It has also asked to take precaution while travelling to areas where scrub typhus is common, areas with lots of vegetation and brush where chiggers may be found.

The CDC says that if someone gets infected by scrub typhus, the person should be treated with the antibiotic doxycycline. People who are treated early with doxycycline usually recover quickly, according to the agency.

It has further advised people to dress children in clothing that covers arms and legs, or cover crib, stroller, and baby carrier with mosquito netting in order to keep scrub typhus at bay. It also asked them to treat clothing and gear with 0.5% permethrin as it kills chiggers.

Chief Minister Himanta Biswa Sarma had declared Dihing Patkai as a National Park on June 5 - the World Environment Day- and the official process was completed with the publication of the notification on June 15.

Two national parks, including Raimona National Park in the Bodoland Territorial Region, have come up within the first month of the second BJP government in the state.

The rich floral and faunal diversity of the park, well known for its rainforest, will soon attain the stature of one of the best national parks in the country, the minister said.

He called upon everyone to live in complete harmony with nature that 'provides us sustenance and keeps us alive'. 
The government would take necessary steps for infrastructure development of the park to attract tourists and open up vistas of opportunities for the unemployed youths, he added.

Union Minister of State for Food Processing Industries, Rameswar Teli and legislators of Dibrugarh and Tinsukia districts, and officials of both the district were present on the occasion.

Earlier, the Forest Minister handed over the formal notification of the park to the people's representatives and the Director of conservation NGO, Nature's Beckon, Soumyadeep Datta.

He also unveiled the plaque at the main entrance of the park.

The Park which falls under the Jeypore range and Soraipung range of Dibrugarh and Tinsukia districts cover an area of 234.26 sq km.

Known all over for its rainforest, the last remaining stretches of Assam Valley Tropical Wet Evergreen Forests, the park is home to elephants, hoolock gibbons, golden cats, clouded leopard and other animals.

To date, 47 mammal species, 47 reptile species and 310 butterfly species have been recorded.

Assam's Dihing Patkai formally inaugurated as National Park

Newly sworn-in Assam Chief Minister Himanta Biswa Sarma on Monday said the aim of his government is to make the state one of the top five in India in the next five years.

"We will start working from tomorrow to achieve this objective," Sarma told reporters here after taking oath.

The NEDA convenor said the prime focus of the second BJP government in Assam will be to control the COVID-19 pandemic, fulfil all poll promises and make the state free from the annual flood havoc.

"The COVID-19 situation in Assam is alarming. Our daily cases have crossed the 5,000-mark. In our cabinet meeting tomorrow, we will discuss it from all perspectives, and take measures," Sarma said.

Unless the pandemic is controlled in Assam, cases will not go down in other northeastern states, he said.

Sarma also appealed to the insurgent groups, especially the ULFA(I), to lay down arms and be a part of the mainstream to establish peace in the state.

"I request Paresh Barua to come to the discussion table and resolve issues. Kidnappings and killings complicate problems, not solve them. I hope we will be able to make the underground insurgents return to the mainstream in the next five years," the CM said.

Asked about the contentious National Register of Citizens (NRC), the chief minister said his government wants reverification of 20 per cent names in the border districts of Assam, and 10 per cent in other areas.

"If very negligible error is found, then we can proceed with the existing NRC. But, if there are huge anomalies, I hope the court will take note and do the needful with a new perspective," he said without elaborating.

On BJP's assurance of bringing in law against 'love jihad', Sarma said: "Every promise was meant for implementation. We will do everything possible to fulfil them."&nbsp;

"People have blessed us. We can say for sure that the BJP will form government in Assam. We are coming back to power with our partners AGP and UPPL," Sonowal told reporters.&nbsp;

"The voter turnout reported by 5 pm from the 39 assembly constituencies of phase 2 in Assam is 73.03 per cent. The poll percentage reported from the 30 assembly constituencies of phase 2 in West Bengal is 80.43 per cent as of 5 pm," the Commission said in a statement.

It said the "non-functioning rate" of electronic voting machines during the poll is lesser than experienced in last few polls.

During this phase, a total of 10,620 ballot units, and an equal number of control units and VVPATs were used in West Bengal.

In Assam, 10,819 ballot units, 10,592 control units and as many VVPATs were used.

One control unit, at least one ballot unit and one VVPAT form one EVM.

The poll panel later said 55 ballot units, 54 control units and 169 VVPATs were replaced in Assam during polling.

In West Bengal, 43 BUs and CUs each were replaced. A total of 192 VVPATs were replaced during polling on Thursday.

During the ongoing elections till the second phase, a record seizure of Rs. 366.09 crore have been made from both the states.

The seizure figure, which includes cash, liquor, narcotics and freebies, is more than six times the total combined seizure of Rs 60.91 crore in assembly elections of 2016, the statement said.

A total number of 1,306 cases of Model Code of Conduct violations were reported through the cVIGIL app from Assam out of which 927 were disposed as of 4.30 pm. Similarly, 14,499 cases were reported from West Bengal with 11,630 being disposed till 4.30 pm.&nbsp;

Second phase polls: 80.53 per cent turnout in Bengal, 73.03 per cent in Assam till 5 pm

The Election Commission on Friday announced the election dates for 824 assembly constituencies that will go to polls in four states and one union territory.

Chief Election Commissioner Sunil Arora said that West Bengal will go to polls in 8 phases and Assam in three phases while Tamil Nadu, Kerala, and Puducherry will have a single-phase election.&nbsp;

As many as 18.68 crore voters will be eligible to cast their votes at 2.7 lakh polling stations for 824 assembly seats across Assam, West Bengal, Kerala, Tamil Nadu and Puducherry.

The elections for the five assemblies are expected to witness a determined attempt by the BJP to put a strong show, including in Assam where it is already in power, as well as in West Bengal, Kerala, Tamil Nadu and Puducherry where the saffron party has been pushing hard in recent years.

Elections in Assam will be conducted in three phases on March 27, April 1 and April 6, while polling in Kerala, Tamil Nadu and Puducherry will take place in a single phase on April 6.

Elections for the West Bengal assembly will be held in eight phases, up from seven last time, beginning with polling for 30 seats on March 27, Chief Election Commissioner Sunil Arora said while announcing the poll schedule.

The second phase of West Bengal's assembly elections has been scheduled for April 1 and will cover 30 constituencies, followed by the third phase on April 6 for 31 seats, the fourth on April 10 for 44 constituencies, the fifth on April 17 for 45 seats, sixth for 43 seats on April 22, seventh phase on April 26 for 36 seats and last and eighth phase on April 29 for 35 seats, Arora said.

The Election Commission will appoint two special observers for West Bengal and a third can also be sent if required, Arora said in response to queries on whether enough arrangements are in place for the polls in the state, where many have been raising questions about political violence.

Arora also said everyone on election duty for the upcoming polls will?be vaccinated against COVID-19 before polling day.

Voting will take place for 126 seats in Assam, 234 in Tamil Nadu, 294 in West Bengal, 140 in Kerala and 30 in Puducherry.

Arrangements will be put in place for candidates to file their nominations online. Voting will be allowed for an additional hour, keeping in mind COVID-19 safety guidelines, he said.

Also, webcasting arrangements will be in place at polling stations in critical and vulnerable areas, while adequate CAPF (Central Armed Police Forces) deployment will be ensured, Arora said. All critical and vulnerable areas have been identified and advance teams have been already deployed across the four states and one union territory, he added.

He said door-to-door campaigning will be restricted to five persons, including the candidate, while roadshows will be allowed with a maximum of five vehicles.

According to Arora, the nationwide vaccination drive has made the situation more conducive for conducting elections and the Health Ministry has declared everyone on poll duty as frontline workers for vaccination purposes.

All poll officials will be vaccinated before the elections, Arora said.

Arora, who will demit office on April 13, also said all must be congratulated for the successful conduct of elections in Bihar last year despite the COVID-19 challenges and he is confident of success once again.

"To achieve the Atmanirbhar Bharat vision continuous endeavours are going on. Whenever I visit Assam, I get the fresh impetus and inspirations to do more for the northeastern region," Modi said after inaugurating and laying foundation stones of five mega projects worth Rs 3,000 crore in gas, oil and education sectors.

"We are correcting the faults of the previous governments. If the policy is accurate, destiny would be perfect. Connectivity, health, education and infrastructure developments were ignored by the previous governments."

The Prime Minister said that the government is trying to give engineering and medical education in local languages so that its benefit could be obtained by the poor students and learners residing in the far-flung areas. Referring to the song of a great singer and composer Bhupen Hazarika and rich Assamese cinema, Modi said that Assam`s all-round development would make the development of India easier.

"The entire world is now respectful of India`s engineering and technological milestones," he pointed out. The Prime Minister said that as the government is working with the mantra of `Sabka Saath, Sabka Vikas, Sabka Vishwas`, LPG and electricity connections are being given to 100 per cent households in Assam and other parts of India as these were earlier available to less than 40 to 50 per cent families.

Union Minister for Petroleum and Natural Gas Dharmendra Pradhan said that Rs 95,000 crore would be invested in Assam`s gas and oil sector for the projects initiated by the Prime Minister on Monday. He said that the earlier Congress-led UPA government headed by Prime Minister Manmohan Singh despite him representing Assam in the Parliament did nothing to utilise the gas and oil resources for the benefit of Assam and the country.

Assam Chief Minister Sarbananda Sonowal in his speech said that Prime Minister Modi with his great vision for the all-round development of the region has won the hearts of every person of the eight northeastern states.

The PM virtually launched the Rs 3,231-crore 'Mahabahu Brahmaputra' project on Thursday, which includes the construction of inland water terminal at Jogighopa and tourist jetties at Pandu, Jogighopa, Neamati and Biswanath ghat.

Modi said developing waterway connectivity under 'Mahabahu Brahmaputra' will provide an alternative route to connect the northeast with other parts of India and neighbouring countries.

He laid the foundation of the country's longest river bridge of 19 km from Dhubri in Assam to Phulbari in Meghalaya at an estimated cost of Rs 5,000 crore, and the 8-km Jorhat- Majuli bridge.

The prime minister also laid the foundation of the Rs 350-crore North East Data Centre at Guwahati along with the e-portals PANI and CAR-D for ease of doing business.

"Many projects of roadways, waterways, airways, railways and several gas grids are either completed or under implementation," the Prime Minister said.

He said that the growth and progress in northeast got momentum during the governance of former Prime Minister Atal Bihari Vajpayee and the present "double engine" government has given further momentum to it.

Modi said that waterways would play an important role in connecting the northeastern region with South-east Asian countries.

According to Union Minister for Road Transport and Highways Nitin Gadkari, the new projects worth a total of Rs 15,000 crore would make a sea change of connectivities and economy in Assam and other northeastern states and further strengthen the waterway connectivity with Bangladesh and Bhutan.

Oil India had suspended operations at the gas well in its Baghjan oilfield in the Tinsukia district in eastern Assam state on May 27 after an uncontrolled gas emission. The company had brought in experts from Singapore-based company Alert to control the blow-out.

Officials had since been struggling to contain the blowout, even as black smoke continued to billow out of the well for months. Locals say they are relieved, but still wary as they were scared to go back.

The Wildlife Institute of India, an autonomous body under the federal environment ministry, expects the incident to have a long-term impact on the environment, as pollutants could leach into the ground and contaminate water.

Three rescue officials died and five were injured while trying to put out the fire in the Tinsukia district of Assam in two separate incidents.

The latest culling drive will be carried out within one kilometre radius of 30 epicentres across the 14 affected districts, the senior official said.

"We will start the exercise immediately," he added.

When asked about the compensation, the official said the owners of the 12,000 pigs will get the money deposited in their bank accounts, while a proposal has been sent to the government for giving financial support to the owners of the 18,000 pigs that have died already.

An estimated 2.4 million children have been affected by the recent floods in India, the UNICEF said on Thursday, calling for immediate support, more resources and innovative programmes to address the challenges faced.

In a statement, UNICEF said though flooding at this period of the year is common, this widespread scale of floods during mid-July is unusual.

"In India, over 6 million people across Bihar, Assam, Odisha, Gujarat, Maharashtra, Madhya Pradesh, Kerala, Uttarakhand, Uttar Pradesh and West Bengal have been affected by the floods, including an estimated 2.4 million children," it said.

A report from Morigaon said 80 per cent area of the Pobitora Wildlife Sanctuary has been inundated, forcing wild animals, including one-horned Indian rhinos, to move to nearby highlands.

The sanctuary has more than 100 rhinos, 1,500 wild buffaloes and thousands of hogs.

According to its ranger, the floodwaters entered the sanctuary on Thursday and the situation is "alarming".

The deluge has also overrun nearly 12,000 hectares of agricultural land with standing crops, the report said.

The Brahmaputra is flowing above the danger mark at Neamatighat in Jorhat district, Dhubri town and Tezpur in Sonitpur district, the bulletin said.

According to a daily report of the Assam State Disaster Management Authority (ASDMA), a person was killed at Matia in Goalpara district, taking the death toll across the state in the first wave of flood to seven.

At present, over 2.52 lakh people are suffering due to floods in Goalpara, Nagaon and Hojai districts, the ASDMA said.

Goalpara is the worst hit with 1.51 lakh people affected, followed by Hojai with over 68,000 and Nagaon with nearly 33,000 people.

Till Saturday, around 3.72 lakh people were affected in six districts.

The State Disaster Response Force (SDRF) has rescued eight people in the last 24 hours in Goalpara, the ASDMA said.

Kopili river at Kampur and Dharamtul in Nagaon is currently flowing above the danger mark.

Meanwhile, Chief Minister Sarbananda Sonowal visited the State Emergency Operations Centre of the ASDMA and took stock of the different early warning systems, databases and emergency operations.

Sonowal also chaired a review meeting of the ASDMA and instructed the officials to efficiently use technology for issuing early warning of natural calamities to minimise damages.

At present, 293 villages are under water and 25,0445 hectares of crop areas have been damaged. Authorities are running 63 relief camps and distribution centres in two districts, where 10,249 people are have taken shelter, the ASDMA said.

Embankments, roads, bridges, culverts and many other infrastructure have been damaged at various places in Udalguri, Karimganj, Nagaon, Barpeta, Sonitpur and Chirang.

Massive erosions have been witnessed at various places of Dibrugarh and Udalguri districts, it added.

"We have also recovered eight rounds of empty cartridge of AK 47" automatic rifle, Sivakumar said.&nbsp;

According to the officials, this is the first poaching incident in a year.&nbsp;

But the attempts of poaching has seen a drastic increase this year. In April, more than five attempts to slaughter the rare creatures were thwarted by park rangers and a special rhino protection force set up by the state government.

Kaziranga Park has been the main habitat for these rhinos with 2,413 in number according to 2018.

Delhi's Education Ministry, too, declared summer vacations from May 11 to June 30 for all schools and colleges. The statement, issued by the education department on Wednesday, directed the schools and colleges to not call the students to the campuses for any kind of work.

Schools and colleges all over the nation have been shut since mid-March. Majority of the institutes have started conducting online classes.

The HRD Minister Ramesh Pokhriyal Nishank has announced that no exams for&nbsp;class 10 will be conducted nationwide, except for students of&nbsp;Northeast Delhi. The datesheet for class 12's remaining exams is also expected to be announced soon.

However, Goa, being a green zone, has decided to resume the state-board examinations. Class 10's exams will resume from May 20, and class 12's will resume from May 21 under the supervision of&nbsp;Goa Board of Secondary and Higher Secondary Education.

The state government has granted permission for resuming the examinations, on the condition that all precautions for social distancing are followed.

Students seeking Prime Minister's Research Fellowship can also take a sigh of relief as the required GATE score has been decreased, as announced on Thursday.

The first instance of African swine fever has been reported in the country in Assam where the disease has killed around 2,500 pigs across 306 villages, Animal Husbandry Minister Atul Bora said.

Despite the go-ahead from the Centre, the state government will not cull the animals immediately and choose an alternative option to prevent the spread of the disease, Bora told a press conference on Sunday.

While swine flu can spread from animals to humans, swine fever does not, and therefore is not a public health threat.

"The National Institute of High-Security Animal Diseases (NIHSAD), Bhopal, has confirmed that it is African Swine Fever (ASF). The central government has informed us that it is the first instance of the disease in the country," Bora said.

According to a 2019 census by the department, the pig population in the state was 21 lakh which has increased in recent times to around 30 lakh, he added.

"We have discussed with experts if we can save the pigs without culling them. The death percentage of the pigs affected by the disease is almost 100 per cent. So we have made some strategies to save the pigs, which are not affected by the virus," Bora said.

The department will collect samples within one km radius of the areas affected and test them, he said.

"After testing, we will cull only those pigs which will be found infected. We are avoiding the immediate culling of the pigs. We will have daily updates and take a decision as and when the situation demands," Bora said.

Further testing will be done in three Assam laboratories itself, he said.

"The virus spreads through pig's meat, saliva, blood and tissue. So there will also be no transportation of pigs between districts. We will also see what can be done about pigs passing through our state.

"We will have a surveillance zone within 10 km radius so that no pigs are transported out of the area or no feed is moved from a different location. We will also do GPS mapping," Bora said.

He, however, said the spread of the disease so far has been limited to 306 villages in seven districts of the state.

The disease was detected towards the end of February. It started in April 2019 at a village in Xizang province in China bordering Arunachal Pradesh, Bora said.

Usually, stray pigs get infected with such viruses, but of late those in the farms have also been found afflicted with the disease.
