"There is absolutely no question that this is a reality we must face up to," he told reporters as he flew into Rome for the G20 summit, warning that living conditions could rapidly deteriorate without a collective change of course.

"You saw that with the decline and fall of the Roman Empire and I’m afraid to say it’s true today." 
It is the first time in two years that most leaders of the G20 have felt able to hold face-to-face discussions as the COVID-19 pandemic starts to recede in many countries.

The health crisis and economic recovery feature strongly on the agenda, but the most vital and difficult debate will centre on how far the leaders want to go in cutting greenhouse gases and in helping poorer nations confront global warming.

The G20 bloc, which includes Brazil, China, India, Germany and the United States, accounts for more than 80 per cent&nbsp;of the world's gross domestic product, 60&nbsp;per cent of its population and an estimated 80&nbsp;per cent of carbon emissions.

"On the eve of COP26 in Glasgow, all roads to success go through Rome," UN&nbsp;Secretary General Antonio Guterres told reporters on Friday.

However, expectations of major progress have been dimmed by the decision of Chinese President Xi Jinping and Russia's Vladimir Putin to stay at home, unlike the vast majority of their counterparts, and attend only via video link.

Biden's own hopes of showing that his country is now at the forefront of the fight against global warming took a knock after he failed to convince fellow Democrats this week to unify behind a $1.85 trillion economic and environmental spending package.

A draft of the final communique seen by Reuters said G20 leaders would pledge to take urgent steps to reach the goal of limiting global warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit), without making legally binding commitments.

The first day of discussions, which are being held in a futuristic convention centre called `The Cloud`, will focus on the global economy and pandemic response.

Fears over rising energy prices and stretched supply chains will be addressed. Leaders were expected to endorse plans to vaccinate 70% of the world's population against COVID-19 by mid-2022 and create a task force to fight future pandemics.

"We hope that we can lay the groundwork for more countries to ensure a broader distribution of vaccines," German Finance Minister Olaf Scholz told reporters on Friday after a joint meeting between G20 health and finance ministers.

"This is a global crisis that demands global solutions."

There was also expected to be a lot of diplomacy on the sidelines, with numerous bilateral meetings planned, while the leaders of the United States, Britain, Germany and France were due to hold four-way talks on Iran.

Rome has been put on high security alert, with up to 6,000 police and around 500 soldiers deployed to maintain order.

Two protest rallies have been authorised during the day, but demonstrators will be kept far from the summit centre, located in a suburb built by the 20th Century fascist dictator Benito Mussolini.

While no reason is coming forth for Jinping, Japan's Kishida will not attend the summit due to parliamentary election in Japan. They are due to be held on October 31. That also means, meeting of JAI or RIC will not take place.

The MEA release explained, the focus of the upcoming G20 Summit will be on an "inclusive, resilient, and sustainable recovery from the COVID-19" with leaders discussing "pandemic preparedness and the ways and means to restore jobs."

Earlier this week, speaking to WION, India's Sherpa to the G20, Suresh Prabhu said, "We have started the preparation,&nbsp;in full swing. It is led by PM Modi, he is a very hands-on leader of the country and we are already working on very high-tech, very state-of-the-art efficient secretariat in which there will number of ministries participating."

For the first time in its over ten-year history, the G20 summit will take place virtually amidst the COVID pandemic. The virtual summit will take place on November 21 and 22nd and will be chair by Saudi King, King Salman bin Abdulaziz Al Saud.&nbsp;

Indian Prime Minister Narendra Modi will also take part in the virtual summit. On 9th September, PM Modi and Saudi Arabia's king spoke to each other and discussed the main priorities on the agenda of the G20 summit.

No major global meeting is happening physically due to the COVID crisis and for the first time in its 75-year-old history, the United Nations General Assembly also met virtually.&nbsp;

The theme of this year's virtual summit will be ‘Realizing opportunities of the 21st Century for all’. Earlier this year, the G20 leaders met in even as the pandemic raged and took a number of coordinated actions including contributing $ 21 Billion to support production, distribution, and access to diagnostics, therapeutics, and vaccine.

A statement from G20 Secretariat, "The upcoming G20 Leaders’ Summit will focus on protecting lives and restoring growth, by addressing vulnerabilities uncovered during the pandemic and by laying down the foundations for a better future. The Summit will also focus on fostering international action to realize opportunities of the 21st century for all, by empowering people and protecting our planet, whilst harnessing the potential of innovation to shape new frontiers."

The world's biggest 20 economies also decided to inject $ 11 trillion to safeguard the global economy and, launched a debt suspension initiative for the least developed countries. Debt suspension defers-- debt worth $14 billion due this year for LDCs so that they can deal with the pandemic.&nbsp;

G20, as a grouping at leaders' level, emerged in 2008 when the global financial crisis was underway. Since then the summit has been happening in various G20 countries. India will hold the 17th summit in 2022.&nbsp;
