Myanmar's military has lost control of a strategic town on the Chinese border following days of clashes with ethnic armed groups, in what analysts say is the biggest military challenge it has faced since seizing power.

Biden administration on Wednesday (Oct 4) made a significant move by invoking a rarely used executive power, one which was frequently employed during the Trump presidency, to waive 26 federal laws in South Texas. This controversial decision, which has made environmental experts jittery, paves the way for the construction of a border wall, covering a span of up to 20 miles, media reports said.&nbsp;

The Department of Homeland Security posted this announcement on the US Federal Registry. However, it provided only limited specifics about the construction. The scope of the construction is primarily situated in Starr County, Texas. The County falls within a particularly active Border Patrol sector known for experiencing a high level of illegal entry.

As per US government data, the Rio Grande Valley Sector, encompassing 21 counties, has recorded approximately 245,000 illegal entries in the current fiscal year. “There is presently an acute and immediate need to construct physical barriers and roads in the vicinity of the border of the United States in order to prevent unlawful entries into the United States in the project areas,” the United States Department of Homeland Security (DHS) Secretary, Alejandro Mayorkas, said in a statement.&nbsp;

<h2>Environmental concerns&nbsp;</h2>

This highly contentious move by the Biden administration has concerned environmental activists with many pointing at the damage and destruction it will bring to the habitat. Among the federal laws that were waived were the Clean Air Act, Safe Drinking Water Act, and Endangered Species Act. The construction funds will be from a congressional appropriation in 2019 for border wall construction, as per reports.&nbsp;&nbsp;

With the help of these waivers, tedious reviews and environmental lawsuits will be done away with. Environmental advocates have expressed shock over the decision and said that the structures will pass through public lands and habitats of endangered plants and species.

Chinese President Xi Jinping on Saturday vowed to help Nepal transform itself from a landlocked country to a land-linked nation by facilitating infrastructure connectivity and transit transportation cooperation as he met Prime Minister Pushpa Kamal Dahal ‘Prachanda’ here.

Xi met Prachanda on the sidelines of the Hangzhou Asian Games here in eastern China.

Prachanda, who politically distanced from the pro-China Communist Party of Nepal (Unified Marxist-Leninist) headed by KP Oli after becoming Prime Minister in December last year made his maiden visit to China after visiting India and the US.

In his meeting with Prachanda, Xi who made a high-profile visit to Nepal in 2019 and announced several high-profile projects said the two countries sharing borders through Tibet made progress with the ‘Trans-Himalayan Multi-Dimensional Connectivity Network’ and other ‘Belt and Road’ projects that have “taken shape”.

India inaugurated nearly 90 infrastructure projects on Tuesday (September 12)&nbsp;along the Line of Actual Control (LAC) with China, which includes&nbsp;the Nyoma Advanced Landing Ground in Eastern Ladakh and the Nechiphu Tunnel in Arunachal Pradesh. The Nyoma Advanced Landing Ground is set to become the highest airfield in the world.

Along with these two projects, two airfields were inaugurated by India's Defence Minister Rajnath Singh in West Bengal, as well as two helipads, 22 roads and 63 bridges near the border areas, along the LAC.

In an event held on Tuesday in Jammu, Singh inaugurated the infrastructure projects of the Border Roads Organisation (BRO) and laid the foundation. The projects were spread across 11 states and Union Territories and are worth over Rs 2,900 crore ($350 million).

Among these projects, 36 are in Arunachal Pradesh, 26 in Ladakh, 11 in Jammu &amp; Kashmir, five in Mizoram, three in Himachal Pradesh, two each in Sikkim, Uttarakhand and West Bengal and one each in Nagaland, Rajasthan and Andaman and Nicobar Islands.

So as to improvise border infrastructure and ensure the military's seamless connectivity in forward areas, roads are being constructed by the BRO on India’s border.

The Nyoma Airfield's foundation stone in Eastern Ladakh was also virtually laid by the defence minister.

This airfield, which will cost approximately Rs 200 crore ($24 million), will boost Ladakh's air infrastructure and augment the capability of IAF along the northern border.

<h2>Developmental activities need to be the focus: India's Def min</h2>

Speaking at the event, Rajnath&nbsp;Singh said that developmental activities should be on focus and environmental protection should be given equal emphasis.

“Till now, we have worked with the mantra of ‘minimum investment, maximum value’. Now, we need to move forward with the mantra of ‘minimum environment degradation, maximum national security, maximum welfare’,” he said.

Afghan Taliban criticise closure of main border crossing with Pakistan

Romanian President Klaus Iohannis on Tuesday (September 5) said that new attacks were carried out "very, very close" to its border by neighbouring Ukraine, as Russia has been repeatedly launching drone strikes on infrastructure in Danube, southern Ukraine.

"We had attacks just today, the minister of defence told me, which were verified at 800 metres (2,600 feet) from our border. So very, very close," said Iohannis, while speaking in a joint press conference with Luxembourg's Prime Minister Xavier Bettel.

The NATO member on Monday had refuted Kyiv's claims that Iranian-made Russian drones dropped and detonated inside the Romanian territory amid a strike carried out on the Ukrainian port of Izmail.

"There was no piece, and no drone and no other part of any device that made it to Romania," said Iohannis at the press conference on Tuesday (September 5), echoing the defence ministry's comments on Monday.

"But yes, we are concerned because these attacks are taking place within a very short distance from the Romanian border," Iohannis stated while addressing from the Cincu military base located in central Romania.

"But we are alert," he stated. The Russian attacks on Ukraine's Danube infrastructure were strongly condemned by Bucharest.

After the collapse of the United Nations-brokered deal in July, which allowed grain shipments from Black Sea ports, the attacks have been ramped up by Moscow on Ukraine's southern Odesa and Mykolaiv regions, which is home to infrastructure and ports important for agriculture exports.

<h2>Romania's denial of Russian drone attacks</h2>

Romanian Foreign Minister Luminita Odobescu on Monday (September 4) denied reports of Romanian territory being hit by Russian drones during an overnight air strike carried out on a Ukrainian port across the Danube River.

"Of course, there is a risk because what happened there is very close to our borders," said Minister Odobescu, while speaking to the reporters on the sidelines of a visit to Berlin.

The defence ministry of Romania also denied reports of Russian drones getting detonated in the Romanian territory, said a spokesperson.

As per reports, Russian drones fell into the territory of NATO member Romania and were detonated during an overnight air strike that was being carried out on Ukrainian ports across the Danube River.

Romanian President Klaus Iohannis on Tuesday (September 5) said that new attacks were carried out "very, very close" to its border by neighbouring Ukraine, as Russia has been repeatedly launching drone strikes on infrastructure in Danube, southern Ukraine.

Romania's denial of Russian drone attacks Romanian Foreign Minister Luminita Odobescu on Monday (September 4) denied reports of Romanian territory being hit by Russian drones during an overnight air strike carried out on a Ukrainian port across the Danube River. "Of course, there is a risk because what happened there is very close to our borders," said Minister Odobescu, while speaking to the reporters on the sidelines of a visit to Berlin. Romania claims fresh Ukraine attacks 'very close' to border

The governor of the western Bryansk region in Russia claimed that the security forces and border guards had "thwarted" an attempt made by a Ukrainian sabotage group to try to cross the border and enter Russia.

This year, Russia has repeatedly reported sabotage attempts by Ukrainians on its borders. "Employees of the FSB border force of Russia and units of the Russian defence ministry thwarted an attempt to penetrate the territory of the Russian Federation by a Ukrainian sabotage and reconnaissance group," said Bryansk governor Alexander Bogomaz on Telegram.

The Bryansk region is located in western Russia, which shares a border with Ukraine and Moscow-allied Belarus. Like other border regions of Russia, it has come under regular attacks and shelling by Ukraine amid Moscow's offensive in Kyiv.

<h2>Kyiv gives name of Russia's defected helicopter pilot</h2>

Ukraine on Monday (September 4) announced the name of a Russian helicopter pilot which it said defected because of his opposition to the invasion of Moscow after crossing the border in a "long-term special operation" led by Kyiv.

Ukraine's Main Intelligence Directorate, the defence ministry's intelligence wing, revealed the identity of the pilot as 28-year-old Maxim Kuzminov, who was earlier part of the "319th separate helicopter regiment" which was based in the Far Eastern Primorye region of Russia.

In a statement, the Main Intelligence Directorate talked about how the operation was led in "maximum secrecy", by first carrying out the pilot's recruitment after identifying that he did not support the invasion by the Kremlin.

The department claimed that they assisted the pilot in flying into Ukraine and that two of the crew members of the helicopter, who were unaware of the plans of Kuzminov to go to Ukraine and defect - were killed after they refused to surrender.

Russia thwarts Ukrainian sabotage group's attempt to cross border

The Lithuanian government on Wednesday (Aug 16) temporarily shut down two of its six border checkpoints with Belarus amidst tensions over the presence of the Russian mercenary group Wagner in the eastern Europe country.

The government said that they are taking this decision due to “geopolitical circumstances.”

Tverecius and Sumskas crossing points, which were not used by commercial vehicles, will be closed and traffic will be diverted to the Medininkai border checkpoint, Lithuania announced.

Lithuania is the second neighbour after Poland to shut border checkpoints with Belarus.

Poland’s move stemmed from the imprisonment of a journalist of Polish origin and the expulsions of Polish diplomats.

Last week, Poland announced that it will move 10,000 additional troops to the Belarus border to support existing guards.

<h2>'Temporary measure'</h2>

“The main goal is to temporarily suspend operations at these two points from August 18,” Deputy Minister of Transport Agnė Vaiciukeviciūte said, according to AP news agency.

He said that the decision would allow the officers to perform better border control checks at other points.

Once part of the Soviet Union, Lithuania declared its independence around 33 years ago. It now belongs to the West-led NATO and the European Union and has been a strong supporter of Ukraine.

The Baltic nation has also emerged as a refuge for those who have fled an authoritarian crackdown in neighbouring Belarus, a Putin ally, and increased repression in Russia.

Lithuania has been repeatedly warning its Western allies that Wagner mercenaries could disguise themselves as asylum seekers trying to cross Belarus’s borders with EU member states, or stage provocations involving refugees.

“It could be some groups of refugees, irregular migrants being transferred in order to cause some kind of unrest,” Lithuanian deputy interior minister Arnoldas Abramavičius said in July.

Though it is unknown how many Wagner troops are present in Belarus, the commander of the Lithuanian State Border Guard Service, Rustamas Liubajevas, has pegged the number up to 4,500, with some of them stationed close to the Lithuanian and Polish borders.

<h2>Eastern European countries wary of Belarus&nbsp;</h2>

The other neighbouring country that has been observing the border situation is Lativa, which mobilised additional guards on Tuesday to strengthen the protection of the external state border, the LETA news agency said.

According to reports, the decision was taken due to the sharp increase in the hybrid threat at the Latvian-Belarusian border over the past days, when 96 attempts by people to cross the state border were detected, as well as the increased involvement of the Belarusian authorities in organising the flow of illegal immigrants.

Latvia believes that these are attempts by Belarusian leader Alexander Lukashenko’s regime to push migrants across borders as a method of hybrid warfare against these countries.

More than 130 people have been evacuated after a wildfire at Portbou, Spain’s Mediterranean coast near the French border continued to spread, on Saturday (August 5), said a report by AFP citing firefighters. This comes after the locals were evacuated overnight from several villages as a precaution after the fire spread to the south of Portbou.&nbsp;

<h2>About the situation in Portbou</h2>

As of Saturday, the blaze ravaged some 435 hectares of land in the area with an estimated 2,500 hectares under threat, reported AFP, while firefighters from Spain’s northeastern region of Catalonia teamed up with their French colleagues to bring the wildfire under control.&nbsp;

The spread of the wildfire was attributed to strong winds which also prevented water-bombing planes from taking off to help with firefighting operations in the tricky hilly terrain.&nbsp;

Senior firefighter Santi Lleonart said in a Catalan government statement on Friday that the blaze was difficult to extinguish due to the mountainous terrain of the region.&nbsp;

However, the Catalan fire service, as per AFP said that they expect the airborne operations to resume on Saturday afternoon. Portbou, near the France-Spanish border, is also home to a major railway station used by both countries’ networks.&nbsp;

Meanwhile, Catalan civil protection officials reported that as many as 4,000 people were without electricity. They have also suspended rail traffic between the Spanish towns of Portbou and Figueres, which is some 30 kilometres south.&nbsp;

The main road into Portbou and to the French border was also closed. According to AFP, some 80 Catalan firefighting units were deployed in the region to fight the wildfire while a dozen fire engines were sent from the French side of the border.

The Catalan regional government website, on Saturday, said that the blaze “remains active” and their priority was to prevent it from reaching the nearby tourist resort of Llanca to the south.

<h2>Evacuations and investigation</h2>

The Catalan fire service also said that they evacuated around 135 local people as a precautionary measure while hundreds of others were stuck in their houses or campsites overnight. Notably, Portbou welcomes thousands of tourists around this time of the year.&nbsp;

The Catalan forest rangers took to X, formerly known as Twitter and said that they had also launched an investigation into the cause of the fire.&nbsp;

According to the data from the European Forest Fire Information System, Spain is experiencing a less destructive summer of wildfires than in 2022, when more than 300,000 hectares were devastated.&nbsp;

"A sabotage group came in, there is combat in Novaya Tavolzhanka. I hope they will all be destroyed," Gladkov stated. New fighting on Russian side of Ukraine border, says governor

North Korea's leader Kim Jong Un had embarked on a big exercise to seal its borders with Russia and China, cutting off routes which were being used by defectors and smugglers, in 2020 when the world was battling the Covid pandemic.

Since then hundreds of kilometres of upgraded or new border fences, guard posts and walls have been built by Pyongyang, as per commercial satellite imagery.

These steps helped the government in tightening the flow of goods and information in the country and also ensured that foreign elements are kept out and its people remain inside, according to a report published by Reuters.

"The traditional North Korea-China route is now effectively over, unless there is a major change in the situation," stated Kim, who is a South Korean pastor. Kim along with others has helped North Koreans defect.

Last year, only 67 defectors could reach South Korea compared to 1,047 in 2019, as per official data. There was a decline in the figure even before the pandemic because of tighter restrictions in China, the route towards which is preferred by defectors.

<h2>How border walls helped North Korea keep out coronavirus and 'alien things'?</h2>

The government of North Korea and state media have spoken little about the construction of the wall at the border. However, the country's official organisations have noted that the security was beefed up to ensure that coronavirus and other "alien things" stay out of the country.

In his speech in which Kim Jong Un&nbsp;declared victory over COVID-19, he had asked officials to "ensure perfection" of an "overall multiple blockade wall in the border, frontline and coast areas and in the seas and air".

The sealing of the border will have a lasting effect on the nascent mercantile class of North Korea and over towns where thriving informal trade earlier offered the opportunity to people to make their own way, stated Benjamin Katzeff Silberstein, a non-resident fellow at the US-based Stimson Center who researches on the economy of North Korea.

Those towns "benefited from formal and informal trade since the famine in the 1990s, but really don't have many other economic advantages," he stated. "So the crackdowns are hitting two vulnerable groups, women and the population of the geographic periphery,” he added.

<h2>Are these border walls choking people's lifelines?</h2>

Google Earth Pro satellite imagery of the northern frontier of North Korea, which was collected at various time intervals from 2019 and early 2023, was examined by Reuters and Middlebury.

Middlebury research associate Dave Schmerler said that they could see new or expanded security infrastructure along at least 489 km of the border, which included the robust concrete wall, simple wire fencing, additional guard posts and double fencing.

He added that apparent changes were also seen in other areas, however, limitations in the imagery stopped them from reaching conclusive determinations.

Schmerler stated that many installations could be seen around populated areas that lacked natural obstacles like mountains. However, they also noticed new features in agricultural, flat areas near the country's northeastern border.

"Those areas don't necessarily have larger city or village infrastructure but lack the natural boundaries that could act as a barrier from getting into or leaving the country," added Schmerler.

Human rights activists and defectors in China, who are involved in smuggling people or goods across the border, stated that the new security features have been choking vulnerable people's economic lifelines, closing their paths to escape the country that has an authoritarian regime and limiting access to North Korea to the outside information.

One defector stated that the officials have placed security cameras at regular intervals and have installed multiple layers of fencing, which includes electric fencing and barbed wire.

In a statement sent to Reuters, China's foreign ministry stated it was not aware of the situation, but added that "China and North Korea have been maintaining communication and working together to maintain the security and stability of the border".

<h2>Did North Korea use COVID-19 as an excuse to build border fences?</h2>

The government of North Korea gave&nbsp;orders to border guards to immediately shoot anyone who is seen trying to cross, as per official notices issued by Chinese authorities in 2020, which were released to warn people about the risks involved.

Human rights organisations have confirmed that the shooting orders still remain in effect.

In December 2022, the US Treasury Department sanctioned North Korea's Border Guard General Bureau over human rights abuses, "including land mines and shoot-on-sight orders that have resulted in the deaths of numerous North Koreans".

Meanwhile, Human Rights Watch's senior Korean researcher Lina Yoon said, "The North Korean government has been using COVID-19 as an excuse to build these new fences, guard posts and other infrastructure.”

Sokeel Park, who is associated with Liberty – an organisation that works with defectors, stated that as the pandemic subsides, it may become harder for the government to justify the restrictions.

"It's all the more reason for the international community to step up efforts to support North Korean rights," he added.

Punjab Chief Minister Bhagwant Mann sanctioned Rs 20 crore (around 200 million USD) for the installation of CCTV cameras at strategic locations in border villages to maintain strict surveillance on the movement of cross-border smugglers and drones, Special Director General of Police (DGP) Arpit Shukla said on Wednesday, as cited by news agency ANI.

He further added that DGP Punjab Gaurav Yadav also announced a cash reward of Rs 1 lakh (1,211.72 USD) for providing information on drone movement leading to the recovery of weapons or narcotics.

The Special Director General of Police, Shukla, accompanied by the Inspector General (IG) of the BSF's Punjab Frontier headquartered in Jalandhar district Atul Fulzele, was in Khasa, Amritsar, for a joint coordination-cum-review meeting with senior officials of Border Security Force and Punjab Police, as per a statement issued.

The meeting was aimed at strengthening the security at the border in order to prevent cross-border smuggling.

The Punjab Police's DIG, Border Range, Narinder Bhargav, and DIG Ferozepur Range, Ranjit Singh Dhillon, along with four other DIGs, and four BSF commandants were among the senior officials who attended the talks.

Shukla called for greater synergy and teamwork between BSF and Punjab Police and further stated that both the elite forces should work together and exhibit better coordination to counter the Drone operations at Punjab borders, which have emerged as a new threat, according to the statement.

"He then stressed the need to carry out evidence-based and proactive policing to prevent the smuggling of narcotics and weapons into Punjab from across the border," it said.

"He further discussed the strategic locations and hotspots in border villages to install CCTV cameras to keep vigil over Indian Nationals involved in cross-border smuggling. He asked the BSF officials to share inputs of movements of suspected persons with the Punjab Police so that they can keep a sharp vigil on their activities and ensure penal action against those found involved in any criminal activity," the statement added.

He also proposed to activate village defence committees in the border areas. "These committees will work as eyes and ears of the police and supplement the efforts of the Punjab Police to wipe out drugs, terrorists, and gangsters from the border state," Shukla added.

Lately, many incidents of alleged drone intrusions by Pakistan have been reported in the north Indian state of Punjab.&nbsp;

Last month, Border Security Force (BSF) shot down a Pakistani drone which was apparently trying to sneak into Indian territory, officials said on April 27. It was carrying packets of heroin and opium, the officials added.&nbsp;

BSF said in a press release said that at about 2:20 am (local time), BSF troops deployed at the border, heard the buzzing sound of a suspected drone entering from Pakistan to Indian territory and as per the laid down drill, troops immediately reacted to intercept the drone by firing.&nbsp;

On March 28, BSF foiled another intrusion attempt by a Pakistani drone in Amritsar after it entered Indian territory. The paramilitary force stated that it was carrying a consignment of contraband items.

Earlier, BSF troops shot down a Pakistani drone along the Indo-Pak border which intruded on the Amritsar sector in the intervening night of February 2 to February 3 at 2:30 AM. The drone entered the area of responsibility of the Border Observation Post (BOP) Rear Kakkar in the Amritsar sector of Punjab, said BSF.

At least 21 people were killed and 49 injured after the Nairobi-bound bus they were travelling in crashed near the Ugandan border, the police said on Sunday.

The accident occurred on Saturday evening when the bus was crossing the Ugandan border. Among the killed include eight Ugandans while the rest were Kenyans, Ugandan regional police spokesman Rogers Taitika told AFP.

According to police, the driver had apparently lost control of the bus which caused the vehicle to veer off the road.

"Preliminary findings point to a case of overspeeding by the bus driver," he was quoted as saying.

The bus was travelling from the eastern Ugandan city of Mbale to Nairobi and crashed in the Kenyan town of Lwakhakha.

There has been a spate of accidents occurring in Uganda in recent years. Local media reported that the Ugandan government is planning to issue new measures to try to improve road safety after a surge in accidents.

On January 6, 16 people were killed after a bus rammed into a stationary truck near the northern Ugandan city of Gulu.

In just three days over the New Year period, between December 30 to January 1, 104 road crashes have been recorded in Uganda, with 35 people dead and 114 injured, in addition to the victims of the latest January accidents.

While speaking at the January 2 funeral of three siblings killed in a crash, Security Minister Jim Muhwezi said that their cabinet was planning to implement new safety measures to try to reduce the number of accidents.

Taking a major step towards stopping Venezuelans from entering the United States, President Joe Biden's administration on Thursday announced that the Haitians, Nicaraguans and Cubans, who have been illegally crossing the US-Mexico border, will be immediately turned away by the authorities.

The administration will instead provide entry to 30,000 people from the four nations every month for a period of two years and will provide them with the eligibility to legally work in the US, as long as they have entered legally and have eligible sponsors and clear background checks.

The four nations are among the countries from where there has been a sharp increase in migrant border crossings with no easy procedure to send the migrants to their own countries.&nbsp;

The announcement has come as a big change to immigration rules and the new change will stand even if a public health law, which permits US authorities to send back asylum seekers, is scrapped by the US Supreme Court.

Speaking about the new change in immigration rules, Biden on Thursday said that the country's immigration system is "broken" and added that the new plan would be "safe and humane" to decrease the crowd of immigrants at the US-Mexico border.

"It's safe and it's humane, and it works," said Biden in his address from the White House.&nbsp;

He added that previously comprehensive legislation was sent by him to Congress to overhaul "what has been a broken immigration system for a long time."

"But Congressional Republicans have refused to consider my comprehensive plan," he added, as he blamed "extreme Republicans" for the impasse.

"We have a big agenda... but one important part of that agenda is strengthening our border between our nations," Biden stated.

Appealing people to legally apply for entering the US, he said, "Do not just show up at the border."&nbsp;

As per the new policy, 360,000 people will be able to enter the US lawfully from the four nations every year. However, currently, more people are attempting to cross the border from these countries, with numbers reaching 82,286 in only November.
