Risks for the bloc have increased, the commission said, and mostly come from "the elevated uncertainty" around United States' trade policy, as Washington keeps threatening punitive tariffs on a broad range of EU products.

Fears of increased trade tensions "could also trigger a shift in global risk sentiment at times when valuations appear stretched across many asset classes", the EU economics commissioner Pierre Moscovici told a news conference

"This could lead to rapid tightening of global financial conditions," he added.

Zhang Yiping, the senior economist at Merchants Securities in Shenzhen, said he expected the US tariff hike in May on $200 billion of Chinese goods to weigh on growth in the second half.

But Zhang said authorities are likely to stick to more moderate policy easing, rather than resorting to more aggressive measures.

"We expect policy this year would focus more on building a floor to underpin the economy, rather than to boost growth," he said.

So far, China's stimulus measures have been more restrained than in past downturns, which analysts attribute to fears of adding to a mountain of debt left over from past credit binges.

But the central bank governor reportedly said last month that there is "tremendous" room to adjust policy if the trade war worsens.

The full-year forecast would be nearing the lower end of the government's 2019 target range of 6-6.5 per cent, and would mark the weakest pace of growth China has seen in 29 years.

It would also spell a further deceleration from 6.6 per cent in 2018 and 6.8 per cent in 2017.

Growth next year will likely cool further to 6.0 per cent, the poll showed.

Trade Uncertainty&nbsp;

Beijing has been relying on a combination of fiscal stimulus and monetary easing to weather the current slowdown, including hundreds of billions of dollars in infrastructure spending and tax cuts for companies.

But the economy has been slow to respond, and investors fear a longer and costlier trade war between the world's two largest economies could trigger a global recession.

US President Donald Trump told counterpart Xi Jinping late last month that he is putting threatened additional levies on hold as they agreed to get trade negotiations back on track.

But Washington sharply raised tariffs on $200 billion of goods from China in May, which remain in force, and no timeframe was set for the talks.

"Trade frictions would remain in the long run despite the truce reached last month. We expect the standoff to morph into more forms such as a tech war, to put further strain on China's economy," Zhang added.

Capital Economics believes China's fiscal policy will become even more supportive, which would be most likely achieved by relaxing constraints on off-budget borrowing.

"We now expect our estimates of the augmented fiscal deficit, which includes off-budget borrowing, to widen in the coming quarters and average 8 per cent of GDP this year, up from 6.4 per cent in 2018."

The government has announced a rise in its budget deficit to 2.8 per cent of GDP this year from 2.6 per cent in 2018.

More Measures Expected

Analysts in the latest Reuters poll expect the People's Bank of China (PBOC) will ease policy further this year.

But they do not expect it to cut its benchmark lending rate, as it repeatedly did in past downturns.

Separately, some other China watchers have recently raised the possibility of cut in the PBOC's benchmark or one of its short-term rates if the US central bank starts easing policy as soon as this month.

The PBOC has slashed banks' reserve requirement ratio (RRR) six times since early 2018 to turn around soft credit growth. It has also injected large amounts of liquidity into the financial system and guided short-term interest rates lower.

Analysts forecast two more RRR cuts of 50 basis points each in this quarter and the last quarter.

Economists expect the central bank to keep its benchmark rate unchanged at 4.35 percent through at least the end of 2020.

The poll also predicted annual consumer inflation will pick up to 2.3 per cent in 2019, quickening from 2.1 per cent estimate in the April survey, but below the government target of around 3 per cent.

However, despite some of these candidates specifically announcing collaboration with Indians (like Booker), President Trump is by far the best American President as far as India is concerned. Even though he is jabbing India on trade and has implemented a stringent immigration policy, Trump's strong stances greatly benefit India in several key areas, and at a time when our country is developing rather rapidly. Let's take a look.

Trump's 'trade-teasing' with India has hurt the Indian economy, no doubt, but when you put it into perspective, it's not that big of a deal. Modi knows this. Take a look at this perspective. The trade deficit that the US has with India is approximately one-twelfth of what the US has with China. Therefore, Beijing is on a very high red-alert on Trump's trade moves as compared to India. This explains Modi's calm and collected attitude to Trump's trade teasing. Moreover, President Trump has openly criticised China multiple times as a currency manipulator. He has even called China America's "foe". India can take advantage of this stance, especially as a preferred defence partner.

Terrorism

Speaking of defence, President Trump has publicly stated that Pakistan is a breeding ground for terrorists. He has made stringent policies on Muslims in the United States (at airport security, for example) and has a hard stance on terrorism. If elected, a Democrat will undoubtedly ease their stance on Pakistan. However, India most greatly benefits from Trump's rigid stance, especially after the Balakot strikes.

The US and India's shared disdain for Pakistan-based terrorists along with strong foreign policy focus on counter-terrorism will strengthen military ties and could also eventually work to ease out trade tensions should they increase.

Additionally, at the recent G20 Summit, Modi expressed his concern on losing 11 per cent of India's oil needs from Iran due to the US sanctions compliance. The two countries agreed that strong bilateral ties must exist between them to ensure regional and global peace in this region. India could use this to its advantage, especially to get back its energy needs.

Economy

Economically, Trump's unsurprising, hard-right Republican stance is the most beneficial to India's quickly growing GDP. Unlike the Democrats, Trump jumps on energy, manufacturing, oil &amp; gas, FDI, renewable energy and corporation development. All of these facets are areas where India is looking to expand. In addition, America is one of India's biggest investors when it comes to foreign direct investment. At the G20 meeting, Trump said that some "very big trade deals... in terms of developing 5G technology would be announced in the future with India". This will very much benefit India as we are the second largest global market for 5G and will determine how the global trend will sway.

Likewise, the 'Make in India' programme was also appreciated and welcomed by Trump. On multiple occasions, Modi and Trump also recognised space, trade, energy and security to collaborate on. Trump left the meeting stating that relations with India have "never been better".

Throughout his presidency, he has actively aimed at attracting Indian youth and entrepreneurs; this gives young Indians a loophole of sorts through American immigration roadblocks. Over the next five years, PM Modi will be able to leverage young Indian talent as Trump will increasingly seek it. Why? Over the past few years, a significant number of American multi-national companies have moved their Asian bases from China to India. And that mandates the need for local, skilled Indian talent to fill jobs. This means more employment generated in India and a potential increase in the already occurring reverse brain-gain to India. A win-win for India.

The prosecutors said they were not bound by the 2008 Florida deal struck by Acosta, then the US Attorney for the Southern District of Florida, that allowed Epstein to plea to a lesser offence. Epstein served 13 months in jail with leave during the day and registered as a sex offender.

Epstein's case drew renewed attention earlier this year after a Miami Herald report highlighted the plea deal and victims' ongoing struggle for justice. In

February, a federal judge in Florid ruled that the agreement between Acosta and Epstein violated the victims' rights.

The White House at the time said it was looking into the matter.

Acosta's role in the Florida deal for Epstein was raised at his confirmation hearing in the Republican-led Senate. He has served as Labor secretary since April 2017.

"We will respond to this as appropriate," he said in a statement.

The law, effective immediately, opens a new avenue for the Democratic majority in Congress to investigate <a href="https://www.wionews.com/world/at-rally-trump-says-russia-probe-backers-tried-to-steal-power-illegally-206396">Trump's business affairs</a>.

New York's state legislature has had a Democratic majority in both the House and the Senate since Democrats won control of the Senate in 2018.

Bosco Ntaganda's forces carried out horrific attacks including one in a banana field that left babies and children disembowelled or with their heads smashed in, judges said.

The 45-year-old was a "key leader" who recruited child soldiers and gave "direct orders to target and kill" non-combatants in the<a href="https://www.wionews.com/world/more-than-300000-flee-congo-violence-complicating-ebola-fight-united-nations-228316"> Democratic Republic of Congo</a>'s Ituri region in 2002 and 2003.

Ntaganda was found guilty of 18 counts of war crimes and crimes against humanity, including murder, directing attacks against civilians, displacing civilians, rape, sexual slavery and enlisting children under the age of 15.

"Mr Ntaganda rallied the troops before battle, he gave direct orders to the troops during operations, and he debriefed them afterward," head judge Robert Fremr said.

Rwandan-born Ntaganda will be sentenced at a later date after judges hear submissions from victims. Judges can give a life sentence.

Human Rights Watch director Kenneth Roth hailed the verdict as &nbsp;"big win for the survivors", while the International Federation of Human Rights (FIDH) said it was a "day of joy for Ituri victims."

Ntaganda is known for his pencil moustache and a penchant for fine dining proclaimed his innocence throughout the trial, insisting that he was "soldier not a criminal" and that the "Terminator" nickname did not apply to him.

Prosecutors portrayed him as the ruthless leader of ethnic Tutsi revolts amid the civil wars that wracked the DRC after the 1994 genocide of Tutsis in neighbouring Rwanda.

Judges said Ntaganda "fulfilled a very important military function" as a leader of the Union of Congolese Patriots rebels and its military wing, the Patriotic Forces for the Liberation of Congo (FPLC).&nbsp;

The FPLC killed at least 800 people as it fought rival militias in Ituri for control of valuable minerals. More than 60,000 people have been killed since violence erupted there in 1999.

&nbsp;'Bodies were disembowelled'&nbsp;

In one attack directed by Ntaganda, judges said that soldiers killed at least 49 captives in a banana field behind a village, using "sticks and batons as well as knives and machetes."

"Men, women and children and babies were found in the field. Some bodies were found naked, some had hands tied up, some had their heads crushed. Several bodies were disembowelled or otherwise mutilated," Fremr said.

In other attacks, women were "killed either while resisting rape or after being raped" while people were forced to dig mass graves that they were later killed and thrown into.

Ntaganda was found guilty of personally shooting dead a Catholic priest and as an "indirect perpetrator" for the other crimes by giving "direct orders to target and kill civilians" and other crimes.

These included recruiting child soldiers who "wore uniforms that were often too large for them" but were "punished and suffered physical violence" in the same way as adult soldiers," the judgment said.

The judges said it was "common for female members to be raped", including three girls under the age of 15.

Formerly a Congolese army general, Ntaganda then became a founding member of the M23 rebel group, which was eventually defeated by Congolese government forces in 2013.

Later that year he became the first-ever suspect to voluntarily surrender to the ICC when he walked into the US embassy in the Rwandan capital Kigali and asked to be sent to the court, based in the Netherlands.

Ntaganda is one of five Congolese warlords brought before the ICC, which was set up in 2002 as an independent international body to prosecute those accused of the world's worst crimes.

Ntaganda's former FPLC commander Thomas Lubanga was sentenced to 14 years in jail in 2012.&nbsp;

In a statement, the Pentagon said they had been asked to authorize the Texas National Guard to lend support to Customs and Border Protection (CBP) officials, who say they are overwhelmed by the numbers of refugees crossing the southern <a href="https://www.wionews.com/world/nearly-15000-soldiers-deployed-on-us-border-mexico-army-chief-230133">US border</a>.

Thousands of active duty and National Guard troops have already been deployed for months along the US-Mexico border to support immigration officials.

"DHS requests authorization for 1,000 Texas National Guard members... to provide supplemental holding and Port of Entry (POE) enforcement support to CBP within the State of Texas," the statement said.

The Guard members will help manage CBP-run holding facilities for single, adult migrants in the towns of Donna, on the eastern end of the border with Mexico, and Tornillo, which is in the middle of the border.

They will also provide support at ports of entry and commercial airports in El Paso and Laredo, to improve border security and traffic flow.

While the Pentagon did not specify when they received the request or if they had made a decision, the statement did note that "Texas Governor (Greg) Abbott has consented to the use of the National Guard to support CBP."

The Department of Homeland Security (DHS) has been criticized after a report from its inspector general, a watchdog, last week warned about "dangerous overcrowding" in <a href="https://www.wionews.com/world/explainer-how-does-the-situation-on-the-us-mexico-border-compare-with-the-past-225130">migrant detention</a> facilities in Texas.

The report included images taken at several Texas sites, showing dozens of migrants including young children packed shoulder to shoulder into cage-like holding areas or cells.

Most single adults had not had a shower in a month and were being given wet wipes. Some detainees were suffering from constipation after a diet consisting only of bologna sandwiches.

The report came a day after a group of Democratic lawmakers toured the detention centers and denounced the conditions as "horrifying."

Representative Alexandria Ocasio-Cortez, who toured two such centers, told reporters the migrants were being subjected to "abuse."

"They put them in a room with no running water and these women were being told by CBP officers to drink out of the toilet," she said upon returning to New York.

CBP deputy commissioner Robert Perez, appearing on CNN, said the detention centers were "never designed to deal with the volume of migrants coming our way" and the Border Patrol is doing its best to deal with "absolutely over saturated conditions."

According to Border Patrol figures, 223,263 people were detained in the Rio Grande Valley sector between October 2018 and May 2019, up 124 percent from the same period a year earlier.
