Mosgortrans, which runs Moscow's vast bus and tram network, said its fleet of around 600 electric buses would be expanded by 400 vehicles by the year-end. Of these, 1.52 lakh were two-wheelers. 3,400 were electric cars. And there were 600 electric buses.

India has a long way to go. 2021 is expected to be a defining moment for EVs in India. Most major automobile players are launching electric vehicle models.

Experts say, the biggest market is still for 2-wheelers. India aims to increase the number of EVs by 30 per cent by the end of this decade.

So, there's a plan in place. There's demand. But there is also a problem.

There's no Lithium. The element is not usually found in this part of the world. So while india manufactures most of the components of an EV at home. It relies on China, Taiwan and Japan for Lithium-ion batteries.

The import adds to the cost of an EV &nbsp;and stands in the way of India's goal number 2, which is to become a global hub for making EVs.

Currently, China holds that spot. It is the world's largest electronic vehicle maker. But countries are now distancing themselves from China and for India, it's an opportunity both, to expand its manufacturing secto and become Atmanirbhar, or self-reliant.

The task before india is four-fold.

First, to access Lithium outside China.

Second, to process Lithium and make Lithium-ion batteries at home.

Third, to find alternatives to this technology. Becuase lithium reserves are limited.

And fourth, to become the world's top manufacturer of EVs.

The govt has already announed a 1.4 billion dollar plan to pave that path. This was in 2019.

Number 1, India is setting up its first Lithium refinery in Gujarat.

Number 2, A joint venture called Khanij Bidesh India Limited- or KABIL - has been formed between three state-run companies.

Its objective is to acquire Lithium and Cobalt mines overseas.

Number 3, India has inked a pact with an Argentinian firm for Lithium.

So, india is already looking beyond China.

Number 4:

According to reports, India's second-biggest traditional battery maker Amara Raja is looking to build a Lithium-ion assembly plant.

Number 5:

Suzuki motor Corp, along with Toshiba, and Denso are setting up a Lithium-ion battery manufacturing plant in India.

So to come back to the question of India's strategy. India has set its goal. It knows its challenges. And has accordingly come up with a long-term plan. A plan that goes beyond EVs and Lithium

India plans to retain its import tax rate of 5% for certain types of batteries, including batteries for electric vehicles, until 2022, but will increase it to 15% thereafter to promote local manufacturing, the document said.

Though keen to reduce its oil dependence and cut down on pollution, India's efforts to promote electric vehicles have been stymied by a lack of investment in manufacturing and infrastructure such as charging stations. Just 3,400 electric cars were sold in the world's second-most populous nation during the last business year, compared to sales of 1.7 million conventional passenger cars.

The policy could benefit battery makers such as South Korea's LG Chem and Japan's Panasonic Corp as well as automakers which have started building EVs in India such as Tata Motors and Mahindra &amp; Mahindra.

While China accounts for 80% of the world`s lithium-ion cell production, India has introduced stricter investment rules for Chinese companies. It has also slowed down the approval processs for some proposals after a deadly border clash between the two countries in June.

The draft proposal said annual domestic demand for battery storage and market size - currently less than 50 gigawatt hours and worth just over to $2 billion - could grow to 230 gigawatt hours and more than $14 billion in ten years time.

It did not offer an estimate of how many electric cars it expected to be on the road by 2030.

Ghulam Hussain was used to zipping through the streets of Lahore with his wife and three young children perched perilously on his motorbike, whenever they visited relatives or ran errands.

But now that Pakistan has launched a plan to move vehicles over to electric power, Hussain is excited about the prospect of no longer spending 4,000 rupees ($24) each month on petrol.

"It would be a substantial saving for me to switch to an electric motorbike," said Hussain, who works as a driver for a family in the upscale Gulberg district, earning about 20,000 rupees a month.

"Eventually I'd like to buy a small car for the family, as the children are getting older. I would buy an electric car, if they are affordable."

He will have to wait a while to find out.&nbsp;

After a lengthy delay, Pakistan's ambitious electric vehicle (EV) policy was approved for implementation this month, but a late-stage change leaves cars out of its first phase.

Critics warn this means it will take longer for Pakistanis to reap the policy's environmental and financial benefits.

Covering buses and trucks, as well as two- and three-wheel vehicles, including rickshaws and motorcycles, the new policy introduces a raft of incentives to encourage manufacturers to start producing electric vehicles and customers to buy them.&nbsp;

Passed on June 10, the new policy was originally approved by Prime Minister Imran Khan in November, with the goal of cutting air pollution and curbing climate change.&nbsp;

It aims to bring half a million electric motorcycles and rickshaws, along with more than 100,000 electric cars, buses and trucks, into the transportation system over the next five years.

The goal is to have at least 30% of all vehicles running on electricity by 2030.

After pushback from traditional automakers, the first stage of the policy bypasses cars to focus on motorbikes and rickshaws - the most common form of transport in Pakistan's densely populated urban areas - as well as buses and trucks.&nbsp;

Malik Amin Aslam, climate change advisor to the prime minister, told the Thomson Reuters Foundation that incentives for cars would be added to the policy "at a later stage", without specifying when.

Leaving out cars makes the new policy "like a wedding party arriving with no bridegroom", said Shaukat Qureshi, general secretary of the Pakistan Electric Vehicles and Parts Manufacturers and Traders Association (PEVPMTA).

"The rest of the world is adopting this technology and it is pollution-free. The sooner it comes, the better it is for everyone," he said.

Abdul Waheed Khan, director general of the Pakistan Automotive Manufacturers Association, which represents petrol-powered carmakers, told the Thomson Reuters Foundation that the policy "states the broad parameters to which we agreed".&nbsp;

"We appreciate the direction and are awaiting further details," he added.

POORER FAMILIES LEFT BEHIND

Mian Ali Hameed, marketing director at Sazgar Engineering Works Limited, a leading rickshaw manufacturer, said his company was ready to start producing electric rickshaws before the end of 2020.

Hameed confirmed that Sazgar's e-rickshaws will be more expensive than traditional versions, costing about 400,000 rupees, compared with 250,000 rupees for a petrol-powered ride.

However, customers will soon see savings, as their petrol use drops dramatically and they spend less on maintenance like oil and filter changes, he explained.

"Customers could recover the (purchase) cost in one year, according to our estimates," he said.

One potential obstacle to the speedy uptake of EVs is a lack of charging infrastructure. To address that, the policy makes it cheaper for authorities and companies to install charging stations in cities and along motorways.

But Qureshi of the PEVPMTA noted that owners of electric motorbikes, e-rickshaws and small electric cars do not need to wait.

"You just plug them in at home, like a fan," he said.

Qureshi worries that leaving cars out of the policy for now will disadvantage lower-income families, estimating that switching to a small electric car could save up to 25,000 rupees a month in fuel costs.

"For many families in Pakistan, this much savings per month means a change in their lifestyles," he said.

GOOD FOR HEALTH&nbsp;

Addressing concerns about the cost of electric vehicles, climate advisor Aslam said the policy includes incentives for their owners, such as removing yearly registration fees and a 50% discount on motorway tolls.

In a country where large cities routinely suffer high levels of air pollution, the benefits to Pakistan's environmental health will also be significant, he added.

Each electric vehicle produces 65% fewer pollutants than traditional petrol-powered engines, he said.

According to the latest World Air Quality Report, Pakistani and Indian cities dominated the most polluted cities in 2019.

Much of that pollution is due to Pakistan's rapid motorisation, environmental experts say.

A World Bank study published in 2014 noted that the number of vehicles on the country's roads jumped from about 2 million in 1991 to more than 10 million two decades later.

The blue skies Pakistanis witnessed during the coronavirus lockdown showed "the extremely strong nexus between congested vehicle traffic and air pollution, especially in urban centres", Aslam said.

With this, about 14,000 numbers of chargers will be installed across the selected cities," the statement said. According to the statement, 317 electric vehicles charging stations have been allotted for Maharashtra, 266 for Andhra Pradesh, 256 Tamil Nadu, 228 Gujarat, 205 Rajasthan, 207 Uttar Pradesh, 172 Karnataka, 159 Madhya Pradesh, 141 West Bengal, 138 Telangana, 131 Kerala, 72 Delhi, 70 Chandigarh, 50 Haryana, 40 Meghalaya, 37 Bihar, 29 Sikkim. Twenty-five electric vehicles charging stations have also been allotted for each Jammu and Srinagar and Chandigarh while 20 stations will come up in Assam, 18 in Odisha and 10 each in Uttarakhand, Puducherry and Himachal Pradesh. South Korean carmaker Hyundai on Tuesday launched its first fully electric SUV (Sports Utility Vehicle), the Kona, in India. The car has been launched at an introductory price of Rs 25.30 lakh (ex-showroom).

Hyundai has said that the car will have a range of 452 kilometre in a single charge, claiming that the running cost of the Kona will be one-fifth of the traditional (petrol and diesel) engines which are curently in use.

The car is powered by a 139.2 kWh advanced lithium-ion polymer battery which can be fully charged in just about an hour using a fast charger. At the launch, the company announced that it is two chargers to those who are willing to buy this car.

It delivers 134 bhp of power and offers four different driving modes - Eco, Eco+, Comfort and Sport.

India plans to achieve electric mobility by 2030 and taking the initial steps, the government cleared the second iteration of the Faster Adoption and Manufacturing of (Hybrid) and Electric Vehicles or FAME-II in February this year.

The main objective of the scheme is to encourage faster adoption of electric and hybrid vehicles by way of offering upfront incentive on purchase of electric vehicles and also by way of establishing necessary charging infrastructure for them.

In this year's Budget, Finance Ministr Nirmala Sitharaman sops to boost use of electric vehicles. She proposed an additional income tax deduction of Rs 1.5 lakh on interest paid on loans taken to purchase EVs and also asked the GST Council to reduce tax rate on EVs from 12 per cent to five per cent.

Walmart Inc's Indian unit Flipkart said late Thursday it plans to replace nearly 40% of its current fleet of delivery vans with electric vehicles (EVs) by March 2020, as part of its efforts to cut down on its carbon footprint.

The Bengaluru-based e-commerce company said it will start with deploying 160 vans by 2019-end. Some of these EVs are already plying in New Delhi.

Flipkart has amped up its focus on sustainability since its $16 billion acquisition by Walmart last year. The company has also expanded its operations at a fast pace as it competes with rival Amazon Inc in India's online sales market.

Flipkart's move towards electric vehicles, the first among big online firms in the country, comes as the Indian government is pushing for faster adoption of these to fight pollution.

"These efforts will help us meaningfully contribute towards electric mobility... while bringing cost efficiencies for the business. In this process, we also hope to create an ecosystem for adoption of electric mobility in India," Amitesh Jha, senior vice-president of Ekart and Marketplace at Flipkart, said in a statement.

E-commerce companies in India are also in talks with the government around various policies related to their operations in the country. Earlier this week, Commerce Minister Piyush Goyal met with e-commerce companies, including Flipkart, to talk about compliance with new foreign investment rules, Reuters reported citing sources.

In a statement dated June 27, Flipkart said it is working with local partners to co-design concepts for EVs best suited for the growing e-commerce industry.

"We believe these small but meaningful steps in this direction will go a long way in paving the way for larger adoption of EVs in the country," group Chief Executive Kalyan Krishnamurthy, said.

Indian ride-hailing firm Ola, backed by Japan's SoftBank Group will launch 10,000 electric three-wheelers in the country over the next 12 months as part of a broader electrification plan, the company said in a statement on Monday.

The move is part of a broader push by Ola to launch 1 million electric vehicles on its platform by 2021, it said in the statement, adding that it will work with various state governments, vehicle manufacturers and battery companies to meet its target.

The company will develop "Mission: Electric" as a platform to bring one million electric vehicles (EVs) on the road by 2021.

"Three-wheelers are a vital means of transportation and a source of livelihood for millions of people every day. It also represents an immediate opportunity to improve outcomes for all stakeholders while reducing pollution across towns and cities," said Bhavish Aggarwal, co-founder, and CEO of Ola.

"Less than a year ago, we launched India's first multi-modal electric pilot in Nagpur. After more than four million electric kilometers traveled and many lessons learned, we are significantly expanding our commitment to electrify mobility in India. Ola leads by example, and we look forward to working with state governments and other partners to introduce accessible, affordable, and sustainable mobility solutions at scale," he added.

It is looking to work with driver-partners, cities, vehicle manufacturers, and battery companies to make sustainable technologies that are cost-effective and viable in daily mobility.

Ola plans to continue its experimentation with ways to optimise batteries and charging, to develop a strong business model for electric vehicle deployment in the country.

The company is also in discussion with several state governments to create an appropriate policy environment to deploy electric three-wheelers. It is also talking to original equipment manufacturer (OEM) partners and electric vehicle innovators globally to bring vehicles on the road in a planned and phased manner.

Pointing out that two-wheelers and three-wheelers market has a huge potential for adopting EV technologies, the report said,&quot;hence, they should be targeted for large-scale adoption of EV technologies&quot;.

It also pitched for limiting high-mileage polluting vehicles, strengthening Pollution-Under-Control (PUC) regime, allowing retailing of biofuels and promoting electric-mobility.

The report also noted that public transportation options should be accessible within 500 metres and 1,000 metres for a household in urban areas and for peri-urban areas, respectively.

According to the report, parking management is an important tool to limit the number of vehicles on the road.

&quot;Introduce on-road parking fees based on the area and time to decongest prime streets and incentivise public transport in areas with adequate supply for public transport services, for instance, the metro stations,&quot; the report suggested.

It also pitched for imposing parking fee incommensurate with the land value or land opportunity cost.

The report also said that vehicles older than 20 years should be banned and traffic police should have powers to lift and scrape non-compliant vehicles.

Another task force constituted by Niti Aayog in a report titled &#39;Action Plan for Clean Fuel&#39; said that taxation and pricing strategy is needed to provide impetus to cleaner fuels and discouraging the use of polluting ones.

Remove all permits for electric vehicles: NITI Aayog Report

The Centre may dole out incentives to promote electric vehicles in the country by considering lower GST and extending tax benefit for buyers in this week&#39;s Budget for 2018-19, say sources.

The announcement is expected in view of the government&#39;s aim to have 100 per cent electric vehicles for public mobility and 40 per cent for personal mobility by 2030.

&quot;Finance Minister Arun Jaitley may announce tax benefits for the electric mobility in the Budget on February 1, 2018 as there has been a lot of brainstorming so far,&quot; industry sources said.

The government may lower the Goods and Services Tax (GST) on electric vehicles from existing 12 per cent to 5 per cent, they said, adding that there could also be income tax benefits to enthuse buyers to make electric vehicles a viable and alluring option.

While income tax benefits can be provided to buyers through this Budget, the GST Council nod would be required for lowering the GST rate.

These announcements are likely as these would be revenue neutral exercise because the sale of electric vehicles is not even one per cent of the total sales of vehicles -- including commercial vehicles and two wheelers -- in India, sources added.

Sales of two wheelers alone was 17.58 million in 2016-17 while passenger vehicles sale was recorded at 3.04 million in the last fiscal.

Earlier this week, Power and New and Renewable Energy Minister R K Singh had made a case for tax incentives for electric mobility and said, &quot;I think we also need to give some incentives to electric cars and vehicles.&quot;

The minister had also indicated that the government may procure smaller cars for under its e-mobility programme for its departments and ministries.

He had said, &quot;Currently, we have (procured) sedan type electric vehicles (cars). I think that we also need to start thinking of smaller cars.&quot;

State-run Energy Efficiency Services Ltd (EESL) is procuring 10,000 electric cars for use for official use by the central government.
