The world is witnessing the fallout of climate change with catastrophic natural disasters witnessed across the globe. In a bid to decrease carbon footprint and accelerate the use of renewable energy, French senators have ruled that parking spaces with 80 or more cars must have at least half of the spaces covered with solar panels.

As per the bill, the owners of large car parks with more than 400 spaces must fit solar panels within three years. The French government said measures could generate up to 11 gigawatts -- the equivalent of 10 nuclear reactors.

“We must not delay the implementation of the decarbonization of our economy,” reported Forbes, quoting Senator Agnès Pannier-Runacher speaking at the Senate debate.

Starting July 1, 2023, the law would come in effect and the car park owners would have to comply with it. The legislation approved by the French senate coincides with COP27 summit where the world leaders are reiterating their commitment towards mitigating climate change.

Earlier this year, as part of the "France 2030" investment plan, the French President Emmanuel Macron detailed the guidelines for France's new energy policy.

The policy aimed to achieve energy independence for France. The "France 2030" committed to devote one billion euros to innovation in renewable energies.

Extreme weather events are fast becoming a reality. The European Environment Agency (EEA) has warned that heatwaves can kill 90,000 Europeans annually if nothing is done.

This warning comes as a report released on Monday by the World Health Organization said that so far this year at least 15,000 deaths can be attributed to the hot weather in Europe.

This number, however, is expected to rise in the coming years, especially in the south of the continent, due to more frequent heatwaves connected to climate change, an ageing population, and growing urbanization, it said.

On Tuesday (November 8), small island nations came together and raised a call for windfall tax on oil companies in order to compensate developing countries for climate change.

Barbados Prime Minister Mia Mottley came down heavily on industrialised nations at COP27 Climate Summit. Underlining that rich nations were historically responsible for climate change and global warming of today, she questioned whether poorer nations were to 'face double jeopardy' by giving their sweat and blood for rich nations and now having to pay the cost of climate change.

“We were the ones whose blood, sweat and tears financed the industrial revolution,” she said. “Are we now to face double jeopardy by having to pay the cost as a result of those greenhouse gases from the industrial revolution? That is fundamentally unfair,” said Mottley

Mia Mottley called Monday for a 10 percent tax on oil companies to fund loss and damage.

The contentious issue of loss and damage was added to the COP27 agenda after intense negotiations. The United States and European Union have dragged their feet on the issue in the past, fearful of creating an open-ended reparations regime

At COP27, Mottley found an ally in Gaston Browne, Prime Minister of Antigua and Barbuda.

"It is about time that these companies are made to pay a global COP carbon tax on these profits as a source of funding for loss and damage," Browne told world leaders.

"While they are profiting, the planet is burning," said Browne, who was speaking on behalf of the 39-nation Alliance of Small Island States, many of whose very existence is threatened by rising sea levels and increasingly intense tropical storms.

COP27: Island nations lash out at rich countries over climate change

In Pics: Climate activists across the world protest ahead of COP27

A recent analysis by Carbon Brief, a UK-based website, shows that developed countries including the United States, United Kingdom, Australia, and Canada have made smaller financial contributions than internationally agreed to in terms of their share of historical emissions.

The report compares national shares of historical emissions with the contributions made to the $100 billion climate finance target that developed countries pledge by the year 2020. However, not only has this target not been met but countries like the US which should have contributed $40 billion based on past emissions and have only provided $7.6 billion or 19% of their “fair share” by 2020, the report said citing the latest data available.

Furthermore, while countries like Canada and Australia have provided nearly 40% of their “fair share”, they collectively still fall at least $5 billion short of their target and the UK which has given 76% still falls at least $1.4 billion short in fulfilling its commitment toward the climate finance goal.

These countries, based on their historical contributions, are also among the 24 “Annex II” countries which are on the list of “developed” or “industrialised” nations, which account for 40% of historical emissions and are legally bound by the United Nations climate convention to provide climate finance. The $100 billion target was agreed to by the developed countries during the COP15 climate summit in 2009.

On the other hand, countries like Switzerland have proportionally provided more than four times that they have contributed to the emissions. While France and Norway’s contribution was more than three times and Japan is one of the largest providers with $13 billion which is more than double its historical emissions.

Notably, the funding from the US, Canada, Australia and the UK is largely in the form of grants which is preferred over Japan and France's method of contribution which is loans, by the developing countries that often carry heavy amounts of debt. A report by the Guardian indicates that the UK government was recently criticised for not paying the $300 promised in climate funds before the beginning of COP27.

Meanwhile, the report also shows that the US is the largest shortfall as it has only contributed 19% of its $40 billion fair share. However, recently a pledge proposed by the incumbent US president Joe Biden promises to contribute $11.4 billion a year by 2024, while Congress has also approved a $1 billion in climate finance earlier this year.

These findings were published amid the ongoing COP27 climate summit in Egypt, which began this Sunday, with climate finance for developing countries being one of the key issues. Furthermore, several recent reports by different groups and organisations have raised an alarm regarding climate change and its effects in recent years as well as in the future.

In the context of funding, the UN secretary general, António Guterres, on Thursday highlighted the need for increased “adaptation investment” which could save millions of people from “climate carnage”. The World Health Organisation in a statement, on Sunday, said that investment in clean energy will yield health gains, for example, applying higher standards for vehicle emissions could save at least 2.4 million lives per year.

A recent analysis by Carbon Brief, a UK-based website, shows that developed countries including the United States, United Kingdom, Australia, and Canada have made smaller financial contributions than internationally agreed to in terms of their share of historical emissions.

ALSO READ: India is fourth worst-hit when it comes to climate change-induced migration: Report Furthermore, while countries like Canada and Australia have provided nearly 40% of their “fair share”, they collectively still fall at least $5 billion short of their target and the UK which has given 76% still falls at least $1.4 billion short in fulfilling its commitment toward the climate finance goal. ALSO WATCH: WION Climate Tracker: Climate change creates new crisis for Bangladesh Notably, the funding from the US, Canada, Australia and the UK is largely in the form of grants which is preferred over Japan and France's method of contribution which is loans, by the developing countries that often carry heavy amounts of debt. The United Nations' 27th session of the Conference of Parties (COP27) climate summit began on Sunday in Egypt's Sharm el-Sheikh city. Shadowed by the cost-of-living crisis in the western nations and severe weather events in Africa and parts of Asia, much of the tension in Sharm el-Sheikh is expected to be about funds to be pledged by rich nations to help their developing counterparts in the global south fight climate change.

Compensation for developing nations to be discussed

Delegates at the COP27 summit agreed to discuss whether rich nations should compensate developing countries most vulnerable to climate change for their suffering.

“This creates for the first time an institutionally stable space on the formal agenda of COP and the Paris Agreement to discuss the pressing issue of funding arrangements needed to deal with existing gaps, responding to loss and damage,” COP27 president Sameh Shoukry said in the opening plenary of the conference.

The loss and damage discussions now on the agenda at COP27 will not involve liability or binding compensation, but they are intended to lead to a conclusive decision “no later than 2024,” Shoukry said.

At COP26 in 2021 in Scotland's Glasgow, high-income nations called for a new three-year dialogue for discussions related to climate-related aid to the poorer nations. Whether Sharm-el-Sheikh will be able to replace the vagueness of Glasgow with respect to a tangible solution towards such a funding programme, remains to be seen.

“The inclusion of this agenda reflects a sense of solidarity for the victims of climate disasters,” COP27 president Sameh Shoukry added.

In his opening speech, the head of the United Nations panel of climate scientists emphasised the urgency of cutting greenhouse gas emissions while also working towards global adaptation to the effects of climate change.

The outgoing chair of the Conference of the Parties talks, British official Alok Sharma, said countries had made considerable progress at their last meeting in Glasgow, including on setting more ambitious targets for cutting emissions.

“We kept 1.5°C alive,” he said, referring to the goal of the Paris pact, to keep temperature increase since pre-industrial times under that threshold.

More than 40,000 participants were registered for this year's talks. The host Egypt said over 120 world leaders will attend, many of them speaking at a high-level event on November 7-8, while U.S. President Joe Biden was expected to arrive later in the week.

Trending on WION: Climate activists target two Goya paintings in Spain

With the rather absurd trend of targeting popular paintings and art pieces by climate change activists gaining pace, another pair of such activists has now targetted two paintings by Spanish master Francisco Goya at a museum in Madrid.

Reportedly, two activists of a climate group named Extinction Rebellion on Saturday glued their hands to the frames of the two paintings at the Prado Museum. They also scrawled '+1.5ºC' on the wall which was a reference to the Paris agreement of capping warming at 1.5 degrees Celsius above pre-industrial levels.

The group also took to Twitter to share the video, saying it loved the act of its volunteers.

The question of the developing world's energy poverty and massive global inequalities in energy access has dominated the themes of climate change summits since the Rio Earth Summit (1992). The theme finds its place in the agenda of many developing countries from Africa and is set to dominate the climate change discourse during COP 27 summit in Egypt, starting November 6.

What do global energy inequalities look like?

According to World Bank, globally, 733 million people have no access to electricity, and 2.4 billion people remain devoid of access to clean fuels and technologies. A United Nations report tracking the Sustainable Development Goals (SDGs) states that the average per capita energy use of the richest 20 countries is 85 times higher than that of the 20 poorest countries.

Another World Bank database points to severe energy access inequalities, stating that the average annual per capita electricity consumption of sub-Saharan Africa is 487-kilowatt hours (kWh). On the other hand, the 38 countries constituting the Paris-based Organisation for Economic Cooperation and Development (OECD) have a per capita electricity consumption of 7,750-kWh.

According to World Economic Forum (WEF), by 2030, climate change is likely to push an additional 132 million people into extreme poverty — many of them women, girls, and marginalised communities. These groups are more likely to be exposed to poverty, loss of livelihood, and malnutrition, the WEF report adds.

COP 27 summit: What do global inequalities in energy access look like?

In the midst of mounting calls for affluent countries to pay poorer nations most susceptible to climate change, the United Nations Climate Change Conference, known as COP27, officially kicked off on Sunday in Sharm El Sheikh, Egypt. The assembly of close to 200 nations from November 6–18 will be dominated by the rising financial requirement of almost all poor nations to deal not only with current effects but also those that are already taking lives and wrecking economies.

India will seek clarity on climate finance while emphasising the mantra of ‘Lifestyle for Environment’ (LiFE) at the 27th edition of the Conference of Parties (COP27) at Egypt’s Sharm-El-Sheikh, starting November 6.

The Indian delegation will be led by Union Minister for Environment, Forests and Climate Change Bhupender Yadav. More than 45,000 individuals have registered their participation at COP27. Over 120 heads of states and governments will attend the summit, including US President Joe Biden, UK Prime Minister Rishi Sunak, and French President Emmanuel Macron.

Loans from developed countries get passed off as climate-related aid: India

Union Environment Minister Bhupender Yadav said that the absence of a definition of what constitutes climate finance enables developed countries to greenwash their finances and pass off loans as climate-related aid.

“As it is a saying that 'what gets measured gets done', more clarity is needed on the definition of climate finance for the developing countries to be able to accurately assess the extent of finance flows for climate action,” an official statement by India’s Union Environment Ministry said.

India to push developed countries for a new global climate finance target

In 2009, at COP29 in Copenhagen, the developed countries committed to jointly finance $100 billion per year by 2020 to help developing countries tackle climate change. In contrast, the total financial support by developed countries was $45.4 billion in 2017 and $51.8 billion in 2018, according to the fourth Biennial Assessment of the Standing Committee on Finance of the United Nations Framework Convention on Climate Change

The developing countries including India will also push rich countries to agree to a new global climate finance target – also known as the New Collective Quantified Goal on climate finance (NCQG). The NCQG should be in trillions, the developing countries say, as the costs of addressing and adapting to climate change have grown.

At the meet, India will discuss the mantra of LiFE, Lifestyle for Environment, coined by PM Shri @narendramodi ji. Mission LiFE will remind the global community that COP27 must focus on the forgotten SDG-12 that calls for ensuring sustainable consumption & production patterns. — Bhupender Yadav (@byadavbjp) November 5, 2022 × The Indian delegation will be led by Union Minister for Environment, Forests and Climate Change Bhupender Yadav. More than 45,000 individuals have registered their participation at COP27. Over 120 heads of states and governments will attend the summit, including US President Joe Biden, UK Prime Minister Rishi Sunak, and French President Emmanuel Macron. Loans from developed countries get passed off as climate-related aid: India Union Environment Minister Bhupender Yadav said that the absence of a definition of what constitutes climate finance enables developed countries to greenwash their finances and pass off loans as climate-related aid. “As it is a saying that 'what gets measured gets done', more clarity is needed on the definition of climate finance for the developing countries to be able to accurately assess the extent of finance flows for climate action,” an official statement by India’s Union Environment Ministry said. India to push developed countries for a new global climate finance target In 2009, at COP29 in Copenhagen, the developed countries committed to jointly finance $100 billion per year by 2020 to help developing countries tackle climate change. In contrast, the total financial support by developed countries was $45.4 billion in 2017 and $51.8 billion in 2018, according to the fourth Biennial Assessment of the Standing Committee on Finance of the United Nations Framework Convention on Climate Change The developing countries including India will also push rich countries to agree to a new global climate finance target – also known as the New Collective Quantified Goal on climate finance (NCQG). The NCQG should be in trillions, the developing countries say, as the costs of addressing and adapting to climate change have grown. UN COP27 climate summit opens in Egypt; India to flag climate finance gap

Summers in Europe are getting hotter and drier with every passing year, not only has this meant much discomfort for the people, the unprecedented heat is also taking a heavy toll on the regions of flora - and the culprit is Climate Change.

The Egyptian host of the COP27 summit has accused governments of various countries of of making positive public statements but denying them privately during negotiations. Egyptian diplomat Wael Abdoulmagd, the in charge of the summit said, “Political statements and pledges are made in front of the cameras, but in the negotiating rooms it’s back to the adversarial approach. These [publicly positive positions] will not be of value until translated into the negotiating rooms, and that has not been the case so far.”

COP27 host: Countries make pledges in public, then take adversarial approach in negotiations

Global warming has given rise to bigger fires in Siberia, following which the release of huge amounts of carbon trapped in Siberian soil appears imminent, a report published in the journal Science said Thursday. The recent fires have released some 150 million tonnes of carbon, in what the researchers depicted as a ‘feedback loop’ of nature in response to global warming.

Researchers expressed fear that a threshold might soon be crossed, beyond which an even smaller rise in temperature may give rise to an exponential increase in the area burned in the Arctic circle

In 2019 and 2020, fires in Siberia destroyed a surface area equivalent to nearly half of that which burned in the previous 40 years, the study said.

“The area above the Arctic circle heats up four times faster than the rest of the planet and it is this climate amplification which causes abnormal fire activity,” David Gaveau, one of the authors of the study, was quoted as saying by AFP.

In 2020, fire charred more than 2.5 million hectares (6.2 million acres) of land and released, in CO2 equivalent, as much as that emitted by Spain in one year, the scientists concluded.

In 2020, summer in Siberia was reported to be three times hotter than it was in 1980. The Russian city of Verkhoyansk hit 38 degrees Celsius in summer, a record for the Arctic.

The average air temperature in summer, from June to August, surpassed 10 degrees Celsius only four times in the period under study: in 2001, 2018, 2019 and 2020. These turned out to be the years with the most fires too.

2020-like forest fire events to be more frequent: Study

Looking ahead to the future, the study has predicted two possible scenarios.

In the first one, if nothing is done to fight climate change, fires of the same gravity as in 2020 may occur every year.

In the second scenario, if concentrations of greenhouse gases stabilise and temperatures level out by the second half of this century, severe fires like those of 2020 would break out on average every 10 years, said Adria Descals Ferrando, the main author of the study.

Either way "summers with fires like those of 2020 are going to be more and more frequent starting in 2050 and beyond," said Gaveau.

Climate activists who targetted 'Girl with a Pearl Earring' get prison sentence

A UN report claims that some of the world's most famous glaciers could disappear by 2050. Molly Gambhir tells you more.

Gravitas: World's most iconic glaciers to melt by 2050?

Sometimes something catastrophic comes to you in a pleasant way. Like a letter of bankruptcy sent in an envelope exquisitely made of handmade paper. Why punch a man when you can do it after a pleasant 'hello', right?

Climate Change literally has the power to kill us. Rising sea levels, increasingly powerful storms are already creating issues. But a new study has revealed that we may have a pleasant distraction while we'd otherwise be busy digging our graves. Climate Change is going to give rise to more rainbows!

The researchers have found that frequency of rainbows is going to increase across the globe by as much as 5 per cent. This research studied less obvious effects of the climate change.

For the study, the researchers made use of global climate data, crowd-sourced images and a computer model. The researchers found that 66 to 79 per cent regions of the world will witness rainbows in greater frequency.

"Living in Hawai'i, I felt grateful that stunning, ephemeral rainbows were a part of my daily life," says land systems scientist Kimberly Carlson, who is now at New York University. "I wondered how climate change might affect such rainbow viewing opportunities."

Tens of thousands of crowdsourced photos were analysed. Data was gathered for photos for which location data was available. A computer model was trained to make predictions after feeding it this data and more like precipitation, cloud cover and angle of the Sun. The model then made predictions.

It was found that regions at higher elevation would experience more rainbows than those at lower altitudes.

But this is hardly to bring a smile to our faces as climate change is otherwise going to spell disaster. It's wise to steer clear.

We are heading to a future with more rainbows, but there's a catch

Several UNESCO World Heritage sites, including Yellowstone and Kilimanjaro National Park, will likely lose their glaciers by the year 2050, the UN body warned and urged countries to take immediate action to safeguard the remaining ones.

A survey of 18,600 glaciers at 50 World Heritage Sites, totaling over 66,000 square kilometres (25,000 square miles), concluded that glaciers at a third of the sites were "condemned to perish," prompting the warning.

The study "shows these glaciers have been retreating at an accelerated rate since 2000 due to CO2 emissions, which are warming temperatures", UNESCO said.

According to the EPA, the glaciers were losing 58 billion tonnes of ice year, or around five percent of the reported rise in sea level, which is equal to the total annual water demand of France and Spain.

"Glaciers in a third of the 50 World Heritage sites are condemned to disappear by 2050, regardless of efforts to limit temperature increases," UNESCO said.

"But it is still possible to save the glaciers in the remaining two thirds of sites if the rise in temperatures does not exceed 1.5°C compared to the pre-industrial period."

Countries have agreed to limit global warming to 1.5 degrees Celsius above pre-industrial levels, but given current emission patterns, this target is likely to be missed.

"This report is a call to action," said UNESCO head Audrey Azoulay, ahead of the COP27 climate summit in Egypt starting on Monday.

"Only a rapid reduction in our CO2 emissions levels can save glaciers and the exceptional biodiversity that depends on them. COP27 will have a crucial role to help find solutions to this issue."

In three decades, it's likely that some of the glaciers in Europe's Pyrenees and Dolomites will also be gone.

The same was true of the glaciers in the American national parks of Yosemite and Yellowstone.

One of the top 10 concerns from climate change, according to a study from the Intergovernmental Panel on Climate Change released in February, is the melting of ice and snow.

According to UNESCO, all of Africa's World Heritage Sites, including Mount Kenya and Kilimanjaro National Park, would likely be devoid of glaciers by the year 2050.
