The addition of $25 million takes Australia's contribution towards the island nation to $75 million. Reportedly, in June, Australia had committed $50 million. After the President, Prime Minister and other high-ranking officials deserted office, the entire country plunged into a state of crisis. As per AFP, Wickremesinghe's declared emergency is set to expire on Thursday, but he has the authority to extend it each subsequent month.

After his predecessor, Gotabaya Rajapaksa, fled a popular uprising over months of severe shortages of fuel, food, and medication, Wickremesinghe—who had served as Sri Lanka's prime minister for six terms—was elected president on July 20 by parliamentarians.

According to Centers of Disease Control and Prevention (CDC), California has so far reported 827 monkeypox cases—the second highest in the country after New York.

The total number of cases in the country stands at 5,811. The outbreak has risen exponentially since the Boston health authorities confirmed the first US case in May.

These three major US states—California, Illinois and New York—account for 47 per cent of all confirmed monkeypox infections in the country. New York has emerged as the epicentre of the outbreak with nearly 1,400 confirmed cases as of Monday, reports CNBC.

"California is working urgently across all levels of government to slow the spread of monkeypox, leveraging our robust testing, contact tracing and community partnerships strengthened during the pandemic to ensure that those most at risk are our focus for vaccines, treatment and outreach," Governor Gavin Newsom said in a statement on Monday.

"We'll continue to work with the federal government to secure more vaccines, raise awareness about reducing risk, and stand with the LGBTQ community fighting stigmatisation," he added.

Newsom said the state officials are working across all levels of government to tame the spread of the disease through testing, contract tracing and community outreach.

Last month, the World Health Organisation (WHO) declared monkeypox a global health emergency after 19,000 monkeypox cases were reported in at least 78 countries.

The outbreak is unusual because the virus is spreading widely in North America and Europe. In the past, monkeypox spread at low levels in West and Central Africa where rodents and other animals carry the virus.

According to the CDC, monkeypox is primarily transmitting through skin-to-skin contact during sex. About 98 per cent of patients who provided demographic information to clinics were identified as men who have sex with men.

Protests to oust Rajapaksa were mainly organised through Facebook, Twitter and Tik Tok posts. They drew large number of people from across Sri Lanka and across ethnic divides.

Minority Tamils and Muslims joined majority Sinhalese to demand ouster of Rajapaksa.

It began as a two-day protest on April 9. Tens of thousands of people set up camp in front of Rajapaksa's office.

Under Sri Lanka's constitution, Prime Minister Ranil Wickremesinghe was automatically installed as acting president following Rajapaksa's resignation.

While sceptics may say it is a diversionary tactic by the government to shift attention away from local political turmoil, Pakistan's record on sexual violence against women makes this news very easy to believe.

According to information released by the Punjab Information Commission, a total of 2,439 women were raped and 90 were slain during the course of the previous six months in the Punjab region of Pakistan in the name of "family honour."

More than 400 women were raped and more than 2,300 were kidnapped during this time in Lahore, the metropolis of the 110 million-person Punjab province.

In Pakistan, at least 11 rape crimes are reported every day, and over 22,000 such occurrences have been reported to police in the last six years, according to a recent report by the Human Rights Commission of Pakistan (HRCP) (2015-21).

According to the findings, society gives offenders an unfair edge by blaming victims.

With an overall conviction rate of less than 1%, there has been a dramatic increase in cases rather than a decline.

According to the report, only 77 out of the 22,000 charged were found guilty, making the conviction rate under 0.3%.

Speaking at a press conference on Monday, Punjab Home Minister Atta Tarar said that an increase in rapes was a serious issue for society and government officials.

"Four to five cases of rape are being reported daily in Punjab due to which the government is considering special measures to deal with cases of sexual harassment, abuse and coercion," he was quoted as saying by Geo News.

"To deal with rape cases, the administration has declared an emergency," he stated.

Violence against women is pervasive in Pakistan and affects all socioeconomic strata. Pakistan has been suffering and fighting a gender violence epidemic.

According to the Global Gender Gap Index 2021 rankings, Pakistan comes in at number 153 out of 156 nations, barely ahead of Iraq, Yemen, and Afghanistan.

According to a research in the International Forum for Rights and Security (IFFRAS), Punjab reported the greatest number of women in Pakistan over the past four years at 14,456.

With 4 to 5 rape cases daily, Pakistan's Punjab declares 'rape emergency'

Ecuador's President Guillermo Lasso declared a state of emergency in three provinces late Friday in response to sometimes violent protests by Indigenous groups demanding cuts in fuel prices.

Oil producer Ecuador has been hit by rising inflation, unemployment and poverty exacerbated by the coronavirus pandemic.

Fuel prices have risen sharply since 2020, almost doubling for diesel from $1 to $1.90 per gallon (3.8 liters) and rising from $1.75 to $2.55 for petrol.

Demonstrators from the country's Indigenous community, which makes up over a million of Ecuador's 17.7 million inhabitants&nbsp;launched an open-ended anti-government protest this week that has since been joined by students, workers and others.

The demonstrations have blocked roads across the country, including highways leading into the capital Quito.

Clashes with security forces during the protests have left at least 43 people injured, and 37 have been arrested.

In response, Lasso's decree Friday which covers Quito enables the president to mobilize the armed forces to maintain order, suspend civil rights and declare curfews.&nbsp;

"I am committed to defending our capital and our country," Lasso said on television.&nbsp;

"I called for dialogue and the response was more violence. There is no intention to seek solutions."

The demonstrations have largely been concentrated in the northern region of Pichincha and neighboring Cotopaxi and Imbabura.

With spears in hand, Indigenous Amazonians this week temporarily occupied local government headquarters in the provinces of Pastaza and Morona Santiago.

No compromise

In a bid to ease grassroots anger, Lasso announced in his address late Friday a small increase in a monthly subsidy paid to Ecuador's poorest, as well as a program to ease the debt of those who have loans from state-run banks.

Lasso, a right-wing ex-banker who took office a year ago, met Thursday with Indigenous leaders to assuage discontent but the discussions apparently yielded little result.

Producers of flowers, one of Ecuador's main exports, complained Friday that due to the roadblocks, their wares were rotting.

But the powerful Confederation of Indigenous Nationalities of Ecuador (Conaie), which called the protests, has said it will maintain the road blockades until the government meets 10 demands.

Conaie which has been credited with helping topple three Ecuadorian presidents between 1997 and 2005 wants prices reduced to $1.50 for diesel and $2.10 for petrol, a demand the government has so far rejected.

Its other demands include food price controls and renegotiating the personal bank loans of about four million families.

In response to Lasso's decree, the head of Conaie, Leonidas Iza, insisted the protests would go on "indefinitely."

The UN and its partners are appealing for $47 million to address the immediate needs of the 1.7 million of the most vulnerable people and those most affected by the crisis, he said.

Months of daily blackouts, long queues for petrol and record inflation have made daily life a misery in the South Asian island nation of 22 million people.

The government has already defaulted on its $51 billion foreign debt, and a critical shortage of foreign currency has left traders unable to import adequate supplies of food, fuel and other essential goods.&nbsp;

Sri Lanka's worst economic crisis since independence in 1948 was already taking a heavy toll, he said, pointing out that agriculture and livelihoods had been severely affected.

Many people are now "going without adequate food", Laerke said, also warning that "families' access to health services, protection and children's education is at stake."

Unicef's representative in Sri Lanka Christian Skoog also warned that the situation was dire, with 17 percent of children under five in the country already malnourished and stunted before the crisis.

A Mexican city in the border state of Nuevo Leon is limiting daily water access to residents to just a six-hour window in response to a historic drought in the region, authorities said Friday.

The city of Monterrey, a major business hub whose metropolitan area is home to 5.3 million, will allow water use from 4 a.m. to 10 a.m. daily. Its previous policy restricted water for one day per week based on location.

The move is the latest by authorities to tackle water shortages in the region. Demand currently outpaces supply by about 2.5 cubic meters per second, city water director Juan Ignacio Barragan said in a press conference.

The state of Nuevo Leon, which has increasingly seen temperatures above 40 degrees Celsius (104 Fahrenheit) entered a state of emergency for "extreme drought" in February. The area has seen lower-than-expected amounts of rain since 2015, Barragan said.

India's indigenously built advanced light helicopter (ALH), operated from the Indian Navy's INS Garuda base in Kochi, successfully completed the medical evacuation of a woman crew member of a Seychelles Coast Guard ship (SCGS), off India's west coast.

The patient, who was brought to INS Garuda Naval Air Base in Kochi, was shifted to INHS Sanjivani by ambulance and is said to be in a stable condition.

On Thursday morning, SCGS Zoroaster vessel was being escorted by INS Sharda during the former's voyage from Kochi at India's West Coast to Victoria, Seychelles.&nbsp;

Around 9.30 am (local time), private Allison Labiche, a crew member onboard the Seychelles' vessel, reported severe abdominal pain and was shifted to INS Sharda by boat, for further medical management and evacuation.

In order to facilitate a medical evacuation, the Indian Navy had prepared the ALH and Seaking 42C helicopters at Kochi.

At 12.33 pm (local time), the ALH chopper with a Naval medical officer on-board took off from the base and headed towards INS Sharda, which was 15km north of Minicoy Islands, off India's West coast.

In a little over four hours, the patient was brought to Kochi for further treatment.

Seychelles Peoples Defence Force Ship Zoroaster was on a goodwill visit to Kochi from April 11.

Zoroaster is a fast attack craft constructed by the Garden Reach Shipbuilders Engineering (GRSE) Kolkata and presented to Seychelles People’s Defence Force in 2021.

The ship is on her return passage to Seychelles after participating in multi-lateral exercise MILAN-22 at Visakhapatnam.

The ship also visited Kochi in January 2022 during her passage to Visakhapatnam. The visit of Zoroaster to Kochi has enhanced the defence cooperation between the two countries.
