“We support a comprehensive reform of the UN, including its Security Council, with a view to making it more democratic, representative, effective and efficient, and to increase the representation of developing countries in the Council's memberships so that it can adequately respond to prevailing global challenges and support the legitimate aspirations of emerging and developing countries from Africa, Asia and Latin America, including Brazil, India and South Africa, to play a greater role in international affairs, in particular in the United Nations, including its Security Council," read the joint statement.

Earlier on August 23, PM Modi said in his speech that it was high time reforms were introduced at UNSC and multilateral organisations like the World Trade Organization (WTO).

“In his various interventions, Prime Minister highlighted the following: Called for setting defined timelines for UNSC reforms, Called for reform of Multilateral Financial Institutions and Called for reform of WTO,” a statement issued by the Ministry of External Affairs (MEA) read.

PM Modi in his statement also called on BRICS countries to support the African Union’s permanent membership of G20.

<h2>China’s stance</h2>

Chinese leader Xi Jinping earlier also supported the increased role of developing nations in global governance.&nbsp;

"It is necessary to elevate the representation and the voice of developing countries in the global governance and to support developing states in achievement of better results," the Chinese leader said.

"They were largely created in the aftermath of World War II when many African countries were still ruled by colonial powers and were not even at the table," Guterres said in remarks on the final day of the BRICS summit.

South Africa has received formal expressions of interest from over 20 countries seeking BRICS membership which are Algeria, Argentina, Bangladesh, Bahrain, Belarus, Bolivia, Cuba, Egypt, Ethiopia, Honduras, Indonesia, Iran, Kazakhstan, Kuwait, Nigeria, Palestine, Saudi Arabia, Senegal, Thailand, United Arab Emirates, Venezuela and Viet Nam.&nbsp;

The evolving geopolitical landscape has renewed interest in BRICS as nations in the Global South explore alternatives in a multipolar world. Given the substantial African representation, this summit provides India with an opportunity to enhance ties and explore future collaboration areas with African countries.

Interestingly, India, holding the G20 chair, has proposed the inclusion of 55 African member countries bloc, the African Union, within the G20. This proposition has garnered support from countries such as the US, UK, France, and Russia. An official announcement is expected during the upcoming G20 summit in Delhi on September 9-10. &nbsp;

Additionally, the Western media is also keenly following the developments in South Africa, as one of the key agendas of the BRICS summit is to expand the bloc, which has triggered concerns in the West over its potential to challenge the West’s global hegemony.

<h2>First in-person summit in three years</h2>

It must be noted that BRICS leaders are gathering for an in-person summit for the first time after three consecutive years of virtual meetings, thanks to protocols induced by COVID-19.

It must be noted that Russian President Vladimir Putin will remain absent from the summit as part of a mutual agreement reached between Russia and the host South Africa. It is because Putin is sought by the West-backed&nbsp;International Criminal Court (ICC) over allegations that he unlawfully deported Ukrainian children. There are several indications that the upcoming BRICS summit may focus on greater economic co-operation to navigate the uncertainties arising out of the Ukraine War and the global economic slowdown. Perhaps, the Johannesburg summit is a great opportunity for the five-member grouping of emerging economies to break the long-held view about its 'irrelevance'.

BRICS expansion

All eyes are now whether the grouping will expand to add 40 more countries, including Argentina, Iran and Saudi Arabia. Many argue that the expansion of the grouping will help in counter-balancing the US-led Group of Seven's influence on the global economy. This will not only help the BRICS remain relevant in the global order but also provide an alternate source of financing for the developing world. Any expansion in BRICS' membership will also be seen as China's attempt to emerge as the leader of the developing world, much to the chagrin of rival India.

China's De-dollarisation move

The BRICS plan to expand its membership is closely linked to China's move to de-dollarise the global trade. Through de-dollarisation, China seeks to eventually replace the US dollar with other denominations. But with China locked in a fierce economic 'cold war' with the US, there are already indications that Beijing intends to push yuan as an alternative to the US dollar. Two member countries, Brazil and Russia, are already paying for Chinese goods in yuan. However, the US dollar continues to remain the global reserve currency, accounting for about 80 per cent of the global trade.

However, China's ambitions for the yuan are likely to hit a roadblock. India, China's regional rival which harbours ambitions of making the rupee a dominant global player, will not like the yuan becoming a major reserve currency. Given the complicated political relations between the two neighbours, it is not very difficult to understand India's concerns. Nevertheless, the grouping has been stressing on the need to reduce the dependence on the US dollar. But reports suggest that a framework for a common 'BRICS currency', first mooted by Russia and Brazil, is unlikely to be discussed at the upcoming summit.

BRICS Summit 2023: What to expect on the economic front?

Talking to Bloomberg, South Africa’s BRICS Ambassador, Anil Sooklal clarified that the upcoming summit's focus will be on promoting local currencies within the bloc.

"Trading in local currencies is clearly on the agenda, he said, adding, "There is no de-dollarisation item on the BRICS agenda."&nbsp;

"The dollar will remain a prominent global currency,&nbsp;that is a given," said Sooklal.

He said that contrary to some narratives making the rounds,&nbsp;the bloc is not a counter to the West or the G7. Instead, he said the alliance aims to "advance the agenda of the Global South and build a more inclusive, representative, just, and fair global architecture."

<h2>Other applicants</h2>

According to&nbsp;South Africa's top diplomat in charge of relations with the bloc, more than 40 countries have expressed interest in joining the&nbsp;BRICS&nbsp;group of nations. Nations&nbsp;that expressed interest include Algeria, Argentina, Iran, Saudi Arabia, the United Arab Emirates, Cuba, the Democratic Republic of Congo, Comoros, Gabon, and Kazakhstan.

Previously, in July, Algeria applied for a spot in the bloc and also submitted a request to become a shareholder member of the BRICS Bank. The North African nation, as per a Reuters report, seeks to join the economic alliance to open up new economic opportunities.

‮"‬We officially applied to join the BRICS group, we sent a letter asking to be shareholder members in the bank ... Algeria's first contribution in the bank will be $1.5 billion," said Algerian President Abdelmadjid Tebboune, as quoted by Ennahar TV.

Morocco denies reports of joining BRICS, says it never applied for membership

The statement by the Kremlin did not mention the details of the conversation but said that Ramaphosa had briefed Putin about preparations for the upcoming BRICS summit. Notably, Putin’s possible attendance has become a point of contention between the two countries.&nbsp;

Earlier this year, the International Criminal Court (ICC) issued an arrest warrant against the Russian president and accused him of war crimes after he reportedly deported Ukrainian children to Russia.&nbsp;

Russia has since dismissed the order as <a href="https://www.wionews.com/world/explained-will-putin-be-arrested-heres-what-happened-to-earlier-icc-arrest-warrant-599686">“outrageous”</a> and legally void since Moscow is not an ICC member. On the other hand, South Africa, which is a member state of the world court, would be obligated to arrest Putin if he were to set foot on their territory. However, his presence is yet to be officially confirmed by the Kremlin.

South Africa’s Deputy President Paul Mashatile, in an interview with the weekly newspaper Mail &amp; Guardian, said Russia rejected their request to not send Putin.&nbsp;

According to the media report, South Africa had suggested Moscow send Foreign Minister Sergei Lavrov to lead Russia’s delegation on August 22-24, instead of Putin.&nbsp;

Additionally, BRICS members, Brazil, India, China and South Africa opposed holding the summit virtually, said Mashatile.

<h2>Russia on the Black Sea grain deal</h2>

Moscow is yet to make a decision about the extension of the grain deal which expires on Monday and has enabled Ukraine to export grain from its Black Sea ports amid its conflict with Russia.&nbsp;

On Thursday, the Russian president said that “not one” of Moscow’s conditions for the deal to function had been met. “I want to emphasise that nothing was done, nothing at all. It’s all one-sided,” Putin said in a televised interview, adding: “We will think about what to do, we have a few more days.”

"Vladimir Putin stressed that the obligations recorded in the relevant Russia-UN memorandum to remove obstacles to the export of Russian food and fertilizers still remain unfulfilled," Putin told&nbsp;Ramaphosa,&nbsp;according to a Kremlin statement.&nbsp; 
 
The call was also later confirmed by the&nbsp;South African presidency who said that the call with the Russian president took place following a call with the UN chief and&nbsp;Ukrainian&nbsp;President Volodymyr Zelensky.&nbsp;&nbsp;

Recent statements have indicated that Russia might pull out of the UN-brokered deal struck a year ago. The UN spokesperson, on Friday, said Secretary-General Antonio Guterres, is still waiting for an answer on his proposal to extend the grain deal.&nbsp;

“Discussions are being had, WhatsApp messages are being sent, Signal messages are being sent and exchanged. We’re also waiting for a response to the letter,” said UN spokesman Stephane Dujarric.&nbsp;

While the UN was still waiting for an answer from Putin, Turkish President Recep Tayyip Erdogan, on Friday <a href="https://www.wionews.com/world/putin-has-agreed-to-extend-black-sea-grain-deal-says-erdogan-615669">claimed</a> his Russian counterpart has agreed to extend the Black Sea grain deal.&nbsp;

“We are preparing to welcome Putin in August and we agree on the extension of the Black Sea grain corridor,” Erdogan told reporters.&nbsp; 
 
When asked about the Turkish president's claims, Kremlin spokesperson&nbsp;Dmitry Peskov said, "There is no statement about this from the Russian side."&nbsp;

Indian External Affairs Minister (EAM) Dr S Jaishankar addressed the Friends of BRICS Foreign Ministers' Meeting in Cape Town on Friday&nbsp;where he said that BRICS is no longer an alternative, but rather an established feature of the global landscape.

The EAM took to Twitter later and posted, "BRICS is no longer an ‘alternative’, it is an established feature of the global landscape."

"The message of reform that BRICS embodies must permeate the world of multilateralism. The Friends of BRICS strongly support UNSC reform," he wrote.

He added that BRICS is not only an expression of multipolarity but of the many and diverse ways of meeting international challenges.&nbsp;

Topical issues of the bilateral agenda, as well as international and regional problems, were discussed," the Russian Foreign Ministry said in a statement.

During the meeting, emphasis was laid on developing discussion in the SCO, BRICS, and G20.&nbsp;

"The Ministers commended the dynamics of cooperation in the most important areas of the special and privileged strategic partnership between two countries. Particular attention was paid to expanding the dialogue in the SCO, BRICS and the G20," the statement from the Russian Foreign Ministry further added.&nbsp;

The South African foreign ministry recently announced that as per its "standard" practice, it is granting immunity to BRICS meeting participants.

Speaking at the sidelines of the&nbsp;foreign ministers meeting in Cape Town on Thursday (June 1st), South Africa's foreign minister Naledi Pandor said her country was mulling options.

"Our government is currently looking at what the legal options are with respect to this matter and I've indicated ... that it is something the president will be the best person to speak about (this) once it has reached a conclusion," said Pandor while talking to reporters on the sidelines of a BRICS foreign ministers meeting in Cape Town.
