The ceremony was attended by many of the country's political elite, including Afghanistan's chief executive Abdullah Abdullah.

The incident comes less than a week after the US and Taliban signed a deal that would pave the way for the complete withdrawal of foreign troops in 14 months.

Preliminary results from Afghanistan's presidential election have been delayed for a second time, election officials announced Wednesday, a postponement likely to fuel more political uncertainty and fraud allegations.

The September 28 poll has already been marred by a record-low turnout and bicking between the incumbent, President Ashraf Ghani, and his chief rival, Abdullah Abdullah.&nbsp;

The preliminary results were originally due for October 19 -- but the announcement was delayed until November 14, with officials from the Independent Election Commissions (IEC) citing various technical problems.

Now that date has been pushed back also.

"Unfortunately due to technical problems and other issues, we will not be able to announce the election results tomorrow," IEC spokesman Abdul Aziz Ibrahimi told AFP on Wednesday, without providing details or a new date.

IEC officials are expected to hold a press conference on the matter on Thursday.

The fresh delay comes shortly after the IEC issued a statement saying it had to stop a planned recount and audit of the votes after some candidates said they would boycott and protest the process, claiming fraud.&nbsp;

The IEC had begun a recount of votes from more than 8,000 polling stations –- almost a third of the total –- on Saturday, but the process was challenged mainly by Abdullah's supporters.

Abdullah -- who currently works as chief executive in a unity government with Ghani -- has previously raised questions about the validity of some 300,000 additional votes which he says did not come through biometric devices used in the polling and thus should be invalidated.

Despite pulling off a safer presidential election than expected, Afghanistan looks headed for a prolonged period of political uncertainty, with the two front-runners claiming victory before ballots are tallied and signalling they would not accept defeat.

The situation echoes 2014, when candidates Ashraf Ghani and Abdullah Abdullah alleged massive fraud by each other, forcing the United States to broker an awkward power-sharing arrangement that made Ghani president. Both men, front-runners again, say they would not accept a similar arrangement this time.

At the same time, Taliban insurgents rule more of the country than at any time since they were ousted from power nearly two decades ago, and have refused to accept the legitimacy of what they call a puppet US-backed government.

The unity government between the two candidates holds power until the winner is selected and takes office.

Results are expected on October&nbsp;19. If neither man wins over half the votes, a runoff would take place.

"There is a serious risk of an extended political crisis and divisive battle over the outcome, while the Taliban remain effectively unified," said Colin Cookman, a program officer with the US Institute of Peace, who has analysed Afghan politics since 2008.

Petr Stepanek, ambassador of the Czech Republic to Afghanistan, said the second round of voting possibly would not be held until spring, prolonging the uncertainty.

"The election commission can say, 'the weather is bad' and postpone it for a couple of months," Stepanek said. "Then we will have a weak government. A lame duck."

About 4,500 complaints have been filed since the September 28 election, providing possible ammunition for the loser to reject the results. The Independent Election Commission said on Sunday that some biometric verification machines were lost.

Turnout was an estimated 2.6 million votes, about one-quarter of eligible voters, following threats by the Taliban against voting stations.

Negotiations about withdrawing US troops in exchange for Taliban security guarantees broke down in September, although the two sides held exploratory talks in Islamabad last week.

The next step would be negotiations between the Taliban and Afghan government about a ceasefire and the Taliban's future role. The militant group has so far rejected any talks with the government.

Little to complain about

The Ghani camp has dismissed fears of a prolonged political stalemate.

This election included more checks and balances than ever to prevent fraud, leaving Abdullah little to complain about if he loses, said Daoud Sultanzoy, a senior Ghani campaign leader.

He said he believes Ghani dominated Afghanistan's cities and eroded Abdullah's support in northern areas, giving him a comfortable first-ballot win.

"The process is the most transparent we've ever used," Sultanzoy said. "Somebody has to put (Abdullah) in his place. Enough is enough."

Asked if Ghani would accept an Abdullah victory, Sultanzoy said that possibility was "far-fetched."

Abdullah is equally certain that his coalition of ethnic Hazaras, Tajiks, Uzbeks and some Pashtuns has made him a winner, said his spokesman, Mujib Rahman Rahimi.

However, the Abdullah camp is concerned about numerous irregularities, such as improbably high turnouts in insecure areas. Abdullah would accept defeat if the election is clean and only biometrically verified votes are counted, Rahimi said, adding that he has confidence in the commission.

But Abdullah will not accept a tainted vote, he said.

"He commands the real power in Afghanistan," Rahimi said. "If he comes out 'no' (to the result) the country will collapse. We should not go that direction, that is our hope."

Diplomats, speaking anonymously because of the sensitivity of the situation, said the more confusion that overhangs the Afghan government, the easier it will be for the Taliban to fill the vacuum. Recent foreign visits by the Taliban may help legitimize the group, they say.

In Islamabad last week, Taliban members hugged Pakistan's foreign minister and exchanged gifts before the cameras. The Taliban - which calls itself the Islamic Emirate of Afghanistan - then raised issues that are the usual domain of government, such as the plight of Afghan refugees in Pakistan.

The visits are "normal political activities" planned long ago, and are no attempt to fill a leadership vacuum, said Taliban spokesman Zabihullah Mujahid.

He added that the political uncertainty in Kabul is of no concern since the Taliban considers the election illegitimate.

The notion of an interim government to tide things over between the end of Ghani's term in May and an election has sparked controversy in Afghanistan, and there is as yet no clarity as to what will happen.

An "interim government for the sake just of interim government, I am not for it, (it) will not solve anything," Abdullah said.

"An interim arrangement as a result of the package for peace that is agreed upon between both sides -- why not?"

Khalilzad left Afghanistan on Sunday following what the US embassy called "productive" talks.

Afghanistan's Chief Executive Officer (CEO) Abdullah Abdullah has ruled out prospects of a caretaker government in Afghanistan, underlining that such a decision is not in the interests of the country.

Slamming the Taliban for not attending the peace talks despite repeated requests, Abdullah underlined that the group can only participate in the negotiations under the umbrella of the Afghan government.

Abdullah Abdullah, who serves as "chief executive" of the unity government in Kabul, struck a far more sceptical tone about the prospects of a deal than his political rival, President Ashraf Ghani, and his Western counterparts.

Ghani said earlier this month it was "not a question of if, but when" an agreement would be reached with the Taliban, while the US envoy to the country even raised the possibility of a breakthrough before presidential elections in April.

"Recently there are renewed efforts in terms of the international community and especially the US," Abdullah told AFP during a wide-ranging interview in Paris that also covered his own political ambitions.

"We are not judging it too prematurely, but I would say that our experience as of now has been that they (the Taliban) have not shown any intention to get seriously engaged in the peace negotiations," he added.

The comment on Wednesday came after the latest atrocity targeting civilians in Kabul when a bomber killed 55 people at a banquet hall at a ceremony to mark the birthday of the Prophet Mohammed.

He downplayed any suggestion of a pre-election breakthrough with the Taliban.

Abdullah has kept up suspense about his own political ambitions after twice running for president in 2009 and 2014 in campaigns that ended bitterly amid accusations of fraud.

"I will actively be involved one way or another, but I have not made that final decision," Abdullah said when asked if he would run in 2019.

Afghanistan's National Unity Government's CEO Abdullah Abdullah said on Monday that Taliban's thoughts and ideas have been rejected, as people came out to vote for Saturday's parliamentary elections despite threats by the group.

The CEO stated, "The Taliban wanted to build a bloodstream, but the Taliban were defeated and the Taliban's thoughts and ideas were rejected," according to TOLOnews.

"Our old men and females, youths and their enthusiasm, standing in line to vote, all that shows that people do not want Taliban ideology, but the Afghan people want a system based on the people's vote, and in fact, we have witnessed a historical moment," further claimed Abdullah, who also stated that the Afghans have proved that they reject the sound of violence, terror and the return to the dark days of the past.

Meanwhile, he also outlined that there were lapses during Saturday's polls. Referring to the Independent Election Commission (IEC), he said, "The people's demand from these commissions is that their complaints should be addressed and the shortcomings that have taken place should be resolved and people have the right for their complaints to be addressed."

He further dismissed rumours that held NATO-led Resolute Support responsible for the attacks in Kandahar's governor's house which left the province's police chief General Abdul Raziq dead.

Abdullah said, "The rumors that the action (attack on Raziq) was done by Resolute Support is just helping the enemy."

Meanwhile, Afghanistan's President Ashraf Ghani termed the elections as a "historic success" for democracy, while thanking the people for their active participation, despite threats by the Taliban.

"The great people of Afghanistan, thank you! By casting your votes, you sent a message to the world that you do not want violence, you demonstrated your determination through democracy. You proved to the Taliban that this nation will not surrender to anyone," Ghani stated in a speech on Sunday.

He further thanked the women of the country for participating both as candidates and voters. "I thank these women and their families. Their participation is a historic success for Afghanistan's democracy and it is a great beginning for our new generation. I hope that you participate in the presidential elections in such a large scale," he said.

Ghani also extended his gratitude to all the candidates who participated and helped mobilise the people.

"I thank you (candidates), you participated in a credible and healthy competition and mobilized the people. You have a deep root among the people. Because of you, there was enthusiasm and movement among the people. From among 2,500 candidates, only 250 will go to the Wolesi Jirga (lower house of parliament), we do not have losers or winners here, all of you are the winner of democracy," he said, according to TOLOnews.

The IEC Chief, Abdul Badi Sayyad also lauded the Afghan people, and said, "I thank the Afghans for their large turnout in the elections, it rejected the rumours around allegation of ghost registration. this helps Afghanistan to further develop democracy and democratic institutions. I also thank political parties and civil society who mobilized the people to participate. I also thank the Afghan government leaders who supported us and encouraged us.

Elections were at 4,500 polling centres, except Kandahar, and were held at 276 centres today."

China will continue to play a constructive role in promoting the political reconciliation in Afghanistan and help with the country's peaceful reconstruction, said Chinese Premier Li Keqiang on Friday.

Li made the remarks while meeting with Afghan Chief Executive Abdullah Abdullah on the sidelines of the 17th meeting of the Shanghai Cooperation Organization Council of Heads of Government in Tajik capital Dushanbe.

Calling Afghanistan a traditional friend and good neighbour, Li said China will continue with its friendly policy toward Afghanistan and hopes to see the security situation in Afghanistan keep improving so as to provide a peaceful and stable environment for development. Li said China will continue to support the Afghan government in safeguarding national security and stability and promoting the Afghan-led and Afghan-owned political reconciliation and will continue to play a constructive role for this end. China is willing to help Afghanistan boost reconstruction and improve its people's livelihood by aligning the two countries' development strategies and deepening bilateral practical cooperation, said the Chinese premier. China also encourages more capable Chinese enterprises to participate in Afghanistan's infrastructure construction so as to boost the country's connectivity with other countries in the region, said Li. He added that China will enhance anti-terror cooperation and personnel training with Afghanistan, and promote trilateral cooperation among China, Afghanistan and Pakistan. In the Council of Ministers meeting, the CEO said the National Unity Government made an offer to the Taliban that could ensure lasting peace and stability in the country, but the group did not respond to it.

&quot;Those who reject the message of peace and betray the country and those who committed a crime in Kabul on Friday will have a dark place in Afghanistan&#39;s history,&quot; said Abdullah.

The CEO said political tension in Afghanistan needed to be resolved in order to achieve lasting peace. He said that the chances of peace could increase with political unity.

&quot;Resolving political tensions for peace is important. Peace will be guaranteed if unity is in place. Issues relating to Balkh province are being resolved,&quot; said Abdullah.

The CEO was referring to the ongoing dispute between ousted Balkh Governor Atta Mohammad Noor and the presidential palace.

Afghan President Ashraf Ghani two weeks ago extended a new peace offer to the militant group.

Ghani said that if the Taliban comes to the negotiations table, the government will allow them to open an office in Afghanistan, even in Kabul if so desired. He also said the government would declare them a political group.

Other suggestions by Ghani included issuing passports and possibly freeing Taliban prisoners.

Ghani in his offer also emphasised the government was ready to reconcile and make peace with the insurgent group.

Afghan CEO blasts Taliban for not responding to peace offer

In Afghanistan, political pundits are putting pressure on the public instead of the government.

Since 2014, when the highly suspect election process saw the formation of the Afghan National Unity Government (NUG), the media has become a battleground for the opposing political camps of President Mohammad Ashraf Ghani and Chief Executive Abdullah Abdullah.

On February 5, 2018, Al Jazeera published an article in which Eisa Khan Ayoobi, former policy adviser to the Afghan Ministry of Foreign Affairs, mercilessly criticized President Ghani&rsquo;s performance as the undisputed head of state and his failure to deliver on campaign promises. The subject matter of his critical review was, inter alia, issuing electronic IDs, tackling unemployment, improving security and bridging the historical divide between all ethnic groups. Although his arguments were not unfounded, Ayoobi&rsquo;s selective approach left room for Ghani&rsquo;s supporters to challenge his stance.

One such die-hard supporter is Ajmal Shams, a deputy minister in the NUG and Ghani&rsquo;s former adviser. Also at Al Jazeera, Shams not only refuted Ayoobi&rsquo;s claims, but defended President Ghani as &ldquo;a unifying force working to bring the divided Afghan society together.&rdquo; Shams was referring to Ghani&rsquo;s agreement to form the NUG with his campaign-time political rival Abdullah Abdullah.

Regardless of the authors&rsquo; views on successes and failures of the NUG and their favorite characters at its helm, both of them have employed a selective approach to present their arguments. In this war of words, Shams&rsquo; conduct is particularly questionable as his choice of words seems to be directed by personal interest and bias.

The subject of constitutionality of the Office of the Chief Executive speaks for its own importance and is open for debate. However, Shams&rsquo; choice of words &mdash; such as &ldquo;allegations of irregularities&rdquo; instead of &ldquo;election fraud and ballot box stuffing&rdquo; in the election process, &ldquo;UN-sponsored audit declared Ashraf Ghani as the legitimate winner of the election,&rdquo; and &ldquo;the Pashtun majority, who overwhelmingly voted for Ghani&rdquo; &mdash; are definitely inconsiderate and untruthful. In his defense of President Ghani, Shams has contradicted himself.

Let&rsquo;s take a moment to break down some of Shams&rsquo; arguments and cross-check his statistics with facts and reasonable doubts.&nbsp;

On May 15, 2014, the United Nations welcomed the release of the first round of election results, in which Abdullah received 45% and Ghani 31.6% of the votes. The Independent Election Commission (IEC) had set June 14 as the date for the second round between the two finalists. Following the run-off poll, distrust fell on the IEC when, on election day, Zia ul-Haq Amarkhail, the IEC secretary, was caught red-handed carrying blank ballots to an unknown destination. This incident unleashed a wave of objections and criticism leading to the impasse and subsequent formation of the National Unity Government.

In a meeting on September 18, 2014, the UN Security Council addressed the impasse over the election results, and Jan Kubis, special representative of the secretary general for Afghanistan, stated that &ldquo;significant levels of fraud had been detected&rdquo; by independent auditors. Furthermore, Zahir Tanin, Afghanistan&rsquo;s ambassador to the UN at the time, asserted that the political breakdown was the result of a &ldquo;protracted, complex and at times messy electoral process.&rdquo;&nbsp;

Happy as he may be to call it &ldquo;allegations of irregularities&rdquo; instead of outright &ldquo;fraud,&rdquo; Shams ardently obscures the truth. Moreover, Shams argues that the credit for breaking the deadlock goes solely to President Ghani who, despite &ldquo;his victory&rdquo; in the run-off elections, agreed to share power with his rival. In order to justify his claims, he seems to have deliberately ignored the fact that the decision to form the NUG was supported by both camps not only to come out of the stalemate, but also to change Afghanistan&rsquo;s political system.

It is an undeniable fact that the 2004 constitution divests kingly powers to the president, and the newly-created position of prime minister was to check and balance those powers. The creation of Office of the Chief Executive was not an act of generosity and humbleness from the Ghani camp. Further to Shams&rsquo; dismay, the decision to form the NUG was the result of a backroom deal long before the IEC announced Ghani as the winner. The commission did not even bother to publish the tallies and voter turnout.

Shams&rsquo; assertion that the &ldquo;Pashtun majority, who overwhelmingly voted&rdquo; for Ashraf Ghani and helped him win the run-off election irks the reader. In this effort, he not only tries to misrepresent Afghanistan&rsquo;s demographic data, but also seems to suggest that all Pashtuns showed up en masse at voting centers. One is at least perplexed, if not infuriated, by his statistics. Here are two very basic reasons why he is biased.

First, the one and only time Afghanistan had conducted a census survey was in the 1970s, and ever since then reliable demographic data is hard to come by. So, the question is where did Shams get his data on &ldquo;Pashtun majority&rdquo; from?

Second, when he says that the &ldquo;Pashtun majority overwhelmingly voted&rdquo; for President Ghani, did he include the Taliban (the majority of whom are said to be Pashtun) in the count as well? If the answer is yes &mdash; as Shams&rsquo; argument implies &mdash; the question arises as to why the Taliban are still fighting a government for which they overwhelmingly voted for?&nbsp;

Realities of the ground 

Shams would do well to study any history book on Afghanistan to get his facts right. No Pashtun-dominated government has ever willingly shared power with non-Pashtun ethnicities, and that attitude still prevails. It seems that Shams is deeply convinced that one ethnic group is forever destined to sociopolitical supremacy in Afghanistan.

His willful ignorance disregards the realities on the ground and downplays the fact that the current crisis at which Afghanistan has arrived, resulting in the general misfortune of the people, is the outcome of an unjust political system &mdash; the foundations of which were laid in the 2004 constitution that gave the president unchecked power and a fraudulent election in the same year.

More importantly, since the fall of the Taliban in 2001, the interlacing of the media with sociopolitical subjects was meant, like the rest of the democratic world, to play a key role in amplifying public unease about government policies. However, since the 2014 elections, opposing camps inside the NUG and across the country have extensively used media to shape public perceptions as well as justify their actions. This has created a false sense of political debate that only serves to obfuscate the facts.

Unfortunately, media outlets in Afghanistan have increasingly assumed a reverse role: By staking their independence and impartiality in contemporary politics, many have turned into institutions that put pressure on the public instead of the government.

Opinion: What role is media playing in Afghanistan's political conflict

Vice President Mike Pence made an unannounced trip to Afghanistan to meet its leaders and underscore US&nbsp;commitment to the country four months after President Donald Trump agreed to an open-ended war against insurgents here.

Pence arrived on a military plane at Bagram Airfield under the cover of darkness on Thursday night after leaving Washington on Wednesday night. He then flew by helicopter to Kabul, where he met President Ashraf Ghani and Chief Executive Abdullah Abdullah at the presidential palace.

Pence told the leaders he hoped his presence there was tangible evidence that the United States was &quot;here to see this through.&quot;

In a reversal of his campaign call for a swift withdrawal of US&nbsp;forces from Afghanistan, Trump in August pledged a stepped-up military campaign against Taliban insurgents and signalled the United States would send more troops to fight in what is the longest war in its history.

At the end of August, there were some 11,000 US&nbsp;troops in Afghanistan and more have since arrived.

Ghani expressed gratitude to the US government and said Afghanistan&#39;s partnership with the United States was cemented in sacrifice.

Pence told reporters the strategy of increased troops on the ground and greater authorities for military leaders was paying dividends.

&quot;The results are really beginning to become evident around the country,&quot; he said, adding that Ghani and Abdullah had said, &quot;they&#39;ve begun to see a sea change in the attitudes among the Taliban.&quot; Pence said their hope was that &quot;eventually the enemy will tire of losing&quot; and be willing to talk peace.

Asked if more troops would be needed, Pence said that would be a decision for Trump in the days ahead.

Pence said he pressed the Afghan leaders for political reforms and Ghani assured him that an election commission was developing a framework for parliamentary elections in 2018.

Pence had originally planned to travel to Israel and Egypt this week, but he postponed that trip to remain in Washington while Congress passed legislation to overhaul US&nbsp;tax law.

The short visit to Afghanistan, originally part of the Middle East trip, was shrouded in secrecy for security reasons. Reporters travelling with the vice president were asked not to reveal his whereabouts until after the delegation arrived back at the air base from Kabul and Pence had addressed US&nbsp;troops.

Pence almost did not make it to the presidential palace. The helicopters he and others were flying in came close to turning back to Bagram because of poor visibility, but the pilots were able to find a route in the end, a White House official said.

Pence, who coordinated the process that resulted in Trump&#39;s new Afghanistan policy, has been one of the main interlocutors between the White House and the Afghan leadership since Trump entered office in January.

He repeated his promise of US&nbsp;commitment to the region during remarks to troops at Bagram.
