For Chinese leader Xi Jinping it is a high-stakes power play. His move to impose tough national security laws on Hong Kong risks reigniting pro-democracy protests that plunged the city into chaos last year, increasing tensions in an already fraught relationship with the United States and undermining Hong Kong`s status as a global financial hub.

In the aftermath of the protests, Beijing appears determined to stamp out any renewed rebellion against the Communist Party's authority over the former British colony. China`s largely rubber-stamp parliament, the National People's Congress, is preparing to circumvent the city`s lawmaking body, the Legislative Council, in drafting the new laws. The fear among many in Hong Kong is that China intends to criminalize existing freedoms, including criticism of the central government and its policies. It is the latest and biggest step in a concerted effort by Beijing to assert control over Hong Kong and its 7.4 million people.

In recent weeks there had been widespread speculation here that Beijing was planning this move, described by some local commentators as the "nuclear option." Thursday's announcement by China nonetheless stunned pro-democracy lawmakers, business leaders and lawyers in the city. It was, they said, a historic turning point - the end of "one country, two systems," the formula Beijing had promised would allow Hong Kong to retain its way of life and freedom for at least 50 years after the 1997 handover to Chinese rule.

"This represents a real demolition of the one country, two systems idea and also the idea of Hong Kong's autonomy," said barrister Wilson Leung, a member of the Progressive Lawyers Group. Leung said extremely harsh sentences had been imposed on dissidents, journalists and lawyers on the mainland under vaguely expressed but draconian laws. "These same vague concepts are now being introduced to Hong Kong," he said.

Many details of the new laws and exactly how they will be absorbed into Hong Kong`s existing statutes remain unclear. But Beijing has openly expressed its intentions in recent months. It wants to end the cycle of mass protests that have thwarted successive post-colonial administrations each time they have moved to more closely align the city with China's political and legal system.

The current Beijing-backed leader of Hong Kong, Carrie Lam, was forced to drop proposed laws last year that would have allowed extraditions for trial in mainland Chinese courts after demonstrations convulsed the city. Alarmingly for Beijing, many young protesters began making calls to "free Hong Kong" and became increasingly violent as police battled to restore order.

The new laws will be annexed into Hong Kong`s mini-constitution, known as the Basic Law, outlawing secession, subversion and terrorism - and providing for the stationing of mainland national security agencies in the city, according to a draft seen by Reuters that spells out what the legislation will cover. That intention is raising fears in Hong Kong that Chinese intelligence agents and police will not only be based in the city, but have formal enforcement power for the first time.

The draft also states that Hong Kong`s "judicial organs" along with its government and legislature "must effectively prevent, stop and punish acts endangering national security."

Senior judges in the city told Reuters last month that the independence of Hong Kong`s judicial system is under assault from the Communist Party leadership, posing a grave threat to the rule of law.

The proposal for new legislation is expected to be passed on May 28 by the National People's Congress, though it remains unclear how and when exactly Hong Kong will bring it into effect.

Legal scholars are unsure whether the Basic Law`s extensive human rights protections will apply to the new imposed legislation. The Basic Law currently prevents mainland security institutions from routinely taking enforcement action inside the city.

Shiu Sin-por, a former top aide to Lam`s predecessor as city leader, told Reuters that the deployment into Hong Kong of the Ministry of State Security – China`s leading intelligence agency – could happen "right away."

"For Beijing to announce this, they most probably already have something in mind," Shiu said. "This is not difficult to set up, so this can happen anytime."

Enough is enough
Chinese officials say the decision to pass the legislation via the National People's Congress is because they know it won't be passed by the Legislative Council in Hong Kong. "Hong Kong still has not completed legislation on national security since its return to China," said a person with direct knowledge of Beijing`s thinking. "After the endless protests, it's time for Beijing to say enough is enough."

The mainland authorities did not immediately respond to questions from Reuters.

Lam said in a statement on Friday that she "deeply" believed the new law "will seek to practically and effectively prevent and curb acts and activities that seriously undermine national security, as well as sanction those who undermine national security by advocating `Hong Kong independence` and resorting to violence."

The immediate risk for Beijing is that the move will spark a fresh, more violent round of demonstrations. Protest groups and pro-democracy lawmakers are furious and have vowed to take to the streets to protest what they describe as "evil laws."

"Beijing is attempting to silence Hong Kongers` critical voices with force and fear," pro-democracy activist Joshua Wong said on Twitter. "Deep down protesters know, we insist not because we are strong, but because we have no other choice."

It is a decisive but potentially fraught move for the Chinese leadership at a time when Beijing faces the most intense international and domestic pressure it has experienced in decades.

The COVID-19 pandemic that began late last year in the Chinese city of Wuhan is battering the global economy. The death toll now exceeds 330,000 worldwide. China`s inability to initially contain the virus - and evidence that it suppressed information about the outbreak - has damaged its international standing. A report presented early last month by the Ministry of State Security to Xi and other Chinese leaders contained a stark warning, Reuters reported: Global anti-China sentiment was at its highest since the 1989 Tiananmen Square crackdown.

Compounding Beijing`s discomfort, Taiwan's government under President Tsai Ing-wen is basking in international acclaim for its success in containing the infection and avoiding serious economic harm. So far, Taiwan has had 441 confirmed cases of coronavirus and just seven deaths. China claims Taiwan as its own territory and has never renounced the use of force to assert that sovereignty.

As the pandemic spreads, Beijing has unleashed what Chinese commentators dub "wolf-warrior" diplomats - envoys who are lashing out against perceived slights or criticism with mockery and threats of trade retaliation.

China may be misreading the international mood. After Australia last month called for an independent inquiry into the origins and spread of the Covid-19 pandemic, China's ambassador said Chinese consumers could boycott Australian beef, wine and tourism. Beijing ultimately agreed to back a probe when it became clear at this month's meeting of the World Health Assembly, the decision-making body of the World Health Organization, that there was overwhelming global support for an inquiry.

'Ready to fight tonight'
Military and economic tension with the U.S. is also on the rise. The Trump administration is sending loud signals that it will resist any Chinese move to expand its footprint in the South China Sea or seek territorial gains while the world is distracted with the public health crisis. Earlier this month, the U.S. Navy's Pacific Fleet took the unusual step of announcing that all its forward deployed attack submarines were at sea on patrol in the Western Pacific. The location of U.S. submarines is normally secret - unless the Pentagon wants to send a warning that it is prepared to counter a threat.

"The Pacific Fleet submarine force remains lethal, agile and ready to fight tonight," U.S. Pacific Fleet submarine commander Rear Admiral Blake Converse said in a statement.

In the South China Sea and East China Sea, U.S. warships and long-range bombers have been mounting an ongoing series of patrols and exercises off the Chinese coast.

On Hong Kong, the United States is warning that Washington could retaliate economically if the city`s freedoms are threatened. At stake is Hong Kong`s special status in its ties with the United States, which provides for a broad range of trade, economic, political, social and law enforcement cooperation. Hong Kong, for example, is treated separately from the mainland by the United States in terms of customs and immigration.

On Thursday, a bipartisan group of U.S. senators introduced a bill to impose sanctions on Chinese officials or entities who violate freedoms China pledged to preserve in Hong Kong. The bill also would place sanctions on any bank that does significant business with those officials and entities.

Chinese officials bristle at U.S. attempts to dictate to Beijing how it should handle Hong Kong, which is a Chinese city. In particular, some point to the State Department saying it would delay the release of a report on whether Hong Kong is autonomous enough to continue receiving special treatment from the world`s biggest economy.

"Beijing doesn`t bow to threats like this," said the person with direct knowledge of Beijing`s thinking. "To Beijing, Hong Kong is China's Hong Kong."

Damage to Hong Kong`s role as a financial center could compound the challenge facing Beijing in rejuvenating the Chinese economy. Business activity had been slowing even before the pandemic; Covid-19 has hammered it. Official figures recorded a 6.8% contraction in economic output in the first quarter. One measure of the country's woes: The authorities announced this week that because of the uncertainty created by the pandemic, they won`t be setting an annual growth target, a stark turnaround for a country whose statistics have shown unbroken expansion for decades in virtual lockstep with government forecasts.
Hong Kong is a vital cog in China's economy.

While China still has extensive capital controls and often intervenes in its financial markets and banking system, Hong Kong is one of the most open economies in the world and one of the biggest markets for equity and debt financing. China uses Hong Kong`s currency, equity and debt markets to attract foreign funds, while international companies use Hong Kong as a launchpad to expand into mainland China. The bulk of foreign direct investment in China continues to be channeled through the city. And many of China's biggest firms have listed in Hong Kong, often as a springboard to global expansion.

The American Chamber of Commerce in Hong Kong said in a statement that the move by China "may jeopardize future prospects for international business," including the ability to "recruit and retain top tier talent" in the city. "No one wins if the foundation for Hong Kong`s role as a prime international business and financial center is eroded," said Robert Grieves, chairman of the business group.

More direct role

The core of the problem for Xi and other top leaders is that the Communist Party and the authoritarian political system it enforces on the mainland remain deeply unpopular in free-wheeling Hong Kong. With the 23rd anniversary of the handover approaching, top Chinese leaders are rarely seen in the city. When they do appear, usually at carefully staged events, they are enveloped by security cordons designed to ensure they never face the kind of rowdy protests or public criticism that Hong Kong leaders routinely endure.

In some respects, the mainland leadership appears to be more remote from the city's people than top British officials in the final years of colonial rule. Hong Kong`s last colonial governor, Chris Patten, remains a popular figure here and a regular commentator on local political affairs.

"I think there has been a significant change in China, in Beijing, since Xi Jinping became president or dictator for life, complete with a personality cult which is extraordinary," Patten told members of the city's Foreign Correspondents` Club in an online presentation earlier this week. "I think the sad point is that Xi Jinping and his court have regarded Hong Kong and Hong Kong's freedoms as an existential problem for them because Hong Kong represents so much of what they don't like."

Mainland authorities and their proxies have worked tirelessly to win support from local people since the handover, but these efforts appear to be ineffective. Pro-democracy groups scored a dramatic victory at local elections held after the climax of last year`s protests, in what was widely seen as a referendum on the performance of the Lam administration. A poll conducted for Reuters in March found that support for the demands of pro-democracy protesters had grown even though the demonstrations had paused as a result of the pandemic.

Veteran political activists in the city anticipate that pro-democracy candidates will repeat their success in a Legislative Council poll scheduled for September.

Resistance in the Legislative Council and mass protests killed off Beijing’s first attempt in 2003 to introduce national security legislation. Last year’s proposed extradition laws met a similar fate. Imposing such laws via the National People’s Congress means Beijing won’t have to risk another such setback at the hands of elected lawmakers and their supporters on the streets.

“Hong Kong has a high degree of autonomy, but Hong Kong definitely is not independent from China,” Leung Chun-ying, a former leader of the city and now an adviser to China’s government, told Reuters. “Hong Kong is part of China, and therefore, Hong Kong has an obligation to protect the national security of China.”

Even as the pandemic and social distancing regulations restricted protests in Hong Kong in the early months of this year, there were signs Beijing was preparing to play a much more direct role in running the city. Key moves included the appointment of two top officials, both with reputations for toughness and both with close ties to President Xi, to oversee Hong Kong.

Luo Huining, who Xi had earlier deployed as party secretary to take down a corruption network in Shanxi province, was appointed to run Beijing’s Liaison Office in Hong Kong. Another former provincial party secretary, Xia Baolong, took over the Hong Kong and Macau Affairs Office in Beijing, the top government body responsible for handling the city. Xia was Xi’s deputy when the Chinese leader was Party Secretary in Zhejiang province between 2002 and 2007.

After the two leaders took up their new posts, the Liaison Office sparked a controversy when it said in a statement last month that it had the power, along with the Hong Kong and Macau Affairs Office, to “handle Hong Kong affairs.” Pro-democracy supporters in the city condemned the move as a clear threat to Hong Kong’s autonomy.

The Liaison Office and Hong Kong and Macau Affairs Office did not immediately respond to questions.

In a speech on April 15, Luo also signaled that new national security laws were in the pipeline. “For the nearly 23 years since Hong Kong’s return to the motherland, the system for safeguarding national security in Hong Kong has had shortcomings and could be fatal at critical moments,” Luo said. New laws were needed “without delay,” he added.

On Thursday, five weeks after Luo spoke, Beijing made its dramatic announcement: Chinese-style national security is coming to China’s freest city.

His move to impose tough national security laws on Hong Kong risks reigniting pro-democracy protests that plunged the city into chaos last year, increasing tensions in an already fraught relationship with the United States and undermining Hong Kong`s status as a global financial hub.

China has betrayed the people of Hong Kong: Former HK Governor

Beijing is set to impose a new national security law on Hong Kong following the last year's often violent anti-China unrest that plunged the city into its deepest turmoil since returning to Chinese rule in 1997.

The move is being seen as a turning point, as it would allow China to garner greater control and a sense of security over Hong Kong.

It's also said that the Chinese proposal to impose national security laws on Hong Kong could see mainland intelligence agencies set up bases there, raising fears of direct law enforcement and what US Secretary of State Mike Pompeo called a "death knell" for the city's autonomy.

Communist Party rulers in Beijing unveiled details on Friday at the National People's Congress.

Some pro-democracy lawmakers denounced the plans as "the end of Hong Kong".

Foreign diplomats fear establishing new Beijing agencies in Hong Kong could give mainland security and intelligence officers enforcement powers that could potentially put rights and freedoms, protected in the handover agreement, at risk.

DRAFT PROPOSAL

The proposed move will see China's parliament endorse, then annex the laws into Hong Kong's mini-constitution, the Basic Law, without any local legislative scrutiny.

The document said the laws will safeguard the central government's "overall jurisdiction" as well as Hong Kong's "high autonomy" given Hong Kong's "increasingly notable national security risks".

DRAFT PROPOSAL The proposed move will see China's parliament endorse, then annex the laws into Hong Kong's mini-constitution, the Basic Law, without any local legislative scrutiny. The document said the laws will safeguard the central government's "overall jurisdiction" as well as Hong Kong's "high autonomy" given Hong Kong's "increasingly notable national security risks". When needed, relevant national security organs of the Central People's Government will set up agencies in Hong Kong to safeguard national security, the draft said. China's annual Congress underway: New security laws will amplify in Hong Kong

Beijing is set to impose a new national security law on Hong Kong in the aftermath of last year's violent anti-China unrest that plunged the city into its deepest turmoil since returning to Chinese rule in 1997.

The move is being seen as a turning point, as it would allow China to garner greater control and a sense of security over Hong Kong.

China has, for several years, expressed frustration over what it sees as a weak national security regime in the freewheeling city. It is now determined to thwart the so-called threats of terrorism, independence, subversion of state power, and interference by foreign forces.

China's annual session of parliament will deliberate on the plan, announced on Thursday, before it is grafted into Hong Kong's mini-constitution.

AN UNSOLVED PUZZLE

Hong Kong lawyers, however, are still puzzled over how the imposed provisions will work in practice.

Questions include whether all protections already in the Basic Law apply and whether locally based mainland agents have enforcement power.

Another issue is whether the standing committee of the National People's Congress has extra powers to ultimately interpret Hong Kong court rulings on national security.

China also said its intelligence agencies would have the right to set up offices in Hong Kong to "safeguard national security". It is not clear, however, whether, they will carry out enforcement activities.

ONE COUNTRY, TWO SYSTEMS?

The issue sits at the heart of the "one country, two systems" formula under which China agreed to protect Hong Kong's extensive freedoms, autonomy and independent legal system. Those freedoms are protected by the Basic Law, which guides the relationship between Hong Kong and Beijing.

But Article 23 of the document also says Hong Kong must "on its own" enact laws against treason, secession, sedition, subversion and the theft of state secrets. It also seeks to outlaw ties between local and foreign political groups.

The Basic Law also gives Beijing the power to annex national laws into the document - which the local government must then legislate for or effectively impose by executive fiat.

Scholars have questioned whether this power of promulgation applies to Article 23.

One can find a suitable example in Britain -- which left behind a raft of old laws covering most of the elements of Article 23, aside from subversion and secession - the act of formally withdrawing from a state.

Most are decades old and hard to deploy, given more recent protections on freedoms of speech, assembly and association written into the city's Bill of Rights and the Basic Law itself.

THE CONTROVERSIAL PLAN

The plan is highly controversial -- given Hong Kong's protest movements and polarised politics, a fresh push even for local legislation would be tough.

Many fear that new national security legislation would prove a "dead hand" on the city's large press and traditions, while curbing its broad political debates.

Any step by Beijing to impose its own version via promulgation risks panic and chaos, many observers believe, potentially sparking a flight of people and capital and denting Hong Kong's international financial role.

US and China have been at a verbal war for few months now. While the US has blamed China for withholding information about coronavirus, China has blamed US for discriminating with the Chinese journalists.

The war doesn't seem to end, as US Secretary of State Mike Pompeo announced that he has reasons to believe that China is interfering in the work of US journalists in Hong Kong.

In 1997, Britain returned Hong Kong to China. It was established that the territory will have a high degree of autonomy for 50 years. The system formed the basis of the territory`s special status under U.S. law, which has helped it thrive as a world financial center.

However, Pompeo now believes that China is interfering in Hong Kong's working. "These journalists are members of a free press, not propaganda cadres, and their valuable reporting informs Chinese citizens and the world," Pompeo said in a statement.

He also stated earlier this months that the State Department was delaying a report to Congress assessing whether Hong Kong enjoyed sufficient autonomy from China to continue receiving special treatment from the United States. He has now threatened the Chinese government that their decisions on this matter could affect the US assessment of Hong Kong's autonomy status.

He said at the time the delay was to allow the report to account for any actions Beijing might contemplate in the run-up to China's May 22 National People's Congress.

The two countries have had their horns locked regarding treatment of journalists.

Earlier this year, the Trump administration decided to treat five major Chinese-run media houses the same as foreign embassies, requiring them to register their employees and U.S. properties with the State Department.

This was retaliated by the Chinese government, who fired two American journalists stating the reason as an opinion column by Wall Street Journal that called China the "real sick man of Asia".

Later, in March, the US government decreased the number of work visas from 160 to 100 for journalists working at four major Chinese state-owned media. Chinese government, in return, revoked the accreditations of American correspondents with the New York Times, News Corp's Wall Street Journal and the Washington Post whose credentials expire by the end of 2020.

Legislators in the Hong Kong assembly came to blows over this controversial bill. This is the second time this month that clashes have broken out between pro-China and pro-democracy lawmakers.

Some of the pro-democracy lawmakers were forcefully removed from the chamber by security guards. The scuffle broke out in the house committee which is tasked with reviewing bills before lawmakers vote on it.

The committee chair's position has been vacant since October. Pro-democracy lawmakers have been using delaying tactics to ensure that an appointment is not made.

On Monday however, pro-China legislators unilaterally appointed an official to lead the committee. This enraged the pro-democracy camp, which considers the move to be illegal.

Some lawmakers tore up the assembly rulebook and threw it at pro-China officials. The bill is scheduled to have a second reading on May 27 in the Hong Kong legislature.

Protesters are calling for a city-wide demonstration on that day. Although Hong Kong participates as a separate entity in sporting events, they have the same national anthem as China.

Sporting fans have often booed at the Chinese national anthem inside stadiums. In response, Beijing passed a bill against insulting its national anthem.

But as per the agreement between mainland China and Hong Kong. All laws passed by the Chinese communist party will have to ratified by the hong kong legislature.

Hong Kong police have also charged 15 pro-democracy activists over their role in last year's protests. All 15 of them were arrested last summer as well. Some of them are former lawmakers.

Most of them were bailed out, but few of them used the opportunity to criticise the govt publicly in court.

Gravitas: How China lost a 'troll-war' on Twitter

As COVID-19 has penetrated the global society, protests that were peaking last year have come to a halt.

One of the major protests that happened included Hong Kong, where face masks became a symbol of defying the authority.

However, as protests became violent and the crackdown too, the Hong Kong government invoked a British-era law to ban face masks in the city. This did not stop the protestors from donning masks and protesting further.

As China recovers from the coronavirus outbreak, experts have been advocating for compulsory mask use.

But the appeal court which invoked the law has decided to keep it in place, even during a grave health crisis.

The ban, which was introduced in October has remained in place until now, with fears of protests embedded into the government’s mind.

The court recently claimed that colonial-era could be used in the times of emergency, and to ensure public safety. It added that the ban on masks was constitutional if the gathering was unlawful. Additionally, it added that banning masks at lawful gatherings and police forcing to remove it was unconstitutional.

Carrie Lam, the Chief Executive invoked the emergency law by citing the protests as a state of “public danger”.

“The violence and damage are mostly caused by protesters wearing masks and dressed in black outfits,” the court jugdement said.

“At the same time, it is a common phenomenon that many other protesters participating in public assemblies and processions who are not involved in violence are also wearing masks and dressed in black outfits”, it added.

The judgement further deemed Lam’s action as “nothing objectionable” while adding that she was “evidently the only suitable person to make the call”.

“That said, it does not follow that the CE could act freely without any rein as she wishes,” it added.

“Total ban of facial coverings from all public demonstrations, processions and gatherings cannot pass the test of reasonable necessity even in the context of the public danger in which the [anti-mask law] is meant to address,” the judgment said.

The Wuhan Coronavirus outbreak seems to have taken a shocking new turn. Animals in New York & Hong Kong are testing positive for the virus. Can the virus spread from humans to animals?

Gravitas: Are animals contracting Coronavirus from humans?

Hong Kong police Thursday arrested an opposition politician under a colonial-era sedition law for allegedly sharing the identity of an officer who fired a baton round that blinded a journalist during protests last year.

Police said they arrested 60-year-old Cheng Lai-king on suspicion of "action with seditious intention".

"Someone posted speech that advocates violence and incites hatred," spokesman Superintendent Swalikh Mohammed said, adding that personal information on an officer and his family members was "illegally distributed".

Democratic Party district councillor Cheng, 60, shared a Facebook post which gave details of a policeman suspected to have fired the baton round that blinded a journalist during the anti-government demonstrations.

"If the police officer has a conscience, please turn yourself in. An eye for an eye," Cheng wrote in her repost.

Indonesian journalist Veby Indah suffered permanent blindness in one eye after being hit by a police plastic baton round when she was covering the protests.

She has asked the court to order the police to name the officer so she can lodge a private prosecution.

The police had refused to disclose his name, sparking a search for the officer's identity on social media.

Civic Party lawmaker Dennis Kwok said the "outdated" and "draconian" colonial law was in contravention of freedom of expression and human rights.

"Unfortunately, the government of today decided that they would use this colonial law to silence political discontent," Kwok said, calling it an act of "political revenge".

The sedition law has rarely been used since it was first enacted in 1938 under the British colonial government.

Hong Kong last year saw seven straight months of political unrest sparked by a now-abandoned bill to allow extraditions to China.

The protests have since morphed into a larger revolt against Beijing's tightened control over the semi-automonous city, and greater demands for fully free elections and an inquiry into police misconduct.

Hong Kong's rival political camps have embraced a new tactic to woo potential voters as the city hunkers down during the coronavirus pandemic: free face masks.

Masks have been in desperately short supply in Hong Kong since the start of the year when the epidemic reached the financial hub.

Politicians from both the resurgent pro-democracy camp and their embattled pro-Beijing rivals have seized on the shortage, beginning a charm offensive with voters even before official campaigning kicks off for the city's legislature elections in September.

The move did not go unnoticed, and one week later the pro-Beijing camp announced that had one million masks of their own.

Local councillor Eason Chan said he believed the swift response from the pro-democracy camp to the virus pushed their opponents to up their game.

President Xi Jinping visited the city of Wuhan, the centre of the coronavirus outbreak, sending a message that Beijing has the situation under control. His visit comes as China recorded its lowest number of infections, just 19 on Tuesday, all in Wuhan apart from two who had arrived from overseas. Watch WION Ground Report:

Hong Kong's economy is reeling from the US-China trade war, pro-democracy protests last year and now the coronavirus -- a triple whammy that has created a situation Financial Secretary Paul Chan described as "exceptionally austere" as he delivered his annual budget last week.

The PMI index fell to 33.1, dropping below the previous low in April 2003, according to IHS Markit, whose report added the PMI averaged 39.9 so far for the first quarter.

Coronavirus drags Hong Kong business outlook to record low: data

Hong Kong police fired tear gas on Saturday to disperse hundreds of black-clad protesters, some armed with petrol bombs, during a rally to mark six months since the authorities stormed a subway station and arrested demonstrators.

The latest clashes are among the most violent to roil the Chinese-ruled city after a period of relative calm following intense anti-government protests that escalated in June last year, with fears over coronavirus keeping many residents indoors.

Hundreds of protesters gathered in and around Mong Kok district and the Prince Edward subway station, where some of the most fierce violence erupted on Aug. 31, when police fired tear gas at pro-democracy protesters throwing petrol bombs.

Some chanted "Liberate Hong Kong, Revolution of our time," while others called for the police force to be disbanded, echoing slogans from previous demonstrations.

As the number of protesters increased, some set fires on Nathan Road in Kowloon district while others set up roadblocks. Mong Kok subway station was closed.

The scenes brought back images of the clashes that plunged the city into turmoil last year and posed the gravest popular challenge to Chinese President Xi Jinping.

Many protesters are angry about what they see as creeping Chinese interference in Hong Kong, which returned to China in 1997 under a "one country, two systems" formula intended to guarantee freedoms that are not enjoyed on the mainland.

China says it is committed to the arrangement and denies meddling. It has accused foreign governments including the United States and Britain of inciting the unrest.

Protesters have called for an independent inquiry into the police force - one of five demands made on the Hong Kong government - amid allegations of excessive force.

Police say they have been restrained in the face of escalating violence.

The government announced in its budget this week that funding for the police force will reach HK$25.8 billion ($3.31 billion), up 25 per cent from the previous year, drawing widespread criticism from democracy activists.

More than 7,000 people have been arrested in the anti-government protests, many on charges of illegal assembly or rioting, which carries a maximum sentence of 10 years.

Coronavirus: Jackie Chan says he is safe, not under quarantine

Hong Kong police arrested publishing tycoon Jimmy Lai, an outspoken critic of Beijing, and two other pro-democracy activists on Friday on charges of illegal assembly.

Lai, a self-made millionaire who has made financial contributions to Hong Kong's pro-democracy movement and has been a target of criticism for mainland Chinese media, was picked up by police at his house, Cable TV and TVB News reported.

Apple Daily, one of the publications under media company Next Digital in which Lai is non-executive chairman, said he was accused of participating in an illegal march on August 31. The newspaper said Lai had followed a crowd along a central route for two hours on that day, singing hymns and praying.

Veteran democracy activists Lee Cheuk-yan and Yeung Sum were also arrested on Friday on the same charges, Cable TV reported.

"Earlier today, we arrested three local men, aged 63 to 72, for suspected participation in a non-approved gathering," Wong Tung Kwong, senior Hong Kong police superintendent of criminal deployment, told a media briefing.

The three have been charged and will appear in court on May 5, he said. Police did not name those arrested, as per its standard practice. It also gave no further details.

Lai was seen by a Reuters reporter leaving the Kowloon City police station in a black Mercedes on Friday. He did not comment.

"The charges will not hinder our fight for democracy, freedom and our human right to continue to gather, march and protest," Lee told reporters in front of the Cheung Sha Wan police station.

Lai and Yeung could not be reached immediately for comment. The arrests come after a period of relative calm in the Asian financial hub following months of intense anti-government protests.

Hong Kong saw one of its worst clashes on Aug. 31, with police firing tear gas and water cannons at pro-democracy protesters who threw petrol bombs.

Authorities in Hong Kong have arrested more than 7,000 people for their involvement in the protests, many on charges of rioting that can carry jail terms of up to 10 years. It is unclear how many are still in custody.

Public anger has grown over the months due to perceptions of China tightening its grip over the city. Beijing denies meddling and blames the West for fomenting unrest.

Lai was previously arrested in 2014 for refusing to leave a key pro-democracy protest site in the centre of the city. Following his arrest, he resigned as editor in chief of Apple Daily. He has also come under scrutiny from Hong Kong`s anti-graft agency when they raided his home in 2014.

Taiwan’s Mainland Affairs Council said in a statement it was concerned about the arrests and called on the Hong Kong authorities to ensure freedoms like the right to protest enshrined in the city`s basic law are respected.

Hong Kong Democracy Council, a Washington based non- government organisation, said on Friday that the arrests were "blatant acts of political suppression by the Hong Kong government and the Chinese Communist Party".

The group said in a statement it was demanding the immediate and unconditional release of Lai and the other pro-democracy activists.
