Russian Foreign Minister Sergei Lavrov on Sunday (November 13) arrived in Bali, Indonesia to attend the G20 summit. Russian President Vladimir Putin has decided not to attend the summit.

Russia's participation in the G20 Summit is being looked upon globally especially in the light of Ukraine conflict.

Russia invaded Ukraine on February 24 this year. After sustained battlefield advances, Russian forces were forced to retreat in the face of strong Ukrainian counter-offensive.

Recent retreat from Kherson has been the latest blow to Russian forces. Putin's near-invincible image, both in and out of Russia, has taken a beating.

Lavrov accused the United States of pushing the 'militarisation' Southeast Asia,"clearly aimed at containing China and limiting Russian interests in the region".

As the Ukraine invasion has ground on, and with Western sanctions biting, Russia has pivoted toward Southeast Asia in an attempt to shore up its battered economy.

Lavrov called Washington's strategy -- which has seen the United States push for closer relations with Southeast Asian nations -- "not inclusive and that compete with the inclusive structures created around ASEAN".

The regional summit in Cambodia has been dominated by international concerns, as first Ukraine and then the US-China rivalry overshadowed local concerns such as Myanmar.

Terrorism remains the top global concern that dominated the agenda at international forums across the world. The same is expected to happen in Bali where the G20 Summit is underway. The G20 summit, that brings together the leaders of the world's largest economies, will take place on Tuesday in Bali, Indonesia. The G20—a group of 19 nations plus the European Union, comprises almost two-thirds of the world's population, 85 per cent of global output, and 75 per cent of world trade. As of 2022, Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, South Korea, Japan, Mexico, Russia, Saudi Arabia, South Africa, Turkey, United Kingdom, United States, and the European Union make up the group's 20 members.

History and significance of G20

Created in 1999 with the intention of bringing the most significant industrialised and developing nations together to discuss global economic and financial stability, The G20 leaders' annual meeting, which started in 2008, has grown into a significant forum for talking about economics and other urgent global concerns. Despite the group's effective involvement in the 2008 financial crisis, its coherence has subsequently deteriorated. For instance, analysts had heavily criticised its mediocre response to the COVID-19 outbreak.

The G20 leaders gather annually to coordinate policies on an array of issues. Examples include the 2009 G20 summit debate about how to deal with a clandestine Iranian nuclear facility and the 2017 summit discussion of how to implement a partial cease-fire in Syria. The G20 is not an organisation with a permanent location, personnel, or offices. Instead, it has a consensus-based decision-making process, a yearly leadership rotation among its members, and depends on the political will of each member state to carry out its goal.

Key issues of G20 Summit this year

In addition to the keynote addresses by world leaders, a range of bilateral talks will take place against the backdrop of ongoing tensions around the world, including those caused by the invasion of Ukraine and the ensuing economic and environmental consequences, the climate crisis, North Korea's simmering nuclear programme, and China's expanding global aspirations.

Since the onset of the COVID-19 pandemic, this meeting of world leaders has grown significantly, and Indonesia, the host nation, has created an agenda that sheds importance on renewable energy, global health initiatives, and economic recovery from the pandemic.

What is India's agenda at G20?

Prior to his arrival in Bali, Foreign Secretary Vinay Kwatra stated on Sunday that Prime Minister Narendra Modi will meet with several global leaders and discuss India's shifting G20 goals with them.

US does not seek conflict with China, says Biden before G20 summit

Ahead of the G20 summit in Indonesia’s Bali next week world leaders have decided to skip the “family photo” due to the widespread discomfort and tension over the ongoing Russian invasion of Ukraine that began earlier this year. The family photo is a tradition that all the leaders participate in at the beginning of every year’s summit.

G20 summit: Joe Biden to meet Xi Jinping in Bali amid escalating tensions over trade, Taiwan

With Russia-Ukraine conflict looming large over the G20 Bali Summit later this month, Indonesia's ambassador to India Ina Krisnamurthi has emphasised the need for 'dialogue' . The summit will take place at the Nusa Dua Convention Center in Bali on November 15 and 16.

Speaking to WION's Principal Diplomatic Correspondent Sidhant Sibal, Ambassador Krisnamurthi said,"One of the principles Indonesia's presidency has is that dialogue in whatever form is more important than no dialogue whatsoever".

Indonesia has extended invite to both the Russian President Vladimir Putin and Ukraine's President Volodymyr Zelensky to attend the mega summit.

This year's summit is important for India as the presidency of the grouping will be handed over to New Delhi. India, as the president of the grouping for a period of one year, will host the summit in September next year. Asked about the hopes regarding India's presidency, Ambassador said, "I believe India will champion the G20 presidency in the future."

Together, the G20 members represent more than 80 per cent of world's GDP, 75 per cent of international trade and 60 per cent of the world population. It emerged primarily as an economic grouping after the 2008 financial crisis and has taken on a political role as well amid a dysfunctional United Nations Security Council.

WION: What preparations are underway to host this big-ticket summit?

Ina Krisnamurthi: Logistically, efforts are on to ensure that all guests are welcomed properly, and they feel at home during the stay in Bali. Security wise, Bali is one of the most secure places. It is an island, a destination very close to the hearts of the Indian people, culturally, historically. My leaders, president, minister of finance, foreign affairs, coordinating minister for economy, maritime all are trying their best in coordinating efforts to make G20 a success.

WION: What will be the key focus area under the Indonesian Presidency for the grouping?

Ina Krisnamurthi: Throughout the year, since December 2021, when we received handover from Italy, we had three priorities -- health, governance and digital economy and energy. We push forward for any effort, any policy implemented to and for G20 members, and we keep that promise. Although it is not an easy period for G20 because of the global dynamics, we push forward for that. That is with two principles in mind, which is that we want a stronger multilateral forum, and want to have a very inclusive way of decision which is why we included pacific island countries in our deliberation. Priorities are done throughout the year, and we will not change that for the summit.

×

WION: How significant is it for your country? Because so far countries who have hosted the summit are developed countries and with Indonesia it is the start of developing countries hosting the summit.

Ina Krisnamurthi: Until 2025, G20 will be headed by emerging economies, so for sure the presidency of G20 is very important because we make an effort for the interest of the emerging economies to be heard, listened to in the G20 format. This presidency is also important because the pandemic resulted in a very severe economic situation for everyone and the worst victims have been emerging economies, less developed countries. For sure, G20 is very important for Indonesia because Indonesia is experiencing turbulence in its economy while we experience the pandemic. We have priorities, like health governance, so that we are more prepared for future pandemic.

Second is digital economy...During the pandemic, we have survived and thrived due to digital economy.

Third issue is more and more important. It is food, energy, water security with climate change. It is becoming key element for progress and development for our community and society.

WION: What challenge do you see for the G20 summit, in front of you, even as the Russia-Ukraine conflict has been having its impact?

Ina Krisnamurthi: One of the principles Indonesia's presidency has is that dialogue in whatever form is more important than no dialogue whatsoever. People coming in one room to discuss matters, common concerns are more important than thinking about 2-3 parties' interests.

Throughout the presidency for Indonesia, bridging all interests is making everyone come in the same room, to develop dialogue, to discuss the common interest. That is why we have priorities we keep putting forth for whatever reason the global dynamics is. The challenge to bridge the tension, differences, yes, it is very challenging. But at the same time, if we do not sit together in one same room, the challenge or the problem or the matter will not go away. Pandemic also teaches us that no one is securely safe from the pandemic. Everyone experiences the pandemic. Everyone can't live by themselves; everyone needs support to survive the pandemic. Bridging the pandemic is not about making sure everyone has one interest. At least we tried to come up with an avenue for everyone to sit together, to do the dialogue.

WION: Do you expect a family photo, the western leaders and the Russian President to be together?

Ina Krisnamurthi: I think, all are in the eyes of the beholder because the photo ops are not actually substantive in nature, that is my personal opinion. Because the family photo is only a family photo opportunity and doesn't show anything. More than 20 people coming on one stage and taking pictures, does not show anything. The reason for them to come to Bali and sit together, that is more substantial for us rather than family photos. It is not important for family photos to happen or to not happen. The most important thing is that the G20 becomes an avenue for everyone to just state views, state opinions on what to do for the world for a better international community.

WION: Have President Putin, President Zelensky confirmed that they will come to Bali?

Ina Krisnamurthi: Well, the last information, you can find in open media, that my president did not even say who is coming and when they are coming. But for sure, we are trying our best. Even my President is taking calls from leaders. During G7 meetings, he made an effort for everyone to understand Indonesia's position and for Indonesia to understand everyone's position on certain issues, so avenue of dialogue is there. We have seen efforts by my minister, foreign minister and also finance minister to just go and have meetings. You may know, the G20 is the only prime economic framework for leaders to sit down and think about the future of the world.

WION: Are you hopeful of a breakthrough in Bali, in terms of the leaders coming together, do you see President Putin, Zelensky meeting?

Ina Krisnamurthi: For the bilateral meetings, I believe, many bilaterals. Even to sit down in the same room and speak, maybe not to each other, but speaking on behalf of the G20 is a breakthrough.

WION: How do you see the Indian presidency of the grouping that will be handed over from you?

Ina Krisnamurthi: I think the most interesting part for the Indian presidency is that the troika is the historical troika because in the first time of the history of G20, the troika would consist of three emerging economies...For India it is very historical. I have seen how the internet goes crazy with minister Jaishankar going around the world and explaining about India's policy. I think his way of leadership for sure will be a good way for India to lead the G20 into a better position in the future. Unfortunately, India, Indonesia hope that the challenge we experience will be completed before India's presidency but unfortunately-not. The problem of food, energy, and water security is still there. India is among the best in making sure the emerging economies experience the same positive impact. I believe India will champion the G20 presidency in the future.

WION: Why was Bali chosen for the G20 summit?

Ina Krisnamurthi: During Covid, Bali for us was the worst victim of pandemic. More than 90% of its economy depends so much on tourism. We need to help our brothers and sisters in Bali to overcome this challenge. Secondly, Indonesia has hosted events at the summit level, including WTO ministerial, APEC. We believe that Bali has a certain vibrancy. Everyone coming to the island has certain comfortability and at the end the meeting is successful, and the outcome is also substantive. This is why Bali is the host of the G20 summit.

With a concentration on Bali, Indonesia has entered the competition to draw wealthy foreigners for extended vacations in an effort to strengthen Southeast Asia's largest economy.

According to a new regulation published on Tuesday, the nation is providing "second home" visas for five and ten years to those with at least 2 billion rupiah ($130,000) in their bank accounts. The new rule becomes operative 60 days after it is published, or on Christmas.

Acting Director General for Immigration Widodo Ekatjahjana stated this during a launch event on the tourist island: "This is a non-fiscal incentive for certain foreigners to make a positive contribution to the Indonesian economy."

At the conclusion of the G20 energy meeting in Bali on Friday, the top countries in the world pledged to accelerate the switch to cleaner energy, but there was no definitive agreement as officials battled disagreement over Russia's invasion of Ukraine.

Energy prices have skyrocketed since Moscow launched its military offensive, and many Western countries are feverishly hunting for alternative suppliers in an effort to cut energy dependence on Russia.

The strain on worldwide efforts to prevent climate change has increased as a result of changes in the energy sector.

Host Indonesia presented a plan at the discussions detailing guidelines to hasten a "fair" transition to cleaner energy, and the G20 members supported it.

According to Indonesia's energy minister, Arifin Tasrif, the non-binding "Bali Compact," which outlines guidelines for achieving net zero emissions, was approved by all participants.

Although specifics were not made public, the minister stated that the plan aims to improve national energy planning and implementation in order to increase investment and financing while also enhancing energy security and efficiency.

Tasrif said in a Friday online press conference that the G20 energy ministers "sent a strong signal to the market that policymakers are taking action to strengthen the investment-enabling environment."

However, the officials were unable to agree on a joint communique at the one-day summit because of "differences among countries," Tasrif stated without going into further detail.

The invasion of Ukraine was condemned by a number of countries, notably Britain and France, who said it had disrupted the energy supply.

A source familiar with the conference told AFP that Russia's attendance at the summit prevented a statement from being agreed upon.

According to the source, the "current energy crisis shows the urgency to accelerate the energy transition."

According to a list seen by AFP, representatives from the United States, Saudi Arabia, Australia, Germany, India, South Africa, and the European Union were also there.

The G20 environment discussions in Bali on Wednesday also ended without a single declaration, highlighting disagreements among member nations over how to address climate change. The energy talks come after those discussions.

An Indonesian man jailed for his role in the deadly 2002 Bali bombings could be released on parole in days after his sentence was reduced, a law official said on Friday, news that shocked those impacted by the attack at home and abroad.

Umar Patek, a member of the Al Qaeda-linked Jemaah Islamiyah, was jailed for 20 years in 2012 after he was found guilty of mixing bombs that ripped through two Bali nightclubs a decade earlier, killing 202 people, including 88 Australians.

Patek, who was also convicted for his role in deadly church bombings in 2000, was this week granted the latest of several small reductions to his sentence as part of remissions regularly given to inmates to mark Indonesia's Aug. 17 independence day.

The bomber is now eligible for parole this month because he has served two-thirds of his sentence, said Zaeroji, head of the law and human rights office in East Java where Patek is jailed.

The matter has been passed to the justice ministry for final approval, added Zaeroji, who goes by one name. The ministry did not respond to a Reuters request for comment.

VICTIMS' PAIN

"I hope the government, especially President Joko Widodo, will please suspend this decision," Thiolina F Marpaung, a victim of the attack, told Reuters from her home in Bali's capital Denpasar.

"Because for us, the survivors, while our tears have dried the pain inside our bodies, our body parts, persist," she added, showing a burn mark on her arm she suffered while passing by the nightclub when the bombs went off 20 years ago.

The decision has also sparked criticism in Australia, where Prime Minister Anthony Albanese said Patek's release would have a devastating impact on the victims' families.

"They have a system whereby when anniversaries occur, quite often sentences are reduced and commuted for people," Albanese told reporters in Queensland.

"But when it comes to someone who's committed such a heinous crime... then we have a very strong view," he said, adding his government would raise the issue with Indonesia.

On the run for nine years, there had been a $1 million dollar bounty on Patek's head before he was finally apprehended in Abbottabad, Pakistan, in 2011, in the same town where Osama bin Laden was killed several months after his arrest.

Bali bombing mastermind Hambali, also known as Encep Nurjaman, is currently being detained at Guantanamo Bay in Cuba and has been awaiting trial since 2006.
