The father of a woman, who had alleged that she was raped by a Bharatiya Janata Party (BJP) MLA and his accomplices, died in police custody, on Monday.

An inquiry has been ordered and two police officers and four constables suspended.

The woman's father was arrested on Sunday after the family attempted suicide outside Chief Minister Yogi Adityanath's Lucknow residence.

"The man was admitted to the hospital last night after he complained of abdominal pain and vomiting. He passed away in the early morning hours. He was admitted to the hospital by the police," Dr Atul, District hospital, Unnao told ANI.

However, the relatives alleged that he was murdered in the jail by Kuldeep Singh Sengar, the BJP MLA from Unnao named as accused by the rape victim.

The woman and her family alleged that she was raped by the BJP MLA and his fellow accomplices on June 4 last year, but no action was taken.

The victim also said that she and her family were threatened after they had filed an FIR, which the Police had registered after stalling it for a year.

The family further alleged that the MLA's brother had thrashed the woman's father on April 3 for refusing to cancel the FIR, but the Police booked the father instead, and locked him up for a period of one year. Police have now arrested four persons accused of beating the father.

Sengar has denied the allegations and called it a conspiracy hatched by his political opponents.

"It's a conspiracy hatched by my political opponents to damage my reputation. I have no problems with any probe. Let a probe be conducted, and the guilty be given the stringent punishment. If I am found guilty in the probe, I am ready to face the punishment," Sengar told news agency PTI.

A probe into the rape case is underway and has been transferred to Lucknow.

UP: Father of woman alleging rape by MLA dies in police custody, relatives say politician did it

German investigators were puzzled this morning by the motives of a man who drove a van into a crowd at an open-air restaurant the day before, killing two people before shooting himself.

"So far there are no clues to a possible motive for the act," said Martin Botzenhardt, senior prosecutor in the northwestern city of Muenster where the attack happened, in a statement issued in the early hours.

"We are pressing hard on our investigation into all possible avenues."

Late yesterday, authorities were near-certain that there was no Islamist connection to the violence in the historic centre of Muenster as had initially been feared.

The two people killed were a 51-year-old woman and a 65-year-old man, both from northern Germany.

As well as the dead, police said 20 were injured -- six of them seriously -- amid the broken and upturned tables and chairs seen strewn across the pavement in images of the scene.

Police had to wait for a bomb disposal team to clear the vehicle used in the attack after noticing suspect wires inside.

In the end, they found only the weapon used by the 48-year-old driver to kill himself, a blank-firing pistol and some powerful fireworks.

A search of the mans Muenster apartment late Saturday turned up more fireworks and a deactivated AK47 assault rifle.

Police have appealed to the public for information about the attack, setting up a website where people can upload photos or videos.

"There was a bang and then screaming. The police arrived and got everyone out of here," an employee of the restaurant hit by the terrace told NTV.

"There were a lot of people screaming. Im angry -- its cowardly to do something like this."

Armed police cordoned off a wide area around the scene of the attack, urging residents to avoid the city centre to allow investigators to get to work amid initial fears the country had suffered another extremist assault.

Germany has been on especially high alert for jihadist attacks after several claimed by the Islamic State group.

But in the Saturday afternoon attack, inflicted as locals and tourists enjoyed a sunny spring day, there was "no indication at the moment that there is any Islamist connection," said North Rhine-Westphalia state interior minister Herbert Reul.

Media reports said the driver, identified only as Jens R., had a history of mental health problems.

Public broadcaster ZDF said the man had recently attempted suicide while rolling news channel NTV said he had spoken of a desire to bring as much attention as possible to his death.

ZDF also reported that he had possible links with far-right movements.

Chancellor Angela Merkel said she was "deeply shaken" by the incident and "everything possible will be done to determine what was behind this act and to help the victims".

The presidents of Russia and France, Vladimir Putin and Emmanuel Macron, each sent their condolences.

The attack is the latest in a string across Europe in which vehicles have been used to attack crowds of people in public places.

In a Berlin attack in December 2016, Tunisian asylum-seeker Anis Amri hijacked a truck and murdered its Polish driver before killing another 11 people and wounding dozens more by ploughing the heavy vehicle through a Christmas market in central Berlin.

He was shot dead by Italian police in Milan four days later while on the run.

In France, the Islamic State group claimed a 2016 truck attack in Nice on its July 14 national holiday that killed 86.

And in Spain, the jihadists also claimed a rampage along Barcelonas Las Ramblas boulevard in August 2017 that killed 14 and left more than 100 injured.&nbsp

A Palestinian was shot dead by Israeli forces on the Gaza border Tuesday, the health ministry in the strip said, as tensions remained days after 17 people were killed when a mass demonstration led to clashes.

The ministry identified the dead man as 25-year-old Ahmed Arafa, saying he was shot in the chest during clashes east of Bureij in central Gaza.

The Israeli army said it was looking into the incident and could not immediately comment.

It was the first death since at least 17 Palestinians were killed by Israeli troops on Friday when a protest by tens of thousands of people resulted in clashes.

It was the deadliest day since the 2014 war between Israel and Gaza's Islamist rulers Hamas.

Smaller protests have continued since, with thousands expected to take to the streets again on Friday.

Israel's use of live fire has come under criticism from rights groups, while the European Union and UN chief Antonio Guterres have called for an independent investigation.

But earlier Tuesday, Israeli Defence Minister Avigdor Lieberman issued a new warning, saying those who approach the fence between Gaza and Israel will put "their life in danger."

Israel has defended its soldiers' actions on Friday, saying they opened fire only when necessary against those throwing stones and firebombs or rolling tyres at soldiers.

It said there were attempts to damage the fence and infiltrate Israel, while alleging there was also an attempted gun attack against soldiers along the border.

Palestinians say protesters were fired on while posing no threat to soldiers.

Human Rights Watch on Tuesday said Friday's killings were unlawful and "calculated," also saying the border protests posed no immediate threat to Israeli soldiers.

Winnie Mandela, the former wife of South African anti-apartheid icon Nelson Mandela, died today at the age of 81, her spokesman said.

She died in a Johannesburg hospital after a long illness, spokesman Victor Dlamini said in a statement.

Winnie Mandela, who was married to Nelson Mandela for 38 years, played a high-profile role in the battle to end white-minority rule but her place in history was also stained by controversy.

"It is with profound sadness that we inform the public that Mrs Winnie Madikizela-Mandela passed away at the Netcare Milpark Hospital, Johannesburg, South Africa on Monday," said a statement issued by Dlamini, a family spokesman.

"She died after a long illness, for which she had been in and out of hospital since the start of the year. She succumbed peacefully in the early hours of Monday afternoon surrounded by her family and loved ones."

Most of Winnie's marriage to Nelson was spent apart, with Nelson imprisoned for 27 years, leaving her to raise their two daughters alone and to keep alive his political dream under the repressive white-minority regime.

But her reputation came under damaging scrutiny in the twilight years of apartheid rule.

In 1986, she was widely linked to "necklacing", when suspected traitors were burnt alive by a petrol-soaked car tyre being put over their head and set alight.

In 1990 the world watched when Nelson Mandela finally walked out of prison -- hand in hand with Winnie.

The following year, she was convicted of kidnapping and assault over the killing of Stompie Moeketsi, a 14-year-old boy.

In 1992, the Mandelas separated, and then divorced in 1996, after a legal wrangle that revealed she had had an affair with a young bodyguard.

An air strike by the Saudi-led coalition fighting in Yemen killed 12 civilians, including seven children, in the costal city of Hodeidah on Monday, medics and a witness said.

Security officials added that the air strike had wounded at least 30 people on Tuesday.&nbsp

International rights groups have accused the coalition of bombing civilian gatherings, markets, hospitals and residential areas across Yemen since the beginning of its air campaign against Iran-backed rebels, known as Houthis, in March 2015.

Medics and a witness who saw the wreckage said the air strike had destroyed a house in al-Hali district, where displaced civilians from other provinces were settled.

A spokesman for the Saudi-led coalition told Reuters: "We take this report very seriously and it will be fully investigated as all reports of this nature are - using an internationally approved, independent process. Whilst this is ongoing, it would be inappropriate to comment further."

Hodeidah is home to the impoverished country's biggest port from where most of the humanitarian aid reaches millions of civilians on the brink of famine. The operation of port, controlled by the Iran-aligned Houthis, was not affected by the air strike.

Saudi Arabia and the United Arab Emirates intervened in a civil war in Yemen in 2015 against the Houthis to restore the internationally recognised government of President Abd-Rabbu Mansour Hadi.

The alliance, which includes other Sunni Muslim states, has conducted thousands of air strikes targeting Houthi fighters and has often hit civilian areas, although it denies ever doing so intentionally.

The war has killed more than 10,000 people, displaced more than 2 million and driven the country - already the poorest on the Arabian Peninsula - to the verge of famine.

A fire allegedly set during an attempted jailbreak from Venezuelan police holding cells killed 68 people on Wednesday, the country's top prosecutor and an inmates' rights group said.

The blaze at the detention facility in Carabobo state is the latest in a series of deadly incidents in Venezuela's overcrowded jails.

"In light of the terrible events that took place in the Carabobo state police headquarters, where 68 people died in a presumed fire, we have appointed four prosecutors... to clarify these dramatic events," chief prosecutor Tarek William Saab said on Twitter.

Carlos Nieto, head of Una Ventana a la Libertad (A Window on Freedom), said that "some burned to death and others asphyxiated" after setting fire to mattresses and stealing a guard's gun in an attempt to break out.

The dead included two women thought to have been visiting the jail at the time of the incident, Nieto said.

Rafael Lacava, the governor of Carabobo state, expressed his "consternation" over the events but did not provide a toll.

"A serious and profound investigation has been initiated to find the causes and those responsible for these regrettable events," he said on Twitter, expressing solidarity with relatives of those who died.

Relatives of those being kept in the detention centre tried to force their way into Carabobo state police headquarters. After one officer was injured by a stone, the crowd was dispersed by police firing tear gas.

A video posted on Twitter showed dozens of people demanding information in front of police guarding the site.

"I am a desperate mother. My son has been here a week. They have not given any information," Dora Blanco told local media.

Venezuela's prisons suffer from dire overcrowding and a shortage of basic supplies, struggling under the deepening economic crisis that is gripping the once-wealthy oil-producing country.

Because of the lack of space in penitentiaries, convicts are often sent to police holding cells like the ones in Carabobo, meant to be used as temporary pens for suspects facing charges or court hearings, where detainees are supposed to spend a maximum of 48 hours.

Nieto's association estimated that the temporary detention centres were overfilled by five times their capacity.

"All the police stations in Venezuela are facing similar or worse conditions of overcrowding, lack of food and disease," he said.

The association said 65 people died last year in the holding cells due to violence, malnutrition or tuberculosis.

Two weeks ago, 58 detainees escaped holding cells on Margarita Island, a favoured tourist spot, when a hole opened up in their facility's wall. They were all soon recaptured.

In August 2017, a riot left 37 dead and 14 wounded in police cells in the southern state of Amazonas, while an April 2017 clash between rival gangs left 12 dead and 11 injured in the Puente Ayala prison in the eastern city of Barcelona.

A month before that, the remains of 14 people were found in a mass grave in the General Penitentiary of Venezuela, in San Juan de Los Morros in the country's centre.

A North Carolina man who routinely broadcast his daily life on Facebook Live was fatally shot on Monday while walking through a neighborhood just outside Wingate University.

Prentis Robinson, 55, was shot just near North Carolina's police headquarters, where he had just reported a stolen cell phone. Investigators believe the shocking murder was retaliation from area drug dealer, reports said.

The suspect, 65-year-old Douglas Cleveland Colson, surrendered Tuesday to the Union County Sheriff's Office, reports said. Reports further quoted a lifelong Wingate resident informing that has been arrested before.

"The Wingate Police Department in conjunction with the State Bureau of Investigations (SBI) and the Union County Sheriff’s Office worked a death investigation until they had a suspect, this morning they made an arrest and he is in custody," police said in a statement on Facebook.

In the live footage, which Facebook has since removed, Robinson was seen walking down a street in a neighborhood with a cell phone attached to a selfie stick, or a monopod device used to take photos or videos. He was talking to viewers.

Robinson then said "you on Live" repeatedly to someone off-camera. The person, who was not visible, then appears to have fired four gunshots at Robinson until he fell to the ground.

Facebook said in a statement that it removed the video because it had no way of knowing whether the victim would have wanted "this horrific act" to be broadcast on social media.

"We will apply a warning screen to future uploads of the video intended to raise awareness or condemn this tragedy, and limit accessibility to people over the age of 18," said a Facebook spokesperson in a statement on Tuesday.

New air strikes on the Syrian rebel enclave of Eastern Ghouta on Saturday took the civilian death toll from seven days of devastating bombardment to more than 500 after the United Nations again delayed a vote on a ceasefire.

A total of 127 children figure among the 510 dead in the bombing campaign that the regime launched last Sunday on the enclave just outside Damascus, the Syrian Observatory for Human Rights said.

The Britain-based monitor of the war said at least 32 civilians were killed in Saturday's strikes, including eight children. A night of heavy bombardment sparked fires in residential districts, it said.

The Observatory has said the air strikes are being carried out by Syrian and Russian forces. Moscow, which intervened militarily in support of its Damascus ally in 2015, has denied any direct involvement in the Eastern Ghouta bombardment.

US President Donald Trump on Friday said Russia's recent actions in Syria were a "disgrace".

The UN Security Council on Friday delayed to 19:30 GMT a vote on a draft resolution demanding a 30-day ceasefire in Syria, diplomats said.

Negotiations were continuing to avoid a Russia veto of the text that would establish a truce to allow humanitarian aid deliveries and medical evacuations.

Turkey urged the international community to end the bloodshed in Eastern Ghouta. "The world should say stop to this massacre," Turkish President Recep Tayyip Erdogan's spokesman said on Twitter.

Control of Eastern Ghouta is shared between two main Islamist factions, while Syria's former Al-Qaeda affiliate is also present, and Russia insists there can be no ceasefire with the jihadists or their allies.

Russia has been pressing for a negotiated withdrawal of rebel fighters and their families like the one that saw the government retake full control of second city Aleppo in December 2016. But all three rebel groups have refused.

During a council meeting called by Russia, Ambassador Vassily Nebenzia presented a new raft of amendments to a draft resolution that would allow deliveries of humanitarian aid and medical evacuations during the pause.

Negotiations on the draft presented by Sweden and Kuwait on February 9 have dragged on as hundreds of Syrians have died in a fierce government air campaign in the rebel-held enclave of Eastern Ghouta.

World leaders have expressed outrage at the plight of civilians in Eastern Ghouta, which UN chief Antonio Guterres called "hell on earth", but have so far been powerless to halt the bloodshed.

The enclave is completely surrounded by government-controlled territory and its 400,000 residents are unwilling or unable to flee the deadly siege.

In one of the many unfolding dramas at a Douma field hospital, a young woman amputated from the knee breastfed a 40-day-old infant who had lost his entire family in the bombings.

"She doesn't know yet that her own daughter has been killed," a nurse said.

Food supplies have been running dry, with bread no longer available on local markets.

"I haven't eaten since the day before yesterday," said a mother in a shelter with her two children in Douma, Eastern Ghouta's main town. "They haven't stopped crying for three days."

The cornered rebels in Eastern Ghouta have been firing back into Damascus, where six civilians were wounded on Saturday, state media said.

Around 20 people have been killed in eastern districts of the capital since Sunday, according to state media, and many residents have sought temporary accommodation elsewhere for fear of a further intensification of the fighting.

At the United Nations, US ambassador Nikki Haley expressed dismay as negotiations dragged on to secure Russian approval for a ceasefire resolution.

"Unbelievable that Russia is stalling a vote on a ceasefire allowing humanitarian access in Syria," Haley posted on Twitter.

German Chancellor Angela Merkel and French President Emmanuel Macron wrote to Russian counterpart Vladimir Putin on Friday to ask him to back the ceasefire.

Negotiations have stumbled over a key provision of the draft resolution that specifies when the ceasefire will begin.

Following hours of tough negotiations, an amended draft was circulated that demands a 30-day ceasefire "without delay," while stopping short of specifying the timing.

A previous draft had said the ceasefire would go into force 72 hours after the adoption, but that was dropped from the text in a bid to reach compromise with Russia.

In another concession to Russia, the draft also specifies that the ceasefire will not apply to operations against the Islamic State group or Al-Qaeda, along with "individuals, groups, undertakings and entities associated" with the blacklisted terror groups.

The text would demand the immediate lifting of all sieges in Syria, including that on Eastern Ghouta, and order all sides to "cease depriving civilians of food and medicine indispensable to their survival".

Mexican authorities have informed that dozens of dolphins were found stranded on a rocky beach along the coast of Baja California Sur State on Tuesday.

At least 21 dolphins were found dead out of the 54 that had washed up on the beach in northern Mexico, federal environmental protection agency said.

Workers attended to the dolphins and saved 33 of the short-beaked common dolphins, the Mexican environmental protection authority, Profepa, said in a statement.

The dolphins had bite marks that appeared to indicate they had been attacked by bottlenose dolphins, rescuers said.

An autopsy will be carried out on two of the animals for further analysis. Experts said it was the largest dolphin beaching incident seen in the state in recent years.

Photos released by the agency show dozens of dolphins washed up on the rocks and lined up in the sand, overseen by white-coated personnel.

The toll from a twin car bombing in Libya's eastern city of Benghazi rose to 35 on Wednesday, with about 60 people wounded, medical officials said.

The first blast on Tuesday evening hit worshippers leaving a mosque in Benghazi's central Al Salmani district. The second, about 15 minutes later, inflicted a large number of casualties among people who had gathered at the scene.

Senior security officials were among the casualties.

Local health official Hani Belras Ali said on Wednesday that 47 people were also wounded in the Tuesday night attack in the Salmani neighborhood.

No group has yet claimed responsibility for the attack.

The United Nations has condemned the bombings, saying that direct or indiscriminate attacks on civilians are prohibited under international humanitarian law and constitute war crimes.

The toll was one of the highest from a single attack since Libya slid into turmoil after the uprising that toppled Muammar Gaddafi in 2011.

Benghazi is controlled by the Libyan National Army (LNA), which is led by powerful eastern-based commander Khalifa Haftar and was battling Islamists and other opponents in the port city until late last year.

A measles outbreak is feared to have killed about 100 malnourished people in Indonesia`s Papua, an official said Sunday, highlighting a health crisis in the country`s easternmost province.

A total of 69 toddlers have died in the remote Asmat region, said Papua military spokesman Muhammad Aidi, while reports on the ground suggest 27 people have died in an equally remote and mountainous district named Oksibil.

"We have received reports from villagers that the outbreak is also happening in Oksibil district and our staff have confirmed that, but we still need to check how many people have died," Aidi told AFP.

"Measles is not dangerous, it`s a mild disease. But because those children are malnourished, they can`t cope in that condition."

The government and military have sent medical teams and are supplying villagers with medicine, vaccines, medical equipment and nutritious food in Asmat. But the difficult terrain means the team will not arrive in Oksibil until Monday at the earliest, Aidi added.

Both areas suffer from a severe shortage of doctors and health facilities as well as poor infrastructure and communications networks, delaying news of the outbreak.

About 129,000 people live in Asmat, a swampy region cris-crossed by rivers that can only be accessed by a flight from Papua`s capital Jayapura followed by a helicopter and boat ride.

The district of Oksibil has a population of 4,000. To reach some of the villages, people must walk for about a day.

"We have sent aid, now we are making sure that it is actually distributed to those remote villages and not just stocked in a warehouse," said social affairs minister Idrus Marham.

There is still terrible violence against women, discrimination against minorities and near-slavery for bonded labourers, Jahangir told AFP during an interview in 2014, but human rights have made greater strides in Pakistan than may be apparent.

"There was a time that human rights was not even an issue in this country. Then prisoners' rights became an issue," she said.

"Women's rights was thought of as a Western concept. Now people do talk about women's rights -- political parties talk about it, even religious parties talk about it."

In addition to many publications, Jahangir has authored two books: Divine Sanction? The Hudood Ordinance (1988, 2003) and Children of a Lesser God: Child Prisoners of Pakistan (1992).[64] One of her major publications is titled "Whither are We!" and was published in Dawn, on 2 October 2000.

Funeral arrangements have yet to be announced, according to a statement by her daughter Munizae Jahangir, as the family waited for relatives to return to their hometown of Lahore.

Around 25 people, including security forces, civilians as well as six protestors, were killed in Iran on Sunday after unrest in several towns and cities following the recent anti-government protests.

“Twenty-five people, ordinary citizens and our own forces, were killed during the recent troubles,” said judiciary spokesman Gholamhossein Mohseni Ejeie, according to the Mizanonline news agency.

“None were killed by shots from the security forces because they were ordered not to use their weapons,” he added.

On Sunday, Iranian officials announced that hundreds of people detained in the protests had been released.

Tehran prosecutor Abbas Jafari Dolatabadi said 440 “arrested rioters” have been released in Tehran alone.

The semi-official Fars news agency quoted judiciary spokesman Gholamhosein Mohseni Ejehi as saying that just 55 people remain in detention in the capital in connection with the protests.

Last week, an Iranian reformist lawmaker, Mahmoud Sadeghi, said some 3,700 people were arrested across the country.

The protests, which began three weeks ago, were initially sparked by anger at the weak economy and official corruption, but escalated rapidly, with some protesters calling for the overthrow of the government and clashing with security forces.

The unrest began over economic issues but quickly grew into protests against the Islamic regime as a whole, with attacks on government and police buildings.

The government has said a total of 42,000 people participated in the unrest -- a figure that is hard to verify due to limited information from the provinces where most of the unrest took place.
