<p>US President Donald Trump on Thursday described the air in India as "filthy" as he denounced Democratic rival Joe Biden's plans to tackle climate change.</p>

<p>At their second and final presidential debate, Trump renewed his criticism that action on climate change was unfair to the United States.</p>

<p>"Look at China, how filthy it is. Look at Russia, look at India -- it's filthy. The air is filthy," Trump said at the debate in Nashville.</p>

<p>This came despite Indian Prime Minister Narendra Modi having shared a friendly relationship with the United States.</p>

<p>People -- across India and on the social media -- were surprised, some shocked to see such blatant statements from the American president. They took to Twitter to express the dismay and surprise. A few even said they agreed with Trump.</p>

<p>For the first time in recent history, a bipartisan array of lawmakers and the President of the United States of America were being hosted on their own soil by a foreign leader at a public event.&nbsp;</p>

<p>At 31 million, People of Indian Origin (PIO) constitute one of the - if not the largest - diasporas in the world. Due to internal fragmentation, it has remained largely only on paper, and never fulfilled its political potential.&nbsp;</p>

<p>Globally through his community events, Modi has been able to bring the diaspora together like never before. Through the power of their numbers and achievements, and his personal charisma, Modi has made the Indian diaspora a force to reckon with.&nbsp;</p>

<p>But political power is the first step. India should leverage the potential of the diaspora further and engage them in her growth story.</p>

<p>The Indian diaspora is globally respected as a law-abiding and professionally successful people. Through their grit and hard work, many of them have gone on to become the heads of state, CEOs of large corporations, award-winning scientists, etc. They contribute about 3 per cent of India’s GDP through their remittances.&nbsp;</p>

<p>Other than inviting investments and remittances, India is yet to engage their expertise back home yet. We are underutilising the potential of our diaspora. &nbsp;The first step of uniting them and connecting them emotionally back to the Indian growth story has been achieved. It is time for the next step, to engage their functional expertise.</p>

<p>One institutional method of engaging the Indian diaspora would be to create an elected shadow Cabinet, which would support the Indian Cabinet ministers through their domain expertise.&nbsp;</p>

<p>This shadow Cabinet can be elected globally through an online voting process. There can be specific shadow Cabinet ministers based on functional expertise - science and technology, space, commerce and industry, tourism, new and renewable energy, electronics and information technology and shipping, among others.</p>

<p>Another deeper institutional engagement is to have the diaspora’s representation in the Indian Parliament itself. At the current numbers of 31 million PIOs, we could perhaps think of adding a few ‘diaspora seats’ in the Lok Sabha (with lesser powers than the domestic representatives).&nbsp;</p>

<p>Alternatively, India can constitute a third house in the Parliament with its own mandate, say a ‘Pravasi Sabha’. The sabha can be elected by PIOs in pre-defined constituencies globally via online voting. They can meet annually, rather than as per the current schedule of the Parliament. &nbsp;There are obvious concerns about undue foreign influence in sovereign legislation. These concerns can be addressed and avoided if India legislates the mandate of the Pravasi parliamentarians carefully - giving them enough opportunity to support, but not powers that lead to unwanted lobbying of foreign interests.&nbsp;</p>

<p>Just like companies have different classes of shares that define their powers, Pravasi sabha is not equivalent to other houses. &nbsp;The Indian diaspora can be trusted to perform a constructive role through its representation in the Parliament. This is not just an enabler, but a testimony of the Indian philosophy of Vasudhaiva Kutumbhakam.</p>

<p>Given the excitement of the Indian diaspora to contribute back to their home country, this would offer them an unprecedented opportunity at the highest level.&nbsp;</p>

<p>India would, in turn, be able to engage the best talent globally in its growth story. It is a win-win for all parties. The diaspora, which was once ignored and fragmented, can become a potent force for India.&nbsp;</p>

<p>Such a tricameral house will be a first in the world. India’s unique strength to conceive and implement this lies in the large population of its diaspora and a deep connection with their motherland that has been brought to the forefront under Prime Minister Modi, who has to his credit many firsts, whether domestic or foreign. This foreign policy innovation of engaging diaspora back with the motherland through the Parliament will perhaps be the most innovative of them all.<br />

<p>In what may be considered the grand finale of Prime Minister Modi's week-long United States visit, he will address the United Nations General Assembly (UNGA) on Friday evening. This will be his second time addressing the world body since 2014. In his last speech, he presented the idea of a 'Yoga Day', which is now celebrated annually across the world on June 21.</p>

<p>The Prime Minister is expected to strongly raise the issues of terrorism and climate change. Ever since he landed in the United States on Saturday, the PM has been busy attending <a href="https://www.wionews.com/photos/from-trade-to-terror-key-takeaways-from-trump-modi-bilateral-meeting-251872">bilateral meetings</a> with leaders from across the world.</p>

<p>During his two-city visit to Houston and New York, he reached out to the Indian diaspora, spoke at the Climate Change Summit, and met the CEOs of global conglomerates. He also won the Global Goalkeeper Award for the Swachh Bharat Abhiyan. He <a href="https://www.wionews.com/india-news/this-belongs-to-crores-of-indians-who-adopted-swachh-bharat-pm-modi-on-receiving-global-goalkeeper-award-251874">dedicated the award</a> to the "130 crore people of India and the collective endeavours of our nation to improve cleanliness".</p>

<p>PM Modi started the week by addressing the United Nations Climate Change Summit where he highlighted the Indian government's climate action policies and called for a global movement to bring about change. He said, "We believe that an ounce of practice is worth more than a ton of preaching".</p>

<p>On Tuesday, he inaugurated the Gandhi Solar Park atop the UN Building and spoke at a lecture on the relevance of Mahatma Gandhi and his beliefs in the contemporary world.</p>

<p>He said, "Mahatma Gandhi never held positions of power. Yet, he motivates people around the world. Millions of people, several nations drew strength from his ideals and attained freedom."</p>

<p>The event was attended by the Secretary-General of the UN António Guterres, President of South Korea Moon Jae-in, Prime Minister of Singapore Lee Hsien Loong, Bangladeshi PM Sheikh Hasina, Jamaica's PM Andrew Holness, and Prime Minister of New Zealand Jacinda Ardern.</p>

During his two-city visit to Houston and New York, he reached out to the Indian diaspora, spoke at the Climate Change Summit, and met the CEOs of global conglomerates. He also won the Global Goalkeeper Award for the Swachh Bharat Abhiyan. He dedicated the award to the "130 crore people of India and the collective endeavours of our nation to improve cleanliness". PM Modi started the week by addressing the United Nations Climate Change Summit where he highlighted the Indian government's climate action policies and called for a global movement to bring about change. He said, "We believe that an ounce of practice is worth more than a ton of preaching". On Tuesday, he inaugurated the Gandhi Solar Park atop the UN Building and spoke at a lecture on the relevance of Mahatma Gandhi and his beliefs in the contemporary world. He said, "Mahatma Gandhi never held positions of power. Yet, he motivates people around the world. Millions of people, several nations drew strength from his ideals and attained freedom." And then Donald Trump was all open. And I am like, oh, gotta go. This is like Jay-Z and Beyonce... so I gotta be there.”</p>

<p>"A lot of people in the Indian community don't rock with Trump, but because of this weird pairing they just had to stand for DJT. Like, imagine if you got Ed Sheeran ticket for free at the sold-out NRG Stadium and a week before, there is a special guest, Bill Cosby. You got a monster but I really wanna hear Shape of You…," he said.</p>

<p>He then also pointed out that while he was denied entry for his comedy, he was honoured for the same. He was mentioned among the Indian Americans who have made both countries proud with their contribution in different fields including comedy. He told Seth, "So I'm in the parking lot and I'm just watching this whole thing on live stream while I'm looking at the stadium and watching this program. And during the program, they are honouring prominent Indian Americans. 'Indian Americans have done so much in arts, music even comedy'. And then they show a photo of me in the Jumbotron and people start clapping. So, they were honouring me for my comedy while also blackmailing me and blackballing me and kicking me out for my comedy."</p>

<p>Prime Minister Narendra Modi has been ‘Aladdinising’ India since 2014. The global recognition that he has brought to this country has given many Indians a spring in their steps.&nbsp;</p>

<p>The world’s tallest statue, International Yoga Day, the hug-fest with leaders, are all reasons for this. Added to it are his many master-stroke surgical strikes within the country, the most recent one being abrogating Article 370. These purportedly manifest the decisiveness of his leadership, which many claim India has lacked since independence.</p>

<p>However, behind this sheen, there are challenges that are beginning to pile up. It is not the unemployment at 6.1 &nbsp;per cent, a 45-year-high, or economic growth at 5 per cent which is a 6-year-low that is digging a deep grave for the $5 trillion vision.&nbsp;</p>

<p>The Prime Minister and his Cabinet, need to do the math and appreciate the impact climate change can have on the economy.&nbsp;</p>

<p>Sure, there has been a sea change in Modi’s understanding of climate change — from claiming, “Climate has not changed. We have changed. Our habits have changed,...” to creating the International Solar Alliance with France and other countries to facilitate the implementation of solar energy projects, to now being recognised as a stalwart of environmental protection with the UN Environment Award.</p>

<p>But the question remains — Is India climate change-proof? The answer can be found in the following examples. Responding on February 15, 2019, to an unstarred question No. 310, Minister of Agriculture and Farmer Welfare stated, “Climate change is projected to reduce the timely sown irrigated wheat yields by about 6 per cent in 2020 scenario from existing levels.”&nbsp;</p>

<p>When late and very late sown wheat also were taken into consideration, the impact is projected to be about 18 per cent in 2020 and 23 per cent in 2050.&nbsp;</p>

<p>Further, the Central Research Institute for Dryland Agriculture has identified 151 out of 572 rural districts to be highly susceptible to climate change.&nbsp;</p>

<p>According to the 2018 Economic Survey of India, annual farm incomes could decrease 15-18 per cent because of Climate Change, which could go up to 20-25 per cent in unirrigated areas.&nbsp;</p>

<p>As per the National Initiative on Climate Change Resilient Agriculture (NICRA), “Since agriculture makes up roughly 15 per cent of India’s GDP, a 4.5 to 9.0 per cent negative impact on production implies a cost of climate change to be roughly at 1.5 per cent of GDP per year.”</p>

<p>But that is not all. According to the Institute for Energy Economics and Financial Analysis (IEEFA), between 2013-17, water shortages caused 61 coal plants to be shut down.&nbsp;</p>

<p>This resulted in a loss of 17,000 gigawatt-hours (GWh) of electricity. However, it is not only that Indian coal-fired thermal power plants have low Plant Load Factors and are polluting, but they are also huge guzzlers of water - beyond permissible limits in many cases, &nbsp;as per the IEEFA report. In fact, 87.8 per cent of industrial water consumption is by these plants.</p>

<p>Will India see a fight between different water consumers — from agriculture to industry and households? Given their dependence on water and the pollution generated from them, one would imagine that coal-fired thermal power plants would be seen less kindly.&nbsp;</p>

<p>However, from 2014-15 to 2018-19, gross electricity generation from coal has increased from 835,838 GWh to 1,021,997 GWh.&nbsp;</p>

<p>In the same period, solar increased from 4,600 GWh to 39,268 GWh. Though the growth in Solar seems to be high 88 per cent versus 18 per cent in coal, the overall contribution of solar to the electricity sector is just 2 per cent.&nbsp;</p>

<p>According to a research paper, India’s economy is 31 per cent smaller than it would have been in a climate change-free scenario.&nbsp;</p>

<p>Already, as per government figures, climate change is costing India $10 billion annually. By 2050 it can cost the country 2.8 per cent of her GDP.&nbsp;</p>

<p>A more recent study claims that climate change may shrink the Indian economy by 10 per cent. So the two main engines of growth in India - agriculture to feed and nourish Indians and electricity to power Indian industry are susceptible to climate change.&nbsp;</p>

<p>In such a scenario, whither the $5 trillion dream? One has not spoken about the fallout from the increase in disease incidence or from extreme weather events etc. So, what has India been doing to adapt to, and prevent climate change?&nbsp;</p>

<p>According to ‘Towards Climate Resilient Agriculture Through Adaptation and Mitigation Strategies’, a NICRA publication, 10 activities have been initiated at the village level.&nbsp;</p>

<p>These vary from building resilience in the soil to projects such as mini weather observatories in villages.&nbsp;</p>

<p>However, because of the unpredictability of climate change, one is not sure whether these efforts will be enough especially when the government is still investing in climate-destroying coal-fired thermal plants and busy cutting 1.09 crore trees in the last five years.&nbsp;</p>

<p>The government has incentivised e-vehicles, but this makes sense only if solar or wind is used to charge their batteries.&nbsp;</p>

<p>That being said, at an individual level there is enough reason to worry and many options available to help the country become climate change resilient.&nbsp;</p>

<p>For example, up to 45 litres per capita of water is wasted per day in India. This is also a waste of electricity because power is needed to pump the water.&nbsp;</p>

<p>Further, 40 per cent of food is wasted in India. This is not only a drain on resources but is a nutritional loss.</p>

<p>If one can reduce wastage, it has a ripple effect that goes far beyond the individual. A stimuli to the economy with a tax bonanza or getting the LIC to prop up failing PSU’s or taking Rs 1.76 lakh crore from the Reserve Bank of India (RBI) reserves may not be enough to catapult the economy into the big league if climate change is ignored.&nbsp;<br />

<p>While the world has gathered to follow updates of the currently ongoing ‘Howdy, Modi’ event in the US, various media reports suggest that Indian-American stand-up comedian Hasan Minhaj was denied entry at the event held in Houston, Texas on Sunday.&nbsp;</p>

<p>Hasan was reportedly stopped at the entrance of the NRG Stadium as he tried to make way with his camera crew. He was allegedly denied entry with authorities citing lack of press credentials and limited accommodation for crews as the reason.&nbsp;</p>

<p>Soon after the news spread, there were videos of the incident on Twitter as users called it “Islamophobia”. There has been no response on it from the comedian himself.&nbsp;</p>

<p>Congress leader Milind Deora on Tuesday issued a clarification after his Twitter exchange with Prime Minister Narendra Modi over the `Howdy Modi` event in Houston led to what he called "insinuations and unwarranted criticism".</p>

<p>"While I appreciate the kind words expressed by Murlibhai`s friends and well-wishers, I express regret on the insinuations and unwarranted criticism in sections of media and social media," read Deora`s tweet with his full statement embedded in it.&nbsp;</p>

<p>In his statement, he asserted that his father had helped build strong ties with institutions across America keeping India`s best interests in mind.</p>

<p>"I have noticed several reports speculating over the exchange of tweets between Shri Narendra Modi and me. I have inherited the legacy of the Indo-United States relationship from my late father Murli Deora.</p>

<p>"My father first visited the US in 1968 as an exchange student, and after meeting Robert F Kennedy, decided to enter public life and build stronger ties between both democracies. My family`s relationships with institutions, political parties and leaders in the US were built over five decades keeping India`s best interests in mind," Deora`s statement read.</p>

<p>Earlier yesterday, Prime Minister Narendra Modi had recalled former Union Minister Murli Deora`s commitment to strengthen ties between India and the United States, which coincided with Milind Deora`s appreciation of Modi`s speech at `Howdy Modi` event at Houston.</p>

<p>The Prime Minister, in a tweet, said, "My friend, late Murli Deora would have been really glad to see the strengthening ties between the two nations."</p>

<p>"Thank you Milind Deora. You are absolutely correct when you highlight my friend, late Murli Deora Ji`s commitment to strong ties with the USA.
