A wrestler-turned-teacher, Mulayam—who was born on November 22, 1939, into a farming family in Etawah—completed his MA (political science) and B.Ed degrees.&nbsp;He belongs to the most politically&nbsp;prominent caste in Uttar Pradesh—the Yadav.

He was elected an MLA 10 times and an MP, mostly from Mainpuri and Azamgarh, seven times.

The two probable candidates were Rajan Salvi, Sena MLA and supporter of Uddhav Thackeray, a joint candidate of the Shiv Sena, NCP and Congress and first-time BJP legislator Rahul Narwekar. Narwekar received a total of 164 votes in favour and 107 against. The BJP member took the charge as the Speaker of Maharashtra Assembly chanting, “Jai Bhavani, Jai Shivaji", "Jai Sri Ram", "Bharat Mata ki Jai" and "Vande Mataram.”

During the count, Samajwadi Party MLAs Abu Amzi and Raees Shaikh remained seated. Not just this, Farukh Anwar from AIMIM, two MLAs from SP and one MLA from AIMIM chose not to participate in the assembly.

It is learnt the party leadership is keen to induct six to seven ministers in the Council of Ministers that has space for 17 ministerial posts, excluding the Chief Minister's. 
 
The remaining ministers will be inducted after a few months, a senior party leader told IANS. 
 
Sunam MLA Aman Arora is a prominent Hindu face of the party and is known for his proximity with Mann. In 2018, when Mann had resigned from the post of the state president after Arvind Kejriwal apologised to Shiromani Akali Dal (SAD) leader Bikram Singh Majithia on allegations of drug trade, Arora too had quit AAP. Both of them later rejoined the party. 
 
Arora defeated Congress'&nbsp;Jaswinder Singh Dhiman by a record margin of 75,277 votes, state's highest. 
 
First-timer Jivan Jyot Kaur, who emerged as the 'giant slayer'&nbsp;by showing the door to two political heavyweights -- Navjot Singh Sidhu of the Congress and Majithia, who were busy in mudslinging against each other, is likely to inducted a minister.

The party is trying to maintain a balance in the Cabinet from the state's Malwa, Majha and Doaba regions. 
 
The Malwa belt can get more ministers as the party owns 66 out of the 69 seats in the region. In Doaba, AAP won 10 out of 23 seats, while in Majha, it won 16 out of 25. 
 
Also, this time AAP sent eight women legislators, five doctors, the richest legislator -- Kulwant Singh with assets of Rs 238 crore and won from Mohali -- and the youngest -- Narinder Kaur Bharaj, 27, to the Assembly.

In yet another high-profile Covid positive case, Arvind Kejriwal, who is chief minister of India’s state of Delhi, confirmed on Tuesday that he has contracted coronavirus.&nbsp;The leader has also isolated himself at home. &nbsp;

On Monday, India recorded 33,750 fresh cases of coronavirus in a span of 24 hours.&nbsp;Covid tally of the country had spiked to 3,49,22,882.

And around 1,700 cases of Omicron variant were detected in the country till Monday.&nbsp;

The active cases had also risen to 1,45,582, as per the Union health ministry's data updated on the day. &nbsp;

Indian state’s chief minister Arvind Kejriwal contracts Covid, isolates self at home

Congress veteran Amarinder Singh on Saturday resigned as chief minister of Punjab, declaring that he feels "humiliated" and said he won't accept state Congress president Navjot Singh Sidhu as the next CM or the party face in the Assembly polls.

The development has come amid a power tussle that polarised the ruling party in the state headed for elections in just about four months.

Sidhu was made the state Congress chief earlier this year despite opposition by Amarinder Singh.

"I feel humiliated," Amarinder Singh told reporters outside the Punjab Raj Bhawan after submitting his resignation to Governor Banwarilal Purohit.

"I have resigned, let them make anyone (next CM)," he further said.

The Congress leader, however, in another interaction with the media said he won't accept Navjot Singh Sidhu as the Punjab chief minister, describing him as "a total disaster".

The man who could not handle one ministry, can never run entire Punjab, he said.

Replying to a question, he said he will never agree to Navjot Singh Sidhu as the next chief minister.

"He is a total disaster. When he was a minister (in Amarinder cabinet), he could not even run one ministry, now can he run entire Punjab? I know that man has no capability at all," said Amarinder Singh.

If Sidhu is made the face of the Congress for the Punjab polls, Singh said he will oppose him "tooth and nail".

Earlier in the day after submitting his resignation, when asked about his next course of action, Singh told reporters, "There is always an option and I will use that option when time comes."

"I have been in politics for the past 52 years and I have been a chief minister for nine-and-a-half years. I will talk to my colleagues, supporters," he said.

He submitted his resignation along with that of his council of ministers, his media adviser said. The resignation has been accepted by the Governor.

Singh's resignation came hours before a crucial meeting of the Congress Legislature Party (CLP) on Saturday evening, pre-empting what was widely being seen as a move to remove him from the CM's post.

In the meeting, Punjab Congress MLAs authorised party's national president Sonia Gandhi to pick a new CLP leader and in a unanimously passed resolution praised Amarinder's contribution for Punjab and the Congress.

"I spoke to the Congress president in the morning and I told her that I am resigning today," Amarinder Singh told reporters.

"They called the MLAs to Delhi twice and now convened a CLP here in Chandigarh today," he said.

"I think if there is an element of doubt on me that I could not run (the government) or if there was something else, I feel humiliated the way things have happened," he said.

To a question on joining any other party, he said, "Whatever you have to say, you can say. I can only tell you that I have been a chief minister from the Congress. And I am in the Congress and

I will consult my colleagues and then we will decide the future course of politics."

"I have only resigned for myself," he said.

"I hereby tender my resignation as the chief minister, and that of my council of ministers," the one-line resignation letter said.

In another interaction with the media later, Amarinder Singh said he had already told Sonia Gandhi during his meeting with her a few weeks back that he should be relieved of the charge.

"I had told her that you relieve me of this charge because I cannot work in this way where Mr Sidhu is pulling right and I am pulling left. In that meeting, Congress general secretary (Harish) Rawat was also present. Soniaji then said no I want you to carry on,? said Amarinder Singh.

The Congress leader said he performed his duty to the best of his ability.

"I have been in politics for 52 years, so I don't care about these things, I am in politics and I will remain in politics," he said when asked about the circumstances in which he had to resign.

"In politics, options are always there, they are never closed. I can tell you one thing, I am not going to leave it like this," he said.

Singh was accompanied by his wife and MP Preneet Kaur and son Raninder Singh when he submitted his resignation to Governor Banwarilal Purohit.

MPs Gurjeet Singh Aujla and Ravneet Singh Bittu, AG Atul Nanda and Chief Principal Secretary to CM Suresh Kumar were also present.

India’s ruling Bharatiya Janata Party (BJP) on Sunday named party lawmaker Bhupendra Patel as the next Chief Minister of western Gujarat state— the home state of Indian Prime Minister Narendra Modi.

59-year-old Patel was unanimously elected BJP legislature party leader in Gandhinagar city.

His name was proposed by Vijay Rupani who had resigned from the CM post on Saturday, surprising many.

The new leader is expected to meet the state governor, Acharya Devvrat, to stake claim to form the government.

Patel won the 2017 Gujarat Legislative Assembly elections from Ahmedabad`s Ghatlodia constituency.

India’s Gujarat state gets new CM ahead of crucial elections next year

The Madras High Court has asked the Tamil Nadu government to reconsider its decision to convert late Chief Minister Jayalalithaa’s Poes garden Residence in Chennai into a memorial. Instead, the Court suggested that it be converted into the official residence-cum-office of the Chief Minister, as it has all the necessary facilities and infrastructure. &nbsp;

The court added that a part of the property could be used to construct a memorial for the former four-time Chief Minister. The Court has also said that Deepa and Deepak Jayakumar,(Jayalalithaa’s niece and nephew) are Class-II legal heirs of Jayalalithaa.

Justices N. Kirubakaran and Abdul Quddhose had delivered their verdict via video-conferencing, on an application made by Jayalalithaa’s nephew Deepak and his sister J. Deepa to administer the properties left behind by their aunt. The Bench adjourned the case by eight weeks and has sought the response of the Tamil Nadu government.

The Court order stated that, If the Government intends to make the residence of the Late Chief Minister as a memorial, there will be no end to such proposals. Every government would like to make the residence of their leaders who were Chief Ministers as memorials and unnecessarily, the public money would be utilized for setting up memorials alone.&nbsp;

“If the state government is particular that the property should be made as a memorial, instead of making the entire property as a ‘memorial”, the government may consider making use of a portion of the property to set up a memorial and the rest of the property as “Official residence-cum-Office of the Chief Minister of the State” instead of converting the property as a “memorial” as desired by the Government.

The order also noted that instead of acquiring the property that is valued over Rs.100cr and paying heavy compensation, the said amount could be used for developmental purposes such as building infrastructure, providing potable drinking water, cleaning of water bodies etc. “The real tribute to any leader should be paid by following his/her principles and working for the benefit of the people and development of the society”

This recommendation comes barely a week after Tamil Nadu Governor Banwarilal Purohit had promulgated an ordinance that allowed the State Government to take temporary possession of the AIADMK leader’s Poes Garden property. The residence is a sprawling bungalow measuring over 21000 sq ft and stands on ten grounds of prime real estate, at the heart of Chennai city.&nbsp;

“The building “Veda Nilayam” including the movable items such as furniture, books, jewels are in a state of disuse for more than three years. So, the government decided to transfer all the immovable and movable properties to the government for its upkeep until the acquisition process is complete” read a statement issued on May 22nd.&nbsp;

This ordinance was meant to enable the government to establish “Puratchi Thalaivi Dr J. Jayalalithaa Memorial foundation’ for making long term arrangements to convert Veda Nilayam as a memorial.&nbsp;

After her demise, there was a lot of controversy surrounding her property, as attempts were being made by her acquaintance Sasikala to acquire the property. Besides her long term-aide Sasikala who had been living in the same residence, Jayalalithaa’s nephew and niece, Deepak and Deepa have also laid claim to the property on the premise that they were her only legal heirs.

After a power struggle within her party, the AIADMK, it was in August 2017 that Chief Minister Edappadi K Palaniswami announced that the residence of the Late CM would be converted into a memorial and opened to the public.

Karnataka Chief Minister BS Yediyurappa kicked up another storm over the contentious historical figure Tipu Sultan when he said that his government was absolutely against celebrating the former ruler of Mysuru.&nbsp;

He went a step further and stressed that his government was working towards dropping lessons on the Tiger of Mysuru from textbooks in the state. 'I don't think Tipu was a freedom fighter. We are against everything to do with Tipu, including his references in textbooks' said the Chief Minister while addressing the media in Bengaluru.&nbsp;

The statement comes just a day after Suresh Kumar, the state's Primary and Secondary Education Minister formed a committee to look into a proposal to drop references to Tipu Sultan from school textbooks.&nbsp;

The committee is set to meet on November 7 and will be submitting a report on the same.&nbsp;

The committee was formed after MLA Appachu Ranjan shot multiple letters alleging that history was being distorted in the textbooks and that the ruler was a bigot and not a freedom fighter.&nbsp;

While speaking to WION, Ranjan said that Tipu is being unfairly glorified in the textbooks and hence he placed the demand to drop the lessons before the government.&nbsp;

'I am saying that Tipu should be dropped from textbooks because the books say he is a freedom fighter. But he is not at all a freedom fighter. He fought only to expand his kingdom. If Tipu was a freedom fighter, he would not have looted temples in Mangalore and other places. There are many examples where he forcibly converted subjects to Islam. That is the reason I feel Tipu should not be called a freedom fighter. We should tell the truth to our younger generation. That is the reason I am insisting that Tipu should be dropped from textbook lessons.' said Ranjan.&nbsp;

The debate has however boiled down to a single question of whether Tipu Sultan was a freedom fighter. While critics of the ruler feel he was no freedom fighter and was merely protecting his kingdom, historians have a different view on the matter. 'Tipu Sultan had a sense that the British were not like any other enemy. He did try to get the Nizam of Hyderabad and Marathas to unite against the British. Which he was not able to do. So his struggle to keep them out can be seen as part of freedom struggle history. If Kittur Rani Chennamma can be part of the freedom struggle, Tipu Sultan qualifies for it... There was no India at that time. Tipu was defending Mysuru. But if defending Mysuru is all that he cared for then that's all he would've done. Would he then have tried to build a larger alliance of the Marathas and the Nizam to keep them(British) out of Peninsular India?' questions Prof Gowda.&nbsp;

Karnataka government might drop Tipu Sultan chapters from textbooks

Uttar Pradesh Chief Minister and all members of the council of ministers will be paying their own income taxes, as per an order issued by the state government on Friday.

Chief Minister Yogi Adityanath has ordered to abolish a provision of Uttar Pradesh Ministers'&nbsp;Salaries, Allowances and Miscellaneous Act, 1981, according to which the Income-Tax of ministers was being paid by the state treasury.

Sharing details of the order, Uttar Pradesh Finance Minister Suresh Khanna stated that till now the state treasury was paying the Income-Tax of all ministers, however, as per the orders of the Chief Ministers, all ministers will be paying their own income taxes from now onwards.&nbsp;

Goa Chief Minister Pramod Sawant on Friday hailed the recent law passed by the state legislative assembly which allows women in the state to work in night shifts.

"Women work in night shifts throughout the country in various sectors. Goa is a developing state and as we are looking to develop an IT and electronics industry, then this bill is very important," Sawant told media persons here on Friday.

"We are moving towards a new age and we require this amendment," the chief minister added.

The Factories (Goa Amendment) Act, 2019, was passed on Thursday by the Goa legislative assembly.

The law amended Section 66 of the Factories Act,1948 (Central Act 63 of 1948), as in force in the State of Goa, to empower the Government to specify the conditions for ensuring the safety of women who work in any factory or manufacturing process between the hours of 7:00 P.M. and 6:00 A.M.

Earlier, Section 66(b) of The Factories Act, 1948 (Central Act 63 of 1948) read, "no women shall be required or allowed to work in any factory except between the hours of 6 A.M. and 7 P.M".

BJP MLA Alena Sardanha, however, had a different view.

The lawmaker was of the opinion that women should not be made to work at night and should stay at home due to security reasons.

"I fear for women's security and I firmly believe that ladies should be in their homes. They are mothers and they have so many responsibilities," Sardanha said.

"The presence of the mother in the house is very essential especially when children have to go to school. She has to be there to help her children get ready for school the next day," Saldanha added.

Upon being asked why she did not raise any objections during the bill's discussion in the assembly the MLA said, "It's not that I did not object, I was busy writing down some points on another issue and that is how I missed it," she said."I am very upset about it. But definitely, I believe that ladies should not be made to work in the night shift," she added.&nbsp;

In the last hearing on May 16, the court had recorded the statement of Kumar and two other witnesses in connection with this case.

In his petition, Kumar had submitted that he was shocked and surprised after seeing a tweet in which Kejriwal had allegedly said that "BJP members keep roaming and raping Hindu girls around the country."

"Mr. Kejriwal has successfully dented the reputation of the complainant in particular and his party," the complaint, moved through counsel Saurabh Kansal, had stated.

Kumar said that he wanted to file a complaint immediately but he thought the people have a better sense of judgment and no one will take the tweet seriously.

"The tweet has caused embarrassment to the complainant on several occasions as some people in small social gatherings raise the issue to tease him," the complaint had said.

"The tweet has not only caused defamation to the complainant but to crores of members of BJP and the accused cannot be permitted to let go for such an offence," it contended.&nbsp;

His party, Sikkim Krantikari Morcha (SKM), won 17 of the 32 Assembly seats in the state in the recently concluded Assembly polls.

Golay replaces Sikkim Democratic Front (SDF) leader and five-time Chief Minister Pawan Kumar Chamling, who was in power for the last 24 years.

SKM, which came into being in 2013, bagged 17 seats, one more than required for a majority in the 32-member Assembly, whereas Chamling's SDF bagged 15 seats.

Following the oath-taking ceremony, Prime Minister Narendra Modi congratulated Golay and assured of support from the Centre.

"Congratulations to Shri Prem Singh Tamang on taking oath as Sikkim's Chief Minister. I assure full support from the Centre in furthering Sikkim's development", Modi tweeted.

Echoing similar sentiments, Home Minister Rajnath Singh also extended his best wishes to the Sikkim Chief Minister.

Rajnath tweeted, "I congratulate Shri Prem Singh Tamang on taking oath as the Chief Minister of Sikkim. Prime Minister Shri @narendramodi has assured him of full support from the Centre for the development of the state. I extend my best wishes to Shri Tamang for his tenure ahead."

While Gadkari was not available for comments, BJP MLA Lobo said Maharashtrawadi Gomantak Party (MGP) MLA Sudin Dhavalikar wanted to be the chief minister due to which the discussions came to a halt.

"Sudin Dhavalikar wants himself to be the CM, while the BJP wants that the leader of the alliance should be from their camp. We could not reach to any decision," Lobo told reporters outside a hotel after a night-long meeting.

He said a solution to the crisis is expected to be found later in the day. 
Lobo said BJP MLAs have suggested the names of Vishwajit Rane and Pramod Sawant for the post.

Earlier, Goa Forward Party (GFP) chief Vijai Sardesai, emerging from the meeting, had said that the parties were yet to reach a conclusion.

The meeting was inconclusive and "the BJP has informed them that they will get back later during the day," Sardesai had said.

He said the parties expressed apprehensions on how to proceed in the absence of Parrikar. "We are expecting them to respond to our apprehensions soon," he added.

The GFP leader, however, said the party had not yet shut its doors on the BJP.

Sardesai was accompanied by his MLAs, Jayesh Salgaonkar and Vinod Palyekar, and Independents Rohan Khaunte, Govind Gawade and Prasad Gaonkar.

Meanwhile, speaking to reporters, Dhavalikar said that Gadkari held one-on-one meetings with the MLAs and asked them certain questions.

"I can't disclose about the questions as they are confidential. We are expecting Gadkari to announce the name of the CM candidate in the next one hour. The MGP will take proper resolution supporting the government after that," he said.

The MGP MLA added that Gadkari had heard each of the MLAs individually and would soon announce a new leader.

The counsel said the commission was yet to prepare its final report as it had to question the politicians concerned. Till now, only doctors, officials and others have been examined.&nbsp;

The Apollo Hospitals was free to challenge the final report of the commission once it was out, but they could not challenge the proceedings at this stage, he said.&nbsp;

Rejecting the charge of bias and prejudice levelled by the hospital, he said a bundle of facts had already been collected and recommendations would be made by the commission in its report to the government, which would then take a call on accepting or rejecting those.&nbsp;

Legally, such allegations could not be levelled against a commission of inquiry since it was not an adjudicating authority, he added.&nbsp;

Sundaresan said the ultimate mandate of the commission was to find out the truth and rule out rumours regarding the circumstances leading to Jayalalithaa's death.&nbsp;

Noting that 90 per cent of the proceedings was already completed, he said the hospital could not seek to stall the proceedings without challenging the government order setting up the panel or the terms of reference, that too after participating in the hearings so far.&nbsp;

Recording the submissions, the bench directed the commission and the hospital to file their written arguments by March 12 and adjourned the matter to that date.&nbsp;

He asked his party cadre to observe peaceful protests by sporting black badges and showing black flags when the Centre presents the budget for 2019-20.

Referring to reports in China Global Times, a newspaper in China, Naidu said failures of Prime Minister Narendra Modi's government were being publicised even in China.

"The country has been pushed into chaos under Modi's rule. There is widespread antagonism towards Modi due to unemployment. People are opposing the BJP," he said.

The Andhra chief minister alleged discrimination against the state with regard to the central government releasing funds on Tuesday to various states through the National Disaster Relief Fund.

"Maharashtra has been given Rs 4,717 crore while AP got only Rs 900 crore for drought relief. Andhra suffered extensive damage running into thousands of crores of rupees due to cyclone Titli. Cyclone Phethai also caused severe destruction, but the Centre did not grant even a rupee," Naidu lamented.

He also assured that the promise of farm loan waiver made by the Congress will be fulfilled.

"Our priority will be to strengthen the agriculture sector to ramp up farm-based economy in Madhya Pradesh," he told reporters at his residence in Bhopal.&nbsp;

"My government will provide a safe environment to women and shore up employment avenues for the youth," he added.

"We are going to waive farmers' loans as promised," Nath said, adding, "I thank the people from the bottom of my heart for voting for the Congress. I assure them I will never let them down."

Kamal Nath will take oath as chief minister of Madhya Pradesh on December 17 at Lal Parade ground in Bhopal.

Kerala Chief Minister Pinarayi Vijayan, on Tuesday, said that his government will take a final call on the Sabarimala case after consulting with legal experts, news agency ANI reported.&nbsp;

The Chief Minister told media that the Supreme Court on today noted that its verdict, allowing women of all ages to enter the Sabarimala temple, stands and that the review petitions will be heard on January 22.&nbsp;
