<p class="MsoNormal">However, I learnt recently that China is unfairly dumping an increasing number of low-cost/low-quality goods into India, often unchecked -- and sometimes deliberately overlooked by authorities -- because the trouble of reducing imports is probably more than the advantage of a "Make In India" gain.<o:p></o:p></p>

<p class="MsoNormal">The World Trade Organisation refers to dumping, in general, as a situation where the price of a product sold in the importing country is less than the price in the market from where it is exported. This is often done to hoodwink competition into death or cash in on a consumption need in the importer market.</p>

<p class="MsoNormal">First of all, in a world where WTO monitors fair play, it is difficult for policy-makers and administrators to get sufficient, authentic data to prove that dumping is taking place so they can impose countervailing duties. This is further complicated by the fact that even when proven right, there is some cost-benefit analysis done by commerce and finance ministry officials in India that ends up with the Chinese getting away with pieces of India's economy, much like some placid lake land in Ladakh.</p>

<p class="MsoNormal">In an increasingly interconnected world where globalisation has been a theme for close to four decades, one cannot wake up suddenly to nationalistic instincts without realising that you have been sleeping with someone who may be occasionally, if not frequently, described as the enemy.<o:p></o:p></p>

<p class="MsoNormal">I call it the Bollywood Climax Syndrome. Often in old Hindi movies, there is a fight scene in which the screen hero is fighting the bad guy and his goons, but it turns out that the villain has captured close relatives (often the heroine or his mother) and is blackmailing the handsome good guy. Picture China like a bad guy fighting whom can pose at least temporary setbacks to the Indian economy's good guys.</p>

Intrigued, I spoke to my ministry sources and was told that this may indeed be true but the problem is not easy to navigate because downstream industries that use Chinese products as raw materials or inputs tend to suffer due to higher costs when anti-dumping duties are imposed. Many downstream industries tend to be small and medium enterprises (SMEs) that spin jobs in an economy that badly needs to create more jobs and also keep inflation low.<o:p></o:p></p>

The finance ministry has upheld a recommendation from the Directorate -General of Trade Remedies in the commerce ministry to impose an import duty on Chinese, Korean and Indonesian optical fibres after DGTR conducted investigations. But you know how it is. If the optic fibre lobby is powerful, the telecom service provider lobby is at least as powerful if not more -- as it is a more sentimental story when your Internet bills go up. Let us see how it goes.<o:p></o:p></p>

The government could with a workman-like approach to build a roadmap on how to go about taking on the Chinese dragon.<o:p></o:p></p>

<p class="MsoNormal">In Bollywood movies, there is always a smart manoevure by the hero or his associate to outwit the villain - and sometimes, there is a sacrifice made. That depends on the plot writers. But more often than not, there is a happy ending. What we need in the commerce and finance ministries are a bunch of options that they can borrow from Bollywood scriptwriters.<o:p></o:p></p>

<p class="MsoNormal">My easy guess: Try cushioning downstream industries with alternate incentives like cheaper finance or marketing support or higher depreciation or some direct tax benefit. It is a messy business involving too much data and detail. But you get the picture. The optic fibre story is hopefully a good beginning.<o:p></o:p>&nbsp;</p>

<p>India&nbsp;on Thursday (August 3) responded to Pakistan Prime Minister <a href="https://www.wionews.com/south-asia/pakistan-pm-shehbaz-sharif-willing-for-talks-with-india-says-war-not-an-option-621383">Shehbaz Sharif's recent comment</a> that Islamabad is willing to talk and discuss "serious matters" if the "neighbour" also does so. Sharif had also noted that "war is no more an option".&nbsp;</p>

<p>ndia's External Affairs Ministry spokesperson Arindam Bagchi said during his weekly briefing that India also wants normal ties with all its neighbouring countries, including Pakistan. However, it is dependent on Islamabad to create an environment for such an engagement.&nbsp;</p>

<p>Bagchi said, "We have seen reports regarding comments by the Pakistan prime minister on this issue. India's clear and consistent position on this is well-known."&nbsp;</p>

<p>"We desire normal neighbourly relations with all our neighbours including Pakistan. For this an environment free of terror and hostility is imperative," he added.&nbsp;</p>

<p>Within the Asia Pacific basket, India has&nbsp;now replaced Japan as the primary 'overweight' market for Morgan Stanley.&nbsp;</p>

<p>“We upgrade India to overweight for secular leadership. We see a secular trend towards sustained superior USD Earnings Per Share&nbsp;growth versus Emerging Markets over the cycle," the note read. It added that&nbsp;a young demographic profile is supporting equity inflows into India.</p>

<p>The Morgan Stanley note added that India’s future resembles China’s history to a large extent. In comparison to India’s 6.5 per cent GDP growth, the brokerage anticipates China’s GDP to expand by only 3.9 per cent by the end of the decade.</p>

<p>"We think returning India to an 'overweight' rating and downgrading China to 'equal weight'&nbsp;is warranted," analysts said. They were referring to the Indian markets' outperformance over China as a sign of a structural breakout in favour of India.</p>

<p>Members of the so-called INDIA alliance wrote a letter to Speaker Om Birla to make it clear that they were not happy with the discussions to be held on the last three days of the ongoing monsoon session.</p>

<p>Outlook India quoted a senior INDIA alliance member as saying, “We told the Speaker that the government is using this opportunity to pass a number of bills and we want to participate in the discussion. If the no-confidence discussion takes place at the earliest, then we can participate in the discussion on the legislative agenda.”</p>

<p>Although the manufacturing sector PMI for India fell to 57.7 in July, the overall S&amp;P Global India Composite PMI Output Index reached a 13-year high of 61.9.</p>

<p>“The resilience of the service sector underscores its vital role in fuelling India's economy, with the PMI results for July so far pointing to a notable contribution from the sector to overall GDP for the second fiscal quarter,” the Economic Times quoted Pollyanna De Lima, the economics director at S&amp;P Global Market Intelligence, as saying.</p>

<p>With the overall demand remaining strong, the new-business sub-index indicated that the demand growth in July was at its highest since June 2010.&nbsp;The release further said that Bangladesh, Nepal, Sri Lanka and the UAE were key sources of international growth.</p>

<p>Operating costs increased at their quickest rate since June 2022, and businesses passed some of that cost on to consumers, although comparatively slower than in the previous three months due to their careful price setting.</p>

<p>De Lima was quoted as saying that&nbsp;competitive advantage continued to support demand for Indian services, as rise in output costs remained modest compared to other countries.&nbsp;</p>

<p>Three major completed infrastructure projects were inaugurated virtually and three more were launched, including integrated checkposts that facilitate trade, new electricity transmission lines, and the extension of the oil pipeline system to include eastern Nepal and extend the existing pipeline to Chitwan.&nbsp;</p>

<p>The two countries also agreed on a long-term power trade cooperation under which India has set a target of importing 10,000 megawatts of electricity from Nepal within the next 10 years.&nbsp;</p>

This will be the seventh meeting of the India-Nepal Joint Commission, it is predominantly a bilateral mechanism at the level of the foreign ministers "with a mandate of reviewing the entire spectrum of Nepal-India bilateral relations". Jaishankar is likely to visit Kathmandu in October, however, no official announcement has been made yet. Both countries are expected to discuss various facades of cooperation in areas ranging from connectivity, economy and trade, energy cooperation, and water resources. During the recent BIMSTEC retreat held in Bangkok, Nepal Foreign Minister NP Saud met with the Indian counterpart and discussed working closely on bilateral cooperation. "Good meeting with Nepal Foreign Minister Narayan Prakash Saud. Agreed to work closely to implement the agenda of cooperation set out by our leadership. Look forward to remaining in touch," Jaishankar tweeted. The sixth meeting of the Joint Commission, co-chaired by Jaishankar and then Nepalese Foreign Minister Pradeep Kumar Gyawali, was held on January 15, 2021, in New Delhi. Nepal Prime Minister Pushpa Kamal Dahal 'Prachanda' visited India in June on a four-day official visit. Three major completed infrastructure projects were inaugurated virtually and three more were launched, including integrated checkposts that facilitate trade, new electricity transmission lines, and the extension of the oil pipeline system to include eastern Nepal and extend the existing pipeline to Chitwan. The two countries also agreed on a long-term power trade cooperation under which India has set a target of importing 10,000 megawatts of electricity from Nepal within the next 10 years. <p>To counter the allegations, Chief Minister Siddaramaiah clarified that the suspension of Nandini ghee supply for Tirupati laddus had occurred during the tenure of the previous BJP government, effectively defusing the BJP's argument. This revelation introduced a twist in the timeline of events, demonstrating the complexity of the issue.</p>

<p>KMF Chairman Bheema Naik highlighted that the competitive bidding process for supply contracts had led to the selection of another supplier at a lower rate than KMF's bid.</p>

<p>He emphasised the high quality of Nandini ghee and expressed confidence in its superiority. However, the Tirumala Temple authorities contested KMF's claims, asserting that their ghee had been supplied only once in the past two decades, and that too for a relatively insignificant portion of their requirement.</p>

While KMF's Managing Director and CEO, MK Jagdish, confirmed their last supply in 2021-22, he reiterated their interest in re-establishing a connection with the TTD and resolving the pricing concerns.</p>
