United States president Donald Trump has said on Sunday that a scheme protecting immigrants brought to the US illegally as children is "probably dead."

Deferred Action for Childhood Arrivals (DACA), the programme that protects certain illegal immigrants from being deported, is now being slammed by the Democrats, saying they don't want it.

"DACA is probably dead because the Democrats don't really want it, they just want to talk and take desperately needed money away from our Military," Trump said on Twitter.

The tweet comes as the Trump administration has resumed accepting DACA renewal requests as a result of a federal court order.

The Republicans and Democrats were already having clashes over funding the government after recent negotiations became tough as Democrats - whose votes are required to pass a government - urged immigration be included.

The fund expires on Friday night with no final deal in place.

The latest ruling comes at a time when Trump is advocating against the illegal migrants living in the US and is lobbying to build a border, along the US-Mexico border to stop its infiltration.

Trump had announced in September that he would repeal the programme, which allows certain immigrants who arrived in the US illegally as children, to stay and work without fear of being deported.

Nine inmates were killed, 14 were injured, and dozens escaped in a prison riot on Monday, national news media reported, in the latest example of Brazil's continuing difficulties maintaining control over its notoriously violent penal system.

According to newspaper O Estado de São Paulo, 106 prisoners escaped the prison in the city of Goiânia, near the capital of Brasilia. Authorities recaptured 27 of the escapees, but the rest remained at large.

One of the nine killed in the mayhem was decapitated, news media reported, sparking memories of a prison riot that occurred one year ago today in the Amazon in which 56 people died, several of whom were decapitated and thrown over prison walls.

That riot, which was rooted in a long-standing gang rivalry, came at the beginning of a January marred by widespread prison violence, with 130 prisoners dying in the first 20 days of 2017.

Brazil's prisons, which suffer endemic violence, are often severely overcrowded. Rights group call prison conditions medieval, with food scarce and cells often so packed inmates have no space to lie down.

In comments on Monday to newspaper Folha de São Paulo, the head of Brazil's prison guard union, Jorimar Bastos, criticized the amount of resources allocated for oversight at the Goiânia prison, saying only five guards were assigned to watch over 900 prisoners.

After an intense legal battle, the Naam Khasi of Mylliem in Meghalaya will be allowed to cremate their dead.

The Naam Khasi, who are an indigenous people, had earlier not been allowed to cremate their dead. When they had tried to do so, members of another community had dismantled their cremation site.

Naam Khasi members had submitted to the Meghalaya high court that they had not been allowed to cremate their dead at burial sites. And that they often had to travel long distances carrying their dead, looking for places to cremate them.

Although the matter was later settled between the two parties outside court, the Meghalaya High Court further stated: "Anybody belonging to the indigenous faith and from any locality who needs to use the crematorium, can use it."

Justice Sen of the Meghalaya High court did not mince his words while highlighting issues of caste, faith and religion. He wrote, "I am pained that even after so many years of independence, now at the 21st Century, people are not aware of the Constitution of the country where they live in and violates the Constitution. Now also, we have to remind them about the Constitutional rights and liability."

He added, "If the water that we drink does not ask about our faith, caste and religion; if the air that we breathe does not ask about our faith, caste and religion; and if the land where we all live do not ask about our faith, caste and religion; if the cosmos do not ask about our faith, caste and religion, then who are we to ask about others faith, caste and religion. Therefore, let the dead rest in peace. It is really very sad that even after death, we are fighting over our faith, caste and religion. Do the people of this country want to say that after death, somebody will go to heaven or somebody will go to hell; nobody knows that. My humble belief is that there are not two or three Gods, God is only one. I further mention that no person can practice religion or become spiritual, until and unless he or she becomes a good human being because humanity comes first, then religion."

The high court had recently rapped the headmistresses of two schools who, along with their students, had objected to the cremation of a Naam Khasi woman's husband at a burial site.

Justice Sen not only reiterated his previous observations on caste-related issues but also expressed anguish over repeated incidents of intolerance. "If the children are not being taught properly about the Constitution, religious tolerance and mutual respect, what will be the fate of this country? Parents send their children to school to make them good citizens of the country and not to become hooligans. If a headmistress cannot control the students, then they have no right to hold such a post," he said.

Cremating their dead was not the only issue before the court. Many Naam Khasi students were being ill-treated by school authorities and were often asked to sit separately in classrooms. This discrimination was openly supported by teachers.

The court observed, "It is really shameful for all of us and I repeat, that society should wake up and look into these types of issues and help India become ‘One Country, One Nation and One Family'."

While caste, religion and faith still hold our social structures together, the judiciary has, with this judgement, reminded us of the humanity and justice that often goes missing from our socio-political narrative.

The court observed, "It is really shameful for all of us and I repeat, that society should wake up and look into these types of issues and help India become ‘One Country, One Nation and One Family'." While caste, religion and faith still hold our social structures together, the judiciary has, with this judgement, reminded us of the humanity and justice that often goes missing from our socio-political narrative.

Landslides triggered by Tropical Storm Kai-Tak have killed 26 people and 23 more are missing in the eastern Philippines, authorities said Sunday.

The deaths were reported in the small island province of Biliran, a day after the storm pounded the east of the archipelago nation.

Kai-Tak tore across the major islands of Samar and Leyte on Saturday, toppling power lines in 39 towns or cities and damaging roads and bridges, the national disaster agency said.

Some 87,700 people were forced from their homes in the region. But the previous death toll had stood at just three.

"There is a total of 26 people dead from landslides in four towns of Biliran. We have recovered the bodies," Sofronio Dacillo, provincial disaster risk reduction and management officer, told AFP.

Gerardo Espina, governor of the island province just east of Leyte, gave the same figure for deaths in an interview on ABS-CBN television. He said 23 people were missing.

The national disaster risk reduction agency could not immediately confirm if the 26 deaths in Biliran included the initial three fatalities it reported on Saturday.

Kai-Tak weakened on Sunday afternoon, with gusts of up to 80 kilometres (50 miles) an hour, and was reclassified as a tropical depression, state weather forecasters said.

But disaster officials warned that more floods and landslides were possible and said 15,500 passengers were stranded because ferry services remained suspended in parts of the region.

"I've been stranded for three days, sleeping in the bus, and I just want to get home to my family for Christmas," Eliaquin Pilapil, a 55-year-old farmer, told AFP from a port in the town of Matnog in the eastern province of Sorsogon.

The Christmas holidays are a busy travel season in the mainly Catholic Philippines, with people heading home to the provinces.

The nation is battered by about 20 major storms each year.

Samar and Leyte bore the brunt in 2013 of Super Typhoon Haiyan which left more than 7,350 people dead or missing.

In the Leyte city of Tacloban, Saturday's storm brought flash floods of up to 1.5 metres (five feet) and strong winds that left the city without power and water, according to its disaster office chief.

At least 53 civilians, including 21 children, perished early Sunday morning when Russian air strikes hit "residential buildings" in a village held by the Islamic State group in eastern Syria, a monitor said.

The Britain-based Syrian Observatory for Human Rights said the strikes hit the village of Al-Shafah in Deir Ezzor province, on the eastern bank of the Euphrates River.

The Observatory relies on a network of sources inside Syria, and says it determines whose planes carry out raids according to type, location, flight patterns and munitions used.

The monitor had initially given a death toll of 34 civilians but the number spiked after more bodies were recovered.

"The toll increased after removing the debris in a long day of rescue operation," Rami Abdel Rahman, head of the Syrian Observatory for Human Rights told AFP, adding the strikes hit "residential buildings".

At least 18 people were also wounded in the air raids, he added.

Backed by Russia's decisive military support, Assad's government has regained control of 55 percent of the country, including major cities Damascus, Aleppo, Homs and Hama, and around two-thirds of the population lives in regime-held areas.

The rest is carved up between rebel factions, jihadists and Kurdish forces.

Some experts believe that Russia has clearly put itself in the driver's seat in recent months, especially as US President Donald Trump's administration has pulled back from Syrian diplomatic front.

Russia, fellow regime ally Iran and rebel-backer Turkey have hosted negotiations in the Kazakh capital Astana that led to the creation of four "de-escalation zones" which produced a drop in violence, though deadly air strikes and battles continue in some areas.

Six Russian Tu-22M3 long-range bombers hit Islamic State targets in Syria's Deir al-Zor province on Sunday, Russia's Defense Ministry said

At least 25 migrants died after their boat sank off Libya's western coast on Saturday and survivors were being brought back to port in Tripoli, Libyan coastguard officials said.

Libya is the main departure point for mostly African migrants trying to cross to Europe. Smugglers usually pack them into flimsy inflatable boats that often break down or sink.

Most migrants are picked up by international vessels and taken to Italy, where more than 115,000 have landed so far this year, although an increasing number are intercepted by Libya's European-backed coastguard and returned to the North African country.

Since July, there has been a sharp drop in crossings, though this week has seen a renewed surge in departures.

Nearly 3,000 migrants are known to have died or been missing after trying to cross to Europe by sea this year, the majority of them between Libya and Italy. The International Organization for Migration said on Friday that since 2000 the Mediterranean had been "by far the world's deadliest border".

The Centre has taken note of reports about global terror group Islamic State (IS) claiming an attack in the Kashmir Valley that left a police officer dead, Union minister Jitendra Singh said adding that the future course of action would be adopted after taking an appropriate view.

The minister of state in the prime minister's office also said that the recent "back to back" successes achieved against terrorists in Jammu and Kashmir was the result of the free hand given to security forces to wipe out the nearly three-decade-old militancy which is in its "last phase".

Singh was asked about the IS claiming its first terror attack in Kashmir through its propaganda wing, Amaq news agency.

"The government has taken cognizance of inputs and the concerned agencies, the ministry of home affairs and the security agencies, are taking an appropriate view and will adopt a future course of action accordingly," he told reporters here.

Three militants in a car opened fire on a police team at Zakura crossing on the Srinagar-Ganderbal road, killing Sub- Inspector Imran Tak and injuring a special police officer (SPO) on Friday.

The retaliatory action left a most wanted local militant dead, whose body was wrapped in ISIS flag during the funeral procession.

Responding to a question about the killing of six Pakistani militants, including the nephew of Mumbai attack mastermind Zakiur Rehman Lakhvi, in an encounter in Bandipora district yesterday, Singh said this was the result of the "decisive initiative" taken by the Prime Minister Narendra Modi led Union government.

"The free hand given to security forces to perform with professional freedom is behind such back to back successes. This is possibly the last phase of militancy in Kashmir," he said.

The minister said that he had been saying for the last several months that this was the last phase of terrorism in the state but there were people who were not taking the statement seriously.

"The lifespan of any commander has been reduced to a few weeks - 10 to 15 weeks. Once a commander is appointed, the second is being kept ready to take over. The time has gone when they used to live for years," he said.

He said it was for the first time in the last quarter of a century that there is a government in place in New Delhi which is working on the principle of clarity, conviction, and consistency and does not interfere with the professional work being done by security forces.

Lauding the local police, he said the manner in which the special operations group performed is a testimony to the fact that if given right opportunity without intimidation, the force is capable of doing wonders.

On the surrender of the college student and footballer Majid Arshid, who had joined the Lashkar-e-Taiba (LeT) a week ago, Singh said the change was already there but it was just a veil of fear which was holding them back.

"Once the Modi government decided to initiate decisive action, this veil of fear has been taken away and the boys and girls are feeling free enough to come forward and express their aspirations," he said.

He said what Pakistan was doing has never been a secret but what is different today is that the common man in Kashmir, particularly the youth, is now ready to join the mainstream development journey led by Modi.

"This change started actually two years ago and that is the reason today this year also we have 19 young boys and girls qualifying for the IITs," he said.

On Pakistan's role in fomenting terror, Singh said that all the information was already available but it was only Pakistan that was in a denial mode.

"But what has changed now in the past few months is that countries which were hesitant to accept India's view point for reasons of their own, are now constrained to accept India's viewpoint as far as terror and perpetration of terrorism from Pakistan soil is concerned. Pakistan also now feels constrained to no longer continue in denial mode," he said.

Four people were killed and over 20 wounded when grenades were thrown into a concert in the capital of the chronically unstable Central African Republic, while revenge attacks later left another three people dead, the UN peacekeeping force and a local official said Sunday.

In the first serious incident of violence in Bangui this year, the assault late Saturday saw two unidentified attackers hurl grenades at a cafe called "On the Crossroads of Peace" during a performance, said Herve Verhoosel, spokesman for the UN peacekeeping force MINUSCA.

CAR's minister for public security, Henri Wanzet, told state radio that four people had died in the attack and around 20 were injured. An official probe has been opened, Wanzet said.

The cafe is located near the PK5 majority Muslim district of Bangui, once a Muslim rebel bastion, and now home to several armed groups.

Even though relative peace has been restored in Central Africa following the civil war that erupted in 2013, inter-communal tensions remain.

Among those injured in Saturday's attack were several musicians from the group that was performing, Verhoosel said.

A doctor at the hospital where the injured were rushed for treatment said 21 people had been admitted.

Seven others were taken to another health centre, a local official with Doctors Without Borders (MSF) medical charity said.

A local public figure said three people were killed later in the night in revenge attacks - two of whom had their throats cut and one who was beaten to death.

"They were two motorcycle-taxi drivers and a young man who was walking in the neighbourhood," the man, who asked not to be identified, he said. "They are innocents".

He appealed for calm in the neighbourhood where sporadic gunfire could be heard and armed members of "self-defence" groups patrolled. An armoured car carrying MINUSCA troops was stationed at the entrance to PK5.

An AFP correspondent saw three bodies taken to the morgue from a local mosque.

A witness who did not give his name said the attackers at the cafe had launched four grenades.

In a video posted on his Facebook page, the concert's singer Ozaguin - dubbed the king of Central African rumba - confirmed six of his fellow musicians had been injured.

He said he was surprised that he was not himself injured by grenade fragments.

"Ozaguin came to perform here to ensure that all Central Africans - Muslims and Christians - can find some social cohesion," the cafe's owner, Issiakou Guymba, told AFP.

"An unidentified group came on a motorcycle-taxi, they threw one or some grenades in the middle of the crowd," he said.

"It makes us lose hope when people come to cause panic like that among the population."

Mired in poverty but rich in diamonds and other minerals, CAR has been battered by a conflict between rival militias that began after then-president Francois Bozize was overthrown in 2013.

Under a UN mandate, the former colonial power France intervened to push out the Muslim Seleka rebels who had taken over, and the UN launched a peacekeeping mission in 2014.

But the country remains chronically prone to violence, with armed groups controlling most of the country.

Fighting between armed groups around the town of Batangafo in northern CAR left at least two dead and 10 wounded at the end of last month.

"It makes us lose hope when people come to cause panic like that among the population." Mired in poverty but rich in diamonds and other minerals, CAR has been battered by a conflict between rival militias that began after then-president Francois Bozize was overthrown in 2013.

The bodies of two young women were found with their throats slit at a house in north Delhi's Timarpur today, police said.

Premlata and Sonia, both in their 20s and relatives, were found in a pool of blood in the building in Wazirabad area.

The police suspect Premlata's husband Mohit could have a role in the killings. He has been missing since the matter was reported to them.

It is suspected that Mohit had a fight with his wife last night and killed her, said a police official, adding that it could be possible that when Sonia tried to intervene he killed her too.

Mohit may have been under the influence of alcohol when the crime happened, he added.

Sonia recently underwent a surgery and Premlata and Mohit came to stay with her to take care of her.

The incident came to light when Sonia's father's calls to the women went unanswered and he asked his tenant, who stays upstairs, to inquire about them.

The tenant went downstairs, found the bodies and informed the police.

An Afghan MP was among at least three people wounded when a roadside bomb struck his vehicle in Kabul Wednesday, officials said, in the latest in a series of attacks on lawmakers.

No group has so far claimed responsibility for the blast targeting Fakuri Behishti, an MP from central Bamiyan province, who was on his way to parliament.

"The bomb was placed under a bridge and it detonated when the MP's vehicle was passing through," interior ministry spokesman Najib Danish told AFP.

"Three people including the MP were wounded."

But parliament speaker Abdul Raouf Ibrahimi told lawmakers that a relative of the MP had also been killed.

"I heard a big explosion that shook nearby shops. I saw rescuers pulling out several wounded people from the destroyed vehicle," said Abdul Manan, a bakery shop owner near the scene of the attack.

The attack comes as Taliban insurgents are pressing ahead with a nationwide offensive despite the onset of winter when fighting usually ebbs.

The militants have recently stepped up attacks on Afghan lawmakers.

Last Wednesday at least eight people were killed when Taliban suicide bombers stormed the residence of an Afghan lawmaker in Kabul, an attack that lasted nearly 10 hours.

Helmand MP Mir Wali survived the assault with injuries, but two of his grandsons and bodyguards were among those killed.

Blast in Kabul hits Afghan MP's vehicle, three wounded

A military jeep carried the ashes of Fidel Castro along streets lined with flag-waving Cubans in Havana on Wednesday, starting a four-day journey to his final resting place across the island.

After two days of tributes in Havana, the "caravan of freedom" departed on a 950-kilometer (590-mile) trek retracing the route of the revolution's victory tour of 1959.

The flag-covered urn rested on a small olive-green trailer, flanked by white flowers and protected by a glass case as Havana bid farewell to the communist icon who ruled the island with an iron fist for almost half a century.

Hundreds of thousands chanted "I am Fidel!" and "viva Fidel!" as the "caravan of freedom" headed on long trip that will end with a final ceremony in the eastern city of Santiago de Cuba on Sunday.

Senior officials of the government and Communist Party, and Castro's longtime partner, Dalia Soto del Valle, attended the farewell ceremony at the armed forces ministry before the caravan headed out.

Cubans were observing the fifth of nine days of mourning for Castro following his death on Friday at age 90. Castro ruled from 1959 until an illness forced him to hand power to his brother, Raul, in 2006.

"It's very moving to say goodbye to a person who meant so much but who lived long enough to accomplish what he wanted," said a tearful Esperanza Pares, 86.

Castro's ashes will take the reverse route that his band of guerrilla fighters took after defeating dictator Fulgencio Batista.

From January 2 to January 8, 1959, the bearded rebels traveled from Santiago to Havana, stopping in Castro's home region, Holguin, as well as the cities of Camaguey, Las Tunas, Sancti Spiritus, Santa Clara and Matanzas.

One of the most symbol-filled stops of this last trip will be in Santa Clara, where the ashes of his Argentine comrade-in-arms, Ernesto "Che" Guevara, rest.

The urn will be laid to rest at the Santa Ifigenia cemetery, next to the mausoleum of 19th century independence hero Jose Marti.

'Until victory, always!'

The trip follows two days of tributes in Havana where hundreds of thousands were encouraged by the government to view a picture memorial to Castro at the Revolution Square.

The commemorations in the capital ended with a massive rally Tuesday night at the square attended by Latin American, African and Caribbean leaders, along with the Greek prime minister -- the only European leader at the event.

Raul Castro, 85, thanked the "countless gestures of solidarity and affection from around the world" and ending with the revolutionary battle cry, "Until victory, always!"

But the presidents of Western powers, and even friendly nations including Russia, China and Iran, sent deputies in their place.

The absences underscored the divisive legacy of a leader who defied the United States, backed guerrilla movements in Latin America and deployed his army to conflicts in Africa during the Cold War.

Leftist Latin American leaders vowed to carry the torch of Castro's revolution as they addressed the rally.

"Today it is up to us to raise the flags of independence of the great fatherland, today it is up to us to hold the flag of dignity and freedom of the people," said Venezuelan President Nicolas Maduro, whose late mentor, Hugo Chavez, had a special bond with Castro.

Allies praised Castro in almost religious tones, with Bolivian President Evo Morales saying, "Fidel is not dead. ...Fidel is more alive than ever, more necessary than ever."

Fading left

Castro's death, however, comes as Latin America's left is losing ground.

Maduro is facing a deep economic crisis and fighting opposition attempts to hold a recall referendum, while Brazil's Dilma Rousseff was impeached in August and a conservative took over in Argentina last year.

US President Barack Obama, who along with Raul Castro ended decades of enmity to restore diplomatic relations, did not attend the rally, sending an advisor and a diplomat without the status of a "presidential delegation."

"We continue to have some significant concerns about the way the Cuban government currently operates, particularly with regard to protecting the basic human rights of the Cuban people," White House spokesman Josh Earnest said.

At least twenty deer were found dead in a field in India's southern Telangana state today.

The matter came to light when locals in Mahabubnagar district who came across the dead deer reported it to the authorities.

Residents believe the animals died after consuming pesticide-laced fruit lying on the ground.

"Since sometime, strong winds have been blowing in this region, due to which fruit have been falling from trees. The deer must have consumed those. Probably because of pesticides and other chemicals in them, about 20-25 deer died," said Neeraj, a local.

However, some claimed it is possible the deer consumed harmful substances at another place and died by the time they reached the field.

"About 20-25 deer have been found dead. Deer can walk up to five kilometers after eating food, so there is a chance that they consumed pesticides in some other field," said a farmer, Ramesh.

Cases of wild animals straying into human settlements are not uncommon in India. More often than not, they are killed either accidentally or by people.
