Instead of the shouts of noisy children, the halls of the primary school in the German town of Dernau are filled with the deafening sound of a dozen drills.

The workers on site are an army of unpaid volunteers who have taken on the colossal task of rebuilding towns that were devastated by deadly floods in western Germany seven weeks ago that washed away homes, offices and infrastructure.

Some are locals, or helpers at public organisations like the Red Cross or the fire brigade, but many others have travelled in from across the country, helping to clear up debris by day and sleeping in makeshift camps by night.

Although the government has pledged 30 billion euros to fund the reconstruction work, residents say most of the help they receive comes from private people like the volunteers in Dernau.

With less than a month to go before general elections, politicians are "having a mud fight, but the real mud fight is here -- and they're not," says one volunteer, Christine Jahn.

Before the floods, Dernau was a picturesque town, framed by steep valley slopes covered in vineyards. Today, entire streets in the worst-hit areas are no longer inhabitable.

The school can no longer be used either: its pupils are now taking their classes elsewhere.

Inside the school, volunteers are working to strip flood-damaged walls, chipping away at a mural painted by the schoolchildren depicting the globe.

Two of those on site are Rebekka, 22, and her mother Judith, 52, who are working at the site together for the first time this week.

The end of the summer holidays in Germany has seen the number of volunteers ebb, but with more time to spare now her university exams are over, "I can still do my bit," Rebekka says.

Volunteers are essential to the clear-up, says Judith. "It's just faster to come here and get it done."

'Less babbling please'

The mustering point for the volunteers is a short drive outside Dernau, in the shadow of a hulking factory of sweets-maker Haribo.

Some volunteers sleep here in tents and are provided with food, water, and the equipment they need to work in the flooded towns.

Jahn, 66, is in her last week at the camp, having come hundreds of miles from the east of Germany soon after the disaster struck.

A former construction worker, she started off "clearing mud" and "digging" wine bottles out of flooded cellars.

"I met some young people in the first three days and after that we always agreed to meet up each morning," Jahn says.

Now she is seeing to it that volunteers are well provided for, making coffee and sandwiches for hundreds.

German Chancellor Angela Merkel will on Friday visit the flood-stricken region for the second time.

But concrete help from politicians has been slow to arrive, according to Jahn.

"I want less babbling and more getting on with it, so that the money arrives without bureaucracy."

'Our institutions failed'

At the town's former train station, a quaint building with red-lacquered timber beams, another volunteer, Daniel, was taking delivery of bottles of water.

The station has been turned into a supplies shop called "Tante Emma" ("Auntie Emma's") that is stocked by donations, providing food, essentials and tools to local residents to help them repair their lives.

The shop entrance is piled high with nails, screws, and bottles of water behind a makeshift petrol pump.

One of several to manage the store, Daniel had come to the area with friends five weeks ago and decided to stay.

"I have a new contract in a hospital from December 1, but until then I have time," says the 29-year-old careworker.

"Without volunteers nothing here would work," says Daniel, "our institutions have completely failed."

"The longer ago the floods were, the more we need help," he says, urging more people to provide support.

Marita, 78, a resident of Dernau forced to leave by the disaster, says: "We don't get much from the state.

"Most of it comes from private people and donations," she says.

While her house is being repaired, Marita has moved in with her daughter two hours away in Mainz.

She plans to move back one day. "This is where our friends are, where we grew up and we’ll continue living here."

She was called "the leader of the free world" as authoritarian populists were on the march in Europe and the United States but Angela Merkel is wrapping up a historic 16 years in power with an uncertain legacy at home and abroad.

In office so long she was dubbed Germany's "eternal chancellor", Merkel, 67, leaves with her popularity so resilient she would likely have won a record fifth term had she wanted to extend her mandate.

Instead, Merkel will pass the baton as the first German chancellor to step down entirely by choice, with a whole generation of voters never knowing another person at the top.

Her supporters say she provided steady, pragmatic leadership through countless global crises as a moderate and unifying figure.

Yet critics argue a muddle-through style of leadership, pegged to the broadest possible consensus, lacked the bold vision to prepare Europe and its top economy for the coming decades.

What is certain is that she leaves behind a fractured political landscape, with the question of who will govern Germany next wide open just weeks before the September 26 election.

Assuming she stays on to hand over power, she will tie or exceed Helmut Kohl's longevity record for a post-war leader, depending on how long the upcoming coalition negotiations drag on.

'Do the right thing'

The brainy, unflappable Merkel has served for many in recent years as a welcome counter-balance to the big, brash men of global politics, from Donald Trump to Vladimir Putin.

A Pew Research Center poll late last year showed large majorities in most Western countries having "confidence in Merkel to do the right thing regarding world affairs".

However the last days of her tenure have also been marred by what Merkel called the "bitter, dramatic and terrible" return of the Taliban to power in Afghanistan -- a debacle in which she shares the blame as German troops pull out.

A trained quantum chemist raised behind the Iron Curtain, Merkel has long been in sync with her change-averse electorate as a guarantor of stability.

Her major policy shifts have reflected the wishes of large German majorities -- among them phasing out nuclear power after the 2011 Fukushima disaster -- and attracted a broad new coalition of women and urban voters to the once arch-conservative CDU.

'Austerity queen'

Before the coronavirus pandemic, her boldest move -- keeping open German borders in 2015 to more than one million asylum seekers -- seemed set to determine her legacy.

But while many Germans rallied to Merkel's "We can do it" cry, the move also emboldened an anti-migrant party, Alternative for Germany (AfD), ushering a far-right bloc into parliament for the first time since World War II.

At the same time, hardline leaders such as Hungary's Viktor Orban accused her of "moral imperialism" with her welcoming stance.

Six years on, she lamented this month, the European Union appears no closer to a unified policy on migration.

The woman once known as the "climate chancellor" for pushing renewables also faces a mass movement of young activists arguing Merkel has failed to face up to the climate emergency, with Germany not even meeting its own emissions-reduction commitments.

She became Europe's go-to leader during the eurozone crisis when Berlin championed swingeing spending cuts in return for international bailout loans for debt-mired countries.

Angry protesters dubbed her Europe's "austerity queen" and caricatured her in Nazi garb while defenders credit her with holding the currency union together.

More recently, despite admitted missteps in the coronavirus pandemic including a sluggish vaccine roll-out, Germany's infection levels and death toll have remained lower than those of many European partners relative to its population.

Kohl's 'girl' to 'Mummy'

Merkel, the EU's and G7's most senior leader, started as a contemporary of George W. Bush, Tony Blair and Jacques Chirac when she became Germany's youngest and first female chancellor in 2005.

She was born Angela Dorothea Kasner on July 17, 1954 in the port city of Hamburg, the daughter of a Lutheran clergyman and a school teacher.

Her father moved the family to a small-town parish in the communist East at a time when tens of thousands were headed the other way.

Merkel kept the name of her first husband, whom she married in 1977 and divorced five years later.

After the fall of the Berlin Wall, Merkel, who was working in a chemistry lab, joined a pro-democracy group that would merge with Kohl's Christian Democrats.

The Protestant from the east whom Kohl nicknamed his "girl" would later be elected leader of a party until then dominated by western Catholic patriarchs.

As she rose to power, party rivals sneeringly called her "Mutti" (Mummy) behind her back but she deftly -- some said ruthlessly -- eliminated potential challengers.

Although her name has come up on wish lists for key EU or United Nations posts, Merkel has said she will leave politics altogether.

Asked on her final trip to Washington in June what she looked forward to most, she replied "not having to constantly make decisions".

Merkel, Germany's 'eternal' chancellor, prepares to leave the stage

Centre-left Social Democrats (SPD) were seen extending their lead over German Chancellor Angela Merkel's conservatives in a poll published on Monday. Such a situation will increase chance of a left-leaning government coming into power in general elections next month.

The Insa poll for Bild TV showed support for the SPD and their chancellor candidate Olaf Scholz jump by 2 percentage points to 25%, the highest reading in the survey in four years.

Merkel's conservatives and Armin Laschet, their top candidate lost 3 points and reached a record low at 20 per cent.

The ecologist Greens stood at 16.5%, the business-friendly FDP at 13.5%, the far-right AfD at 11% and far-left Die Linke at 7%.

Insa head Hermann Binkert said Laschet could currently only become chancellor with a three-way 'Jamaica coalition' consisting of the black conservatives, the Greens and the yellow FDP.

"Olaf Scholz would have four options in which to lead the government," Binkert added. This included a so-called "traffic light" coalition with the Greens and the FDP and a more left-leaning coalition with the Greens and Die Linke.

Another possibility would be an SPD-led coalition government supported by the Greens and conservatives, or an SPD-led coalition supported by the conservatives and the FPD.

The conservatives rallied behind Laschet, promising to go on the offensive after he struggled to revive their campaign in a televised debate with rivals.

German poll: Social Democrats seen racing ahead, setback for Merkel

Thousands of protesters clashed with the Berlin police on Saturday against COVID-19 restrictions imposed by the government.

Four officers were injured while 50 demonstrators were detained for injuring cops, the police said.

Some people tried to get past barricades to the government district around the Reichstag parliament building and clashed with officers, police said.

The protesters, few of whom wore masks, waved banners marked with the messages ‘I have my own opinion’ and ‘Covid-84’—a reference to George Orwell’s book “1984” about a totalitarian state, Reuters reported.

The marches came a month before a federal election. The leading candidates vying to replace Chancellor Angela Merkel have promised to dispense with strict lockdowns on the country.

Germany has reported more than 3.9 million Coronavirus cases and is believed to be facing a fourth wave of infections. It reported 10,303 new cases and 22 fatalities on Saturday, bringing the death toll to 92,096.

To exhort more people to get vaccinated, the government has said it will stop offering free tests from October 11, except for those for whom vaccination is not recommended, such as children and pregnant women.

The government will require people to be vaccinated, test negative or have a recovery certificate to enter indoor restaurants, participate in religious ceremonies or do indoor sport.

Germany will keep evacuating people from Afghanistan as long as it is responsible to do so, Chancellor Angela Merkel told conservative lawmakers on Wednesday, adding, however, that this is only possible with the United States, two sources said.

Thousands of people are still desperate to flee the country after Kabul fell to the Taliban last week and before an Aug. 31 deadline.

Germany's Bundeswehr has so far flown more than 4,500 people out of Afghanistan, tweeted the foreign ministry. Around 3,700 of them are Afghan nationals, with women and girls making up about half the number.

Many journalists and human rights activists are among those who have been flown out, it said.

Broadcaster ARD had earlier reported that German evacuations may stop as soon as Wednesday.

"There will be no special path for Germany. All steps are being closely agreed with partners," one source quoted Merkel as saying.

Talks between leaders of the Group of Seven industrialized nations on Tuesday resulted in no extension of the Aug. 31 deadline for evacuations.

Merkel said in Tuesday there are intensive discussions on whether a civilian-operated airport in Kabul could be used after that deadline.

The extreme rainfall that triggered devastating floods across Germany and Belgium in July was made “up to nine times more likely” due to climate change, a research study has noted, giving credence to findings of the Intergovernmental Panel on Climate Change’s (IPCC) report that warned of extreme weather events.

The study has also pointed out that human-made global warming has caused downpours in the region up to 20% heavier.

Germany and Belgium join a list of other countries that have been facing floods and extreme weather events. In the past one month, there were floods in China, extreme heatwaves in northwest America and forest fires in Russia, Greece, Turkey and the US.

The report, compiled by 39 scientists, used meteorological measurements, high-resolution computer models and peer-reviewed research methods. It compared the frequency of extreme rainfall that occurred in Germany, Belgium and the Netherlands in today’s heated climate with the frequency expected in a world where there had been no human-caused climate change.

It found the climate crisis has made extreme rainfall between 1.2 and nine times more likely to happen and that such downpours in the region are now 3% to 19% more intense.

“The huge human and economic costs of these floods are a stark reminder that countries around the world need to prepare for more extreme weather events and that we urgently need to reduce greenhouse gas emissions to avoid such risks from getting even further out of hand,” Prof Maarten van Aalst, who is one of the who conducted the research, told the Guardian.

Over 222 people were killed in flooding in Germany and Belgium.

On August 9, the IPCC came out with a damning assessment on global warming, saying that extreme heatwaves, droughts, and flooding, are going to be more pronounced in this decade.

The 3,000-plus-page report said global warming is already accelerating sea-level rise and worsening extremes such as heatwaves, droughts, floods and storms. Tropical cyclones are getting stronger and wetter, while Arctic sea ice is dwindling in the summer and permafrost is thawing.

All of these trends will get worse, the report said.

Climate change made deadly Europe floods up to nine times more likely: Study

With just five weeks to go before Germany holds an election that decides who succeeds Chancellor Angela Merkel, Syrians on asylum visas are concerned that an Afghan migrant crisis could fuel an anti-immigrant vote and block their path to citizenship.

Some leaders of the far-right Alternative for Germany (AfD) party are warning about a possible influx of Afghan refugees, seeking to draw voters fearing a repeat of the 2015 migrant crisis when Merkel opened Germany's borders to almost one million asylum seekers.

The Taliban's lightning takeover of Afghanistan has sparked a chaotic flight of thousands of Afghans and foreigners from Kabul airport this week, raising fears of a larger exodus across land borders as the Islamist militants impose sharia law.

Germany's scramble to evacuate thousands of local helpers from Afghanistan, along with its own citizens, has turned immigration into a big issue in the election: a poll last week showed that two thirds of Germans fear a repetition of 2015.

Anas Modamani, among the close to 800,000 Syrians who fled the war back home and resettled in Germany, is still waiting to qualify for citizenship. Now he is afraid the Afghan crisis could harden German voters against immigration and prompt the next coalition government to adopt tougher policies.

Modamani describes Merkel, with whom he posed for a selfie at a Berlin migrants shelter in September 2015, as a "hero" thanks to her decision that year to open Germany's border to almost one million asylum seekers, mainly Syrians.

"I'm worried about what immigration policies will come our way once she's no longer chancellor," said Modamani, 24, as Merkel prepares to step down after Germany's Sept. 26 election.

His picture with Merkel became a symbol of her decision in 2015 to gamble her political capital on welcoming 1 million unscreened migrants, mainly from Syria. But her conservative Christian Democrats now vow there can be no repeat of 2015.

The far-right party has urged the government to institute a moratorium on asylum applications, hoping its tough line will draw voters fearing a spike in asylum applications.

"I know that most Germans will not vote for the AfD," said Modamani. "But a small part of me is like: what if the AfD are just a bit stronger and the next government responds by making it harder for us to apply for German citizenship, for example?"

'THREAT'

Karl Kopp, director of the Pro Asyl charity for asylum seekers, said concerns about a possible hardening of Germany's immigration policy are widespread, not just among Syrians, but also the wider migrant community, especially Afghans desperate to bring in family members stuck in Afghanistan.

"The tragic events in Afghanistan have resulted in a toxic discussion about immigration," said Kopp. "When refugees hear the negative narrative that 2015 should not repeat itself, they worry about tougher immigration rules after the election. Their fears are justified."

More than 800,000 Syrians have been granted protection in Germany since war broke out in Syria a decade ago. The vast majority do not yet have German citizenship but hope to get it in the next few years when they meet residency criteria.

Opinion polls put support for the AfD at 10% or slightly more, just below its result at the last election in 2017. The major parties have all ruled out sharing power with the AfD but migrants worry it could influence policy when Merkel goes.

AfD co-leader Tino Chrupalla has rejected calls by the ecologist Greens to take in Afghan asylum seekers beyond those who helped the German army, saying such plans would constitute "a threat to the population."

Fawaz Tello, a Syrian dissident who is also waiting for citizenship, said: "If the AfD wins two or three points more, whoever succeeds Merkel could say 'let's suspend the right for refugees to bring immediate family members.' Look at Denmark."

Many Syrians in Germany have been unsettled by neighbouring Denmark's decision this year to deport Syrian asylum seekers to parts of Syria that the government of centre-left Prime Minister Mette Frederiksen considers safe.

Five weeks before the election, Merkel's conservatives have a razor-thin lead in polls. Their candidate to succeed her as chancellor, Armin Laschet, has seen his ratings slump since he was seen laughing on a visit to a flood-stricken town.

Modamani, who should be entitled to German citizenship next year, said if he could vote in September he would cast a ballot for Laschet because of a sense of awe for Merkel. "I can't imagine life in Germany without her," he added.

'Difficult to comprehend...': Chelsea's Kai Havertz to auction specially-designed boots for Germany flood relief

German Chancellor Angela Merkel on Friday began talks with President Vladimir Putin in a historic meet that marks end of an era. This is Merkel's last Russia visit as Germany's chancellor.

She is due to step down after elections this September.

The meet marks end of an era as Merkel, who is from East Germany, meets Putin who was stationed in Dresden during his time as a KGB agent. Both Merkel and Putin speak each other's language fluently.

Putin is the only G-20 leader still around since Merkel took over Germany's top job.

Relations between two of Europe's longest serving leaders soured in 2014 when Russia annexed Crimea from Ukraine, drawing broad condemnation and sanctions from the West.

Friday's talks coincide with the first anniversary of the poisoning of Kremlin critic Alexei Navalny, an incident that severely strained Russia-Germany ties.

Putin gave Merkel flowers before the talks and said he expected a substantive meeting despite it being a "farewell" visit.

Merkel said the two had differences of opinion but that it was important to talk. She said she wanted to discuss Afghanistan as well as the situation in Russia with civil society and non-governmental organisations, some of which have been outlawed in a pre-election crackdown.

A news conference is expected at around 1300 GMT.

The anniversary of the poisoning of Navalny, Putin's most vocal domestic critic, is likely to loom large at their talks.

Navalny was flown to Germany last year after being poisoned with what the West concluded was a military nerve agent. Moscow rejects that and alleges a Western smear campaign. Navalny was jailed when he flew back to Russia.

In a letter to mark the anniversary published in three European newspapers on Friday, Navalny appealed to the West to do more to combat corruption in countries like Russia.

The Russian leader has been described by foes and fans alike as both arrogant and charming. International donors including the US and Germany have halted aid money to Afghanistan. How will the Taliban 'govern' the country without foreign aid? Will sweet-talking the west help release aid money? Palki Sharma tells you.

Gravitas: Economic woes await broke Taliban regime

As per a report released by an environmental think tank, Germany is forecast to record its biggest rise in greenhouse gas emissions since 1990 this year.

Berlin-based Agora Energiewende has said that the country’s emissions would probably rise by the equivalent of 47m tons of carbon dioxide.

This means that Germany’s emissions will be about 37 per cent lower than in 1990.

It had aimed to cut emissions by 40 per cent by 2020, and met the target last year but only due to the economic downturn.

The report relies on data from the first half of 2021 to forecast total emissions equivalent to 760-812m tons of CO2 for the full year.

The report highlights a significant increase in consumption of fossil fuels across the building, industrial and transport sectors.

If this is confirmed, the German government will be required by law to introduce urgent measures to reduce those sectoral emissions.

Germany and the Netherlands said Wednesday they have stopped forced repatriations of Afghan migrants because of deteriorating security in Afghanistan, as the Taliban pressed on with its rapid advance in the country's north.

"Due to current developments in the security situation, the interior minister has decided to suspend deportations to Afghanistan for the time being," Germany's interior ministry spokesman Steve Alter wrote on Twitter.

Separately in The Hague, Dutch State Secretary for Justice and Security Ankie Broekers-Knol announced a "moratorium on (deportation) decisions and departures."

The halt "will apply for six months and will apply to foreign nationals of Afghan nationality," she wrote in a letter to the Dutch parliament.

Wednesday's move by the Germans and Dutch marked a sharp U-turn from their previous position.

Officials had said as late as Tuesday that both governments had joined their counterparts in Austria, Belgium, Denmark and Greece to write to the EU's executive arm saying they should be allowed to press on with expulsions of Afghan migrants if their asylum bids fail.

Afghanistan urged the EU in July to cease forced deportations of Afghan migrants for three months as security forces battle the Taliban offensive ahead of the full US military pullout from Afghanistan on August 31.

"We are now complying with this request, which I consider to be the right thing to do," Germany's foreign minister Heiko Maas said of Kabul's call.

As a deportation flight had to be stopped in recent days because of fighting in Kabul close to the airport, Maas said a decision had to be quickly made on whether to resume the flight.

Austria maintains expulsions

Neighbouring Austria however said it would press on with expulsions to Afghanistan.

"Austria is keeping to its plans for deportations. A de facto suspension of deportations is currently not up for discussion," a spokesman for the interior ministry told AFP.

A British man suspected of spying for Russia in exchange for cash has been arrested in Germany, prosecutors said Wednesday, in a highly unusual case compared to a Cold War thriller.

Germany has arrested a number of people in recent years accused of spying for Russia, but the capture of a citizen of a NATO ally is exceedingly rare.

German Foreign Minister Heiko Maas said Berlin was taking the case "extraordinarily seriously" as the "selection by an intelligence service of a close alliance partner is absolutely unacceptable".

The suspect identified only as David S., who worked as local staff at the British embassy, "on at least one occasion passed on documents he acquired as part of his professional activities to a representative of Russian intelligence".

"The accused received a cash payment in an unspecified amount in return," the federal prosecutor's office said in a statement.

It said David S. was detained Tuesday in the eastern city of Potsdam on an arrest warrant issued on August 4. His home and place of work were searched and he was remanded in custody Wednesday by an investigating judge.

The suspect was believed to have been spying since November 2020 "at the latest".

His arrest was the result of a joint operation by German and British authorities. The British foreign office confirmed the arrest of someone "contracted to work for the government" but declined to comment further.

The Metropolitan Police in London said the suspect was a 57-year-old British national and that the investigation was conducted by the Met's Counter Terrorism Command and German counterparts.

It said his alleged offences were related to being engaged in "Intelligence Agent activity" under German law and that the German authorities would retain primacy over the probe.

Like Le Carre

Maas said Germany stood in "full solidarity" with Britain and would provide any assistance necessary to aid the prosecutors' probe.

Security specialist Edward Lucas likened the arrest to an early spy novel by the British writer John le Carre.

"The fact that the arrest has been made in Berlin suggests it's a non-diplomatic member of the embassy, that's why the German judicial system has been brought to bear on it," he told Times Radio.

Lucas, who formerly covered eastern and central European affairs for The Economist, said the arrest was "a reminder of how much effort the Russians put in to trying to find out what Western alliances are up to".

In June, German police arrested a Russian scientist at a German university accused of working for the Russian secret service since October 2020 at the latest.

And German prosecutors in February filed espionage charges against a German man suspected of having passed the floor plans of parliament to Russian secret services in 2017.

Moscow is at loggerheads with a number of Western capitals following a Russian troop build-up on Ukraine's borders and a series of espionage scandals.

In June, Italy said it had created a national cybersecurity agency following warnings by Prime Minister Mario Draghi that Europe needs to protect itself from Russian "interference".

The move came after an Italian navy captain was caught red-handed by police selling confidential military documents to a Russian embassy official.

Tit-for-tat expulsions

The leaders of nine eastern European nations in May condemned what they termed Russian "aggressive acts", citing operations in Ukraine and "sabotage" allegedly targeted at the Czech Republic.

Several central and eastern European countries expelled Russian diplomats in solidarity with Prague, but Russia has branded accusations of its involvement as "absurd" and responded with tit-for-tat expulsions.

The latest espionage case also comes at a time of highly strained relations between Russia and Germany on a number of fronts, including the ongoing detention of Kremlin critic Alexei Navalny, who received treatment in Berlin after near-fatal poisoning.

Relations between London and Moscow have been at a low point since the attempted poisoning of former spy Sergei Skripal in British Salisbury in 2018.

The Kremlin has denied any involvement in either case.

Briton arrested in Germany for 'spying for Russia'

Germany will end free coronavirus tests in October, regional leaders and the federal government agreed on Tuesday, in a push to incentivise more people to get vaccinated.

Covid-19 tests or proof of vaccination or recovery will be required to access facilities including restaurants, cinemas and gyms, in areas where infection rates rise above a certain threshold.

From October those who refuse to get jabbed will have to pay to prove they are infection-free, or risk being shut out.

Proof of test or vaccination will be required as soon as the rate of infections in a region reaches 35 per 100,000 people over seven days.

Children and people who for health reasons cannot be vaccinated will still be able to get tested for free.

Germany's incidence rate stood on Tuesday at 23.5, but several regions including Berlin and Hamburg are already past the 35 mark.

After delivering well over one million jabs a day at its peak, Europe's most populous country has seen the takeup for inoculation against the coronavirus slow dramatically.

As of Tuesday, 52 million people in Germany -- or 62.5 percent of the population -- have received at least one dose of the vaccine, but Merkel said she hoped another 15 to 20 percent would get the jab.

"It is everyone's responsibility ... to promote vaccination wherever possible," said German Chancellor Angela Merkel, urging "all friends and family members who have been vaccinated to promote this in their circles of friends and families and sport clubs".

'Indirect compulsory vaccination'

Merkel has repeatedly said she does not think it is right to make vaccinations compulsory.

But critics accused her government of using tests as a tool to pressure the population to get jabbed.

Alice Weidel, leader of the far-right AfD who is herself not vaccinated, said the move was an "indirect compulsory vaccination through restrictions, bans and additional burdens".

Merkel countered that vaccinated people cannot simply be asked to continue to be subject to restrictions because part of the population opted against jabs.

"We also have to think about those who work in hospitals, and overloading the health system must be ruled out," she added.

Germany's latest move is similar to new requirements in France of a health pass to access cinemas, cafes or trains.

The push by French President Emmanuel Macron for the health pass which is proof of either vaccination, a recent negative test or recovery from Covid-19, has sparked angry protests across France.

In Germany, regular protests have also broken out against coronavirus restrictions as well as vaccinations.

Germany will earmark up to 30 billion euros ($35 billion) to rebuild after last month's deadly floods that washed away homes, businesses and critical infrastructure, Chancellor Angela Merkel said Tuesday after talks with regional leaders.

The costs will be shared between the federal government and the 16 states, Merkel said, calling it a "sign of national solidarity".

At least 190 people lost their lives in severe floods that pummelled western Germany in mid-July, with the states of Rhineland-Palatinate and North Rhine-Westphalia worst hit.

Underlining the scale of the destruction, NRW state premier Armin Laschet, the conservative frontrunner to succeed Merkel, said Monday his region has not had to rebuild thousands of destroyed homes at once since World War II.

The catastrophe has also raised questions over whether enough was done to forewarn residents of the impending disaster.

On Tuesday, Merkel and regional leaders agreed to improve the country's warning system, including by providing states with up to 88 million euros to upgrade and install sirens by 2023.

German prosecutors said last week they have launched an investigation against the district chief of the flood-hit region of Ahrweiler for negligence as warnings were made belatedly, resulting in the deaths of dozens of residents.

Germany earmarks 30 billion euros to rebuild after floods

German train drivers voted to go on strike from Tuesday over a wage dispute, their union said, in a blow for summer vacationers and adding to logistics and supply woes already plaguing the industry.

The walkout will affect cargo trains from 7 pm (1700 GMT) on Tuesday, before extending to passenger traffic at 2 am on Wednesday, said the train drivers' GDL union leader, Claus Weselsky.

Some 95 per cent of union members had voted for the first round of industrial action, which is due to end on Friday.

Train operator Deutsche Bahn slammed the decision as an "unnecessary escalation on the back of rail customers".

"Just as people are travelling more again and using trains, GDL leaders are destroying the upswing that we urgently need given the huge damage from the coronavirus pandemic," said Martin Seiler, DB board member for human resources and legal affairs.

But Weselsky argued that the GDL "intentionally chose this timeframe in the week to limit the impact on weekend and holiday traffic" and that it was "never the best time" for a strike.

He in turn accused DB managers of "lining their pockets while the little guys are getting their pockets picked."

The strike would be the first hitting rail traffic since December 2018, when a stoppage was called for four hours.

It marked a new setback at the height of the key summer vacation season for the travel industry which was only starting to recover after months of shutdown over coronavirus infection risks.

With the walkout also due to affect rail cargo, Germany's industrial groups already hit by supply chain issues risk seeing further delivery delays for raw materials or components from timber to steel to computer chips.

Struggle for influence?

The last major conflict between unions and DB occurred between 2014-2015 when GDL organised nine rounds of strikes over nine months to demand regulatory reforms.

The stoppage in May 2015 of six consecutive days has held the record as the longest in the company's history.

This time, GDL argues that it was fighting for a better remuneration deal for train drivers. Among its demands are a 1.4 per cent pay hike, a bonus of 600 euros ($704) for 2021, and a further wage rise of 1.8 per cent in 2022.

Deutsche Bahn had offered to phase in a 3.2 per cent wage increase in two steps but the two parties were unable to agree on when the hikes would apply.

Critics have accused GDL of using the strike to gain greater influence and attract members from larger union EVG -- which covers railway workers and public transport employees.

The fight for influence was all the more critical due to a rule coming in force this year stipulating that the collective deal negotiated by the biggest union applies across the sector.

Deutsche Bahn was already contending with huge losses as demand for travel drastically shrank over the pandemic which erupted in March 2020.

It was also struggling to rebuild kilometres of tracks destroyed by deadly floods that struck western Germany in mid-July.

Australia reached the semi-finals of the men's hockey tournament after beating the Netherlands in a dramatic penalty shootout in sizzling conditions at the Tokyo Olympics, joining Germany who booked a quarter-final victory over Argentina.

A powerful performance by goalkeeper Andrew Charter, who kept a clean sheet in the shootouts - won 3-0 by Australia after the score was 2-2 at the end of regular playing time - helped the Kookaburras win the match.

"It's bloody amazing," said Charter. "To come out here and carry the burden for a bit, it's good for my confidence and it's good for the team defensively moving forward."

The Australians had pulled ahead twice in the game, thanks to two goals by Tom Wickham, only to see the hard-fighting Dutch side equalise through goals by Mink van der Weerden and Jeroen Hertzberger.

Dutch goalie Pirmin Blaak recognised Charter's role in the shootouts.

"Charter saved a few and it was hard to get pressure on the Aussies," he said.

"I think if you miss three (penalty shots) and they score three, they deserve to win."

The result meant the Dutch men's squad won't play the semi-finals of the Olympic hockey tournament for the first time since 1984.

GERMAN WIN

Australia will face Germany on Tuesday after the Germans secured an easy victory over Olympic champions Argentina.

Germany opened the score in the 19th minute when defender Lukas Windfeder shot a penalty corner low and hard at the left side of the goal, leaving Argentina goalkeeper Juan Vivaldi no chance to stop the ball.

Ten minutes into the second half, the German side added to their advantage after scoring through another penalty corner, which gave them little left to fear from the Argentineans.

"It's hot weather and hot-minded Argentina and we just want to keep it cool and play our German style and I think we did exactly that," said forward Christopher Ruhr.

Tokyo 2020: Australia to face Germany in men's Hockey semis, Argentina, Netherlands bow out

Britain's world number one Oliver Townend on Sunday took the lead in the equestrian eventing, keeping a clean sheet on the cross-country course while reigning Olympic champion Michael Jung from Germany fell back to a disappointing 10th place.

After completing two of the three disciplines making up eventing - also known as horse triathlon - Britain is on course for team gold, with Australia in the silver medal position and France in bronze.

After dressage and cross-country, the showjumping on Monday will also decide whether Germany's Julia Krajewski can retain her individual silver medal position and Britain's Laura Collett can hold onto bronze.

"A couple of places I thought he's in control and I’m not,” Townend laughed, referring to his horse Ballaghmor. “He wants to do his job more than most horses.”

Jung, who bagged individual gold both at the Rio and London Games and celebrated his 39th birthday on Saturday by coming first in the dressage test, was penalized after knocking down an obstacle in the cross country event - a 4.4 km (2.7 miles) course dotted with 36 fences, drop-offs, and ponds to negotiate at speeds of around 34 km per hour (21 miles per hour).

"I am certainly disappointed about the 11 (penalty) points. We have to continue to fight more than ever and ride a double-zero (penalty points) tomorrow," Jung said after his ride.

"He certainly touched the corner a little bit but by no means in such a way that I would have expected it to fall. And only when I galloped on, I suddenly heard a bang and looked back and gulped a bit: ok the pole is down," Jung said, referring to his horse Chipmunk.

Tokyo Olympics: Hockey - Germany reaches semis with 3-1 win over Argentina

Germany plans to start offering COVID-19 booster shots to the elderly and at-risk from September 1, according to a draft document seen by AFP on Sunday, as concerns grow about the spread of the Delta variant.

The plan also recommends promoting vaccination for those aged 12-17, which would go further than earlier guidance issued by the country's vaccine regulator.

Health Minister Jens Spahn and Germany's 16 regional health ministers are expected to finalise the plans, drawn up by ministry officials, in a meeting Monday.

Mobile vaccination teams will be sent into care and nursing homes to offer Pfizer/BioNTech or Moderna booster shots to residents, regardless of which vaccine they had originally, says the document.

Doctors will also be able to administer the booster jab to those who qualify, such as the elderly and people with weakened immune systems.

The text justifies the initiative by citing recent studies showing that protection from infection declines with time, putting vulnerable people at risk again.

Although Germany is currently enjoying relatively low infection rates compared with neighbouring countries, case numbers have been creeping up in recent weeks mainly because of the more contagious Delta variant.

There are also concerns about a slowdown in the country's vaccination rate, with just over 52 per cent of the population fully jabbed.

'Safe return' to school

In an effort to get more younger people vaccinated, health ministers want to widen access by opening all the country's vaccination centres to 12- to 17-year olds.

Schools and universities should also offer the jabs, the draft resolution says.

Germany's STIKO vaccine commission disappointed many in June when it officially recommended the vaccine only for 12-17 year olds if they had pre-existing conditions, or lived with people at high risk from Covid.

Although adolescents who don't fall into those categories are still allowed to get vaccinated, in consultation with their parents and doctors, the cautious STIKO guidance has slowed take-up.

Within the European Union, the European Medicines Agency has approved the Pfizer/BioNTech and Moderna shots for all over-12s.

Health Minister Spahn tweeted on Saturday that so far one in five of Germany's 12-17 year olds had received their first coronavirus shot.

"There's enough vaccine for all age groups: anyone who wants to, can get vaccinated," he wrote.

If Spahn and his regional peers sign off on the draft text, their decision to encourage all adolescents to roll up their sleeves would essentially see them bypass STIKO, which has said it needs more data before issuing a more general recommendation.

According to the draft, getting children and teenagers vaccinated could "contribute significantly to a safe return to classrooms after the summer holidays".

Germany's Robert Koch health institute reported 2,097 new daily coronavirus cases on Sunday and one death.

Since the pandemic started, Germany has recorded more than 3.7 million cases and 91,659 deaths.

Germany plans Covid booster shots from September: Draft text

A top German court ruled on Thursday tha Facebook illegally took down racist posts and blocked account of their author since it failed to inform the user.

This has complicated a fraught debate over toxic discourse on social networks as Germany girds for a general election in September that polls show may not deliver a stable government.

What's interesting about this incident is that the comments made by the plaintiff violated Facebook's community standards governing hate speech.

Hate speech is banned under German law if it threatens peace or incites violence.

In its three-page summary, the Karlsruhe-based court stated that Facebook's terms of service regarding the deletion of posts and blocking accounts for violating its community standards were "null and void".

This, it added, is because Facebook does not undertake to inform the user about the removal of an offensive post at least retrospectively, to advise that it is blocking an account, to give a reason for doing so, or to offer the right of appeal.

Facebook said it would review the judgment to ensure that it can continue to effectively remove hate speech in Germany.

“We have zero tolerance for hate speech, and we’re committed to removing it from Facebook," a company spokesperson said.

The main post in question, which was reproduced in the court ruling, alleges that "Islamist immigrants" are free to murder with impunity in Germany.

"Migrants can murder and rape here and nobody cares! It's about time the Office for the Protection of the Constitution sorted this out," the post adds, referring to Germany's main domestic security agency.

Germany recently beefed up a hate-speech law that first came into force in 2018 that requires platforms like Facebook, Twitter and YouTube, the video-sharing service run by Alphabet's Google unit, to police and take down toxic content.

Google this week requested a judicial review of a new provision in the law, known in German as NetzDB, saying it violated privacy because data can be passed to law enforcement before it is evident a crime has been committed.
