The growth in GDP comes amid structural reforms, an improved energy sector and China's ambitious multi-billion dollar infrastructure project - the China-Pakistan Economic Corridor - linking its western province of Xinjiang to the Arabian Sea via Pakistan. The current account deficit now stands at USD 14 billion, around 5.3 percent of gross domestic product, an SBP official said.

The economic outlook has been hurt by the fast depletion of foreign currency reserves, which now stand at just over USD 10 billion.

Pakistan is currently in discussions with China for loans to ease pressure on its foreign currency reserves. Over the weekend, the shortage of foreign currency widened the spread at which the rupee is traded in the open market and the interbank market to four rupees.

The Supreme Court on Monday summoned the governor of State Bank of Pakistan (SBP) and federal finance secretary to explain what steps were being taken for encouraging people to declare their foreign bank accounts and assets accumulated abroad.

Earlier, a three-judge bench headed by Chief Justice of Pakistan Mian Saqib Nisar expressed displeasure over the non-appearance of the SBP governor and the finance secretary.

The chief justice observed that the court was dealing with an important case and the SBP governor and the finance secretary did not bother to attend the proceedings.

Rejecting the suggested of an additional attorney general to postpone hearing for after the Eidul Fitr holidays, the bench sought appearance of both the SBP governor and finance secretary after two hours. Later, the bench adjourned hearing for Tuesday.

During Monday's hearing, Chief Justice Nisar regretted that every newborn in Pakistan was under huge loans due to wrong policies of the governments. "Dams are not being built, standard of education is going down, garbage is being disposed of into sea but people are allowed to take their money abroad unchecked," lamented the chief justice.

Pakistan's economy in limbo ahead of general elections

Iraqi nationalist cleric Moqtada al-Sadr and Iranian-backed militia chief Hadi al-Amiri were set to lead talks&nbsp;on Wednesday&nbsp;to form a government in Baghdad after announcing an alliance of their political blocs.

Sadr and Amiri's groupings won first and second place respectively in May's election, which has been beset by allegations of fraud and raised fears of bloodshed among Shi'ite paramilitary groups.

They announced the alliance in the Shi'ite holy city of Najaf, an apparent attempt to project unity among leaders of the Muslim sect that has dominated since the fall of Saddam Hussein.

The BJP on Wednesday observed a 'black day' against the Congress-JD(S) government headed by HD Kumaraswamy ahead of its swearing-in, and gave a call to the "sidelined" Congress leaders in the new coalition to join the saffron party.

The BJP warned that it would hold a statewide 'bandh' if the new coalition government fails to fulfill its election promises.

Addressing the party workers who had gathered in large numbers to stage a demonstration near the statue of Mahatma Gandhi at Anand Rao Circle, BJP state chief B S Yeddyurappa condemned the coalition government as "an opportunistic alliance."

"There is a farm loan of Rs 53,000 crore. You have said you will waive all the loans. Let us see whether you will actually waive all the farm loans. If you fail, we will observe a bandh all over the state," he said.

The state BJP chief said the Congress should immediately distance itself from the JD(S) or else the dream of Congress-free India will be a reality soon.

"Congress has lost its base in the state. With whom will the Congress go tomorrow? Will you go with Kumaraswamy?," said Yeddyurappa.

He also gave a call to Congress leaders, who felt offended for being sidelined in the new scheme of things in the coalition government, to join the BJP.

"Congress leaders must wake up. Those who felt cheated can come to BJP. If there is any party, which has faith in democracy, it is BJP. Let us build Karnataka as a model state. I flay this coalition government," said Yeddyurappa.

Slamming the BJP for observing the "black day", JDS leader Kumaraswamy said, "Having no concern for public is BJP's style of functioning. Their politics revolved around misleading people by organising events like black day, some kind of Yatra and fomenting passions. You cannot expect anything better from them."&nbsp;

BJP observes 'black day' against JD(S)-Congress coalition govt

When Turkish President Recep Tayyip Erdogan called for a presidential and parliamentary election on June 24 — jumping the gun by more than a year — the outcome seemed foreordained. After all, Turkey is under a state of emergency. Erdogan has imprisoned more than 50,000 of his opponents, dismissed 140,000 from their jobs, jailed a presidential candidate and launched an attack on Syria’s Kurds that is, unfortunately, popular with most Turks.

But Erdogan’s seemingly overwhelming strength isn’t as solid as it appears, and the moves the president is making to ensure a victory next month may come back to haunt him in the long run.

An economy headed for a fall

There’s a great deal at stake in the June vote. Based on the outcome of a referendum in 2017, Turkey will move from a parliamentary system to one based on a powerful executive presidency. But the referendum vote was very close, and there’s widespread suspicion that Erdogan’s narrow victory was fraudulent.

This time around, Turkey’s president is taking no chances. The electoral law has been taken out of the hands of the independent electoral commission and turned over to civil servants, whose employment is dependent on the government. The state of emergency will make campaigning by anyone but Erdogan’s Justice and Development Party (AKP) and its ally, the National Action Party (MHP), problematic.

But Erdogan called for early elections not because he’s strong, but because he’s nervous about the AKP’s traditional strong suit: the economy. While growth is solid, unemployment is 11% (rising to 21% for youth), debts are piling up and inflation — 12% in 2017 — is eating away at standards of living.

The AKP’s 16-year run in power is based in no small part on raising income for most Turks. But wages fell 2% over the past year, and the lira plunged 7.5% in the last quarter, driving up the price of imported goods. Standard & Poor’s recently downgraded Turkish bonds to junk status.

Up until now, the government has managed to keep people happy by handing out low interest loans, pumping up the economy with subsidies and giving bonuses to pensioners. But the debt keeps rising, and investment — particularly the foreign variety — is lagging. The Turkish economy appears headed for a fall, and Erdogan wants to secure the presidency before that happens.

The Kurdish question

To avoid a runoff, Erdogan needs to win 50% of the vote, and most polls show him falling short, partly due to voter exhaustion with the endless state of emergency. But this also reflects fallout from the president’s war on the Kurds, domestic and foreign.

The AKP came to power in 2002 with a plan to end the long-running war with Turkey’s Kurdish minority. The government dampened its suppression of Kurdish language and culture, and called a truce in the military campaign against the Kurdish Workers Party.

But in 2015, the leftist, Kurdish-based People’s Democratic Party (HDP) broke through the 10% threshold to put deputies in parliament, denying the AKP a majority. Ankara also turned a blind eye to tens of thousands of Islamic State (IS) and al-Qaeda fighters who crossed the Turkish border to attack the government of Bashar al-Assad and Syria’s Kurdish population. The move backfired badly. The Kurds — backed by American air power — defeated IS and al-Qaeda, and the Russians turned the tide in Assad’s favor.

Turkey’s subsequent invasion of Syria — operations Olive Branch and Euphrates Shield — is aimed at the Syrian Kurds and is supported by most Turks. But, no surprise, it’s alienated the Kurds, who make up between 18 and 20% of Turkey’s population.

The AKP has traditionally garnered a substantial number of Kurdish voters, in particular rural, conservative ones. But pollster Kadir Atalay says many Kurdish AKP supporters justifiably felt “deceived and abandoned” when Erdogan went after their communities following the 2015 election. Kurds have also been alienated by Erdogan’s alliance with the extreme right-wing nationalist MHP, which is violently anti-Kurdish.

According to Atalay, alienating the Kurds has cost the AKP about 4% of the voters. Considering that the AKP won 49.5% of the vote in the last national election, that figure is not insignificant.

The progressive HDP is trying hard to win over those Kurds. “The Kurds — even those who are not HDP supporters, will respond to the Afrin operation [i.e., the invasion of Syria], the removal of Kurdish language signs, and the imprisonment of [Kurdish] lawmakers,” HDP’s parliamentary whip Meral Danis Bestas told Al Monitor.

The HDP, whose imprisoned leader Selahatt Demirtas is running for president, calls for a “united stance” that poses “left-wing democracy” against “fascism.” The danger is that if the HDP fails to get at least 10% of the vote, its current seats will be taken over by the AKP.

An outside chance of failure

Erdogan has also alienated Turkey’s neighbors. He’s in a tense standoff with Greece over some tiny islands in the Aegean Sea. He’s at loggerheads with a number of European countries that have banned him from electioneering among their Turkish populations for the June 24 vote. And he’s railing against NATO for insulting Turkey. (He does have a point — a recent NATO exercise designated NATO member Turkey “the enemy.”)

However, Erdogan’s attacks on NATO and Europe are mostly posturing. He knows Turkish nationalists love to bash the European Union and NATO, and Erdogan needs those votes to go to him, not the newly formed Good Party — a split from the right-wing MHP — or the Islamist Felicity Party.

No one expects the opposition to pull off an upset, although the centrist and secular Republican People’s Party (CHP) has recently formed an alliance with the Good Party, Felicity and the Democratic Party to ensure that all pass the 10% threshold for putting deputies in parliament.

That electoral alliance excludes the leftist HDP, although it is doubtful the Kurdish-based party would find common ground with parties that supported the jailing of its lawmakers. Of the party’s 59 deputies, nine are in jail and 11 have been stripped of their seats.

There’s an outside chance that Erdogan could win the presidency but lose his majority in parliament. If the opposition does win, it has pledged to dump the new presidential system and return power to parliament.

Loaded Dice

The election will be held essentially under martial law, and Erdogan has loaded all the dice, marked every card and rigged every roulette wheel.

There are virtually no independent media left in the country, and there are rumors that the AKP and the MHP have recruited and armed “supporters” to intimidate the opposition. A disturbing number of guns have gone missing since the failed 2016 coup.

However, as Max Hoffman of the Center for American Progress notes, the election might not be a “slam dunk.” A run-off would weaken Erdogan just when he is preparing to take on a number of major problems other than the economy:

1) Turkey’s war with the Kurds has now spread into Syria and Iraq.

2) In Syria, Assad is likely to survive and Turkey will find it difficult — and expensive — to permanently occupy eastern Syria. Erdogan will also to have to deal with the thousands of Islamic State and al-Qaeda fighters now in southern Turkey.

3) Tensions are growing with Egypt over the Red Sea and Ankara’s new alliance with Sudan, which is at odds with Cairo over Nile River water rights.

4) There’s the strong possibility of a US confrontation with Iran, a nominal ally and important trading partner for Turkey.

5) There’s also the possibility — albeit a remote one — that Turkey will get into a dustup with Greece.

6) And last, there’s the rising price of oil — now over $70 a barrel — and the stress that will put on the already indebted Turkish economy.

The Turkish president may get his win next month, but when trouble comes, he won’t be able to foist it off on anyone. He will own it.

The Turkish president may get his win next month, but when trouble comes, he’ll own it

By: Conn Hallinan* When Turkish President Recep Tayyip Erdogan called for a presidential and parliamentary election on June 24 — jumping the gun by more than a year — the outcome seemed foreordained. After all, Turkey is under a state of emergency. Erdogan has imprisoned more than 50,000 of his opponents, dismissed 140,000 from their jobs, jailed a presidential candidate and launched an attack on Syria’s Kurds that is, unfortunately, popular with most Turks. But Erdogan’s seemingly overwhelming strength isn’t as solid as it appears, and the moves the president is making to ensure a victory next month may come back to haunt him in the long run. An economy headed for a fall There’s a great deal at stake in the June vote. Based on the outcome of a referendum in 2017, Turkey will move from a parliamentary system to one based on a powerful executive presidency. But the referendum vote was very close, and there’s widespread suspicion that Erdogan’s narrow victory was fraudulent. This time around, Turkey’s president is taking no chances. The electoral law has been taken out of the hands of the independent electoral commission and turned over to civil servants, whose employment is dependent on the government. The state of emergency will make campaigning by anyone but Erdogan’s Justice and Development Party (AKP) and its ally, the National Action Party (MHP), problematic. But Erdogan called for early elections not because he’s strong, but because he’s nervous about the AKP’s traditional strong suit: the economy. While growth is solid, unemployment is 11% (rising to 21% for youth), debts are piling up and inflation — 12% in 2017 — is eating away at standards of living. The AKP’s 16-year run in power is based in no small part on raising income for most Turks. But wages fell 2% over the past year, and the lira plunged 7.5% in the last quarter, driving up the price of imported goods. Standard & Poor’s recently downgraded Turkish bonds to junk status. Up until now, the government has managed to keep people happy by handing out low interest loans, pumping up the economy with subsidies and giving bonuses to pensioners. But the debt keeps rising, and investment — particularly the foreign variety — is lagging. The Turkish economy appears headed for a fall, and Erdogan wants to secure the presidency before that happens. The Kurdish question To avoid a runoff, Erdogan needs to win 50% of the vote, and most polls show him falling short, partly due to voter exhaustion with the endless state of emergency. US will not recognise Venezuela election result: State Department

Janata Dal (Secular) leader H D Kumaraswamy on Saturday said the Congress-JDS combine was not in a hurry and was awaiting an invitation from the Karnataka governor for government formation in the state.

“We are not in a hurry. We are waiting for an invitation from the governor,” he told reporters, soon after the BJP’s B S Yeddyurappa announced his decision to quit as Karnataka chief minister without facing the vote of confidence in the Assembly.

Asked about the future course of action, Kumaraswamy said the leaders of the Congress and the JD(S) would sit together and take a decision on it.

The Congress has already categorically stated that it will be a Kumaraswamy-headed government in the southern state.

The May 12 Karnataka Assembly polls threw up a hung Assembly, with the BJP emerging as the single-largest party with a tally of 104 seats, but falling short of a majority.

The Congress-JD(S) combine has staked the claim with the governor to form the government, saying they have 117 MLAs in the 224-member House, with an effective strength of 221.

Polling for two seats was not held due to various reasons, while Kumaraswamy won from two places.

The Supreme Court had yesterday ordered a floor test in the Karnataka Assembly at 4 PM today, drastically slashing the 15-day window given by Governor Vajubhai Vala to Yeddyurappa to prove his majority.

Following 72 hours of high drama, which involved a midnight session at the Supreme Court, leaked audio tapes, and hidden lawmakers, the BJP failed to secure seven MLAs that it needed to pass the floor test in the House.

Meanwhile,&nbsp;Left parties and the Trinamool Congreess&nbsp;termed the resignation of Karnataka Chief Minister B S Yeddyurappa without facing a trust vote a "victory of secular democratic forces".

We are awaiting governor’s invite, says JD(S) leader Kumaraswamy

Malaysia's&nbspMahathir&nbspMohamad has never lost an election campaign. He maintained that record and created another one on Thursday when, at 92, he was set to be sworn in as the world's oldest elected leader.

"Yes, yes, I am still alive," a sprightly looking&nbspMahathir&nbspsaid at a 3 a.m. news conference in which he claimed victory over the Barisan Nasional (BN) coalition that has ruled the Southeast Asian nation since independence six decades ago.

Mahathir&nbspled the coalition as Malaysia's prime minister for 22 years, starting in 1981. As one of the country's most eminent leaders, he was pugnacious, uncompromising and intolerant of dissent, but turned Malaysia from a sleepy backwater into one of the world's modern industrialised nations.

He was never far from the headlines in retirement, and two years ago he came back to active politics, this time in the ranks of the opposition, vowing to oust his protege Najib Razak from the prime minister's chair over a financial scandal at the state investment fund 1Malaysia Development Berhad (1MDB).

In his crusade,&nbspMahathir&nbspeventually quit the ruling United Malay National Organisation (UMNO) party, which he had helped build, and ceded all his government advisory roles.

"During his time, I was a strong opponent of&nbspMahathir," said Joseph Paul, 70, a retired social worker who joined thousands of people in the capital Kuala Lumpur to celebrateMahathir's win.

"Well, politics they say is the art of the possible, so if he comes in to get rid of another evil, why not?"

Official results early on Thursday showed that&nbspMahathir's Pakatan Harapan (Alliance of Hope) had won 113 of parliament's 222 seats, clinching the simple majority required to rule in the country's most stunning election result. The nonagenarian is scheduled to be sworn in as prime minister later in the day.

In his earlier stint as prime minister,&nbspMahathir's aggressive diplomacy needled countries like Britain and the United States, with comments such as one, on the eve of his retirement, that Jews ruled the world by proxy.

He was once described as a "menace to his country" by financier George Soros, whom&nbspMahathir&nbspfamously derided as a "moron" in an attack on foreign currency traders during the Asian financial crisis of 1998.

He also spent years squabbling with his old rival and another towering figure in Asian politics, the late Singapore leader Lee Kuan Yew.

MODERNISATION

Mahathir&nbspgrew up in the rural heartland of Malaysia, then a British colony, witnessing severe food shortages during the 1930s Great Depression.

Mahathir&nbspwas a medical doctor before becoming Malaysia's fourth prime minister in 1981 and kicking off a mission of modernisation.

Bridges and six-lane highways crisscrossed Malaysia in his development blitz, capped off with a lavish new administrative capital, and the world's tallest structure when it was built, the 88-storey Petronas twin towers in the capital, Kuala Lumpur.

The activity helped win&nbspMahathir&nbspthe title "Father of Modern Malaysia," but he was known for his strongarm rule, although he fell short of some southeast Asian peers in ruthlessness.

Mahathir&nbspused security laws to put his political opponents behind bars. His critics say he restricted free speech and persecuted political opponents - none more so than his former deputy, Anwar Ibrahim, who remains in jail on charges of sodomy and corruption.

Mahathir&nbsphas joined hands with Anwar in this campaign and has promised to seek a royal pardon for him. He has vowed to then step aside and let Anwar be prime minister.

Mahathir&nbspwas masterly in playing to the feelings of the mainly Muslim ethnic Malay majority. His 1970 book, "The Malay Dilemma", argued that ethnic Malays, whom he called the nation's rightful owners, were being eclipsed economically by ethnic Chinese.

Faced with a leadership challenge after just five years in office,&nbspMahathir&nbspdetained more than 100 opposition politicians, academics and social activists without trial, under internal security laws.

During the 1998 Asian financial crisis, he took a huge gamble in tackling twin economic and political crises by sacking Anwar and then going against the advice of the International Monetary Fund to impose capital and currency controls that saved the economy.

Anwar took on&nbspMahathir, turning overnight into an opposition politician, bringing tens of thousands of people onto the streets, shouting "Reformasi".

Anwar was later charged with sodomy and corruption, but&nbspMahathir&nbspdenied orchestrating the charges. After his release, he was jailed again during Najib's rule on the same charges.

Mahathir&nbspcontinued to wield power in UMNO even after he handed over in 2003. He backed Najib, the son of Malaysia's second prime minister, as the premier in 2009.

But in 2015 he urged Najib to step down over the corruption scandal at state fund 1MDB.

In an interview in March, he said he would keep up the battle against Najib even if he lost this election.

"I will be in my late 90s and physically not as strong," he said. "But if I am well enough, I will continue the struggle."

He also seems to have accepted he made mistakes in rule, writing in a blog post in January that people and the media never failed to point out he presided over an authoritarian government for 22 years.

"Looking back now, I realise why, as Prime Minister of Malaysia I was described as a dictator,"&nbspMahathir&nbspwrote. "There were many things I did which were typically dictatorial."

About a dozen people were wounded as the two groups attacked each other. Of the inured, two, including one with a gunshot wound to his leg, were rushed to Jinnah Postgraduate Medical Centre.

"They also destroyed camp offices of each other," Gulshan SP Ghulam Murtaza Bhutto said.

Two cars and several motorcycles were also set on fire by the workers while windows of other cars parked outside were shattered. Massive traffic jams were witnessed at University Road and its adjoining areas.

Both the parties have also written to the district commissioner for his permission to hold their rallies at the Hakeem Saeed Ground.

Taking the BJP's campaign in poll-bound Karnataka to full throttle, he also accused the Congress of "distorting history" as part of a conspiracy to divide the society.

At poll rallies in Chitradurga and Raichur, he flayed the Congress government led by Siddaramaiah for celebrating the "jayantis of sultans" (birth anniversaries of Muslim rulers) for the sake of "vote bank politics".

He was apparently referring to the Siddaramaiah government's controversial decision of celebrating "Tipu Jayanti" every year on November 10, commemorating Tipu Sultan, the legendary 18th-century ruler of Mysore.

Modi accused the Congress of protecting the corrupt, adopting a divide-and-rule policy, making false promises and having no agenda other than "abusing Modi."

Listing out a string of electoral defeats of the Congress, including those in Maharashtra and Tripura, he said, "From every corner of the country, the Congress has gone".

"...And in Karnataka?" he asked the crowd, which said the Congress will be ousted from power in the southern state as well.

Congress slams Yeddyurappa for 'threatening' voters

The leader of Italy's anti-establishment 5-Star Movement dismissed proposals for a stop-gap government to reform the electoral law and repeated his call for a snap election in June, according to a newspaper interview on Friday.

Luigi Di Maio told Il Fatto Quotidiano that an election could be held on June 24, saying that technical objections that more time was needed to organise the vote for Italians abroad were groundless, and clashed with the constitution.

President Sergio Mattarella has called a fresh round of consultations with party leaders on May 7 to try to end nine weeks of increasingly fractious political deadlock following an inconclusive March election.

Asked if it was not necessary to change the electoral law before returning to the polls, Di Maio replied: "It can't be done, we (the parties) would waste years arguing about it."

The March 4 election saw a centre-right alliance led by the anti-immigrant League winning the most seats and 5-Star emerging as the biggest single party. The centre-left Democratic Party (PD) came third.

A matrix of criss-crossing vetoes has so far prevented the parties from agreeing to a coalition deal, with friction and frustration growing by the day.

Italy has repeatedly changed its voting system in recent years.

When the current electoral law, presented by the PD, was approved a few months before the vote, 5-Star held street protests complaining it was designed to hurt their chances at the election.

Mattarella does not want to dissolve parliament, and instead hopes to put together a short-term government to draw up a 2019 budget that has to be approved by the end of December, a source in his office told Reuters on Wednesday.

Di Maio said Mattarella had never made this request to 5-Star during consultations, and dismissed the idea of a temporary government as a way to try to trick his party.

"Once a government starts it will cling on at all costs," he said.

The last four Italian prime ministers took office thanks to backroom deals rather than ballot-box victories, and repeated efforts to devise an electoral law allowing the swift formation of a government have failed to come up with a winning formula.

While Italy's day-to-day administration is being overseen by caretaker prime minister Paolo Gentiloni, latest economic forecasts from the European Commission have underlined the need for a fully empowered government ready to undertake reform.

The forecasts on Thursday showed that the Italian economy was set to grow 1.5 percent this year and just 1.2 percent next -- the lowest amongst the European Union's 27 member states.

President Nicolas Maduro scoffed at international criticism of Venezuela's upcoming May 20 vote in which he is seeking re-election and offered a prize for those who vote with a state-issued card.

Venezuela's mainstream opposition is boycotting the election on the grounds it is rigged in favour of the 55-year-old socialist incumbent. The United States, European Union and various Latin American neighbours have also slammed it as unfair.

"So they're not going to recognize Maduro around the world. What the hell do I care?" Maduro said at an election rally in La Guaira, on the coast outside Caracas, late on Wednesday. "What the hell do I care what Europe and Washington say?"

Maduro, who is casting his re-election campaign as a battle against imperialism, has only one serious rival: Henri Falcon, 56, a former state governor. Falcon has broken with the opposition coalition's boycott of the vote, believing anger at an economic crisis will win him votes.

OPEC member Venezuela is in the fifth year of punishing recession, inflation is the highest in the world, oil production is at a three-decade low, shortages of food and medicines are widespread, and millions are skipping meals.

Venezuela's Maduro defies foreign censure, offers 'prize' to voters

Islamic State's Amaq News Agency released a video on Friday showing what they said was Islamic State militants shooting "two advocators" for next month's Iraqi parliamentary elections in the town of al-Tarmiyah, in the Salah al-Din governorate north of Baghdad.

Islamic State said earlier this week that it would attack polling stations in Iraq during parliamentary elections next month and that anyone who participated in the vote would be considered an infidel.

In an audio message released on April 22, the militant group's spokesman accused Iraq's Shi'ite-led government of being a proxy of Iran and warned that anyone who runs or votes in the May 12 election would be targeted.

Canada's government got just 24 hours notice that it would be thrust into a political and economic crisis by an ultimatum from a pipeline operator, government sources said, leaving Prime Minister Justin Trudeau scrambling for options in a dispute that could damage his re-election chances.

The Kinder Morgan Canada pipeline issue has pitted Ottawa against the Pacific province of British Columbia and could turn into a constitutional crisis, derail Trudeau's energy strategy and dent business confidence.&nbsp;

Trudeau broke off a foreign trip to hold an emergency meeting on Sunday with the premiers of two provinces locked in a standoff over the pipeline after the company set a May 31 deadline to resolve the impasse or it would walk away.

Federal officials had been talking to the company since February when British Columbia's left-leaning coalition, which includes the Green party, made clear it would delay the planned expansion of the Trans Mountain pipeline from Alberta's oil sands to the coast.

But the government had no idea that Kinder Morgan Canada was about to drop a bombshell.

"Kinder Morgan's announcement on Sunday was unexpected," said a senior government official who declined to be identified given the sensitivity of the situation. "We had 24 hours'&nbsp;notice."

The move by Kinder Morgan Canada, which was spun off by its US&nbsp;parent last year, puts pressure on Trudeau to solve the problem without alienating voters in British Columbia or presiding over an investment failure ahead of 2019 elections.&nbsp;

A second federal government source said the prime minister and senior cabinet members had worked behind the scenes for weeks, pressing British Columbia to change its position.

"If we're talking of things going awry, British Columbia knew this was federal jurisdiction," said the source.

The operator wants to almost triple the capacity of the existing pipeline. Ottawa, which approved the project in 2016, insists it has jurisdiction. British Columbia's government, elected in 2017, disagrees, citing the risk of a spill.

"I do believe we have a mandate to defend the coast," provincial Premier John Horgan told reporters on Friday.

Trudeau won power in 2015 partly thanks to extra seats his Liberals won in British Columbia as well as increased support from environmentalists. Cracking down too hard would cost him support in both camps, leaving him with a weak minority government in the October 2019 elections.

Long-standing tensions over the pipeline meant Liberals in British Columbia were already nervous about softening support before Kinder Morgan Canada's ultimatum, said a Liberal party official.

The Liberals also have to pick up seats in the province of Quebec, which has a strong green tradition.

"It wouldn't really take a lot to tip the government into minority territory," said pollster Nik Nanos of Nanos Research.

"If you're looking at hard political calculus, the prime minister realistically has to tilt in favor of the environment because if he doesn't that will kill him in Quebec."

During Sunday's meeting, Trudeau will lay out the various financial, regulatory and legal options, said the second government source.

"It's not a matter of getting angry, or being mean or nice about it - he will lay out the facts," said the source, who spoke on condition of anonymity.

The federal and Alberta governments both say they could take a stake in the pipeline to keep the project alive, with Alberta's premier saying her province could even buy it outright. Kinder Morgan Canada has said it was open to discussions but did not elaborate.

The first government source there was a "huge gray zone" of possible government help, citing the past bailout of the auto industry in 2009, federal loan guarantees for a hydro-electric project and Ottawa's investment in an offshore energy project.

Toronto-Dominion Bank Deputy Chairman Frank McKenna, a member of Alberta's pipeline advisory taskforce, said he raised the issue with Trudeau in a recent call and that Ottawa has to "provide deal certainty ... a backstop".

"That could be something in the nature of an indemnity agreement or a guarantee against potential losses that would come from political instability and not based on normal construction risk," said McKenna, a former premier of New Brunswick. TD Bank is Kinder Morgan Canada's biggest lender.

"The main thing that we are going to do is of course, first of all the internal agenda, it is first of all ensuring the growth of the Russian Federation economy, and making it innovative, this is development in the sphere of healthcare, education, industrial output and as I've said before of infrastructure and other areas crucial for moving the country forward and lifting the standard of living for our citizens. This is what we will pay attention to first and foremost to," Putin said during the meeting.&nbsp

"There are issues related to ensuring the defence and security capabilities of the country, we cannot do without it but nevertheless the most important thing for us is the internal agenda and I repeat again, I really count on your support and that of our extended team and large team when it comes to addressing the issues the country is facing and which we must solve and which we will surely solve together," he said.&nbsp

President Vladimir Putin added&nbspthat Russia would cut its military spending, a day after he won a presidential election with a landslide.&nbsp

"We have plans to decrease our defence spending both this year and next. But this will not lead to any decline in the country's defence capacity," he said during a meeting with other candidates.
