Top 10 world news today: US marks a grim milestone, China reports rise in coronavirus cases and more

When Africa's first case of coronavirus was detected in Egypt in February, the rest of the continent prepared for the brunt of a pandemic that has engulfed Europe and spread to the United States, infecting more than 1.6 million worldwide.

Health experts warned of the devastation the deadly virus could cause in Africa, where most hospitals are desperately short of equipment and trained staff.

Coronavirus has since spread to 52 African countries, but despite a steady rise in the number of confirmed cases, the continent continues to lag behind the global curve for infections and deaths.

Still, the World Health Organisation last month warned Africa faced a dramatic evolution of the pandemic even as governments imposed restrictions to help curb the spread. The continent appears poorly equipt to manage a major health crisis and is struggling to test enough to monitor virus cases.

To date the novel respiratory disease has infected more than 12,800 people on the continent and killed at least 692, according to a tally compiled by AFP.

Only the Comoros archipelago and the tiny kingdom of Lesotho have not yet detected any cases.

South Africa is the worst-affected country, with over 2,000 confirmed cases and 24 recorded deaths so far -- well behind the more than 871,000 cases and 71,000 deaths counted in Europe to date.

Experts, however, warn that the tide is rising. "During the last four days we can see that the numbers have already doubled," said Michel Yao, the World Health Organisation (WHO) Africa's emergency response programme manager. "If the trend continues... Some countries may face a huge peak very soon," Yao told AFP.

WHO Africa Director Matshidiso Moeti echoed the concern, adding that the spread of COVID-19 outside major cities opened "a new front in our fight against this virus".

Possibly the greatest question mark in analyses of coronavirus in Africa, compounded by a global lack of testing capacity. Despite a donation of more than one million coronavirus testing kits by Chinese billionaire Jack Ma, most African countries lack the equipment needed to detect the disease.

South Africa -- which has the most advanced healthcare system in sub-Saharan Africa -- has so far only managed to test around 73,000 of its 57 million inhabitants.

"This is way too low for the kind of challenges South Africa is facing," said the country's Health Minister Zweli Mkhize, who is aiming to scale up to 30,000 tests per day.

Nigeria, Africa's biggest economy, has only carried out 5,000 coronavirus tests to date for a country of 190 million people. "The testing system is quite overloaded," admitted a doctor working at a private clinic in Lagos, who asked not to be identified.

"It takes time for... The results," he added. "And are they accurate? We don't know." Inability to test for the virus has forced several countries to work with vague and sometimes misleading estimates.

Kenya, for instance, has predicted its number of coronavirus cases to reach 10,000 by the end of April. Ten days into the month, the number of detected infections remained lower than 200.

"The reason is we have not gone to do community-based testing," explained the Director General of Kenya's health ministry, Patrick Amoth.

"So we still stand by our earlier projections. We don't know what is going to happen." The head of the Africa Centres for Disease Control and Prevention, John Nkengasong, admitted that Africa's coronavirus statistics were far from "perfect". "We just lack the means," he told AFP.

But Nkengasong also dismissed claims that a high number of infections had slipped under the radar, pointing out that hospitals "would be flooded with people" if that was the case.
The delayed spread of coronavirus gave African countries some leeway to roll out the same measures implemented in Europe to stem the disease.

Governments across the continent reacted ahead of time, closing borders and imposing lockdowns and curfews when just a handful of cases had been detected.

Those measures have been tricky to enforce in impoverished and densely populated neighbourhoods, where houses are overcrowded and most survive off informal work -- making it almost impossible to remain home.

The WHO's Moeti cautioned that it was "too early to say" whether anti-coronavirus measures were slowing the epidemic in Africa. Meanwhile, South Africa's President Cyril Ramaphosa said earlier this week that there was "sufficient evidence" to show that a nation-wide lockdown was "working".

"In the two weeks before the lockdown, the average daily increase in new cases was around 42 percent. Since the start of the lockdown, the average daily increase has been around 4 percent," Ramaphosa said on Thursday, as he announced an extension of the 21-day shutdown.

The time gained by African governments could be offset by a lack of means.
"There is a severe shortage of treatment facilities for critical cases of Covid-19," said a WHO statement.

There are barely five intensive care unit beds per one million people in Africa, compared to 4,000 in Europe, according to the organisation.

Public hospitals only have 2,000 medical ventilators between them to serve the whole continent.

Still no one dares make any predictions on the proportions the novel coronavirus could reach in Africa.

Smoking during a pandemic? You might wanna rethink that idea!

Turns out if you’re smoking marijuana, or as it is generally referred to as “weed”, it could cause severe complications in case a user catches COVID-19, CNN reported.

Not just chronic users, even occasional smokers are at risk of contracting the virus.

The inflammation caused by smoking weed in one’s lungs is akin to bronchitis.

Daily usage of marijuana causes lung damage over time and resembles chronic bronchitis, or Chronic Obstructive Lung Disease (COPD).

People who smoke and those who have other chronic lung diseases, alongside asthma are at a higher risk for severe illness due to COVID-19.

Most of these cases need ventilators to continue breathing.

Diagnosing the patients with the virus could also prove to be harder if they’re smokers. Most chronic smokers develop what’s called a “smoker’s cough”, which could look similar to dry cough, one of the key symptoms of the virus.

Increasing death toll

The coronavirus pandemic has now killed over 100,000 around the world, AFP reported.

This coincided with the festival of Easter whereby churches remained empty across the world as people were advised to stay at home to practice social distancing.

A few days ago, the World Health Organization (WHO) had claimed how lifting lockdowns too early could lead to a second wave and would be a catastrophe.

As of now, the number of infections stand at roughly 1.6 million. The pandemic has taken the lives of over 100,859 people. Europe remains the hardest hit with 70 per cent deaths recorded there.

The epicentre of the pandemic has shifted twice, first from China to Europe, and then from Europe to North America.

Western Europe has been battered by the coronavirus outbreak, but Germany remains a bright-spot in the continent.

The fatality rates in Europe are as follows: 10 per cent each in Spain and France. In Italy and Britain it's 12 per cent.

But Germany has a fatality rate of just two per cent.

How did they do this?

Germany has been testing way more people than rest of Europe.

Identifying and isolating patients helped Germany prevent the infection from spreading to more vulnerable age groups.

Germany has the capacity to test 500,000 people every week.

But in countries like UK, this number is much lower at around 300,000.

Germany also had a head start in preparing for the outbreak.

Also read: Moscow mayor warns city of 'serious test' as coronavirus numbers climb

Italy reached 100 COVID-19 cases on February 23rd while Germany reached the same number almost a week later.

This gave the country a buffer period to chalk out its response.

Germany's patients also seem to be much younger than the rest of Europe.

Just 18 per cent of patients in Germany are older than 60 years.

But in Italy - this demographic accounts for 60 per cent of the patients.

As many researches have asserted, older patients are affected disproportionately by this virus.

Through rampant testing and strict social distancing, Germany was able to protect its older age group from the infection.

Something Italy, France and Spain have failed to do.

Health infrastructure

Germany is now reaping the reward for consistently investing in health infrastructure over the years.

There are 34 ventilators for 100,000 people in the country. While Italy has only seven.

There are 621 hospital beds for 100,000 people in Germany, more than double the capacity in Spain and Italy.

Massive public health investment has made this possible.

Germany spends twice as much on public health as its European counterparts.

So when the pandemic came - Germany was ready for it.

How did Germany manage to prevent an Italy-like situation?

An Australian cruise ship stranded off the coast of Uruguay for two weeks with more than 100 people aboard infected with the new coronavirus arrived at the port of Montevideo on Friday.

Following an agreement between the governments of Uruguay and Australia, about 110 passengers began disembarking from the Greg Mortimer before they were due to be taken along a "sanitary corridor" to Montevideo's international airport, where they will take a medically equipped charter flight to Melbourne.

The Australian and New Zealander tourists -- including people who tested negative and others confirmed ill with the virus -- will be taken on buses with a police escort straight to the runway without entering the terminal.

They are due to take off in the early hours of Saturday.

"If everything goes well, Uruguay will be completing a complex but necessary humanitarian mission," said the country's Foreign Minister Ernesto Talvi.

"We don't consider it an option, but rather an ethical obligation."

Of the 217 people -- passengers and crew -- aboard the ship, 128 have tested positive for the virus.

Aboard the plane, passengers will be "seated by test results and level of care required by passenger," said Australian company Aurore Expeditions, owner of the Greg Mortimer.

The tourists were on an expedition to Antarctica, South Georgia and Elephant Island when their adventure was called off due to the nearest South American countries -- Argentina and Chile -- closing their borders and imposing lockdowns.

The ship traveled to Montevideo as it was the nearest port still open.

It had been anchored in the Rio de la Plata since March 27.

Since then, eight people have been taken from the ship to hospitals in Montevideo with "life-threatening" conditions.

All are in a stable condition and earlier on Friday, Uruguay's foreign ministry told AFP that three Australians undergoing hospital treatment would be allowed to board the flight to Melbourne as they are in sufficiently good health to travel.

Two of those are a couple who were brought ashore and taken to a hospital on Wednesday suffering from pneumonia, while the third person had been receiving clinical attention since last week.

An Australian cruise ship stranded off the coast of Uruguay for two weeks with more than 100 people aboard infected with the new coronavirus arrived at the port of Montevideo on Friday.

"We don't consider it an option, but rather an ethical obligation." Of the 217 people -- passengers and crew -- aboard the ship, 128 have tested positive for the virus. Aboard the plane, passengers will be "seated by test results and level of care required by passenger," said Australian company Aurore Expeditions, owner of the Greg Mortimer. Virus-infected Australian cruise ship arrives at Montevideo port

President Donald Trump said on Friday he faced his biggest decision yet with regard to when to re-open the US economy from its coronavirus shutdown and pledged to listen to health experts when making that determination.

Speaking at a White House coronavirus briefing, Trump said he would unveil a new advisory group next week that would focus on the process of economic opening.

The president, who faced criticism for playing down the threat from the virus in its early stages, has chafed at the devastating economic impact of the strict social distancing measures his administration has recommended. The guidelines are set to stay in place through the end of April.

The president will then have to decide whether to extend them or start encouraging people to go back to work and a more normal way of life.

"I'm going to have to make a decision, and I ... hope to God that it's the right decision," Trump said. "It's the biggest decision I've ever had to make."

Trump said the facts would determine the next move, though he reiterated his desire to re-open the economy. Asked what metrics he would use to make his judgment, he pointed at his forehead: "The metrics right here, that's my metrics."

Trump suggested the number of new infections was flattening and the death toll would be lower than initial projections of more than 100,000.

He said he would announce the members of the new advisory council possibly on Tuesday. Some state governors will be appointed.

Trump said the aggressive social distancing and stay-at-home measures taken to combat the coronavirus were showing signs of success, and situations in hot spots such as New Orleans, Louisiana, and Detroit, Michigan, were stabilizing.

U.S. deaths from the virus topped 18,100 on Friday, according to a Reuters tally.

Trump said he was getting fewer calls from governors urgently seeking equipment and help.

Istanbul, Ankara and other major Turkish cities locked down for two days from midnight on Friday to combat the spread of the coronavirus under an Interior Ministry order, as the country's death toll from the pandemic rose above 1,000.

The restrictions were imposed in 31 provinces across the country and scaled up existing curbs, under which people under the age of 20 and over 65 have been told to stay at home.

Ankara has also halted all international flights, restricted domestic travel, closed schools, bars and cafes, and suspended mass prayers. But people have still been going to work to sustain economic activity.

"We urge all citizens who live in these 31 provinces to comply with this weekend's lockdown without panicking," the country's communications director Fahrettin Altun wrote on Twitter.

He called on people to maintain their social distance in the brief time before the lockdown went into effect. However, soon after news of the move emerged, many people left their homes to buy food and drink in the country's commercial hub Istanbul, a city of 16 million people.

Earlier on Friday, before the lockdown was announced, Health Minister Fahrettin Koca had urged people to resist the temptation to leave their homes during the weekend as the weather warms.

Confirmed cases of COVID-19 increased by 4,747 and 98 people died in the last 24 hours, bringing the total death toll to 1,006, Koca said.

Detailing specifics of the lockdown in a subsequent statement, the Interior Ministry said bakeries, pharmacies and health facilities would be among places excluded from the ban, enabling people to meet essential needs.

Strategic energy companies, distribution firms and some petrol stations would also be allowed to keep operating and people working in such places were exempted from the lockdown, it said.

"It is essential that all other citizens remain in their homes aside from the specified exemptions," the statement said.

The new curbs, which extended across provinces from Istanbul and Kocaeli in the northwest to Diyarbakir and Van in the southeast, will remain in force until midnight (2100 GMT) on Sunday, the ministry said.

Two-day lockdown imposed in much of Turkey, coronavirus death toll tops 1,000

United Kingdom Prime Minister Boris Johnson has now begun to walk as part of his recovery from COVID-19.

His on-track recovery coincided with the deadliest day for the UK in terms of the fatalities.

Over 980 people were killed in 24 hours, taking the national death toll to 9,000.

The number of single day deaths has now exceeded the fatalities reported in Italy, which has been the hardest hit by the virus.

The country has enforced a national lockdown with orders for people to stay at home unless they venture out to buy essentials.

"However warm the weather, however tempting your local beach or park, we need everyone to stay at home because in hospitals across the country NHS staff are battling day and night to keep desperately sick people breathing," health minister Matt Hancock told a news conference, Reuters reported.

Johnson himself was treated by the UK’s National Health Service (NHS). He was admitted on Sunday when his symptoms worsened but has since then shown improvement.

The 55-year-old PM required oxygen support and is now able to undertake short walks, marking an early stage of recovery.

"I was told he was waving his thanks to all of the nurses and doctors he saw as he was moved from the intensive care unit back to the ward," his spokesman said.

Globally, there is a ray of hope that with the arrival of summers, the intensity of novel coronavirus would likely to fall. However, US's top researchers at the National Academy of Sciences have warned otherwise. A report released by the National Academy of Sciences has said that the hot weather in the summers would not help to contain the spread of COVID-19. The findings remain inconclusive, but, the report says so far, there is no evidence, that suggests the link of spread with higher temperatures.

Trump, the President of the United States claimed that the infection rate was “near the peak” and his plans to reopen the US economy “as soon as possible”. Also read: Global coronavirus impact: Panic buying, transport disruption and looming famine "Without question it's the biggest decision I've ever had to make," Trump said. He was wary though, suggesting his awareness of the risks associated with reopening too quickly. "But you know what? Staying at home leads to death also," he said, while alluding to the economic losses. (With inputs from agencies)

Coronavirus global death toll hits 100,000 - US to overtake Italy

British Prime Minister Boris Johnson on Thursday left intensive care, where he had spent the three previous days for treatment against coronavirus, his Downing Street office said. This is not the first time when a British leader is out of action during a time of crisis. Watch our report to know more.

The United States became the first country to report more than 2,000 coronavirus deaths in a single day, as billions around the world celebrated the Easter holiday weekend under lockdown from home.

On Friday, the United States reported 2,108 new deaths, the highest daily toll out of any country since the outbreak was first reported in the central Chinese city of Wuhan in December. With more than half a million reported infections, the United States already has more coronavirus cases than anywhere else in the world.

With 18,849 dead, Italy has the highest global death toll, but it is likely soon to be surpassed by the United States.

The global death toll from the virus surged past 103,000 on Friday. And the global infection rate now stands at more than 1.7 million, though with many countries only testing the most serious cases the numbers are likely far higher.

Europe has so far shouldered the majority of all deaths and infections.

There are, however, signs of hope the curve could be starting to flatten in some of the hardest-hit countries.

On Saturday, Spain recorded 510 new deaths, a dip in fatalities for the third day in a row. In France, nearly 1,000 new deaths were confirmed Friday but the country reported a drop in the number of intensive care patients for a second day running.

Italy also said the number of daily deaths was starting to level off -- though the government extended confinement measures until May 3.

Meanwhile, US President Donald Trump said that with the US infection trajectory "near the peak" and social distancing working well, he was considering ways to re-open the world's biggest economy as soon as possible. He acknowledged the risk of higher death tolls if businesses restart too soon -- after the World Health Organisation on Friday cautioned countries against lifting lockdown measures too quickly.

The pandemic has shaken the global economy, and the International Monetary Fund -- which has $1 trillion in lending capacity -- said it was responding to calls from 90 countries for emergency financing.

US marks a grim milestone, reports highest daily coronavirus death toll

The Ministry of Health and Family Welfare (MoHFW), in its most recent update, placed the total number of cases in India at 7,529 and the death toll at 242.

The ministry said that 643 people have so far recovered from the infection.

"India's tally stands at 7,529. Out of these, 643 have recovered, and 242 have died," Lav Aggarwal, Joint Secretary, MoHFW, said in a press briefing on Saturday.

He added, "The lockdown and containment measures are important to fight COVID-19. Had it not been for these measures, we might have had 8.2 lakh cases by April 15."

Agarwal also said that the estimation was a result of the statistical analysis and is not an Indian Council of Medical Research (ICMR) study.

"It is a statistical rate of growth based analysis. It is not an ICMR study. Before the nationwide lockdown, the rate of growth in cases was 28.9 per cent," he said.

An American mother-of-three is a long-time member of "anti-vaxxer" groups online: a small but vocal global community that believes vaccines are a dangerous con and refuse to immunize themselves or their children.

But COVID-19 is shaking her views. The woman who would identify herself only as Stephanie, citing a fear of reprisals from committed anti-vaxxers, says she is now 50:50 on taking a vaccine should one be discovered for the respiratory disease caused by the new coronavirus.

"I've definitely thought about it," she told Reuters by phone from the United States, also expressing frustration at what she considers the anti-vax community`s downplaying of the pandemic`s seriousness. "We're all being affected by this virus, schools closing, young people in hospital, and they still say it's a hoax."

As the world`s scientists and pharmaceutical companies seek a cure for the coronavirus, other anti-vaxxers are gearing up for a fight against any potential new vaccine.

"Refuse, demonstrate," said a Briton on Facebook in response to a post asking people how they would react if a vaccine was made mandatory.

But some virologists say the quest for a vaccine is so widely supported that resistance will be eroded.

The latest national surveys by pollster ORB International for the Vaccine Confidence Project (VCP), which monitors attitudes to immunisation, appear to support this idea.
In France, where a 2018 poll showed one in three people did not view vaccines as safe, just 18 per cent would refuse a coronavirus vaccine now, according to the VCP poll of around 1,000 people on March 18, a day after France locked down.

In Australia, the VCP's figure was also 7 per cent, while Britain, where about 2,000 people were polled, and Austria registered 5 per cent opposition in polls there a week later.

"If a vaccine were made available tomorrow, everyone would jump to get it," said Laurent-Henri Vignaud, who co-authored a history of France`s anti-vax movement.

That view was challenged by Mary Holland, vice-chair of American non-profit group Children's Health Defense, which is critical of vaccination in the United States.

"I don`t think this virus fundamentally changes people`s deeply held concerns about vaccines," she told Reuters.

"I WILL NOT BE INJECTED WITH ANYTHING"

Although the term "anti-vax" is sometimes associated with conspiracy theories, many people are simply concerned about side-effects or industry ethics.

Globally, one person in five does not view vaccines as safe or is unsure, according to a 2018 survey by the Wellcome Trust health fund.

In China, where the COVID-19 disease caused by the novel coronavirus originated, surveys by VCP researchers show safety is an important cause of concern. Several scandals eroded trust, including in 2018 when a unit of China`s vaccine maker Changsheng Bio-technology Co Ltd was heavily fined for falsifying data for a rabies vaccine. The company said it was "deeply sorry" for the incident.

Online discussions tracked by Reuters - including closed Facebook pages with more than 200,000 members, Twitter feeds such as the Children`s Health Defense and YouTube videos totalling over 700,000 views - showed considerable mistrust that a rushed vaccine would be improperly tested.

VCP director Heidi Larson said that was also the main reason for concern around the vaccine against the H1N1 swine flu pandemic in 2009.

A quickly produced swine flu vaccine in 1976 led to about one in 100,000 people developing Guillain-Barre syndrome, a paralyzing immune-system disorder, according to the Center for Disease Control and Prevention (CDC).

Some 115 coronavirus vaccine candidates are being developed by institutes and drugmakers, according to the Coalition for Epidemic Preparedness Innovation, a global alliance financing and coordinating the development of vaccines.

"I will not be injected with anything, especially a fast-tracked vaccine," added American Vicki Barneck, 67, who believes a strong immune system is enough to combat the disease.
Holland, of the Children's Health Defense, said: "Some react fine to vaccines, others are paralysed or killed."

However, a 2015 paper by CDC epidemiologists said "multiple studies and scientific reviews have found no association between vaccination and deaths except in rare cases."

"HUNGRY FOR A VACCINE"

The VCP is running an 18-month study tracking conversation online about the coronavirus and conducting global polls to measure attitudes towards social distancing, isolation, hand-washing and anticipating a vaccine.

From analysing more than 3 million posts a day between January and mid-March 2020, director Dr Heidi Larson said the vast majority were eager for a treatment, fast.
"People are hungry for a vaccine," she said.

In Italy, which has been hit badly by COVID-19, the anti-vax movement has "virtually disappeared" in the discussion on the coronavirus, according to virologist Dr Roberto Burioni.

For a coronavirus vaccine to be effective, wide uptake and annual vaccination is likely to be required, said George Kassianos, immunisation lead at the Royal College of General Practitioners in London.

There is also the question of how to distribute fast enough to people lining up for the vaccine.

"Essential workers will be the priority. Police officers, hospital workers, cleaners. Then at-risk groups," said Douglas L Hatch, a physician specialised in pandemic preparedness working on the COVID-19 response in San Francisco.

"By the time you get to the anti-vaxxers, they'll have trouble getting it even if they wanted to."

Could the new coronavirus weaken 'anti-vaxxers'?

Dr Jerome Kim, the Director-General of International Vaccine Institute, joined Palki Sharma Upadhyay from Seoul in South Korea and spoke about several topics including the country's success story against COVID-19 on Gravitas, WION’s prime time show on Friday.

Dr Jerome, a clinical scientist and the world’s leading voice on vaccines who led the US military’s programme on the HIV vaccine, also had a lot to say about India’s role in the fight against COVID-19.

Dr Jerome said that with 7 billion people in the world who should potentially be vaccinated, someone has to make the vaccine -- make a lot of doses and make it quickly.

"India has a big role to play, not only because of its population, but we know that India has a very very important vaccine manufacturing industry," he said, adding, "about 70 per cent of the vaccines used around the world for extended immunisation programmes are made in India. Almost every child in the world has received a vaccine, made in India and that’s really important."

"It means Indian companies put out a billion vaccines a year and that’s the kind of capacity we are going to need in order to get this vaccine to the people who need it all over the world not just to people in the United States and Europe, but Asia, India, and Africa. So are going to need companies who have the capacity and the know-how to make vaccines," he stated.

Dr Jerome also mentioned there was something we may be overlooking, saying, "India has great universities and a lot of very talented and intelligent people, a thriving biotech industry and all of those resources could be brought to bear on this, probably the greatest pandemic threat in the last 100 years. India has a lot to contribute."

South Korea is being globally heralded for its response against COVID-19 which helped flatten the curve in the country against the infectious disease. Rigorous testing has been the hallmark of South Korea’s response. Positive cases were promptly isolated and treated. Almost two-thirds of the total patients have recovered.

South Korea's model is now considered the gold standard of fighting against coronavirus.

Dr Jerome mentioned that not all countries were able to begin the process of Testing - Tracking - Isolating and Treating on time, citing the rampant rise in cases in the United States and Italy.

According to Dr Jerome, 98 per cent of the people with COVID 19 infection eventually recover.

About 70% of vaccines used around the world are made in India: S Korean expert Dr Jerome Kim to WION

A total of 586 hospitals in the country have been earmarked as COVID-19 hospitals with capacity of over 1 lakh isolation beds and 11,500 ICU beds reserved for coronavirus patients, the Ministry of Health and Family Welfare (MoHFW) has said.

"The government had taken an pre-emptive action to identify COVID-19 hotspots in the country. In the absence of a lockdown and other containment measures, there would have been over 8.2 lakh coronavirus cases in the country till April 15," Lav Agarwal, Joint Secretary, MoHFW, said in a press briefing on Saturday.

As many as 1,035 fresh coronavirus cases and 40 deaths due to the disease were reported in the last 24 hours across the country, taking the total number of cases to 7,447 and deaths to 239 nationwide.

Agarwal added, "At least 586 dedicated COVID-19 hospitals have been earmarked at the state and centre level. One lakh isolation beds and 11,500 ICU beds have been reserved for coronavirus patients across country. This figure is being augmented every day, based on the evolving situation.

"The response of Government of India has been preemptive, proactive and to the extent of being over-prepared and through our graded approach, we have aligned our response with the evolving situation. Ministry of AYUSH has prepared a set of guidelines on respiratory health and to boost immunity. Districts have been asked to incorporate this in district-level contingency plan as well."

Agarwal also asserted that there is no shortage in the country of anti-malarial drug hydroxychloroquine, cited by many as a viable therapeutic solution to counter the coronavirus infection.

The ICMR said over 1.7 lakh samples have been tested in country so far for COVID-19, of which 16,564 samples were tested on Friday. Five lakh antibody testing kits ordered by ICMR have not been received yet.

At least 586 hospitals with 1 lakh isolation beds earmarked for COVID-19 patients: Health ministry

Pakistan is set to receive more medical supplies from China to fight the coronavirus outbreak in the country. The COVID-19 cases have sharply increased to 4,892 and death toll reached 71.

The Ministry of National Health Services reported that five patients died of coronavirus in the last 24 hours.

According to the data, the worst-hit Punjab province reported 2,336 COVID-19 patients, Sindh 1,318, Khyber-Pakhtunkhwa 656, Balochistan 220, Gilgit-Baltistan 215, Islamabad 113 and Pakistan-occupied Kashmir (PoK) 34.

At least 61 doctors and paramedics at a major healthcare centre in PoK's Muzaffarabad were placed in quarantine after a 65-year-old asymptomatic patient being treated there for some other chronic ailments tested positive.

To circumvent this, a special plane of Pakistan International Airline (PIA) will arrive from its all-weather ally China later Saturday with more medical supplies. It is the second plane to arrive in two days.

The special plane is slated to carry 50 donated ventilators, equipment and PPEs.

Earlier on March 27, the Khunjerab pass between Pakistan and China was opened for a day to receive Chinese medical supplies.

Authorities in Pakistan have so far conducted 57,836 tests, including 2,457 in the last one day.

In addition, Foreign Minister Shah Mahmood Qureshi on Saturday chaired a meeting with officials to discuss ways to bring back about 40,000 Pakistanis stranded in various countries.

Prime Minister Imran Khan has warned the people to follow official guidelines on self-isolation or the virus would spread further.

The government has also re-imposed a ban on the export of all anti-malaria drugs, four days after withdrawing the ban on the export of these drugs.

The World Health Organisation (WHO) has been looking into reports of some COVID-19 patients testing positive again after initially testing negative for the disease while being considered for discharge.

The WHO told Reuters in a brief statement, on Saturday: "We are aware of these reports of individuals who have tested negative for COVID-19 using PCR (polymerase chain reaction) testing and then after some days testing positive again.

"We are closely liaising with our clinical experts and working hard to get more information on those individual cases. It is important to make sure that when samples are collected for testing on suspected patients, procedures are followed properly," it said.

South Korean officials on Friday reported 91 patients thought cleared of the new coronavirus had tested positive again. To this end, Jeong Eun-kyeong, director of the Korea Centers for Disease Control and Prevention, said the virus may have been "reactivated" rather than the patients being re-infected.

WHO had asked South Korea for a report on this.

According to the WHO's guidelines on clinical management, a patient can be discharged from hospital after two consecutive negative results in a clinically recovered patient at least 24 hours apart. Based on current studies, there is a period of about two weeks between the onset of symptoms and clinical recovery of patients with mild COVID-19 disease, the agency said.

South Korean health officials said on Friday that it remains unclear what is behind the trend, with epidemiological investigations still under way.

The number of deaths linked to the novel coronavirus reached 100,000 on Friday, as reported cases passed 1.6 million, according to a Reuters tally.

Prime Minister Narendra Modi has decided to extend the nationwide lockdown to tackle the spread of the coronavirus, Delhi Chief Minister Arvind Kejriwal said on Saturday. However, an official announcement has not been made on this issue.

Kejriwal also did not specify how long the extension would be for.

PM Modi earlier in the day held a video conference call with several state ministers. After the meeting, Kejriwal took to Twitter, and said: "PM has taken correct decision to extend lockdown. Today, India’s position is better than many developed countries because we started lockdown early. If it is stopped now, all gains would be lost. To consolidate, it is imp to extend it."

The UK is scheduled to receive the first batch of 3 million paracetamol packets from India by Sunday -- in the face of the coronavirus pandemic. To this end, Lord Tariq Ahmad, the Minister of State for South Asia and the Commonwealth in the Foreign and Commonwealth Office (FCO), on Friday said the shipment is symbolic of the cooperative way both countries have been working through this unprecedented global crisis.

"The UK and India continue to work in close partnership to respond to the COVID-19 threat. My sincere thanks on behalf of the UK government to India for approving this important shipment," Ahmad said.

The shipment will coincide with a series of charter flights laid on by the UK government to ferry thousands of British residents stranded in India's coronavirus lockdown.

Also, an estimated 21,000 British residents are currently in India, of which around 5,000 are set to be repatriated over this weekend and the next week with a total of 19 charter flights confirmed between the different cities of India back to London.

"We have been working very closely with the Indian authorities, here at the Indian High Commission in London, the Ministry of External Affairs (MEA), and at state level in India to put in place all the necessary requirements for British nationals wanting to return to the UK," Ahmad said.

The travellers are set to be flown out from Goa, Mumbai, Delhi, Amritsar, Ahmedabad, Thiruvananthapuram via Kochi, Hyderabad, Kolkata and Chennai via Bengaluru over the coming week.

They will be checked for any symptoms of the novel coronavirus before being allowed to board the charter flights and on landing in the UK, they will be subject to the same self-isolation and social distancing stipulations as other UK-based citizens.

Passengers are given a chance to book on to these flights at a standard 600-650 pound rate, with those facing financial difficulties given the opportunity to access an interest-free loan to be paid back over a six-month period.

The British High Commission in New Delhi has said that it is prioritising the more vulnerable within the nationals registered on its database wanting to return to the UK.

The FCO said in the spirit of cooperation it has announced a series of measures to assist the Indians caught up in the crisis in the UK, including an extension to any expiring visas until the end of May and steps to safeguard university accommodation for Indian students.

The World Health Organisation (WHO) has finally corrected one of its reports that showed COVID-19 was in the community transmission stage in India. It said it happened due to an error which has now been fixed.

The Indian government has maintained that community transmission has not yet started in the country.

To this end, the WHO rectified the mistake in its latest situation report on COVID-19 published on Friday and said that India came under the "cluster of cases" category, not "community transmission" as stated in the earlier report published on Thursday.

The Union Ministry of Health and Family Welfare on Friday also said that there was no community transmission in India yet and the rate of the infection of novel Coronavirus is low.

"At least 16002 samples were tested on Thursday, of which only 320 people tested positive for COVID-19. Only 2 per cent cases tested positive. Based on the samples collected, we can say that the infection rate is not high although it is dynamic," Joint secretary of the Health Ministry, Lav Agarwal said, in a press briefing.

For the unversed, the WHO has defined four transmission scenarios for COVID-19 -- no confirmed cases, sporadic cases, clusters of cases, and community transmission.

Community transmission refers to a large outbreak of local transmission.

The total tally of novel coronavirus cases in India reached up to 7,447, the Union Health Ministry said on Saturday. Of the total number, 6,565 are active cases, 239 are dead, one has migrated, while 642 people have been discharged after recovery.

China has reported a rise in new coronavirus infections, days after it said there had been no new cases.

The new infections have mostly been found in travellers arriving from abroad.

The deadly virus initially emerged in China's central city of Wuhan. Tough curbs were then imposed across the country that helped in controlling the spread of infection -- although it has spread worldwide to infect 1.6 million people with 1,00,000 deaths.

Chinese authorities now fear the possibility of a second wave triggered by arrivals from overseas or asymptomatic patients.

While some experts do not expect a big second wave, thanks to China's stringent controls, the possibility could not be ignored, Wang Xinghuan, president of Wuhan's Leishenshan hospital said.

Also, it cannot be immediately known how infectious asymptomatic people are.

China detected 34 new asymptomatic cases on Friday, down from 47 the previous day, according to the health commission.

The National Health Commission said 46 new cases were reported on Friday, including 42 from abroad, up from 42 a day earlier, as Hubei province, whose capital is Wuhan, reported no new cases for a seventh successive day.

Of the new imported cases, 22 were in the northeastern province of Heilongjiang, where Chinese nationals crossing over the border from Russia figured in a recent spike in cases.

The rise in cases from abroad has spurred authorities in the southern city of Guangzhou to step up scrutiny of foreigners, ordering bars and restaurants not to serve clients who appear to be of African origin.

To this end, anyone with "African" contacts faces mandatory virus tests followed by quarantine, regardless of recent travel history or previous isolation, it said in a statement, advising African-Americans or those who fear being targeted to stay away.

Mainland China's tally of infections now stands at 81,953. The death toll rose by three on Friday to 3,339.

Despite a massive spike in cases of COVID-19 across the country, many Indians are hopeful, reveals an online research survey by the psychology department of Panjab University (PU) here on Friday. The survey collected findings based on mapping the psycho-social impact of the COVID-19 upheaval on the homebound people and their coping strategies.

"An overwhelming majority of respondents (96 per cent) reported a positive emotional and mental health, which is the silver lining to the bleak public mood since the virus outbreak," said psychologist Prof Seema Vinayak, who carried out the research investigation, between April 6 and 9.

Close to 400 people of diverse age groups and social strata are having internet access in over a dozen zones across the country.

"A new sense of family bonding has acted as a cushion for stress, anxiety and fear arising out of uncertainty, and also upped the happiness quotient of members," added Vinayak.

Much of the positive outlook among people, according to the survey, is a prolonged period of togetherness forced upon the families by the curfew-like stay-at-home norms.Interestingly, elderly respondents, who generally experienced loneliness in normal times due to the busy lives of younger family members, reported a significant surge in their emotional well-being owing to greater interpersonal interactions in homes.

At least two-thirds of respondents reported that enjoying nature, yoga, meditation and physical exercise in the confines of home helped them cope with the stressors of an unabated pandemic and an open-ended lockdown.

Impact on livelihood, uncertainty on academic and professional lives, continued raging of coronavirus and loss of social life emerged as the top-of-the-mind worries among respondents.

Yet, most are high on hope about the post-lockdown future.

Trust in the government`s steps to deal with the virus outbreak, a likely invention of the vaccine, a greater focus on healthcare and increased awareness about hygiene were mentioned as bright spots by three-fourths of the respondents.

According to the Union Ministry of Health and Family Welfare, at least 132 positive COVID-19 cases have been reported in Punjab as of Saturday. Out of the 132 cases, five patients have recovered and 11 have succumbed to the virus.
