Cooler temperatures and lighter wind trapped heavy smog over the Indian capital on Wednesday, pushing pollution to "severe" levels in many places with no immediate relief in sight, government agencies said.

The overall air quality index (AQI) in the city was 494, according to the monitoring agency SAFAR.

The index measures the levels of airborne PM 2.5 - particles that can reach deep into the lungs. Anything above 60 is considered unhealthy.

With the cool season setting in, the city was likely to suffer for weeks, news agency Reuters reported.&nbsp;

"Now that it is getting colder, air is not rising high enough to disperse pollutants. The whole trapping is happening close to the ground," said Anumita Roy Chowdhury, an executive director at Centre for Science and Environment, a Delhi-based research and advocacy organisation.

The Central Pollution Control Board said pollution levels had touched 500 in some parts of the city, meaning danger for healthy people, not just those suffering from existing conditions.

Farmers burning stubble in their fields in areas around the city have been generating clouds of acrid smoke, SAFAR said, and the smog could get even worse.

"No sudden recovery is expected under this condition at least for the next two days and AQI is likely to deteriorate further," it said.

The plea stated that the scheme impedes a persons` fundamental right to move freely in the country; discriminates on grounds of gender as women are exempted from it; and two-wheelers, which cause the maximum pollution, have been exempted from the scheme, while CNG vehicles are not.

The AAP-government had clarified earlier that the exemption of CNG vehicles would have caused congestion on the roads in a reply to a batch of petitions in the Delhi High Court.

The city government also said that two-wheelers were exempted from the scheme as they constitute 66 per cent of the total fleet in the national capital and if they were forced "off the road, it would have serious consequences on not just individual citizens but also on the public transport".&nbsp;

"I have met several experts, the left stubble can be converted into CNG. I have talked to Indraprastha Gas Limited and they are willing to buy it. Why do not Haryana, Punjab government promote it, they shall take steps in this regard. Farmers will get money and youth will be employed," Kejriwal told reporters.

Expressing concern over the increasing pollution in the national capital which has reached to 'severe category', the Chief Minister said,&nbsp;"Stubble can be converted into coal and it can be bought by the National Thermal Power Corporation Limited (NTPC)."

He said that Delhi's image is "not good in the world" when it comes to air quality.

"We all are seeing that Delhi's own pollution is not that bad. Till October 10, the air quality index was in the satisfactory category as there was no stubble burning according to the images shown the National Aeronautics and Space Administration (NASA). Why Delhi people are suffering. We have reduced pollution by 25 per cent. But due to Haryana and Punjab, we are facing such a situation. I am concerned about Delhi's''&nbsp;people health," he said.

He reiterated that pollution is in the `severe` category in Delhi due to stubble burning from 10 October.

"Smoke in Delhi decreased for three-four days due to rains in Punjab and Haryana. The Supreme Court`s order is not being followed by both the state governments," the Chief Minister said.

Kejriwal said that the Odd-Even scheme can be extended in the city, if required. The scheme has been implemented from November 4 to 15.

It is applicable from 8 am to 8 pm, except on Sundays. The Chief Minister further informed that a Mohalla clinic was inaugurated in Greater Kailash this morning.

'I can finally breathe': Delhi residents escape to beaches of Goa away from toxic air

Prime Minister Narendra Modi on Wednesday chaired the 31st interaction through 'PRAGATI'&nbsp;and asked the Agriculture Ministry to distribute equipment to farmers of Punjab, Haryana and Uttar Pradesh on a priority basis to tackle stubble burning.

He said that transport and agriculture ministries should come together to develop an e-model of logistics support for agricultural products. The prime minister also called for deploying young officers in aspirational districts and setting timelines to bring them up to national average.

According to an official release, prime minister gave explicit instructions for speedy completion of Katra-Banihal Railway Line by next year and said that Delhi-Meerut Expressway should be completed by the revised timeline of May 2020.

He said that long-delayed projects should be expedited by the respective state governments and directed that regular reports on the progress of such projects be sent to his office.

The release said that in the previous PRAGATI meetings, a total of 265 projects with a total investment of Rs 12.15 lakh crore, besides 47 schemes and grievances related to 17 sectors had been reviewed.

The PRAGATI meeting -- ICT based multi-modal platform for Pro-Active Governance and Timely Implementation -- witnessed a review of nine projects worth over Rs 61,000 crore related to 16 states and the Union Territory of Jammu and Kashmir.

Grievances of Indian citizens working abroad along with subjects like National Agriculture Market and Aspirational District Programme were also discussed.

In the review of the progress of Aspirational District Programme, the prime minister was informed about dashboard based on 49 performance indicators.

"Even slow-moving indicators like the status of nutrition have shown tremendous progress. It was also noted that some districts of Uttar Pradesh have shown impressive growth," the release said.

Calling it an act of national service, the prime minister laid stress on the importance of focussing on education and healthcare of tribal children. "He emphasized the need to decide on timelines to bring the backward districts up to the national average. He also stressed that young officers must be deployed in Aspirational Districts," the release said.

The prime minister was informed about the progress in the National Agriculture Market platform, which has helped in better price discovery. "E-payments are now being made directly into the account of farmers. Progress in the development of two integrated e-mandis in Jammu and Kashmir was also reviewed," the release said.

"Prime minister directed that based on e-models of demand aggregation, Ministry of Road, Transport and Highways and Ministry of Agriculture and Farmers'&nbsp;Welfare should work together on a new start-up model of logistics support, particularly with regard to the transfer of agricultural products from one state to another," the release said.

It said that all the states must come together and use a common, integrated platform for smooth operation.

"On the issue of stubble burning, Prime Minister directed Agriculture Ministry to give priority to the farmers of the states of Uttar Pradesh, Punjab and Haryana in the distribution of equipment to prevent such occurrences," the release said.

Modi reviewed the progress of infrastructure connectivity projects including Katra-Banihal Railway Line."He gave explicit instructions on speedy completion of the project by next year," the release said.

Several projects in the north-east like the widening and up-gradation of Aizawl-Tuipang highway project was also discussed.

"To provide faster and safer connectivity between Delhi and Meerut, the prime minister said that Delhi-Meerut Expressway should be completed by the revised timeline of May 2020," the release said.

On the renewable energy front, Prime Minister chaired discussions about the creation of an intra-state transmission system in eight renewable energy-rich states - Tamil Nadu, Rajasthan, Andhra Pradesh, Karnataka, Himachal Pradesh, Gujarat, Maharashtra and Madhya Pradesh.

The Principal Secretary to Prime Minister, PK Mishra on Monday reviewed the measures taken by the States of Punjab, Haryana and Delhi to tackle the air pollution.

A series of meetings have taken place for the necessary preparation, including one meeting by the Cabinet Secretary on this subject (air pollution), on October 4.

Earlier today, Delhi Chief Minister Arvind Kejriwal urged the Central government to take immediate steps to provide relief from the pollution and assured full support in all its initiatives.

The National capital and its adjoining areas have been covered in a thick blanket of smog due to rising pollution from past few weeks.

The situation is such that public health emergency has also been issued by EPCA in the wake of the dipping air quality.

Air pollution menace: Principal Secretary to PM holds meeting with officials of Delhi, Punjab, Haryana

The Directorate General of Health Service (DGHS) on Sunday released health advisory to the public for protection from air pollution, which has reached to severe level in Delhi and may result in "morbidity" among the exposed people.

"The air pollution harms and may cause respiratory illness in healthy people on prolonged exposure and even pronounced respiratory or other serious illnesses in the 'vulnerable population'&nbsp;even on short exposure," a statement issued by the DGHS.

The vulnerable population includes elderly, children below 5 years, pregnant women, persons with poor nutritional status.

Advising the public to avoid outdoor physical activities, especially during morning and late evening hours, the DGHS said that persons having occupations of prolonged exposure such as traffic policemen, traffic volunteer, rickshaw pullers, auto-rickshaw drivers, roadside vendors should take extra precautions.

"The Enforcement Teams had, till November 1, 2019, visited 11286 fire incidents sites, and Environment Compensation amounting to Rs 41.62 lakh had been imposed in 1585 cases, Red Entry made in Khasra Girdawaris in 1136 cases, and prosecution/ FIR filed in 202 cases against the defaulting farmers," the statement said.

While admitting that Punjab was also contributing to the Delhi smog, due to the westerly upper winds, including those coming from Pakistan, Captain Amarinder said to put the blame entirely on his state was "absolutely incorrect."

Statistics showed that the parameters on the factors relating to pollution were higher in Delhi, he added. Instead of addressing the problem, Delhi Chief Minister Arvind Kejriwal was playing political games, he said, asking what the AAP leader was doing on the ground to resolve the issue.

The situation has aggravated in recent years as the production of paddy has increased, with the last two years reporting record production in Punjab, even though the state's people were traditionally not rice-eaters, according to the Chief Minister.

Delhi air pollution: 37 flights diverted due to low visibility at airport

The national capital is witnessing public health emergency with hundreds of patients having respiratory problems being shifted to intensive care units (ICUs) by their pulmonologists because of the worsening air quality in the city, including the general wards of the hospital.

On Sunday, Delhi witnessed thick smog with Air Quality Index (AQI) touching the peak levels and reaching the hazardous category.

ANI took the ground report from different hospitals across the city and spoke to doctors which revealed that ICUs at most places were running overbooked and patients were being put on ventilation.

Previously, patients with existing respiratory illnesses were managed with medicines and nebulisers, however, the deteriorating air quality has worsened the situation and most patients need ICU admissions.

Weather forecasts say the situation is not likely to improve in the next few days.

Dr Arvind Kumar, Chairman of Chest Surgery Department at Sir Ganga Ram Hospital told ANI: "On Saturday, we received a patient in casualty with severe respiratory distress. We gave him nebuliser and then also his condition did not improve. We also shifted him to the respiratory division ward but there was still no relief. Lately, we shifted him to the ICU and put him on the ventilator. So, this is the situation of air quality in Delhi and we all are gasping to breathe."

Meanwhile, the All India Institute of Medical Sciences (AIIMS) has revealed that post-festival celebrations, patients with respiratory complications have increased by five folds in the OPD.

These include- children, pregnant women, elderly and patients with pre-existing diseases. Dr Randeep Guleria, Director of AIIMS said that present air quality is equivalent to inhaling the smoke of at least 50 cigarettes a day and is very dangerous for children.

Dr Vikas Maurya who is head of the pulmonary department at Fortis Hospital said, "Patients in ICU have shot up by at least three folds. We have admitted a lot of patients in ICU who could not be managed in the general ward. People with pre-existing respiratory diseases are at major risk. Children, the elderly, pregnant mother are more vulnerable. If this crisis of air pollution continues, ICU beds will fall short in some days. We need solid management by the government to tackle air pollution. This is a deadly situation."

At BLK hospital, OPD has increased by 300 per cent and patients in wards have doubled post the Diwali celebration period, said Dr Vikas Maurya, head of Respiratory medicine department.

"Even normal individuals have become patients now. I don`t know what to say to patients suffering from respiratory distress. Some of them are shifted to ICU and are using BiPAP machines (sometimes prescribed for patients with high-pressure settings and low oxygen levels). We are advising patients to go out of Delhi those who can afford. But this is not the solution. As a doctor, I feel very helpless to see my patients who were doing better and now gasping for breath", he said.

At Gurugram, the situation is not any better and more and more patients are coming to the hospital with air pollution-related issues.

"The worsening pollution is surely taking a toll on the patients and the public at large. New patients (previously healthy) are reporting with cough, breathlessness, nausea decreased appetite and depression symptoms. The increase of these patients has been 30 per cent from the baseline", said Dr Himanshu Garg, Head of Department of Respiratory Medicine at W Pratiksha Hospital, Gurgaon.

He also stated that the patients of pre-existing Respiratory disorders are having a tough time surviving this weather.

"Many of them have been admitted mostly in the ICUs and could not be saved. About 50 per cent of patients are experiencing a flare-up of symptoms with 20 per cent have severe problems", Garg said.

Delhi pollution: Patients gasp for oxygen amid respiratory emergency, ICUs running full across city

Air pollution in New Delhi and surrounding towns reached the worst levels so far this year on Sunday, with authorities in the world's most polluted capital city having already declared a public health emergency and ordered the closure of schools.

The air quality index, measuring levels of PM 2.5, tiny particulate matter in the air, deteriorated to above 900, way over the 500-level that qualifies as "severe-plus".

Aside from the harm it was doing to the lungs of some 40 million people living in the capital region, the smog was so bad more than 30 flights were diverted from Delhi airport due to poor visibility.

Roads looked deserted as large numbers of people stayed home, rather than expose themselves to the noxious atmosphere outside.

"Pollution has reached unbearable levels across north India," Arvind Kejriwal, Delhi's chief minister said in a message on twitter.

The government environment monitoring agency SAFAR warned that no relief was expected for the next one to two days, as humidity resulting from unexpected light rains overnight had exacerbated pollution, already driven by higher the seasonal crop stubble burning by farmers in the surrounding states.

"Wind speed is picking up and it could take 24 to 48 hours before the pollution level reduces to a level of around 500," Mahesh Palawat, vice president of Skymet, a private weather forecasting agency, said.

Anything above 400 on the AQI poses a risk for people with respiratory illness and can also affect even those with healthy lungs.

Doctors were reporting a spike in patients with respiratory related issues, according to Sachin Taparia, head of Local Circles, a Delhi-based private consultancy that conducts surveys on government policies and programmes.

"Delhi has turned into a gas chamber as the pollution levels hit the ‘severe+’ category," Taparia said.

A survey of 17,000 people in the Delhi region by his consultancy found that 40 per cent want to get out of the Delhi region because of the failure to control pollution.

Authorities in Delhi on Friday declared a public health emergency and closed schools and all construction activity.

From Monday, the city government will also restrict the use of private vehicles on the capital's roads under an "odd-even" scheme based on license plates.

"The temporary restrictions on private vehicles will have a negligible impact as we face the most hazardous situation," said Skymet's Palawat.

Kejriwal, and the chief ministers from the neighbouring states of Punjab and Haryana, urged the federal government to do more to combat the pollution.

Delhi Deputy Chief Minister Manish Sisodia on Saturday lashed out at the Centre for blaming the Kejriwal government for the rising level of pollution in the national capital and said that 63,000 machines provided by the Centre to curb stubble burning cannot help 26 lakh farmers.

"The Centre has provided 63,000 machines (to curb stubble burning) in two years. How will it help 26 lakhs farmers? It will of course not! With this speed, is it a programme for 50-60 years? If it is so what should people of Delhi-NCR do for the next 50 to 60 yrs?," asked Sisodia in a press conference.

The statement came in the wake of high pollution levels and hazardous air quality in the national capital following the festival of Diwali.

On Wednesday, Delhi Chief Minister Arvind Kejriwal had said that Haryana, Punjab and Uttar Pradesh state governments should provide alternate machinery and equipment to farmers to stop them from burning stubble.

He had said the farmers were ready to use alternate machinery to prevent rising levels of pollution, but there was a lack of effort by the governments.

Hitting out at the Union Environment Minister Prakash Javadekar, Sisodia said: "Javadekar has postponed three meetings of Environment ministers of North Indian states that were scheduled and then were never held.

Either he does not have time or the problem of pollution is not his priority.

He had said the farmers were ready to use alternate machinery to prevent rising levels of pollution, but there was a lack of effort by the governments. Hitting out at the Union Environment Minister Prakash Javadekar, Sisodia said: "Javadekar has postponed three meetings of Environment ministers of North Indian states that were scheduled and then were never held. Either he does not have time or the problem of pollution is not his priority. In view of the rising air pollution owing to stubble burning, Haryana Deputy Chief Minister Dushyant Chautala on Saturday said that the Education Department has been asked to ensure that open activities are restricted in the schools across the state.

"The next two days are Saturday and Sunday. So there is no point in closing the schools. The state`s Education Department has been asked to restrict open activities in government and private schools to ensure that air pollution does not affect the health of children," he said during a press conference.

Chautala also said that the practice of stubble burning has decreased in Haryana.

"Delhi government is saying that stubble burning in Haryana and Punjab is responsible for the rise in air pollution in the national capital. If that is the case, then Haryana is at a greater risk," the Deputy Chief Minister said.

He said that air pollution is an environmental issue, which cannot be simply stopped by sealing borders.

"There are not many options for farmers than to burn the stubble. We will make one waste energy plant functional within six months and provide some subsidy in the sector so other power players can also come and set up plants," said Chautala.

Pollution is also on the rise in several cities of Haryana and several locals complained of the increasing smog on the roads.

"There is so much pollution and smog. It is even affecting the visibility on roads, which can lead to accidents. Farmers are not acting responsibly. Policies are in place. This is wrong," said Prakash Kumar, a local of Sirsa.

Deputy Chief Minister Chautala said that the Central government should lead the efforts in consultation with Haryana, UP, Delhi, Rajasthan, and Punjab.

"Stubble burning has decreased in Haryana. Data show that this year, there has been a fall in stubble burning by 34 per cent. Continuous efforts are being made to further decrease it," he said.

Citing data from the National Aeronautics and Space Administration (NASA), Chautala rapped Delhi Chief Minister Arvind Kejriwal, saying that Punjab is mostly responsible for the air pollution due to stubble burning.

"According to NASA data, there is not much stubble burning on the border regions of Haryana. It is mostly from Punjab. And if the air pollution is making its way to Delhi, it cannot simply be stopped by sealing borders," he said.

Chautala also said that the fire incidents in the dump yards in the national capital also contribute to air pollution in the city.

"Delhi government should also monitor that," he said.The air quality in the national capital has slumped to the `hazardous category` with the pollution level hovering near 400 owing to stubble burning in the neighbouring states.&nbsp;

The cause of the pollution spike is believed to be the bursting of crackers on Diwali and stubble burning in neighbouring Punjab and Haryana.&nbsp;

On Friday, according to System of Air Quality and Weather Forecasting And Research (SAFAR), the overall AQI dipped to 425 which falls into "severe" category.

The calm surface wind condition that prevails last two days over Delhi has led to strong surface nocturnal inversion and accumulation of pollutants.

Also, the effective stubble fire counts of Haryana and Punjab&nbsp;has increased from the previous day count of 1057 to 2396, as evident from SAFAR-multi-satellite fire product.

The stubble fire percentage contribution of Delhi's air quality which has touched the season's highest share of 35 per cent on October 30 is predicted to be 27 per cent for today and 25 per cent on November 1.

An improvement to the lower end of the 'Very poor'&nbsp;category is expected by November 2.&nbsp;

"The present air quality condition in Delhi is a cause of concern for all. To ensure that students studying in schools of Delhi are not adversely affected due to the current air quality, all the heads of government, government-aided and unaided recognised schools under Directorate of Education are hereby directed to sensitise the parents of the students about the worrisome air quality situation prevailing in and across Delhi and further appeal them to restrain their children from undertaking outdoor activities till severe pollution condition persists," read a circular from the Directorate of Education - School Branch.

"Outdoor activities and exposure in the polluted atmosphere could have 'long term detrimental effects on the health of children'. Therefore, parents may be requested to adopt a preventive approach to safeguard their child's health including using the masks," it added.

The Directorate of Education has also advised all the heads of government, government-aided and unaided recognised schools under Directorate of Education to ensure that no outdoor activities are organised in schools till severe pollution condition persists.

Delhi and its adjoining areas such as Noida, Gurugram, Ghaziabad and Faridabad are again back to its annual encounter with the extreme air pollution post-Diwali.

At around 10 in the morning, the Air Quality Index (AQI) was docking at 423, which falls in the hazardous category, said System of Air Quality and Weather Forecasting and Research (SAFAR).

The pollution level in the national capital is expected to rise in coming days.

On Wednesday evening, pollution went from severe to critical as air quality index showed 606 micrograms per cubic meter.According to Dr Arvind, a senior chest surgeon who has been dealing with pollution affected patients, Delhi's air is unfortunately not fit for breathing.

Living in this air is harmful in every respect and for any age group. Pregnant women, children and asthma patients are more vulnerable.

"In such a situation, apart from a normal situation that is itching in nose and eyes and soar throat problems, asthmatic patients suffer a lot. This year polluted air can lead to brain stroke and heart attack. Furthermore, pregnant women are more prone to be affected. The child in the womb gets ill. Also, this leads to a chronological effect on children's brain. Their brain development is capped that is it doesn't grow as it should," Arvind said.

Talking about the remedies and precautions, he said, "There is no way one can escape or save itself from this polluted air. When the air quality index goes beyond 600 only precautions or remedy is to stop breathing."

Tourist coming to Delhi are forced to buy masks in order to prevent themselves. One such tourist said that it's been one week when he came to Delhi. He didn't expect that air quality will be that worse.

"After coming to Delhi and breathing here I started feeling uneasiness and then my group went to buy a mask, now we explore daily in a mask," the tourist said.

A Bangladeshi tourist, Bablu said, "This is a beautiful country. We can see ample of trees here. Despite that, the pollution is very high. This should not be the case."&nbsp;

We started observing an increase in pollution a week or two before Diwali with the increase in the number of trucks coming into the city. So, we were already at a 100-110AQI in various parts of Bengaluru. Then during Diwali, we had projected an AQI of 300-350 in certain parts of the city and we saw it rise to almost 400AQI. Particulate matter itself was ranging at 250-350 in some areas. When you burn crackers it is not just particulate matter, but you are also generating nitrogen dioxide which directly correlates with sulphur dioxide, all of this has contributed in the substantial increase in numbers'', says Madhusudan, Co-founder, Ambee. &nbsp;

Despite the spike, Bengaluru was also one of the Indian cities that fared better than others.
