Amid the ongoing war in Gaza, India on Thursday released the second tranche of 2.5 million US dollars to the United Nations Relief and Works Agency for Palestinian Refugees (UNRWA), fulfilling its annual commitment of 5 million US dollars for the year 2023-24.

UNRWA, functional since 1950, carries out direct relief and works programmes for registered Palestinian refugees.

It is funded almost entirely by voluntary contributions from UN member states. The Government of India had released the first tranche of its annual commitment in November, about a month ago.

The UN agency is struggling to keep up its functioning in the middle of the Israel-Hamas war in Gaza and had appreciated and welcomed India's "generous contribution" last month coming at a difficult time, particularly in Gaza.

Palestinians in Gaza are bearing the brunt of the terrible conflict between Israel and Hamas, which has been ruling the Gaza Strip since 2007 since the October 7 attack by the militant organisation on Israel, prompting it to pound the territory to its southwest with continued air and ground strikes.

“UNRWA received a very generous contribution from India which is most welcome during these difficult times and in the face of huge needs across the region, particularly in Gaza,” a spokesperson for UNRWA, Tamara Alrifai, had told PTI last month in a text message from Amman.

India’s support is meant to help the agency's core programmes and services, including education, healthcare, relief and social services provided to Palestinian refugees.

The second tranche of the contribution was handed over to UNRWA by Charge deAffaires Elizabeth Rodrigues, a press statement from the Representative Office of India in Palestine said.

New Delhi has underlined its continued support for the agency's activities in the region and the services it provides to the Palestinian Refugees.

Earlier on November 19, India had delivered 32 tonnes of “humanitarian assistance to the people of Palestine” via the El-Arish Airport in Egypt.

During an Extraordinary Virtual Ministerial Pledging Conference for UNRWA held on June 23, 2020, India’s Minister of State for External Affairs, V. Muraleedharan, announced that India will contribute USD 10 million to UNRWA over the next two years.

Since the October 7 attack by Hamas on Israel and the retaliatory action by Israel, more than two-thirds of the Gaza population – of approximately 2.3 million – has fled their homes to move southwards.

The UNRWA has been struggling to provide basic services to hundreds of thousands of people in shelters.

Before the war in Gaza, UNRWA was already facing an increased demand for services resulting from a growth in the number of registered Palestine refugees, the extent of their vulnerability and their deepening poverty. The agency is mandated to provide assistance and protection to some 5.6 million Palestine refugees registered with it across its five fields of operation.

Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank, including East Jerusalem and the Gaza Strip achieve their full human development potential, pending a just and lasting solution to their plight.

UNRWA services encompass education, health care, relief and social services, camp infrastructure and improvement, protection, and microfinance among Palestinian refugees.

During the first-ever Indian Prime Minister’s visit to Palestine in February 2018, India increased its annual financial contribution four-fold to the UNRWA core budget, from USD 1.25 million to USD 5 million.

India has also made a strong appeal to other traditional donors of UNRWA to consider enhancing their contributions as well as to non-donor member states to consider contributing to the agency in solidarity with the Palestine refugees.

He reportedly said that&nbsp;nearly 600 Indians are awaiting similar flights in Dubai and after the modus operandi was exposed, the agents were prompted to advise these individuals to make a return to their homeland.

The agent reportedly said, "Now that the modus operandi has been exposed, agents have asked them to return to India. According to my information, 500 to 600 immigrants are in Dubai." The agent, while speaking to the Indian Express newspaper, disclosed that the flight that was&nbsp;grounded was the third such flight to Nicaragua in 2023 alone.

Nicaragua and El Salvador are being chosen as points of entry for immigrants trying to reach the US border due to the geographical challenges posed by the Darién Gap, a dense and perilous rainforest that spans the border between Colombia and Panama.&nbsp;

Direct flights to Nicaragua and El Salvador enable immigrants to bypass the challenging conditions of the Darién Gap and begin their journey with a higher level of safety and convenience.

Speaking about the flight which was grounded in France, the agent said, “The flight had only stopped at the France airport for fuel refill. Somehow, information leaked that it was a ‘donkey flight’. An inquiry was conducted. There were over 300 passengers, including 12 minors. Eleven sought asylum in France. Two passengers had fake passports. Excluding asylum seekers and those with fake passports, all passengers returned to India."&nbsp;

Quoting the travel agent, the media outlet said, "Two flights had landed similarly. It seems some agents leaked the information about the modus operandi to attract more youths to use this route to earn more money."

<h2>How much do the agents charge?</h2>

The 'donkey charges' for such flights range from Rs 40 lakh to 45 lakh (nearly $48k), with some money paid in advance and a substantial sum paid upon reaching the US border.&nbsp;

Another detail that was shared by the agent to the media outlet was that earlier the illegal immigrants were put on direct flights from India to El Salvador, however, that changed when authorities in the Central American country imposed a fee of $1,000 on these immigrants.&nbsp;

Prime Minister Modi echoed this sentiment: "It will reflect the ideal of Vasudhaiva Kutumbakam—an ideal spiritual space, not merely rooted in beliefs and traditions, but a confluence of diverse cultures and civilisations. The essence of spiritual harmony, symbolising the path forward."

Get ready for a New Year bonanza. With the general elections due in the first half of 2024, Prime Minister Narendra Modi’s government is working on huge cuts – upwards of Rs 8 per litre -- in the retail prices of petrol and diesel that would be announced before the calendar year ends.

According to sources, the Petroleum Ministry has prepared a proposal incorporating the cuts ranging from Rs 8 to Rs 10 per litre in both fuels for the Prime Minister’s approval which could come on Thursday.

The rationale for the ministry’s proposal for the huge reductions is the sharp drop in the purchase price of imported crude oil that goes into refineries to produce these two fuels, among others.

Crude oil price&nbsp;during financial 2023-24 (April-March) so far was at an average of $77.14 per barrel with only two months -- September at $93.54 and October at $90.08 – witnessing a spike. The average crude oil price in 2022-23 was $93.15 a barrel.

With ex-refinery prices of the two fuels unchanged since 6 April 2022, the current fiscal’s low crude oil prices have yielded large profits for the three government-run oil marketing companies -- Indian Oil Corp (IOC), Bharat Petroleum Corp (BPCL) and Hindustan Petroleum Corp (HPCL). In the first six months of this fiscal year, IOC, BPCL and HPCL made a combined net profit of Rs 58,198 crore.

For the losses in the last fiscal 2022-23 due to $90-plus crude prices, the Union Budget for 2023-24 announced a support of Rs 30,000 crore for the three government-run oil marketing companies as equity infusion under the guise of funding their green carbon initiatives but the money was not devolved due to this fiscal year’s bounty.

Sources said that the price cuts could also be a clarion call from the ruling party of its intention to announce the elections early to ride on the landslide victories in three of the four big states. It would surely help quell the Opposition’s agenda to project inflation as the government’s biggest failure, they added.
