I saw a strange picture the other day.&nbsp;

The picture (above) was I thought at first of a man on his knees. In his hands, pointed upwards, he held a catapult.&nbsp;

The "weapon" was pulled back, ready to launch a projectile at someone or something.&nbsp;

Then, when I looked more closely, I saw crutches in the background.&nbsp;

I imagine then that the man was without a leg, or legs. The caption that went with the picture was frustratingly "incomplete" — it said something like "Palestinians clash with Israeli defence forces on the Gaza border" there was nothing about the man himself, or why there might have been crutches lying behind him.&nbsp;

Some 16 Palestinians were killed in the clashes.&nbsp;

I do not know what happened to the man in the picture.&nbsp;

But I think I know why he might have been launching stones at soldiers who have colonised his land. And I thought back then to another picture that we often use here at wionews.com to try and explain the situation in Kashmir.&nbsp;

I was in Kashmir after the killing of the young Hizbul Mujahideen commander Burhan Wani.&nbsp;

The valley had erupted in fury and as the Indian security forces clamped down on the protests that ensued, the bodies began to pile up. By the time that summer of gore ended, the death toll had touched a 100.&nbsp;

Early one morning we left for south Kashmir, the hotbed of the protests.&nbsp;

We were in time directed to the village of Hillerbhai Kokernag in Anantnag where, we were told, a man had been shot dead by the CRPF the previous day.&nbsp;

When we got there, an announcement was made over the loudspeaker atop the village mosque. It said the media were here and that the villagers should come out and speak to us.&nbsp;

The gathering suddenly morphed into a protest.&nbsp;

A young boy was lifted onto the crowd’s shoulders. He would chant a line ("India, India") and the crowd would shout another back in unison ("Go back, go back").&nbsp;

The chanting went on for a long time.&nbsp;

When it finally began to lull, the women joined in, and it picked up again.&nbsp;

"How does a crowd chant for so long? What keeps it going?" I had written then.&nbsp;

The answer is simple.&nbsp;

Like the Palestinian man with the crutches, or the Kashmiri schoolchildren in the other pictures, the villagers of Hillerbhai Kokernag believe soldiers have colonised their land. And from what I saw, I imagine they will stop at nothing to throw them out.&nbsp;

We have already been warned of that.&nbsp;

India's security forces recently killed 13 Kashmiri militants in one day. The killings were dubbed the Indian Army's "greatest success" in over a decade.&nbsp;

But a day or two later, a commentator gently reminded us that we might be barking up the wrong tree. And that what we are forgetting is that along with the 13 militants, three civilians were also killed, and that another was reportedly used as a human shield by the security forces.&nbsp;

And, that 50 civilians were injured in clashes that broke out between the security forces and locals after the encounters. The civilians, the commentator said, were showing "solidarity" with the militants.&nbsp;

That he said was the bigger battle. The one against the "people". That everyone in Kashmir knows the militants are no match for the Indian military.&nbsp;

But how do you beat a boy or a crippled man with a stone, even if you're armed with a gun?&nbsp;

And when an entire people pick up stones against you, that battle is unwinnable.&nbsp;

Opinion: In Kashmir and Palestine, the stone is mightier than the gun

At least nine CRPF personnel were killed and three others injured when Maoists blew up an anti-landmine vehicle in Sukma district of Chhattisgarh on Tuesday, said a senior police official.

Talking to media, Special DG, Anti Naxal Operations, DM Awasthi said the security force has reached the spot and no firing has been reported at present.

&quot;A patrolling party was going from Kistaram to Palodi in an anti-landmine vehicle which was targeted by Naxals with an IED. The extra force has reached the spot, there is no firing at present,&quot; he said.

Meanwhile, Union Home Minister Rajnath Singh condemned the killings of nine CRPF personnel in a suspected Naxal attack in Chhattisgarh and described the incident as &quot;deeply distressing&quot;.

The Naxals attacked the 212 Battalion of the Central Reserve Police Force (CRPF).

The CRPF personnel were carrying out an area-domination operation in the area when their mine-protected vehicle (MPV) was reportedly blown up.

The blast also injured few CRPF personnel, who have been evacuated by helicopter to Raipur for medical treatment.

Last April, in the biggest Maoist attack on CRPF personnel in Chhattisgarh in the last seven years, 25 jawans were killed and six injured in an ambush in the Burkapal area of Sukma.

The encounter took place after the Maoists triggered an IED on an anti-landmine vehicle of the 212 CRPF Battalion’s patrolling team was going from Kistaram to Palodi.

National Investigation Agency (NIA) on Monday carried out a search at the Central Jail Srinagar.

&ldquo;Today, 20 NIA teams assisted by the J&amp;K Police, CRPF and the NSG personnel carried out an extensive search inside the Central Jail Srinagar. These teams were also accompanied by magistrates, witnesses and doctors,&rdquo; a spokesperson said.

The search was carried out in connection with investigation of NIA case RC 07/2018/NIA/DLI (Arrest of Danish Gulam Lone and Sohail Ahmed Bhat by Kupwara Police) in which it was found that fresh recruits of Al-Badr, a proscribed terrorist organization, were being sent across for arms training in furtherance of a conspiracy hatched from inside the Central Jail Srinagar.

The searches started early morning and continued until late afternoon. All the barracks and the open ground were thoroughly searched with the help of well-trained teams and deep search metal detectors. A close watch on the entire operation was kept with the help of drones.

During the search, 25 mobile phones, some SIM cards, 05 SD cards, 05 pen drives, 01 iPod and a large number of incriminating documents/articles including a poster of Hizbul Mujahideen and a Pakistani flag beside jihadi literature were seized.

Paramilitary commandos may soon be deployed to guard the Indian Embassy and diplomatic staff in war-ravaged Iraq, following threats from the banned Islamic State (ISIS) terror group, officials said.

An in-principle approval for the deployment of an armed squad at the complex located in the Al Mansour area of the Iraqi capital of Baghdad has been accorded by the Union ministries of home and external affairs, they said.

The Central Reserve Police Force (CRPF) has been tasked to provide its best combat personnel for the job.

They said that the commandos will have a specific task of securing the Embassy, its diplomatic staff and their families against terror threats.

&quot;Given the constant threat of the ISIS terror group in Iraq, it was being discussed for a long time that the Indian Embassy there should have a professional security cover,&quot; a senior official privy to the development said.

&quot;The effort to send the paramilitary commandos is a move in that direction. However, the final approval for stationing the squad in Baghdad is yet to be given by the government,&quot; the official said.

While there has be no targeted hit at the Indian mission in Baghdad, the city has witnessed suicide attacks and bombings by the ISIS terrorists.

The proposed contingent would not only guard the Embassy complex, but also provide a proximate security cover to senior diplomats and staffers every time they move out of the facility, he said.

Once cleared, the proposed contingent will be about 45-50 personnel strong and headed by a deputy commandant (DC) rank officer of the CRPF.

The commandos, who are highly motivated, having done a stint in the anti-Naxal operations, the forces&#39; elite commando squad for jungle warfare CoBRA and who have been the &quot;best performers&quot; will be part of the proposed contingent, the official said.

The personnel will have to be adept in handling improvised explosive devices (IEDs) and in conducting special operations and hostage rescue tasks, it said.

This will be the first such overseas task for the about 3-lakh personnel strong paramilitary force. While the Indian Embassy in Afghanistan is guarded by the Indo Tibetan Border Police (ITBP), those in Nepal and Colombo have the Central Industrial Security Force (CISF) and Border Security Force (BF) contingents respectively.

There is all set that 27-year-old Constable Raghunath Ghait, from Nandura in Maharashtra will get an out of turn promotion, &quot;we have taken a decision to grant him ( Raghunath) out of turn promotion,&quot; said Director General (DG) CRPF RR Bhatnagar. The DG will be writing to Home Ministry to seek sanction for the clearance of the decision.&nbsp;

&ldquo;Recommendation for his promotion is done and it&rsquo;s expected that his file will be cleared soon, and then formal announcement will be made,&rdquo; said a CRPF official.

According to police, Shinde opened fire at two different places - Nagar Mori and Borawake Nagar --- in Daund.

Seven security personnel were on Thursday injured in an improvised explosive device (IED) blast, allegedly triggered by Naxals, along the Chhattisgarh- Jharkhand border, official sources said.

A patrol party was targeted by the ultras, they said, adding that the seven injured men -- five from the Central Reserve Police Force (CRPF) and two from the Jharkhand police -- were airlifted to Ranchi.

The blast took place at 2 pm near the Pipardhaba village of Balrampur district in Chhattisgarh, bordering Jharkhand, followed by an exchange of fire between the ultras and the security men, the sources said.

The joint team of troops was out for an anti-Naxal operation when the blast was triggered.

&quot;As per preliminary reports, the condition of the injured troops is not critical,&quot; a senior CRPF officer said.

Almost four months after it first denied entry into Canada to a retired Indian paramilitary officer and subsequently expressed regret over the matter, the Canadian government has reiterated that security forces are a &ldquo;huge contributor to the safety and security of all&rdquo; and that while some &quot;irritants&quot; and disputes may emerge between two countries but best of friends can always talk through those issues keeping the bigger picture in mind.

But before the matter could erupt into a diplomatic row, the Canadian High Commission in India intervened and restored his visa allowing him to go back to Canada. In May this year, Tejinder Singh Dhillon, a retired officer of India’s Central Reserve Police Force (CRPF) had been declared inadmissible under Canada’s Immigration and Refugee Protection Act and was told by the Vancouver airport immigration authorities that he could not granted entry into Canada since he was a part of the CRPF - a force which they said “committed widespread and systemic human rights abuses, torture, arbitrary detention, murder and sexual assault". Dhillon was then deported back to India, causing a furor. But before the matter could erupt into a diplomatic row, the Canadian High Commission in India intervened and restored his visa allowing him to go back to Canada. The Canadian High Commission had termed it as an incident that had “happened at the lower level” and something that “shouldn’t have happened”. “We did address that immediately. The Centre will consider operating helicopter services for CRPF personnel serving in Jammu and Kashmir to facilitate movement of troops, home minister Rajnath Singh said today.

The home minister, who is on a four-day visit to the state, was addressing a sainik sammelan (gathering) of the CRPF&nbsp;in the state&#39;s Anantnag district, about 52 kilometres from Srinagar.

&quot;We are ready to give more facilities to our CAPF personnel. Government will consider helicopter services for CRPF in Jammu and Kashmir,&quot; he said.

Rajnath Singh said he was also working towards enhancing the monetary benefits to Rs one crore for families of the Central Armed Police Forces (CAPF) personnel killed in the line of duty. 
 
&quot;It is my aim to provide at least Rs one crore to the families of our martyrs from CAPFs,&quot; he told the CRPF personnel.

He paid tributes to the sacrifice made by ASI Abdul Rasheed and constable Imtiyaz who were killed in militant attacks in south Kashmir recently.

&quot;Their supreme sacrifices have been made for Kashmir. We are proud of the police personnel. You are working in extremely challenging conditions here. I do not have words to praise the bravery of our brave personnel from Jammu and Kashmir police. Even the Prime Minister has praised your courage,&quot; he said.

Underlining the priority attached by the Centre to Kashmir, Rajnath Singh said no other home minister had ever visited the state so frequently.

&quot;I have come to the state the fifth time within an year or so,&quot; he said.

The home minister said he had come with an open mind and was willing to interact with anyone who wanted to help in resolving the problems facing Kashmir.

During an interaction with police personnel in Anantnag earlier in the day, the home minister&nbsp;said the government has allocated funds for the purchase of bullet-proof vehicles for police personnel posted in the state.

Lauding policemen for working in extremely challenging conditions in the Valley, he said the government has approved funds for opening a trauma centre for police personnel posted&nbsp;in Kashmir.

&quot;We have allocated funds for purchase of bullet-proof vehicles for Jammu and Kashmir police,&quot; Rajnath Singh said.

His announcement comes in the wake of the killing of six police personnel, including SHO Feroz Ahmad, in Anantnag&nbsp;on June 16. The slain SHO had asked for a bullet-proof vehicle in view of the danger posed by militants in south Kashmir, but was not provided with one.

Rajnath Singh said the government has launched &#39;Bharat Ke Veer&#39; programme to support the families of the martyrs. 
 
&quot;The nation is supporting the courage of our security forces. We are proud of our CRPF personnel.Courage cannot be purchased from any market and you are born with unassailable and unmatched courage,&quot; he added.

As per present compensation norms, the family of a martyred&nbsp;soldier of the Central Armed Police Forces, including the&nbsp;CRPF, BSF, ITBP, CISF, SSB, NSG and Assam Rifles, gets about Rs 60-70 lakh.

The Home Minister later presented a memento the CRPF team which took part in operations in Pulwama recently.

This was followed by a meeting with a National Conference delegation headed by former chief minister&nbsp;Omar Abdullah in Srinagar.

CRPF Troops evacuated a lady to a Community Health Center when found that she was suffering from high fever and dehydration.&nbsp;

D/195 Bn CRPF Troops on Monday were conducting special operation in interior areas of Surnar under P S Katekalyan, Dist Dantewada, Bastar, Chattisgarh. It was then they noticed two children outside their house along with a 2 month baby crying. On further enquiry they found the mother of children lying, suffering from high fever and dehydration(probably Malaria). The house, with a thachted roof, was located away from the main village. Her husband had gone into jungle for rearing cattles. Troops fed the children with their food material.&nbsp;

Shri Devaram, Assistant Commandent CRPF, immediately decided to evacuate the lady to the Community Health Centre, Kattekalyan. They made a bamboo stretcher and carried her on shoulders.&nbsp;

As the nearest motorable road was 7 kms, it was difficult to take her along the way with thick jungles, hillocks and rivers with high current due to monsoon season, the message was passed on to D/195 Bn headquater to bring ambulance to a designated place.

The lady is now admitted in Kattekalyan community health center and is recovering.&nbsp;

Her husband thanked the troops and Shri Devaram with tears in his eyes. Medical staff appreciated the genuine gesture of the troops carrying the lady on shoulders.&nbsp;

The militants had entered the premises of DPS Srinagar last evening after carrying out an attack on the CRPF personnel deployed on road opening duty near the school on Srinagar-Jammu national highway.

One CRPF officer was killed and a constable of the force injured in the attack that took place in the high-security zone located less than a kilometre away from headquarters of Army&#39;s Chinar Corps.

Indian soldiers surrounded the school on Saturday evening as the militants continued firing on troops surrounding the campus, said Muneer Ahmed Khan, inspector general of police in Kashmir.

&quot;The operation is continuing. We are... searching floor by floor, and room by room. It will take time,&quot; he earlier told AFP.

&quot;The exchange of firing between security forces and militants began at around 3.40 am and is going on intermittently, &quot; a police official said.

J&K: 4 militants killed in retaliatory firing by CRPF, police in Bandipora

Terming it an incident that had &ldquo;happened at a lower level&rdquo; and admitting that &ldquo;&iuml;t shouldn&#39;t have happened&rdquo;, the Canadian High Commission today restored the visa of retired Central Reserve Police Force (CRPF) official Tejinder Singh Dhillon who was denied entry into Canada a few days back.

Significantly, while issuing a fresh visa to Dhillon, the Canadian High Commission also stamped the earlier &ldquo;Cancelled&rdquo; visa with a stamp that stated &ldquo;Cancelled Without Prejudice&rdquo;. In another gesture to salvage the situation that had the potential to erupt into a diplomatic row, the High Commission also provided an air ticket to Dhillon to travel to Toronto where he was originally supposed to go attend a wedding when he was denied entry into Canada.

Dhillon, who retired from the CRPF as an Inspector General in 2010, was declared inadmissible under Canada&rsquo;s Immigration and Refugee Protection Act with the Vancouver airport immigration authorities maintaining that he could not be granted entry since he was part of the CRPF which &ldquo;committed widespread and systemic human rights abuses, for example torture, arbitrary detention, murder, and sexual assault.&rdquo;

Speaking exclusively to WION/DNA, Dhillon&mdash;who was in Delhi to meet the Canadian High Commission officials&mdash;said, &ldquo;The incident which happened in Vancouver was very unfortunate. I tried to keep my cool and I was very confident because I knew I had nothing against me. But when they tried to accuse my organisation and the country of being involved in such things, I told them that I did not agree with their allegations. I felt offended about it because it affected my organisation and my country.&rdquo;

Appreciating the role of the Indian government in taking up the matter with the Canada government, Dhillon added that he also appreciated the Canada government for the prompt action they took in the matter.

&ldquo;They repeatedly told me that they deeply apologize for what had happened. They also added that this happened at a lower level, and that it shouldn&#39;t have happened,&rdquo; he said.

Asked about the circumstances that led to his ordeal in Canada, Dhillon blamed it squarely on the newly created Canada Border Service Agency.

&ldquo;They are all young people. I don&#39;t think they are much experienced and probably they don&#39;t know how to conduct themselves. But their powers are supreme and they are misusing their powers.&rdquo;

&ldquo;The system needs to be screened, they need to be more educated, they need to respect the dignity of every human being who enters in Canada,&rdquo; he added.

Dhillon said that he had been assured by the Canadian authorities that a &ldquo;strong call&rdquo; will be taken on this to ensure that &ldquo;such things do not happen&rdquo;.

&ldquo;I told them I have a spotless career. I have a President&#39;s Police Medal for distinguished service,&rdquo; Dhillon said adding that since he had served for CRPF which is accused with such charges, they felt that he should not have continued with that force.

&ldquo;In fact, one of the problems they had was that not only did I continue with CRPF but also earned promotions by virtue of helping the force complete its tasks,&rdquo; he added.

Calling it a very &ldquo;immature&rdquo; act at a lower level, Dhillon cited &ldquo;lack of knowledge and lack of proper attitude and maturity&rdquo; as the reasons behind this episode.

But when they tried to accuse my organisation and the country of being involved in such things, I told them that I did not agree with their allegations. I felt offended about it because it affected my organisation and my country.” Appreciating the role of the Indian government in taking up the matter with the Canada government, Dhillon added that he also appreciated the Canada government for the prompt action they took in the matter. “They repeatedly told me that they deeply apologize for what had happened. They also added that this happened at a lower level, and that it shouldn't have happened,” he said. Asked about the circumstances that led to his ordeal in Canada, Dhillon blamed it squarely on the newly created Canada Border Service Agency. “They are all young people. I don't think they are much experienced and probably they don't know how to conduct themselves. But their powers are supreme and they are misusing their powers.” “The system needs to be screened, they need to be more educated, they need to respect the dignity of every human being who enters in Canada,” he added. Dhillon said that he had been assured by the Canadian authorities that a “strong call” will be taken on this to ensure that “such things do not happen”. “I told them I have a spotless career. I have a President's Police Medal for distinguished service,” Dhillon said adding that since he had served for CRPF which is accused with such charges, they felt that he should not have continued with that force. “In fact, one of the problems they had was that not only did I continue with CRPF but also earned promotions by virtue of helping the force complete its tasks,” he added. The attack took place on the personnel of the CRPF&#39;s 74th Battalion as they were assisting the local population in road building and clearing activity in the district.

The Centre has assured action against the perpetrators of the &#39;cold-blooded murder&#39; in Sukma.

Union Home Minister Rajnath Singh said the Central and the State Government would work together to ensure that the perpetrators were brought to book.

Singh, who paid homage to the jawans during a wreath laying ceremony in Raipur said that this cowardly and unfortunate act exposed desperation and frustration.

The two officers will stay in Chhattisgarh till a robust anti-Naxal operation is carried out against those involved in the killing of 25 CRPF personnel yesterday, official sources said.

Lakhtakia and Kumar will ensure targeted action, based on pin-pointed intelligence, by the security forces against the Naxals, the sources said.

Kumar is a former chief of the CRPF and he is credited for elimination of forest brigand Veerappan in 2004 in Tamil Nadu.

All universities, colleges and higher secondary schools in Kashmir will remain closed today as a&nbsp;precautionary measure after clashes broke out between students and security forces on Monday.

4G and 3G services were suspended in the valley on Monday and now the Jammu and Kashmir government is likely to also ban Facebook and WhatsApp in the days to come, Firstpost reported.

The report said it is purportedly being done to stop videos showing atrocities by security personnel from being circulated.&nbsp;

This is the third time the state&#39;s government has restricted internet services in the last two weeks.&nbsp;

Police fired tear gas on Monday to disperse students in the capital Srinagar, the latest outbreak of protests since demonstrations last week after a botched byelection in which at least eight people were killed, Reuters reported.

Some colleges were forced to close.

Students had clashed with security forces, protesting against an&nbsp;alleged raid by security personnel on the degree college in Pulwama on Saturday.

Greater Kashmir reported that more than 70 students were injured in the scuffle that broke out across different colleges and university campuses in Kashmir.

In Saturday&#39;s incident, at least fifty-four students, including girls, were injured during clashes outside Degree College Pulwama, Greater Kashmir reported. 
 
The incident has worsened the already tense situation prevailing in Kashmir after a video of a man strapped in front of an Army jeep had surfaced provoking strong reactions from people. Former Jammu and Kashmir chief minister Omar Abdullah had shared the video on his Twitter account. 
 
The Jammu&nbsp;and Kashmir Police filed a case against the local Indian Army unit for tying up a man in front of a jeep allegedly to ward off stone pelters.&nbsp;

Army spokesman Lieutenant Colonel Rajesh Kalia said the video&#39;s authenticity was being ascertained, adding, &quot;Action will be taken against those found guilty of misconduct.&quot; 
 
Militants have stepped up attacks in Kashmir including raids on the homes of police officers ever since the incident, Reuters reported. 
 
The state&#39;s police chief on Sunday told officers to avoid visiting their own homes in South Kashmir, after militants stormed the houses of at least four officers.

Militants also shot dead a lawyer affiliated with an opposition party and a former counter-insurgency commander, police said. A worker of the ruling party was killed late on Saturday.

Over the weekend two more videos circulated on social media showing workers of the ruling political party in Jammu and Kashmir renouncing mainstream politics, one of them beside a man wielding a gun.

Earlier, another video had surfaced showing protesters kicking and heckling a CRPF soldier&nbsp;who was on election duty. The Police filed a case on a complaint by the CRPF.

The situation in Kashmir took a turn for the worse on April 9 when the bypoll for the Srinagar Parliamentary constituency were scheduled. Eight people were killed as protesters sought to disrupt the election process.

The Election Commission had ordered a repoll in 38 polling stations. The overall polling percentage for the bypoll stood at a dismal 7.13 per cent, the worst Kashmir has seen after militancy erupted in the late 1980s.

National Conference president Farooq Abdullah won the by-poll defeating PDP&#39;s Nazir Khan. PDP, along with alliance partner BJP, is ruling the state.
