<p>In a final push to unveil government projects across the country before the upcoming Lok Sabha elections, Indian Prime Minister Narendra Modi will embark on a nationwide 10-day tour starting today (Mar 4). He will cover 12 states and union territories (UTs) to entice voters as he seeks his third term in office.</p>

<p>As per the official schedule, Modi will be visiting Telangana, Tamil Nadu, Odisha, West Bengal, Bihar, Jammu and Kashmir, Assam, Arunachal Pradesh, Uttar Pradesh, Gujarat, Rajasthan and Delhi over the next 10 days.</p>

<p>The advisory was sent to generative Artificial Intelligence platform-owning companies like Google and OpenAI as well as the ones that run similar platforms.&nbsp;</p>

<p>Platforms that currently offer "under-testing/unreliable" AI systems or Large Language Models (LLMs) to Indian users must also label the possible "fallibility or unreliability of the output generated".</p>

<p>The companies have been asked to submit an action taken report within 15 days.</p>

<p>"The use of under-testing / unreliable Artificial Intelligence model(s)/ LLM /Generative AI, software(s) or algorithm(s) and its availability to the users on Indian Internet must be done so with the explicit permission of the Government of India and be deployed only after appropriately labeling the possible and inherent fallibility or unreliability of the output generated. Further, the 'consent popup' mechanism may be used to explicitly inform the users about the possible and inherent fallibility or unreliability of the output generated," the advisory said.</p>

<p>The government has further asked the companies that they must also label the AI-generated responses with a permanent unique identifier so that the creator or the first originator of any misinformation or a deepfake could be identified.</p>

<p>"Where any intermediary through its software or any other computer resource permits or facilitates synthetic creation, generation or modification of a text, audio, visual or audio-visual information, in such a manner that such information may be used potentially as misinformation or deepfake… is labeled or embedded with a permanent unique metadata or identifier… (to) identify the user of the software," the advisory added.</p>

<p>"All intermediaries or platforms to ensure that their computer resource do not permit any bias or discrimination or threaten the integrity of the electoral process including via the use of Artificial Intelligence model(s)/ LLM/ Generative AI, software(s) or algorithm(s)," it said.<br />

<p>During the meeting, KC Venugopal and Mukul Wasnik were present from the Congress side, while Sandeep Pathak, Saurabh Bhardwaj and Atishi were representing the AAP.</p>

<p>In the 2014 and 2019 Lok Sabha polls the BJP won all seven seats in Delhi. In the 2004 elections the Congress had won 6 seats and the BJP 1,&nbsp;while in 2009 Lok Sabha polls the Congress won all 7 seats.</p>

<p>In addition to this, it has also been learnt&nbsp;that Congress is likely to give AAP one seat in Haryana, while AAP will support the Congress for the Chandigarh Lok Sabha seat.</p>

<p>The Aam Admi Party in 2015 had dominated the assembly elections winning 67 of the 70 seats. In the 2020 election&nbsp;it won 62 seats.</p>

<p>In Gujarat, the AAP is demanding three seats in a potential alliance with the Congress, however a final agreement on this is awaited.</p>

<p>Saturday (Feb 10) will be the last session of the ongoing budget session of Parliament and also of the current Lok Sabha ahead of the general elections that are likely&nbsp;to take place in April-May 2024.</p>

<p>India's Finance Minister Nirmala Sitharaman took a jibe at Congress MP Sonia Gandhi while responding to the debate on the White Paper in Lok Sabha stating that Gandhi, who is the chairperson of the United Progressive Alliance (UPA), acted like a 'super' Prime Minister and said that 'Ghotala driven' government mismanaged the economy the government. &nbsp;</p>

<p>"The centre point of the 'Ghotala-driven' government and mismanagement of the economy lies in the issue of leadership. Sonia Gandhi ji was the 'super' Prime Minister as the chairperson of the advisory council and an extra-constitutional and unaccountable person," Sitharaman said.</p>

<p>"It was an unaccountable and unanswerable power. Due to this, scams took pace. It was an unconstitutional use of power," she added.</p>

<p>She then referred to the incident when&nbsp;Congress MP Rahul Gandhi tore up the ordinance that was put forward by the Manmohan Singh government in the year 2013 questioning the&nbsp;decency in the matter.</p>

<p>"He was an arrogant man who did not care for his own prime minister," she added.</p>

<p>Highlighting the scams under the UPA government's tenure, the Indian finance minister stressed Congress' "glaring mismanagement of defence" sector stating that its highlight was the Rs 3,600 crore AgustaWestland scam.</p>

<p>"Critical shortage of ammunition and defence equipment was the main feature of 2014 when we inherited the economy. Bulletproof jackets were not available for our soldiers. Night vision goggles were not available," Sitharaman said.</p>

<p>She then highlighted that the 'Jayanti Tax' during the reign of UPA, pushed the environment clearances for projects for up to a year stating that the efforts of the Modi government during its 10-year tenure put the economy back on rails.</p>

<p>The average time to clear projects increased to 316 days from 86 days between 2011 and 2014.</p>

<p>"We corrected all misgovernance, and focussed on reforms," Sitharaman said, adding the average environment clearance time for projects has come down to 70 days.</p>

<h2><strong>What happened at the 2013 presser?</strong></h2>

<p>The UPA government, which was led by Congress had put forward the Ordinance in order to get around a Supreme Court judgement barring the elected representatives from becoming the members of legislative bodies upon being convicted in criminal cases.</p>

<p>However, they were propelled to push back the Ordinance after Rahul Gandhi publicly opposed it by shredding the piece of paper, claiming that it deserved to be dumped in&nbsp;the bin.</p>

<p>At the time of a hearing in the Lily Thomas vs Union of India case, the Supreme Court ruled that "any MP, MLA or MLC who is convicted of a crime and given a minimum of 2 years' jail loses membership of the House with immediate effect".</p>

<p>Around 29 per cent of the politicians contesting in the ongoing assembly elections in five Indian states are millionaires, while 18 per cent of the contestants have declared criminal cases registered against them, a report by the think-tank Association for Democratic Reforms (ADR) stated.</p>

<p>Out of the 1,452 candidates with criminal cases, around 959 (12 per cent) have serious criminal cases registered against them.</p>

<p>The assessment from the election watchdog is based on an analysis of the self-sworn affidavits of 8,051 candidates of the 8,054 candidates who are contesting polls in the five states.</p>

<p>Serious criminal cases are those which have a maximum punishment of five years or more. It also includes offences that are non-bailable, electoral offences, related to loss to the exchequer, assault, murder, kidnap, rape and crimes against women.</p>

<p>As many as 22 candidates have declared cases related to murder, while 107 candidates have declared cases related to crimes against women. Of these 107 candidates, five have declared cases related to rape, the study found.</p>

<h2><strong>Telangana leads the pack</strong></h2>

<p>The state with the highest number of candidates with criminal cases was found to be in southern Telangana state, with 45 cases related to crimes against women, 27 with cases of attempt to murder and seven murder cases.</p>

<p>This is followed by western Rajasthan state which has 36 candidates registered in crimes against women, 34 with cases of attempt to murder and four murder cases.</p>

<p>In Madhya Pradesh, 24 candidates have cases related to crimes against women, 17 with cases of attempt to murder and 10 murder cases.</p>

<p>In Chhattisgarh, four candidates are booked for attempt to murder, two for crimes against women and one in a murder case.</p>

<p>Among the five poll-bound states, north-eastern Mizoram state has the lowest number of candidates with criminal records. Between 3 per cent and 10% of candidates from major parties have criminal cases against them.</p>

<h2><strong>Parties failed to adhere to SC's 2020 order</strong></h2>

<p>None of the candidates in the North East state have declared cases related to crimes against women, attempts to murder and murder, the study found.</p>

<p>The think tank also noted that none of the parties have adhered to the 2020 Supreme Court guidelines that mandated the political parties to give reasons for the selection of such candidates and why other persons without criminal history could not be fielded in the polls instead.</p>

<p>"The directions of the Supreme Court have had no effect on the political parties in selection of candidates in the five state Assembly elections in 2023 as they have again followed their old practice of giving tickets to candidates with criminal cases. All major parties contesting in the five state Assembly elections have given tickets to candidates who have declared criminal cases against themselves," the report said.</p>

<p>It said 2,371 (29 per cent) candidates are "crorepatis", which means they have assets worth more than Rs 10 million. The average worth of assets of such candidates is Rs 33 million.</p>

Around 29 per cent of the politicians contesting in the ongoing assembly elections in five Indian states are millionaires, while 18 per cent of the contestants have declared criminal cases registered against them, a report by the think-tank Association for Democratic Reforms (ADR) stated. Out of the 1,452 candidates with criminal cases, around 959 (12 per cent) have serious criminal cases registered against them. The assessment from the election watchdog is based on an analysis of the self-sworn affidavits of 8,051 candidates of the 8,054 candidates who are contesting polls in the five states. Serious criminal cases are those which have a maximum punishment of five years or more. It also includes offences that are non-bailable, electoral offences, related to loss to the exchequer, assault, murder, kidnap, rape and crimes against women. As many as 22 candidates have declared cases related to murder, while 107 candidates have declared cases related to crimes against women. Of these 107 candidates, five have declared cases related to rape, the study found. Telangana leads the pack The state with the highest number of candidates with criminal cases was found to be in southern Telangana state, with 45 cases related to crimes against women, 27 with cases of attempt to murder and seven murder cases. This is followed by western Rajasthan state which has 36 candidates registered in crimes against women, 34 with cases of attempt to murder and four murder cases. In Madhya Pradesh, 24 candidates have cases related to crimes against women, 17 with cases of attempt to murder and 10 murder cases. In Chhattisgarh, four candidates are booked for attempt to murder, two for crimes against women and one in a murder case. Between 3 per cent and 10% of candidates from major parties have criminal cases against them. Parties failed to adhere to SC's 2020 order None of the candidates in the North East state have declared cases related to crimes against women, attempts to murder and murder, the study found. "The directions of the Supreme Court have had no effect on the political parties in selection of candidates in the five state Assembly elections in 2023 as they have again followed their old practice of giving tickets to candidates with criminal cases. All major parties contesting in the five state Assembly elections have given tickets to candidates who have declared criminal cases against themselves," the report said. It said 2,371 (29 per cent) candidates are "crorepatis", which means they have assets worth more than Rs 10 million. The average worth of assets of such candidates is Rs 33 million.

<p>The election campaign is heating up between Telangana Chief Minister K&nbsp;Chandrashekar Rao (or KCR)-led Bharat Rashtra Samithi, the Indian National Congress and BJP.</p>

<p>In the 2018 assembly election, the BRS (formerly Telangana Rashtra Samithi) won by a landslide, grabbing 88 out of 119 seats. The Congress, which won just 19 seats, is hoping to stage a comeback and stop KCR from a third term in office.</p>

<p>The state of Telangana was carved out of previously united Andhra Pradesh state in 2013 at the 66th year of India's independence.</p>

<p>The BJP has never been in power in the state of Telangana.&nbsp;</p>

<p>But recently, in the municipality elections in Telangana capital Hyderabad, the BJP won 48 seats. With Modi's popularity its default mode of electoral campaign, the BJP is hoping to translate it into into a bigger success.</p>

<p>While addressing a rally at Toopran area of Telangana, Modi said the INDIA alliance, an acronym for the Congress-led Indian National Developmental Inclusive Alliance, will be wiped out of the polls in Rajasthan, Madhya Pradesh and Rajasthan.</p>

<p>"I have seen in the three states that "Indi alliance" (INDIA alliance) will be wiped out. The women, farmers there are going to uproot the Congress party," he said.</p>

<p>Meanwhile, addressing the issue of examination papers being leaked out before schedule, fifth-generation Congress leader Rahul Gandhi said that the Telangana government is not listening to the youth on paper leak issue.</p>

<p>"I met the unemployed youth last evening. They told me that after putting all their efforts and money into competitive exams, they didn't get jobs due to paper leaks," Rahul Gandhi said while addressing a public meeting in Telangana's Sangareddy, about 64 km northwest of Hyderabad and over 1,500 km south of Indian capital New Delhi.&nbsp;</p>

<p>"The government here doesn't have time to listen to their problems. They are the future of Telangana and have been neglected by this government," he added.</p>
