As per US government data, the Rio Grande Valley Sector, encompassing 21 counties, has recorded approximately 245,000 illegal entries in the current fiscal year. “There is presently an acute and immediate need to construct physical barriers and roads in the vicinity of the border of the United States in order to prevent unlawful entries into the United States in the project areas,” the United States Department of Homeland Security (DHS) Secretary, Alejandro Mayorkas, said in a statement.&nbsp;

<h2>Environmental concerns&nbsp;</h2>

This highly contentious move by the Biden administration has concerned environmental activists with many pointing at the damage and destruction it will bring to the habitat. Among the federal laws that were waived were the Clean Air Act, Safe Drinking Water Act, and Endangered Species Act. The construction funds will be from a congressional appropriation in 2019 for border wall construction, as per reports.&nbsp;&nbsp;

With the help of these waivers, tedious reviews and environmental lawsuits will be done away with. Environmental advocates have expressed shock over the decision and said that the structures will pass through public lands and habitats of endangered plants and species.

“The other concern that we have is that the area is highly erosive. There's a lot of arroyos,” Eloy Vera, the county judge reportedly said.

Laiken Jordahl, a southwest conservation advocate for the Center for Biological Diversity, said on Wednesday (Oct 4), “A plan to build a wall through will bulldoze an impermeable barrier straight through the heart of that habitat. It will stop wildlife migrations dead in their tracks. It will destroy a huge amount of wildlife refuge land. And it's a horrific step backwards for the borderlands.”

However, the heckler continued. He shouted “Why have you yet to declare a climate emergency?”

"We should all remember: democracies don't have to die at the end of a rifle," Biden said. "They can die when people are silent, when they fail to stand up, or condemn threats to democracy."&nbsp;

Biden targetting Trump by name is being viewed as taking off of glows between the two men who are likely to face-off against each other in 2024 US Presidential Election if Trump wins the Republican nomination. He is currently leading against Republican hopefuls and is considered most likely to win the Republican nomination.

"Trump says the constitution gave him 'the right to do what he wants'," said Biden in Arizona, referring to statements by Trump about how he saw his powers in office. &nbsp;

"I've never even heard a president say that in jest -- not guided by the constitution or by common service and decency towards our fellow Americans, but by vengeance and vindictiveness."&nbsp;

In his speech, Biden issued a dark warning and said that there was "something dangerous happening in America". He also said that the Republican Party was "driven and intimidated" by Trump's MAGA (Make America Great Again) fringe.&nbsp;

Biden administration officials last year recommended closing or downsizing nine immigration detention centres because of high costs and staffing shortages, a move that could have saved $235 million, a draft U.S. Immigration and Customs Enforcement (ICE) memo reviewed by Reuters shows.

But ICE ultimately only ended contracts with two of the detention centres flagged in the memo.

Six of the nine detention centres identified in the August 2022 memo were operated by private companies. Among the for-profit detention centres was the Torrance County Detention Facility in New Mexico, where a government watchdog earlier had called for the relocation of all detainees due to "critical staffing shortages that have led to safety risks and unsanitary living conditions."

A finalised version of the memo dated September&nbsp;1, 2022, and reviewed by Reuters, omitted the recommendation to close Torrance. The finalised memo was shared with Homeland Security Secretary Alejandro Mayorkas' office, one current and one former U.S. official said, requesting anonymity to discuss the internal process.

U.S. President Joe Biden promised during the 2020 campaign to reform immigration detention and cut out for-profit companies. But with record numbers of migrants attempting to illegally cross the U.S.-Mexico border in 2022, some officials argued Torrance - about an hour southeast of Albuquerque - was needed due to its proximity to the border, the current and former officials said.

The failed detention reform effort shows the challenges Biden will face to deliver on his earlier campaign promises as he seeks another term in 2024.

"There's always perpetual fear about losing beds, that we'll look bad and get jammed," the current U.S. official told Reuters.

Following a Reuters request for comment, an ICE official said Torrance was a key detention centre and that ICE keeps the population lower than capacity to avoid overburdening the staff.

ICE did not comment on the authenticity of the documents reviewed by Reuters or the decision-making process.

"The agency continuously reviews and enhances civil detention operations to ensure non-citizens are treated humanely, protected from harm, provided appropriate medical and mental health care, and receive the rights and protections to which they are entitled," ICE spokesperson Jenny Burke said.

The draft memo stated that CoreCivic, the company that operates Torrance, could not maintain staffing and that the daily cost to house a detainee was more than double the average.

Brian Todd, a CoreCivic spokesperson, called allegations against Torrance "false and misleading" and said the facility provides "a safe, humane and appropriate environment" for detainees.

ICE ended contracts with two little-used facilities named in both memos: the Berks County Residential Center in Pennsylvania and Yuba County Jail in California. Both were run by the counties.

At Berks, which held families until 2021, each detainee cost about $1,200 per day, according to the draft memo, far beyond the $142 average in fiscal year 2022. At Yuba, the daily cost per detainee was $8,000, the memo said.

On Tuesday night, the American Civil Liberties Union (ACLU) of New Mexico said it filed a wrongful death lawsuit in state court on behalf of the estate of Kesley Vial, a 23-year-old Brazilian man who hanged himself in Torrance on Aug. 17, 2022.

The lawsuit cites ICE contracting reports that said Torrance staffing shortages impacted safety, security and care. The suit cites government watchdog inspections that also found the facility failed to meet minimum medical staffing levels.

"That's a recipe for disaster," said Rebecca Sheff, a senior staff attorney with the ACLU of New Mexico.

Todd, the CoreCivic spokesperson, said ICE did not identify staffing or access to medical professionals as a factor in Vial's death.

<h2>EXORBITANT COSTS</h2>

The August 2022 draft ICE memo called for renegotiating contracts at Adelanto ICE Processing Center in California and the Farmville Detention Center in Virginia, two for-profit detention centers where ICE paid outsize sums to house a handful of detainees.

At the time, court orders intended to halt the spread of COVID-19 kept ICE from sending more detainees to both facilities, but ICE continued to pay for a minimum of nearly 1,500 beds at Adelanto and 500 at Farmville.

Each detainee cost about $2,000 per day at Adelanto, operated by the private prison company GEO Group, according to the memo. At Farmville, run by another private firm, Immigration Centers of America (ICA), it was $8,000 a day.

ICE reduced the minimum beds it paid for at Adelanto, according to ICE data posted in May 2023, but Farmville's minimum remains unchanged.

An ICE official said Adelanto is "a very well-run facility" that could be useful in the future although the court order continues to block new detainees from entering.

A separate U.S. official said Farmville is needed because of limited East Coast detention space. The facility held 70 people as of this week, ICE data shows.

GEO Group spokesperson Christopher Ferreira said the company could not comment on memos it had not reviewed but touted Adelanto as "a modern, state-of-the art facility built to suit ICE's needs."

ICA did not respond to requests for comment.

The Biden administration has held more migrants in ICE detention in recent months following the mid-May implementation of stricter asylum rules.

The problem of drug-resistant bacteria is believed to have become worse after the Covid pandemic as many patients across the world were prescribed antibiotics.

Experts all over the world have been warning of 'superbugs' or evolved bacteria that develop resistance to antibiotics due to their misuse and overuse.

This has given rise to need for new antibiotics capable of combating drug-resistant bacteria. However, there hasn't been much incentive for such a research in drug companies as antibiotics are not especially profitable.

The big push by the Biden administration will spur research that will be driven by Advanced Research Projects Agency for Health (ARPA-H). It is a government research agency which was launched last year by President Biden and the US Congress.

It has been reported that Biden is planning to make the announcement during a meeting in San Francisco with President's Council of Advisors on Science and Technology.

The council includes academic experts and officials from Advanced Micro Devices, Microsoft and Google.&nbsp;

Reuters cited the unnamed White House official who said that Biden is also likely to discuss an executive order that's being drafted. The order is on artificial intelligence.

In return, Zelensky said he had "a lot of warm words and thanks" from Ukraine for the military and humanitarian aid Canada had supplied.

Zelensky is scheduled to address parliament in Ottawa at 1 p.m. ET (1700 GMT) and then hold a news conference with Trudeau at 2:45 p.m. ET (1845 GMT) before flying to Toronto to meet business leaders and then address a rally.

Zelensky, during his visit to parliament, thanked Ottawa for its constant support to Canada since the Russian invasion.

"Thank you for your support. You've been with us from the first days of the full-scale war" and "I hope that you stay with us to our victory," Zelensky said after chatting with a senator of Ukrainian descent who came wearing her grandmother's traditional garb.

"We're supporting a just and lasting peace, one that respects Ukraine's sovereignty and territorial integrity," said Biden.&nbsp;

Zelensky returned the favour by saying: "We greatly appreciate the assistance provided by the United States to combat Russian terror, really terror."

Afterwards, Biden formally announced a military aid package worth $325 million that includes air defence systems and the second tranche of cluster munitions fired by a 155-millimeter Howitzer cannon. Additionally, the president informed that the first US M1 Abrams tanks will arrive in Ukraine "next week".&nbsp;

"Next week, the first US Abrams tanks will be delivered in Ukraine," Biden said.&nbsp;

However, the White House announced there was no deal to provide the long-range missiles that Zelensky wanted desperately for his troops.&nbsp;
