Australia fights Coronavirus: 127 cases and 1 death reported in last 24 hours

Researchers in Australia have discovered the country's first underwater archaeological sites off its west coast dating to more than 7,000 years ago. They say the sites will help with the understanding of the cultural and technology development of its first peoples.

Archaeologists discovered hundreds of stone tools made by aboriginal people when the seabed was dry, at two ancient sites now submerged in the Dampier Archipelago.

While the region is well known for its rich ancient history and its rock-art carvings, the two sites are the first confirmed underwater locations holding evidence of human civilisation on Australia’s continental shelf.

Divers from Flinders University plunge into the water on the Pilbara Coast to retrieve the aboriginal objects from what was once dry land, at a depth of between 2.4 metres and 11 metres (8-36 feet).

They have found cutting and grinding tools and hammer stones that date back thousands of years.

Data from the find is being analysed for precise dating, however radiocarbon dating and analysis of sea-level changes show the site is at least 7,000 years old.

Australia is working on a scheme to provide "safe haven" proposals for Hong Kong residents, Prime Minister Scott Morrison said on Thursday after China imposed a new national security law on the financial hub.

Even before the law was formalised, the UK had promised assistance to Hong Kongers if China went ahead with the legislation. As per this promise, those in possession of the British National Overseas passport could live in the UK, and work there. This would pave the way for citizenship.

The law punishes crimes of secession, subversion and collusion with foreign forces with up to life in prison in Hong Kong, which was guaranteed freedoms not enjoyed on the mainland under a "one country, two systems" formula at its 1997 handover.

Australia unveiled the "largest-ever" boost in cybersecurity spending Tuesday, days after Prime Minister Scott Morrison spoke out about a wave of state-sponsored attacks suspected to have been carried out by China.

Morrison and government officials said the country would spend an additional $928 million on cybersecurity, around a 10 percent hike, taking the budget for the next decade to Aus$15 billion.

Britain says it will be ready to quit its transitional arrangements with the European Union “on Australia terms” if no deal on their future relationship is reached.

Britain left the bloc on January 31, 2020. A transition period, during which Britain remains in the European single market and customs union, expires on December 31 and pressure is mounting to agree a free trade deal before then.

With the two sides still far apart, a round of “intensified negotiations” is due to start next week.

Victoria state has seen a spike in COVID-19 cases, recording almost 150 new infections over the past week as new clusters have emerged in Melbourne.

While the numbers remain small compared to global tallies, the outbreak has rattled Australia, which has been rolling back restrictions after successfully curbing the virus spread.

As Australia was hit by a second wave of coronavirus, local media reports stated that the country experienced a rise in number of cases due to an Eid party that took place in Melbourne.

Following such reports, Muslim leaders are fearing an increase in the underling issue of Islamophobia due to the local media reports.

“I’m really concerned, I’m thinking ‘here we go again’, scapegoating, marginalising, unfairly stigmatising the Muslim community,” said Adel Salman, the vice-president of the Islamic Council of Victoria told local news media.

Close to a month, Australia has reported its first-ever death due to COVID-19. The officials are fearing the second wave of infections that could rock Australia.

Fear of 2nd COVID-19 wave infections in Australia

Australia's second most populous state -- Victoria -- on Wednesday said a man in his 80s died overnight from the coronavirus, the country's first death from the virus in more than a month. This has led to a rise in concerns about a second wave of infections following which thousands queued for COVID-19 tests and supermarkets imposed new restrictions.

The state reported 20 overnight cases, taking its tally to nearly 1,900 after recording 17 on Tuesday and 16 the day before.

The upswing in new cases in Victoria has sparked fears of a second wave, with 241 cases in the state so far identified as community transmission, an increase of eight from Tuesday.

Authorities in Victoria have since been trying to contain the spread of the virus in half a dozen suburbs in the largest city of Melbourne hit by a spike in cases.

Authorities believe the surge in new cases has been caused by family get-togethers attended by people with mild symptoms.

The state on the weekend extended its state of emergency for another month and reimposed restrictions on gatherings after seeing a sharp rise in daily infections.

The concern has also seen people rush to supermarkets in Victoria, with Australia's biggest supermarket chain Woolworths Group imposing fresh limits on specific goods in the state.

Shoppers in the state will be limited to two items of products including toilet paper, hand sanitiser, flour, sugar, pasta, long-life milk, eggs and rice.

Despite the spike in cases in Victoria, the neighbouring state of New South Wales (NSW) said it would not introduce a hard border closure between the states.

After enforcing restrictions early in the coronavirus outbreak compared to most other countries, Australia began to ease its lockdown last month to revive its economy after a significant slowdown in infection rates.

Australia reports first COVID-19 death in more than a month, second wave worry stirs

A decade ago Australia spent millions of taxpayer dollars on a disastrous quest to host the 2022 men's World Cup, but its football boss is quietly confident that crushing defeat will not be repeated this week.

Australia and New Zealand's joint bid to host the 2023 women's World Cup, using the slogan "As One", is up against Colombia, with the decision due on June 25 after the field was whittled down from 10.

Japan, whose 'Nadeshiko' women's team won the 2011 World Cup, withdrew on Monday, a move seen as taking Australia and New Zealand's biggest rival out of the race.

Thursday's announcement by the FIFA Council comes with women's football, and women's sport in general, on an upward trajectory. The last women's World Cup in France was a big success, watched by 1.12 billion people globally.

The next edition will have 32 teams for the first time, up from 24, with pressure on to take it to another level.

Australia and New Zealand both have experience in hosting major events and their bid was regarded as the frontrunner after scoring strongly in FIFA's evaluation report.

"When you look at our bid, we think it ticks a lot of the boxes," Football Federation Australia chairman Chris Nikou told AFP.

"Whether that's infrastructure, or the facilities, whether it's the legacy or the commercial outcomes for FIFA.

"Or just our genuine engagement with women's sport and women's issues... and Australia and New Zealand are great places to visit too, so as a package we hope it's a compelling proposition."

There was also optimism in 2010 when billionaire Frank Lowy, then FFA chairman, vigorously pursued hosting rights for the 2022 men's World Cup, only to win just a single vote as the event controversially went to Qatar.

It was a humiliating outcome for Australia, and was followed by bloodletting at FIFA as allegations unfolded of corruption at the world body's highest levels.

Nikou said it was a different ball game now, with FIFA having a new president in Gianni Infantino and a new constitution, while each vote will be public as opposed to the previous secrecy.

"Comparing the two eras, the previous bid to this one, I think it's like comparing apples to oranges," he said. "FIFA have been very adamant about a transparent process, a fair and open process, and it's been very comprehensive."

If Australia and New Zealand win, it will be the biggest sports event to be held by either country since the Sydney Olympics 20 years ago.

Their bid has already won public support from the ASEAN bloc, with initiatives to not just promote football in the host nations but also Southeast Asia, where it is hoped increased female participation can act as a driver for social change.

"A joint World Cup would also send a clear message to the Pacific islands about the rise of women's sport and certainly give them role models, and give us something to work with them to advance women's issues generally," said Nikou.

Australia and New Zealand's prime ministers, Scott Morrison and Jacinda Ardern, promised the World Cup would "embody our passion for women's football" and attract record crowds.

"Football is the game that connects us all," they wrote in a joint letter to the FIFA Council.

"We sincerely hope that an Australia-New Zealand FIFA Women's World Cup will bring us all together again in 2023, when we can all celebrate humanity, community and unity through football."

Australia and New Zealand have been ahead of the curve in promoting equal pay and gender equality in sport, which should sit well with FIFA's vision of having 60 million women and girls playing football by 2026.

Nikou said he hoped the achievements would not go unnoticed.

"Those who delve into those details will genuinely see two countries committed to women's sport," he said. "When you look at it, we are living the values that are part of FIFA's broader game plan for sport."

The two countries plan to share the tournament between 12 cities.

Stadiums -- a combination of boutique and large -- already exist, with the opener in Auckland and the final in Sydney. Tickets will cost as little as US$5 with officials confident up to 1.5 million spectators will attend.

Nikou pointed to Australia and New Zealand's previous success in hosting top events, including cricket and rugby World Cups and Commonwealth Games, as well as the Olympics.

"We've got a strong track record of putting on world-class events so I'm very comfortable that we would produce the best ever women's World Cup," he said.

'Ticks the boxes': Australia, New Zealand favourites to host 2023 women's World Cup

Australians were warned Monday to avoid travelling to Melbourne, as the country's second-biggest city tightened coronavirus restrictions amid fears of a second wave of the epidemic.

Australians were warned Monday to avoid travelling to Melbourne, as the country's second-biggest city tightened coronavirus restrictions amid fears of a second wave of the epidemic. Victoria state has recorded more than 110 cases in the past week -- many of them in Melbourne -- prompting leaders of other regions to warn against visiting the city's six designated virus "hot spots". The premier of neighbouring New South Wales state, Gladys Berejiklian, said anyone intending to visit the city should "reconsider your plans". "At this stage, the advice is do not travel to those hot spots," she told reporters in Sydney, which had been the epicentre of Australia's COVID-19 outbreak but has seen few new cases in recent weeks. "We would recommend people not at this stage travel to Melbourne unless they have to," she said. Officials in Victoria have stalled plans to allow increased numbers of diners in restaurants and cafes, and also reimposed tighter rules on gatherings in homes in response to the outbreak. It was the first major back-pedal on easing restrictions, as the rest of the country continues to record low numbers of new cases and work to restart the economy. Although numbers remain relatively low in Melbourne, a spike in the rate of community transmission -- those cases which authorities are unable to trace to the source -- has fuelled concerns it could get out of hand quickly. The state's chief health officer, Brett Sutton, has blamed the rise on lockdown fatigue and complacency, saying the situation had now reached a "dangerous point" as there was "no Plan B". "We are absolutely at risk of a second peak but we can get on top of it, and we must get on top of it," he told reporters Saturday. Like the rest of the country, early restrictions on travel and gatherings successfully curbed the virus in Melbourne before last week. The new clusters have emerged at Melbourne's Stamford Plaza Hotel, which is being used to quarantine citizens returning from overseas, an H&M clothing store in the city's north and within extended families in a couple of suburbs. An Australian Rules football game in the city also had to be postponed after a player tested positive on the weekend. Australia has recorded almost 7,500 cases of COVID-19 and 102 deaths, though some regions have already declared themselves virus-free.

Fears of second virus wave in Australia's second city

Australia's populated city, Victoria, is warning citizens of a possible second wave, as the number of cases have started rising again in the southern city.

The city, along with the whole country, started unlocking its economy, weeks back. However, the officials are now thinking of reimposing a lockdown to contain the rapid spread of the virus.

On Saturday, the state’s leader Daniel Andrews said that the rise in number of new cases might be because of the large family gatherings that the locals have been hosting since the unlock.

“We’ve had cases of people gathering in large numbers at their home or another family member’s home … even though they had been told to isolate in their own home. We have even had people who have tested positive and have been told to go home and isolate and instead, they have gone to work. Instead, they have gone and visited loved ones in large numbers,” he said.

Further, he announced that for the next three weeks the number of guests allowed in a house would be again reduced from 20 to five, and public gatherings would once again be limited to 10.

Due to this, the state government is now considering making the stay-home advice legally enforceable.

“It may be the case in the days ahead ... we may need to, for instance, reinstitute the stay-at-home except for [essential] reasons,” Daniel Andrews said at a press conference.

“We all remember that time, it was deeply frustrating but it was very effective … we may need to go back to that setting in given geographical areas," he added.

Rubbishing the reports that the virus spread due to a 'Black Lives Matter' rally, that took place two weeks ago, Andrews assured people that only four people from that rally had tested positive, out of almost 30,000 attendees, with no evidence that the virus was transmitted at the protest.

This statement came after it was observed that the two largest outbreaks are from family groups in Keilor Downs and Coburg, which further led to spreading the virus across Melbourne.

The officials are now urging the locals to suspend all family get-togethers till further notice and to not pretend that the pandemic is over "just because they want this to be over, pretend that it is,” he said.

Family gatherings might cause COVID second wave: Australian officials

Australia's second most populous state Victoria on Sunday extended its state of emergency for four more weeks to July 19, as it battles a spike in coronavirus infections with a pick-up in community transmission.

The move came a day after the state announced it would reimpose restrictions capping visitors to households to five people and outdoor gatherings to 10, starting Monday. The limits had been relaxed on June 1 to allow up to 20 people in households and public gatherings.

Victoria reported 19 new infections on Sunday, the fifth day of double digit-rises. The state has now had 1,836 total confirmed cases, or a quarter of the cases in Australia, since the COVID-19 pandemic erupted.

Sunday's tally in Victoria included an Australia Rules football player, the first in the league to test positive, whose team and coaching staff have been told to isolate.

The surge in Victoria has alarmed other states, which have had only a few, if any, new cases for several weeks. Western Australia, which shut its borders in April, said it would weigh Victoria's situation in determining when to reopen its borders.

Australian health officials, however, still see no need to require use of face masks, as they would have limited value in a country where absolute numbers of community transmission remain "very low", deputy chief medical officer Nick Coatsworth said.

Avoiding hugging and kissing was "arguably far more important than, say, wearing masks", he said.

Victorian state health minister Jenny Mikakos said 210 of the state's cases are believed tied to community transmission, partly blaming families who have had parties, lunches and dinners attended by people with mild symptoms since restrictions were eased on June 1.

"We obviously have been concerned by the increasing numbers that we have seen in recent days. It is still a very serious situation," Mikakos said at a televised media conference in Melbourne.

State police said they planned to step up enforcement efforts, especially in suburbs where there have been breakouts and patrolling ski resorts and camper-van parks during the upcoming school holidays.

Individuals caught breaching restrictions face fines of up to A$1,652 ($1,129) for individuals and A$9,913 for businesses.

"This is not the time to be complacent," Victoria's police minister, Lisa Neville, told reporters.

The Australian Industry Group, which represents a wide range of employers, said Victoria's tightening of restrictions again, including extending working from home through to the end of July, would make it harder for businesses to reopen later.

"The economic impact unfortunately will be hard and harsh," Ai Group chief executive Innes Willox said.

Australian state extends state of emergency as coronavirus cases spike

Australian state, Victoria, has reimposed stricter restrictions in the state to contain the spread of the novel coronavirus as the number of coronavirus cases continue to rise.

The orders came after the state a double digit rise in coronavirus cases were recorded for four continuous days.

Victoria state Premier Daniel Andrews has decided to impose stricter rules on public as well as home gatherings. He has urged people to stop taking the pandemic lightly and pretending that it is over.

"It is unacceptable that families anywhere in our state just because they want this to be over pretend that it is. It is not over," Andrews said at a televised media conference, noting a rise in family transmissions since April.

The decision came in after the state recorded 25 new cases on Saturday within 24 hours. The restrictions will be imposed from Monday and will last until July 12. Under the new rules, a stop is being put on gatherings of 20 people.

While the decision to increase the total capacity of restaurants and cafes from 20 to 50 has been shelved right now, gyms are being allowed to reopen from Monday, as planned earlier. This has not been well received by locals and experts, who believe that gyms can spread the infection faster.

The Australian Football League (AFL) called off a game scheduled to take place in Melbourne on Sunday after a player tested positive. The AFL has recently restarted fixtures, playing in empty stadiums.

Australia has crossed the 7,400 mark in coronavirus toll, out which nearly 116 cases are from Victoria.

Don't pretend this is over: Australian state reimposes strict restrictions amid rising COVID cases

Australian Prime Minister Scott Morrison on Friday said that the country is under cyberattack, targetting a "range of sectors" and the blamed it on a "sophisticated state-based cyber actor", with suspicions falling on China.

"This activity is targeting Australian organisations across a range of sectors, including all levels of government, industry, political organisations, education, health, essential service providers and operators of other critical infrastructure," Morrison said in a press conference.

Blaming "sophisticated state-based cyber actor", Morrison, however, did not name the culprit, saying that only one out of a handful of states could be behind this.

However, suspicions immediately grew on China as both Canberra and Beijing are in the middle of a heightened row, which first began after the former questioned the latter over its response to the coronavirus outbreak.

China recently has also imposed trade sanctions on Australian products and sentenced to death an Australian citizen on drug smuggling charges.

Australian PM says country under cyber attacks by 'state-based actor'

Australia views China as the chief suspect in a spate of cyber-attacks of increasing frequency in recent months, sources told Reuters on Friday.

The suggestion has been swiftly dismissed by Beijing.

The comments came after Prime Minister Scott Morrison said a "sophisticated state-based actor" had spent months trying to hack all levels of the government, political bodies, essential service providers and operators of critical infrastructure.

He, however, declined to say who Australia believed was responsible.

Sources briefed on the matter said Australia believed China is responsible, however.

A US security ally, Australia strained ties with its largest trading partner, China, by pushing for an international inquiry into the source and spread of the coronavirus that first emerged in the central Chinese city of Wuhan late last year.

China recently imposed dumping tariffs on Australian barley, suspended some imports of beef and warned its students and tourists against travel to the country, citing racism accusations. Two-way trade stood at A$235 billion ($162 billion) last year.

A Chinese Foreign Ministry spokesman on Friday denied Beijing was involved and said China "firmly opposed all forms of cyber attacks."

Australian intelligence has flagged similarities between the recent attacks and a cyber attack on parliament and the three largest political parties in March 2019. Last year, Reuters reported that Australia had quietly concluded China was responsible for that cyber-attack.

Australia has, however, never publicly identified the source of that attack, and China denied it was responsible.

Morrison said he spoke about the issue with British Prime Minister Boris Johnson on Thursday, while other allies have also received briefings.

Defence Minister Linda Reynolds said advice showed no large-scale personal breaches of data resulting from the attack, but urged users to fully update web or email servers with the latest software and use multi-factor authentication.

Scott Morrison 'concerned' after China sentenced Australian to death

Facebook on Monday rejected calls from the Australian government and news companies that it shares advertising revenue with the media, suggesting it would rather cut news content from its platform.

The US tech giant said in a submission to Australia's competition watchdog that news represents a "very small fraction" of the content in an average user's news feed.

"If there were no news content available on Facebook in Australia, we are confident the impact on Facebook's community metrics and revenues in Australia would not be significant," it said in a thinly veiled threat to boycott local news companies.

"Given the social value and benefit to news publishers, we would strongly prefer to continue enabling news publishers' content to be available on our platform," it said.

In an effort being closely watched around the world, Australia is set to unveil plans to force Facebook and Google to share advertising revenue they earn from news featured in their services.

The initiative has been strongly pushed by Australia's two biggest media companies, Rupert Murdoch's News Corp and Nine Entertainment.

They argue that the crisis roiling the news industry worldwide is mainly because of Google, Facebook and other large tech firms capturing the vast majority of online advertising revenues, without fairly compensating media companies for advertisements placed against news content.

Newspapers' loss of advertising dollars has forced cutbacks and bankruptcies across the sector, a process exacerbated by the economic downturn caused by the coronavirus pandemic.

More than 170 newsrooms have seen cuts or halted publication in recent years.

Code of conduct

Australia's competition regulator, the ACCC, has estimated that Google and Facebook together earn some Aus$6 billion (US$4 billion) a year from advertising in the country.

Leading news publishers have demanded the two companies pay at least 10 per cent of that money each year to local news organisations.

Google last month already rejected the demand, saying it made barely Aus$10 million a year from news-linked advertising.

Google and Facebook both argue they provide hundreds of millions of dollars in value to Australian news companies by driving traffic to their websites, where they can be monetised through ads or turned into paying subscribers.

"We allow news organisations of all sizes, not just the big ones, to post links, raise awareness of their brands and drive monetisable traffic to their websites, free of charge," said Mia Garlick, Facebook's director of public policy for Australia and New Zealand.

Facebook and Google also say they provide millions of dollars to media companies through grant programmes and limited purchases of news content.

Both companies say they are willing to participate on a collaborative "code of conduct" in Australia to mediate complaints, provide greater transparency in how they rank and distribute news on their platforms and share data on user interactions with their content.

But Facebook insisted Monday it was "not healthy" to expect two private companies to solve the challenges facing Australian media.

The rejection bodes ill for ACCC-led negotiations. The watchdog has until the end of July to draw up the final code, which the government has vowed to implement quickly.

Australia's two largest states will further ease public coronavirus restrictions at libraries, community centres and nightclubs, officials said on Sunday, despite recording increases in new infections.

New South Wales (NSW), the most populous state, said that from July 1, a 50 person limit on indoor venues such as restaurants and churches would be scrapped, so long as the venues observed a one person per four square metre rule.

Nightclubs and music festivals would also be allowed to operate from August if new cases remain low, NSW Premier Gladys Berejiklian said. The state on Saturday reported the first locally transmitted COVID-19 case in weeks, and state officials on Sunday said there had been nine new infections since late Friday.

In neighboring Victoria, where pubs and other venues are currently limited to 20 people, indoor businesses will be allowed to have up to 50 seated patrons from June 22, said state premier Daniel Andrews.

All sports for children would resume, he said. Indoor sports centres and physical recreation spaces like gyms will be allowed to host 20 people, with caps of up to 10 adults per group, he added.

Strict lockdown restrictions and the closure of state and national borders have allowed Australia to curb the spread of the coronavirus, with many parts of the country claiming to have eliminated the disease.

With only 102 deaths, much lower than most other developed nations, the federal government has stepped up pressure on state and territory leaders to reopen internal borders, a step viewed as key to reviving the country's economy.

"We would love to open everything tomorrow. We can't do that. Because if we did we would be almost making it certain that we would have a second wave," Andrews told reporters in Melbourne.

Australia's international borders will remain closed until at least Sept. 17, but Health Minister Greg Hunt said on Sunday officials were exploring two possible ways to reopen borders.

"One is to use our quarantine system with international students and appropriately with people who are delivering national benefit, whether it's in business or other areas," Hunt told the Australian Broadcasting Corp.

The second option under consideration was to allow bilateral travel between "COVID-safe" countries, such as New Zealand, without the mandatory two-week quarantine period, he added.

Australia's education sector is highly reliant on fee-paying international students for funding and has been badly hit by the border closures.

The Black Lives Matter movement has refocused attention in Australia on the mistreatment of indigenous Australians, including Aboriginal deaths in custody.

Victoria state officials confirmed on Thursday that one of eight new cases of COVID-19 reported on Thursday was a man who attended the Melbourne weekend rally. More unauthorised protests are planned for Friday.

Morrison rejected growing calls to remove statues of white leaders, including one of the country's first prime minister, Edmund Barton, which is located near an Aboriginal burial site. Barton played a key role in drafting the national constitution, which negated Aboriginal rights.

Morrison said the initial motives of protesters were "fair", but the push for the removal of the statues was being driven by political agendas.
