by a serious debate in Parliament.

Kargil Vijay Diwas: Institutional approach is needed in defence preparedness

Army chief General Bipin Rawat on Friday warned Pakistan of a "bloodier nose" if it chooses to go into another war with India while advising the neighbouring country of not repeating "misadventures".

"Don't do it. Misadventures are normally not repeated. You'll get a bloodier nose next time," he said in a press conference when asked about his message to Pakistan on the 20th anniversary of India's victory in the Kargil war.

Talking about modernising the Army's inventory, Rawat said that the focus is on the Artillery weapon system.

"We are looking at modernising our inventory. Our focus is on Artillery weapon system, by 2020 we will get the Howitzers, K-9 Vajra is being manufactured in the country now and two Bofors like guns are being manufactured locally," he said.

The Army chief said that "peace" and "tranquillity" prevails along the Line of Actual Control (LAC) and the situation is under control.

Rawat further said that the soldiers will continue to man and guard the borders while assuring the countrymen about their security."I want to convey to our countrymen that you can be rest assured that any task given to defence services will always be accomplished no matter how difficult it is. Our soldiers will continue to man and guard our borders," Rawat said.

On Kargil Vijay Diwas, Army chief General Bipin Rawat warns Pakistan of 'bloodier nose' next time

AK Das, a Central Reserve Police Force head constable posted in Kashmir, committed suicide by shooting himself with his service rifle. In a similar outrage, an army personnel pumped five bullets into Major Shikhar Thappa. The officer had pulled up the soldier for using a mobile phone while on duty.

Media reports are heart-wrenching, but point to the unease among the ranks of fighting soldiers, sadly swept under the carpet by authorities.

Love of a life in the armed forces and in uniform is the overwhelming reason for a young man to join the army or the defence forces. When confronting the enemy, he obeys the orders of his company commander, ever-ready to lay down his life for the country and for regimental pride.

But he is in a state of perpetual distress by the war that rages in his backyard, his home. Although away from his family, he gets daily updates on mobile phone, on social media. Every bad news from home sends him into an invisible depression. His frequent visits to his home and family to settle disputes are unsuccessful. And each time he returns to his post without resolving unending issues, personal or professional, his distress mounts.

When on leave, he overstays against regimental rules. Warnings from his company commander to report on time aggravate his distress. Without going into a soldier’s stress, the company commander, many of them kind and reasonable, reject the frequent demand for leave.

Torn between the two wars, the soldier has little choice. This story repeats itself for the thousands who serve in the army and paramilitary forces. Recruited from villages, they carry with them the burden of their homes to their frontier posts.

The many personal disputes that dominate their lives take them to police stations, tehsildar courts, revenue and criminal courts. The arms-bearing soldier of the Indian Army, the brave fighter, stands with folded hands at every court and police station. His pride is crushed, his resolve to fight for the nation weakened and faith in the society shaken.

These issues may be laughable for a city dweller or one from the newly educated generation, but they dominate the villages from where the bulk of our armed forces are recruited.

Disputes arise every day and remain unresolved as a soldier cannot handle them. Neither he nor his family is trained for handling such stress.

Most soldiers stay away from home for 10 to 11 months a year, which ultimately leads to marital discords, allegations and counter allegations. When issues aggravate, they result in the extreme step of taking a life.

Suicide and fratricide are not uncommon in the paramilitary and army forces deployed in Kashmir. The number of defence personnel committing suicide is the highest in the Indian Army.

According to ministry of defence and statements made in Parliament, in 2018, as many as 80 army personnel are believed to have committed suicide. This number is 16 for the Indian Air Force (IAF) and eight for the Navy.

In 2017 the number of army personnel who are suspected to have committed suicide was 75, while in 2016 this figure stood at 104.

In the IAF, the number of suspected suicides was 21 in 2017 and 19 in 2016. For the Navy, these numbers stood at five and six for 2017 and 2016, respectively.

There is another aside. The impact on the morale of soldiers is enormous, which is reflected in a large number of them seeking retirement. Official figures say that the rate of voluntary retirement is the highest in the army, with 412 officers opting for VRS in 2018, their numbers rising from 353 in 2016. This certainly does not bode well for the army, which is already suffering from a shortfall of officers.

Not surprisingly, most of them chose VRS for ‘domestic and personal reasons’. It is time to revisit the personnel policy of the forces when these ‘domestic and personal reasons’ become more important for a soldier than his duty on the border.

Who could solve their problems? The company commander, commandant of the battalion, the village sarpanch or their fellow soldiers? But they cannot do it individually. What is needed is a re-education programme for soldiers. Sensitisation of district and village authorities could prove to be ideal solutions.

Village panchayats and Sainik Kalyan Boards need to be proactive and should be sensitised.

The Union home minister said in Parliament that various steps have been taken by the armed forces to create a healthy environment for their officers and other ranks.

Besides other measures, mental health awareness is provided during pre-induction training. Distress management has been institutionalised to reduce stress among troops. A helpline has also been established by the army and the air force to provide professional counselling. The army and armed forces are upbeat with training and stress management projects, but the numbers of suicides and of those seeking voluntary retirement are on the rise. Much more needs to be done.

Kargil Vijay Diwas: Tri-Service band performance postponed due to Sheila Dikshit demise

Defence Minister Rajnath Singh on Sunday said his recent visit to Kargil had renewed his confidence and respect for the Indian Army.

Speaking at a function organised by Veterans India here, Singh said, "During my visit to Kargil, I saw the tall peaks which our brave soldiers managed to win back after defeating Pakistani soldiers positioned on them during the Kargil war. I listened to all the stories of how our brave soldiers recaptured Kargil, I heard the names of brave personnel like Captain Vikram Batra who were ready to sacrifice their life for the nation. It made me respect them even more."

The Defence Minister had visited the Kargil War Memorial in Drass on Saturday and paid tributes to soldiers who had laid down their lives in the 1999 war with Pakistan.

Singh was in Jammu and Kashmir for a day-long visit ahead of Kargil Vijay Diwas.

"The courage showed by the Indian Army soldiers in other wars as well to protect the integrity of the nation is unparalleled to that of any other country in my opinion," Singh added.

He said that in his term as Defence Minister of the nation he will try to ensure that the ex-servicemen and serving personnel face no hardships.

"I will try to do whatever I can to ensure there are no questions raised on your honour and dedication and of that of the soldiers serving today," he added.

He also spoke about his decision of going to Siachen immediately after he took charge of his post in the Union Cabinet.

"On the second day of taking charge as Defence Minister, I went on a trip to Siachen after consulting the Army Chief General Bipin Rawat. My reason for undertaking this trip was to understand what it felt like to be a soldier standing on the border before I start taking decisions for their good," he said.

"It helped me make decisions for their welfare, it helped me keep them in the centre before taking any decision for their benefit," Singh added.

Congress MPs on Monday submitted an adjournment motion notice in Lok Sabha over 'pension of disabled Army personnel'.

An adjournment motion is an extraordinary procedure which, if admitted, leads to setting aside the normal business of the House for discussing a definite matter of urgent public importance.

The disability pension till now was not taxed by the government but recently, the government decided to tax it leading to opposition from the veterans community.

On July 2, the Army headquarters clarified that though it is concerned for all personnel who are invalidated out of service in combat conditions or otherwise, and need additional support but "discourages those who seek financial gains through their disabilities."

Over the years broad-banding and compensation awarded for disability with income tax exemption has led to a rise in personnel seeking disability, even for lifestyle diseases. The trend is worrisome that too when the security challenges to the nation are on the rise," the Army headquarters stated.

The sources said the Army has immense respect for the officers and jawans who suffer disability in line of action and they deserve much more than they are getting in terms of financial gains.

The Army has also stated that higher compensation awarded for disability with tax exemption has over the years led to a rise in personnel seeking disability even for lifestyle diseases. At a time when the Army is trying to fight the trend of an increasing number of its personnel seeking disability pensions, it had emerged that more than 2,000 officers including more than 85 Brigadiers and Major Generals have sought disability pension for diseases including diabetes and high blood pressure in the last two years.

In 2018, 52 officers above the rank of Brigadier and 977 officers of the rank of Colonel and below have sought disability pensions, sources said.

Seeking to acquire the capability to hit enemy positions close to populated areas without causing collateral damage, the Indian Army is in the process of acquiring Excalibur guided long-range artillery ammunition which can strike targets more than 50 km away.

"The Indian Army is planning to acquire the Excalibur artillery ammunition from the Americans under the emergency procurement procedures," government sources said here.

The acquisition case is being processed under the emergency powers for procurement of weapon systems and ammunition to be war-ready in post-Pulwama attack-like situations.

The ammunition is being acquired for units deployed along the Line of Control where artillery shelling by Pakistan is a common feature.

The ammunition can be busted in the air as well as after its penetration into bunker-type structures by using its different fuses.

In a recent meeting, the Army briefed Defence Minister Rajnath Singh about its plans to acquire the guided ammunition from the US which uses the GPS system to hit targets at ranges more than 50 km.

The Excalibur ammunition was developed in the US for improving the accuracy of the artillery shells in the war in Afghanistan which the Americans have been fighting for almost two decades now.

The Army has also started inducting the US-made M-777 ultra-light howitzers which can be used for firing the Excalibur ammunition.

The Army has also gone ahead with the purchase of the Spike anti-tank guided missiles which can be used against the enemy armoured columns.

The Indian Air Force recently acquired multiple ammunition and spares for its fighter aircraft to be war-ready.

The acquisition by the Air Force includes the Balakot airstrike-fame Spice 2000 bombs, made by Israel, including the version which can penetrate and destroy fortified structures.

The IAF has also acquired the Strum Ataka anti-tank guided missiles for its Mi-35 attack helicopters.

The armies of India and Myanmar carried out a three-week-long coordinated operation from May 16 in their respective border areas, targeting several militant groups operating in Manipur, Nagaland and Assam, defence sources said on Sunday.

India, Myanmar armies target militants of north-eastern states in coordinated operation

The armies of India and Myanmar carried out a three-week-long coordinated operation from May 16 in their respective border areas, targeting several terrorist groups operating in Manipur, Nagaland and Assam, defence sources said on Sunday.

The first phase of "Operation Sunrise" was conducted three months ago along the Indo-Myanmar border, during which a number of camps of north-east-based terrorist groups were busted.

Myanmar is one of the strategic neighbours of India and shares a 1,640-km border with a number of north-eastern states, including the terrorism-hit Nagaland and Manipur.

India has been pushing for deeper coordination between the armies of the two countries while guarding the border.

Sources said during "Operation Sunrise 2", the armies coordinated with each other to bust camps of terrorist outfits, including the Kamtapur Liberation Organisation (KLO), the NSCN (Khaplang), the United Liberation Front of Assam (I) and the National Democratic Front of Boroland (NDFB).

They said at least six dozen terrorists belonging to these groups were nabbed and several of their camps destroyed during the operation.

The sources said the two sides might launch the third phase of the operation, depending on intelligence inputs and the ground situation.

Besides the Indian Army, troops from the Assam Rifles were also part of the operation.

In June 2015, the Indian Army had carried out an operation against NSCN(K) terrorists in areas near the Indo-Myanmar border, days after militants killed 18 army men in Manipur.

In the first phase of "Operation Sunrise", the Indian Army targeted members of the Arakan Army, an insurgent group in Myanmar, who were opposed to the Kaladan multi-modal transit transport project.

The Kaladan multi-modal transit transport project is viewed as India's gateway to Southeast Asia.

India entered into a framework agreement with Myanmar in April 2008 to facilitate the implementation of the project. On completion, the project will help connect the north-eastern state of Mizoram with the Sittwe Port in Myanmar's Rakhine state.

On the Indian side, work is on to extend the Aizawl-Saiha National Highway by 90 km to the international border at Zorinpui.

According to security agencies, there were over 50 camps of insurgent groups from the north-east in Myanmar till last year.

The place where the aircraft was last spotted does not have any inhabitants, there is no mobile network and there is no motorable road making the operations for the ground search parties extremely difficult,” said a senior officer of Arunachal Pradesh government. Officials said the wreckage of the AN-32 transport aircraft has not been sighted so far. Defence Minister Rajnath Singh is being apprised of the situation by the Air Force on a regular basis. The Antonov AN-32 with 13 personnel including seven officers and six air warriors on board went missing in Arunachal Pradesh. The aircraft took off from Jorhat at 12:25pm on Monday and was headed for Menchuka Advance Landing Ground (ALG) in Arunachal Pradesh near China border. The last contact between the aircraft and ground agencies took place at 1pm. Watch: Why the search operation is taking this long The Soviet-era aircraft was inducted in the Air Force in the 1980s and has been undergoing upgrades. Three years ago, on July 22, 2016, an airborne AN-32 aircraft had gone missing with 29 people on board. The aircraft was travelling from Chennai to Port Blair in Andaman and Nicobar when it went missing over the Bay of Bengal. (With inputs from agencies)
