<p>"South Korea will play a responsible role as a bridging nation between developing and advanced nations," said President Moon Jae-in as he opened the 2021 Partnering for Green Growth and the Global Goals 2030, or P4G,&nbsp;summit.</p>

<p>The two-day&nbsp;summit&nbsp;is the second of its kind following the inaugural meeting held in Copenhagen in 2018 and is focused on public-private partnerships, especially in developing countries.</p>

<p>WASHINGTON — Joe Biden's $2 trillion plan to fight global warming is the most ambitious climate policy proposed by a leading presidential candidate, a political lightning rod spotlighted Thursday night when the Democratic nominee acknowledged during a debate that it would “transition” the country “from the oil industry.”</p>

<p>But no one knows better than Biden, the former vice president, that it almost surely will not be enacted, even if his party secures the White House and the Senate. Thirty-six years in the Senate and the searing experience of watching the Obama administration’s less ambitious climate plan die a decade ago have taught him the art of the possible.</p>

<p>Still, a President Biden could have real impact: solar panels and wind turbines spread across the country’s mountains and prairies, electric charging stations nearly as ubiquitous as gas stations and a gradual decrease in the nation’s planet-warming greenhouse pollution.</p>

<p>“The oil industry pollutes significantly,” Biden said at the final presidential debate, adding, “it has to be replaced by renewable energy over time.”</p>

<p>Biden’s advisers insist that climate change is not just a political slogan. And on Capitol Hill, his team is already strategizing with Democratic leaders on how they can realistically turn at least some of those proposals into law.</p>

<p>“There are three things we have to do — climate, economic equality and democracy,” said Sen. Chuck Schumer, D-N.Y., who would become the majority leader if his party wins control of the Senate. “All three are vital, and climate is not going to be the caboose.”</p>

<p>If Biden wins, he will face a dilemma he knows well — so much to do, and so little time. As a newly inaugurated vice president, he and Barack Obama dove first into passing an economic recovery bill in the wake of the 2008 financial crisis, then focused on the Affordable Care Act. By the time that Congress moved to climate change, the White House’s political capital was exhausted.</p>

<p>Speaker Nancy Pelosi in 2010 forced the House to approve complicated legislation to cap carbon emissions, but that “cap and trade” bill never even came to a vote in the Senate. Its passage in the House helped sweep Democrats from power months later.</p>

<p>“The biggest factor in not getting climate change done in 2010 was health care,” said Phil Schiliro, who was Obama’s liaison to Congress at the time. “And this could happen again, with the other things that have to come first. The coronavirus is such an enormous wild card.”</p>

<p>If Biden wins the White House but Republicans hold Senate control, Biden’s loftiest climate pledges will certainly die.</p>

<p>In that scenario, “All Biden can try to do is cobble back together the Obama environmental agenda,” said Douglas Brinkley, a historian who focuses on presidents’ environmental legacies.</p>

<p>That would include, he said, rejoining the international Paris accords — the agreement between nations to fight climate change, which President Donald Trump is withdrawing from — and reinstating Obama-era climate regulations. And with a 6-3 conservative majority on the Supreme Court, even that could be thwarted.</p>

<p>But even a narrow Democratic majority in the Senate would leave a President Biden with options. And this time around, Biden wants to do it differently, not with a stand-alone climate bill but by tucking climate measures into broader, popular legislation to insulate them from partisan attack.</p>

<p>Democrats’ initial pass would most likely come in an economic recovery package. The $787 billion American Recovery and Reinvestment Act passed in 2009, which Biden was responsible for putting in effect, included about $90 billion in clean energy infrastructure spending.</p>

<p>With Congress arguing over a coronavirus relief bill measured in trillions of dollars, that $90 billion total is “going to look very small,” said Sen. Edward Markey, D-Mass. “It’s going to be a big, big, big number that goes into that stimulus bill.”</p>

<p>An infrastructure bill, long promised by Trump, could follow and include language from Biden’s climate plan to promote construction of 500,000 electric vehicle charging stations and build 1.5 million new energy-efficient homes. It is also expected that a Biden White House would push aggressively for provisions to promote trains and high-speed rail.</p>

<p>“I will fight for a big, bold climate package,” Schumer said, “and as leader, will be focused on assembling a climate package that meets the scale and the scope of the problem.”</p>

<p>If those spending measures cannot secure enough Republican support to beat a filibuster, Schumer plans to use a budgetary procedure, called reconciliation, to muscle through climate spending and tax policy. Trump and President George W. Bush used reconciliation to pass their huge tax cuts, and Obama passed part of the Affordable Care Act using the rule.</p>

<p>More than a year ago, Schumer tasked Democrats on the Senate committees responsible for climate policy to begin crafting climate-related tax legislation that could be bundled into a larger budget bill. Such policies could include extending tax credits for wind and solar power or increasing royalties for oil and gas drilling on public lands. They could possibly include a tax on carbon dioxide emissions, although passage of such a measure would violate Biden’s pledge not to raise taxes on families with income below $400,000.</p>

<p>“Nothing is off the table,” Schumer said.</p>

<p>Many Republicans are expected to oppose those efforts, countering that they could harm the economy, but some gas-and-coal-state Democrats who balked at Obama’s cap-and-trade bill say they have shifted over the past decade as the politics and reality of climate change have grown more urgent.</p>

<p>“What’s changed is that it’s gotten worse,” said Sen. Jon Tester, D-Mont., who said in 2010 that he worried that Obama’s bill would harm his state’s agriculture and coal industries.</p>

<p>“We’re supposed to get our first frost tonight — in October, a month late,” Tester said, speaking by telephone from his farm in Big Sandy, Montana. “You really have to have your head buried in the sand not to see we’ve got a problem.”</p>

<p>Sen. Bob Casey, D-Pa., a Catholic, said his thinking had been shaped in part by Pope Francis’ 2015 encyclical, which calls for transformational change to stop climate change and environmental degradation.</p>

<p>“We can’t wait 10 more years,” he said. “I don’t think we can wait five years.”</p>

<p>Other coal-state Democrats are not there. Sen. Joe Manchin of West Virginia, who shot a copy of Obama’s climate bill in a campaign ad in 2010 and re-upped it in 2018, will play a key role in any climate debate, particularly if he becomes chairman of the Senate Energy Committee.</p>

<p>“I share Vice President Biden’s concern for tackling climate change,” Manchin wrote in an email, but added that major policy changes would not be accepted at face value. “The devil is in the details."</p>

<p>With so much legislative experience, Biden knows what he would be up against, but few would count him out.</p>

<p>“Joe Biden has proved throughout his career that he can bring people together to pass consequential legislation,” said Matt Hill, a spokesman for Biden.</p>

<p>Michael McKenna, who served as a liaison to Congress for Trump, compared a potential Biden administration to Bill Clinton’s negotiating team.</p>

<p>“They’d say, ‘Here’s what we can do,’ and then you start looking for the Venn diagram of what you could do and what they wanted,” said McKenna, a veteran energy lobbyist. Biden, he added, “gets the racket.”</p>

<p>But beyond spending and taxation, real policy changes cannot pass through reconciliation under Senate rules. They will need 60 votes and Republican support. One policy target is a “clean energy standard” — a law mandating a fast transition to zero-carbon electricity generation from wind, solar, hydro and nuclear power. That would go a long way toward ensuring that Biden meets his campaign pledge of eliminating planet-warming pollution from the electricity sector by 2035.</p>

<p>It would also be a tough sell.</p>

<p>“Not going to happen,” McKenna predicted. “The progressives are going to be disappointed.”</p>

<p>Other policy proposals that would need bipartisan support include the establishment of a new government research agency focused solely on solutions to climate change; a mandate for the federal government to purchase hybrid and electric vehicles; and a measure to promote the widespread use of farm equipment that captures planet-warming methane emissions from manure.</p>

<p>Some of the Senate Republicans that could be partners in such ventures are precisely the ones that Democrats need to lose in November if they are to capture the majority: Susan Collins of Maine and Cory Gardner of Colorado, for instance.</p>

<p>One Republican not up for reelection, Sen. Lisa Murkowski of Alaska, has spoken of the harm that climate change has wreaked on her state.</p>

<p>“She will remain highly engaged in discussions about clean energy and climate change,” said a spokeswoman for Murkowski, Tonya Parrish.</p>

<p>The rest of the world will be watching.</p>

<p>“If we have Biden as president, and he will announce very quickly that he will rejoin Paris and do pieces of regulation that he can control — if he can only muster that, we should remember that those will have an impact,” said Laurence Tubiana, who served as France’s chief climate ambassador during the 2015 Paris negotiations.</p>

<p>But, she said, spending money and reinstating rules will not be enough to meet the emission reductions needed from the world’s largest economy, nor will that secure the global influence the United States once had. For that, she said, “it will be essential to have a law.”</p>

<p>But Republican filibusters would stand in the way.</p>

<p>There is another option: eliminating the legislative filibuster to pass a climate policy bill with a simple 51-vote majority.</p>

<p>Although the Senate has gotten rid of the filibuster for judicial and executive branch confirmations, leaders in both parties have opposed ending it for legislation, fearing the prospect of absolute majority rule.</p>

<p>But climate change might lead Democrats to take a step that has been considered unthinkable, some Democrats say.</p>

<p>“If Republicans still think climate change is a hoax and won’t play ball, and they take the ball and go back to their court, we’ll find other ways to proceed,” said Sen. Thomas Carper, D-Del., who will become chairman of the Senate environment committee if his party wins the Senate.</p>

<p>Biden has designated Carper his climate point man on Capitol Hill, and the two enjoy a decadeslong friendship from Delaware politics.</p>

<p>“Getting rid of the filibuster — that shouldn’t be the first thing we should lead with,” Carper said. “But Republicans should have in the back of their minds that it could come to that.”<br />

More than a year ago, Schumer tasked Democrats on the Senate committees responsible for climate policy to begin crafting climate-related tax legislation that could be bundled into a larger budget bill. Such policies could include extending tax credits for wind and solar power or increasing royalties for oil and gas drilling on public lands. They could possibly include a tax on carbon dioxide emissions, although passage of such a measure would violate Biden’s pledge not to raise taxes on families with income below $400,000. “Nothing is off the table,” Schumer said. Many Republicans are expected to oppose those efforts, countering that they could harm the economy, but some gas-and-coal-state Democrats who balked at Obama’s cap-and-trade bill say they have shifted over the past decade as the politics and reality of climate change have grown more urgent. “What’s changed is that it’s gotten worse,” said Sen. Jon Tester, D-Mont., who said in 2010 that he worried that Obama’s bill would harm his state’s agriculture and coal industries. “We’re supposed to get our first frost tonight — in October, a month late,” Tester said, speaking by telephone from his farm in Big Sandy, Montana. “You really have to have your head buried in the sand not to see we’ve got a problem.” Sen. Bob Casey, D-Pa., a Catholic, said his thinking had been shaped in part by Pope Francis’ 2015 encyclical, which calls for transformational change to stop climate change and environmental degradation. “We can’t wait 10 more years,” he said. “I don’t think we can wait five years.” Other coal-state Democrats are not there. Sen. Joe Manchin of West Virginia, who shot a copy of Obama’s climate bill in a campaign ad in 2010 and re-upped it in 2018, will play a key role in any climate debate, particularly if he becomes chairman of the Senate Energy Committee. “I share Vice President Biden’s concern for tackling climate change,” Manchin wrote in an email, but added that major policy changes would not be accepted at face value. “The devil is in the details." With so much legislative experience, Biden knows what he would be up against, but few would count him out. “Joe Biden has proved throughout his career that he can bring people together to pass consequential legislation,” said Matt Hill, a spokesman for Biden. Michael McKenna, who served as a liaison to Congress for Trump, compared a potential Biden administration to Bill Clinton’s negotiating team. “They’d say, ‘Here’s what we can do,’ and then you start looking for the Venn diagram of what you could do and what they wanted,” said McKenna, a veteran energy lobbyist. Biden, he added, “gets the racket.” But beyond spending and taxation, real policy changes cannot pass through reconciliation under Senate rules. They will need 60 votes and Republican support. One policy target is a “clean energy standard” — a law mandating a fast transition to zero-carbon electricity generation from wind, solar, hydro and nuclear power. That would go a long way toward ensuring that Biden meets his campaign pledge of eliminating planet-warming pollution from the electricity sector by 2035. It would also be a tough sell. “Not going to happen,” McKenna predicted. “The progressives are going to be disappointed.” Other policy proposals that would need bipartisan support include the establishment of a new government research agency focused solely on solutions to climate change; a mandate for the federal government to purchase hybrid and electric vehicles; and a measure to promote the widespread use of farm equipment that captures planet-warming methane emissions from manure. Some of the Senate Republicans that could be partners in such ventures are precisely the ones that Democrats need to lose in November if they are to capture the majority: Susan Collins of Maine and Cory Gardner of Colorado, for instance. One Republican not up for reelection, Sen. Lisa Murkowski of Alaska, has spoken of the harm that climate change has wreaked on her state. “She will remain highly engaged in discussions about clean energy and climate change,” said a spokeswoman for Murkowski, Tonya Parrish. The rest of the world will be watching. “If we have Biden as president, and he will announce very quickly that he will rejoin Paris and do pieces of regulation that he can control — if he can only muster that, we should remember that those will have an impact,” said Laurence Tubiana, who served as France’s chief climate ambassador during the 2015 Paris negotiations. But, she said, spending money and reinstating rules will not be enough to meet the emission reductions needed from the world’s largest economy, nor will that secure the global influence the United States once had. For that, she said, “it will be essential to have a law.” But Republican filibusters would stand in the way. There is another option: eliminating the legislative filibuster to pass a climate policy bill with a simple 51-vote majority. Although the Senate has gotten rid of the filibuster for judicial and executive branch confirmations, leaders in both parties have opposed ending it for legislation, fearing the prospect of absolute majority rule. But climate change might lead Democrats to take a step that has been considered unthinkable, some Democrats say. “If Republicans still think climate change is a hoax and won’t play ball, and they take the ball and go back to their court, we’ll find other ways to proceed,” said Sen. Thomas Carper, D-Del., who will become chairman of the Senate environment committee if his party wins the Senate. Biden has designated Carper his climate point man on Capitol Hill, and the two enjoy a decadeslong friendship from Delaware politics. “Getting rid of the filibuster — that shouldn’t be the first thing we should lead with,” Carper said. “But Republicans should have in the back of their minds that it could come to that.”

<p>In addition to blocking the roads with vehicles, the protestors also attached themselves to various other barricades, making it impossible for anyone to pass through.</p>

<p>The aim of the protest is to disrupt the services of all newspapers that are a part of the&nbsp;News Corp., controlled by Rupert Murdoch's family, as well as right-wing titles The Daily Mail and The London Evening Standard, as they feel these organisations manipulate the truth.</p>

<p>"The groups are using disruption and their consistent manipulation of the truth to suit their own personal and political agendas," the group said in a statement.</p>

<p>However, the Newsprinters, who run the plant, said quickly shifted the printing of the newspapers to another location and apologised to the customers for the late deliveries.</p>

UK: Climate activists disrupt newspaper distribution through protests

<p>The Indian unit of Amazon.com Inc has eliminated all single-use plastic in its packaging across fulfillment centers in the country, in line with its target to weed out the packaging material by June, the e-commerce giant said on Monday.</p>

<p>The company said in addition to replacing packaging materials such as bubble wraps and air pillows with “paper cushions”, it had also swapped out packaging tapes with other bio-degradable options.</p>

<p>“We have successfully eliminated single-use plastic in all our fulfillment centers a 100%,” Akhil Saxena, vice-president of customer fulfillment for the APAC, LATAM and Middle East and North Africa regions, said in an interview.</p>

<p>Amazon, often criticised for using too much plastic and thermocol to wrap its billions of packages of shipments, had said last September that its India unit would replace single-use plastic in its packaging by June 2020.</p>

<p>Saxena said on Monday the COVID-19 pandemic had slowed down some of their work, but Amazon India managed to meet its target as the unit had started on the elimination project even before the national lockdown was imposed.</p>

<p>Last October, Prime Minister Narendra Modi had called on citizens to help end the usage of single-use plastic - seen as a pollutant - by 2022.</p>

<p>The Asian country of 1.3 billion does not have an organized system for management of plastic waste, leading to extensive littering.</p>

<p>Many Indian cities rank among the world’s most polluted, and waste generated from single-use plastic has been a growing problem.</p>

<p>Walmart Inc’s (WMT.N) India e-commerce unit Flipkart, a local rival to Amazon, said last month that it had cut down the usage of plastic packaging in its own supply chain to about 50%.</p>

<p>Earlier in the day, I attended a session, also featuring Professor Dubash, with journalist David Wallace-Wells, author of the 2017 landmark climate piece, 'The Uninhabitable Earth.'&nbsp;Last year, Wallace-Wells released a full book edition of the piece, which paints, in heavily researched, terrifying detail, the worst case (but certainly not impossible) scenario if humans do not act fast to slash our carbon emissions, protect biodiversity, and take the steps available to us to prevent runaway climate change. &nbsp;</p>

<p>These two sessions put into stark relief a question that I have been wrestling with since I first arrived and started working in India a few months ago - can a fast-growing country like India develop both quickly and sustainably? Or put more fundamentally: Are economic development and environmental sustainability even compatible? &nbsp;</p>

<p>Which brings me back to Professor Dubash’s statement—“India will be the first major country to experience urbanisation after the Paris Agreement.” Whether your source material is the Intergovernmental Panel on Climate Change’s landmark 2018 report (which gives us roughly a decade to make major changes if we are to avert the most serious consequences of climate change by limiting temperature rise to 1.5 degrees Celsius), Wallace-Wells’ book (which shows us a near-future world with social and ecological collapse), or some other research-based publication, the urgency of climate change is clear. But as I’ve quickly learned - whether in conversations with peers and coworkers, through readings, or through the panels I attended—the fair question comes up about who bears the responsibility for solving the climate crisis? &nbsp;</p>

<p>We can look at the list of countries most responsible for the historical emissions that are largely responsible for the climate crisis—the top 10 being the US, China, Russia, Germany, UK, Japan, France, India, Canada, and Ukraine.&nbsp;<br />
<br />
Contrasting this to the 10 countries most impacted by climate change today—Japan, Philippines, Germany, Madagascar, India, Sri Lanka, Kenya, Rwanda, Canada, Fiji - we see some overlap, but generally, climate change can be perceived as a problem caused by the Global North that devastates the Global South. As these countries work to develop and urbanise, is it the responsibility of poorer, more vulnerable countries to solve a problem they didn’t create?</p>

<p>In fact, when we look to the behaviours of small island nations, we can see that they clearly recognise the existential threat that climate change poses to them, and have made major commitments when it comes to reducing their emissions, greening their infrastructure, and making sure they are designing for a resilient future. Their ability to change the global trajectory, however, is unfortunately limited, unless the most major polluters step up and change their ways. &nbsp;</p>

<p>But this is where India has a particularly interesting role to play: It holds the unfortunate distinction of being both one of the world’s fastest-growing and most major polluters, and one of the countries most vulnerable to the impacts of climate change. In fact, during Wallace-Wells and Dubash’s panel, one of the panellists shared the fact that India will bear a disproportionate burden of the world’s climate impact because of its population density, geography, and inequality.</p>

<p>To me, in this sobering position, there is an exciting possibility for India. Unlike many countries which have largely completed their urbanisation, India has the opportunity to create a blueprint for what it looks like for a massive country to urbanise in an era where carbon neutrality is imperative. India has to find ways of tackling climate risks - extreme heat waves, drought, air pollution, floods and other natural disasters while addressing major urbanisation realities like transportation, energy, construction, supply chain management, and sanitation.</p>

<p>If India is able to innovate its way into a low to no carbon future, imagine the precedent it could set for other countries—big and small, high and low polluting—all across the world. While climate change will, over time, impact all of the top 10 polluters on the list, India must address the problem with an even greater sense of urgency given the impact its already having on its population (just look at 2019’s flooding, heatwaves, delayed monsoon, and more). Beyond solving a problem for its own people, India could help safeguard the futures for other countries as well - stepping into an even greater international leadership role. &nbsp;</p>

Blog: India has to find ways of tackling climate risks

<p>350 employees working under the tech giant Amazon spoke out against the company's toxic climate practices, despite being warned that they could be fired for violating the e-commerce giant’s communications policy.</p>

<p>The quotes in question were published by Amazon Employees for Climate Justice, a group of workers concerned about the company’s business with the oil and gas industry as well as its carbon footprint.&nbsp;</p>

<p>Spokesman Drew Herdener issued a statement saying that Amazon encourages workers to advocate for causes they believe in but wants them to pursue those convictions when related to the company’s business internally.</p>

<p>Employees can join internal interest groups, submit questions to executives during all-hands meetings, and attend lunch sessions with Amazon leaders to discuss the issues as long as they are willing to keep matters raised in those sessions confidential.</p>

<p>The 39-year-old actor laid stress on people making small efforts as he stated, "You can make a difference in your own house, by switching the lights off, not leaving the tap on. These are common things but a lot of us forget to do that. Save water, save power, save the environment."</p>

<p>Tiger also shared a message for people who didn't attend the marathon as he stated people should invest at least half an hour on the physical activity instead of being engrossed in their mobile phones.</p>

<p>He said, "People who are engrossed in mobile phones, should invest even if it's half an hour to invest some sort of activity whether it be indoor or outdoor. Our bodies are meant to move so keep moving."&nbsp;</p>

<p>Actor Rahul Bose, who has been participating in the marathon for the last 8 years, has been addressing societal issues including child sexual abuse and child education.</p>

<p>"I have been running Mumbai half marathon for the last 7 to 8 years. But from the last 2 years, more than 200 children have been raising funds by participating in it. I have 2 NGOs, one is against child sexual abuse and the second is for the education of children from poor and underdeveloped areas."<br />

<p>"Another four years of Trump in the White House would mean that the world's key country in terms of providing global leadership will be sitting the problem out," Michael Oppenheimer, professor of Geosciences and International Affairs at Princeton University, told reporters.&nbsp;</p>

<p>"So that's four years of having a millstone around the neck of the world's efforts to deal with climate change."</p>

<p>After a year of climate-related disasters, from cyclones and flooding in Africa and Southeast Asia to devastating <a href="https://www.wionews.com/world/next-few-hours-could-be-very-challenging-australia-urges-people-to-flee-as-bushfires-rage-273400">wildfires</a> in Australia and California, nations in December failed to make progress during the annual UN Climate Change Conference COP 25.&nbsp;</p>

<p>More than 100 countries have pledged to redouble their efforts to reduce domestic emissions, but the biggest polluters, China, India, the US and the European Union have yet to unveil new plans.</p>

<p>The Paris deal was dragged partly over the line thanks to more than a year of shuttle diplomacy by host France.&nbsp;</p>

<p>Climate negotiations are multilateral and emissions cuts voluntary, so much depends on the skill and tactics of the country in charge of annual COP negotiating sessions.</p>

<p><a href="https://www.wionews.com/india-news/in-talks-with-uks-boris-johnson-pm-modi-resolves-to-work-closely-together-269028">COP26</a> president Claire O'Neill told reporters last month that climate would be the British government's "number one global priority" this year leading up to the Glasgow summit.</p>

<p>But there are fears that Brexit trade negotiations with Brussels, which will last until around the same time as COP26, will drain much-needed diplomatic bandwidth.&nbsp;</p>

<p>"There is a Brexit scenario in which the UK is distracted at the highest level and the relationship with the EU has soured," said Nick Mabey, CEO of the green thinktank E3G.</p>

<p>"It's a risk. Brexit is the government's number one defensive diplomatic priority and I would say COP needs to be its number one offensive diplomatic priority.&nbsp;</p>

<p>"COP&nbsp;requires huge, proactive campaigning, full-functioning diplomatic machine," he told reporters.&nbsp;</p>

<p>Mabey said Britain already had more than 100 diplomats focusing solely on climate ahead of Glasgow.</p>

<p>But perhaps the biggest moment for the climate in 2020 will come before both the US election or the COP.&nbsp;</p>

<p>In September, the EU-China summit in Leipzig is likely to see the world's largest single market push the world's biggest carbon polluter for greater emissions-cutting commitments.</p>

<p>Li Shuo, the senior global policy advisor for <a href="https://www.wionews.com/india-news/children-ready-to-lead-fight-against-pollution-as-climate-crisis-claims-over-9-lakh-lives-since-2016-262150">Greenpeace East Asia</a>, said this year presented a massive opportunity for China to show global leadership over climate.</p>

<p>"The US, China, EU climate tricycle has had a wheel pulled off by Trump," said Li Shuo, senior global policy advisor for Greenpeace East Asia.&nbsp;</p>

<p>"Going into 2020 it is critical for the two remaining wheels to roll in sync.</p>

<p>"The decision was taken by Chinese leaders over the next year,&nbsp;matters to how the world views China under increasingly turbulent geopolitics," Shuo said.</p>

Climate at mercy of politics in 2020, experts warn

<p>We are at extreme risk of climate change and water scarcity, which are more familiar in developing countries including India. Experts and organisations had been exclaiming about India's approaching water emergency for quite a while, yet we failed to accumulate much consideration until the taps ran dry in the major cities. Recently, the extreme water shortage in major Indian cities, particularly Chennai, gathered the public eye. NITI Aayog, in its report1, warned that India was suffering from the worst water crisis in history and nearly 50 per cent of the Indian population are suffering from severe water stress. It further predicted that Delhi along with 21 Indian cities will run out of groundwater by 2020; nearly 40 per cent of the Indian population will have absolutely no access to drinking water by 2030, and 6 per cent of India’s GDP would be lost by 2050 due to water crisis. The National Green Tribunal (“NGT”) observed that depletion of groundwater not only creates a crisis for drinking water, in the absence of inadequate surface water is available in certain areas where there may be drought conditions but also affects the flow in rivers and can also increase salinity in soil. 2 &nbsp;</p>

<p>The country has witnessed a dramatic increase in water demand for all uses - agricultural, industrial and domestic. According to the Central Water Commission, the country requires at most 3,000 billion cubic meters of water annually and receives about 4,000 billion cubic meters of rain. However, too much water is wasted attributable to the inefficiency and misuse, forcing the entire country to grapple with drought-like conditions even after receiving enough rainfall on account of government inaction, industrial and human waste, corruption and outright abuse of the water resources throughout the country. Basing its observations on the directions passed by the Honourable Supreme Court in M.C. Mehta v. Union of India and Ors.3, the NGT in Shailesh Singh (Infra) observed that the extraction of groundwater has, in fact, been liberalised, adding to the crisis, unmindful of the ground situation and the likely impact it will have on the environment.&nbsp;</p>

<p>However, the Central Government, keeping water-harvesting as a priority, in May 2019 formed the Jal Shakti Ministry (created by merging of Ministry of Water Resources, River Development and Ganga Rejuvenation and the Ministry of Drinking Water and Sanitation) for immediate management of water resources and water supply in an integrated and holistic manner, in cooperation with all the states to ensure “Har Ghar Jal” to all rural households. Consequently, the Central Government has allocated Rs.3.35 lakh crores for the Jal Jeevan Mission, that aims at providing clean drinking water to every household by the end of 2024 along with recharging groundwater levels with better local infrastructure.&nbsp;</p>

<p>The Central government aims to offer 43-55 litres of water per person per day, depending upon the season and a dedicated fund namely “Rashtriya Jal Jeevan Kosh” to be set up for implementation of the mission. &nbsp;</p>

<p>The courts have reiterated time and again that the right to access to clean drinking water is fundamental to life and the State is duty-bound under Article 21 to provide clean drinking water to its citizens. The state is further duty-bound not only to provide adequate drinking water but also to protect water resources from pollution and encroachment. Any act of the state that allows pollution of water bodies is in direct violation of Article 21 of the Constitution and the provisions of the Environment (Protection) Act, 1986, the Water (Prevention and Control of Pollution) Act, 1974 and the rules framed thereinunder. The role of the government gathers even more importance since the subject of Water - water supplies, irrigation and canals, drainage and embankments, water storage and water-power - falls solely under the ambit of Entry 17 of the State List in the Seventh Schedule of the Constitution. &nbsp;</p>

<p>The inadequacy or denial of access to clean water has been happening despite repeated directions passed by Courts. Since ‘water’ is a subject of utmost importance, leaving it to the exclusive jurisdiction of the legislature of a state to make laws with respect to it, will be detrimental to the welfare of the public and the entire nation. Therefore, with deep conscience and public welfare in mind, the Centre must regain control and supervision of subjects of such nationwide significance. A similar instance was witnessed by the nation, by virtue of the Constitution (Forty-Second Amendment) Act, 1976, whereby Seventh Schedule was restructured in order to ensure that state List subjects like education, forest, protection of wild animals and birds, administration of justice, and weights and measurements were transferred to the Concurrent List. “A Constitution to be living must be growing. If the impediments to the growth of the Constitution are not removed, the Constitution will suffer a virtual atrophy.”4&nbsp;</p>

<p>There is a need for an urgent change, which requires immediate measures to be taken leading towards improved water use efficiency, reduction of leakages, restoration of water bodies, treatment and reuse of wastewater and water harvesting to name a few. This change of approach should include efforts not only by the governments but from all stakeholders across the globe with a focus on conservation, source sustainability, storage and reuse, wherever possible. Nonetheless, the Jal Jeevan Mission, inaugurated by the Central Government, will prove to be an example throughout the world with its emphasis on behavioural change.&nbsp;<br />

Urge to curb climate change spreads like 'Wildfire' across the Globe

<p>The fossil fuel industry, political lobbyists, media moguls, and individuals have spent the past 30 years sowing doubt about the reality of climate change - where none exists. The latest estimate is that the world’s five largest publicly-owned oil and gas companies spend about $200 million a year on lobbying to control, delay or block binding climate policy.</p>

<p>Their hold on the public seems to be waning. Two recent polls suggested over 75 per cent of Americans think humans are causing climate change. School climate strikes, Extinction Rebellion protests, national governments declaring a climate emergency, improved media coverage of climate change and an increasing number of extreme weather events have all contributed to this shift. There also seems to be a renewed optimism that we can deal with the crisis.</p>

<p>But this means lobbying has changed, now employing more subtle and more vicious approaches – what has been termed as “climate sadism”. It is used to mock young people going on climate protests and to ridicule Greta Thunberg, a 16-year-old young woman with Asperger’s, who is simply telling the scientific truth.</p>

<p>At such a crossroads, it is important to be able to identify the different types of denial. The below taxonomy will help you spot the different ways that are being used to convince you to delay action on climate change.</p>

<p><strong>1. Science denial</strong></p>

<p>This is the type of denial we are all familiar with: That the science of climate change is not settled. Deniers suggest climate change is just part of the natural cycle. Or that climate models are unreliable and too sensitive to carbon dioxide.</p>

<p>Some even suggest that CO₂ is such a small part of the atmosphere it cannot have a large heating affect. Or that climate scientists are fixing the data to show the climate is changing (a global conspiracy that would take thousands of scientists in more than 100 countries to pull off).</p>

<p>All these arguments are false and there is a clear consensus among scientists about the causes of climate change. The climate models that predict global temperature rises have remained very similar over the last 30 years despite the huge increase in complexity, showing it is a robust outcome of the science.</p>

<p>The shift in public opinion means that undermining the science will increasingly have little or no effect. So climate change deniers are switching to new tactics. One of Britain’s leading deniers, Nigel Lawson, the former UK chancellor, now agrees that humans are causing climate change, despite having founded the sceptic Global Warming Policy Foundation in 2009.</p>

<p>It says it is “open-minded on the contested science of global warming, [but] is deeply concerned about the costs and other implications of many of the policies currently being advocated”. In other words, climate change is now about the cost, not the science.</p>

<p><strong>2. Economic denial</strong></p>

<p>The idea that climate change is too expensive to fix is a more subtle form of climate denial. Economists, however, suggest we could fix climate change now by spending 1 per cent of world GDP. Perhaps even less if the cost savings from improved human health and expansion of the global green economy are taken into account. But if we don’t act now, by 2050 it could cost over 20 per cent of world GDP.</p>

<p>We should also remember that in 2018 the world generated $86,000,000,000,000 and every year this World GDP grows by 3.5 per cent. So setting aside just 1 per cent to deal with climate change would make little overall difference and would save the world a huge amount of money. What the climate change deniers also forget to tell you is that they are protecting a fossil fuel industry that receives $5.2 trillion in annual subsidies – which includes subsidised supply costs, tax breaks and environmental costs. This amounts to 6 per cent of world GDP.</p>

<p>The International Monetary Fund estimates that efficient fossil fuel pricing would lower global carbon emissions by 28 per cent, fossil fuel air pollution deaths by 46 per cent, and increase government revenue by 3.8 per cent of the country’s GDP.</p>

<p><strong>3. Humanitarian denial<br />
​</strong>​​​​​​<br />
Climate change deniers also argue that climate change is good for us. They suggest longer, warmer summers in the temperate zone will make farming more productive. These gains, however, are often offset by the drier summers and increased the frequency of heatwaves in those same areas. For example, the 2010 “Moscow” heatwave killed 11,000 people, devastated the Russian wheat harvest and increased global food prices.</p>

<p>More than 40 per cent of the world’s population also lives in the Tropics – where from both a human health prospective and an increase in desertification no one wants summer temperatures to rise.</p>

<p>Deniers also point out that plants need atmospheric carbon dioxide to grow so having more of it acts like a fertiliser. This is indeed true and the land biosphere has been absorbing about a quarter of our carbon dioxide pollution every year. Another quarter of our emissions is absorbed by the oceans. But losing massive areas of natural vegetation through deforestation and changes in land use completely nullifies this minor fertilisation effect.</p>

<p>Climate change deniers will tell you that more people die of the cold than heat, so warmer winters will be a good thing. This is deeply misleading. Vulnerable people die of the cold because of poor housing and not being able to afford to heat their homes. Society, not climate, kills them.</p>

<p>This argument is also factually incorrect. In the US, for example, heat-related deaths are four times higher than cold-related ones. This may even be an underestimate as many heat-related deaths are recorded by cause of death such as heart failure, stroke, or respiratory failure, all of which are exacerbated by excessive heat.</p>

<p><strong>4. Political denial<br />
​</strong>​​​​​​<br />
Climate change deniers argue we cannot take action because other countries are not taking action. But not all countries are equally guilty of causing current climate change. For example, 25 per cent of the human-produced CO₂ in the atmosphere is generated by the US, another 22 per cent is produced by the EU. Africa produces just under 5 per cent.</p>

<p>Given the historic legacy of greenhouse gas pollution, developed countries have an ethical responsibility to lead the way in cutting emissions. But ultimately, all countries need to act because if we want to minimise the effects of climate change then the world must go carbon zero by 2050.</p>

<p>Deniers will also tell you that there are problems to fix closer to home without bothering with global issues. But many of the solutions to climate change are win-win and will improve the lives of normal people. Switching to renewable energy and electric vehicles, for example, reduces air pollution, which improves people’s overall health.</p>

<p>Developing a green economy provides economic benefits and creates jobs. Improving the environment and reforestation provides protection from extreme weather events and can, in turn, improve food and water security.</p>

<p><strong>5. Crisis denial</strong></p>

<p>The final piece of climate change denial is the argument that we should not rush into changing things, especially given the uncertainty raised by the other four areas of denial above. Deniers argue that climate change is not as bad as scientists make out. We will be much richer in the future and better able to fix climate change. They also play on our emotions as many of us don’t like change and can feel we are living in the best of times – especially if we are richer or in power.</p>

<p>But similarly, hollow arguments were used in the past to delay ending slavery, granting the vote to women, ending colonial rule, ending segregation, decriminalising homosexuality, bolstering worker’s rights and environmental regulations, allowing same sex marriages and banning smoking.</p>

<p>The fundamental question is why are we allowing the people with the most privilege and power to convince us to delay saving our planet from climate change?</p>

The corrupt pillars of climate change denial

<p>Refugee crisis is one of the most dangerous problems in today's world and climate change is a major cause for displacement of people.&nbsp;</p>

<p>Refugees are political hot potatoes and their stories are unfortunate. Imagine their plight and the kind of extremes they go to, at the risk of life.&nbsp;</p>

<p>According to the United Nations (UN), there are 13.5 million Syrian refugees in Turkey, Lebanon, Jordan, Egypt and other countries. Turkey wants to send them back to Syria, Erdogan threatens to send them to Europe.</p>

<p>Human weapons - that's what these displaced people have become. In India, we're debating the NRC (National Register of Citizens) and the fears over a refugee crisis.</p>

<p>We could go on, but here's the thing - refugees are already a massive problem and add to it, climate refugees.</p>

<p>What can and should we do about this? On WION Edit, that's what we discuss. Because prevention is always better than cure and the time to prevent climate change is fast running out.</p>

<p>According to the Institute for Economics and Peace, natural disasters have left 18 million people homeless in 2017. This is more than 60 per cent of global displacements.</p>

<p>Furthermore, more than a billion people live in areas with 'very high' or 'high' climate change exposure. Eight conflict-ridden countries have 10 per cent people exposed to high climate change.</p>

<p>In a few years, most of them could become refugees and the magnitude is just a part of the problem. Climate change is a risk multiplier. &nbsp;&nbsp;</p>

<p>Natural disasters can trigger wars, conflicts and unrest. Peace and climate action are not standalone entities, they are related to each other directly.</p>

<p>So, it's not just the economic cost, the social cost of climate change can change the world as we know it and for the worse. Resource crunch is not a simple issue. Species have become extinct due to resource crunch and human beings, all said and done, are just another species.</p>

<p>So how do we prevent it? The answer lies in the question - who is trying to prevent it?<br />

Yes, several countries including India have taken steps, but these are baby steps, at best. Is climate change is a serious political issue anywhere in the world?</p>

<p>The political class is intent on continuing with the status quo and activists are scared about the future of humanity. Sadly, there has been no co-ordinated attempt to tackle climate change across the world. Yes, the wealthy, industrialised countries produce the bulk of carbon emissions.</p>

<p>And the developing and under-developed countries are paying the price, but when people ask questions - the leaders point fingers at each other.</p>

<p>Climate change has to become the number 1 election issue. Why? Because we are not equipped to handle the consequences of climate change.</p>

<p>India particularly needs to act faster than others. In five years, India is projected to become the world's most populated country.</p>

<p>If we face a refugee crisis, the society and economy will face huge risks. India has pledged to reduce carbon emissions by 35 per cent by 2030, but are the environmental laws strong enough?</p>

<p>Are politicians making tangible promises matched by data to address the issue? This is an urgent crisis and the faster way to get governments to act is this&nbsp; - vote on the basis of climate action.</p>

The answer lies in the question - who is trying to prevent it? Yes, several countries including India have taken steps, but these are baby steps, at best. Is climate change is a serious political issue anywhere in the world? The political class is intent on continuing with the status quo and activists are scared about the future of humanity. Sadly, there has been no co-ordinated attempt to tackle climate change across the world. Yes, the wealthy, industrialised countries produce the bulk of carbon emissions. And the developing and under-developed countries are paying the price, but when people ask questions - the leaders point fingers at each other. Climate change has to become the number 1 election issue. Why? Because we are not equipped to handle the consequences of climate change. India particularly needs to act faster than others. In five years, India is projected to become the world's most populated country. If we face a refugee crisis, the society and economy will face huge risks. India has pledged to reduce carbon emissions by 35 per cent by 2030, but are the environmental laws strong enough? Are politicians making tangible promises matched by data to address the issue? <p>"For the first time, Germany's climate goals are becoming legally binding," environment minister Svenja Schulze said in a statement.</p>

<p>"Germany missing its climate targets cannot happen again," she added after ministers admitted the country will not succeed in reducing carbon dioxide (CO2) output by 40 per cent compared with 1990 by next year.</p>

<p>By 2050, the country should be climate neutral -&nbsp;a goal that "will for the first time be anchored in the law", said Schulze.</p>

<p>Over the coming decade, Berlin now targets greenhouse gas output to fall 55 per cent compared with 1990, while some 65 per cent of Germany's electricity should come from renewables.</p>

<p>To get there, ministers agreed to extend CO2 pricing from energy and industry -&nbsp;already regulated at the European Union level -&nbsp;to areas like transport and construction.</p>

<p>They will gradually raise the CO2 price each year from a low starting level of $11&nbsp;per tonne and allow a growing role for markets from 2025.</p>

<p>That represents "the economically most efficient way to reduce emissions and hit climate goals," the federal government said on its website.</p>

<p>On top of pricing, there will be subsidies for big-ticket items like electric vehicles or insulation and heating for buildings.</p>

<p>Mountain glaciers in Asia and South America provide water for drinking and agriculture to nearly two billion people, and the stable weather patterns to which northern hemisphere populations have adapted depend on sea ice and ocean currents destabilised by global warming.</p>

<p>As the 21st century unfolds, <a href="https://www.wionews.com/world/himalayan-glaciers-melting-doubled-since-2000-study-229032">melting glaciers</a> will first give too much and then too little to billions who depend on them for freshwater, according to the draft report.</p>

<p>Thunberg's struggle began quietly in August 2018 when she skipped school for the first three weeks, and then on Fridays to spend the day outside Sweden's Parliament with a sign labelled "School strike for climate".</p>

<p>Swedish media, at the time, preoccupied with&nbsp;the upcoming parliamentary elections, didn't pay much attention to the young girl's message.</p>

<p>Most often seen wearing her hair in tightly knit braids, Greta diligently pursued her weekly sit-ins even as temperatures plunged.</p>

<p>"I'm planning to continue until Sweden is in line with the Paris agreement and that might take a while", she told AFP TV in late 2018.</p>

<p>Her demands have attracted worldwide attention -- she has been asked to address global leaders and adorned the cover of international magazines such as Time and Vogue.</p>

<p>Earlier this week, Greta and her Fridays For Future movement received Amnesty International's highest human rights award.</p>

'It was worth it' When she was 12, Greta was diagnosed with Asperger's syndrome, a mild form of autism. "My brain works a bit differently so I see the world from a different perspective", Greta explained to AFP. "I am very direct, I say it the way it is, and when I decide to do something, I do it without doubt," she said, adding that she considers her condition a strength. Greta has taken a sabbatical from school this year after graduating from ninth grade in June with mostly A's. "We have to take the opportunity to act now because it may be too late in just a year", she warned in December.
