From Hong Kong to Washington DC and even Taiwan, they are hitting back at China with warnings, threats, and even support to the people of Hong Kong. In less than a week, there have been five retaliatory moves already.

Retaliation number one: the pro-democracy protesters are back on the streets.

Over the weekend, they defied the lockdown and began their campaign against Beijing again. All through this week, the world witnessed the protests. Despite an aggressive crackdown from the Hong Kong police who have arrested at least 360 people, the cops haven't been able to completely stop them.

The anger in Hong Kong is palpable. The pro-democracy protesters have already declared that they will fight back.

The United States too wants to ride on the wave of anger against Beijing. It wants to make the status of Hong Kong an international issue. The Trump administration took two big steps. First, it tried to raise Hong Kong at the Security Council by calling for an emergency meeting only to be blocked by China.

The US said that the issue of Hong Kong is a "matter of global concern". China rejected the request. Beijing said Hong Kong was an internal matter. China's ambassador to the United Nations put out two tweets calling America the troublemaker of the world.

The United States says that the Communist Party is afraid. So, it blocked the virtual meeting. America failed in its bid to raise Hong Kong at the UN.

But, the world did take notice when the United States made the announcement. The Trump administration declared that Hong Kong is no longer autonomous. It wasn't a statement or a comment from a lawmaker. It was US Secretary of State Mike Pompeo who notified the US Congress.

The US has maintained a special relationship with Hong Kong. The Americans used to treat Hong Kong as a separate entity which allowed Hong Kong to become a financial centre.

However, it looks like Trump wants to end all special treatment. So far the US has not revoked any special privileges. But, Washington is certainly leaning towards it.

Until now, Hong Kong was protected from any sanctions imposed on China. It was not subjected to the high tariffs slapped by Trump on Chinese goods.

It's not just the US government that wants to retaliate. American lawmakers have strengthened Trump's hand with the US Congress approving a bill calling for sanctions on China allowing the president to punish oppression of the Uighur Muslims in China. The bill calls for sanctions against those who are responsible for the crackdown against Uighurs in China.

The US lawmakers are targeting specific members of the Communist Party. The bill singles out the Communist Party secretary for Xinjiang, Chen Quanguo. It accuses him of "Gross human rights violations."

Chen is also a member of the politburo, a group of 25 people who oversee the party. The bill will now go to the White House where US President Donald Trump is expected to sign it or he can veto it too.

But, considering his government's wide ranging attacks on China no one expects the US president to veto it this time.

The fifth and final retaliation came from Taiwan. It is ready to help the people of Hong Kong. On Wednesday, Taiwan's President Tsai Ing-Wen, who China calls a "separatist" published a Facebook post in which she said that Taiwan's executive branch will come up with a "humanitarian action plan".

It proposes to give the right to Hong Kongers to flee Chinese crackdown and settle in Taiwan. With the Hong Kong bill, the Communist Party wanted to send a message that the coronavirus has not de-railed its agenda but, like these five retaliations show China has dug itself an even bigger hole.

Chen Ming-tong, head of Taiwan's top China-policy maker, the Mainland Affairs Council, told parliament the government will establish an organisation to deliver "humanitarian relief" that includes settlement and employment in a joint effort with activists groups.

He said counselling services will also be available for Hong Kongers, some of whom may take part in increasingly violent pro-democracy protests in Hong Kong.

Chen also urged the public not use the word "refugee" as it could be "emotionally harmful" for people from the city.

Chen, however, did not give details such as scale, timing and qualification of the relief programme when pressed by lawmakers, saying the government is still working on the details.

Taiwan promises help for fleeing Hong Kongers

China has adopted the plan of imposing a new national security law on Hong Kong in the aftermath of last year's violent unrest that plunged the city into its deepest turmoil since returning to Chinese rule in 1997.

The country’s legislature on Thursday nearly unanimously approved the plan to tackle secession, subversion, terrorism, foreign interference and any act that might threaten national security in the semi-autonomous city.

The National People's Congress voted 2,878 to 1 in favour of the decision to empower its standing committee to draft the legislation, with six abstentions. The legislators gathered in the Great Hall of the People burst into sustained applause when the vote tally was projected onto screens.

The new law is expected to take effect by September.

The move is being seen as a turning point, as it would allow China to garner greater control and a sense of security over Hong Kong.

China has passed the law defying worldwide outcry. It had drawn a rebuke from foreign governments, human rights groups and some business lobbies.

Thousands of protestors last week had taken to the streets of Hong Kong last week in defiance of the controversial law.

The protest march had not received official authorisation, and went against coronavirus social distancing guidelines. Chants of "Hong Kong independence, the only way out," and other slogans echoed through the streets. Police, hence, declared the protest illegal and ordered people to disperse before firing tear gas at them.

China dismissed foreign complaints as "meddling," and said the proposed laws would not harm Hong Kong's autonomy or investors.

US government officials, however, said the legislation would end the Chinese-ruled city's autonomy and would be bad for both Hong Kong's and China's economies. They said it could jeopardise the territory's special status in US law, which has helped it maintain its position as a global financial centre.

To this end, White House National Security Advisor Robert O'Brien said on Sunday that China's proposed national security legislation for Hong Kong could lead to US sanctions.

Lam said those concerned need to wait for the details of the proposed legislation.

Trump warns China of strong response | Hong Kong security bill

China's proposed new security law to firm up its control over Hong Kong could run into problems in courts, the city's Bar Association has warned, stressing that Beijing has no legal authority to enact its national security law for the former British colony.

Also read: Taiwan will provide 'necessary assistance' to protesters in Hong Kong

In a strongly-worded statement, the Hong Kong Bar Association also expressed concern over suggestions that mainland security agencies would be set up to safeguard national security within the city, saying it was "entirely unclear" how that arrangement would comply with Article 22 of the Basic Law, which stipulates that Beijing departments not to interfere in local affairs.

A draft bill on establishing and improving the legal system and enforcement mechanisms for the Hong Kong Special Administrative Region (HKSAR) to safeguard national security was tabled in China's National People's Congress (NPC) on Friday.

Also read: China's proposed security law for Hong Kong could lead to US sanctions, says White House

It is expected to be passed on May 28.

The bill is regarded as a political bombshell for the former British colony as China has decided to bypass local Legislative Council to bring about a new national security law tailor-made to take control of Hong Kong which has been witnessing mass protests by pro-democracy groups since last year demanding autonomy and freedom from Beijing.

Thousands of people took part in mass protests in Hong Kong on Sunday. Police fired tear gas and water cannons at the protesters.

The Hong Kong police is gearing up for another mass protests on Wednesday outside the local legislature.

"It is entirely unclear how the proposed agencies set up in the Hong Kong Special Administrative Region (HKSAR) will operate under the laws of the HKSAR, whether they will be bound by the laws of the HKSAR, whether they have the power of enforcement, and whether such powers as exercised will be limited by the laws currently in force in the HKSAR," Hong Kong-based South China Morning Post quoted the Bar Association statement as saying.

The Bar Association also pointed out that there was no assurance that the proposed legislation "given its status as a national law" would comply with provisions of the International Covenant on Civil and Political Rights to which Hong Kong is a signatory, or that there would be a public consultation before promulgation.

The absence of public consultation would stand in sharp contrast to the city's attempt to legislate a national security law on its own in 2003, where an extensive consultation process was undertaken.

The bill was ultimately withdrawn after 500,000 people took to the streets to oppose it.

"This is unprecedented. The public must be allowed the opportunity to properly consider and debate about proposed laws which affect their rights and obligations," the statement read.

It also questioned a line in Beijing's Friday resolution that named the judiciary alongside the administration and legislature as Hong Kong organs required to prevent, stop and punish acts endangering national security, arguing it had given rise to perceptions the courts were "being or will be instructed to act in a particular way."

On Monday, Xie Feng, commissioner of China's Ministry of Foreign Affairs in Hong Kong, attempted to lay some of those fears to rest, the Post report said.

Speaking at a briefing, he underscored the judiciary's independence, saying the new law would not "change the legal system in Hong Kong SAR, or affect the independent judicial power, including the right of final adjudication exercised by the judiciary in Hong Kong."

The proposed national security law was unveiled after almost a year of increasingly violent social unrest in Hong Kong, which was sparked by a now-withdrawn extradition bill and later evolved into a wider anti-government movement.

Meanwhile, China's Vice-Premier Han Zheng said the country's determination to implement a new national security law for Hong Kong must not be underestimated, as the decision was reached after careful consideration of the interests of the country and city.

"Don't underestimate Beijing's determination. When the decision is made, we will implement it till the end," Han, China's state leader who oversees Hong Kong and Macau affairs told local deputies to China's legislature on Sunday, the Post report said.

A legislator Wong Yuk-shan said, "Han stressed that the move was made after careful deliberation, taking into account the long-term interests of Hong Kong, and more importantly, of the state and the nation." State broadcaster CCTV reported Han as saying the law would target only a small fraction of people who advocated Hong Kong's independence and the "dark forces" behind them.

The term is used by Beijing to refer to supposed overseas support for the anti-government movement.

Han said only three groups would be affected - pro-independence activists, violent radicals and protesters seeking to derail the city's economy with a mentality of "if we burn, you burn with us".

China's proposed new security law to firm up its control over Hong Kong could run into problems in courts, the city's Bar Association has warned, stressing that Beijing has no legal authority to enact its national security law for the former British colony.

China's proposed new security law to firm up its control over Hong Kong could run into problems in courts, the city's Bar Association has warned, stressing that Beijing has no legal authority to enact its national security law for the former British colony. Also read: Taiwan will provide 'necessary assistance' to protesters in Hong Kong In a strongly-worded statement, the Hong Kong Bar Association also expressed concern over suggestions that mainland security agencies would be set up to safeguard national security within the city, saying it was "entirely unclear" how that arrangement would comply with Article 22 of the Basic Law, which stipulates that Beijing departments not to interfere in local affairs. In pictures: Thousands take to streets in Hong Kong to oppose China's controversial law A draft bill on establishing and improving the legal system and enforcement mechanisms for the Hong Kong Special Administrative Region (HKSAR) to safeguard national security was tabled in China's National People's Congress (NPC) on Friday. Also read: China's proposed security law for Hong Kong could lead to US sanctions, says White House It is expected to be passed on May 28. It also questioned a line in Beijing's Friday resolution that named the judiciary alongside the administration and legislature as Hong Kong organs required to prevent, stop and punish acts endangering national security, arguing it had given rise to perceptions the courts were "being or will be instructed to act in a particular way." On Monday, Xie Feng, commissioner of China's Ministry of Foreign Affairs in Hong Kong, attempted to lay some of those fears to rest, the Post report said. Speaking at a briefing, he underscored the judiciary's independence, saying the new law would not "change the legal system in Hong Kong SAR, or affect the independent judicial power, including the right of final adjudication exercised by the judiciary in Hong Kong." The proposed national security law was unveiled after almost a year of increasingly violent social unrest in Hong Kong, which was sparked by a now-withdrawn extradition bill and later evolved into a wider anti-government movement. Hong Kong security law protest: China faces fierce backlash

Demand for virtual private networks in Hong Kong surged more than six-fold last Thursday as Beijing proposed tough new national security laws for the financial hub, reflecting concerns over internet privacy, according to a VPN provider.

Atlas VPN said installations of the tool that helps people bypass web restrictions surged again on Friday, up more than three-fold from the previous day, while search interest in the keyword term “VPN” rocketed 1,680% on May 21 from a day earlier.

Search interest in the word “VPN” hit a record high on Friday, it added, citing data from Google Trends.

Hong Kong returned to Chinese rule in 1997 and is governed under a “one country, two systems” formula that guarantees it a high degree of autonomy not seen in mainland China, including freedom of expression.

The former British colony also enjoys unrestricted internet access, unlike on the mainland where the likes of Google, Facebook and Twitter are blocked.

Beijing's plans to directly enact national security legislation sent a chill through financial markets and drew a swift rebuke from foreign governments, international human rights and privacy groups, who fear it could lead to increased surveillance and censorship.

Hong Kong police said they arrested more than 180 people on Sunday when authorities fired tear gas and water cannon to disperse anti-government protests over the planned security legislation.

“If Hong Kong falls under the same digital restrictions as Chinese citizens in the near future, then we can expect an even higher interest in VPN services,” said aid Rachel Welsh, Chief Operating Officer of Atlas VPN.

The security legislation aims to tackle secession, subversion and terrorist activities and could see Chinese intelligence agencies set up bases in Kong, one of the world's leading financial hubs.

Hong Kong and mainland Chinese officials have sought to reassure investors their interests would not be harmed and said the laws would only target a minority of “troublemakers” who had posed “imminent danger” to China's national security.

Hong Kong's freedom and democracy under threat: Taiwan comes in HK's support

As Hong Kong erupts into protest mode again to counter China’s national security law for the city, Taiwan has pledged support to the people of Hong Kong.

The people will receive “necessary assistance” from Taiwan, hinted President Tsai Ing-wen.

Over time, many pro-democracy protesters who fled Hong Kong found safe refuge in Taiwan, especially over the last 12 months.

Just yesterday, Hong Kong police fired tear gas and used water cannons against protesters who defied Beijing.

Tsai called the proposed law a serious threat to the freedom and judicial independence guaranteed to Hong Kong. She further added that bullets are not the ideal tool for dealing with the crisis.

“In face of the changing situation, the international community has proactively stretched out a helping hand to Hong Kong’s people,” Tsai wrote in a Facebook post.

“[Taiwan will] even more proactively perfect and forge ahead with relevant support work, and provide Hong Kong’s people with necessary assistance,’” she added.

Taiwan will provide 'necessary assistance' to protesters in Hong Kong

China dropped its annual growth target for the first time on Friday and pledged more government spending as the COVID-19 pandemic hammers the world's second-biggest economy, setting a sombre tone to this year's meeting of parliament.

The omission from Premier Li Keqiang's work report marks the first time China has not set a target for gross domestic product (GDP) since 2002.

The economy shrank 6.8% in the first quarter, the first contraction in decades, hit by the outbreak of the new coronavirus, which started in the central Chinese city of Wuhan.

"We have not set a specific target for economic growth for the year, mainly because the global epidemic situation and economic and trade situation are very uncertain, and China's development is facing some unpredictable factors," Li said at the start of parliament.

Domestic consumption, investment and exports are falling, and the pressure on employment is rising significantly, while financial risks are mounting, he warned.

China has set a target to create over 9 million urban jobs this year, according to Li's report, down from a goal of at least 11 million in 2019 and the lowest since 2013.

Ahead of the National People's Congress, the week-long meeting of the largely rubber-stamp parliament, China's top leaders have promised to boost stimulus to bolster the economy amid rising worries job losses could threaten social stability.

Beijing is also planning security legislation for Hong Kong, which Li said will provide a "sound" legal system and enforcement mechanisms but which critics say could curb autonomy in the city.

The move drew warnings from the United States, falls on Asian stock markets and calls among Hong Kong activists for protests in the former British colony.

FURTHER FISCAL, MONETARY STIMULUS

China is targeting a 2020 budget deficit of at least 3.6% of GDP, above last year's 2.8%, and fixed the quota on local-government special bond issuance at 3.75 trillion yuan ($527 billion), up from 2.15 trillion yuan, according to Li.

The government will issue 1 trillion yuan in special treasury bonds this year, the first such issuance. It will transfer 2 trillion yuan raised from the bigger 2020 budget deficit and special anti-coronavirus treasury bonds to local governments, Li said.

Local government bonds could be used to fund infrastructure projects, while special treasury bonds could be used to support firms and regions hit by the outbreak.

The fiscal stimulus in Li's report is equivalent to about 4.1% of China's GDP, according to Reuters calculations based on the fiscal measures announced.

"The annual budget points to fiscal stimulus this year at least on par with that following the global financial crisis," Julian Evans-Pritchard, senior China economist at Capital Economics, wrote in a note.

But Nie Wen, economist at Shanghai-based Hwabao Trust, said Li's report indicates China will "not resort to mass stimulus that some market players have been betting on."

Nie expects GDP growth to slow sharply this year to around 2% or 3% from last year's 6.1%.

"This year's economic growth needs to reach around 3% to create 9 million new urban jobs," Nie said, adding that the size of the fiscal stimulus announced by Li is about 4 trillion yuan.

In line with the slower economy, China will raise defence spending by 6.6% this year, the slowest in three decades, while the budget for environmental protection will increase a modest 4%.

Monetary policy will be more flexible, Li said, adding that growth in M2 - a broad gauge of money supply - and total social financing will be significantly higher this year.

The People's Bank of China (PBOC) will guide its benchmark lending rate lower, he said.
The central bank has cut the Loan Prime Rate (LPR) by 46 basis points since August 2019, when it replaced the previous benchmark lending rate. The one-year LPR rate is now 3.85%.

The PBOC has cut reserve requirement ratios 10 times since early 2018, including three cuts this year.

Small and midsize companies can delay paying loans and interest by a further nine months, through March 2021, and lending to SMEs by big commercial banks should grow more than 40%, Li said.

The tax and fee burden shouldered by companies will be cut by 2.5 trillion yuan this year, Li said.

FURTHER FISCAL, MONETARY STIMULUS China is targeting a 2020 budget deficit of at least 3.6% of GDP, above last year's 2.8%, and fixed the quota on local-government special bond issuance at 3.75 trillion yuan ($527 billion), up from 2.15 trillion yuan, according to Li. But Nie Wen, economist at Shanghai-based Hwabao Trust, said Li's report indicates China will "not resort to mass stimulus that some market players have been betting on." Nie expects GDP growth to slow sharply this year to around 2% or 3% from last year's 6.1%.

China drops mention of GDP goal as parliament opens, coronavirus slams economy

China's proposed national security legislation for Hong Kong could lead to US sanctions, White House National Security Adviser Robert O'Brien said on Sunday.

Beijing is set to impose the new law on Hong Kong in the aftermath of last year's violent anti-China unrest that plunged the city into its deepest turmoil since returning to Chinese rule in 1997.

The move is being seen as a turning point, as it would allow China to garner greater control and a sense of security over Hong Kong.

The new security law has drawn a rebuke from foreign governments, human rights groups and some business lobbies.

"It looks like, with this national security law, they're going to basically take over Hong Kong," O'Brien said on NBC's "Meet the Press."

"And if they do ... Secretary (of State Mike) Pompeo will likely be unable to certify that Hong Kong maintains a high degree of autonomy and if that happens there will be sanctions that will be imposed on Hong Kong and China," he said.

On Sunday, Thousands of protesters took to the streets of Hong Kong in defiance of China's controversial national security law. Police declared the protest illegal and ordered people to disperse before firing tear gas at them.

China, also, has dismissed foreign complaints as "meddling," and said the proposed laws will not harm Hong Kong's autonomy or investors.

US government officials have said the legislation would end the Chinese-ruled city's autonomy and would be bad for both Hong Kong's and China's economies. They said it could jeopardise the territory's special status in US law, which has helped it maintain its position as a global financial centre.

"It's hard to see how Hong Kong could remain the Asian financial center that it's become if China takes over," O'Brien said.

Global corporations would have no reason to remain, he said.

"One reason that they came to Hong Kong is because there was the rule of law, there was a free enterprise system, there was a capitalist system, there was democracy and local legislative elections," O'Brien said. "If all those things go away, I'm not sure how the financial community can stay there."

Police declared the protest illegal and ordered people to disperse before firing tear gas at them.

Sporadic standoffs also broke out between police and demonstrators in the bar and nightlife district of Wan Chai near the heart of the business district.

Protestors set up road blocks and hurled umbrellas, water bottles and other objects, police said, adding they made more than 120 arrests.

Tear gas fired at Hong Kong security law protestors

China’s controversial security law has become a new flash point in Hong Kong. The draft proposal calls for stepping up law enforcement in HK and altering the legal system to prevent, stop and punish anti-national activities.

Chinese plans to impose national security laws on Hong Kong could see mainland intelligence agencies set up bases there, raising fears of direct law enforcement and what the United States branded a "death knell" for the city's autonomy.

Chinese plans to impose national security laws on Hong Kong could see mainland intelligence agencies set up bases there, raising fears of direct law enforcement and what the United States branded a "death knell" for the city's autonomy. Communist Party rulers in Beijing on Friday unveiled details of the legislation that critics see as a turning point for the former British colony, which enjoys many freedoms, including an independent legal system and right to protest, not allowed on the mainland. Pro-democracy activists and politicians have for years opposed such legislation, arguing it could erode its autonomy, guaranteed under the "one country, two systems" agreement under which Britain returned Hong Kong to China in 1997. "Beijing is attempting to silence Hong Kongers’ critical voices with force and fear," activist Joshua Wong, one of the leaders of pro-democracy street protests in 2014, tweeted. Hong Kong activists called for people to rise up against the proposal, aimed at tackling secession, subversion, terrorism, and foreign interference, that has sent shockwaves across the business and diplomatic communities. Foreign diplomats fear establishing new Beijing agencies in Hong Kong could give mainland security and intelligence officers enforcement powers. "This is a great moment to reboot the protest," said university student Kay, 24, who took part in last year's often violent anti-government and anti-Beijing unrest, with protesters angry at perceived meddling by China with Hong Kong's freedoms, a charge Beijing denies. The security law plan hit financial markets on concerns the city's status as a financial hub is at risk. Hong Kong's Hang Seng index closed down 5.6%, its largest daily percentage drop since July 2015. Hong Kong leader Carrie Lam said her government will "fully cooperate" with the Chinese parliament to safeguard national security, which she said would not affect rights, freedoms or judicial independence. The proposals have heightened tensions between Beijing and Washington, whose relationship is already frayed by trade disputes and reciprocal accusations over handling of the pandemic. U.S. President Donald Trump warned Washington would react "very strongly" if Beijing went ahead with the security law. U.S. Secretary of State Mike Pompeo said the "disastrous proposal" would be the "death knell" for Hong Kong's autonomy and that the United States stood with the people of Hong Kong. "The United States strongly urges Beijing to reconsider its disastrous proposal, abide by its international obligations, and respect Hong Kong’s high degree of autonomy, democratic institutions, and civil liberties, which are key to preserving its special status under U.S. law," he said. 'YOU CAN'T TRUST CHINA' Hong Kong's last colonial governor, Chris Patten, told Channel 4 television that party rulers in Beijing were a "frightened lot of bullies". “You cannot trust (President) Xi Jinping’s China. That’s different from previous administrations. He tightened up as a dictator. He cannot abide anyone who disagrees with him and the Chinese government.” Britain expects China to respect the rights and freedoms of Hong Kong, Prime Minister Boris Johnson's spokesman said. In his annual report to parliament, Chinese Premier Li Keqiang said China would establish a "sound" legal system and enforcement mechanisms to ensure national security in Hong Kong and Macau, a former Portuguese colony that returned to China in 1999. The proposed move will see China's parliament endorse, then annex the laws into Hong Kong's mini-constitution, the Basic Law, without any local legislative scrutiny, according to a draft seen by Reuters. The document said the laws will safeguard the central government's "overall jurisdiction" as well as Hong Kong's "high autonomy" given Hong Kong's "increasingly notable national security risks". "When needed, relevant national security organs of the Central People's Government will set up agencies" in Hong Kong to safeguard national security, the draft said. Hong Kong's judiciary, along with the government and legislature, must "effectively prevent, stop and punish acts endangering national security", it states. The reference to Hong Kong's staunchly independent legal system has rattled some Hong Kong lawyers. A previous attempt to adopt similar legislation in 2003 was met with a protest that drew around half a million people on to the streets and was eventually shelved. "It is essentially declaring directly that 'one country, two systems' is null and a failure," said Eric Cheung, principal lecturer at Hong Kong University's department of law, of the legislation. Beijing said the legislation would strengthen the "two systems" formula and was in Hong Kong's interest. Beijing's move is expected to lead to the flight of capital and talent, bankers and headhunters said. The U.S. State Department warned a high degree of autonomy and respect for human rights were key to preserving the territory's special status in U.S. law, which has helped it maintain its position as a world financial centre.

China's planned security agencies for Hong Kong a 'death knell' for autonomy: Pompeo

U.S. Secretary of State Mike Pompeo on Friday called China's proposed national security legislation on Hong Kong disastrous and said it could have an impact on the favorable economic treatment the territory receives from the United States.
