Two District Reserve Guard (DRG) personnel were injured in an encounter with Naxals in Chhattisgarh's Kanker district, the police said today.

The face-off took place last night in a forest near Tamora village when a team of DRG was conducting a search operation along the border of Kanker and Narayanpur districts, a senior police official told PTI.

The DRG squad had received a tip-off following which it launched the operation in the forest last evening, he said.

When the patrolling team was cordoning off the forest area near Tamora, a gun-battle took place between the security personnel and ultras, the official said.

After a prolonged exchange of fire, the rebels fled into the core forest area, he said.

"Sub-Inspector Sukku Ram Nureti and head constable Pareshwar Gawde of the DRG sustained injuries in the gunfight," the official said.

Reinforcement was rushed to the spot and the injured personnel were airlifted to Raipur for treatment, he said.

The official said that as per the ground report, two to three Naxals were killed in the gunfight but their colleagues managed to drag the bodies inside the core forest.

During the search, several Naxal related items, including bags, were recovered from the spot, he said.

Further details are awaited as the search operation was still underway in the region, he added.

The Karnataka High Court has directed two magistrate courts here to submit a report on allegations of custodial torture of four accused in the Gauri Lankesh murder case and non-compliance of judicial procedures.

The allegations are "serious in nature" and the Registry of the High Court has been directed to communicate the order to the magistrates of the first and third additional chief metropolitan magistrate (ACMM) courts, Justice KN Phaneendra said when the matter came up for hearing Monday.

"They should submit a report on the allegations within 10 days from the date of receipt of this order," he said.

In an affidavit, advocate NP Amrutesh alleged that Amol Kale, one of the accused in the case, was beaten, slapped and punched on his cheek by police officers while in custody.

The magistrates also failed to comply with procedures mandated by the Supreme Court regarding persons in police custody, he claimed.

The advocate is representing Kale, Sujith Kumar, Amit Ramachandra Degvekar and Manohar Edave, arrested in connection with the killing of the veteran journalist.

The counsel for the accused also alleged that the magistrate did not order a medical examination even after being informed on June 14 about the torture meted out to one of the accused by the police.

"Instead, the magistrate only recorded injury marks on his body," he said.

The counsel further said similar complaints regarding custodial torture of the other accused were also made on May 31 before the magistrate of the third ACMM, which was neglected.

Hence, he prayed for a court direction to authorities concerned to conduct a medical examination of the accused and a probe into their illegal detention and torture by the police.

He also sought Rs 25 lakh as compensation for each of the accused, besides a direction to the magistrate to record their statements in in-camera proceedings.

On June 12, the high court had issued notices to the Karnataka government, state police chief and police officials concerned in the matters.

"Oil bonds issued by the previous government are being serviced currently- total oil bonds issued between 2005-2010 is Rs. 14, 8187 crores, while outstanding oil bonds (as on April 1, 2018) which will be discharged only between 2022-2026 is Rs. 13, 0923 crores.

Also, interest paid on oil bonds between 2014-18 is Rs. 40,226 crores," Goyal said at the 6th Annual Growth Net Summit, which has been jointly organised by the Confederation of Indian Industry (CII), the Ananta Centre and Smadja & Smadja."While the repaid or discharged bonds amounting to Rs. 26,996 crores had been issued to before 2005," Goyal added.

Goyal also criticized the UPA government for the large number of subsidies handed out for kerosene, LPG, fertilizer and food security.

He said that central sales taxes reimbursement to states had not been paid for years by the UPA."We have inherited 1 lakh 30 thousand crores of oil bonds which are unpaid bills of oil companies from 2009-14.

Expressing concern over "dynastic approaches" in various important areas, including politics, BJP MP Varun Gandhi said this was closing the doors of opportunity for the common man.

He was addressing an event on 'The road to India's Future: Opportunities and Challenges', organised by the Federation of Karnataka Chambers of Commerce and Industries in Bengaluru on Monday.

"How do we open the doors to more people in politics? Everybody knows that politics has dynastic approaches. There are certain families in every state, district, and country that are prominent. It is unfortunate but true," he said.

The BJP MP lamented that no important sector was devoid of this phenomenon.

Gandhi said if one today looked at the film industry, sports fraternity, politics and industry, almost all doors were closed to the common man.

"If you are a talented young person growing up in a small town and you have immense talent and courage, ability what will you do? Sometimes it is just wasted. It saddens me," said Gandhi who hails from the Nehru family.

He, however, admitted that he would not have grown politically if he had not come from a political dynasty.

Speaking about the poor pace of innovation in India, Gandhi said there was a lack of funding.&nbsp;

While China spends three per cent of its GDP on research and development, India's share is a meagre 0.6 per cent, he said.

Another reason for faltering in innovation was that 93 per cent of start-ups failed in India mainly because investors did not give sufficient time to let the ventures grow, the BJP leader claimed.

Gandhi said the education system needs a reform where P.Hd research should be linked to industry and innovation.

He also underlined the need to make education accessible to all.

Gandhi also spoke about environmental hazards, citing the examples of landfill sites at Dera and Bandhwari village of Faridabad and Gurgaon, the two satellite towns of Delhi.

The shutdown of the waste treatment plants in these towns had resulted in most people getting serious ailments, he claimed.&nbsp;

Kejriwal and his ministers have been staging a sit-in at L-G Anil Baijal's office since June 11 evening to press for their demands, including a direction to IAS officers to end their "strike" and action against those who have struck work.

A vacation bench comprising justices S A Nazeer and Indu Malhotra said the plea would be listed for hearing after the summer vacation.

Lawyer Shashank Sudhi, appearing for petitioner Hari Nath Ram, sought the urgent hearing of the plea, saying a constitutional crisis has been created due to "the unconstitutional and illegal" protest by the chief minister inside the L-G's office here. Moreover, the citizens are "left high and dry", he said.

Sudhi said the Delhi High Court, which had heard the matters on the issue yesterday, has now posted them for hearing on&nbsp;June 22&nbsp;and that the city is facing an "emergency situation" in which citizens are facing severe water crisis.

"We will list it on reopening of the court," the bench said, while declining the request for urgent hearing.

Besides seeking declaration of the sit-in as unconstitutional, the plea also sought initiation of perjury proceedings against either the chief minister or the office of the lieutenant governor (L-G) on the ground that one of them is lying.

The chief minister has been claiming that the IAS officers are on strike, but the L-G's office has asserted that the officers are very much on the job, the lawyer said.

The movement's members are of the view that the abolition of Article 31B will pave way for challenging many laws that are the cause of agrarian crisis in the country.

According to KPA, some of these laws come under the Agricultural Land Ceiling Act, the Essential Commodities Act and the Land Acquisition Act, which are part of the Constitution's Ninth Schedule.

Notably, laws under the Ninth Schedule are not open to judicial review.

Habib, a close aide of Shetkari Sanghatana leader late Sharad Joshi, said that times have changed and so has the government's attitude.

Instead of going for street agitations, KPA has identified the root cause of the agrarian crisis and will remove it with the help of judiciary, he told reporters here yesterday.

Explaining how they feel these laws are "anti-farmer", KPA activist Makarand Doijad, who filed the petition in SC, said as per the Essential Commodities Act, every person has the right to determine the price of his product, storage capacity and transportation for every business, except cultivators.

"The central government possesses all these rights with it, it decides prices of agriculture produce and everything related to it," he said.

The government has also restricted land holdings of farmers, which means they cannot own land more than the determined limit, Doijad said.

"Article 31B itself is non-constitutional as it violates the right to equality and justice to all citizens of the country since it says that all laws incorporated as part of the Ninth Schedule cannot be challenged in any court of law," he claimed.

Habib said this means farmers cannot challenge these laws which are "draconian in nature".

"If we are able to abolish these laws then the government won't need to provide any farm loan waiver," he said.&nbsp;

Their initiative comes even as top minds at India's space agency ISRO are readying to launch their second moon mission, the Chandrayaan-2. 
 
The students' mission is expected to be launched before the end of next year and is estimated to cost a whopping&nbsp;Rs.&nbsp;250 to&nbsp;Rs.&nbsp;300 crore, Mission Director of city based SpaceKidz, Srimathy Kesan said. 
 
The initiative is to instil a sense of confidence among students that they can "ask for the moon" and see that their ideas transcend the earth, she said. 
 
"It is going to be the first ever 3-D printed rover, as light as 2.5 to 3 kg," Ms Kesan, also CEO of the private entity working to promote a quest for science among Indian students, told PTI. 
 
"The 3D technology has various benefits and that is why we wish to build the rover with the same technology."

A basic design of their lightweight rover was presented at an event at IIT Bombay on June 16, she said, adding there was a host of tasks still to be completed like design finalisation before they could zero in on aspects like the launch vehicle. 
 
On funding, Ms Kesan said she was confident that philanthropists who understand the importance of encouraging young Indian minds in their pursuit of science would pitch in. 
 
Asked about the objective at a time when ISRO was planning Chandraayan 2, she said "that is a governmental mission... we want to tell the world that Indian kids can do it too and aspire for bigger things as they grow." 
 
She said the private lunar mission by students was the first such initiative in the world.

Pandey also said that if any lapse is found on the hotel's part during investigations, strict actions will be taken against the people concerned.&nbsp;

5 dead in Lucknow hotel fire, Adityanath announces compensation

The Haryana government has sent a circular to its officials telling them to stand when they meet MPs and MLAs.&nbsp;

"An officer should be meticulously correct and courteous to rise to receive and see off a Member of Parliament/State Legislature visiting him. Arrangements may be made to receive the Members of Parliament when, after taking prior appointment, they visit the officer of the Government of India, State Government or local government," the circular says.

"Any deviation from an appointment made with a Member of Parliament/State Legislature must be promptly explained to him to avoid any possible inconvenience. Fresh appointment should be fixed in consultation with him," it adds.&nbsp;

The circular was issued by the office of Haryana Chief Secretary Depinder Singh Dhesi. It is dated May 28 and has been signed by Devinder Kapil, the Under Secretary, Political.&nbsp;

Predictably, the circular has set off a wave of condemnation on social media.&nbsp;

The two talented actors, who won rave reviews for their performance in the film, will pair for the web series 'It Is Not That Simple'. The actor, in March, was diagnosed with a neuroendocrine tumour, which affects the hormonal and nervous systems. The actor, along with his family soon left for London and has been undergoing treatment in London ever since.&nbsp; 
 
Away from the limelight, the actor states he has had the time to retrospect about life, and that the battle with cancer has taught him to "surrender and trust".

Khan stated that since the disease was rare, its unpredictability scared him the most initially. "This new name in my vocabulary, I got to know, was rare, and due to fewer study cases, and less information comparatively, the unpredictability of the treatment was more. I was part of a trial-and-error game.

The actor stated that how he told his son that how he did not want to bow down to the unpredictability of the disease, the pain that comes with the treatment. "That was my INTENTION. AND THEN PAIN HIT. As if all this while, you were just getting to know pain, and now you know his nature and his intensity. Nothing was working NO consolation, no motivation. The entire cosmos becomes one at that moment – just PAIN, and pain felt more enormous than GOD," the actor continued.&nbsp; 
 
The actor said how the pain had numbed him initially and he wasn't even aware that Lords Cricket grounds was just opposite to the hospital he was admitted in. “This hospital also had a coma ward right above me,” he said. “Once, while standing on the balcony of my hospital room, the peculiarity jolted me. Between the game of life and the game of death, there is just a road. On one side, a hospital, on the other, a stadium. As if one isn’t part of anything which might claim certainty – neither the hospital nor the stadium. That hit me hard.” 
 
“The peculiarity of MY hospital’s location – it HIT me. The only thing certain was the uncertainty. All I could do was to realise my strength and play my game better,” he said. 
 
“This realisation made me submit, surrender and trust, irrespective of the outcome, irrespective of where this takes me, eight months from now, or four months from now, or two years. The concerns took a back seat and started to fade and kind of went out of my mind space,” he said.

The last of the five Fast Patrol Vessel (FPV) project of Indian Coast Guard ‘Rani Rashmoni’ was commissioned into the Indian Coast Guard on Monday in Andhra Pradesh.&nbsp;

ICGS Rani Rashmoni also includes three MTU 4000 series diesel engines of 2,720 KW capacity each, coupled with three Rolls Royce Kamewa jets and can achieve a maximum speed of 34 knots (63 kmph).

The last of the five Fast Patrol Vessel (FPV) project of Indian Coast Guard ‘Rani Rashmoni’ was commissioned into the Indian Coast Guard on Monday in Andhra Pradesh. The vessel was commissioned at Visakhapatnam by Additional-Director General, Indian Coast Guard VSR Murthy in the presence of Coast Guard Commander (Eastern Seaboard) KR Nautiyal and guests from central and state governments. The 51 meter ship named after famous legendary leader ‘Rani Rashmoni’ of Kolkata has been designed and built indigenously. It also includes state-of-the-art equipped with the most advanced and sophisticated navigational and communication sensors and equipment. ICGS Rani Rashmoni also includes three MTU 4000 series diesel engines of 2,720 KW capacity each, coupled with three Rolls Royce Kamewa jets and can achieve a maximum speed of 34 knots (63 kmph). Indian Coast Guard ship 'Rani Rashmoni' commissioned in Andhra Pradesh

Celebrity jeweller Nirav Modi, who is wanted for Rs. 13,000-crore bank fraud in India is believed to be in Brussels&nbsp;after his passport was revoked. Reports&nbsp;say that Modi entered the UK on his original passport which was then revoked in February and has been travelling either on multiple passports or these countries were not informed of the case by the MEA - who have been letting him in. The exact information has not been revealed.&nbsp;

Regardless of any of these developments, Modi travelled between the United States, the United Kingdom and Hong Kong on his Indian passport between 15 March and 31 March, reports say.

Reports further inform that Nirav Modi fled India on January 1, and was then seen in a group photograph with Narendra Modi during World Economic Forum from January 23 to 26.

Officials of the Enforcement Directorate, which is conducting the investigation against the diamantaire and his associates, had initially said he had travelled to UK on a passport issued by Singapore.

On Thursday,&nbsp;India's premier investigating agency the Central Bureau of Investigation(CBI)&nbsp;requested the Interpol to issue a Red Corner Notice(RCN) against Nirav Modi's brother Nishal Modi and his company executive Suresh Shankar.

CBI sources said the&nbsp;UK has shared certain details of movement of fugitives, including Nirav Modi with the agency.&nbsp;

Also, a senior Indian official told&nbsp; PTI&nbsp;that India has been informed by the UK's&nbsp;Crown Prosecution Service (CPS) that it can initiate extradition proceedings against&nbsp;Nirav Modi. The Enforcement Directorate(ED) had earlier filed a chargesheet against Nirav Modi and his associates at a special court in Mumbai. The charge sheet has been filed under various sections of the Prevention of Money Laundering Act (PMLA).&nbsp;

On February 24, the MEA revoked the passports of Nirav and his maternal uncle Mehul Choksi, promoter of Gitanjali Group, after they failed to respond to a February 16 notice issued by the Ministry, asking them to show-cause why their passports should not be impounded or revoked.&nbsp;

Aurangzeb was abducted by terrorists from Jammu and Kashmir's Pulwama district while on his way back home on the occasion of Eid. His bullet-ridden body was recovered from Jammu and Kashmir's Gusoo area on June 14.

More and more producers are now making films solely for the digital audience. But with the advent of Netflix, Amazon and host of video streaming apps, will cinema halls cease to exist? 
 
"Cinema halls will always stay. We as filmmakers will make films for all kinds of mediums but cinema halls will remain for people like us. That won't go," says filmmaker Anurag Kashyap.&nbsp; 
 
Kashyap along with Zoya Akhtar, Dibakar Banerjee and Karan Johar directs <a href="http://www.wionews.com/india-news/entertainment-lust-stories-trailer-karan-johar-dibakar-banerjee-zoya-akhtar-and-anurag-kashyap-reunite-for-anthology-film-on-love-and-desire-137984">Netflix's new film 'Lust Stories' which is a sequel of sorts to 2013 film 'Bombay Talkies'.&nbsp;</a> 
 
The anthology will have four distinct stories- each directed by the four filmmakers- with a common theme- lust.&nbsp; 
 
Anurag's film features Radhika Apte in the lead. Without divulging much about his film, Kashyap urged us to watch the film. " See the film. It's about a woman who is very contradictory in life. I am not sure if she wants love or not in her life. She seems very confused. But watch the film to understand what she is all about. I made a film and decided to follow her character. I really don’t know her actually," the director said ambiguously.&nbsp;

The film will release on Netflix on June 15th but Kashyap isn't worried that the reach of his film would be limited. "I am very happy the way Lust Stories has shaped up. It's okay that the film is not getting a theatrical release. I make films, that is my job. Now, it is up to people if they want to watch it or not- irrespective of the medium." 
 
The director feels that both digital and cinema halls can co-exist. "They will always co-exist. Digital won’t take over. Some films will stay in web format, some for cinema."&nbsp; 
 
Kashyap was in the capital city to launch the Delhi edition of MAMI year-round programme. The programme intends to showcase latest, talked-about- films from across the world to select audience each month. The Mumbai edition is already a hit and now the organisers have planned to take it outside Mumbai. Lauding the initiative to bring world and Indian cinema to Delhi, Kashyap rued that no such festival existed back when he was in Delhi studying at Delhi University.&nbsp; 
 
"We didn’t have anything like this back when I was in college. There used to be only IFFI and there was no awareness about the festivals. I discovered IFFI in '93 and I was in Delhi since 1989. Had I discovered IFFI back then instead of waiting in the canteen for that girl – I could have watched a lot of films," Kashyap admits with a grin. 
 
Calling MAMI an important platform for smaller films and indies, Kashayp said, "It is an important platform for opening up cinema to the world. Which is why it matters."&nbsp;

Apart from 'Lust Stories', Kashyap's upcoming projects include web series 'Sacred Games' which he is co-directing with Vikramaditya Motwane. It marks Saif Ali Khan's debut in web space and co-stars Nawazuddin Siddiqui and Radhika Apte. The series will be on Netflix in July. Kashyap is also directing 'Manmarziyaan' which stars Taapsee Pannu, Abhishek Bachchan and Vicky Kaushal which is slated to release later in 2018.

Cinema halls will always stay, despite online video streaming platforms: Anurag Kashyap

Delhi Health Minister Satyendra&nbsp;Jain, who has been on a hunger strike since Tuesday, was hospitalised on Sunday.&nbsp;

News reports said Jain had dropped four kilograms since beginning his fast.&nbsp;Jain had been on hunger strike in the waiting room of Delhi's Lieutenant Governor Anil Baijal.&nbsp;

Delhi Chief Minister Arvind Kejriwal and a few of his ministers had gone to visit the LG on Monday to ask him to help call off the "strike" by Delhi's IAS officers. They began a sit in at the LG's waiting room when he refused to meet them.&nbsp;

The IAS officers say they are not on strike. The AAP government says they do not attend meetings called by ministers nor pick up phone calls from them.&nbsp;

Delhi's AAP government and the city's bureaucrats have been at loggerheads ever since an alleged assault on Delhi's Chief Secretary Anshu Prakash by two AAP MLAs.&nbsp;

The assault allegedly took place at Delhi Chief Minister Arvind Kejriwal's home and in his presence.&nbsp;

A group of Delhi's IAS officers meanwhile held a press briefing on Sunday. They said once again that they were not on strike, and that they feared for their safety.&nbsp;

Kejriwal replied to them saying he would "ensure their safety and security <a href="http://www.wionews.com/india-news/arvind-kejriwal-assures-safety-to-ias-officers-after-their-security-concern-145067">with all powers and resources</a> available at my command".&nbsp;

Doctors at LNJP Hospital, where Jain was taken, have meanwhile said his condition is stable.&nbsp;

"After watching his (Satyendra Jain) ketone report, we decided to admit him to hospital. His blood pressure is normal now. He is having some breathing issues, but stable," Dr Passey of LNJP Hospital told ANI.&nbsp;

Passey added that Jain had been stable when he had been admitted to hospital but that his ketone level had been high.

It was on Sunday evening that he complained of a&nbsp;headache, nausea and breathing problems.&nbsp;

Kejriwal also tweeted that Jain was "doing well" now.&nbsp;

The Bahujan Samaj Party (BSP) today said that it was not in talks with the Congress for an alliance for the Madhya Pradesh Assembly polls slated for later this year.

A senior state BSP leader added that the party would, as things stand today, contest all 230 Assembly seats in the state.

Talking to PTI, BSP state president Narmada Prasad Ahirwar said, "I was asked by the media that Congress leaders were saying that there are discussions underway with the BSP for an alliance for the next assembly elections. I clarified that we are not in discussions at the state level and, I think neither at the central leadership level."

"As things stand today, we are going to contest all 230 Assembly seats. I have received no directives in this connection (alliance) from the central leadership," Ahirwar said.

The state Congress, meanwhile, has claimed that it never said alliance talks were underway with the BSP.

"We never named any party. The Congress only said that we would try to have an alliance with political parties with a similar ideology. We never mentioned the BSP's name. It will depend on the situation when we enter the election phase," Madhya

Pradesh Congress' media department's chief Manak Agarwal said.

Assembly polls in Madhya Pradesh are likely to be held in November-December this year.

In the 2013 MP Assembly elections, the Congress and the BSP polled 36.38 per cent and 6.29 per cent of the votes respectively against the BJP's 44.88 per cent.

The BJP won 165 seats, the Congress 58, the BSP four while Independents won three seats in the 230-member Assembly.

In the 2008 Assembly polls, the Congress and the BSP secured 32.85 and 8.97 per cent votes respectively, which was collectively four per cent more than the 37.64 per cent vote share of the BJP.
