The United States President Joe Biden, on Friday (Oct 20), requested Congress for a whopping $105 billion security package including funds for Ukraine and Israel.

As per news agency AFP reports, Biden asked $61 billion in military aid for Ukraine and $14 billion for Israel.

"The world is watching and the American people rightly expect their leaders to come together and deliver on these priorities," White House Office of Management and Budget director Shalanda Young said in a letter to Congress.

"I urge Congress to address them as part of a comprehensive, bipartisan agreement in the weeks ahead."

Biden's request comes days after he visited Tel Aviv and vowed solidarity after Hamas launched an unprecedented attack against Israel and took the country and the world by surprise.

A day before, the US president also directly linked the Hamas attack on Israel and Russian President Vladimir Putin's invasion of Ukraine.

While delivering his speech at the Oval Office, he argued that a total of $105.85 billion, including $61 billion in military aid for Ukraine and $14 billion for Israel, would secure US interests for generations to come.

However, the huge funding ask is an attempt to strengthen weakening aid for Ukraine by connecting it with funding for Israel, which has bipartisan support.

There is significant backing in Congress for Ukraine, including among major Republicans in the Senate, where the Democrats hold the majority.

Senate Majority Leader Chuck Schumer promised quick action in the upper house.

"Senate Democrats will move expeditiously on this request, and we hope that our Republican colleagues across the aisle will join us to pass this much-needed funding," he said in a statement.

"This legislation is too important to wait for the House to settle their chaos."

The next few hours were spent waiting, hoping to be rescued. At around midnight, the couple saw the Israeli Defence Forces approaching.

"At 2:30 in the morning, a grenade was suddenly thrown into our house, I jumped on my wife. Shots passed over us - near the head. I don't know how we survived," (translated from Hebrew) he told the news organisation.

After 15 hours of waiting, the couple was rescued. The Hamas operatives were killed by the Israeli special forces during the rescue operation.&nbsp;

Commerce Department Secretary Gina Raimondo emphasised that the goal is to limit China's access to "advanced semiconductors that could fuel breakthroughs in artificial intelligence and sophisticated computers that are critical to (Chinese) military applications." She explained that the administration's goal was not to hurt China's economy by pointing out that the nation will continue to import semiconductors worth billions of dollars from the US. In response, a spokesperson for the Chinese embassy expressed firm opposition to the new restrictions, stating that they violated principles of fair competition and undermined international economic and trading order.&nbsp;

The release of these new measures underscores the challenges faced by the Biden administration in restricting the flow of advanced chips and chipmaking tools into China, as concerns grow over the role of U.S. technology in strengthening China's military capabilities. Reuters cited a report by Georgetown University's Centre for Security and Emerging Technology which revealed that out of 97 individual AI chips procured by Chinese military tenders in 2020, nearly all were designed by companies including Nvidia, Xilinx, Intel, and Microsemi. AI capabilities, driven by advanced chips, supercomputing, and cutting-edge technology, play a vital role in enhancing military decision-making, planning, and logistics.&nbsp;

While these new regulations aim to halt certain chips' shipment to China, Nvidia, a top U.S. AI chip designer, expressed compliance with the rules and did not anticipate a significant impact on its short-term results. Nvidia's business has thrived since the imposition of previous regulations, as its China-only chips continued to outperform alternatives. The company is currently grappling with high demand that exceeds supply. However, in the long term, it could face challenges as Chinese chip companies seek alternatives to U.S. firms. Nvidia's shares fell by 3.7 per cent, and other AI chipmakers, including AMD and Intel, also experienced declines in their stock prices. The new rules, while exempting most consumer chips used in devices such as laptops, smartphones, and gaming, will subject some to licensing and notification requirements by U.S. officials. &nbsp;

The previous regulations incorporated a two-pronged test that evaluated both a chip's computing performance and its ability to communicate with other chips, a significant factor in AI supercomputers. Nvidia and Intel developed specialised chips tailored for the Chinese market to retain powerful computing capabilities while limiting communication speeds to adhere to the prior rules. The new regulations introduce limits on the computing power that a chip can pack into a certain size, with the intention of preventing workarounds involving new "chiplet" technology, which China has identified as crucial to its semiconductor industry's future. &nbsp;

Chinese startups Biren and Moore Threads, founded by former Nvidia employees, are directly impacted by the new measures. Both companies will face rigorous licensing requirements before U.S. suppliers can ship products to them. In response, Biren expressed strong opposition to its blacklisting and intends to appeal the decision, while Moore Threads strongly disagreed with its addition to the trade blacklist. &nbsp;

Furthermore, these measures expand licensing requirements for exports of advanced chips to over 40 additional countries, particularly those presenting risks of diversion to China and subject to U.S. arms embargoes. Former President Donald Trump, the current frontrunner to win the Republican Party nomination for 2024 elections, has repeatedly attacked Biden over the Ukraine war. He has argued that the money would be better spent on domestic issues.

Polls reflect this thinking. A Reuters/Ipsos poll cited by The Telegraph said that in the last five months, there has been a decrease of 5 per cent in respondents who say that the US should continue sending weapons to Ukraine.

The White House is “not making any decisions about whether to do one big package or about how much it would be” until after the Speaker’s election to replace Mr McCarthy, a source told the news outlet. However, the official reportedly said that the 'one-and-done' package is "one option" that is under consideration.

The passage of such a package will not be easy. It is bound to be opposed by at least some Republicans. The politicking may make Biden give some concessions on border control and even other Republican demands.

Since the Ukraine war began, the US Congress has greenlit four packages of a cumulative total of USD 113 billion.

It is believed that Ukrainian forces would struggle against Russia if US support dries out, especially in the southeast and north of the country.

The Telegraph reported citing an unnamed administration official that President Biden is planning a "major" speech on Ukraine that “tries to unify America behind why it’s so important to support Ukraine and just how much is at stake."

US President Joe Biden is considering the largest-ever funding package for Ukraine that will fund the war till the next presidential election, reported The Telegraph. The bill, termed 'one-and-done' is being sought in an effort to overcome impasse with the Republicans. After Russia invaded Ukraine last year, the US-led Western alliance has poured billions of dollars in humanitarian and military aid to Ukraine. However, there are voices within the US political circles that are sceptical about having to fund Ukraine 'continuously' and without an end. The concern, if it becomes widespread in American public, is perceived to potentially damage Biden's chances in next year's presidential election. Ukrainian President Volodymyr Zelensky and the North Atlantic Treaty Organization (NATO) have expressed concern that US support may dry up entirely. This will create a shortfall of USD 2.7 per month and may require European Union (EU) nations to do the heavy lifting, a considerable endeavour if the US stops helping altogether. Experts quoted in media reports say that if Biden is able to clinch funding of USD 100 billion from Congress, it may be enough for the war until after next November's election. This would bypass debates in Congress over the next year. Former President Donald Trump, the current frontrunner to win the Republican Party nomination for 2024 elections, has repeatedly attacked Biden over the Ukraine war. He has argued that the money would be better spent on domestic issues. Polls reflect this thinking. A Reuters/Ipsos poll cited by The Telegraph said that in the last five months, there has been a decrease of 5 per cent in respondents who say that the US should continue sending weapons to Ukraine. The White House is “not making any decisions about whether to do one big package or about how much it would be” until after the Speaker’s election to replace Mr McCarthy, a source told the news outlet. However, the official reportedly said that the 'one-and-done' package is "one option" that is under consideration. The passage of such a package will not be easy. It is bound to be opposed by at least some Republicans. The politicking may make Biden give some concessions on border control and even other Republican demands. Since the Ukraine war began, the US Congress has greenlit four packages of a cumulative total of USD 113 billion. It is believed that Ukrainian forces would struggle against Russia if US support dries out, especially in the southeast and north of the country. The Telegraph reported citing an unnamed administration official that President Biden is planning a "major" speech on Ukraine that “tries to unify America behind why it’s so important to support Ukraine and just how much is at stake." “He will directly address and rebut the criticisms of Ukraine funding,” said the official. Biden pondering a massive 'one-and-done' Ukraine aid package: Report

United States President Joe Biden, on Saturday (Oct 7), voiced "rock solid and unwavering" support for Israel condemning the attacks launched by Hamas terrorists. He also pledged to ensure the citizens have all the means that they require to defend themselves.&nbsp;

The US President, describing the assault as "a terrible tragedy on a human level", said that he spoke to Israeli Prime Minister Benjamin Netanyahu and offered him "all appropriate means of support".

"I told him the United States stands with the people of Israel in the face of these terrorist assaults," Biden said in a televised address from the White House.

"In my administration, support for Israel's security is rock solid and unwavering."

"We'll make sure that they have the help their citizens need and they can continue to defend themselves."

"Israel has a right to defend itself and its people - full stop. Let me say this as clearly as I can; this is not a moment for any party hostile to Israel to exploit these attacks, to seek advantage. The world is watching," he warned.

Former US President Donald Trump took a dig at Biden accusing him of funding the attacks indirectly.

"These Hamas attacks are a disgrace and Israel has every right to defend itself with overwhelming force," Trump said in a statement.

"Sadly, American taxpayer dollars helped fund these attacks, which many reports are saying came from the Biden Administration."

The allegations made by Trump echoed the accusations made by Republicans that claimed the money which was given to Iran as a part of a prisoner exchange deal last month, was used to fund the Hamas attack.

"Iran has helped fund this war against Israel, and Joe Biden's policies that have gone easy on Iran has helped to fill their coffers. Israel is now paying the price for those policies," said Florida Governor Ron DeSantis, a Republican running for his party's presidential nomination.

However, a Biden administration official asserted that not a single cent out of the $6 billion has been spent yet.&nbsp;

"I can't comment on 2024 because of the Hatch Act. But I can clarify the facts: Not a single cent from these funds has been spent, and when it is spent, it can only be spent on things like food and medicine for the Iranian people," said White House National Security Council spokesperson Adrienne Watson.
