The Maldivian government released a statement on Tuesday backing Indian move that aims integrate Kashmir more closely with the rest of the country.

"The Maldives considers the decision taken by the Government of India regarding Article 370 of the Indian Constitution as an internal matter," an official statement by the Maldives government said.

"We believe that it is the right of every sovereign nation to amend their laws as required," it added.

On Tuesday, Sri Lankan Prime Minister Ranil Wickremesinghe backed the creation of a new Union Territory of Ladakh, noting it would be the first Indian state with a Buddhist majority.

Wickremesinghe, in a tweet, also said that the creation of Ladakh and the restructuring of Jammu and Kashmir were India's internal matters.

The UAE Ambassador Ahmad Al Banna said his country has taken note of the Indian government`s decision to abrogate Article 370 that gave special status to Jammu and Kashmir and added that it was India`s internal matter aimed at improving efficiency.

"We also took note of the introduction of Jammu and Kashmir Reorganisation Bill in the Indian Parliament aimed at replacing Article 370 with the creation of Ladakh region and the state of Jammu and Kashmir as India`s two new Union Territories," he said.

India abrogated Article 370 which accorded a special status to Jammu and Kashmir after a resolution regarding the same was passed in both houses of the Parliament.

The Jammu and Kashmir (Reorganisation) Bill 2019 was also passed. It strips Jammu and Kashmir's status of a state, converting it into two Union Territories — namely Jammu and Kashmir (with a legislature) and Ladakh (without legislature).

An advocated in Betia Court Murad Ali has filed the case under charges of sedition and criminal conspiracy for opposing the scrapping of the Article which has recently been scrapped through Presidential order.

"I have filed a case against former chief ministers of Jammu and Kashmir Mehbooba Mufti, Omar Abdullah and other political leaders who have opposed the abrogation of Article 370," Ali told ANI.

"I have filed the case under Section 124 A (sedition), 153 A (promoting enmity between different groups of religion, race, place of birth, residence and language), 153 B, 504 (Intentional insult with intent to provoke breach of the peace) and 120B (criminal conspiracy) of the Indian Penal Code," he said.

Ali said that the court heard his case and transferred the case to the court of Judicial Magistrate KK Shahi.

Next hearing in the case is on September 24. In the complaint, Ali has alleged that Mufti and Omar opposed the scrapping of the Article which has created a rage for the Indian Government through print, electronic and social media.

"They attempted to create enmity among the citizens of other states of India. They have hurt the integrity and unity of the nation. They have done the work of disturbing national integrity and peace," he said.

Today our country has become one, on this day the widows and families of the soldiers who gave up their lives defending the nation and Kashmir should feel proud."

Minister of State (MoS) Jitendra Singh, while congratulating Modi and Shah, said the BJP was completing Congress' "unfinished agenda".

"I am amazed by the behaviour of Congress. We are completing the unfinished agenda of Congress. Even Jawaharlal Nehru himself had said it once that it will be removed someday, Modi and Shah made it possible. Those who understand the situation of the people of Jammu and Kashmir will support this," Singh told ANI.

Only when the state leaders and separatist activists are freed from detention, communication channels and transport modes restored and political activities allowed in the state, will the Centre know what it is up against. Until then the form and nature of the challenge, including beyond the state, would be a matter of conjecture.

Ending the lock-down of Jammu and Kashmir and restoring conditions for normal life is as much a political as a security issue. Lifting the security blanket could mean unforeseen eruptions testing public order and security. Assessing the security situation calls precise intelligence, its practical interpretation and a sense of the situation. And, that is no easy task.

How India deals with Jammu and Kashmir, as has been reiterated, is India's internal affair. Yet there is no denying international interest in the matter. This means that India's historic decision has to win international acceptance. The UN and the US have responded cautiously with reservations. New Delhi has briefed the members of the UN Security Council. So has Pakistan and, so far, there is no reaction apparently based on Islamabad’s briefing. But that is neither here nor there. The international community remains a challenge to be dealt with.

Legally, there are arguments for and against the constitutional validity of the government’s action. More than the force of public opinion, the supreme test will be in the Supreme Court. It will be challenge as much for the government as for the apex court. The court has to clarify whether the decision affects the basic structure of the constitutional scheme.

Governor Satya Pal Malik, in a meeting held at Raj Bhavan on Monday&nbsp;evening, reviewed prevailing security and law and order in the state, in the aftermath of developments in the Parliament relating to Jammu and Kashmir.

K Vijay Kumar, KK Sharma, K Skandan, Farooq Khan-Advisors to Governor, Chief Secretary of Jammu and Kashmir BVR Subrahmanyam were present in the meeting.

The governor's meeting took place as former chief ministers of Jammu and Kashmir <a href="https://www.wionews.com/india-news/article-370-omar-abdullah-mehbooba-mufti-detained-after-special-status-to-jammu-and-kashmir-is-revoked-240931">Mehbooba Mufti and Omar Abdullah</a>, who were put under house arrest on Sunday night, were&nbsp;detained hours after resolution on <a href="https://www.wionews.com/india-news/article-370-revoked-shah-lauds-modi-for-unwavering-commitment-towards-ensuring-indias-unity-integrity-240935">scrapping of Article 370</a> was passed in the Rajya Sabha.

Other political leaders of J&amp;K including Shah Faesal, Mohammed Yousuf Tarigami, Usman Majid have also&nbsp;been put under preventive detention.

Governor was given an assessment of the prevailing situation in the state. K Vijay Kumar, K Skandan, and Farooq Khan, who have returned from Jammu after taking stock of the essential services, briefed the governor about the adequacy of essential supplies and delivery of various public services to the people including electricity, water supply and health care services in both Jammu and Kashmir regions.

The officers also stressed on the need to ensure safety of the general public and advised the administration to give due consideration to the genuine needs of people in the current scenario.

The Chief Secretary informed the Governor that there is no dearth of essential commodities in the Valley and there is sufficient stocking of the same for over three months.

&nbsp;The Indian Army and Air Force were put on high alert on Monday with the Centre set to move over 8,000 paramiltary troops to J&amp;K in view of the changed situation.

No separate state team for Ladakh in Ranji Trophy

Through this, the BJP has fulfilled one of its long-standing promise.

In its 2019 poll manifesto, it had mentioned, “We reiterate our position since the time of the Jan Sangh to the abrogation of Article 370.” Through this act, it consolidates its core vote bank, who have stood by the party through thick and thin. It establishes the one nation, one constitution principle.&nbsp;

As BJP MP Swapan Dasgupta put it in Rajya Sabha, the repeal of Article 370 establishes the political sovereignty of the Indian Parliament to whole of India without making any exception for J&amp;K.&nbsp;

The stunned opposition was clueless and ill-prepared despite these rumours doing the rounds for the last few days. Congress leader P Chidambaram called the move a “constitutional monstrosity” and warned other states against “future moves to dismember them”.

The move has the potential of making local political parties irrelevant. The National Conference (NC) and People’s Democratic Party (PDP) have opposed the move. The Abdullahs and Muftis (dynasts) have been ruling the state for decades since Independence and exploited the local sentiments for their political benefit.&nbsp;

On expected lines, Omar Abdullah termed the decision as disastrous, illegal and unconstitutional. He alleged that the Government of India resorted to deceit and stealth and this is an aggression on the people of J&amp;K.

Mehbooba Mufti, meanwhile, termed it as the darkest day in Indian democracy. She slammed the unilateral decision of the Government of India to scrap Article 370, which will make India an occupational force in J&amp;K.&nbsp;

Both these leaders have been put under house arrest. PDP has been accused of being soft on separatists even during the brief rule of PDP-BJP combine in the state. There is a risk that since the PDP and NC face an existential threat, they could join hands with separatist groups to fan unrest in the Valley. It could also force the two Valley parties to form an alliance in state elections to take on the BJP.

Many critics feel that politically this move amounts to an assault on the Muslim identity of J&amp;K. The RSS has always believed that the only way to resolve Kashmir issue is through a sweeping demographic change in the state, facilitated by the integration of the Valley with the rest of country.&nbsp;

Political parties across the spectrum, including the BSP, BJD, YSRCP, AAP, TRS and the TDP supported the repeal of Article 370. It is a good sign for the Indian democracy and highlights the fact that on issues of national interest, parties cutting across political spectrum and irrespective of ideology, can come together and work unitedly. Arvind Kejriwal hoped it would bring peace in the Kashmir Valley.&nbsp;

JD (U)’s opposition, though, is a cause of concern for the BJP, especially with the Bihar Assembly elections due next year. The party earlier opposed the Triple Talaq Bill as well. JD (U) is not part of the Union Cabinet and shares a love-hate relationship with the BJP. There are also rumours that Nitish could go back to Lalu’s RJD, which could weaken BJP’s chances in Bihar. After reorganisation, de-limitation could be the next thing that the BJP comes up with. Kashmir has 46, Jammu 37 and Ladakh four seats, implying that the party securing a majority in the Valley has been dominating the political scene in the state.&nbsp;

The people of Jammu and Ladakh have for years, alleged discrimination and lack of development. In terms of area as well as voter population per seat, Jammu is much bigger compared to the Kashmir Valley.

As per reports, de-limitation could increase seats of Jammu by 10-15, bringing it at least on par with Kashmir. Reservation of seats for the SC/ST community is also likely to be introduced.&nbsp;

BJP hopes to sweep the Jammu region, as and when elections are held, and instal a first non-Kashmiri and Hindu chief minister in the state. Even if PDP and NC join forces and win the elections, the issue is that the chief minister of a Union Territory doesn’t enjoy the same powers as other states. In Delhi, Kejriwal has been fighting for absolute powers and alleging how the BJP has been meddling in the affairs of the state through the Lieutenant Governor. So, the old days of Abdullahs and Muftis may never return. The BJP at the Centre will have the reins of power of the state.

In the recent past, the BJP has got UAPA/RTI Amendment Bill and the Triple Talaq Bill passed in the House of Elders despite not having a majority. The J&amp;K Reorganisation Bill was introduced first in Rajya Sabha and not in Lok Sabha. This reflects the BJP’s confidence after winning a brute majority in May, using far superior floor management skills.&nbsp;

It also shows that India is now not only Congress-mukt, but also opposition-mukt. The BJP has now occupied the dominant position once held by the Congress in India’s political space.&nbsp;

Now, over to courts as the decision is likely to be challenged!

Game up for Abdullahs, Muftis

The Indian govermment on Monday announced the bifurcation of the state of Jammu and Kashmir. While Jammu and Kashmir will be a Union Territory with a legislature, Ladakh has been converted into a separate Uniion Territory but without a legislature. The Union Territory of Ladakh will be administered by Delhi.

Home Minister Amit Shah addressed the Upper House (Rajya Sabha) of Parliament where he announced the abrogation of Article 370 and <a href="https://www.wionews.com/india-news/what-is-article-35a-heres-all-you-need-to-know-240752">Article 35A</a> of the Constitution of India which gave special status to the state and its residents and tabled a resolution for the same.

A notification issued by the government shortly after Shah's announcement was signed by President of India Ram Nath Kovind said the state was being restructured.

The Constitution (Application to Jammu and Kashmir) Order, 2019 came into force immediately. The order will supersede the Constitution (Application to Jammu and Kashmir) Order, 1954 as amended from time to time. The notification also made clear that all the provisions of the Constitution as amended from time to time, shall apply in relation to the state of Jammu and Kashmir and the exceptions and modifications subject to which they shall so apply.

In a tweet, Pak president's office said, "India's attempt to further change status...&nbsp;is against the resolutions of UNSC and against wishes of the Kashmiri people".&nbsp;

What followed was a barrage of tweets, statements from Pakistan's foreign minister Shah Mehmood Qureshi and Pakistani's foreign ministry.&nbsp;

While "condemning and rejecting" the announcements made by New Delhi, Qureshi in a tweet said that his government will highlight the development with the&nbsp;"US delegation visiting Pakistan and with the international community at large."

Senior&nbsp;US State Department diplomat&nbsp;Alice Wells is on a visit to Pakistan as a follow-up to the visit of Pakistan's Prime Minister Imran Khan to the US.

Qureshi further said, "Pakistan reaffirms it's abiding commitment to the Kashmir cause".

Pak foreign ministry in a statement said that Islamabad "will exercise all possible options to counter the illegal steps."

Meanwhile, Pak PM Imran Khan reached out to countries like Malaysia and Turkey.&nbsp;Imran Khan spoke to&nbsp;Malaysian Prime Minister&nbsp;Mahathir&nbsp;Mohamad and&nbsp;Turkish President Recep Tayyip Erdogan and apprised them about Islamabad's views on India's action.

This combination has ended the politics of status quo which afflicted Indian politics and our international positions for a long time. By doing away with Article 370, Narendra Modi has shown that he means business when it comes to the core agenda of the RSS family.

The idea of abrogation of Article 370 was not born yesterday. It has been one of the original demands of Shyama Prasad Mukherjee who founded Jan Sangh and, very famously, coined the phrase, "Ek desh mein do vidhan, do pradhan aur do nishan nahi rah sakte hain."

It is a demand which has been part of BJP’s manifesto that was strongly supported by RSS. And hence, what Modi has done is to commit himself to the core idea of his party by changing the status quo of politics in Kashmir which was considered impossible. There can be reasons for and against the way Article 370 has been repealed, but the fact remains that he has done it. It will be appreciated by most Indians as it cements his image as a strong and committed leader.

Modi is also not the first person to take important decisions after earning landslide victory in the Lok Sabha elections. Indira Gandhi, after winning the war with Pakistan, hammered out an accord with the Kashmiri leader Sheikh Abdullah when the former had to agree that clock cannot be reset and pre-1953 status of Jammu and Kashmir cannot be restored.

Similarly, Narendra Modi after 2019 victory has taken the bold decision to end Kashmiri exceptionalism in Indian politics. Nation making is not cast in stone and laws and norms must reflect the moorings of the society.&nbsp;

Today, Article 370 cannot be seen in isolation as it serves as a deterrent to prevent integration of J&amp;K with India. Article 370 is a debate which has caught the imagination of many Indians who feel confident in a resurgent India wants status quo born out of partition to be changed forever.&nbsp;

The abrogation also ends the debate on what the Indian government can/should do with Kashmir. There will be international repercussion and, maybe, bigger domestic ones but it will not change anything on the ground per se.

We should also not forget that Kashmir also comprises Batalik, Kargil, Turtuk, Ladakh and Jammu region and their aspirations cannot be lost to radicalism which is emanating from Southern Kashmir.&nbsp;

Yes, there will be questions about the detention of state leaders and less time given to Parliament to debate the bill, but no one would argue that status changing step has not been taken. Whether it is demonetisation or triple talaq, BJP has successfully changed the status quo of politics in India. The best example is Balakot strike where Modi used the air platform against Pakistan which was considered impossible some years back.

Lastly, Opposition parties will have to creatively deal with the politics of positive nationalism. Any idea which public would see as going against the national unity would massively boom rang.

Though it does not mean that BJP will not have any hill to climb. The top focus of the BJP will remain to tackle violence in the valley. If BJP is able to control the urban centres and restore the normalcy in Kashmir, it will be a victory, but in case the situation becomes worst, then BJP may have to rue this for a long time.&nbsp;

But there are always big ifs before and after momentous decisions and no one can take away from BJP that it has, indeed, taken a big decision by reorganising the state of Jammu and Kashmir.

Former Chief Minister and People's Democratic Party (PDP) leader Mehbooba Mufti on Sunday said that the priority of her party is to defend the identity of Kashmir and the legitimacy of Article 35A and Article 370 of the Constitution.

"Our priority is to defend our identity, especially the legitimacy of Article 35A and Article 370 of the Constitution. So, we are ready for the big fight," the former Chief Minister said on the 20th raising day of the PDP.

She claimed that it was her father Mufti Mohammad Sayeed who exerted the most pressure on the Central government to resolve the Kashmir issue.

"It was my father who tied the hands of the Central government to resolve the Kashmir issue," said Mehbooba.

She further asserted that her party is not corrupt and will not be cowed down by the NIA and the ED raids.

"My party and ministers are not corrupt. So, the NIA and the Enforcement Directorate raids are not the solutions. Any power including the Chief Minister's chair is not permanent for anyone," she said.

She had earlier stressed that the Kashmir issue is a political problem, which cannot be solved by using the military might.

"Jammu and Kashmir is a political issue. There is no military solution to this issue. It cannot be solved until you talk to Pakistan and the people here. You can establish temporary peace by (using military) but for long, lasting peace, it is necessary to solve the Kashmir problem (through talks)," she said.&nbsp;

Union Home Minister Rajnath Singh on Monday said there will be no option with the government other than abolishing articles 370 and 35A related to special status to Jammu and Kashmir in the Constitution if there is a demand for a separate Prime Minister for the terrorism-affected state.

His reaction came a week after National Conference leader Omar Abdullah had said that his party will strive hard for restoring the autonomy of Jammu and Kashmir that could include having a 'Sadar-e-Riyasat' (President) and 'Wazir-e-Azam' (Prime Minister).

Addressing a BJP election rally here, Rajnath Singh asked the Congress to clarify its stand whether or not it supports the demand and said "such things" must be stopped.&nbsp;

"Someone who has been chief minister for a long time has said that there should be a Prime Minister in Jammu and Kashmir. If someone talks like that, we will have no option other than abolishing Article 370 and Article 35A," the minister said.

Singh said Congress must make it clear whether it accepts that the country should have two prime ministers.

"Such things can not go on and on. It has to be stopped," he said&nbsp; 
On terrorism, the home minister said a befitting reply would be given to those who take up arms. "If someone takes up arms, we can go to whatever extent required to give them a befitting reply," Singh said.

He said the country is now in the "strong hands" of Prime Minister Narendra Modi.

The home minister said the central government was ready for talks but those who are raising the Kashmir issue were not interested in any dialogue.

Singh said considering the future of the children of Jammu and Kashmir, "we have forgiven 8,000 first time stone pelters but some people continue to instigate the stone pelters".

"These are the biggest criminals," he said.&nbsp;

The home minister said Jammu and Kashmir has not been ruled by "outsiders" but by political parties like NC, PDP or Congress for long.

Singh also highlighted the development works undertaken by the NDA government in Jammu and Kashmir.

"We have given highest assistance to Jammu and Kashmir," he said.

Addressing a press conference, senior bureaucrat Rohit Kansal, who has been designated as the chief spokesperson of the governor's administration, said, "The stand of the state government on the request of deferment of hearing on Article 35A in the Supreme Court remains the same as requested by them on February 11."

He was replying to a question on whether there was a change in the stand of the governor's administration on the contentious issue.

Kansal also urged the people of the state not to pay heed to rumours and get panicky on the basis of unsubstantiated and exaggerated pieces of information which were in circulation.

"In the past few days several rumours have been circulated and panic messages disseminated. Most of these have been based on unsubstantiated or exaggerated pieces of information," he said.

The Jammu and Kashmir government's counsel had sought permission from the Supreme Court for circulating a letter among the contesting parties for adjourning the upcoming hearing on the pleas challenging the constitutional validity of Article 35A, which provides special rights and privileges to the natives of the state, saying there was no "elected government" in the state.

The apex court is scheduled to hear the petitions challenging Article 35A soon.

A bench comprising Chief Justice Ranjan Gogoi and Justice Sanjiv Khanna was told by lawyer Shoeb Alam, representing the Jammu and Kashmir government, on February 11 that he was seeking its nod to circulate the letter among the parties for getting the scheduled hearing deferred.

"On the day of listing, the undersigned (Alam) shall be requesting for an adjournment in the matter since presently, there is no elected government in the state of Jammu and Kashmir and the state is under President's Rule.

"The present matter involves a sensitive issue regarding a challenge to Article 35A of the Constitution of India. A short reply has been filed by the state of Jammu and Kashmir in the lead matter 'We the Citizens' and notices have not been issued on the other petitions. It will, therefore, be requesting that the matter may kindly be heard when an elected government is in place," the state government said in the letter.

Article 35A, which was incorporated in the Constitution by a 1954 Presidential Order, accords special rights and privileges to the citizens of Jammu and Kashmir and bars people from outside the state from acquiring any immovable property in the state.

It denies property rights to a woman who marries a person from outside the state. The provision, which leads to such women from the state forfeiting their right over property, also applies to their heirs.
