In two weeks time, Argentina will have a new president. Javier Milei has positioned himself as an outsider, who can employ creative solutions to Argentina's economic woes. But how did Argentina reach such a situation? What is the way forward? We have ambassador R Viswanathan, ex envoy to Argentina, for more perspective.

What's next for Argentina's economy?

On December 10, Argentina will have a new president. Javier Milei, a maverick Libertarian pitching himself as an outsider, has promised to reimagine the Argentine economy.

The rise of Milei, who has promised extensive privatisation of state-run firms, adoption of the US dollar and the abolition of the central bank, cannot be seen in isolation.

Argentina is worthy of being a case study in economic history. The country's economy has seen the highs and lows that few have experienced since the Industrial revolution.

Argentina was once among the 10 wealthiest countries before the advent of World War I, thanks to six decades of unprecedented economic growth. In fact, some estimates suggest that Argentina was at par with the United States.

However, long periods of political instability — the country had over 30 heads of state and six military coups between 1930 and 1983 — became the speed-breaker of Argentina's road to economic success.

The five decades following World War I and the Great Depression can be called the lost decades of Argentina. In The Economist's words, the South American country is the only country in modern history to have "achieved development and then lost it again".

'Argentina Paradox' is now a well studied phenomena in political economy, where an advanced country transitions into a developing country while mimicking a West-like polity.

Critics keep blaming 'Peronism' for much for Argentina's problems in the last eight decades. The term, derived from the political ideas of Juan Peron, who ruled Argentina between 1946 and 1955, encompasses Left-wing populism with a strong tinge of social welfare and economic independence.

Peronists have had a near monopoly over power, winning 10 of the 14 elections held since 1946. Even when out of power, they have exerted their influence with varied success.

Peronists have been credited for bringing the working class into the economic mainstream, improving their working conditions, and ensuring minimum wages. However, they have been blamed for the poor management of peso, elevated debt levels, and protectionist trade policies which put Argentinian goods at a disadvantage on the global stage.

The critics are not wrong. Their populist policies, aided by weakening checks on power, have hindered economic growth and fueled sky-high inflation. In fact, inflation has now become a hallmark of Argentina's economic mismanagement.

When inflation breaches the roof, it accompanies deep recession. According to the World Bank, Argentina has spent more time in recession than in periods of growth. No other country comes even close to Argentina in experiencing recession.

But it would be wrong to pin the blame of economic mismanagement solely on the Peronists. The economy had performed badly even during the long stints of the military and non-Peronist parties.

In fact, Fernando de la Ruanon, a non-Peronist, was elected President in 1999 — amid an economic depression. But he had to quit in December 2001 after failing to curb the economic downturn. Thus, it won't be wrong to say that Argentina's economic crises are deeply systemic, which cannot be resolved via "quick fixes".

Given Argentina's perennial economic struggles, which can turn the most optimistic economists into pessimists, Milei's victory would not surprise those who closely track the country.

People are looking for an alternative to the dominant Peronist way of handling the economy. Milei promises to offer unconventional solutions to Argentina myriad problems. But there is a catch - many of his predecessors tried to break the mould but either failed or became indistinguishable from the Peronists.

Argentina's World Cup-winning star Angel di Maria to call time on illustrious career after 2024 Copa America

Days after libertarian Javier Milei's triumph in Argentina's presidential election, the black-market peso tumbled by 12 per cent to 1,045 per dollar, Reuters reported on Tuesday.

Simultaneously, local stocks and bonds experienced a surge fuelled by expectations of a more market-friendly economic approach. Argentina's S&P Merval stock index surged by 23 per cent, with state energy firm YPF's shares rising by nearly 39 per cent, reflecting optimism amid hints of potential privatisation under Milei's administration.

Milei has proposed economic policies that include significant spending cuts. This has driven the weakening of peso in the black market, reaching 1,045 per dollar compared to the official exchange rate of 356 per dollar. Speculations around Milei's economic plans, potentially involving a peso devaluation or a parallel use of the peso and US dollar, have contributed to uncertainties in the local currency market.

While international bonds saw a second consecutive day of gains, reaching as high as 1.7 cents on the 2029 note, equities faced fluctuations. Argentina presidential run-off polling starts as voters seek respite from inflation, rising poverty

In a political upset, Javier Milei, a far-right libertarian outsider, has clinched victory in Argentina's presidential run-off poll, as per provisional results. His unexpected triumph comes at a critical juncture for Argentina, grappling with economic crises and rising inflation, reflecting a yearning for change among the electorate.

Milei's campaign was marked by unconventional tactics, including wielding a chainsaw on the trail. His economic proposals, notably the bold idea of "detonating" the central bank and endorsing the US dollar as the official currency, struck a chord with voters disillusioned with traditional politics and desperate for a transformative approach.

Concession from Sergio Massa

Facing a surprising defeat, Sergio Massa, the incumbent economy minister, gracefully conceded the race. With nearly 90 per cent of votes counted, provisional results revealed Milei securing almost 56 per cent of the vote, leaving Massa with 44 per cent. Massa acknowledged Milei's victory, stating that the responsibility of providing certainty now lies with the president-elect.

Argentina - where the Presidential polls are headed for a run-off as no candidate could secure the required 45% votes. Two polar opposite candidates - one from the far right and the other from the left - will now be running against each other.

Argentina elections 2023: Unlikely allies add new twist to Presidential run-off | Race to Power

Javier Milei was a dark horse in the Argentinian presidential race just a month ago. But his surprise victory along with his nemesis Sergio Massa has catapulted him to a central position in Argentina politics. In the first round of polls on October 22, Massa got 37 per cent votes while Milei garnered 30 per cent. Both will now contest against each other in the run-off elections next month.

Milei has a colourful image. The 53-year-old is a former rock musician and has often become a lightning rod for the anger of the voters. But he has public support. He stunned political pundits by finishing on top in the August primaries.

Who is Javier Milei, the Argentinian presidential hopeful who calls his dogs 'strategists'?

Argentina elections have generated quite an interest. Along with the usual politicalese, the elections are witnessing a former rock musician upending every calculation and giving tough fight to the top contender while the country faces inflation that has already hit 138 per cent mark. As one of the largest and major countries in the South America continent, political developments and issues in Argentina are well worth taking note of. Are we witnessing rise of another Bolsonaro? Or will the power in the country would firmly remain in the clutches of the political elite? Let's check.

So what are the main issues facing Argentina?

Issues of economy dominate the public mind. With 40 per cent of the population in poverty amid sky-high inflation, the ordinary Argentinian is certainly not in a comfortable financial position.

To date, Argentina has been bailed out by the International Monetary Fund (IMF) no less than 22 times. The country is struggling to repay debt to the IMF.

The economy continues to worsen. Whoever wins, will have to work hard to keep the economy afloat. According to a prediction by JPMorgan, inflation in Argentina may hit 210 per cent by the end of this year. However, the Central Bank of Argentina thinks it will be around 180 per cent.

Both figures are extremely high any way you look at the situation.

Climate Change is another topic that has gained importance in political arena especially the historic droughts Argentina experienced this year. Amid pre-existing high inflation, the droughts also pushed food prices skywards further.

The issue of abortion rights has also gained political colour. Argentina's Congress legalised abortion up to the 14th week of pregnancy in 2020. Abortion was allowed even beyond the 14th week in case of rape or risk to the mother's health.

Who are the top contenders to become Argentinian president?

The first round of voting took place on October 22. Argentina's current Economy Minister Sergio Massa (51) bagged the top place by bagging 37 per cent votes. Javier Milei (53), a former rock musician and economist, finished second with 30 per cent votes.

Now, the two candidates will face each other in run-off vote next month which will decide who will be the president.

Massa is largely seen as an 'establishment' candidate while Milei is considered an 'outsider' who has been able to command a huge following to be able to become a serious contender for the post of president.

Till recently, Milei was considered a dark horse but his performance in primaries before the first round vote (he finished on top) prompted many to say that he can stage an upset.

Milei favours drastically cutting down public spending by the government. To drive this point home, he has even appeared on rally stage with a live chainsaw, underlining his intention to 'cut-down' public spending. His flamboyant style of campaigning has led many to draw comparisons between him and former US president Donald Trump.

Like Trump's 'Make America Great Again' baseball caps, Milei supporters sport 'Forces of Heaven' caps.

Milei, who represents the Libertad Avanza coalition, claims that he joined politics after a 'calling from God'. Milei is riding the anti-establishment wave. He has been able to capitalise on the anti-incumbency factor and public anger against the political class.

However, his critics argue that Milei is offering simplistic solution for complex problems. For example, if government spending for public welfare is reduced drastically, it is sure to hit pockets of the public which already reeling under record-high inflation.

Moreover, Milei has several controversial positions on key issues that may deter people from following him.

He is against abortion and calls it "murder". He wants to make it easy for people to own guns and even sell organs. He has argued that burning of fossil fuels does not lead to Climate Change. He has called Pope Francis an "evil on Earth". This may not go down well in Christian-majority country like Argentina.

Sergio Massa on the other hand, has an image of a pragmatist. His position as economy minister in Peronist government may make him look bad especially when the inflation is sky-high. But there is a possibility that people may view him as a 'steady hand' and as person fit to be in top position just when the country is going through a rough phase.

Although he has not been able to control inflation or stop slide of Argentinian Peso, his tax cut measures have proved to be popular with the public.

Prior to first-round results, there were widespread predictions that Milei would win and not Massa. But Massa won defying the odds and unifying a fractured Peronist coalition. The unexpected victory is sure to boost his camp and the government for the final showdown, slated to take place next month.

Explained | What's the deal with Argentina presidential elections?

Argentina voted in a general election on Sunday (Oct 22), with Peronist Economy Minister Sergio Massa posting a surprisingly strong first-place finish despite a major economic crisis, ahead of the wild-haired pre-vote favourite, radical libertarian Javier Milei.

Massa and Milei will go to a run-off vote on Nov 19 to take the presidency from mid-December, replacing outgoing center-left Peronist President Alberto Fernandez. Massa ended the night with 36.7 per cent of the vote versus Milei on around 30 per cent.

Conservative Patricia Bullrich, popular with the establishment and business circles, ended with some 24 per cent.

Here are some key takeaways:

Winners and losers

The embattled ruling Peronist government is the big winner of the night, managing to pull off an escape act given it has overseen inflation near 140 per cent, net foreign currency reserves dropping below zero and two-fifths of Argentines in poverty.

Milei's supporters will feel deflated after he did less well than some expected, but he still got nearly 8 million votes - more than he achieved in the primary and a huge haul for a relative newcomer who only got into politics in 2021. He remains in the race for the second round.

The main conservative bloc's candidate, Bullrich, was the big loser of the election. The Together for Change coalition had once been the favourite to win the presidency, but saw its vote diluted by the abrupt rise of Milei.

Last two standing

Milei is a 53-year-old economist running for the libertarian La Libertad Avanza bloc, who often wears leather jackets and has drawn comparisons with former US President Donald Trump and Brazilian former leader Jair Bolsonaro for his abrasive style.

Massa, the government's wheeler-dealer 51-year-old economy chief, represents the ruling Union por la Patria (UP) coalition. He is seen as a pragmatist within the Peronist movement, which has helped him win over more moderate votes.

Head-to-head battle looms

Massa goes into the second round with the momentum, but there's plenty to play for. Milei could pick up more of conservative Bullrich's 6.3 million voters, who are often highly critical of the big-government Peronist model.

Given Bullrich was in the middle of the three politically, both may have to moderate their stance to win her votes over. Juan Schiaretti, who got a higher-than-expected vote share of nearly 7 per cent, could also play an important king-maker role.

There is likely to be a heated campaign over the next month as the two remaining candidates pitch opposing plans for the economy. Massa pledges to protect the country's social safety net while Milei wants to "chainsaw" through a system that has left the country in its worst economic crisis in decades.

Polls can't be trusted

Once again the country's pollsters and pundits were caught cold by the result. Almost all pre-election polls had shown Milei in first place ahead of Massa, though they did get right the under-performance of Bullrich.

Also read: Argentina ends income tax, offers relief worth $5.7 billion before presidential elections

That comes after pollsters also failed to spot the rise of Milei in the August primaries, when he won a shock first place, and a major forecasting miss at the last election in 2019.

What's at stake?

Argentina's election race comes at a time of major uncertainty for the South American country facing its worst economic crisis in two decades. Milei wants to dollarize the economy and cut the size of government. Massa would stick with the peso and try to bolster the labour market and growth.

Any incoming government will have to resuscitate an economy facing triple-digit inflation, negative net foreign exchange reserves, and a sliding currency. Meanwhile, a $44 billion loan program with the International Monetary Fund is creaking.

Also read: Argentina ends income tax, offers relief worth $5.7 billion before presidential elections That comes after pollsters also failed to spot the rise of Milei in the August primaries, when he won a shock first place, and a major forecasting miss at the last election in 2019. (With inputs from agencies) WATCH WION LIVE HERE ×

Argentina presidential elections: Key takeaways, what's at stake and who are last two standing?

During an election year in Argentina, it can be difficult to concentrate on anything other than economics. The severe financial prognosis has once again dominated this year's presidential campaign, with an annual inflation rate that has surpassed 138 percent and a currency that has experienced a sharp decline in value.

Economy minister Sergio Massa and outsider Javier Milei head to Argentina runoff

Argentina Presidential Polls: Far-right Javier Milei leading electoral race

Argentina Presidential Polls: Economic situation dire

Argentines headed to the polls on Sunday to vote in a general election under the shadow of the South American country's worst economic crisis in two decades, which has driven the rise of an outsider far-right libertarian who is in pole position to win.

The vote is likely to roil Argentina's already shaky markets, impact its ties with trade partners including China and Brazil, and set the political path for the country, a major grains exporter with huge reserves of lithium and shale gas.

Polling stations opened at 8:00 am (1100 GMT) with three frontrunner presidential candidates likely to split the vote: libertarian economist Javier Milei, centrist Peronist Economy Minister Sergio Massa and conservative Patricia Bullrich.

Milei, pledging to "chainsaw" the economic and political status quo, is the candidate to beat, with angry voters flocking to his tear-it-all-down message, fed up with inflation at 138% and poverty affecting over two fifths of the population.

"People want things to change," said Federico Aurelio, president of consulting firm Aresco. "How? They have no idea, but they want something different."

Milei, a brash former TV pundit likened to Donald Trump and Jair Bolsonaro, posted a shock win in August open primaries, though Massa and Bullrich were not far behind and it may prove a close race. Pollsters expect no outright winner.

A candidate needs over 45% of the vote or 40% and a 10-point lead to avoid a second round run-off, which would be held on Nov. 19. Voting on Sunday will end around 6:00 pm (2100 GMT) and the first results are expected at 9:00 pm (00:00 GMT).

Whoever wins will have to deal with an economy on life support: central bank reserves are empty, recession is expected after a major drought, and a $44 billion programme with the International Monetary Fund (IMF) is wobbling.

Amid this crisis, Milei has risen abruptly, pledging shock therapy to fix the economy including dollarising, shutting the central bank, reducing the size of government drastically and privatising state entities.

"He is the only one who understands the situation in the country and understands how to save it," said Buenos Aires student Nicolas Mercado, 22.

Massa, current economy chief, is in the running despite overseeing inflation hitting triple digits for the first time since 1991. He has pledged to cut the fiscal deficit, stick with the peso and defend the Peronist social welfare safety net.

"Massa represents certain traditional guarantees with which I was raised: public health, state education, which is what I want to defend with my vote," said astrologer Flavia Vázquez.

Bullrich, a former security minister who is popular in business circles, has seen her support diluted by the unexpected emergence of Milei. Pollsters see her as the most likely of the top three runners to miss out on a second round.

Argentina votes in election under shadow of economic crisis

Argentines head to the polls on Sunday (Oct 22) in a presidential election dominated by fury over decades of economic decline and record inflation that has propelled political outsider Javier Milei to the front of the race.

Once one of the richest countries in the world, Argentina has stagnated in recent decades, unable to escape cycles of fiscal crises marked by debt, financial mismanagement, and inflation which now stands at 140 percent year-on-year.

With 40 per cent of the population living in poverty and a middle-class brought to its knees, many voters are keen to see the back of the traditional parties they see as the architects of their misery.

"It's total uncertainty -- you never know if your rent will go up, (or) prices in the supermarket. It's madness," said university student Valentin Figarra, 20. "One wants to grow... but this generation is falling behind, it's sad."

Milei, a libertarian economist who formed his party Libertad Avanza (Freedom Advances) only in 2021, blindsided most experts and pollsters when he surged to the front of the election race, winning a primary with 30 percent of votes.

The self-described "anarcho-capitalist" with disheveled hair and a rock-star persona has lured voters with his diatribes on television and social media -- where he vows to "dynamite" the central bank and ditch the peso for the US dollar.

He has run his campaign on TikTok and YouTube and showed up at live rallies with an actual powered-up chainsaw vowing to slash public spending by 15 percent.

'Already broken'

Political science student Agustin Baletti, 22, said he will be voting for Milei because past governments have "left young people without hope."

"Everything is already broken. Milei isn't going to break anything."

While Milei has topped opinion polls, these have not proved reliable in the past, and analysts say anything can happen between the three frontrunners out of five total candidates.

Charismatic Economy Minister Sergio Massa represents the ruling center-left Peronist coalition, a populist movement heavy on state intervention and welfare programs that has dominated Argentine politics for decades but has grown deeply unpopular.

Having overseen the country's recent economic pains, he has been an easy punching bag for his rivals.

To woo voters, Massa has gone on a pre-election spending spree, slashing income tax for much of the population in a move analysts say will only make the country's fragile financial situation worse.

To counter Milei, his government has taken pains to explain to voters what a loss of key subsidies that keep public transport and electricity, among others, dirt cheap, will mean.

'Highly incompetent'

The other frontrunner is the stern and tough-talking Patricia Bullrich, a former security minister who has also vowed radical change from the overspending, money-printing Peronists and their strict currency controls.

Bullrich served in the government of former president Mauricio Macri (2015-2019), a pro-market, non-Peronist who failed in his promise to contain spending and took out a record $44 billion loan with the International Monetary Fund, which has bailed Argentina out 22 times despite several massive defaults.

Irene Landa, 70, a psychoanalyst said she believes Bullrich is the "most coherent" of the lot.

"Milei, to me, it would be like giving a revolver to a monkey," Landa said. "But I think people are so fed up, so tired, that they believe in what he says."

Voters are fed up with "politicians who have been highly corrupt, highly incompetent, who have never paid attention to something we learn in high school, that you shouldn't spend more than you earn," said Buenos Aires-based economist Andres Borenstein.

Argentina's 35,8 million registered voters will be able to cast their ballots from 8am local time (1100 GMT) to 6pm (2100 GMT).

Preliminary results are expected on Sunday evening.

To avoid a runoff election on November 19, a candidate needs to win 45 percent of the vote Sunday, or 40 percent with a difference of 10 points or more over the nearest rival.
