Effort to douse fire at AIIMS continue, no casualty reported

Bihar Chief Minister Nitish Kumar and Jammu and Kashmir Governor Satya Pal Malik visited the All India Institute of Medical Sciences (AIIMS) on Saturday to inquire about former Union Finance Minister Arun Jaitley's health condition.

The 66-year-old was admitted to the hospital on August 9 after he complained of weakness and palpitation.

She had also served as the Minister of Information and Broadcasting under former Prime Minister late Atal Bihari Vajpayee.

She was also the Minister of Health, Family Welfare and Parliamentary Affairs from January 2003 until May 2004. Swaraj was also the Leader of Opposition in the for the 15th Lok Sabha.

The All India Institute of Medical Sciences (AIIMS) has formed a committee of five senior doctors to monitor the health condition of <a href="https://www.wionews.com/india-news/unnao-cases-sc-seeks-presence-of-responsible-cbi-officer-by-12-noon-239861">the Unnao rape survivor</a>, who was airlifted from Lucknow to the AIIMS Trauma Centre here on Monday night.

The team, constituted last night has onboard doctors from across the disciplines, who closely observing the health condition and treating the survivor whose condition remains critical and is on a life support system.

A press statement released by AIIMS Trauma Centre stated: 'The patient was shifted to AIIMS Trauma Centre from KGMU, Lucknow on 5 August 2019.

She is sick, on a life support system, needing medication to support her blood pressure.'

The patient remains critical and is undergoing treatment under a multi-disciplinary team of doctors.

On Monday, the Supreme Court ordered the transfer of the survivor to AIIMS for optimum healthcare services.

The five-member team includes Dr Anjan Trikha, Professor of Anesthesia, Dr Vivek Trikha, Professor of Orthopaedics, Dr Sushma Sagar, Professor of Trauma Surgery, Dr Richa, Assistant Professor of Critical Care division and Dr Karan Madan, Assistant Professor of respiratory medicine department.

Earlier in the day, Delhi Commission For Women (DCW) Chief Swati Maliwal met the victim's mother and extended all possible support to her.

'I have met the victim's mother and she is urging to get justice for her daughter. DCW will give all possible support to the family member. The patient is in the ICU and her condition is extremely critical,' Maliwal told ANI.

The DCW chief also slammed the Uttar Pradesh government for its dealing of the sensitive case.

On July 28, a truck rammed into the vehicle in which the Unnao rape survivor, her counsel and two aunts were travelling to Raebareli.&nbsp;

While she and her lawyer sustained grievous injuries, her aunts were killed on the spot.

Following the accident, the Uttar Pradesh Police filed a murder case against rape accused and lawmaker Kuldeep Singh Sengar and nine others in connection with the accident.&nbsp;

The case now stands transferred to the CBI.

Sengar, a lawmaker from Bangermau in Unnao district, was expelled from the BJP, on August 1, in the backdrop of the accident.

He had allegedly raped the girl at his residence in Unnao on June 4, 2017, where she had gone to seek a job.

&nbsp;He is currently lodged in the Sitapur district jail.

After the minister clarified their doubts and misunderstanding pertaining to the Bill, the executive committee of RDA-AIIMS decided to resume all services with immediate effect.

"Today morning, I met RDA representatives of Safdarjung and AIIMS. I have clarified their doubts and misunderstanding related to the NMC Bill. I have explained to doctors that NMC bill is one of the biggest reforms in the medical education sector which would be a blessing for 130 crore population of the country," tweeted Dr Vardhan.

"I have appealed doctors to call off the strike so that patients should not face any difficulty in availing healthcare facilities," he further said.

The doctors'&nbsp;body said, "We were also assured by the minister that representatives of RDA and students unions AIIMS (New Delhi) will be consulted before framing of regulations of the NMC Bill vide section 57."

"In this regard, a GBM of RDA-AIIMS was convened and the executive committee of RDA AIIMS conveyed the decision of withdrawing the strike and resuming of all services by the resident doctors with immediate effect."

"If the bill cannot be amended in the present situation, it was also requested that as per Section 4 (3) (g) Director AIIMS, New Delhi, should be made Ex-Officio member of the NMC at least in its first term," it said.

AIIMS continue ongoing indefinite strike against National Medical Commission Bill

The Federation of Resident Doctors` Association (FORDA) will continue their 24-hour nation-wide strike on Friday in protest against the passage of the National Medical Commission Bill.&nbsp;

The All India Institute of Medical Sciences Patna and Delhi and United Resident Doctors` Association (URDA) have also given a call for strike against the Bill.&nbsp;

Healthcare services are likely to be crippled for the second consecutive day in the national capital as thousands of doctors shut down medical services.&nbsp;

Dr Rajeev Rajan, General Secretary at AIIMS-RDA, said the strike will continue on Friday. "Medical services will be shut down following the protest against NMC Bill," he said.

On Thursday, a massive protest was held by doctors of AIIMS, Safdarjung, Ram Manohar Lohia Hospital, Lady Hardinge Medical College, Lok Nayak Hospital, etc.

According to a press statement issued by Resident Doctors of Safdarjung hospital, the NMC Bill will deteriorate the medical education sector.

Dr Sumedh Sandanshiv, president FORDA, said: "We are unhappy and concerned about privatisation of medical education. The NMC Bill will give undue favours to the private medical colleges/unaided universities by decreasing the percentage of seats under the controlled fee structure from 85 per cent to 50 per cent."&nbsp;

"FORDA will continue the strike on Friday. We will agitate till our demands are met," he said.

A junior resident doctor at the emergency ward of the AIIMS Trauma Centre was allegedly verbally abused and manhandled by the attendants of a patient late on Sunday night, following which his colleagues at the premier institute have gone on a strike withdrawing all nonessential services till Tuesday morning.

The AIIMS Resident Doctor's Association (RDA) said services at outpatient departments (OPDs) and routine operation theatre, and ward visits have been withdrawn from Monday noon till 6am on Tuesday, but emergency services such as ICU, casualty and labour room services are available.

This comes against the backdrop of the medical fraternity holding protests all over the country in solidarity with the junior doctors in West Bengal who are on a strike since Tuesday after two of their colleagues were attacked and seriously injured allegedly by relatives of a patient who died at NRS Medical College and Hospital in Kolkata.

The incident took place around 11.30pm Sunday in the emergency ward of the AIIMS Jai Prakash Narayan Apex Trauma Centre when a patient with a foot injury reached there for treatment, president of AIIMS Resident Doctor's Association (RDA) Dr Amarinder Singh Malhi said.

"The patient arrived with his attendants. The doctor on duty was attending to a high-risk patient at that time when the attendants asked him to attend their patient on priority basis.

"The doctor asked them to wait for a while saying he attending a high-risk patient who required immediate medical care. He told them that he will definitely attend the patient. But the attendants started verbally abusing the doctor and even manhandled him," Dr Singh claimed.

"The medico at the Jai Prakash Narayan Apex Trauma Centre was allegedly assaulted for giving preferential care to a critical patient," the RDA said in a statement and demanded enactment of a comprehensive central law for checking violence on doctors and healthcare staff at hospitals.

Police said a case has been registered after the AIIMS doctors filed a complained.

According to a senior police official, two persons have been detained for allegedly misbehaving and abusing the doctor while the third accused is absconding.

However, after the incident, resident doctors of the AIIMS in Delhi, which earlier had decided not to join a nationwide strike keeping in view patient care announced the withdrawal of all non-essential services from Monday noon till Tuesday 6 am.

Doctors of the AIIMS also held a protest march in the campus between 8am and 9am.&nbsp;

"I took out the CCTV footage which clearly shows what I had done. As a senior practitioner working for 16 years in Warangal, if I am facing this kind of harassment how would others tackle situations like these? I have been made scapegoat and defamed in this incident as lots of videos and posts went viral on social media," he said.

The woman identified as Sandhya also lodged a complaint against the doctor for misbehaving with her. The police are verifying the claims of both parties.

Matwada police station Circle Inspector Jeevan Reddy said, "We have recovered the CCTV footage from the hospital and it looks like a false complaint was given against the doctor. We are collecting technical evidence in the case. If the complaint is proved to be false, the case will be against the doctor will be dissolved."

Jammu and Kashmir Police inspector Arshad Ahmed Khan, who suffered injuries in Wednesday's terrorist attack in Anantnag, died at the premier AIIMS here on Sunday, officials said.

With his death, the toll in the terrorist attack rose to six, including five CRPF personnel.

Jammu and Kashmir Governor Satya Pal Malik expressed condolences and said Khan's demise was " a big loss" to the police department. "We are all grateful to such bravehearts who are sacrificing their lives for the security of the nation," he added.

Khan, 37, was flown to Delhi this afternoon in an air ambulance for specialised treatment.

Soon after he was admitted to the hospital, his condition started deteriorating further. The doctors at the All India Institute of Medical Sciences (AIIMS) made every effort to revive him but failed, the officials said.

Earlier, he was being treated at the 92 Base Hospital of the Army in Srinagar.

Director General of Police Dilbagh Singh said the Jammu and Kashmir Police has lost one of its brilliant officers.&nbsp;

"We made every effort to see that the officer survives, but unfortunately we lost him. It is a sad day for J-K Police family which lost yet another son to the wanton violence being perpetrated from across the border," Singh said.

Inspector General of Police (Kashmir range) Swayam Prakash Pani expressed his condolences and said "he was a true braveheart and a people-friendly Station House Officer. His expertise in counter-insurgency operations was unmatchable".

"I was hopeful that he will win the battle for his life but unfortunately we lost him today," Pani said.

Khan is survived by a wife and two sons, aged four and one.

Khan, the SHO of Saddar Police station in Anantnag, reached the site soon after.

The moment he stepped out of his official bulletproof vehicle, along with his service rifle, a barrage of bullets were fired by the terrorist. One ricocheted from the butt of his service rifle and hit his liver and duodenum, the officials said.

Even in this condition, the officer kept firing bullets at the terrorist before he collapsed, they said.

He received praise from senior officials for his prompt and courageous response after the terrorist attack.

Known for his professional brilliance, Khan's popularity could be gauged from the fact that around 70 locals from his area of posting gathered there to inquire about his health.&nbsp;

People at Chadoora in Central Kashmir, where he was earlier posted as Station House Officer, offered prayers and sacrificed goats for his well-being.

In the wake of the fatalities, Bihar Chief Minister Nitish Kumar announced an ex gratia of Rs 4 lakh each to families of the children who died due to AES in Muzaffarpur. He also gave directions to the health department, district administration and doctors to take necessary measures to fight the disease.

Resident doctors of AIIMS and Safdarjung Hospital, who boycotted work on Friday in protest against attacks on their colleagues in Kolkata, have now given a 48-hour ultimatum to West Bengal Chief Minister Mamata Banerjee to meet the demands of the state's agitating doctors, failing which they said they would go on indefinite strike.

Members of the AIIMS Resident Doctors Association (RDA), who resumed work on Saturday, said that if the demands of the West Bengal doctors are not met within 48 hours, they would be forced to resort to an indefinite strike.

"We condemn the hostile and unapologetic attitude of the government of West Bengal. Our protest at AIIMS, New Delhi continues until justice is meted out.

"According to the decision taken in a general body meeting held on June 14, RDA issues an ultimatum of 48 hours to the West Bengal government to meet the demands of the striking doctors there, failing which we would be forced to resort to an indefinite strike at AIIMS, New Delhi. We hope that our colleagues across the nation will join us in this hour of need," the AIIMS RDA said in a statement.

They expressed their gratitude to Union Health Minister Harsh Vardhan for his prompt and proactive steps to resolve the impasse.

"We sincerely hope that he will address this matter of utmost importance with the urgency that it merits," they said.

Safdarjung Hospital RDA president Parakash Thakur also echoed a similar stand on the matter.

The doctors, however, will continue to wear helmets and bandages at work as a sign of protest.

The 48-hour ultimatum by AIIMS doctors comes days after Mamata Banerjee gave a four-hour ultimatum to the striking doctors in her state to withdraw their strike or vacate hostels.

To express solidarity with the doctors who are agitating against an attack on their colleagues in West Bengal, the Indian Medical Association (IMA) has called for a strike on June 17.

The IMA has also decided to continue their protest on Saturday and Sunday condemning the continued suffering of the resident doctors and repeated occurrence of harassments, it said.

These protests will include wearing black badges, dharnas, peace marches. IMA has also requested the support from all associations of the fraternity to join the agitation.

Analysing the means of funding for India's healthcare and educational bodies as against the global ways, Jaitley said such institutions in the country receive donations from religious groups and CSR programmes.

"Most hospitals internationally have some of the largest endowments.&nbsp;Most educational institutes have some of the largest endowments. Those endowments come to the educational institutions from their alumni, who have benefitted from the quality of those institutions.''

"Once they are successful in life, they keep supporting the institutions with those endowments. Some IITs have started that experiment now in India. But still it's not very largely prevalent," Jaitley said at an event in AIIMS here.

He said the endowments received by some major hospitals in the US and Europe run into billions of dollars, which are provided by people and patients who have benefitted from them.

"So I was analysing that why that condition doesn't exist in our country. And one of the reasons I found out was that those societies have a very large inheritance tax. Therefore a lot of people in their old age prefer to go for charitable donations in order to get around that inheritance tax. Since we don't have that inheritance tax in India, our charities are not in terms of such endowments," he said.

The finance minister said charities in India depend on social endowments.

"Educational institutions, hospitals are set up by religious groups, caste groups by communities and so on. The social sector in India gets funded more on a community basis, except for this new beginning that we started in the last four years when we started the corporate social responsibility," he noted.

Under the Companies Act, 2013, certain class of profitable entities are required to shell out at least 2 per cent of their three-year annual average net profit towards Corporate Social Responsibility (CSR) activities.

Inheritance tax is levied on the wealth inherited by the legal heirs of a deceased person. Also known as estate tax, it is levied by governments of most western countries, including the US and the UK.

Inheritance tax has spurred large endowments to hospitals, universities in West: Jaitley

Goa Chief Minister Manohar Parrikar was Sunday discharged from the AIIMS, where he has been undergoing treatment for pancreatic ailment, and is likely to return to his home state, sources said.

According to sources in the AIIMS, he was Sunday morning shifted to ICU for a while after his condition deteriorated. But sometime back, the administration decided to discharge him, the sources said.

Parrikar (62) was admitted to Delhi's premier All India Institute of Medical Sciences (AIIMS) on September 15.

"The chief minister is likely to be brought to Goa in a special flight on Sunday from Delhi. The doctors who are treating him at the hospital would certify on Sunday morning whether he is fit to travel back home," the official of the Chief Minister's Office (CMO) had said Saturday.

If he returns to Goa, Parrikar will stay at his private residence in Panaji, he added.

On Friday, Parrikar met Goa BJP's core committee members and ministers from coalition partners at AIIMS to discuss ways to ensure his government functions normally during his absence from office due to ill health.

However, leaders of the ruling BJP and its allies, who met Parrikar separately, had ruled out any change in leadership in the coastal state.

Parrikar has been ailing since mid-February and has been treated at different hospitals including those in Goa, Mumbai and the US.
