At least three killed in Scotland

According to police, the body of a 57-year-old woman had been recovered after she was swept into a river in the northeast part of Scotland’s Angus County, on Thursday afternoon.

A 56-year-old man was also killed in the same county after a falling tree hit the vehicle he was driving later in the evening.

Another man in his 60s died after his vehicle got caught in the fast-flowing flood water in the central English county of Shropshire.

Storm Babet’s impact

A Boeing 737-800 skidded off the runway at Leeds Bradford airport in northern England while trying to land amid strong winds. However, local emergency services said there were no reported injuries.

“Angus is in the middle of a very serious emergency. Flooding is unprecedented,” said Angus Council, in a statement, adding that “Conditions will continue to deteriorate for some time.”

Flood defences in northeast Scotland’s town of Brechin, as per county officials breached at around 0300 GMT on Friday, and the level of a river rose around 4.4 metres above normal.

Scottish leader Humza Yousaf warned that he could not “stress how dangerous” conditions were, particularly in Brechin. Rescue operations are also underway as hundreds of homes were cut off by floodwater and some areas in the region were only accessible via boat.

Local officials in Angus had asked people to evacuate from more than 400 homes on Thursday. “It’s just absolutely horrendous. I’ve never seen anything like it,” said local councillor Jill Scott, adding that hundreds of homes have been flooded and people are trapped.

“Some have been stuck there for hours,” said Scott, adding that boats are trying to get to them but have failed so far since the current is “too strong.”

‘Exception rainfall’

Britain’s national weather forecaster, the Met Office, issued its rare red alert and warned parts of eastern Scotland to brace for “exceptional rainfall” of up to 8.6 inches on Friday and Saturday.

The warning was also extended until 2259 GMT on Saturday. “This is an exceptional event, and we are likely to continue to see significant impacts with the potential for further flooding,” said Met Office Chief Meteorologist Andy Page.

The Met Office has also issued amber and yellow weather warnings in place for much of England.

Scandinavia braces for storm Babet

Scandinavian countries braced for the storm’s arrival which has already prompted cancellation of flights and ferries across Northern Europe, with the strongest winds expected overnight into Saturday.

The Copenhagen Airport in Denmark said as many as 77 flights to and from the city have been cancelled. Several ferry operators suspended services between Denmark and Germany as well as Sweden and Germany and Sweden and Poland, reported AFP.

Belgian Justice Minister Vincent Van Quickenborne announced his resignation on Friday (Oct 20), four days after a Tunisian migrant living illegally in the country killed two Swedes in Brussels. Addressing a press conference, Quickenborne said he sought Abdesalem Lassoued's extradition last year and it had not been followed up. Lassoued, 45, shot dead two Swedish football fans and wounded another on Monday. A day later, he was shot dead by police in a cafe.

United Nations Secretary-General Antonio Guterres on Friday (Oct 20) visited the Rafah border crossing and said that the trucks loaded with aid for Gaza should move into the conflict-torn region as soon as possible from Egypt to alleviate a humanitarian crisis.

Guterres flew to Egypt to oversee preparations for the delivery of aid.

"These trucks are not just trucks - they are a lifeline, they are the difference between life and death to many people in Gaza," he said, speaking on the Egyptian side of the crossing.

"To see them stuck here makes me very clear - what we need is to make them move, to make them move to the other side of this wall to make them move as quickly as possible and as many as possible," he added.

He said it must be "a sustained effort" with not just one convoy crossing but for many "to be authorised in a meaningful number to have enough trucks to provide support to Gaza's people".

Guterres also called for a swift system of verification of the aid shipments.

EU says two flights of Gaza aid land in Egypt

The European Union, on Friday (Oct 20), said that two flights carrying 54 tonnes of aid for Gaza had landed in Egypt and were ready for delivery to Gaza once access was possible.

The aid included water, food, shelter and sanitary materials and would be distributed by the Egyptian Red Cross, an EU Commission spokesperson told a news briefing.

"Overall, we are talking about 54 tonnes of humanitarian supplies. This includes water, This includes food, shelter, hygiene items and sanitary materials. Now in terms of these 54 tonnes, we are going to work through the Egyptian Red Cross," said the EU Commission spokesperson.

On Thursday (Oct 19), truckloads of aid carrying food and medical supplies designated for Gaza remained on the Egyptian side of the border after United States President Joe Biden struck a deal with Israel to allow relief into the war-torn region.

Biden, during his visit to Tel Aviv on Wednesday (Oct 19), said that Egyptian President Abdel Fattah al-Sisi had agreed to "let up to 20 trucks through, to begin with," to the heavily bombarded Gaza Strip, starting Friday, giving authorities time to repair roads.

Both Meta and TikTok have until October 25 to answer, with a deadline of Nov 8 for less critical factors of the ultimatum for information.

The commission further said that it also sought more details about how TikTok was conceding with rules on safeguarding minors online. Meta pressed that it was handling the issues inflated.

"Our teams are working around the clock to keep our platforms safe, take action on content that violates our policies or local law, and coordinate with third-party fact-checkers in the region to limit the spread of misinformation," a Meta spokesman said.

He added that Meta would be happy to provide further information to the commission.

TikTok said that it was reviewing Brussels' request and would publish a report next week with "more information about our ongoing work to keep our European community safe".

At least 8,561 migrants have reached the Canary Islands over the past two weeks, representing more than a third of this year's total arrivals, data from Spain's interior ministry showed on Monday.

Between Jan. 1 and Oct. 15 of this year, the islands in the Atlantic received 23,537 migrants, an 80% increase from the same period last year, the data showed.

The archipelago's seven islands have become the main destination for migrants from Senegal and other African countries trying to reach Spain. Others seek to cross the Mediterranean to the Spanish mainland.

Milder weather and calmer seas in September, October and sometimes November usually trigger an increase in migrant arrivals.

According the European Union's border agency Frontex, political instability in Senegal was also acting as a "push factor" driving people to leave the country via the West Africa route.

European Union (EU) regulators have postponed their decision on granting approval for Novavax's COVID-19 vaccine tailored to target the XBB variant, according to a report by the Financial Times. The European Medicines Agency (EMA), originally set to approve the updated vaccine last Friday, has requested additional information from the company, causing the delay.

The EMA has raised questions about the potency of the latest version of the vaccine and wants to ensure that its characteristics remain consistent across different production sites. "As part of the ongoing review process, (the EMA) has additional questions, which we are answering expeditiously," Novavax told the Financial Times.

For those who have previously received any COVID-19 vaccine, a single dose can be administered at least two months after their last COVID-19 shot. Unvaccinated individuals can receive two doses, with each dose spaced three months apart.

Novavax's authorisation comes in the wake of the full approval of Moderna and Pfizer-BioNTech's monovalent vaccines for individuals aged 12 and older, targeting the latest coronavirus variant. Notably, the FDA had recently granted emergency use authorization for the Moderna and Pfizer vaccines for children between six months and 11 years of age.

However, neither Novavax nor the EMA have made any official statement over this. Novavax announced on Friday (Oct 13) that its updated COVID-19 vaccine is now available at US pharmacies like CVS and Rite Aid. EU regulators delay approval of Novavax's variant-tailored COVID vaccine: Report

Thirty years ago, on 13 September 1993, Yasser Arafat and Yitzhak Rabin shook hands to seal the "Oslo Accords," which were supposed to lead to a permanent settlement of the Israeli-Palestinian conflict within five years. I remember feeling at that time the hope of finally seeing an end to the already decades-long Arab-Israeli-Palestinian tragedy. In 2023, what is left? There is neither peace nor a peace process. Hope has turned into resentment and despair, and this anniversary went virtually unnoticed.

On the ground, the conflict is heating up once again. This year already saw more than 200 Palestinian and 35 Israeli fatalities. Terrorist attacks, both by Palestinian militants against Israelis and by Israeli settlers against Palestinians are back at record levels. Israel continues to expand settlements in the West Bank: at the time of the Oslo Accords, there were 280,000 settlers; today there are more than 700,000. Settler violence, the separation barrier, demolitions, and other measures are gradually pushing the Palestinian population off their land in many areas of the West Bank, while the humanitarian disaster in Gaza continues unabated, with no end in sight.

Meanwhile, domestic support for the internationally recognised Palestinian leadership is at an all-time low, compounded by a growing lack of funding. In contrast, Israel has become a thriving “start-up nation”, in spite of an imperfect security environment. The need to change the status quo is not felt as acutely in Tel Aviv as it is in Ramallah, but the conflict is not going away: the idea that Israel could go forward without making peace with the Palestinians is a dangerous illusion.

The continued violation of UN Security Council resolutions and of some of the most fundamental principles of international law is eroding trust in a rules-based international order, not just in the region but across the globe. It is, therefore, more necessary and urgent than ever for the international community to reaffirm its commitment to, and mobilise for, peace between Israelis and Palestinians.

For years now, we, the EU and the international community, have been defending a Two-State Solution with the State of Israel and an independent, democratic, contiguous, sovereign State of Palestine, living side by side in peace and security with Jerusalem as the capital of both states. Because of Israel’s fait accompli policy, this solution may seem less and less viable on the ground. However, which other alternative could allow Israelis and Palestinians to live side by side in peace? Nobody is able to articulate any other plausible answer.

The establishment of diplomatic ties between some Arab States and Israel, vital as it is for regional peace, has so far not brought Israelis and Palestinians closer to peace. Therefore, together with the League of Arab States, Saudi Arabia, Egypt, and Jordan, we have decided to make a joint contribution to help revitalise the Two-State solution.

On 18 September, at the United Nations in New York, we jointly launched the ‘Peace Day Effort’. It was a success with the participation of more than 50 countries and organisations. We intend to ‘reverse engineer’ the peace, putting together a “Peace Supporting Package”, which will maximise benefits for the Palestinians and Israelis if they are able to reach a peace agreement. This initiative builds on the 2002 Arab Peace Initiative and the 2013 EU “package of political, security and economic support”, which both have foreseen such incentives to the conflict parties if they achieve peace, while also taking inspiration from existing relations between Israel and some Arab states.

We aim to gather what all of us can contribute when there is actual peace, real open borders, and substantial regional cooperation in the Middle East. What political, economic, and security perspectives could we offer? What energy, climate, water, development, and other projects would we launch? This Peace Day Effort is not just an Arab-European endeavour: all international partners are invited to contribute, and in New York, many offered their support. On 13 and 14 November, we will start to work together in Brussels to make this Peace Supporting Package precise and concrete.

This initiative cannot of course be a substitute for a genuine peace process between Israelis and Palestinians. And, the Peace Supporting Package alone will not be sufficient to overcome the many obstacles to peace, but it can provide an incentive to go in this direction – not only by the benefits it offers but also by reminding the conflict parties that only a negotiated solution is a viable and acceptable strategic option.

While our Israeli and Palestinian friends are not yet negotiating peace, we have embarked on this journey to help keep the Two-State Solution alive, hoping that, together, we can bring it within closer reach. As remote as peace in the Middle East may appear today, echoing the words of Nelson Mandela that ‘‘it always seems impossible until it’s done”, we will keep trying. For the sake of the legitimate rights of Palestinians, sustainable long-term security for Israelis, peace and development in the region, and the credibility of the international rules-based order, the world cannot afford the Israeli-Palestinian conflict to be forgotten.

Thirty years after Oslo, we should not give up on peace in the Middle East

The European Union's industry chief Thierry Breton on Wednesday (Oct 11) warned tech mogul Mark Zuckerberg about a surge in disinformation on his platform and asked the Meta chief to respond within 24 hours with the measures his organisation will take to counter the spread amid the Israel-Gaza conflict.

"I would ask you to be very vigilant to ensure strict compliance with the DSA rules on terms of service, on the requirement of timely, diligent and objective action following notices of illegal content in the EU, and on the need for proportionate and effective mitigation measures," Breton told Meta CEO Mark Zuckerberg in a letter.

EU warns Zuckerberg to tackle spread of disinformation amid Israel-Hamas conflict

Elon Musk’s social media platform X has removed hundreds of Hamas-affiliated accounts and taken action to label or remove “tens of thousands of pieces of content” in the days after the Hamas attack on Israel, said the firm’s CEO Linda Yaccarino, on Thursday (Oct 12).

This comes after European Union commissioner and self-styled “digital enforcer” Thierry Breton raised alarm about a surge of online disinformation, especially over the Israel-Hamas conflict and demanded to know what Musk was doing to mitigate it.

X CEO defends social media platform

Since Hamas launched a surprise weekend attack on Israel, the EU industry chief gave the social media platform’s owner a 24 hour-ultimatum to tackle the disinformation to comply with new EU online content rules, which require the removal of illegal content and to take measures to tackle the risks to public security and civic discourse.

“So far since the start of the conflict X has identified and removed hundreds of Hamas-affiliated accounts from the platform,” said the X CEO on the social media platform.

The X CEO also said that the microblogging platform had redistributed resources and refocused internal teams to address the rapidly evolving situation but did not mention any specific changes.

In a letter dated Wednesday, Yaccarino wrote that it had also taken down posts that involved “violent speech, manipulated media and graphic media”.

She added that the Musk-owned social media platform assembled a leadership group to assess the situation shortly after the attack.

“We wish to reiterate that we welcome further engagement with you and your team, including a meeting, to address any specific questions and look forward to receiving further specifics to which we can respond,” the X CEO said in the letter to the EU official.

What was the EU’s warning?

The X CEO’s response came days after Breton sent a letter to its owner Elon Musk and Mark Zuckerberg, the owner of Facebook and Instagram parent company Meta, demanding that each of them provide details within 24 hours on how “illegal content and disinformation” is being removed from their platforms in line with the EU’s recently-implemented Digital Services Act (DSA).

According to the X CEO, the microblogging platform has responded to more than 80 take-down requests received in the EU within required timelines, but has not received any notices from Europol regarding illegal content on the platform.

The DSA requires large online platforms, including X and Meta to remove illegal content and to take measures to tackle the risks to public security and civic discourse.

The legislation came into effect back in August and can lead to fines running as high as six per cent of a company’s global turnover.

X removes hundreds of Hamas-affiliated accounts, rebuffs disinformation claims on Israel war

The European Union has issued a stern warning to social media giants, urging them to crack down on the spread of illegal content and misinformation. EU industry chief, Thierry Breton, highlighted concerns about misleading information, doctored images, and mislabeled videos surrounding the West-Asia violence.

EU legal penalties loom for tech companies over Hamas-related content | World DNA

In the wake of the recent Hamas attack on Israel and the subsequent retaliatory airstrikes, the European Union has intensified its pressure on tech giants, insisting they remove illegal content from their platforms or face severe legal consequences.

Social media platforms have witnessed a surge in misleading information concerning the conflict, including manipulated images, misrepresented videos, and disturbing images of violence.

EU industry chief Thierry Breton has made a direct plea to tech moguls, emphasizing the need to combat disinformation and illegal content.

"Content circulating online that can be associated with Hamas qualifies as terrorist content, is illegal, and needs to be removed under both the DSA (Digital Services Act) and TCO (Terrorist Content Online) Regulation," Reuters quoted a Commission spokesperson.

The spokesperson added that the Commission would fully apply the DSA and closely monitor the complete implementation of the TCO, while urging online platforms to ensure full compliance with EU rules.

Thierry Breton's warnings to tech leaders have not gone unnoticed.

In a letter to Elon Musk, he underscored the misuse of Musk's messaging platform, X, for disseminating false information related to the Middle East conflict. Breton also issued a similar caution to Mark Zuckerberg, CEO of Meta, urging strict adherence to European law.

Breton further emphasised that these companies have a mere 24-hour window to demonstrate their commitment to eradicating harmful content on their platforms.

The European Commission has played a crucial role in enforcing these new regulations, ensuring that large online platforms, including X and Meta's Facebook, remove illegal content and implement measures to safeguard public security and civic discourse.

According to Breton, non-compliance could result in fines of up to 6 per cent of the company's global turnover, with the possibility of being banned from operating in Europe for repeat offenders.

As the EU intensifies its efforts to curb the spread of harmful content related to terrorist activities, it remains unclear whether similar messages have been conveyed to other social media companies falling under the ambit of the DSA.

EU cracks down on big tech, urges action against terrorist content after Hamas attack

European Union commissioner Thierry Breton, on Tuesday (Oct 10), warned billionaire Elon Musk that his social media platform X is disseminating "illegal content and disinformation".

As per news agency AFP reports, the EU commissioner, in a letter, stated that the concerns related to false information had grown after Hamas launched unprecedented attacks against Israel on Saturday and further demanded Musk to respond to the complaint within 24 hours and contact "relevant law enforcement authorities".

"Following the terrorist attacks carried out by Hamas against Israel, we have indications that your platform is being used to disseminate illegal content and disinformation in the EU," Breton wrote.

He reminded Musk that EU law sets tough rules on moderating content, "especially when it comes to violent and terrorist content that appears to circulate on your platform".

He then asked X to respond to his complaint within 24 hours and also get in touch with Europol, the EU police coordinating agency.

"Given the urgency, I also expect you to be in contact with the relevant law enforcement authorities and Europol, and ensure that you respond promptly to their requests," Breton wrote.

"I urge you to ensure a prompt, accurate and complete response to this request within the next 24 hours," he said.

"We will include your answer in our assessment file on your compliance with the DSA," Breton said, referring to the new EU Digital Services Act which regulates online platforms.

"I remind you that following the opening of a potential investigation and a finding of non-compliance, penalties can be imposed," it said.

Last month Musk's X was branded a major hub of disinformation by Brussels which it said was disseminating the biggest proportion.

In August, when the new law came into effect, Musk responded to a post by Breton saying that the platform was "working hard" to comply, but there have been more warning signs.

EU warns Musk to tackle spread of disinformation on X after Hamas attack on Israel

In the wake of Hamas' recent attack on Israel, the European Commission has taken a significant step by freezing all development aid to Palestinians, totalling 691 million euros ($729 million). This move comes as a response to the escalation of violence in the region, marking a substantial policy shift.

A Reuters report cited Oliver Varhelyi, the European Commissioner for Neighbourhood and Enlargement, underscored the gravity of the situation, stating, "The scale of terror and brutality against Israel and its people is a turning point. There can be no business as usual."

Hamas' attack, which resulted in the death of 700 Israelis and the abduction of dozens, represents the deadliest incursion since the Yom Kippur war half a century ago. In response, Israel launched its most extensive bombardment of Gaza, leading to the tragic loss of over 400 lives.

Varhelyi further emphasised the suspension of new budget proposals for Palestinian aid until further notice, emphasising the need to prioritise efforts aimed at establishing peace, tolerance, and coexistence in the region. Reuters quoted him as saying, "The foundations for peace, tolerance, and co-existence must now be addressed," underlining the urgency of the situation.

He added that there had been an incitement to hatred, violence, and glorification of terror that had affected the thinking of many individuals. He emphasised the urgent need for action, stating that it was required immediately.

This decision has elicited responses from other European nations as well. Austria has announced the suspension of aid amounting to tens of millions of euros to Palestinians, citing the need to ensure that funds do not fall into the wrong hands. Meanwhile, Germany has initiated a review of its support, reflecting the growing concern and commitment to addressing the complexities of the situation in the West Asia.

EU halts Palestinian aid after Hamas attack on Israel

More than a million migrants entered Europe in 2015. The move sparked a crisis across Europe as nations struggled to cope with the influx. Irregular migration is rising every year in Europe. In 2023, illegal migration rose by a tenth as compared to 2022. As of the 25th of September 2023, the total migration flow to Europe was 199,691, whereas, in 2020, it was 99,907. Why is Europe facing a migration crisis? Is there a solution for it?

Europe's migration crisis: How is EU responding?

Millions of people move across borders all over the world every year. Conflict, persecution, and poverty force people to flee to other countries. In mid-September this year, thousands of refugees and migrants landed on the Italian island of Lampedusa. Citizens from countries like Ivory Coast, Guinea, Cameroon, Burkina Faso, Mali, and Tunisians were aboard the boats that arrived on the island from Tunisia. The migrant crisis is plaguing the West. Who is a migrant? What exactly is the migrant crisis?

Western countries condemn Hamas' surprise attack from Gaza, express solidarity with Israel

Negotiators from EU countries and MPs reached a deal on the law, under which the EU will completely phase out the use of hydrofluorocarbons (HFC) by 2050.

EU plans to reduce super-potent greenhouse gases

Internal calculations have shown that expanding the European Union (EU) to include nine countries including Ukraine is going to cost existing members more than 256 billion euros (USD 268), reported Financial Times. This would mean that expansion of the EU will turn many countries that get net financial benefits of the EU will turn into net contributors.

The numbers have been disclosed as gathering of European Political Community draws closer. Fifty-one European leaders will gather in Granada in Spain. The leaders will discuss about the fate of nine countries that are in line to join the EU.

“All member states will have to pay more to and receive less from the EU budget; many member states who are currently net receivers will become net contributors,” said the paper by the secretariat of the EU council, as reported by Financial Times.

The paper reportedly said that if Ukraine is included in the EU, it will be eligible to receive 186 billion euros over seven years. This would be in addition to the lower estimate of the amount needed for reconstructing Ukraine. This amount was pegged at 400 billion euros.

The Guardian quoted an unnamed diplomat of the EU who said that he opposed a gradual membership process to the bloc.

“Membership is membership. Full stop,” he said.

The Guardian quoted another diplomat who said that budget of the bloc is likely to be the single most contentious subject that needed to be settled by 2027. At the time, the next financial cycle would begin.

The leaked document reportedly estimates that the budget of the EU would increase by 21 per cent and hit 1.47 trillion mark in case all nine countries are to join.

The amount spent on agriculture would also change. Ukraine would be entitled to 95 billion euros over seven years. The current member state will have to consider this.

Watch | EU seeks to protect sensitive tech from Chinese buyers × The paper reportedly said that if Ukraine is included in the EU, it will be eligible to receive 186 billion euros over seven years. Also Read | EU member states reach preliminary deal on how to deal with migrants The leaked document reportedly estimates that the budget of the EU would increase by 21 per cent and hit 1.47 trillion mark in case all nine countries are to join. The amount spent on agriculture would also change. Ukraine would be entitled to 95 billion euros over seven years. The current member state will have to consider this. A fund called the cohesion fund which offers monetary help for infrastructure development in less developed countries will also feel the heat after expansion of the EU. As the financial formula stands right now, countries like Estonia, Slovenia, Cyprus, Malta, Lithuania and the Czech Republic won't be eligible for the funds. EU expansion set to cost the bloc 250 billion euros: Report

EU lawmakers on Tuesday voted for draft rules targeting Alphabet's Google, Meta Platforms and other large online platforms' content moderation restrictions after some media outlets complained about arbitrary decisions removing their content.

The draft rules require online platforms to carry news content for 24 hours before taking it down if this breaches their content moderation rules.

Known as Article 17 of the Media Freedom Act the European Commission proposed last year to ensure media plurality and safeguard editorial independence, the clause has raised alarm bells among online platforms.

Media should "be notified of the platform's intention to delete or restrict their content alongside a 24-hour window for the media to respond", lawmakers said in a statement. The platform can delete, restrict or refer the case to national regulators after the 24-hour period if it is still against platform terms and conditions.

Tech lobbying group CCIA Europe, whose members include Google, Meta and X, said Article 17 could be exploited by some to spread disinformation.

"The media exemption will empower rogue actors, creating new loopholes to spread fake news rather than fixing anything," CCIA Europe's senior policy manager Mathilde Adjutor said in a statement.

Lawmakers voted to ban using spyware against journalists unless it can be justified as a last resort measure and also require media to be transparent about their ownership.

The lawmakers will have to thrash out details of the proposed rules with EU countries in the coming months before these can be adopted.

Concerns about political interference in media outlets are mounting ahead of crucial elections in Poland this month and the European Parliament next year.

EU lawmakers back tough media law against Big Tech's content removal decisions

The World Trade Organization (WTO) halved its growth forecast for global goods trade for this year, on Thursday (Oct 5) citing persistent inflation, higher interest rates, the Ukraine war and a strained Chinese property market. Meanwhile, Kyiv said that its legal disputes with European Union member nations at the United Nations agency trade body were “on hold”.

WTO’s global trade growth forecast

WTO has given a number of factors which have cast a shadow over its outlook. According to the Geneva-based trade body, merchandise trade volumes would increase by just 0.8 per cent in 2023 which is less than half of its 1.7 per cent estimate back in April.

However, the 164-member trade body, for 2024 estimates that the goods trade growth would pick up to 3.3 per cent which is just 0.1 per cent higher than its previous estimate in April.

The WTO also expects the real-world GDP to increase by 2.6 per cent at market exchange rates this year and 2.5 per cent in 2024.

According to the WTO, the trade slowdown was broad-based and involved a larger number of countries and goods – particularly iron and steel; office and telecoms equipment; textiles and clothing. While cars were a notable exception witnessing a rise in sales this year.

The UN trade body also reiterated its warning that they have observed some trade fragmentation linked to global tensions but did not see any evidence of a broader de-globalisation that could threaten its forecast for the next year.

“The data suggest that goods continue to be produced through complex supply chains, but that the extent of these chains may have reached their high-water mark,” said the WTO. The UN trade body also said that it was immediately clear if the recent decline was due to geopolitical tensions or the general economic slowdown.

“The projected slowdown in trade for 2023 is cause for concern, because of the adverse implications for the living standards of people around the world,” said WTO director-general, Ngozi Okonjo-Iweala, adding that global economic fragmentation would only make these challenges worse.

Ukraine’s legal dispute at WTO

Kyiv said its lawsuits filed against its neighbouring EU members – Poland, Slovakia and Hungary – over their bans on Ukrainian grain is “on hold”.

This comes after the war-torn country’s trade representative Taras Kachka, as per news agency Interfax Ukraine said, “We see that this problem will be eliminated in the coming weeks and months.”

The Ukrainian official also clarified that they are “not in a dispute” since they have not “formalised a working body to conduct a dispute,” adding that it is important to find a “constructive solution within the whole EU”.

Poland since welcomed Ukraine’s move and said that pausing of a complaint before the WTO is a “a necessary step”.

Polish government spokesman Piotr Muller told the PAP agency, “We look forward to further constructive actions by Ukraine to develop a suitable relationship on agricultural issues.”

WTO halves 2023 global trade growth forecast; Ukraine’s legal disputes with EU nations ‘on hold’

The world witnessed its hottest month by an “extraordinary” margin in September this year, the European Union climate monitor said on Thursday (Oct 5).

Copernicus Climate Change Service said that September’s average temperature was 0.93 degree Celsius, above the 1991-2020 average and 0.5 degree Celsius above the previous 2020 record.

“It’s just mind-blowing really. Never seen anything like that in any month in our records,” said Copernicus Director Carlo Buontempo.

The report further said that the figure was “the most anomalous warm month” in its data going back to 1940.

There is a reason why it is considered an anomaly.

While July and August, too, recorded higher temperatures because they are warmer months on the calendar, September’s temperature was unique considering that the peak of summer had already subsided.

High September temperature an anomaly

Temperature anomalies are key pieces of data in a warming world.

The European Union monitor calculated September’s average temperature to be 16.38 degrees Celsius, which was higher than the old record of 0.5 degree Celsius set in September 2020.

This margin is considered huge in climate records.

“The unprecedented temperatures for the time of year observed in September — following a record summer — have broken records by an extraordinary amount,” Samantha Burgess, deputy director of Copernicus, said in a statement.

She said that the “extreme month” has likely pushed 2023 into the “dubious honour of first place” as the hottest year ever, with temperatures about 1.4ºC above pre-industrial average temperatures.

The study further noted that 2023 is on track to become the hottest year on record, with the global mean temperature to be 0.52 degrees Celsius higher than average.

The global temperature for January-September is also 1.4ºC higher than the preindustrial average (from the years 1850 to 1900), the institute added.

The previous record belonged to 2016 and 2020 when temperatures were an average of 1.25 degrees C higher.

The scientists further warned that the El Niño weather phenomenon, which involves the warming of the Pacific Ocean, is also expected to drive global temperatures higher over the remainder of this year.

September hottest month on record by ‘extraordinary’ margin, says EU climate monitor

EU member states on Wednesday (Oct 4) reached the preliminary agreement on establishing common rules to tackle a massive influx of asylum seekers. According to experts, this is a major element of the European Union’s migration reforms.

Ambassadors of EU nations gathered in Brussels to chalk out the draft text and gain a wider consensus after a political impasse between Germany and Italy derailed the negotiations last week.

"Deal! EU Ambassadors have reached an agreement on the regulation addressing situations of crisis and force majeure in the field of migration and asylum," the Spanish presidency said on X.

Italy vs Germany impasse

Earlier, Italy opposed a part of the draft text that allowed NGO vessels, backed by Germany, to carry out ‘humanitarian efforts’ to search-and-rescue migrants in the Mediterranean Sea.

Germany defended the operations of NGO vessels, arguing that saving lives at sea is a legal, humanitarian and moral duty. On the other hand, Italy maintained that this encouraged more migrants to embark on the perilous journey.

Italian officials had previously criticised the German government for providing state funding to these NGOs.

Details about the draft Crisis Regulation

The proposed Crisis Regulation outlines rules that would be implemented during exceptional circumstances, such as the 2015-2016 migration crisis, when the European Union's asylum system faced a sudden and large influx of migrants.

To manage this unexpected situation, member states could employ stricter measures, like prolonged border stays for asylum seekers during the examination of their asylum pleas.

Additionally, the detention of rejected applicants might extend beyond the usual maximum of 12 weeks until the repatriation process is finalised.

NGOs raise concerns

Concerns raised by NGOs suggest that these exceptions could lead to significant confinement, potentially diminishing the quality of asylum procedures and increasing the risk of sending migrants back to perilous situations.

Germany, along with concerns about the rights of children and family members, had previously abstained from approving this law due to similar apprehensions.

On a different note, the Crisis Regulation also offers the possibility of expediting asylum requests for individuals fleeing extraordinary dangers like armed conflicts.

EU member states reach preliminary deal on how to tackle migrants crisis

The European Union is going to unveil a list of sensitive technologies that it seeks to protect from Nations that pose harm to its security and engage in blackmailing. The move by the EU is reported as a response to Chinese sanctions on member Nation Lithuania over its ties with Taiwan.

EU to assess risks of critical technologies being weaponized

European Union foreign ministers convened in Kyiv on Monday (Oct 2) for the first-ever meeting outside the 27-nation bloc and reiterated its long-term support for the war-torn country. The move is being seen as a show of support after Slovakia recently elected a pro-Russian candidate and the United States Congress passed a temporary spending bill with no aid for the Ukraine war.

‘Historic’ gathering in Kyiv

EU Foreign Policy Chief Josep Borrell described the gathering in Kyiv as “historic” but also said no concrete announcements would be made.

“It is the first time that we met in a candidate country. And, unfortunately, it was also the first time that the foreign ministers of the European Union met in a country at war,” said Borrell.

The meeting also comes amid growing disagreements among EU members over support for Ukraine and Kyiv’s high-stakes counteroffensive against the Russian forces with no major success so far.

“I am sure that Ukraine and the entire free world are capable of winning this confrontation. But our victory depends directly on our cooperation with you,” Ukrainian President Volodymyr Zelensky told the ministers.

Kyiv brushes off US and Slovakia issues

The US Congress recently passed an emergency bill, to stop the government from shutting down, which excluded aid to Ukraine. However, Kyiv has said that they have been assured by the US officials that their support for Ukraine will continue.

“We don’t feel that the US support has been shattered...because the United States understands that what is at stake in Ukraine is much bigger than just Ukraine,” Ukrainian Foreign Minister Dmytro Kuleba told reporters.

US President Joe Biden said Republicans had pledged to provide Ukraine aid through a separate vote and assured that American support could not be interrupted “under any circumstances.”

Speaking about the election victory of pro-Russian Robert Fico in Slovakia, Kuleba said that it was “too early to judge” the impact of politics there.

This comes a day after Fico, following his win, said that the EU and NATO member nation is ready to help Ukraine in a “humanitarian way” but has rejected the prospect of providing any further military aid to Kyiv.

Kuleba also told Borrell that the Kremlin was investing “huge resources” to stir disunity among its allies and urged them to stand firm.

“(Russian President Vladimir) Putin’s greatest expectation is precisely that the West and the world will tire of standing on the side of Ukraine in this war,” said the Ukrainian official.

French Foreign Minister Catherine Colonna said that their being in Kyiv is a signal to Russia indicating the bloc’s determination to support Ukraine over the long term and “until it can win. It is also a message to Russia that it should not count on our weariness.”

Meanwhile, German Foreign Minister Annalena Baerbock called for measures like air defence and guaranteed energy supplies to prepare Ukraine for winter after Russia bombed energy infrastructure last year, saying, “We must prevent this together with everything we have, as far as possible.”

Russia on Western ‘fatigue’ over Ukraine war

Kremlin spokesman Dmitry Peskov said that the US congressional vote was a sign of increasing divisions in the West over the war, but expects Americans to continue support calling it a “temporary phenomenon.”

“But we have repeatedly said before that according to our forecasts fatigue from this conflict, fatigue from the completely absurd sponsorship of the Kyiv regime, will grow in various countries, including the United States,” said Peskov.

He also defended Fico, saying it was “absurd” to label politicians who support their own country’s national interests as “pro-Russian”.

US President Joe Biden said Republicans had pledged to provide Ukraine aid through a separate vote and assured that American support could not be interrupted “under any circumstances.” Speaking about the election victory of pro-Russian Robert Fico in Slovakia, Kuleba said that it was “too early to judge” the impact of politics there. It is also a message to Russia that it should not count on our weariness.” Meanwhile, German Foreign Minister Annalena Baerbock called for measures like air defence and guaranteed energy supplies to prepare Ukraine for winter after Russia bombed energy infrastructure last year, saying, “We must prevent this together with everything we have, as far as possible.” Russia on Western ‘fatigue’ over Ukraine war Kremlin spokesman Dmitry Peskov said that the US congressional vote was a sign of increasing divisions in the West over the war, but expects Americans to continue support calling it a “temporary phenomenon.” “But we have repeatedly said before that according to our forecasts fatigue from this conflict, fatigue from the completely absurd sponsorship of the Kyiv regime, will grow in various countries, including the United States,” said Peskov. He also defended Fico, saying it was “absurd” to label politicians who support their own country’s national interests as “pro-Russian”. Balayan told the news agency that Azerbaijani President Ilham Aliyev cannot be trusted, noting European officials have declared he broke promises not to attack Nagorno-Karabakh.

“The failure of...employing this toolbox resulted in the ethnic cleansing of 100,000 to 120,000 of the indigenous Armenian population, including my own family, from their ancestral lands,” said Armenia’s ambassador-designate to the EU.

While some EU senior officials have condemned Baku’s actions, the 27-nation bloc continues its struggle to find consensus on the issue, as per Reuters. What is happening in Karabakh?

The heads of European Union telecom giants including Orange and Vodafone on Monday (Oct 2) urged the EU to make tech and streaming giants pay for the huge amounts of bandwidth they use. Such a demand is not new but it has reignited the debate.

The telecom companies have said that they needed more funds to maintain and update the infrastructure for Europe's high data needs. The firms say that it would be fairer if tech and streaming giants like Netflix made contributions towards the cost.

But tech giants maintain that telecom companies already get money from customers.

"Big tech companies pay today almost nothing for data transport in our networks, far from covering the costs needed to expand networks," a letter published by the European telecoms lobby group ETNO and signed by 20 CEOs said.

"A fair and proportionate contribution from the largest traffic generators towards the costs of network infrastructure should form the basis of a new approach," they said.

ETNO has previously named tech and streaming giants like Amazon, Netflix, Apple, Facebook, Microsoft and Google as being major culprits.

The telecom CEOs mentioned the EU estimate that at least 174 billion euros ($183 billion) of fresh investment would be needed by 2030 in order to meet connectivity targets.

"The telecoms sector is currently not strong enough to meet that demand," said the CEOs, including Orange's Christel Heydemann and Telefonica's Jose Maria Alvarez-Pallete.

A public consultation was launched by the European Commission in February. It invited citizens, NGOs and companies to submit what they had to say by May.

It is expected that the EU's executive arm would make the results public in 2023.

The idea of "fair contribution to telecommunication networks" is also divisive within the EU.

While earlier this year the European Parliament voiced support for the measure, not all of the EU's 27 member states are on board.

Many countries reportedly opposed such a levy on tech firms in June.

The Computer & Communications Industry Association (CCIA), one of the main tech lobbying groups, has repeatedly argued against the measure. It has warned that fees would have disastrous consequences for European consumers.

One of their main arguments is that customers would be forced to pay twice, first for the internet access, and second through higher costs for streaming and cloud services.
