The 2008 Mumbai terror attacks were one of the worst on Indian soil and were perpetrated by the Pakistani terror group&nbsp;Lashkar-e-Taiba. Over 160 people were killed in the attacks at various locations in India's financial capital. Islamabad continues to drag its feet over taking action against the mastermind of the attacks, even as the case continues. The proactive actions, including the summons by the Pakistani court, come as the country attempts to show it is taking action against terrorism.

Last year at the United Nations Counter Terror committee's meeting at the Taj Hotel in Mumbai, India detailed the Pakistani role in the attack, including playing the audio of Sajid Mir, the key mastermind of the attacks. Taj Hotel was one of the key locations attacked by Pakistani terrorists. November 2022, when India marked the anniversary of the deadly terror attacks, External Affairs Minister Dr S Jaishankar said, "Those who planned and oversaw this attack must be brought to justice. We owe this to every victim of terrorism around the world."

Pak court continues delaying tactics on 26/11 terror attacks case, asks Indian witnesses to appear in person

Indian cricket team's ODI and Test captain Virat Kohli on Friday (November 26) paid tribute to those who lost their lives in the 26/11 Mumbai terror attacks. The ghastly attacks which rocked Mumbai on November 26, 2011, were carried out by ten terrorists of the Lashkar-e-Taiba, who had entered the city via the sea route from Pakistan.

Friday marks 13 years of the dreadful attacks which left a scar in the hearts of millions across India. The terrorists had carried out a series of coordinated shootings and attacks across major landmarks in Mumbai, killing hundreds of innocent while injuring hundreds.

Remembering those who lost their lives in the deadly terror attacks, Kohli took to Twitter to pay his tribute. "We will never forget this day, we will never forget the lives lost. Sending my prayers to the friends and families who lost their loved ones," he wrote in a tweet.

The attacks were carried out at the crowded Chhatrapati Shivaji Terminus (CST) railway station, Nariman House business and residential complex, Leopold Cafe and the Taj Mahal Hotel. the Oberoi-Trident Hotel also witnessed bloodshed as two terrorists killed 30 people in the ghastly attacks.

26/11 Mumbai terror attack suspect Tahawwur Rana to remain in US federal custody

Ministry of External Affairs spokesperson Anurag Srivastava in a weekly briefing has said that the Government of India is trying for the extradition of Pakistan-born Canadian Tahawwur Rana, who has been arrested in Los Angeles to face murder charges in India for the 2008 Mumbai terror attacks in which over 160 people were killed.

"We are keeping a close watch on the extradition of Tahawwur Rana. We are trying for his extradition as soon as possible. In an update, his court hearing will begin on April 22, 2021," he said.

Rana, 59, has been declared a fugitive by India, where he is facing multiple criminal charges for his involvement in the 2008 Mumbai terror attack in which 166 people, including six Americans, were killed.

He was rearrested on June 10 in Los Angeles on an extradition request by India.

Rana is a childhood friend of David Coleman Headley, the Pakistani-American LeT terrorist who was involved in plotting the 2008 Mumbai terror attack.

Headley, 60, was made an approver in the case, and is currently serving a 35-year prison term in the US for his role in the attack.

Mumbai had come to a standstill on November 26, 2008, when 10 Lashkar-e-Taiba (LeT) terrorists who entered the city via sea route from Pakistan carried out a series of coordinated shootings and bombings that injured over 300 and claimed the lives of 166 people in India`s financial capital.

India on Tuesday asserted that the international community must not allow terrorism to be justified and terrorists glorified as it told the UN Security Council that the crime syndicate responsible for the 1993 Mumbai bomb blasts is given not just State protection but enjoying 5-star hospitality, a thinly-veiled reference to the D-company head Dawood Ibrahim believed to be hiding in Pakistan.

"First, we must all summon up the political will to unhesitatingly combat terrorism. There must be no ifs and buts in this fight. Nor should we allow terrorism to be justified and terrorists glorified. All member States must fulfill their obligations enshrined in international counter terrorism instruments and conventions, External Affairs Minister S Jaishankar said in a virtual address.

Jaishankar was speaking at the UNSC Ministerial Meeting on Threats to international peace and security caused by terrorist acts: International cooperation in combating terrorism 20 years after the adoption of resolution 1373 (2001),' the first address by the minister to the Security Council after India began its two-year tenure on the 15-nation body this month.

Jaishankar proposed an eight-point Action Plan for the UN system to credibly address the menace of terrorism and ensure effective action.

He asserted that linkages between terrorism and transnational organised crime must be fully recognised and addressed vigorously.

He is the senior-most Indian leader to address the UNSC since India joined the powerful 15-member UN body as a non-permanent member this month for a two-year tenure.

"We, in India, have seen the crime syndicate responsible for the 1993 Mumbai bomb blasts not just given State protection but actually enjoying 5-star hospitality," he said, alluding to D-Company and its head Ibrahim, believed to be hiding in Pakistan.

In August last year, Pakistan had for the first time acknowledged the presence of Ibrahim on its soil after the government imposed sweeping sanctions on 88 banned terror groups and their leaders which also included the name of the underworld don wanted by India.

Jaishankar emphasised that the international community must not "countenance double standards" in the battle against terrorism.

"Terrorists are terrorists; there are no good and bad ones. Those who propagate this distinction have an agenda. And those who cover up for them are just as culpable," he said.

In a strongly-worded statement, Jaishankar said combating terrorist financing will only be as effective as the weakest jurisdiction.

The Financial Action Task Force (FATF) should continue to identify and remedy weaknesses in anti-money laundering and counter-terror financing frameworks.

He also added that enlisting and delisting individuals and entities under the UN sanctions regimes must be done objectively, not for political or religious considerations.

Asserting that their stand against Pakistan sponsored terrorism, two prominent Members of European Parliament (MEP) wrote to Pakistan Prime Minister Imran Khan, condemning Islamabad for not yet having brought to justice those who orchestrated the 2008 Mumbai terror attack.

In a letter to Khan on November 24, Polish MEP Ryszard Czarnecki and Italian MEP Fulvio Martusciello requested to know what action has Pakistan "taken against Lashkar-e-Taiba, the terrorist organisation, based in Pakistan, known to have carried out the multiple shooting and bombing attacks that happened in Mumbai in 2008?”

They further asked, "What action has, and is, Pakistan taking against terrorist groups operating within the country in general?"

On November 26, 2008, ten terrorists trained by the Pakistan-based terrorist organisation Lashkar-e-Tayyiba (LeT) carried out a series of coordinated attacks against multiple targets in Mumbai including the Taj Mahal hotel, the Oberoi hotel, the Leopold Cafe, the Nariman (Chabad) House, and the Chhatrapati Shivaji Terminus train station, killing 166 people.

In these gruesome attacks, nine terrorists were killed and the lone survivor, Ajmal Amir Kasab, was caught and was sentenced to death at Yerwada Central Jail in Pune in 2012. On November 11, 2012, Kasab was hanged in Yerawada Jail in Pune.

Pakistani authorities continue to deny culpability and are yet to take action on the multiple dossiers shared by India. A trial underway in a Pakistani anti-terrorism court against seven suspects has made little headway in more than a decade, as Pakistani officials serially question the sufficiency and legitimacy of evidence against them.

In a reminder to Khan, a Prime Minister who delivered a eulogy to Osama Bin Laden, hailing him as a "martyr" in May this year, the two MEPs said: "Terrorism is the unlawful use of violence and intimidation, especially against civilians, often in pursuit of political or ideological aims," EU Chronicle reported.

They added that as "European politicians, we are committed to fighting against terrorism and extremist violence. We all have a responsibility to condemn terrorism and bring to justice those who perpetrate such actions."

Czarnecki and Martusciello highlighted in their letter to Khan: "On 26 November 2008, an extremist terrorist organisation, Lashkar-e-Taiba, based in the Islamic Republic of Pakistan, claimed responsibility for the Mumbai bombings in which 166 innocent people were murdered, nine attackers killed, and more than 300 individuals sustained injuries."

"Subsequent documented evidence from United States intelligence reports, from India's intelligence services including DNA, photographs and identification of the origins of the attackers; and an admission by Pakistan's former Prime Minister Nawaz Sharif's of the country's involvement in the crimes; highlight the engagement of accomplishes in Pakistan. However, to date, the senior coordinators and promoters who orchestrated the attacks remain at large," he added.

As Europe also suffers from the impacts of horrific acts of increasingly radical and extremist jihadi attacks, the politicians said it was "essential that justice is served on those who have carried out, instructed or supported such terrorist activities. It is equally important that leaders of countries publicly condemn these acts of violence and proceed to ensure justice is done for the victims, by apprehending and sentencing the perpetrators."&nbsp;

She said that after the tragedy, then Gujarat chief minister and incumbent PM Narendra Modi offered him assistance of Rs 50,000, but since, then their family has been completely 'neglected'.&nbsp;

Bhambania added that after her husband's death, the family came under a lot of financial stress which forced her son to quit his studies and do menial jobs to support the family.

In October, Bhambania appealed to the Gujarat High Court, following which the government was asked to pay her a compensation of Rs 5 lakh. However, she did not receive the compensation as the government has still not issued a death certificate to her.&nbsp;

As per rules, if a person remains missing for seven years, the government issues a death certificate.&nbsp;

Out of the five fishermen families, three families are yet to receive compensation.

"Last month, President Trump met in Buenos Aires with Prime Minister Narendra Modi and Prime Minister Shinzo Abe in the first US-India-Japan or 'JAI' meeting as Prime Minister Modi called it" between the three leaders, and Vice President (Mike) Pence reviewed the rapid development of the strategic partnership during his meeting with Prime Minister Modi in Singapore," said Wells, who has been Trump administration's point person for the South and Central Asia.

Secretary of State Mike Pompeo described the first 2+2 Ministerial Dialogue in September as "symbolic of our increasingly close partnership," she said.

Pompeo along with Defence Secretary James Mattis were hosted by their Indian counterparts, External Affairs Minister Sushma Swaraj and Defence Minister Nirmala Sitharaman in New Delhi.

"The 2+2 focused on operationalising India's status as a Major Defence Partner of the US, cooperation on global challenges, and our shared vision for a free and open Indo-Pacific," Wells said.

"The event culminated with the signing of the Communications Compatibility and Security Agreement (COMCASA<a href="http://www.wionews.com/india-news/22-dialogue-india-us-sign-comcasa-agreement-to-deepen-defence-ties-163982">)</a>, which will facilitate greater interoperability between our forces, enhance information and intelligence sharing, and ensure that India has access to top-tier US military technology," she said.

"The finalisation of this agreement was a historic step and, since then, we have made significant strides toward finalising additional agreements that will enable our militaries and private sectors to work even closer together," she added.

India's strategic partnership with the US and its emergence as a leading global power was on display during other high-level gatherings this year, including two meetings of the quadrilateral partners (Australia, India, Japan, and the US) and at the India-Japan-US trilateral meeting at the G-20 summit last month.

"At these meetings, US and Indian officials discussed our shared commitment to maintaining and strengthening a rules-based order in the Indo-Pacific based on respect and partnership, not domination," she said.

On the economic front, India-US trade relationship continues to grow, she said. Bilateral trade grew to $ 126 billion last year, and, parallel with the launch of the Strategic Energy Partnership, US-sourced oil and liquefied natural gas landed on Indian shores. "Still, we can do much more. US companies need better access to India's markets in order for us to realise the full potential of our economic partnership," Wells said.

She said the Trump administration looks forward to building on this relationship's momentum and working even more closely with the Indian counterparts on a range of shared strategic interests next year.

Nisha Desai Biswal, president of the US-India Business Council, believes 2018 experienced major upheavals impacting longstanding trade agreements and frameworks, with retaliatory tariffs, rising protectionism, and domestic political clashes spilling over into the economic policy of major economies.

"Despite these trade headwinds, the US-India commercial and strategic relationship continues to enjoy strong bipartisan support in the US, underpinned by rapidly expanding bilateral trade," she said.

On the US-India strategic front, proponents of greater interoperability scored some major wins, including the conferring of STA-1 status to India by Commerce Secretary Wilbur Ross. "This puts India on par with America"s closest allies," she said.

Biswal said that on the commercial front, the private sector will be watching closely to see whether the two governments can reach a bilateral trade deal and resolve key trade irritants impacting US business.

"Business community engagement will be particularly critical in 2019, with a challenging political environment in both countries making protectionist policy a significant concern," she said.

The resumption of the US-India Commercial Dialogue next February, a US-India CEO Forum and the potential for a Trade Policy Forum will make 2019 a particularly important year, Biswal said.

All eyes are right now on the upcoming elections and how that will impact the economy and overall investment climate, she noted.

2018: A landmark year for India-US strategic relationship

Prime Minister Narendra Modi Monday said his government was looking for an opportunity to bring to justice the perpetrators of the 26/11 attack, as he expressed solidarity with families of the 166 people who lost their lives during the carnage. 
 
Modi was addressing an election rally in Bhilwara on the tenth anniversary of the terror strike when 10 Pakistani terrorists sneaked into Mumbai, killing scores of people in over 60 hours. 
 
Taking a dig at the Congress, he said it was involved in the game of winning election in Rajasthan and other states when the terror attack shocked the world ten years back. 
 
"The soldiers have their lives in hand and not camera,” said Modi adding that when the 26/11 terror attacks took place, New Delhi was being governed by 'madam' (apparently referring to UPA chairperson Sonia Gandhi) through a remote control. I remember the slightest criticism over the attacks used to rile up the then ruling party", she said. 
 
On the terror attack, the Prime Minister said: "India will never forget 26/11 (November 26, 2008) attack or its perpetrators. We are looking for an opportunity... the law will take its own course, I assure the people of the country." 
 
"Justice will surely be done," he added while expressing solidarity with the families of those who lost their lives. 
 
He added that a grateful nation bowed to its brave police and security forces who had valiantly fought the terrorists during the Mumbai attacks.

The Prime Minister said that even a month would not be enough to give account of works done by the BJP governments in the Centre and the state. 
 
Highlighting some of the development works, he said that before BJP came to power in 2014, even 40 percent of villages did not have toilets. In four years, 95 percent of villages have toilets. 
 
Only 50 per cent people of the country had their bank account and 55 per cent had LPG connection in 2014 and now every Indian has his bank account and 90 per cent families have LPG connection. 
 
The Prime Minister also spoke about developmental works done by the Chief Minister Vasundhara Raje led BJP government in Rajasthan. 
 
He said that 36,000 km new roads were constructed in last five years including rural, state highways and national highways. As many as 50 lakh young entrepreneurs in the state alone received loans under Mudra Scheme.&nbsp; 
 
He appealed to the people of Rajasthan to bring the BJP back to power.

The deadly 2008 terror attack in Mumbai was a result of "misinterpretation of religion", feels a relative of encounter specialist Vijay Salaskar, who was killed while fighting terrorists that day.

The slain police inspector's family members still feel his loss and not a day goes by when they don't remember him, Salaskar's niece Mansi said Sunday.

Salaskar, then Maharashtra Anti-Terrorism Squad chief Hemant Karkare, and IPS officer Ashok Kamte were killed outside the Cama Hospital in south Mumbai after terrorist Ajmal Kasab and his partner Ismail opened fire at their police van during the terror attack on November 26, 2008.

Remembering her uncle ten years after the incident, Mansi said, "I strongly believe religion is being misinterpreted and the 26/11 Mumbai terror attack was the result of it. What my family and I witnessed very closely is terrorism in the name of religion and faith."

She was speaking at an interfaith dialogue, organised by the Jewish community in India and Rotary Club of Bombay Queen City Foundation, on the eve of 10th anniversary of the attack.

Describing Salaskar as a pillar of unconditional strength and love for the close-knit family, she said, "My uncle attained martyrdom in the terror attack... I don't know how to describe the agony and anger we have lived with over the years."

"The plight of 26/11 has left a void in our lives. Ten years later also we feel the loss and pain. He is present in our everyday conversation... Not a day goes by when we don't miss him," she added.

Nearly 166 people were killed in the attack carried out by 10 Lashkar-e-Taiba (LeT) terrorists in 2008.

"It was a big responsibility to transport him to Yerwada prison to be hanged. A death warrant was served to him seven days before the execution," he said.

The 'Force One' commando team of police, carrying advanced weapons, accompanied Kasab's vehicle. A State Reserve Police Force team trailing the vehicle a little behind, so as not to arouse suspicions, when it was on the Mumbai-Pune Expressway.

Except for two handsets, mobile phones of all officers and other police personnel involved in the operation were switched off and packed in a bag, the official said.

"During the entire three-hour-long journey, Kasab did not utter a single word," he said. His demeanour did not change even when he was handed over to the Yerwada prison authorities at around 3 am, the official said.

By the time their mobile phones were switched on again the next day, November 21, the world knew that Kasab was executed, he said.

Another major terrorist attack in India of the magnitude similar to the 26/11 strike originating from Pakistan could easily escalate into a regional war, scholars, former diplomats and US officials have warned ahead of the 10th anniversary of the deadly Mumbai terror attack.

Some 166 people, including Americans, were killed in the attack carried out by Pakistan-based 10 Lashkar-e-Taiba (LeT) terrorists. Nine of the attackers were killed by police while lone survivor Ajmal Kasab was captured and hanged after handed down death sentence by an Indian court.

Perpetrators of the 26/11 attack, including its mastermind and banned Jamat-ud Dawa (JuD) chief Hafiz Saeed, continue to roam freely in Pakistan, indicating that Islamabad is not serious in bringing them to justice. The JuD is believed to be the front group for the LeT. The US has offered a $10 million bounty for Saeed.

The 26/11 attack case has entered into the 10th year but none of its seven suspects in Pakistan has been punished yet, showing that the case had never been in its priority list.

"The victims of 26/11 have yet to see the masterminds of the attack in the LeT and the Inter-Services Intelligence (ISI) face justice; unfortunately, that is virtually impossible in Pakistan," former Central Intelligence Agency official Bruce Riedel told PTI.

Riedel, senior fellow and director of Brookings Intelligence Project, believes that another terror attack in India of similar magnitude would result in a war between the two countries.

"If another attack of this magnitude occurs, there will be war," he said. 
Pakistan's former envoy to the US Husain Haqqani said: "With US-Pakistan relations in a tailspin and hawkish attitudes dominating the subcontinent, one cannot predict if and how the situation would be controlled in the event of another major terrorist attack in India, with clear linkages to groups in Pakistan".

Currently a senior fellow and Director for South and Central Asia at the Hudson Institute, Haqqani said Pakistan "must fulfil its promise of acting" against the masterminds of the 26/11 attack.

"That it has chosen to let them operate freely raises the justifiable concern that Pakistan's deep state does not want to deter or punish terrorists responsible for attacks in India.

"In 2008, Pakistan's promise of acting against the LeT and those involved in the Mumbai attack prevented escalation of India-Pakistan hostilities. The US also helped calm things down by sharing intelligence with both Pakistan and India," he said.

Agreed a senior Bush administration official, who was inside the White House at the time of the attack.

"That (India-Pakistan war) was a primary concern and a primary scenario that we wanted to avoid," Anish Goel, who was director of South Asia in the National Security Council of the White House at the time of the 26/11 attack, told PTI.

Noting that there was a lot of pressure on then prime minister Manmohan Singh "to react kinetically", Goel said then president George Bush and secretary of state Condoleezza Rice had to make a lot of efforts including several phone calls to New Delhi, Islamabad and leaders of several US allies to prevent such a scenario.

Bush was very concerned, and got on phone with Singh immediately, offering condolences and urging restraint, he said. Rice travelled to the region trying to cool things.

"There's a lot of public pressure. I think prime minister Singh himself was showing a lot of restraint and was not inclined to do a counter attack right away, but there was a lot of political pressure on him to do so," said Goel.

"The US, I believe -- I don't know for sure, you have to ask the Indian government to know -- having counseling or urging him to show restraint, gave him some sort of political leeway and maneuverability to resist the domestic political pressures from those calling for a quick counterstrike on Pakistan," he said, adding that at no point there was any evidence of military mobilisation.

"There was a sense of nervousness in the then Bush administration about a possible nuclear war in South Asia. The Mumbai terror attack started a day before Thanksgiving a national holiday in the US and did not end till Sunday, the last day of the long weekend. Bush not only held situation room meeting on Saturday, but also mobilised his entire administration to try and prevent escalation of the tension," Goel added.

A senior former Obama administration official said if another attack would have happened like that, it would "quickly escalates into a regional war".

The current government of Prime Minister Narendra Modi has already "taken a tough line" against Islamabad including a surgical strike, the official said on anonymity.

"I could certainly foresee a situation where he (prime minister Modi) escalates those quite a bit in response to the terrorist attack. Then for the US government, I just don't know if the Trump administration would counsel restraint the way the Bush administration did," he said.

The Trump administration might say they (Indians) are justified, he said. 
"Not only are we not going to stop you, but we're going to help you. I don't know that they would do, but I don't know if they would carry the same message of constraints.

"So, when you're talking about what could happen in the region, if there was another Mumbai attack after the Pakistanis have promised there's no terrorists operating in our country and we're going after all of them, I could see a scenario which quickly escalates into a regional war," he added.&nbsp;
