India's External Affairs Minister Dr. S. Jaishankar & Pakistan's Foreign Minister Bilawal Bhutto Zardari were under the same roof at the SCO meeting in Tashkent. Was there a bilateral? What was the aim of this SCO summit? Palki Sharma reports.

Gravitas: SCO meeting: India and Pak under same roof

Pakistan’s Foreign Minister Bilawal Bhutto Zardari on Friday (July 29), spoke exclusively to WION in Tashkent and said that there is no substance to former PM Imran Khan’s claim that current government’s foreign policy vis-a-vis America lacked substance. Bhutto Zardari said that the focus of the government is on enhancing economic co-operation with all the countries.

He was speaking to WION’s Anas Mallick in Tashkent after the conclusion of the Shanghai Cooperation Organisation (SCO) Foreign Ministers Meeting. When asked about engagement with India, the Pakistani foreign minister said that “India is our neighbour, unfortunately, you can not change your neighbour. You can choose a lot of other things in life but not your neighbour.” The foreign minister also said that there were no plans at the moment for the Pakistani and Indian prime ministers to meet on the sidelines of the SCO Heads of States meeting that is due to be held in September this year in Uzbekistan.

WION: How would you like to sum up this visit? The engagement you have had?

Bilawal Bhutto-Zardari: I think it’s an incredibly important visit for us. You know we are part of SCO family. This is the first time we managed to meet in-person post-Covid pandemic. This is an incredibly productive experience, not only within the context of the SCO. We had countless agreements today, also our bilateral meeting. We are engaged with foreign ministers of Central Asian counties. This was the third bilateral meeting with foreign minister of China. Second in-person so far. I also got chance to briefly interact with the Russian counterpart on the sidelines. Overall, it was incredibly productive.

WION: Do you see that in September there is a potential for Pakistan and Indian PMs meeting through this platform?

Bilawal Bhutto-Zardari: No such plan exists at the moment.

WION: Have you met your Indian counterpart? This was an elephant in the room.

Bilawal Bhutto-Zardari: We both are members of SCO family in that context we engage in the broader activities of SCO and council of foreign ministers but we didn’t have any bilateral engagement.

WION: Is there any level of engagement between the two countries? Even back-channel talks? As foreign minister, how do you see issues between India and Pakistan getting resolved?

Bilawal Bhutto-Zardari: India is our neighbour. You can choose a lot of things in your life but you can’t choose your neighbour. We have to live with one another. Unfortunately, the event of August 2019, the recent Islamophobic statements by officials of the ruling party obviously make it difficult for us to engage constructively.

WION: Former PM Imran Khan has been criticising the govt saying that it is lacking with respect to its foreign policy on America.

Bilawal Bhutto-Zardari: I think there is no substance to those claims. Pakistan’s foreign policy is one of engagement. We engage with all countries. We are looking to find economic opportunities for our people, enhancing economic co-operation in West and East. Obviously, we engage with America as well. Mr Khan also attempted the same thing while he was in power. He tried to engage with all countries, including America, it’s not our fault that he was unsuccessful.

WION: The coalition government recently witnessed huge defeat in Punjab. The country’s economy has been on the downhill since the shocker of the defeat in Punjab. You hold a very important portfolio. How do you plan on connecting the economic policy with economic diplomacy and how do you plan on boosting the government following this defeat in Punjab?

Bilawal Bhutto-Zardari: As far as the situation in Punjab is concerned, the 20 seats where the by-election was held, all of them belonged to the opposition. The government ally still managed to secure 5 seats. The opposition lost 5 seats. But I understand there is political turbulence at home and everybody is aware of it. As far as the economic condition is concerned, every Pakistani knows the situation. The challenge which has developed has not developed in the last three months. It developed over the past 4 years (when) Mr Khan’s government increased the debt. In fact, between 2018-2022, the amount of debt Mr Khan’s government accumulated for Pakistan is equivalent to all debt in Pakistan’s history from 1947 to 2018. No one believes that economic catastrophe can be addressed in three months. As far as the foreign policy is concerned, I am trying my best. Our team members are trying their best to address the multifaceted challenges we are facing.

‘Hopefully...one day’: Pak foreign minister Bhutto bats for normal ties between New Delhi and Islamabad

After talks with his Pakistani counterpart, Bilawal Bhutto Zardari, in Guangzhou on Sunday, Chinese Foreign Minister Wang Yi said the US Indo-Pacific strategy is one of inciting hostility and undermining peace.

"The United States' Indo-Pacific strategy creates severe anxiety around the world, particularly in Asia Pacific countries," he said, according to the Chinese foreign ministry.

The real goal of this plan, according to a Chinese top diplomat, is to confine China and make Asia-Pacific countries pawns in the face of US hegemony.

"Facts will prove that the so-called Indo-Pacific strategy is in essence a strategy to create division, to incite confrontation, and to undermine peace," Wang said.

Chinese Foreign Minister Wang Yi made the remarks as President Joe Biden arrived in Japan on Sunday to introduce a strategy for deeper US economic involvement with the Indo-Pacific region and to attend a meeting of the leaders of the Quadrilateral Security Dialogue (Quad), which includes India, Japan, and Australia in addition to the United States.

During his visit to Japan, Biden will also unveil a new regional initiative called the Indo-Pacific Economic Framework (IPEF), according to the White House.

Prime Minister Narendra Modi said on Sunday, ahead of his departure to Japan, that the Quad leaders' summit in Tokyo will evaluate the status of the bloc's projects and address developments in the Indo-Pacific region.

This was Bilawal’s maiden visit to China after he took over as foreign minister following the fall of the Imran Khan-led government last month.

The US "Indo-Pacific Strategy" is bound to be a failed strategy, Wang said in the comments posted by the Chinese Foreign Ministry on its website.

China refers to the area as the Asia-Pacific region and is averse to the Indo-Pacific strategic concept, which has gained prominence during previous President Donald Trump’s tenure and is vigorously pursued by his successor, Biden.

The Asia-Pacific should become a plateau for peaceful development, rather than a geopolitical arena. Attempts to turn the Asia-Pacific into a bloc, like NATO or the Cold War, will never succeed, Wang said.

The Quad grouping of the US, Japan, India and Australia focussed on free and open Indo-Pacific while Beijing likens it to ‘Asian NATO’ aimed to contain its rise.

The US, India and several other world powers have been talking about the need to ensure a free, open and thriving Indo-Pacific in the backdrop of China’s rising military manoeuvring in the resource-rich region.

Taiwan, the Philippines, Brunei, Malaysia, and Vietnam all claim parts of the disputed South China Sea, while China claims practically all of it. In the South China Sea, Beijing has constructed artificial islands and military outposts. In the East China Sea, China has territorial disputes with Japan.

In the name of "freedom and openness," Wang claims that the US Indo-Pacific strategy is bent on building "cliques." China claims the alliance will "alter China's surrounding environment." Its goal, according to Wang, is to restrain China and turn Asia-Pacific countries into "pawns" of US hegemony.

China sees red at US Indo-Pacific strategy, calls it a ploy to fuel confrontation

In an attempt to mend ties, Pakistan’s new Foreign Minister Bilawal Bhutto-Zardari said at the United Nations on Thursday that he wants a more broad-based relationship with the US, media reports said. The Pakistani leader also blamed India for 'particularly complicated' ties between the two neighbours. The remarks came during the leader’s first visit to the United States as foreign minister.

We would like to pivot away from a transactory relationship, a one-point agenda relationship, to a more broad-based relationship with a particular emphasis on trade," the FM told reporters.

Foreign Minister Bilawal looks to mend relations with US, blames New Delhi for 'complicated' Indo-Pak ties

US Secretary of State Antony Blinken on Wednesday met Pakistan's Foreign Minister Bilawal Bhutto Zardari at the UN headquarters here and discussed strengthening their economic and commercial ties, as well as regional security situation, amid unprecedented deterioration in bilateral ties during the previous Imran Khan regime.

The two leaders also discussed Afghan stability, support for Ukraine, and democratic principles.

"BBhuttoZardari and I reaffirmed our shared desire for a strong and prosperous U.S.-Pakistani bilateral relationship. I look forward to expanding our cooperation on climate, trade and investment, and regional peace and security issues," Blinken tweeted.

Pakistan's relations with the US have been lukewarm, especially under the Biden administration.

Bilwal's US visit is taking place amid unprecedented deterioration in Pakistan-US ties, triggered by former prime minister Khan's claim that Washington conspired with Pakistan's Opposition leaders to topple his government. The Biden administration had rubbished Khan's repeated allegations.

State Department Spokesperson Ned Price, in a readout of the meeting, said that they discussed expanding partnership in climate, investment, trade, and health as well as people-to-people ties.

Bilawal, who assumed charge as the foreign minister, is on a maiden visit to the US at the invitation of Blinken to attend the ministerial meeting on the "Global Food Security Call to Action" to be held at the United Nations later Wednesday. The US is President of the UN Security Council for the month of May and Blinken is in New York to convene meetings to mobilise action on global food security.

In his remarks before his meeting with Bilawal, the first face-to-face interaction between the two ministers, Blinken said Washington is "very pleased" to be working with the foreign minister and with a new government in Pakistan.

"We're both here, of course, first and foremost for the ministerial meeting we're having a little bit later today on food security. This is a challenge that we're seeing around the world. There was a pre-existing condition, as it were when it comes to food insecurity in many places. It's been exacerbated dramatically by Russia's aggression against Ukraine, adding another 40 million people to those who are food insecure," he said.

On May 19, Blinken will chair the first signature event of the United States' presidency of the UN Security Council: an open debate focusing on the critical links between conflict and food security.

Blinken also added that "this is an important opportunity" for the two countries to "talk about the many issues where we're working together."

Pakistan Foreign Minister Bilawal Bhutto Zardari to visit US, China and Switzerland in a week

In the new cabinet under Pakistan PM Shehbaz Sharif, Bilawal Bhutto Zardari has been sworn in as Pakistan's new Foreign Minister.

Bilawal Bhutto Zardari sworn-in as Pakistan's new Foreign Minister

Pakistan Peoples Party (PPP) Bilawal Bhutto-Zardari on Saturday asserted that the only way to remove Prime Minister Imran Khan and his government was to table a no-confidence motion.

Speaking at a press conference, Bilawal vowed to convince the members of the opposition`s 11-party alliance--Pakistan Democratic Movement (PDM)--on the strategy, although he called on Imran Khan to voluntarily step down because of his "failure at all fronts," Dawn reported.

"It is the only way out... We are not anarchists. We believe in democracy and legal process. This is the only way out, I think. We need to go through the parliament for every move," he said at the press conference.

"We will try to bring the PDM and allied parties on one page on this option. We believe in democratic norms and this is why we always resist the role of the establishment in making or breaking governments," Bilawal added.

The PPP chairman further accused Khan`s Pakistan Tehreek-e-Insaf (PTI) government of pre-poll rigging ahead of Senate elections and asked political and democratic forces of the country to be vigilant.

"We see the government is already making efforts... And they would use their ATMs for this [Senate elections]. They are actually in a state of panic and in that state they are making absolutely illogical moves. For instance, they have moved the court on an issue [open vote for Senate elections] which absolutely has no sense. I hope the court would send it [the presidential reference] back to the parliament and issue orders that it was the prerogative of the parliamentarian to decide the matter," he said.

According to The Express Tribune, the government through Attorney General for Pakistan Khalid Jawed Khan has sought an interpretation of Article 226 of the Constitution through the presidential reference. The article states that all elections, other than those of the prime minister and chief ministers, shall be held through secret ballot.

The government believes that open ballots in the Senate elections can be introduced by amending the Election Act 2017, instead of amending the Constitution, The Express Tribune further reported.

However, the Election Commission of Pakistan (ECP) on Saturday opposed holding Senate elections through open ballot without amending the Constitution.

The opposition parties contend that a constitutional amendment is required to change the voting mode.

The ECP, through its counsel Sajeel Sheryar Swati, submitted a concise statement in the presidential reference case in the Supreme Court, which is being heard by a five-judge larger bench led by Chief Justice of Pakistan Gulzar Ahmed.

Pakistan`s federal government has decided to hold Senate elections in February instead of March 2021. The polls are expected to result in the loss of seats for PDM, which currently controls the Upper House.

The decision was taken on Tuesday during a meeting of the federal Cabinet chaired by Prime Minister Imran Khan, reported Dawn.

Pakistan Peoples Party (PPP) chairman Bilawal Bhutto-Zardari condemned the arrest of Member of National Assembly (MNA) and Pashtun leader Mohammad Ali Wazir by stating that "it has been the modus operandi of the fascist governments to implicate the elected representatives in false cases to crush the public voice".

He said the arrest of Wazir was "against the democratic traditions". "It has been the modus operandi of the fascist governments to implicate the elected representatives in false cases to crush the public voice," Geo News quoted Bilawal as saying in a statement on Thursday.

Police arrested Ali Wazir in Islamabad on Wednesday in connection with a case registered against him and several leaders of the Pashtun Tahafuz Movement (PTM) in Karachi after a recent public meeting by the country`s opposition parties.

Bilawal said that holding public meetings is "no crime" and did not warrant arresting an elected representative, Geo News said. He warned the Imran Khan-led government that if it "continues to muzzle freedom of expression", it will "not bring good results", Geo News reported.

He also said in the statement that the cases being registered against the elected representatives and political leaders are "baseless".The PTM leaders were accused of committing several offences, including hatching a criminal conspiracy and passing derogatory remarks against state institutions, reported Dawn.

Peshawar Capital City Police Officer (CCPO) Mohammad Ali Gandapur said that Wazir was arrested at the request of the Sindh police. According to Dawn, witnesses said Wazir was arrested after he attended a ceremony held at Shuhada APS Public Library in connection with the sixth anniversary of the Army Public School attack, where 147 people were killed.

Several leaders of the PTM, who have also been charged in the case, were also present but were not arrested. Apart from Wazir, others named in the FIR include PTM chief Manzoor Pashteen and MNA Mohsin Dawar among others.

The complainant in the case claimed that when he reached the venue of the public meeting he saw the suspects addressing around 2,000 participants and trying to create hatred towards different groups and to create law and order problems, Dawn reported.

This comes as the rattled Imran Khan`s government registered a case against a central leader of the opposition`s 11-party alliance -- Pakistan Democratic Movement (PDM) -- for causing irreparable damage to a national asset at the rally in Lahore.

Deputy speaker of National Assembly directed its members to refrain from using the word "selected" while addressing Prime Minister Imran Khan on Monday.

During the budget debate, federal minister of energy, Umar Ayub Khan asked the deputy speaker to stop the opposition members from using the term "selected" for Imran Khan.

He also said that using the word "selected" for PM Khan comes as a breach of the privilege of the house as he is an elected representative.

Qasim Suri while agreeing with Ayub, said that all members of the assembly including himself are elected through votes and asserted that "It is an insult to the parliament."

Since the cricketer-turned-politician came into power in July last year, opposition parties have alleged that Imran Khan has been tacitly placed by the military who is also a key player in the country's politics.

While, Khan defends his close relations with the military, saying leaders around the world seek the opinion of their military establishment as they are "equipped with the means to brief us on security issues".

Coup-prone Pakistan has been under military rule for almost half of its existence, with many governments deposed before completing its term, mostly at the behest of the country's powerful armed forces.

Pakistan Peoples Party chairman, Bilawal Bhutto Zardari, first used the term "PM selected" in his maiden speech in 2018 while he was congratulating Khan for coming into the power.

Pakistan: Members of National Assembly barred from using word 'selected' for PM Imran Khan

Pakistan's Opposition leader Bilawal Bhutto Zardari on Friday accused the government of targeting everyone from judges to parliamentarians through "underhand tactics" after Parliament witnessed a raucous as two lawmakers were arrested for allegedly inciting an attack on a military check post.

Parliament witnessed unruly scenes lawmakers clashed with each other over the foul language used against Ali Wazir and Mohsin Dawar.

The trouble during the National Assembly session began after minister of state for parliamentary affairs, Ali Muhammad Khan, labelled Wazir and Dawar as "agents of Afghan intelligence" and said they should be expelled from Parliament.

Wazir and Dawar are accused of inciting local people to attack the Kharqamar military check post in North Waziristan district on Sunday which resulted in the killing of at least three civilians.

Bilawal, the chairman of the Pakistan Peoples Party (PPP), stood up to record protest against Khan's remarks. But several lawmakers of the ruling Pakistan Tehreeki-i-Insaf (PTI) went near his seat and raised slogans.

It brought rival members of the House face to face, creating a tense situation. The opposition also surrounded Deputy Speaker Qasim Suri who chaired the session and continued protest until the proceedings were adjourned.

The enraged Opposition later demanded a probe by Parliament into the Kharqamar incident. It also demanded that both Wazir and Dawar should be allowed to attend the session.

"All Opposition parties are standing together today. What we saw in the Assembly a little while ago was anything but a display of democracy; the deputy speaker violated House rules by not letting Opposition members speak on these sensitive issues," said Bilawal.

"A few days ago, you all saw innocent Pakistanis and parliamentarians being targeted on the streets of Islamabad. Our unarmed supporters were tortured and arrested," he said.

Pakistani police on Wednesday arrested dozens of activists from Bilawal's party to prevent them from reaching the main office of an anti-graft body that was questioning him about alleged corruption.

"It is not democracy as from judges to parliamentarians, this government is targeting everyone through underhand tactics and we will not let this continue,? Bilawal said, referring to media reports that that the government has ordered formal probe of misconduct against some judges of the Supreme Court and the Sindh High Court.

Pakistan Muslim League-Nawaz leader Shahid Khaqan Abbasi also demanded a probe into the incident.

Bilawal Bhutto Zardari accuses Pakistan government of targeting Opposition, judiciary

Pakistan Prime Minister Imran Khan has taken a swipe at opposition leader Bilawal Bhutto Zardari for addressing Parliament in English, saying this was an insult to the country's "90 per cent population" which cannot speak the western language.

Addressing the inauguration ceremony of the Hyderabad University here on Thursday, Khan said that despite Urdu being the national language, public speakers choose to speak in English.

''Bilawal delivers his speeches in English when addressing the parliament. This is patronising and insulting to the more than 90 per cent of Pakistanis who can't speak English,'' he was quoted as saying by the Express Tribune.

The 30-year-old Oxford educated chairman of the Pakistan Peoples Party (PPP), on Thursday delivered a speech in English while addressing party supporters at an event to commemorate the death anniversary of PPP founder Zulfiqar Ali Bhutto, the paper reported.

We know the majority don't understand the language. Why do we then speak in English on public forums in the country despite knowing Urdu? Imran Khan asked.

Khan said there was an overriding sense of inferiority among such people who believe they won't be considered educated unless they speak in
English.

"The trend dated back to the era of Pervez Musharraf as part of his enlightened moderation' policy. In that period, we picked up certain western values and habits that are an aberration for our society. We need to change this trend, Khan said.
