The European Union special envoy on Afghanistan Roland Kobia and Uzbekistan's special envoy on Afghanistan Irgashev Ismatulla Raimovich will be visiting New Delhi next week. While Raimovich will be visiting on December 2-3, Kobia will be visiting on 3-4. The visit highlights the role played by New Delhi, especially development, in the landlocked South Asian country, and how other countries are eager to understand India's view on the future of Afghanistan. "India had a position on the developments in Afghanistan and it engages with all International partners for exchange of views", a source told WION. India is building major infrastructure projects in Afghanistan including the Afghan parliament in Kabul and the India Afghan friendship dam in Herat province and will soon start work on Shatoot dam in Kabul for which Geotechnical survey is started. Additionally, New Delhi has committed to take up 116 high impact community development projects in all 34 provinces of Afghanistan. With the help of Chabahar port and the India Afghan air corridor, new Delhi has increased connectivity to Afghanistan, which was otherwise was being denied by Pakistan. The visit by special envoys comes even as US President Donal Trump made a surprise visit to Afghanistan last week and announced resumption of dialogues with the Taliban. Earlier in September, the US president had cancelled talks with the group after an attacked killed US Solider. India's official policy has been an Afghan-led, Afghan-owned peace process and has backed the government in Kabul.

Another meeting of <a href="https://www.wionews.com/india-news/india-japan-to-hold-22-ministerial-dialogue-in-new-delhi-today-265339">India-Japan Foreign and Defence Ministerial Dialogue (2+2)</a> will be held in the evening and the two sides are expected to discuss defence and security, amongst other issues of mutual interest. 
 
The Indian delegation will be led by Defence Minister Rajnath Singh and External Affairs Minister S Jaishankar. Japan's Foreign Affairs Minister Toshimitsu Motegi and Defence Minister Taro Kono will lead the Japanese side. 
 
The meeting is being held in pursuance of the decision taken by Modi and his Japanese counterpart Shinzo Abe during the 13th India-Japan Annual Summit held in Japan in October 2018, with an aim to institute a Foreign and Defence Ministerial Dialogue for further deepening bilateral security and defence cooperation, the Ministry of External Affairs (MEA) said in a statement. 
 
"The 2+2 meeting would provide an opportunity for the two sides to review the status of and exchange further views on strengthening defence and security cooperation between India and Japan so as to provide greater depth to the 'India-Japan Special Strategic and Global Partnership'," the statement added. 
 
The two sides will also exchange views on the situation in the Indo-Pacific region and their respective efforts under India's 'Act East Policy' and Japan's 'Free and Open Indo-Pacific Vision' for achieving their shared objective of peace, prosperity and progress to realise a better future for the people of the two countries and the region. 
 
The dialogue has come ahead of the summit-level meeting between Prime Ministers Narendra Modi and Shinzo Abe later in the year.

Uttar Pradesh Police on Friday arrested a man who allegedly killed his two daughters in a drunk state here in Surajpur area on Thursday night. 
 
The accused, Hari Solanki, killed his six-year-old and three-year-old daughters after having an argument with his wife. 
 
According to Superintendent of Police Rural Ranvijay Singh, the wife of the accused said that Solanki was drunk. 
 
In the morning, the dead body of one daughter was found in the home while the other was found in an abandoned building. 
 
After the incident, the accused went missing but was arrested by police later in the day. 
 
"There were marks of injuries on the head of daughters that were caused by Solanki," police said. 
 
An FIR has been registered in the case and further investigation is underway.

He sought an urgent hearing in the matter and sought a direction to restrain Maharashtra Governor Bhagat Singh Koshyari from inviting Shiv Sena-NCP-INC alliance to form the government.

This came a day after BJP's Devendra Fadnavis resigned from the post of Maharashtra Chief Minister hours after the apex court directed a floor test to be conducted in the Assembly.

Later in the evening, the Shiv Sena-NCP-Congress combine met Governor Bhagat Singh Koshyari and staked claim to form the government in Maharashtra, following which the Governor announced that Shiv Sena chief Uddhav Thackeray will take oath as the Chief Minister of the state on November 28.
