"Forum (NSC) strongly rejected Indian claim of targeting an alleged terrorist camp near Balakot and the claim of heavy casualties. Once again Indian government has resorted to a self serving, reckless and fictitious claim," said a statement issued after the NSC meeting in Islamabad.

The country's top security body "concluded that India has committed uncalled for aggression to which Pakistan shall respond at the time and place of its choosing," it added.

It also invited the world media to see the facts on ground and proposed a visit to the site.

The statement said&nbsp;the "action has been done for domestic consumption being in election environment, putting regional peace and stability at grave risk."&nbsp;To take the nation on board, the government has decided to requisition a joint session of the Parliament, the statement added.

Prime Minister Khan also summoned a special meeting of the National Command Authority (NCA) on Wednesday.

Khan will also engage with global leadership to "expose irresponsible" Indian policy in the region, the statement said.

India's foreign office had said earlier that "in an intelligence led operation in the early hours of today, India struck the biggest training camp of JeM in Balakot," adding,"in this operation, a very large number of<a href="http://www.wionews.com/india-news/country-is-in-safe-hands-modi-says-hours-after-iaf-airstrikes-on-jem-terror-camps-199812"> JeM terrorists, trainers, senior commanders</a> and groups of jihadis who were being trained for fidayeen action were eliminated."&nbsp;

"This facility at Balakot was headed by MAULANA YOUSUF AZHAR (alias USTAD GHOURI), the brother-in-law of MASOOD AZHAR, chief of JeM," it said.

A CRPF jawan who was transferred to Telangana from Jammu and Kashmir has gone missing from the train before arriving in Hyderabad to join duty.

A complaint in this regard has been filed by CRPF ASI Arjun Dubey, who was heading the team of personnel travelling to Telangana.

Ashok, the Superintendent of Police (SP)- Government Railway Police (GRP), Secunderabad District told ANI, “We have received the complaint. The 14 member team was transferred from Jammu and Kashmir to Telangana. On 19 February they took Telangana Express from Delhi and reached Secunderabad Railway Station on 20 February. 13 CRPF personnel got down but one Jawan by the name Saldeep Kumar a native of Jammu and Kashmir wasn’t found, all others waited for him for some time and left to Hakimpet CRPF quarters to report”

As per the police official, the missing CRPF official is not reachable over the phone and is yet to report for duty.

GRP has registered a missing case and has also issued a lookout notice for the missing Jawan.

Further investigation is the case is underway.&nbsp;

Referring to Pakistan Prime Minister Imran Khan's speech, Jaitley said, "the head of the government says, give me actionable intelligence. You need an actionable intelligence if it is a blind offence, but here is a man sitting in your own country who owned up to the offence. So when there is a confession...You have people sitting in your own country and admitting to the offence and saying that yes we have done it and taking credit for it".

Asked about the statement highlighting the role of JeM claiming the responsibility of the Pulwama attack, China's Foreign Ministry spokesman Geng Shuang told reporters that Beijing was closely following the developments related to the terror incident.

"Yesterday, the UN Security Council issued a press statement that mentioned that a particular organisation but only in general terms. It does not represent a judgement on the attack," Geng said.

His remarks were seen as an attempt by China, without whose endorsement the UNSC statement could not have been released, aimed at placating its close ally Pakistan and play down the indictment of the JeM.

China has been repeatedly blocking India and several other countries' efforts to bring about a global ban on JeM chief Masood Azhar in the UN's anti-terror 1267 committee.

While China's endorsement of the UNSC statement was reflection of wariness on the part of Beijing to repeatedly defend JeM in the UN body, which casts a shadow on its relations with India, observers say it is to be seen what stand Beijing would take when France moves its resolution seeking to list Azhar as a global terrorist in the UN.

France, also a member of the permanent five of the UNSC, has officially announced that it would move a resolution soon in the 1267 committee seeking Azhar's listing.

Since 2016, China has consistently blocked moves first by India and later by the US, the UK and France to designate Azhar as a global terrorist by putting repeated technical holds.

In his response on Friday Geng said that "China also noted that the Pakistani government showed readiness to cooperate with India on the investigation and that it is also ready to resolve differences with India through dialogue".

"China hopes all parties will work to find the truth about this attack. We hope Pakistan and India will engage in dialogue to jointly safeguard regional peace and stability," he said.

The UN statement also underlined the need to hold perpetrators, organisers, financiers and sponsors of these "reprehensible acts of terrorism" accountable and bring them to justice".

The Ministry of Home Affairs said Thursday that all central paramilitary personnel are to fly into Srinagar. There will no longer travel by road into the Kashmiri capital.&nbsp;

The announcement comes in the wake of the Pulwama attack in which at least 40 Central Reserve Police Force personnel lost their lives.&nbsp;

Thursday's announcement by the MHA is applicable to 780,000 personnel of the Central Armed Paramilitary Forces.&nbsp;

"The decision will immediately benefit approximately 780,000 personnel of CAPFs in the ranks of Constable, Head Constable &amp; ASI who were otherwise not eligible earlier. This includes journey on duty and journey on leave, i.e; while going on leave from J&amp;K to home and return," the home ministry said.&nbsp;

Qureshi also alleged that Jadhav was an "instrument of India's official policy of terror".

On the first day of hearing, <a href="http://www.wionews.com/world/kulbhushan-jadhav-case-pakistan-embarrassed-to-disclose-charges-against-jadhav-says-india-at-icj-198089">India urged the International Court</a> of Justice (ICJ) to annul Jadhav's death sentence and order his immediate release, saying the verdict by a Pakistani military court based on a "farcical case" hopelessly fails to satisfy even the minimum standards of due process.

India moved the ICJ in May in 2017 against the "farcical trial" by the military court of Pakistan against 48-year-old Jadhav.

Jadhav, a retired Indian Navy officer, was sentenced to death by a Pakistani military court on charges of espionage and terrorism in April 2017. 
India first approached the ICJ on May 8, 2017 for the "egregious violation" of the provisions of the Vienna Convention on Consular Relations, 1963 by Pakistan by repeatedly denying it consular access to Jadhav.

A 10-member bench of the ICJ, which was set up after World War II to resolve international disputes, on May 18, 2017 had restrained Pakistan from executing Jadhav till adjudication of the case.

The ICJ has set a timetable for the public hearing in the high-profile case from Febraury 18th to 21st at the Peace Palace in The Hague, the Netherlands.

While India argued on Monday and Pakistan responded to India's arguments on Tuesday. India will reply on February 20 while Islamabad will make its closing submissions on February 21.

It is expected that the ICJ's decision may be delivered by the summer of 2019.

Both India and Pakistan have already submitted their detailed pleas and responses in the world court.

Pakistan claims that its security forces arrested Jadhav from restive Balochistan province on March 3, 2016, after he reportedly entered from Iran.

However, India maintains that Jadhav was kidnapped from Iran where he had business interests after retiring from the Navy. Jadhav's sentencing had evoked a sharp reaction in India.

Pakistan had rejected India's plea for consular access to Jadhav at the ICJ, claiming that New Delhi wants the access to get the information gathered by its "spy".

The CRPF has decided to tweak the standard operating procedures (SOPs) framed to secure its convoys, in the wake of a "new threat" where an explosives-laden vehicle was detonated by a terrorist alongside the force's bus in <a href="http://www.wionews.com/india-news/mission-to-isolate-pakistan-india-raises-pulwama-terror-attack-issue-at-munich-conference-197912">Pulwama killing 40 personnel</a>, the chief of the paramilitary force said Sunday.

"We have decided to add new features to our convoy movement to and from Kashmir," CRPF Director General R R Bhatnagar told PTI after undertaking a two-day tour of the Valley in the wake of the February 14 attack, the worst against security forces in Jammu and Kashmir in three decades.

"Apart from traffic control, there will be changes in the timings of the convoys, their halt locations and movement in coordination with other security forces like the Army and the J-K police," he told the news agency.

He said two convoys have been run after the attack at Latoomode in Pulwama and these new measures are being tested and implemented as part of the standard operating procedures (SOPs).

Home Minister Rajnath Singh, after his tour to the Valley post the blast, had said it has been decided that movement of civilian vehicles will be restricted when convoys of security forces move in Jammu and Kashmir.

The DG said over the last two days he and his commanders in Kashmir have "discussed an laid down a new strategy" to not only secure the movement of convoys but also to enhance security measures for regular operations.

"I would not like to go into the specifics but we are formulating some strategies. This is something that we have done in the past and these things are dynamic.

"In view of this new threat, where a suicide bomber is suspected to have come close to our vehicle and detonated explosives, strategies are being worked upon," Bhatnagar said.

The Central Reserve Police Force (CRPF) chief said there was no ambush on any CRPF convoy in the last two years and the effort is to neutralise such threats as much as possible.

Asked if there was an intelligence input suggesting that a vehicle-borne improvised explosive device (IED) could be used by terrorists in Kashmir to hit the forces, Bhatnagar said that he would not talk about things related to operations and intelligence."

A senior official, however, said there was no "specific input" and such an attack was completely new for the security forces in the Valley.

The DG, when asked about sending all troops from Jammu to Srinagar on aircraft to avoid the vulnerability of road movement, said there is "no alternative" to convoys.

Air courier service for the Central Armed Police Forces (CAPFs) has been increased by adding flights from Delhi to Srinagar via Jammu and back in 2018, he said.

Many times the helicopters and planes of the Border Security Force (BSF) and the Indian Air Force (IAF) are also used to airlift CAPF troops to the Kashmir Valley, the DG said.

"As the Jammu-Srinagar Highway was closed due to landslides, the convoy operated on February 14 after a gap of 10 days and there was a large backlog of personnel who were to be transported to Srinagar from the transit camp of the CRPF in Jammu," a CRPF official based in Srinagar said.

"Thus, running of the convoy has very little to do with the availability of air effort, which can only supplement the convoys and not replace them," Bhatnagar said.

The proposal for introducing Delhi-Srinagar-Delhi fight (seven days a week) and a separate Jammu-Srinagar-Jammu flight (four days a week) has also been sanctioned by the home ministry and would soon be operational, the DG said.

This would more than double the present capacity to 1,892 seats per week for the forces deployed in the Kashmir Valley, he said.

During his visit to the Valley, the CRPF chief also met his troops at various units in and around Srinagar and also went to the blast site, about 20 km from Srinagar.

The CRPF is the lead counter-terrorism force in the state and has deployed about 65,000 troops as part of 61 battalions there.

A senior official said the force will undertake immediate steps in case the helpline receives a distress call by a Kashmir-based person and will alert and depute the officials from its nearest located base to address the issue.

The Central Reserve Police Force (CRPF) is the country's largest paramilitary force with over three lakh personnel in its ranks and it has its formations and battalions in maximum states of the country, he said.

"While we have lost our comrades, it is our pledge to the people of Jammu and Kashmir, especially to those living in the Kashmir Valley, that we are with them always," he said.

The Centre on Saturday also asked all states to ensure safety and security of the students and people from Jammu and Kashmir living in their areas.

The advisory came hours after Union Home Minister Rajnath Singh assured an all-party meeting of doing the needful for the protection of the Kashmiri students and people who were allegedly threatened after the terrorist attack in Awantipora area of Pulwama district.

An official at the security establishment said there have been some reports of students and other residents of Jammu and Kashmir experiencing threats and intimidation.

"Therefore, the Home Ministry today issued an advisory to all states/UTs to take necessary measures to ensure their safety and security," the official said.

Some Kashmiri youths studying in Uttarakhand's Dehradun alleged that they were harassed and have been asked by their landlords to vacate accommodations fearing attacks on their properties in the aftermath of the attack.

The Central Reserve Police Force (CRPF) is the country's largest paramilitary force with over three lakh personnel in its ranks and it has its formations and battalions in maximum states of the country, he said. "While we have lost our comrades, it is our pledge to the people of Jammu and Kashmir, especially to those living in the Kashmir Valley, that we are with them always," he said. The Centre on Saturday also asked all states to ensure safety and security of the students and people from Jammu and Kashmir living in their areas. The advisory came hours after Union Home Minister Rajnath Singh assured an all-party meeting of doing the needful for the protection of the Kashmiri students and people who were allegedly threatened after the terrorist attack in Awantipora area of Pulwama district. An official at the security establishment said there have been some reports of students and other residents of Jammu and Kashmir experiencing threats and intimidation. "Therefore, the Home Ministry today issued an advisory to all states/UTs to take necessary measures to ensure their safety and security," the official said. Some Kashmiri youths studying in Uttarakhand's Dehradun alleged that they were harassed and have been asked by their landlords to vacate accommodations fearing attacks on their properties in the aftermath of the attack. The CRPF, that is deployed for security duties in Jammu and Kashmir, had launched the 24?7 helpline Madadgaar (14411) in June 2017 to help any Valley resident who is in distress.

Crude IEDs awaited the advance of the infantry on every route causing confusion and casualties. The mother of all IEDs was the one which targeted a T-72 tank. It was laid with 200 kg of explosive packed into a barrel and dug underneath a tarmac road. A young boy was known to have initiated it with an even cruder initiation device. The effect shook us all. The turret of the tank was blown away and that is saying something.&nbsp;

To bring context to this, it would bring great awareness to learn that the car bomb which rammed the CRPF bus on the Srinagar Jammu Highway on February 14, 2019, is reported to have packed 350 kg of suspected modern explosive into a car. That too is a form of an IED and they have now come to be a potent weapon of sub-conventional warfare around the world. It went a few steps beyond in countries like Syria, Iraq, Afghanistan and Pakistan where young men and even children have been motivated for the supposed cause to strap themselves with explosives and self-initiate them against targets such as vehicles, entry gates to buildings and at gatherings of people, to cause severe damage to life and property.&nbsp;

Undoubtedly, the IED and its derivative the car bomb are today two of the most potent weapons of terror. The US encountered these in Iraq and in Afghanistan in a big way. However, surprisingly, as late as the year 2000, US servicemen did not even know the full form of IED. I was comprehensively questioned on it when I spoke at the US Pacific Command HQ at Hawaii that year. In three years’ time thereafter the US armed forces were encountering them everywhere. Despite all the technological advancement, the US and other modern armies found no answer to neutralise these. All kinds of devices to scan the communication spectrum to jam it to disallow radio-initiated devices have been developed but there are few answers yet to self-initiated switches which terrorists use to explode suicide vests and car bombs.&nbsp;

Kashmir has had a history of IEDs through the Nineties and the early millennium. These were fabricated by explosive experts in the terrorist ranks; interestingly called IED doctors. Quite unlike public perception, it is not easy to fabricate an IED and even more challenging to put together a car bomb. It may take a couple of weeks to do so and once prepared it isn’t easy to lay the IED or deploy a car bomb appropriately to undertake targeting. It is this intervening period involving preparation and laying on the ground or selecting a site for car bombs which intelligence agencies or troops on the ground can always use to discover the network that is intending to employ these weapons, and then neutralise it.&nbsp;

However, that is only possible if there is a focused attempt to do so in an environment where the employment of IEDs and car bombs has been a norm. When they suddenly appear in first-time use after a long interval it is difficult to discover them at the preparatory stage. That is the case with the Pulwama incident; much criticism against the intelligence agencies and CRPF for alleged intelligence and procedural failure is in my opinion unfair.&nbsp;

Now that is the interesting part. While IEDS were frequently in use in Kashmir their usage suddenly stopped after 2008. I witnessed the effects of the last major IED employed against the bus of the Kupwara Army division on July 20, 2008. There has been no major IED attack since then. Car bombs were used by Pakistan-sponsored terrorists against the Batwara gate of the Army’s Corps HQ at Badami Bagh in 2001; a Kashmiri youth was the human bomb in that effort. A similar incident took place that year against the J&amp;K Assembly building leading to many casualties. There was even an attempt to blow up the officers’ bus of the Baramula Army Division in 2004 when a Maruti 800 prepared as a car bomb rammed into the bus near Pattan. In the ensuing explosion, only the driver was killed and all the passengers got away with minor abrasions. That incident has its lessons for today’s threat. The General in command of the division was an innovator. He had armoured skirt plates of Vijayanta tanks, lying in derelict condition in the depot at Delhi, transported to Srinagar and got these welded to the sides of the buses of his division. In addition, he used the waste industrial rubber of the National Hydro Power Corporation (NHPC) to be melted and pasted on the bus floor. This is what saved precious lives. The Army took a line from that and started hardening its buses but in due course IEDs dried up and so did car bombs and perhaps the practice of hardening died a natural death. I am not sure what the effect of a 350 kg car bomb would have on a hardened bus but then such bombs are not everyday occurrences and smaller ones will probably have less devastating effect.&nbsp;

The return of car bombs and IEDs does not necessarily mean that there is going to be an array of them lined up against the security forces in Kashmir. We found effective counter measures the last time we were hit many years ago, we will find them now as well. It requires a certain discipline in movement and pro-activeness in intelligence to neutralise these but I do fear there will be repeats because indirectly it forces the security forces to impose harsher population-control measures such as vehicle check-points, adding more misery to the already difficult lives people lead in proxy war zones. That will lead to greater alienation and that is exactly what Pakistan’s Deep State wants, as do the separatists in Kashmir. Moreover, with what is emerging in Afghanistan, Pakistan’s relevance to the international community is increasing. That will embolden Pakistan even more to risk big-ticket events against India in Kashmir. There are diplomatic measures to be vigorously undertaken to paint Pakistan the villain and a range of military options no doubt are under examination by the government. More on that later.&nbsp;

Finance Minister Arun Jaitley on Saturday announced that customs duty on all goods imported from Pakistan will be hiked to 200 per cent with immediate effect.

New Delhi has also decided to give a dossier to FATF, an international terror financing watchdog, to expose the neighbouring country's links with terrorism and seeking its blacklisting, news agency PTI reported.

According to reports, security agencies are preparing the dossier with the evidence gathered so far related to the attack carried out by Pakistan-based Jaish-e-Mohammad and the help being provided to the outfit by the country.

This will be a dossier on Pakistani agencies' links with the JeM and how the terror group is being aided by them, a security official said. The details of the terror attacks carried out by the JeM in the past will be mentioned in the document, PTI reported.

The Paris-headquartered Financial Action Task Force (FATF) will also be told through the dossier how the Pakistani agencies are providing funds to the JeM, an official told PTI.

In the next meeting of the FATF, India will also press for the blacklisting of Pakistan so that that action can be taken against the country, another official said. The FATF plenary and working group meetings will be held in Paris next week.

Over 40 CRPF personnel were killed on Thursday when their convoy was targeted by a suicide bomber of Pakistan-backed Jaish-e-Mohammad (JeM) in Pulwama district on Srinagar-Jammu national highway.

He noted that Maharashtra also lost a few of its children in the attack.

“India is a country of new customs and new policies. The world is experiencing this. Our security forces do not forgive any culprit. This has been the policy of India that we do not tease anybody. But I want to make it clear that we don't forgive anyone also if someone tries to tease us,” Modi said.

He lauded the security forces, saying they work for the nation selflessly.

Earlier today, the all-party meeting was called by the Central Government to deliberate upon the situations arising out of Pulwama terror attack. The meeting was chaired by Union Home Minister Rajnath Singh.&nbsp;

The attack also left dozens injured — body parts could be seen strewn around the site of the attack — and a steadily-climbing death toll. The first reports had said eight CRPF personnel had died; that figure quickly turned into 12, and then continued to climb upwards.&nbsp;

We have increased our vigil in Jammu-Kashmir national highway, special checkpoints have been established at various parts, checking and frisking has also been increased." &nbsp;

While demanding a befitting reply to the terrorists, protesters raised slogans against Pakistan and militants supporters in Kashmir and widely criticized the brutal killing in the blast.

Speaking the ANI, ABVP leader Naman Dogra said, "I want to request the government to take action against Pakistan so that it does not dare to repeat its mistake."

A section of people agitating also condemned the government for not looking after the safety of the soldiers. "I want to ask the politician why there is proper security for your caravan, but not for the CRPF jawans," said a local.

Over 100 kg explosive used in Pulwama terror attack that killed 40 CRPF jawans

National Investigation Agency (NIA) on Monday claimed to have arrested a JeM operative for his alleged involvement in a terror attack on CRPF Group Centre in Lethpora village in Pulwama district.

The arrested JeM operative has been identified as Fayaz Ahmad Magray.

“Accused Fayaz will be produced in the Special NIA Court, Jammu, and will seek his custody for further investigation and unearthing of the larger conspiracy,” said NIA in a statement on Monday.

“NIA on Monday arrested accused Fayaz Ahmad Magray, son of late Jalalludin Magray, a&nbsp;resident of village Lethpora, Police Station Awantipora, District Pulwama, Jammu &amp; Kashmir, in case RC No. 10/2018/NIA/DLI (attack on CRPF Group Centre, Lethpora),” said the investigation agency.

A terrorist attack on CRPF Group Centre, Lethpora, was carried out in the intervening night of December 30-31, 2017 by three terrorists of proscribed terrorist organisation Jaish-e-Mohammad (JeM).

During investigation by NIA, the three terrorists were identified as Fardeen Ahmad Khandey, son of Ghulam Mohideen Khandey, resident of Nazeempora, Tral, Pulwama district, Manzoor Baba, son of Ali Mohammad Baba, resident of Drubgam, Pulwama, and a Pakistani terrorist, namely, Abdul Shakoor, resident of Rawalakot area of PoK.

All the three terrorists were killed in the encounter. In this attack, five CRPF personnel were martyred and three were grievously injured. NIA said that arrested accused Fayaz Ahmad Magray is an active over ground worker (OGW) of proscribed terrorist organisation JeM.

“He is a key conspirator who provided logistical support such as providing shelter to the terrorists and conducting reconnaissance of the CRPF Group centre, Lethpora before the terrorist attack,” said the central agency.

“In 2001 also, he was detained under Public Safety Act (PSA) by Jammu and Kashmir Police and he remained under detention for 16 months,” NIA further said in the statement.&nbsp;

During investigation by NIA, the three terrorists were identified as Fardeen Ahmad Khandey, son of Ghulam Mohideen Khandey, resident of Nazeempora, Tral, Pulwama district, Manzoor Baba, son of Ali Mohammad Baba, resident of Drubgam, Pulwama, and a Pakistani terrorist, namely, Abdul Shakoor, resident of Rawalakot area of PoK. All the three terrorists were killed in the encounter. In this attack, five CRPF personnel were martyred and three were grievously injured. The parliamentary standing committee on home affairs, headed by Congress leader P Chidambaram, also said the accommodation provided by the state governments to paramilitary forces sometimes are unhygienic, insecure and poorly maintained, which affects dignity, morale and motivation of troops.

“The committee is dismayed to note that the CRPF personnel work for 12-14 hours a day and more than 80 per cent of CRPF personnel cannot avail holidays and Sundays,” it said in a report submitted to Rajya Sabha.

The panel said it understands that the job of an armed force personnel is such that he or she has to be alert 24 hours a day, seven days a week and 365 days a year. However, working 12 to 14 hours daily with no scope for holidays and Sundays will result in psychological and physical consequences and affect their work, it said.

The committee said it is important to acknowledge that the working hours regulation under Indian Labour Law stipulates a maximum of 48 hours per week. While the armed forces are exempted from this directive, it does indicate that their working hours are “neither healthy nor sustainable in the long term”, it said.

The committee, therefore, recommends that some mechanism should be worked out by the ministry to provide the much-needed rest and optimal duty hours for the personnel. The panel notes that there is a constant increase in the demand for CRPF deployment by the state governments. The states are over-dependent on the CRPF for maintaining all kinds of major as well as minor law and order situations.

The committee also notes that no CRPF battalion is presently designated for the purpose of providing rest and recuperation. Moreover, almost 98 per cent of training companies remains deployed in various short-term law and order assignments across the country. This continuous deployment of training companies affects the overall operational efficiency of the force, besides denying troops the much-wanted training and rest and recuperation.

“The committee is concerned to observe this over-deployment of the CRPF which is curtailing their training, rest and recuperation. The committee is of the considered view that one-sixth of a battalion, should be, at any given time, mandatorily under training or rest or in peace stations,” the report said.

The committee recommends that the state governments may work out their own systems and make arrangements for appropriate training of their respective state police forces such that their over-reliance on the CRPF for every law and order situation may be reduced. During evidence before the committee, the Home Ministry apprised it that battalion camping sites and companies locations provided by states are sometimes inadequate, unhygienic, insecure and poorly maintained.

“Often state governments fail to provide basic infrastructure. Funds may be given directly to the CRPF to build its own infrastructure. “Due to the absence of adequate and suitable accommodation the jawans are compelled to live in sub-human conditions which affect their dignity, morale and motivation besides affecting the command and control,” it said.

When the MPV carrying six personnel was around one km away from the camp, ultras triggered a powerful landmine blast, he said.

Reinforcement was rushed to the spot immediately and the injured personnel were being evacuated. Security officials are not retrieving the bodies from the site.

The attack took place on a day when Chief Minister Raman Singh launched the ruling BJP's campaign for the first phase of polls on November 12 in neighbouring Sukma district.

The first phase of election will cover 18 constituencies in eight Naxal-affected districts - Bastar, Kanker, Sukma, Bijapur, Dantewada, Narayanpur, Kondagaon and Rajnandgaon.

Naxals had recently put up posters in parts of Bastar region calling for boycott of the polls.

A grenade attack was lobbed at a CRPF deployment at Badshah Bridge in Srinagar, injuring one jawan.

"A total of six CRPF personals were deployed when the incident took place. The terrorists who were in an auto threw the grenade targeting the rear wheel of the CRPF vehicle. One personnel of 132 Battalion sustained splinter injury on his back and was immediately admitted to a local hospital," an official said.

Earlier in the day, terrorists lobbed a grenade at CRPF 82 Battalion in Fateh Kadal`s Chinkral Mohalla area, injuring three CRPF personnel and one civilian.

The injured are out of danger and their condition is stable.

Earlier the police had claimed that a fourth grenade was hurled by terrorists in&nbsp;Mominabad-Batamaloo area of Srinagar. However, after&nbsp;complete verification, the police confirmed that it was perhaps a tyre blast, not grenade attack by terrorists in the region.

A series of grenade attacks have taken place in the valley in last 10 days.

On May 23, six civilians were injured in the grenade attack at Bijbehara town of Anantnag district.&nbsp;

Two days later, two policemen and a civilian were injured in a similar attack at a bus stand on Jammu's BC road.&nbsp;

Yesterday, an officer of the Central Reserve Police Force (CRPF) was killed in an encounter with Naxals in a dense forest in Chhattisgarh's Sukma district.

Teams of CRPF, its elite unit CoBRA and the District Reserve Guard (DRG) of police were carrying out search operations under the Kistaram police station limits when the gunfight broke out last night, Deputy Inspector General of Police (South Bastar) Sundarraj P said.

13 maoists killed in an encounter in Maharashtra's Gadchiroli district

One Central Reserve Police Force (CRPF) personnel lost his life in an encounter between Naxals and security forces in Chhattisgarh's Sukma district.

The gunfight took place when troops of 212 battalions of CRPF, 208 CoBRA, along with Chhattisgarh police were carrying out a cordon and search operation (CASO) near Kistaram camp in Sukma.

The encounter took place in a dense forest in the insurgency-hit area of the district,&nbsplocated around 500 km away from the state capital Raipur.

Mortal remains of the jawan, who died were brought to Kistaram camp and to be airlifted to Raipur.

"Assistant Sub Inspector (ASI) Anil Kumar Maurya was killed in the incident," Deputy Inspector General of Police (South Bastar Range) Sundarraj said.

Maurya was a native of Madhya Pradesh.

Security forces have launched a combing operation in the area.&nbsp
