The Madras High Court bench here on Monday dismissed the anticipatory bail pleas of two lawyers, members of an ultra-Left outfit, booked by the police on charges of instigating protests against Sterlite's copper unit in Tuticorin last month that turned violent, reported news agency PTI.

Justice G R Swaminathan dismissed the petitions filed by Vanchinathan and Hariraghavan, who are members of "Makkal Athikaram", apprehending arrest in the case, according to PTI report.

During the previous hearing, the court had restrained the police from arresting the advocates and posted the petitions to today for further hearing.

Police had registered cases against the two lawyers under various Indian Penal Code Sections including 506(2)(criminal intimidation) 353 (assault or criminal force to deter public servant from discharging duty) and the Tamil Nadu Public Property (Prevention of Damage and Loss) Act.

They have also been accused of instigating a section of the protesters to indulge in the violence.

In their petitions, they had contended that they were in no way connected with the violence that broke out during the protest, demanding closure of the Sterlite unit leading to police firing which left 13 people dead on May 22 and 23.

The advocates claimed that they were in the riot-hit areas of Tuticorin only to provide help to the people and advise the Anti-Sterlite People's Federation, which had been demanding the closure of the unit citing environmental concerns.

The petitioners alleged that the police had registered the cases only to stifle freedom of speech.&nbsp

Madras HC rejects pre-arrest bail pleas of lawyers booked over Sterlite stir

The father of a BJP activist, who was found hanging from a tree in West Bengal's Purulia district, filed a writ petition before the Calcutta High Court on Monday, seeking a CBI probe into the death.

Claiming that Trilochan Mahato was murdered for "political reason", his father Hariram said a "free and fair probe" would be possible only if the probe was carried out by the Central Bureau of Investigation (CBI).

Hariram Mahato's lawyer Priyanka Tibrewal said the petitioner, in his claim, has said the state police would find it difficult to conduct a fair probe into the incident owing to "political pressure".

"The writ petition is likely to be taken up for hearing before the court of Justice Tapabrata Chakraborty later this week," she said.

On May 30, the body of 18-year-old Trilochan Mahato was found hanging from a tree near his home at Balarampur in Purulia district, about 300 km from here.

An unsigned handwritten note in Bengali, which was slung around his neck, read that he was "punished for working for the BJP" during the recent panchayat elections in the state.

"Because you were involved with the BJP even at the age of 18, it claimed your life. I have been searching for you since the panchayat elections now you are dead," the note read.

Three days after Mahato's death, 35-year-old Dulal Kumar was found hanging from a power transmission tower in the same district. The BJP claimed that like Mahato, Kumar was also its worker.

The saffron party had been organising demonstrations and rallies in different parts of the state demanding justice for both Mahato and Kumar.&nbsp

BJP worker's death: Father files petition in High Court for CBI probe

The AAP on Monday asked the IAS officers in the Delhi government to end their "strike" and said that Chief Minister Arvind Kejriwal assuring safety to them is a "good step forward" and now it is the "responsibility" of the Centre and bureaucrats' fraternity to reciprocate.

A day after AAP workers held a protest march in the heart of Delhi in support of the ongoing sit-in by the party's national convener and chief minister Arvind Kejriwal, and his two cabinet colleagues at the lieutenant governor's office, senior leader Sanjay Singh said it was a message that people of Delhi won't stay quiet if they are "made to suffer".

"Chief Minister Kejriwal has assured the IAS officers that he would ensure their safety saying they were part of his family. It is a good step, new initiative by him.

"Now, it is the responsibility of the Centre, the Lt Governor and the IAS association to take two steps forward from their sides in favour of people of Delhi and end the strike," he told reporters.

An end of the "strike" by IAS officers would ensure that pending work such as CCTV installation, air pollution control, education, mid-day meal scheme are completed, Singh said.

The Delhi IAS association, yesterday in a press conference, had asked the Arvind Kejriwal government not to use its officers for "political gains" and rebutted the AAP's claim that they were on strike.

"Yesterday's march was a message that Delhi is in trouble, facing problems, related to water, ration and pollution. The protest was a signal that people of Delhi won't stay quiet and the agitation can assume an even bigger form if our voices are not heard," Singh said.

He warned that people will again take to the streets and the AAP will expand its agitation if the "strike" does not end.

"We will launch a campaign to collect signatures of 10 lakh people against the strike from tomorrow. A much bigger march than yesterday's massive protest will be taken out to hand over the signatures to Prime Minister Narendra Modi," Singh said.

Several AAP leaders and a large number of party workers yesterday flooded the streets of Lutyens' Delhi as they sought to march to 7, Lok Kalyan Marg, the official residence of the prime minister. The march began from Mandi House, but the agitators were stopped at Parliament Street police station.

Singh said it was surprising that IAS officers in Delhi government claimed to be "frightened" after the alleged assault on Chief Secretary Anshu Prakash by AAP MLAs in February.

"Its laughable. If anyone, who is frightened and scared at the moment, they are AAP leaders and MLAs, who have faced dozens of cases and arrests. Police is always ready to arrest them at the slightest of excuse and trivial complaints," he said.

"CBI is sent after our CM, deputy CM, health minister, and they (IAS officers) are saying that they are feeling afraid," Singh said in a mocking tone.

Kejriwal, through his assurance to the IAS officers, had sought to break the four-month-long impasse between the AAP dispensation and the officers over the alleged assault on Prakash.

Singh today said that Kejriwal and his cabinet colleagues were forced to hold sit-in at Lt Governor Anil Baijal's office after every effort to end the IAS officers "strike" failed.

Meanwhile, the Delhi High Court today virtually disapproved of the sit-in led by Kejriwal at the lieutenant governor's office and asked the AAP government who had authorised such a protest.

Singh also alleged that Congress was "speaking the language of the BJP", and said, "They will be mentioned in the history pages in black letters for this."

The AAP was the first one to speak out when attempts were made to "murder democracy", be it in Manipur, Goa or Karnataka. The Congress should reconsider its "silence, at a time when the elected government of Delhi is not being allowed to work", he said.&nbsp

India will pitch for 'responsible' crude pricing at the upcoming conference organised by oil producers' cartel OPEC, Union Minister Dharmendra Pradhan said today.&nbsp

On the rising oil prices in the country, the minister assured that the government would leave no stone unturned to keep these products within the reach of the common man.

"There will be an OPEC conference in Vienna on June 22...Whenever we have met OPEC members, we have told them that crude oil prices should be controlled, reasonable, responsible and should meet demand. We will raise this issue there," the oil minister told reporters here at a CII conference.&nbsp

Retail prices of petrol and diesel are ruling at Rs 75 a litre and Rs 68 a litre amid the global surge in crude prices.

"There was a time when oil-producing countries were playing a lead role. We do not want crude at $ 25 per barrel. But oil price should not be out of reach. "Why should the price go beyond $ 55 to 60 per barrel. India is consistent on that. Today's oil prices are pinching us and creating problem for us. We will raise this issue in OPEC conference," he said.

He said if the Oil and Petroleum Exporting Countries (OPEC) do not price the crude responsibly then we would push hard for electric vehicles, renewables and bio fuels.

"We will not keep the prices of petroleum out of the poor people's reach. We will do whatever is required for that," he said.&nbsp

About former finance minister P Chidambaram's claim that petrol prices can be cut by Rs 25 per litre, Pradhan said:"If Chidambaram has some morality then he should speak truth to the nation.&nbsp

"In their UPA tenure, they had put burden of debt in the form of oil bonds on our economy. We are paying principal and interest both on that. That is an irresponsible comment."&nbsp

TDP MP CM Ramesh on Monday in a letter to Prime Minister Narendra Modi said he would be "constrained to undertake an indefinite fast" if immediate steps are not taken to establish a steel plant in Andhra Pradesh's Kadapa district.

Ramesh wrote the letter five days after the Centre, citing a Steel Authority of India Limited (SAIL) feasibility report, told the Supreme Court that it was not "financially viable" to construct a steel plant at Kadapa.

"The Government of India filed an affidavit in the Supreme Court stating that the project is not economically viable. It appears that the said statement was based on the initial SAIL report. This news has aroused emotions of the people of Andhra Pradesh in general and those from Kadapa district in particular," the letter read.

It is the Centre's "statutory responsibility to fulfill the assurance as stated in the Andhra Pradesh Reorganisation (APR) Act", the TDP MP wrote in the letter.

He said the Centre should take early action for the establishment of an integrated steel plant in Kadapa district at the earliest or "I will be constrained to undertake an indefinite fast".

Ramesh had earlier said he would go on a fast-unto-death in Kadapa district from June 24.

TDP MP Jay Galla had last week accused the central government of misleading the people of Andhra Pradesh on the issue.

He had said the BJP had been making contradictory statements at the Centre and in the state regarding the plant.

"SAIL was asked to examine the feasibility of setting up a steel plant in Kadapa district according to the APR Act. In December 2014, it submitted that it's not feasible. Later, when the TDP resisted and demanded that the Centre fulfill the promise made in the Act, it constituted a task force on December 7, 2016, to relook into the issue.

"The Centre, citing the old 2014 SAIL report, filed an affidavit in the Supreme Court, stating that a steel plant in Kadapa is not feasible. If it is genuinely interested in setting up the plant, it should have waited for the task force report," he had said.

Galla had said the TDP would confront the Modi government on the issue in the upcoming Parliament session.

The proposed steel plant is emerging as another point of contention between the Centre and the TDP, which had in March pulled out of the NDA government over its refusal to grant special status to Andhra Pradesh.

The party has been accusing the Modi government of not releasing enough funds for the Polavaram irrigation project and Amravati, the under-construction ultra-modern state capital.&nbsp

Will go on indefinite fast if Kadapa steel plant promise not fulfilled: TDP MP to PM

J C Passey, medical superintendent of the LNJP Hospital, said that Jain was shifted at 11.50 pm yesterday after he complained of a headache , nausea, abdomen pain, respiratory difficulties and urine retention.

Passey said he is not taking food orally and is being given glucose, electrolytes and medication for symptomatic relief intravenously.

"Our team of specialists has examined him again today and has advised some investigations. He is likely to be kept in the ICU for the next 24 hours for observation," he said.

The protest that seeks an end to the Delhi IAS officers' undeclared strike and approval to his government's proposal for doorstep delivery of ration to the poor has reached the eighth day today.

The officers said that they look forward to "concrete interventions" for their security and dignity, a move that may break the four-month-long impasse between the AAP dispensation and the bureaucrats following an alleged assault on Chief Secretary Anshu Prakash by some ruling party MLAs at the chief minister's residence in February.

The association of officers of the AGMUT (Arunachal Pradesh, Goa, Mizoram and Union territories) cadre said that they continue to be at work with "full dedication" and "vigour".&nbsp;

"#DelhiAtWork #NoToStrike Officers of GNCTD welcome Hon'ble CM's appeal. We reiterate that we continue to be at work with full dedication & vigour.," the association tweeted.&nbsp;

"We look forward to concrete interventions for our security & dignity. We are open to formal discussions with Hon'ble CM on this matter," it said.

Kejriwal had yesterday assured the bureaucrats that he will use all the powers and resources at his command to ensure their safety and security and called them part of his family.

Sharing his statement on Twitter, Kejriwal had said, "I am told that IAS Officers Association has expressed concerns about their safety in a press conference today. I wish to assure them that I will ensure their safety and security with all powers and resources available at my command. It is my duty."

Kejriwal, along with his colleagues, has stayed put at the lieutenant governor's office since Monday, demanding that LG Anil Baijal should direct the IAS officers to end their "strike".

Kejriwal had said that he and his colleagues will not leave the LG's office until their demands were met. However, the IAS officers maintained that the bureaucrats were not on strike.

Delhi Deputy Chief Minister Manish Sisodia, who has been on hunger strike since June 13 at the LG's office, was today taken to hospital after his health deteriorated, Kejriwal said.&nbsp;

Later in the day, Sisodia tweeted, "Happy for discussions with our officers. Del govt committed to provide them safe n secure environment. However, LG is head of both 'services'&nbsp;and 'security'. So, meeting shud take place in his presence so that assurances related to those subjects cud be given (sic)."

Health Minister Satyendra Jain was late last night hospitalised after his condition deteriorated. He was taken to the LNJP Hospital where his condition is stable, doctors said.

Union Minister Arun Jaitley on Monday urged citizens to pay their due share of taxes "honestly" to reduce dependence on oil as a revenue source, and virtually ruled out any cut in excise duty on petrol and diesel saying it could prove to be counter-productive.

While salaried class pay their due share of taxes, Jaitley said "most other sections" have to improve their tax payment record, which is keeping India "far from being a tax-compliant society".

"My earnest appeal, therefore, to political leaders and opinion makers ...Would be that evasion in the non-oil tax category must be stopped and, if people pay their taxes honestly, the high dependence on oil products for taxation eventually comes down. In the medium and long run, upsetting the fiscal maths can prove counter-productive," Jaitley said.

In a facebook post titled 'The Economy and the Markets Reward Structural Reforms and Fiscal Prudence', Jaitley said in last four years, central government's tax-GDP ratio has improved from 10 per cent to 11.5 per cent. Almost half of this, 0.72 per cent of GDP, accounts for an increase in non-oil tax-GDP ratio.

The level of non-oil taxes to GDP at 9.8 per cent in 2017-18 is the highest since 2007-08 - a year in which our revenue position was boosted by buoyant international environment, he said.

"This government has established a very strong reputation for fiscal prudence and macro-economically responsible behaviour. We know what happened during the Taper Tantrum of 2013. Fiscal indiscipline can lead to borrowing more and obviously increase the cost of debt.

"Reliefs to consumers can only be given by a fiscally responsible and a financially sound central government, and the states which are earning extra due to abnormal increase in oil prices," Jaitley said.

In an apparent dig at senior Congress leader P Chidambaram's remark that tax on oil should be cut by Rs 25 per litre, Jaitley retorted "this is a 'trap' suggestion".

Without naming Chidambaram, Jaitley noted that the "distinguished predecessor" had "never endeavoured to do so himself."

"It is intended to push India into an unmanageable debt - something which the UPA government left as its legacy. We must remember that the economy and the markets reward structural reforms, fiscal prudence, and macroeconomic stability.

"They punish fiscal indiscipline and irresponsibility. The transformation from UPA's "policy paralysis" to the NDA's "fastest growing economy" conclusively demonstrates this. The government is aspiring to improve the tax-GDP ratio," Jaitley said.&nbsp

Chidambaram had last week claimed that it was possible for the centre to cut tax by up to Rs 25 per litre on petrol prices but the Modi-government will not do so.

As per government estimates, every rupee cut in excise duty on petrol and diesel will result in a revenue loss of about Rs 13,000 crore.

The price of Indian basket of crude surged from USD 66 a barrel in April to around $ 74 currently.

Jaitley said despite higher compliances in new system, as far as the non-oil taxes are concerned, India is still far from being a tax complaint society.&nbsp

"Salaried employees is one category of tax compliant assessees. Most other sections still have to improve their track record. The effort for next few years has to be to replicate the last four years and improve India's tax to GDP ratio by another 1.5 per cent.&nbsp

"The increase must come from the non-oil segment since there is scope for improvement," he said.

These additions, Jaitley said, have to come by more and more people performing their patriotic duty of paying the non-oil taxes to the State.&nbsp

"The tragedy of the honest tax payer is that he not only pays his own share of taxes but also has to compensate for the evader," he said.&nbsp

Jaitley said the central government collects taxes in the form of income tax, its own share of GST and the customs duty. 42 per cent of the central government taxes are shared with the states.&nbsp

State governments collect their 50 per cent from GST besides their local taxes. These are independent of taxes on petroleum products. The states charge ad valorem taxes on oil. If oil prices go up, states earn more, he said.&nbsp

Three people have died and five others have been injured after members of two gangs opened fire in Delhi's Burari area on Monday morning.&nbsp;

As per ANI, the firing happened at Burari's Sant Nagar between two gangs - Gogi gang and Tillu gang - from their cars.&nbsp;

Raju, a member of Tillu gang has been shot dead. The identities of the others have not been revealed yet.&nbsp;

The cause of the shootout remains unknown.&nbsp;

Enforcement Directorate on Monday issued fresh summons to Nalini Chidambaram, wife of former finance minister P Chidambaram, news agency ANI reported.

The summons was issued in connection with the money laundering probe into the Saradha Ponzi scam, ANI added.

Officials said Nalini has been summoned at the Kolkata office of the central probe agency on June 20.

She was last summoned by the agency for May 7 but she appealed against the summonses before the Madras High Court.

In her appeal, Nalini, a senior advocate, has challenged the April 24 order of Justice S M Subramaniam dismissing her petition against the ED's summons asking her to appear as a witness in its money laundering probe in the Saradha chit fund scam case.

He had rejected her contention that women cannot be called for investigation out of their place of residence under CrPC Sec 160, saying such exemptions are not mandatory and are subject to facts and circumstances of a case.

The judge had also directed the ED to issue fresh summons, following which the agency had on April 30 issued the summons asking Nalini to appear before it on May 7.

The agency, they said, wants to record her statement under the Prevention of Money Laundering Act (PMLA) with regard to a specific link of her in this case, they said.

The ED had first issued the summons to Nalini on September 7, 2016 asking her to appear at its Kolkata office as a witness in the Saradha chit fund scam.

She was allegedly paid a legal fee of Rs 1.26 crore by the Saradha group for her appearances in court and the Company Law Board over a television channel purchase deal.

She had earlier been questioned by the ED and CBI in this regard but agency sources had claimed that she was being summoned in the "light of new evidence".

During the hearings at the Madras HC, Nalini had contended that the summons was "purely politically motivated to damage her reputation."

Pointing out that receiving fee by a counsel for representing an accused was not an offence, she had said every lawyer who appears for a suspect in criminal cases charges professional fee.

The ED had filed a charge sheet in this case in a special PMLA court in Kolkata in 2016.

Nalini's son Karti is already being investigated by the ED in two separate money laundering cases of the Aircel-Maxis deal and the INX Media case and he has been questioned multiple times by the agency in context of these cases.&nbsp

A charge sheet was recently filed by the ED against Karti in the Aircel-Maxis case.

Standing on a balcony, a group of non-Muslims including women watched Muslims offer prayers at a mosque in Hyderabad which formally opened its doors for people of all faiths, reports said.

It was an opportunity for followers of different religions to know how a mosque looks from the inside and how Muslims offer `namaz`, said one of the sources attached to the mosque.&nbsp;

Visitors including heritage activist P Anuradha Reddy went around Masjid-e-Quba to see the charts displayed by the organisers explaining basic tenets of Islam. She said such programmes promote better understanding between communities.

The organising committee of the mosque located in Mehdipatnam area in Hyderabad organised the first-ever "open mosque" programme inviting people of other faiths to visit the place of worship in an effort to elucidate the teachings of Islam.

The programme was organised a day after Eid-ul-Fitr.

A large number of Hindus, Christians and Sikhs visited the mosque and were explained about `namaz`, `aazaan` (call for prayers) and `wazu` (ablution). They were also explained as to why the architectures of most of the mosques include minarets and domes.

According to reports, the visitors were treated with dates and Sheer Khurma, a sweet made with vermicelli, milk and dry fruits.

The idea of the "open mosque" was proposed by Mohammed Mustafa, who recently embraced Islam.

Kejriwal and a few of his ministers have been protesting at Raj Niwas since Monday.&nbsp;

"This can’t be called a strike. You can’t go inside someone’s office or house and hold a strike there," the high court told the Delhi government's counsel.&nbsp;

When the lawyer claimed Delhi's IAS officers had accepted on Sunday that they were not attending meetings called by AAP ministers, the court asked: "Thing is that you’re sitting on a dharna. Who authorised them to sit on a dharna like this?"

When the lawyer said it was an individual decision, the court asked whether the sit-in was "authorised".&nbsp;

Salman Khan's 'Race 3' predictably earns Rs 100 crore in its opening weekend

Celebrity jeweller Nirav Modi, who is wanted for Rs. 13,000-crore bank fraud in India is believed to have travelled on his Indian passport as recently as June 12, reports said.&nbsp;

As per reports, Modi took a Eurostar high-speed train from London to Brussels. Indian officials have verified this from European immigration authorities who captured Modi's passport details on his trip to Brussels.

On February 24, the MEA revoked the passports of Nirav and his maternal uncle Mehul Choksi, promoter of Gitanjali Group, after they failed to respond to a February 16 notice issued by the Ministry, asking them to show-cause why their passports should not be impounded or revoked.&nbsp;

CBI&nbsp;requested the Interpol to issue a Red Corner Notice(RCN) against Nirav Modi's brother Nishal Modi and his company executive Suresh Shankar. &nbsp;They had approached Interpol to get a 'diffusion notice' against Modi which would have required member countries to inform the agency through Interpol of Modi's presence in their jurisdiction.

Reports further inform that Nirav Modi fled India on January 1, and was then seen in a group photograph with Narendra Modi during World Economic Forum from January 23 to 26.

Officials of the Enforcement Directorate, which is conducting the investigation against the diamantaire and his associates, had initially said he had travelled to UK on a passport issued by Singapore.

Modi travelled between the United States, the United Kingdom and Hong Kong on his Indian passport between 15 March and 31 March, reports say.

Also, a senior Indian official told &nbsp;PTI that India has been informed by the UK's Crown Prosecution Service (CPS) that it can initiate extradition proceedings against Nirav Modi. The Enforcement Directorate(ED) had earlier filed a chargesheet against Nirav Modi and his associates at a special court in Mumbai. The charge sheet has been filed under various sections of the Prevention of Money Laundering Act (PMLA).&nbsp;

External Affairs Minister Sushma Swaraj on Sunday embarked on a four-nation visit to Italy, France, Luxembourg and Belgium.

Today, Swaraj will visit Italy. This will be the first major political exchange between India and Italy following the swearing-in of Giuseppe Conte as the country's new Prime Minister.

In Rome, Swaraj will call on Prime Minister Conte and also meet her counterpart, Enzo Moavero Milanesi, Minister of Foreign Affairs and International Cooperation, and review the bilateral relations between the two countries.

Meanwhile, the visit to France (June 18-19) will see Swaraj meeting her counterpart, Jean-Yves Le Drian, Minister for Europe and Foreign Affairs to review the bilateral relations between the two nations.

This will be the first major visit to France since the visit of the French President Macron to India in March this year.

India and France are celebrating the 20th anniversary of their strategic partnership. While in Paris, Swaraj will be the Chief Guest at the naming ceremony of the Indian Culture Centre and also interact with the Indian community.

Later on, Swaraj will be visiting Luxembourg from June 19-20, marking the 70th year of establishment of Diplomatic Relations between the two countries.

Delhi Chief Minister Arvind Kejriwal on Sunday slammed Delhi's Lieutenant Governor Anil Baijal for attending the NITI Aayog meeting. According to reports, Kejriwal stated that he had not authorised the L-G to attend the meeting on his behalf.

Delhi Chief Minister Arvind Kejriwal and three of his colleagues had on Monday gone to visit the Lieutenant Governor Anil Baijal to ask him to intervene in the IAS strike. When Baijal refused to meet them, they began a sit-in in his waiting room. They have been there since.&nbsp;

Delhi's IAS officers have said they are not on strike and have even released photographs showing officials on duty. The AAP government, however, says the officers do not attend meetings called by Delhi's ministers, nor do they pick up phone calls from them.&nbsp;
