After Central government's announced to bifurcate Jammu and Kashmir and revoke Article 370 and Article 35A, the question arises on the road ahead following the landmark judgement, which, can spell challenges for the PM Modi-led government.

The decision to abrogate Article 370 and Article 35A involves legal, political, diplomatic and security issues, here's a look:

Groundwork

For one, New Delhi needs to win the hearts and minds of the people in Jammu and Kashmir. Some in Kashmir have already made known their opposition to the removal of the special status to the state.

Jobs, development, investment

The government will need to generate much-needed goodwill among the locals by creating jobs for youths. Attract foreign direct investment and encourage the private sector to set up shops.

Good governance will be a key aim as decades of violence has left a void in terms of the development of the state.

Fair polls

Free and fair elections will be on the agenda too - today, the legislature stands dissolved and the state has been pot under governor's rule.

Delimitation of Assembly constituencies to make it more representative is not off the table as well.

On the diplomatic front, New Delhi will need to manage and pre-empt international reaction at once.

Sources have told WION that diplomats would soon fan-out to key world capitals to explain to them the circumstances leading up the abrogation of Article 370 and 35A.

The sources added that India has factored-in Pakistan's reaction at various world forums.

Security

Then there is the security issue, which is another concern. New Delhi has already sent thousands of additional troops to Jammu and Kashmir as a contingency measure.

Steps have also been taken to counter terrorists' designs.

The government is also seized of the need to counter any legal challenge to today's decisions.

Whether you like it or not, Narendra Modi-Amit Shah model has unleashed new politics in India. One can call it politics of change which continuously challenges the status quo.

This combination has ended the politics of status quo which afflicted Indian politics and our international positions for a long time. By doing away with Article 370, Narendra Modi has shown that he means business when it comes to the core agenda of the RSS family.

The idea of abrogation of Article 370 was not born yesterday. It has been one of the original demands of Shyama Prasad Mukherjee who founded Jan Sangh and, very famously, coined the phrase, "Ek desh mein do vidhan, do pradhan aur do nishan nahi rah sakte hain."

It is a demand which has been part of BJP’s manifesto that was strongly supported by RSS. And hence, what Modi has done is to commit himself to the core idea of his party by changing the status quo of politics in Kashmir which was considered impossible. There can be reasons for and against the way Article 370 has been repealed, but the fact remains that he has done it. It will be appreciated by most Indians as it cements his image as a strong and committed leader.

Modi is also not the first person to take important decisions after earning landslide victory in the Lok Sabha elections. Indira Gandhi, after winning the war with Pakistan, hammered out an accord with the Kashmiri leader Sheikh Abdullah when the former had to agree that clock cannot be reset and pre-1953 status of Jammu and Kashmir cannot be restored.

Similarly, Narendra Modi after 2019 victory has taken the bold decision to end Kashmiri exceptionalism in Indian politics. Nation making is not cast in stone and laws and norms must reflect the moorings of the society.

Today, Article 370 cannot be seen in isolation as it serves as a deterrent to prevent integration of J&K with India. Article 370 is a debate which has caught the imagination of many Indians who feel confident in a resurgent India wants status quo born out of partition to be changed forever.

The abrogation also ends the debate on what the Indian government can/should do with Kashmir. There will be international repercussion and, maybe, bigger domestic ones but it will not change anything on the ground per se.

We should also not forget that Kashmir also comprises Batalik, Kargil, Turtuk, Ladakh and Jammu region and their aspirations cannot be lost to radicalism which is emanating from Southern Kashmir.

Yes, there will be questions about the detention of state leaders and less time given to Parliament to debate the bill, but no one would argue that status changing step has not been taken. Whether it is demonetisation or triple talaq, BJP has successfully changed the status quo of politics in India. The best example is Balakot strike where Modi used the air platform against Pakistan which was considered impossible some years back.

Lastly, Opposition parties will have to creatively deal with the politics of positive nationalism. Any idea which public would see as going against the national unity would massively boom rang.

Though it does not mean that BJP will not have any hill to climb. The top focus of the BJP will remain to tackle violence in the valley. If BJP is able to control the urban centres and restore the normalcy in Kashmir, it will be a victory, but in case the situation becomes worst, then BJP may have to rue this for a long time.

But there are always big ifs before and after momentous decisions and no one can take away from BJP that it has, indeed, taken a big decision by reorganising the state of Jammu and Kashmir.

When Home Minister Amit Shah announced repealing Articles 370 and 35A which gave special status to Jammu and Kashmir, it was a result of a carefully crafted strategy by the government of India to avoid any untoward incident. The ground was prepared by the elimination of terrorists in the Valley as the Indian security forces launched a massive crackdown against active terror groups. On August 2, Indian Army found a huge cache of arms, including a Pakistani mine and an American sniper rifle, on the route of the Amarnath Yatra. Within a few hours of this arms haul, the Amarnath Yatra was curtailed and the pilgrims were asked to leave the Kashmir valley. Watch: Kashmir is reborn, New era of Jammu & Kashmir On the same day, a group of political leaders including former chief minister Mehbooba Mufti met Governor Satyapal Malik and asked him to clear the sense of uncertainty. The Governor, however, asked the people to remain calm and exaggerate the rumours about the advisory. On August 3, around 6,200 people were taken out of the Kashmir valley through civilian and military aircraft. The 43-day-long Machail Yatra to the shrine in Kishtwar was also suspended. The same day, the Indian Army foiled an attack by Pakistan's Border Action Team (BAT). The UK, Canada and Australia issued travel advisories urging their citizens not to travel to Jammu and Kashmir. The Army said that 5-7 Pakistani BAT regulators were gunned down. On August 4, state carrier Air India reduced fares on the Srinagar-New Delhi route and almost 100 cricketers in the Kashmir valley were asked to leave. Home Minister Amit Shah held a crucial security meeting with National Security Advisor (NSA) Ajit Doval and Home Secretary Rajiv Gauba. Then, late into the night on August 4, two former chief ministers - Mehbooba Mufti and Omar Abdullah - were placed under house arrest along with other political leaders. Internet services were also suspended in the Kashmir valley.

Home Minister Amit Shah on Monday made a landmark announcement in the Rajya Sabha (Upper House of Indian Parliament), that Article 370 of the Constitution - which gives special powers to the state of Jammu and Kashmir - will be revoked.

While Congress and some other parties opposed the move, others stood by the government and offered full support in revoking the controversial provision.

Here are some of the reactions from different political parties:

Home Minister Amit Shah: We should not waste a minute in revoking Article 370. Under the umbrella of Article 370 three families looted J&K for yrs. Leader of Opposition (GN Azad) said Article 370 connected J&K to India, it's not true. Maharaja Hari Singh signed J&K Instrument of Accession on 27 October 1947, Article 370 came in 1954.

Mehbooba Mufti, PDP (on Twitter): Today marks the darkest day in Indian democracy. Decision of Jammu and Kashmir leadership to reject two-nation theory in 1947 and align with India has backfired. Unilateral decision of government of India to scrap Article 370 is illegal and unconstitutional which will make India an occupational force in Jammu and Kashmir.

MDMK leader Vaiko: You have played with the sentiments of people of Kashmir. When additional army personnel were deployed there, I was worried. Kashmir should not become Kosovo, East Timor and South Sudan. I am opposing this Bill (Article 370). This is a day of shame, shame, shame...this is murder of democracy.

A Navaneethakrishnan, AIADMK: Amma is well known for upholding sovereignty and integrity. So AIADMK party supports the two resolutions, Reorganisation Bill & the Reservation Bill.

Prasanna Acharya, BJD: In real sense today, Jammu & Kashmir has become a part of India. My party supports this resolution. We are a regional party but for us nation is first.

KC Tyagi, JD(U): Our chief Nitish Kumar is carrying forward the tradition of JP Narayan, Ram Manohar Lohia & George Fernandes. So our party is not supporting the Bill moved in the Rajya Sabha today. We have different thinking. We want that Article 370 should not be revoked.

Jamyang Tsering Namgyal, BJP: I welcome the Bill on behalf of everyone in Ladakh. People there wanted the region to be a Union Territory. People in Ladakh wanted that the region be freed from the dominance & discrimination of Kashmir, that is happening today.

Satish Chandra Mishra, BSP: Our party gives complete support. We want that the Bill be passed. Our party is not expressing any opposition to Article 370 Bill & the other Bill.

Sharad Pawar, NCP: I think Govt of India should have taken them (leaders of the valley) into confidence which unfortunately the govt didn't do. And then they should have taken the decision (to revoke 370).

Arvind Kejriwal, AAP: We support the government on its decisions on J&K. We hope this will bring peace and development in the state.

The lower house of Indian Parliament on Friday passed the Unlawful Activities (Prevention) Amendment Bill that enables the government to designate individuals as terrorists, even as the Opposition said it would infringe on the liberty of a person.

The UAPA (Amendment) Bill 2019 was passed with 147 ayes against 42 noes.

The bill seeks to further amend the UAPA, 1967, empowering the central government to designate individuals as terrorists if the person commits or participates, promotes or involved in acts of terrorism.

Under the existing laws, the government could only designate organisations, and not individuals, as terrorists.

The bill also empowers the Director-General of the National Investigation Agency (NIA) to approve seizure or attachment of property when the case is investigated by the agency.

During a discussion on the bill, the Indian Home Minister Amit Shah asked the Congress party to look at their past while invoking reference of the emergency period.

He assured the house that taking tough measures against terror does not mean taking action against any individual or government.

Rejecting the objections raised by Congress leader and former finance minister P Chidambaram regarding amendments, Shah said, "Chidambaram asked why to name an individual as a terrorist when the organisation they are affiliated to is already banned. It is because we ban one organisation, another one comes up by the same individuals. Till when will we keep banning organisations?"

He also took a dig at former Madhya Pradesh Chief Minister Digvijaya Singh and claimed that he was angry because of losing the elections.

"Digvijaya Singh seems angry, it is natural, he just lost elections,'' he said. ''In three cases of NIA, no one was punished because these cases were pursued with political vendetta and attempts were made to link a particular religion to terror," Shah said.

The home minister also reminded the House about BJP`s stand on UAPA amendment while it was in opposition and said the party always supported a strict stand against terror.

Soon after Shah`s address, UAPA amendments bill was passed.

A training program for MPs of both the houses will be held on August 3-4 at Parliament," Parliamentary Affairs Minister Pralhad Joshi told reporters after a meeting of the BJP parliamentary party. In 2014, when the BJP came to power, such a training programme was organised for the newly-elected MPs in Haryana's Surajkund. Joshi said in the current session of the Parliament both the houses have passed 15 Bills with the government intending to pass 11 more Bills in the rest seven sittings. The session will conclude on August 7. He said the Lok Sabha has passed six Bills in the session which are yet to get the approval of the Rajya Sabha. The Upper House has passed four Bills in the session. "11 Bills are pending. We are requesting the opposition parties to sit till long to pass these Bills," he said. Joshi said the session has so far been very productive and thanked the opposition parties for their cooperation. "In recent history, it has been a big productive session and I thank all the opposition parties for their cooperation," he said.
