Police are investigating a fire that destroyed a Rohingya Muslim settlement in New Delhi last weekend after a Twitter user claimed responsibility for setting the blaze.

About 40,000 Rohingya from Myanmar have settled in India in recent years after fleeing violence, persecution and poverty at home.

Prime Minister Narendra Modi's government has taken a tough stance on them since coming to power in 2014, calling them a security threat who should be deported.

The fire started early on Sunday and engulfed the shantytown, forcing its 226 residents to flee. No one was hurt but many of the Rohingya lost UN refugee documents.

It was the fourth fire in the settlement in six years and police said they were investigating its cause and the claim of responsibility.

"This is an open-ended investigation and we are looking into the Twitter matter," Chinmoy Biswal, a deputy commissioner of police, told Reuters.

"We are trying to find out more."

Delhi lawyer Prashant Bhushan on Thursday filed a complaint asking police to investigate the Twitter user who claimed responsibility for torching the houses of the "terrorists".

The tweet was later deleted.

Rohingya in India live mainly in Jammu, Uttar Pradesh, Haryana and Delhi in the north, Hyderabad in the south, and Rajasthan in the west.

They face suspicion and resentment from many Indians at a time of simmering tension between some members of India's majority Hindu community and its Muslim minority.

About 700,000 Rohingya have fled from Myanmar to Bangladesh since a Myanmar military crackdown in response to Rohingya militant attacks last August.

The government of India is concerned that Rohingya might try to enter illegally from Bangladesh.

Indian cities are 149% more congested than other Asian cities, said Uber commissioned BCG report on Wednesday.

According to the Boston Consulting Group (BCG) survey, up to 89% of people plan to buy a new car in the next five years.

"However, over 79% would refrain from buying a car if ride sharing matches car ownership for affordability and convenience," said the report.

The 40-page report titled 'Unlocking Cities: The impact of ridesharing across India' was commissioned to better understand the benefits and potential of ridesharing in Delhi, Kolkata, Mumbai and Bangalore.

The report was launched in the presence of Barney Harford, Uber's Global COO Amit Jain, President, Uber India and South Asia Suresh Subudhi, Partner, BCG & Ann Lavin, Senior Director, Public Policy & Government Relations, Uber APAC.

"For over 9 years now, Uber has been a pioneer in ridesharing, globally. Closer home, we continue to be at the forefront when it comes to unlocking the true potential of ridesharing for India. Through this study, we are hoping to draw the attention of administrators and urban planners on how shared cars and mobility can be part of the solution vs. individual car ownership," said Amit Jain.

"In the coming months, we will introduce several India first innovations that will help bring the benefits of ridesharing to many more Indians and enable us to work with the Government towards a common goal: reduce private car ownership and expand access to public transit systems. We are delighted that India has embraced shared mobility in a big way -- but we still have a long way to go. Together with the Government, we aim to continue playing a key role in improving lives and cities," added Jain.

Suresh Subudhi said, "Cost of congestion is alarmingly high across Indian cities. We need to creatively think about increasing public transport usage and network while managing private transport growth. On-demand ride sharing is a practical way to reduce no of private vehicles on the road and reduce congestion. It is important to encourage this proactively."

The study found that rideshare vehicle delivers on average 1.4-3.3 times more passenger-kilometres compared to private vehicles.&nbsp;

Delhi: 12-year-old girl raped, video sent to parents

India stood up Sunday to protest the recent Unnao and Kathua gang rapes.&nbsp;

Protests were held in Mumbai, Delhi, Bengaluru, Aligarh, Bhopal, and Goa and Kerala.&nbsp;

The Mumbai protest began at Bandra's Carter Road.&nbsp;

Ekta Kapoor had earlier tweeted: "Everyone should come. Whatever religion, gender or belief you belong to. For humanity, for justice..."&nbsp;

The Delhi protest is being held at Parliament Street where, news reports said, Swati Maliwal, the chief of the Delhi Women's Commission, is holding a hunger strike.

The Kathua and Unnao gang rapes have left the nation in shock.&nbsp;

In the first attack, an eight-year-old girl was kept captive in a temple in Kathua, Jammu. The child was sedated and gang-raped repeatedly.&nbsp;

The alleged mastermind was a retired revenue official and policemen were allegedly involved in the crime.&nbsp;

The Unnao gang rape only came to light when the girl and her family tried to immolate themselves outside the residence of the Uttar Pradesh chief minister.&nbsp;

The girl said she had been raped by the BJP MLA from Unnao Kuldeep Singh Sengar and his associates in May 2017 but had got no justice.&nbsp;

The girl's father died a few days later. He was reportedly beaten by Sengar's brother in front of the police who allegedly did nothing because of the MLA's clout.&nbsp;

Sengar's brother has been arrested. Sengar himself was finally arrested only after the CBI took over the case.&nbsp;

Defending champions Mumbai failed for the third time to open their winning account in the eleventh edition of the Indian Premier League as they lost to Delhi by seven wickets.&nbsp

Meanwhile, the Delhi boys chased down a 195-run target at Wankhede to get off the mark in this year's IPL edition.&nbsp

But, it was Jason Roy's unbeaten 91 runs that helped Delhi defeat Rohit-led Sharma side. &nbsp

Roy smashed six sixes and six fours in his 52-ball innings.&nbsp

Wicketkeeper-batsman Rishabh Pant also played a stunning inning of 47 runs off just 25 balls to get his side taste their first victory.&nbsp

Winless Mumbai on Saturday set a difficult target of 195 runs for opponents Delhi to cinch their maiden match in the Indian Premier League (IPL) 2018.&nbsp

Openers Suryakumar Yadav and Evin Lewis gave Mumbai a superb start as the two scored 56 and 48 runs off 32 and 28 balls respectively.

Wicketkeeper-batsman Ishan Kishan continued the pace after Lewis lost his wicket and smashed a 23-ball 44 runs.

Skipper Rohit Sharma, who did not open today, again failed to contribute and lost his wicket after making just 18 runs.

Meanwhile, Delhi bowlers performed late, failing to restrict the opponents to a low score.&nbsp

Rahul Tewatia dismissed both the openers, breaking the massive partnership that almost took the match away from Delhi.&nbsp

Later, Delhi came back more strongly, picking up five wickets for 28 runs in the last five overs

Gautam Gambhir won the toss and has opted to field first against Mumbai at the Wankhede Stadium on April 14.

"We'll bowl. Wicket's not going to change. We haven't spoken too much about the last game. Result didn't go in our favour, so we don't want to discuss and complicate things," said Gambhir after winning the toss.

Gautam Gambhir has made two changes, Jason Roy for Colin Munro and Dan Christian for Chris Morris, on the other hand, Mumbai also has replaced Ben Cutting with Akila Dananjaya and Hardik Pandya in place of Pradeep Sangwan.

Hardik Pandya did not play in the previous game due to a sore back but it seems he is fit and fine and will boost the batting and cowling departments.

Dinesh Karthik-led Kolkata will face Hyderabad team in the second Saturday clash at Eden Gardens stadium on April 14.

Hyderabad team is high on spirit as they have won their previous two clashes and currently sitting atop of Indian Premier League points table following a better Net Run Rate (NRR).

Kolkata have won one match out of two in the ongoing IPL tournament. As a team, Kolkata boys believe in their&nbsp;capabilities to pull off match-winning knocks but they lack intent.

In the previous clash, Kolkata had displayed a very poor fielding show as they dropped three crucial catches. The batting is good to some extent, Andre Russell, Sunil Narine, Nitish Rana, and skipper Dinesh Karthik are currently in-form.

In presence of&nbsp;spin star Kuldeep Yadav and Piyush Chawla and pacers like Mitchell Johnson, Andre Russell and Vinay Kumar the bowling department of Kolkata is settled.

Probable XI of Kolkata:

Chris Lynn, Sunil Narine, Robin Uthappa, Nitish Rana, Dinesh Karthik (c & wk), Rinku Singh, Andre Russell, Mitchell Johnson, Piyush Chawla, Vinay Kumar, Kuldeep Yadav

On the other hand, Hyderabad team will look forward to winning the match to solidify its positions at number one of IPL points table. Though, it seems a bit difficult because it appears that the team is dependent on Shikhar Dhawan as his performance in the last match was splendid.

Hyderabad's batting line-up is balanced Shakib Al Hasan, Yusuf Pathan and Deepak Hooda will power the middle batting order.

On the other hand, Manish Pandey yet to prove his Rs 11 cr worth.

Team's core strength is the bowling department and it is going to be difficult for Dinesh Karthik and his team to ease past it easily.

Here is the preview of Delhi vs Mumbai and Hyderabad&nbsp;vs Kolkata:

Probable XI of Hyderabad:

Wriddhiman Saha (wk), Shikhar Dhawan, Kane Williamson (c), Manish Pandey, Deepak Hooda, Yusuf Pathan, Shakib Al Hasan, Rashid Khan, Billy Stanlake, Siddarth Kaul, Bhuvneshwar Kumar or Sandeep Sharma

Bhuvi did not play in the previous clash as he was suffering sore back but it is expected that he will be back in the clash against Kolkata. His presence would boost the bowling strength of Hyderabad. If the injury prevails then Sandeep Sharma will fill in.

Hyderabad team is high on spirit as they have won their previous two clashes and currently sitting atop of Indian Premier League points table following a better Net Run Rate (NRR). Kolkata have won one match out of two in the ongoing IPL tournament. As a team, Kolkata boys believe in their capabilities to pull off match-winning knocks but they lack intent. In the previous clash, Kolkata had displayed a very poor fielding show as they dropped three crucial catches. The batting is good to some extent, Andre Russell, Sunil Narine, Nitish Rana, and skipper Dinesh Karthik are currently in-form. In presence of spin star Kuldeep Yadav and Piyush Chawla and pacers like Mitchell Johnson, Andre Russell and Vinay Kumar the bowling department of Kolkata is settled. Probable XI of Kolkata: Chris Lynn, Sunil Narine, Robin Uthappa, Nitish Rana, Dinesh Karthik (c & wk), Rinku Singh, Andre Russell, Mitchell Johnson, Piyush Chawla, Vinay Kumar, Kuldeep Yadav On the other hand, Hyderabad team will look forward to winning the match to solidify its positions at number one of IPL points table. Here is the preview of Delhi vs Mumbai and Hyderabad vs Kolkata: × Probable XI of Hyderabad: Wriddhiman Saha (wk), Shikhar Dhawan, Kane Williamson (c), Manish Pandey, Deepak Hooda, Yusuf Pathan, Shakib Al Hasan, Rashid Khan, Billy Stanlake, Siddarth Kaul, Bhuvneshwar Kumar or Sandeep Sharma Bhuvi did not play in the previous clash as he was suffering sore back but it is expected that he will be back in the clash against Kolkata. His presence would boost the bowling strength of Hyderabad. If the injury prevails then Sandeep Sharma will fill in.

IPL 2018: Gautam Gambhir wins toss, opts to bowl against Mumbai

Delhi boy Gautam Gambhir and Mumbaikar Rohit Sharma are ready to set up the first clash on Saturday at Wankhede Stadium&nbsp;to open their account in the ongoing IPL tournament as both the teams have lost their previous clashes and will be looking forward to winning the match.

Delhi was outplayed in the first match which was against Punjab and in the next rain-hit match they were slightly unfortunate as Rajasthan won&nbsp;by DLS method.&nbsp;Delhi failed to score revised target of 75 runs off 6 overs.

The good news for Delhi is that they have Glenn Maxwell back and it is expected that he will boost the batting strength of the team.

Delhi is dependent&nbsp;on its massive pace strength but in the absence of spinners, the&nbsp;team might suffer as they have a sole spinner in the form of Rahul Tewatia, though his bowling has been of a higher standard in the previous matches.

Delhi's Probable XI:

Gautam Gambhir, Colin Munro, Shreyas Iyer, Rishabh Pant, Glenn Maxwell, Vijay Shankar, Chris Morris, Rahul Tewatia, Mohammed Shami, Shahbaz Nadeem, Trent Boult

On the other hand, Rohit Sharma-led Mumbai team had taken the previous matches to the last overs but however, they could not win from there. As we all know that points do matter a lot in the initial stage of the tournament to avoid the unnecessary pressure of the tournament.

Mumbai's Probable XI:

Evin Lewis, Rohit Sharma, Ishan Kishan, Suryakumar Yadav, Hardik Pandya, Krunal Pandya, Kieron Pollard, Mitchell McClenaghan, Mayank Markande, Jasprit Bumrah, Mustafizur Rahman

The bowling department has been the core strength but the batting department does lack an intent.&nbsp;

Their star player, Hardik Pandya did not play in the previous game due to a sore back but he is recovering well and is expected to return in today's match.

Though, both the teams lost their previous clash but still, the winning probability is more towards Delhi.

Markets regulator Sebi today decided to make physical settlement of stock derivatives mandatory in a phased or calibrated manner, a move that could bring some much-needed balance between equity cash and derivative segments.&nbsp

The regulator has strengthened the existing entry criteria for introduction of stocks into the derivative segment in line with the increase in market capitalisation since the last revision of the criteria in 2012, Sebi said in the circular.&nbsp

Accordingly, existing criteria like market-wide position limit and median quarter-sigma order size have been revised upward from the current level of Rs 300 crore and Rs 10 lakh, respectively to Rs 500 crore and Rs 25 lakh, respectively.&nbsp

An additional criterion of average daily deliverable' value in the cash market of Rs 10 crore has also been prescribed. The enhanced criteria need to be met for a continuous period of six months.&nbsp

"It has been decided that physical settlement of stock derivatives shall be made mandatory in a phased/calibrated manner," Sebi noted.&nbsp

To begin with, Sebi said that stocks which are currently in derivatives but fail to meet any of the enhanced criteria would be physically settled.&nbsp

However, such stocks would exit the derivative segment if they fail to meet any of the enhanced criteria within one year or fail to meet any of the current existing criteria for a continuous period of three months.&nbsp

Stocks which are currently in derivatives and meet the enhanced criteria would be cash settled. Such stocks if they fail to meet any one of the enhanced criteria for continuous three months will move from cash settlement to physical settlement.&nbsp

After moving to physical settlement if such stock does not meet any of the current existing criteria for a continuous period of three months, then it would exit out of derivatives.

Rajasthan seal a 10-run win by DLS method over Delhi after rain threatened to wash off the game in Jaipur.

IPL 2018: Delhi wins toss, elects to bowl

Rajasthan were outclassed and outplayed by Hyderabad in their opening match of IPL 2018. The Ajinkya Rahane-led franchise will now look to register their first win of the season 11 when they face Delhi at their home ground Sawai Mansingh Stadium on Wednesday.&nbsp;

It will be Rajasthan's first IPL home game in five years and the team will be eager to put on a show for the home fans.&nbsp;

Their opponents Delhi too tasted defeat and both teams will be itching to bounce back.

The Gambhir-led corp. were severely hit by KL Rahul's 14-ball fifty for Kings XI Punjab, losing in Mohali by six wickets.

Rajasthan, on the other hand, could never cope with the bowling might of Hyderabad and went down by nine wickets in Hyderabad.&nbsp;

It was a rather forgettable opening for the hosts who are making a comeback in the tournament after serving a two-year suspension.

The comfort zone of playing at home may give the desired dose of much needed confidence but the cracks exposed against Sunrisers need to be addressed quickly.

Barring a 49 by Sanju Samson, none of other the batsmen showed any confidence nor they could build any partnerships.

Gambhir looked good and determined during his 55 and Rishabh Pant and Morris too contributed.

The BJP today mocked Congress president Rahul Gandhi's fast at Rajghat as a "farce" and described the party's decision to keep the 1984 anti-Sikh riots accused Sajjan Kumar and Jagdish Tytler away from the main dais as its "<a href="http://www.wionews.com/india-news/was-jagdish-tytler-asked-to-leave-congress-protest-at-rajghat-129339">admission of guilt</a>".

BJP spokesperson Sambit Patra ridiculed the opposition party's nation-wide fast against the alleged caste violence and communalism, saying its leaders had come to the Mahatma Gandhi's memorial to talk about non-violence but the presence of Kumar and Tytler exposed the party's "real violent" face.

"The Congress has fallen into its own trap. What we have seen from Rahul Gandhi today is not a fast but the farce of a fast. (It was) an attempt by his party to fast track his politics to burnish his credentials despite people rejecting him time and again," he told reporters.

The Congress was forced to asked them to leave and it was its admission of guilt, he said.

Taking a dig at Gandhi over his attack on the Modi government over Dalit issues, Patra asked if he had abstained even from one meal when anti-Dalit violence had happened in places like Mirchpur, Gohana and Jhajjar when the Congress was in power.

Citing figures of anti-Dalit violence in five years of the Congress rule in the poll-bound Karnataka, he said the state had reported 9,080 cases crimes against the community and over 358 Dalits were killed.

Gandhi should tell them when he plans to sit on a fast against crimes against Dalits in Karnataka, he asked.

Another BJP spokesperson Bizay Sonkar Shastri raked up the Congress' alleged ill-treatment of Dalit icon Bhimrao Ambedkar and said it was Prime Minister Narendra Modi who had been working overtime to fulfil Ambedkar's dreams.

The Rajya Sabha was today adjourned till 2 pm without transacting any legislative business after the Congress-led opposition created an uproar over various issues including softening of provisions of the SC/ST Atrocities Act.

Chairman M Venkaiah Naidu called the protests, which have not allowed any business to be transacted since the House met on March 5, as a "murder of democracy".

No sooner had 12 new members taken an oath of office that opposition members trooped into the well of the House displaying placards in support of their demand and shouting slogans.

While MPs belonging to the Congress and the BSP were protesting against softening of certain provisions of the Scheduled Castes and Tribes (Prevention of Atrocities) Act, Tamil parties - DMK and AIADMK demanded immediate constitution of the Cauvery Water Management Board for the division of river water between Tamil Nadu and Karnataka.

Members of the TDP and KVP Ramachandra Rao of the Congress held placards demanding special status for Andhra Pradesh.

"Narendra Modi - Dalit Virodhi" (Narendra Modi is anti- Dalit), shouted Congress and BSP members. They also shouted, "Dalit virodhi yeh sarkar, nahi chalegi, nahi chalegi" (This anti-Dalit government will not be tolerated).

TDP MPs raised 'Save Andhra" slogans.

Naidu expressed displeasure over repeated disruptions since Parliament met early last month for the second half of the Budget session.

He requested members to return to their seats and at least pass the anti-corruption bill.

"You want these kinds of ugly scenes to be seen every day by people," he said referring to slogan shouting and placards trying to block his view.

"What is the difference between people shouting slogans outside and here," he asked. "You have not transacted any business including important legislations. People want legislations."

He said a handful of people were obstructing proceedings over their agenda.
Naidu said any issue be it banking scam, Cauvery waters, Andhra special package, Dalit act or Kashmir issue can be discussed.

Its unfortunate that debate on these issues is not happening despite the Chair permitting it and the government willing to discuss it, he said.

"You are testing the patience of the people. This is not good for democracy. This is murdering democracy," he said. "Entire country is agitated, depressed."

"Have some discussion and allow some bills to be passed," he requested an unrelenting opposition.

He noted that just two days were left before the session ends on Friday and it was imperative that some legislative business was transacted today and tomorrow.

With the slogan-shouting continuing, he adjourned proceedings till 2 pm.

Bharat Bandh protest: Heart of Delhi comes to standstill, arteries blocked

The Delhi government on Monday informed the Supreme Court that it was negotiating with Haryana for the release of 450 cusecs of water of the Yamuna river per day for the national capital.

A bench of Chief Justice Dipak Misra and Justices A M Khanwilkar and D Y Chandrachud was informed by the Delhi Jal Board (DJB) that Haryana had released some amount of water.

Senior advocate Mukul Rohatgi, appearing for the Delhi Jal Board, said the court might not need to pass any order as both Delhi and Haryana governments were in negotiation to resolve the crisis.

To this submission of Rohatgi, the bench said it was adjourning the matter for April 16.

The apex court was hearing a plea filed by the DJB alleging that Haryana had reduced by one-third the supply of Yamuna water to the national capital, leading to a grave water crisis in Delhi.

The DJB contended in its plea that Haryana was supplying Delhi only 330 cusecs of water per day as against 450 cusecs per day which was agreed upon between the state and the Union Territory.

It has claimed that due to the present curtailment in water supply to the Wazirabad reservoir, the plant is running at reduced capacity leading to "grave water crisis" in the city.

The DJB had said the situation would "escalate" as the temperature rises with the onset of summer and the demand for drinking water shoots up.

It has sought directions from the apex court to the Haryana government to supply the full 450 cusecs of water per day continuously and daily to the Wazirabad reservoir.

The Delhi High Court had also recently told the Haryana government that it has to stick to its 2014 direction specifying the amount of water to be released to Delhi every day.

CBSE paper leak: Protesting students demand re-exams in all subjects, say more papers leaked

A company — TshirtBhaiya.com — has begun to sell T-shirts depicting the Kashmiri man tied to an army jeep in 2017. Farooq Ahmad Dar had been tied to the jeep by an army major, who said he had done so to get himself and his men to safety.&nbsp

There had reportedly been stone pelters in the vicinity.&nbsp

Dar had effectively been used as a human shield.&nbsp

TshirtBhaiya.com is reportedly linked to a member of the BJP — Tejinder Bagga, who is spokesperson of the Delhi unit of the BJP. Bagga says the T-shirt is meant to boost the morale of the Indian Army and to allow people to wear their "patriotism on the chest".

The Kashmiris however view it as provocation, and believe it will make the Kashmir situation even more &nbspunstable.&nbsp

Dar's lawyer, Ahsan Untoo, meanwhile says they will be filing a defamation suit against the T-shirt's promoters.&nbsp

"It's simply provocation, those acts make the life of that person miserable if he is not given justice he should not be torched with every passing day, A man tied to jeep and then dragged in dozens of village how can that be justified, and can this boost the moral of Indian Army? We have going to file a defamation case in this matter," said Untoo.

The T-shirt and its sale have also been condemned by political parties.&nbsp

The National Conference and the Congress said the Indian Army is a "big institution" and that these small acts will not boost their moral but will instead dent their credibility. They added that "we all are nationalists living in Kashmir and know how to boost the morale of the army".&nbsp

"We all know how to boost the moral of army but this is not the way, we want peace but these acts are helping anti-national elements, it will provoke youth more," said Taj Mohudeen, senior Congress leader.

"It's a highly condemnable act, it will instigate more trouble and will provoke people in Kashmir, state government had failed to give justice and now they sprinkle salt on wounds," said Junaid Mattu, National Conference spokesperson.

Dar had been tied to the jeep on April 9 last during by-elections in central Kashmir's Budgam village. Video of the incident soon went viral.&nbsp

There had reportedly been a note tied to his chest saying: "This will be fate of stone pelters".&nbsp

A massive controversy had erupted, with the army saying Dar had been used as a human shield to safeguard polling staff and EVMs. The army officer responsible for tying Dar to the jeep — Major Leetul Gogoi — was later commended by the army.

Dar, through his lawyer who is also a human rights activist, approached the state human rights commission which directed the state government to compensate Dar. The state government however refused, saying they had no scheme under which they could compensate Dar.&nbsp

Jammu and Kashmir Chief Minister Mehbooba Mufti at the time asked J&K Police to file a report on video. Police launched their investigation and filed an FIR ,&nbsp

In their investigation, they stated that Dar had cast his vote before being tied to the jeep. The army on the other hand had suggested that he might have been a stonepelter.&nbsp

In the wake of escalating air pollution and dipping air quality, Delhi has switched to Bharat Stage-VI (BS-VI) fuel. According to oil minister Dharmendra Pradhan's directive, state-run fuel retailers were supposed to supply BS-VI fuel&nbsp;in the capital city from April 1, 2018.&nbsp;

The move makes Delhi the first city in the country to run on BS-VI fuels. The Centre had decided to roll-out BS-VI fuels across the country by 2020. &nbsp;

BS-VI fuels are believed to perform better than CNG when it comes to emissions. However, some say that introducing the fuel to vehicles not compatible will not yield benefits as desired.&nbsp;

According to reports, the decision to go ahead with BS-VI fuels before the set deadline came in the wake of worsening air quality in the capital city.&nbsp;

Meanwhile, the Supreme Court today asked the Centre to see if BS-VI fuel can be introduced in thirteen metro cities by April 2019.

The next-generation fuel is equivalent to Euro-VI and will reduce sulphur emissions by 80 per cent, compared to the existing BS-IV fuel standards, according to reports. But the two-stage leapfrog to implement the world's toughest vehicle emission standards is also likely to spike prices of vehicles.
