Guterres' remarks came as authorities in Washington and Seoul repeatedly warn that the North is planning its seventh nuclear test in light of a record number of missile tests by the nation.

As per a report by North Korea's state news agency KCNA, vice-minister for international organisations in Pyongyang's foreign ministry, Kim Son Gyong, in a statement said, "I cannot but express deep regret over the said remarks of the UN secretary-general that grossly lack impartiality and fairness and go against the obligations of his duty, specified in the UN Charter, as regards the issue of the Korean peninsula."

Cautioning&nbsp;the UN secretary-general Kim said he should not request or accept orders from a specific country's government and should refrain from doing anything that could jeopardise his position as an international official who is solely accountable to the United Nations.

As per an AFP report, the foreign ministry official&nbsp;called the North's "complete, verifiable, and irreversible denuclearisation" (CVID) an "infringement" of the Democratic People's Republic of Korea's (DPRK) sovereignty.

Kim remarked that Guterres should exercise caution while saying "dangerous words" under the highly tense situation on the Korean peninsula, adding that CVID "demands the unilateral disarmament, and Secretary-General Guterres perhaps knows well that the DPRK has totally rejected it without any toleration."

Pyongyang has undertaken a record-breaking flurry of weapons tests this year, including the first full-range intercontinental ballistic missile test since 2017.

Last month, North Korean leader Kim Jong Un had stated that his country was "ready to mobilise" its nuclear deterrent in the event of a future armed clash with the US and South Korea.

"Today, humanity is just one misunderstanding, one miscalculation away from nuclear annihilation," Guterres told the 10th review conference of the NPT, an international treaty that came into force in 1970 to prevent the spread of nuclear weapons.

"We have been extraordinarily lucky so far. But luck is not a strategy. Nor is it a shield from geopolitical tensions boiling over into nuclear conflict," he added, calling on nations to "put humanity on a new path towards a world free of nuclear weapons."

The meeting is being held at UN headquarters in New York it will run till August 26. The meeting was postponed several times since 2020 due to Covid pandemic. Guterres said that the conference was "a chance to strengthen" the treaty and "make it fit for the worrying world around us."

"Eliminating nuclear weapons is the only guarantee they will never be used," the secretary-general implored, adding that he would visit Hiroshima for the anniversary of the August 6, 1945 atomic bombing of the Japanese city by the United States.

"Almost 13,000 nuclear weapons are now being held in arsenals around the world. All this at a time when the risks of proliferation are growing and guardrails to prevent escalation are weakening," Guterres added.

"Climate change is not an agenda we can afford to push back on our global schedule," said outgoing UN climate change chief Patricia Espinosa ahead of the meeting.&nbsp;

She said it is imperative that nations arrive at the UN COP27 meeting in Sharm el-Sheikh in November prepared to show they are taking "bold, concrete steps -- backed by specific plans -- to deliver the urgent and transformational climate ambition we simply must see before it's too late".

Governments have already accepted that climate change is a grave threat to humanity and the planet, and have advocated immediate action to cut fossil fuel emissions and prepare for the accelerating impacts of warming.

The summary to this year's landmark climate report from the Intergovernmental Panel on Climate Change concluded that any further delay in action "will miss a brief and rapidly closing window of opportunity to secure a liveable and sustainable future for all".

But as things are going, the world is unlikely to be able to meet the Paris climate deal's commitment to limit warming "well below" 2 degrees Celsius above pre-industrial levels.

"There is this disconnect between the scientific evidence of global crisis in the making, of potentially rushing towards unmanageable climate impact, versus the lack of action," Johan Rockstrom, director of the Potsdam Institute for Climate Impact Research, told AFP.

"This is a deep worry."

The world has warmed nearly 1.2C so far -- enough to usher in a crescendo of deadly heatwaves, floods and storm surges made worse by rising seas.

While the June 6 to 16 conference in Bonn is a largely technical meeting aimed at preparing for Egypt, there are a number of key issues up for debate.

A particular focus will be funding from rich polluters to help vulnerable developing nations least responsible for global heating to cope with its increasingly ferocious consequences.

A promise of $100 billion a year from 2020 to help them adapt to a warming world has still not been met.

Meanwhile, there are growing calls for "loss and damage" funding for countries already struck by devastating climate impacts, with a specific dialogue on the subject slated for this week.&nbsp;

The Alliance of Small Island States has warned that the Bonn conference must not be "just another talk shop", calling for a "clear view" on when and how this financing will be put in place.

'Fragile' world&nbsp;

One opportunity for exhibiting political will comes on Wednesday when the European Parliament votes several hotly debated planks of the bloc's sprawling "Fit for 55" climate plan.

EU member states have set themselves the target of reducing their greenhouse gas emissions by 55 per cent by 2030 compared to 1990, and achieving carbon neutrality for the continent by 2050.

In May, an analysis from non-profit groups found that countries in the G20 group of major economies have yet to strengthen greenhouse gas reduction goals, despite agreeing to revisit their plans.

"We are now in the delivery phase".

Climate talks test global resolve on warming

The United Nations on Wednesday (May 18) warned that the ongoing Russia-Ukraine war could&nbsp;cause a global food crisis as the organisation urged Moscow to release Ukrainian grain.&nbsp;

While speaking at a major United Nations summit in New York, UN chief Antonio Guterres stated that years of mass hunger and famine will be followed if a growing global food crisis is not tackled.&nbsp;

The Russia-Ukraine war led to massive global food insecurity, a crisis&nbsp;that has already impacted countries because of the warming temperatures and the coronavirus (COVID-19) pandemic.&nbsp;

"It threatens to tip tens of millions of people over the edge into food insecurity, followed by malnutrition, mass hunger and famine, in a crisis that could last for years," he added.&nbsp;

During the meeting, Guterres also noted how the number of severely food insecure people has doubled in just two years — from 135 million pre-pandemic to 276 million today.&nbsp;

Secretary-General Antonio Guterres has accepted the resignation of the head of a United Nations agency that was under investigation for questionable investments.

Grete Faremo, a former Norwegian minister of justice and public security, had been undersecretary-general and executive director of the UN Office for Project Services since August 2014.

The office, headquartered in Copenhagen, says its mission is to provide infrastructure, procurement and project management services for a more sustainable world.

Faremo's resignation was accepted on Sunday, the day the New York Times reported that the agency made a baffling series of financial decisions&nbsp;that purportedly led to $25 million in losses.

The Times report followed an April 16 article in Devex, the media platform for the global development community by Brussels-based writer Ilya Gridneff, titled: What went wrong with UNOPS' ambitious impact-investing initiative.

Devex quoted an unidentified spokesperson for the agency as saying that steps are being taken to recover all outstanding amounts regardless of the source of activities.

UN spokesman Stephane Dujarric said Faremo's resignation was effective on Sunday. He said Jens Wandel of Denmark, a former special adviser to the secretary-general on reforms, will serve as acting head of the agency while a new executive director is recruited.

Guterres appealed to the business leaders to support developing countries in order to reform the global financial system. In the current scenario, developing and low-income countries need access to COVID-19 vaccines, they need assistance to combat the climate crisis and its related consequences.&nbsp;

"The burdens of record inflation, shrinking fiscal space, high-interest rates and soaring energy and food prices are hitting every corner of the world and blocking recovery — especially in low- and some middle-income countries," he added.&nbsp;

Talking about Covid vaccine equity, he said, "Last fall, the World Health Organization unveiled a strategy to vaccinate 40 per cent of people in all countries by the end of last year and 70 per cent by the middle of this year. We are nowhere near these targets."

"Vaccination rates in high-income countries are shamefully seven times higher than in African countries, and we need vaccine equity now," he added.&nbsp;

Guterres, who began a second five-year term as UN chief on January&nbsp;1. has long been pushing for more global action to address COVID-19 vaccine inequity and climate change and for reform of the global financial system.

It is putting historic pressure on our natural resources, climate and natural environment -- and costing us trillions of dollars a year," said Guterres. "As this year's theme makes clear, the power to change is in our hands. "The theme for this year's World Food Day is "Our actions are our future."

Amir Khan Muttaqi, acting foreign minister for the Taliban, announced that after meeting with the United States, the group will now meet representatives of the European Union in Doha on Tuesday.

Despite the hardline Islamists' diplomatic push following their return to power in August, UN Secretary-General Antonio Guterres slammed the group.

Speaking to the press, Guterres said that the Taliban have "broken" promises to Afghan women and girls, and urged the world to donate more money to Afghanistan to head off its economic collapse.

With food prices increasing, international aid cut off, and unemployment at a record high, Afghanistan's economy is on the verge of collapse.

In addition to the economic troubles, the Taliban's attempts to consolidate their rule have been undermined by a series of attacks by the Islamic State-Khorasan (IS-K), which claimed responsibility for a bomb attack on a Shiite mosque on Friday that killed more than 60 people.
