The Supreme Court on Tuesday began hearing a batch of petitions <a href="http://www.wionews.com/india-news/violation-of-human-rights-says-petitioners-counsel-as-sc-hears-pleas-against-section-377-150452">against Section 377</a> which says homosexuality is a crime.&nbsp;

Section 377 was struck down by the Delhi High Court in 2009 — the court said the&nbsp;law was unconstitutional — but the judgement was set aside by the Supreme Court in December 2013. The country's top court passed the buck onto Parliament, saying only it can make laws.&nbsp;

Suburban train services of the Western Railways were suspended today after heavy rains lashed the metropolis through the night, an official said.

The India Meteorological Department (IMD) has predicted heavy to very heavy rain till Thursday. 
 
"Since last night, over 200 mm rainfall has been recorded. This has led to waterlogging on railway tracks and keeping in view passengers' safety, train services have been stopped till the water level on the tracks recede," the railway official said. 
 
Train services between Churchgate and Borivali were, however, normal.

He said that pumps are being used to drain out water from tracks.

Local train services of the Central Railway (CR) were not affected despite the heavy rain. 
 
Trains are running normally on the main, harbour and trans-harbour lines, the CR said.

"At times, some Hon'ble Members have come to the well of the House and shouted slogans, shown placards and banners and interrupted the proceedings of the House. Consequently, the House had to be adjourned repeatedly without transacting any business," wrote the Speaker.

Mahajan urged members to assure that discussion, divergence of opinion and dissent is within the well-established parameters and accepted norms of Parliamentary dignity and decorum so that people may continue to have abiding faith in democracy and democratic institutions.

In her letter, the 75-year-old stated that frequent disruptions in the House do not help present a desired picture and image of the functioning of democracy in India. "During my recent foreign visits, the Indian Diaspora and other foreign dignitaries also expressed their disappointment and concern over the constant disruption in the business of the House," she added.

"Sometimes on social media platforms, we find that the expected enthusiasm and appreciation for the Parliament, Parliamentary Conventions and Democracy is not available. This trend may pose a challenge for our democracy," said Mahajan, while laying emphasis upon the fact that there is a need for MPs to introspect and decide what is the way forward and ideal image for our Parliament and democracy.

The letter from Lok Sabha speaker Sumitra Mahajan comes just a few days before the Monsoon Session of Parliament is about to commence. The session will begin on July 18 and will end on August 10. 
Concluding the letter Mahajan expressed hope that cooperation from members of the House will help to establish high standards of Parliamentary conduct, discipline and decorum.

"I hope the electoral and political battles will be fought in the constituencies and at the same time members will discharge their democratic responsibilities with decorum in the House," the letter read.&nbsp;

The government has said Reliance's Jio Institute will get "Institution of Eminence" status when it is set up, and not immediately.

The government had got much flack Monday after it had announced the Jio Institute was one of the six institutions it was giving the tag to. The other institutions to get the tag&nbsp;are IIT Delhi, IIT Mumbai, and IIT Bangalore (which are all public) and BITS Pilani and Manipal University (which are private).

Jio Institute was the sixth institution on the list.&nbsp;

Reliance Foundation's founder chairperson Nita Ambani had said earlier that the foundation was planning to set up a university. She said the university would incubate cutting-edge research and innovation.&nbsp;

Ambani added that it would also nurture future leaders, musicians, scientists and Olympians.&nbsp;

Reliance Foundation is one of the country's largest private foundations.&nbsp;

On Tuesday, R Subramanyam, Secretary, Higher Education, said that since Jio Institute is a greenfield project — it will be built from scratch — they will for now only get a Letter of Intent which says they must set up within three years.&nbsp;

Subramanyam added that if they set up in three years, then only will they get Institution of Eminence status.&nbsp;

Justice Goel, who retired as a Supreme Court judge on July 6, has been appointed for five years. 
 
He is the third chairperson in the NGT since its inception in 2010. 
 
The first chairperson was Justice Lokeshwar Singh Panta, who relinquished his post after being appointed lokayukta of Himachal Pradesh in 2011, and the second was Justice Swatanter Kumar, who retired in December last year after completing a five-year tenure.

Bharatiya Janata Party (BJP) MP Meenakshi Lekhi disapproved the idea of establishing a Shariat court in all districts across the country as proposed by the All India Muslim Personal Law Board (AIMPLB). 
Speaking to ANI, Lekhi said that there is no place for such court in India, as it is not an 'Islamic Republic of India.'

"You can discuss religious matters but court binds this nation. There is no place for Shariat Court, be it at district or village or city level. This is not the Islamic Republic of India," Lekhi said.

Union Minister PP Chaudhary said, if a Shariat Court is formed, the verdict passed by such court would be against the Indian Constitution and so is not enforceable.

"As far as the opening of a court is concerned, it can only be in accordance with law and body opening it, should be competent under the law. Any verdict given by such court is against Constitution and so is not enforceable," Chaudhary said.

Even the Congress party spurned the proposal and termed the idea against the Indian Constitution.

Congress leader Rajeev Shukla said the special provision of a particular religion is always taken care by the Supreme Court and High Court and hence any other court is not needed.

"I do not subscribe to the idea. It is completely against the India Constitution. We have a well-established constitution, whenever there is a specific provision of a particular religion that is also being taken care by the Supreme Court and the High Court. I do not think there is a need to establish a Shariat court in all the districts," Rajeev Shukla said.

Janata Dal (United)'s national secretary general KC Tyagi also disapproved the need to establish such courts.

A panel of ministers has decided against granting additional tax incentives for digital transactions due to revenue considerations.

In a meeting chaired by Bihar Deputy Chief Minister Sushil Kumar, ministers suggested doing away with the concession of two percent tax on digital transactions and a maximum of exemption Rs 100.

The decision was taken citing losses likely to be incurred due to incentives offered on digital transactions, Modi said.

He further noted that the proposal on reverse charge mechanism will be put forth in the upcoming GST Council meeting.

Furthermore, the panel recommended termination of section 9 (4) of the GST Act, under which any registered trader that procures goods and services from an unregistered trader would have to pay a fine under the reverse charge mechanism.

"We have recommended omitting the present Section 9(4) and introducing a new Section 9(4) which will permit the government, on the recommendations of the GST Council, to notify specific class of registered persons who would be covered under Reverse Charge Mechanism provision," Modi said.

The recommendations put forth during the meeting will be presented at the GST Council meeting on July 21.

GST panel seeks negation of digitisation-based tax incentives

He further accused the Rashtriya Swayamsevak Sangh (RSS) and Bharatiya Janata Party of patronising the atmosphere of fear and violence in the country using 'private army'. He also said that a danger for the future of the country and the society.

He further said that the government minimum support price scheme is a fraudulent activity.

"They are calculating the cost of production through their own formula, which is much less than what the farmer is spending on cultivation. The fraud of minimum support price to the farmers will be exposed through struggles of the peasantries and there is no guarantee that the government agencies will buy the crops at this price," said the CPI (M) general secretary.

The CPI (M) general secretary announced that they demand a new law where every farmer will have the right to sell at the minimum support price. Also, that the party will support All India Kisan Sabha in its call for 'Jail Bharo' on August 9.

Yechury also questioned the Governor rule imposed on the state of Jammu and Kashmir and condemned BJP-RSS to use the Jammu and Kashmir situation for political gain.

At the CRPF headquarters tucked in the Himalayan ranges here, a few men in uniform sit in a small room with four landline phones, computers, phone directories on their workstations and maps hanging on the walls.

As a phone rings, one of them answers it promptly. After a brief chat in chaste Kashmiri, he informs his unit on another line that a man in south Kashmir's Shopian district needs medicines for his young son suffering from high fever.

"The man told me he cannot go out to buy the medicines from market as his village is in a very remote location. I just informed our team in Shopian to send the medicines," the CRPF jawan, who cannot be named for security reasons, said.

"There is nothing better in the world than helping the needy," he added.

He is part of a team of 20 'madadgaars' (good samaritans), who operate a 24x7 helpline from the room, assisting Kashmiris on issues like fire emergency, medical emergency, ambulance service, women's safety, natural calamities, extortion threats and whatever else they may need help with.

Unfazed by the threats facing the men in uniform, 16 CRPF personnel hailing from some of Kashmir's worst affected areas are part of this team. They are well-versed in the local languages -- Kashmiri, Urdu, Pahari, Hindi and Gojri.

Assistant Commandant Gul Junaid Khan, who leads the team of 'madadgaars', said that the team members have been specially chosen for this task, adding that the recent killings of Army's rifleman Aurangzeb and Jammu and Kashmir Police Constable Javaid Ahmad Dar are traumatic to hear about and hence the security of his men becomes paramount.

"Out of the 20 personnel in this one-year-old team, 16 are from Kashmir while the rest of the sub-officers have good knowledge about the state's administrative set up, given their fairly good deployment in the state," he said.

Mr Khan (28), also a native of the Valley, joined the CRPF in 2016.

The 'madadgaar' helpline, with a toll free number 14411, was inaugurated last year on June 16 by Jammu and Kashmir Governor N N Vohra amid a spike in violence in the Valley in the aftermath of Hizbul Mujahideen terrorist Burhan Wani's killing in July 2016.

The CRPF launched the helpline with an aim to build a friendly interface between the security forces (CRPF) and the public and to address the problem of terrorism to a large extent.

"The helpline received over 2.65 lakh calls between June 16, 2017, and June 25, 2018 on a variety of issues ranging from public utilities, eve-teasing of women, domestic violence, public safety and security, pilgrimage to shrines in Jammu and Kashmir and from those seeking updates on weather, traffic, flights and trains," Mr Khan said.

Over the past year, a total of 2,349 calls needed action on ground and the issues were successfully addressed, he said.

While there are many local CRPF personnel who undertake operations against terrorists in Srinagar, this team has a unique task, CRPF Commandant (Operations) Suresh S said.

CRPF Inspector General (Operations) Zulfiqar Hasan said the helpline works round-the-clock and it is "ensured" that help reaches the caller even in the middle of the night.

"Given the good coordination we have with the state police and administration, we are able to help," he added.

Not just the helpline operators, all the counsellors too are Kashmiri men, Mr Khan said. They understand the local languages and the problems faced by the residents well because their own families live in these areas, Mr Khan said.

The 'madadgars' have been provided with an exhaustive database to respond to the callers' queries and all cases are followed up till they are successfully resolved, Mr Khan said.

The team has donated 46 units of blood to the needy, arranged for 26 surgeries to be performed in either state government hospitals or a CRPF medical unit (44 more are in the pipeline), helped some people with dialysis under special government schemes and provided eight prosthetic limbs to the locals with the help of AIIMS, Delhi and PGI Chandigarh, Khan said, citing his team's work.

The 'madadgaars' have also helped resolve 31 complaints relating to roads, 33 related to drinking water, 23 pertaining to electricity. Their work also includes informing job aspirants about the dates of forthcoming exams.

Over the year, the 'madadgaars' received about 80 harassment complaints from local girls and women.

"We cautioned the offenders and in some cases took the help of the local police to lodge a compliant," Khan said.

Helping people in distress gives a sense of satisfaction, Mr Khan said.

Bolstered by the good response to the service, Mr Khan said, the helpline now also offers assistance to Kashmiris based in other parts of India and where there is a CRPF unit.

The regulatory body has notified general insurance companies not to insure any vehicle without a valid 'pollution under control'&nbsp;certificate. The move came after the Supreme Court directed on the matter.&nbsp;

Vehicular insurance is renewed every year and it is mandatory for every vehicle owner to have a valid pollution certificate in place to comply with the prescribed emission norms.&nbsp;

As per the Motor Vehicles Act, any vehicle without a pollution certificate is liable to be prosecuted.

Many petrol pumps offer computerised facilities for checking pollution levels and issue pollution certificate to vehicles.

The Supreme Court on Monday will pronounce its verdict on the petition filed by four convicts in the Nirbhaya gangrape-murder case challenging the death sentence.

The apex court will give its verdict following a review plea that was filed by two of the convicts who sought to reduce the capital punishment to a life term.

The Supreme Court had on May 5, 2017 upheld the verdict of the Delhi High Court and the trial court sentencing the four men - Mukesh (29), Pawan Kumar Gupta (22), Vinay Sharma (23) and Akshay Kumar Singh (31) to death for raping the woman, fatally wounding her and leaving her to die by the road.&nbsp;

On December 16, 2012, a 23-year-old paramedic student in Delhi was gang-raped by five men and a minor boy on a moving bus that she boarded from south Delhi's Mehrauli area along with a friend. After a prolonged battle at a Delhi hospital, she breathed her last after being flown to Singapore for better medical attention.

The horrific incident led to massive protests across the country while thousands of youths in Delhi came out on the streets and braved police action to seek action against the six accused in the Nirbhaya case.&nbsp;

Six people were accused in the case. Of these, Ram Singh committed suicide in jail. The youngest accused was reportedly days short of turning 18 on the day of the crime, and was sent to a juvenile home -- a move that also triggered a huge row.&nbsp;

There is more anger in Kashmir than in Jammu over the "misrule" of the previous Mehbooba Mufti-led PDP-BJP alliance, National Conference vice president Omar Abdullah said Monday claiming none of the state's regions had got justice during that period.

Attacking the BJP and the PDP over their "hypocrisy and double-speak", the former chief minister said after three years "opportunistic bonhomie" the two parties were now indulging in public mud-slinging.

"None of the regions got justice because of the inefficiency of the previous government. The anger against this government is more in Kashmir than Jammu,"&nbspAbdullah said addressing a day-long convention organised by the NC's women wing here.

He said the three years of "misrule"&nbspbrought misery to the people of Jammu, Kashmir and Ladakh regions, who were denied justice and deprived of development and accountable administration.

Lashing out at the PDP for blaming New Delhi of "betrayal and conspiracy"&nbspin dislodging the Mehbooba Mufti government, Abdullah said the people of Kashmir were not ready to buy such arguments.

"Not a single voice was raised or tear shed over the dumping of the PDP-led government. The same is true about Jammu where people took no cognizance of the fall of the BJP government,"&nbsphe said.

In fact, the people were happy to see a non-performing liability in the form of PDP-BJP government gone, he claimed.

He wondered at former chief minister Mehbooba Mufti's jibe at the prime minister, seeking just one inch of his 56-inch chest for Kashmir asking what stopped her from demanding justice for Jammu and Kashmir during Narendra Modi's visits to Jammu, Srinagar and Ladakh earlier.

Instead, the PDP chief went out of the way in heaping praises on Modi. "We witnessed such praises coming in an immense measure in the assembly as well," he added.

Taking a dig at the BJP for crying hoarse over discrimination against Jammu and Ladakh during the past three years, he asked why did none of its members or ministers rake up these issues during their partnership with the PDP.

"Either there was something wrong in BJP's three years silence or now they are trying to hoodwink the public opinion by believing them to be fools", he said.

Abdullah said the two coalition partners flaunted 'Pakki Dosti' (fast-friendship) during the years of their power-sharing.&nbsp

"But after the rug was pulled from under their seat of power, their tones have changed,"&nbsphe said.

Abdullah also hit back over BJP chief Amit Shah's recent comment about the rule of two families from Kashmir and reminded him of the similar remarks made by Modi in 2014.

"Will Shah justify BJP's tie-up with one of these two families after stitching an alliance with Mufti Mohammed Sayeed in 2014," he asked.

Abdullah alleged it was "sheer opportunism and lust for power" that brought the "north pole and south pole" together.

He claimed that if power was the only motive, the NC with 28 MLAs in 2003 and 15 MLAs in 2014 could have formed the government. Abdullah said his party would continue to carry forward this legacy and urged the cadre to intensify their public outreach programme.

He said the recent rejig in National Conference was aimed at meeting the challenges confronted by the state and rejuvenating the party.&nbsp

Anger against previous PDP-BJP government more in Kashmir than Jammu: Omar

Railway Minister Piyush Goyal on Monday told the Metro Railway authorities here to give priority to those projects where land is available without encroachments, news agency PTi reported quoting Metro Railway spokesperson.

"He(Goyal) directed that Metro Railway should regularly coordinate with the state government regarding issues related to land encroachments," the spokesperson Indrani Banerjee told.

According to the spokesperson, the minister also suggested that emphasis should be given to enhancing earnings through non-fare revenue by adopting new ideas and concept.

Goyal reviewed the performance of the Kolkata Metro Railway, the country's oldest Metro railway, during the day and suggested that priority should be given to those projects where land is available without encroachment.

He was apprised of the progress made in executing various projects till date by its general manager A Vijayvargiya, she said.

Goyal told a press conference that the budget allocation for the Metro Railways has been increased.

Four state-of-the-art rakes have arrived from ICF, Perumbur and are waiting for final tests before being put into service. Their oscillation tests will be done this month by engineers from Research Designs and Standards Organisation, she said.

At present the Metro Railway has 14 AC rakes and 13 non-AC rakes operating in the 27 km-long line from Noapara in the north to Kavi Subhash station in the south, Banerjee said and claimed that it is maintaining a punctuality of about 99 per cent.&nbsp

According to reports, two Border Security Force (BSF) constables were killed in an Improvised Explosive Device (IED) blast in Chhattisgarh's Kanker district on Monday.

The incident took place at around 5:00 pm near south of Marbeda camp.

The two deceased, Santosh Laxman and Vijaynand Nayak, were posted under the paramilitary force's 121 Battalion and hailed from Karnataka. Both of them were deployed on area domination duty.

Last month, two jawans of 231 Battalion of the Central Reserve Police Force (CRPF) were injured in an IED blast by the Naxals in Dantewada.&nbsp;

Chhattisgarh: 2 BSF jawans killed in IED explosion

The Congress party's pursuit to stitch a larger anti-BJP alliance for 2019 is already facing challenges from quarters within.

This week the party was confronted with massive rumblings within its West Bengal unit where the state leadership is bitterly divided over alliance options.

While one section of the West Bengal Congress led by party chief Adhir Ranjan Chowdhury is advocating a pact with the opposition left front in the state, another camp led by Congress secretary and local MLA Mainul Haque has batted for an alliance with the ruling Trinamool Congress (TMC).

Congress president Rahul Gandhi had to meet all state leaders individually earlier this week to dissipate the crisis amid possibilities of Haque and some of his supporters switching over to the Mamata Banerjee-led TMC, should Gandhi decide to go with the Left.

"We will not quit the Congress and will await the decision of Congress President Rahul Gandhi before taking any decision," Haque told PTI.

He felt no vote transfer to the Congress happened in the last assembly poll after the party aligned with CPI-M. "It will be suicidal to go with the CPI(M) again as it has no standing in the state anymore today," he said.

Chowdhury, however, said his aim is to strengthen the party and all should work towards it.

"Some legislators have left the party and if some more are inclined to leave, no one can stop them."

In the Delhi unit of the Congress too, the state party leadership has categorically ruled out any alliance with the Arvind Kejriwal-led Aam Aadmi Party (AAP) even though Gandhi is yet to make his mind known.

Delhi Congress president Ajay Maken has accused the AAP of being "hand-in-glove" with the BJP and having allied with the RSS through the 2011 Anna Hazare movement to unseat the then Congress-led UPA.

Similar is the situation in party-ruled Punjab, where the state leadership is totally against any truck with the AAP.

In Rajasthan and Madhya Pradesh, although the Congress is trying to forge ties with the BSP to prevent the division of anti-BJP vote, early reports do not signal much of a success.

Even for Madhya Pradesh, not all Congress leaders are endorsing an alliance with the BSP.

Former CWC member Anil Shastri has said that any pact with the BSP would prove "suicidal" for the party in Madhya Pradesh. Shastri questions the rationale behind the alliance citing the meagre BSP presence in the state assembly.

The lobby advocating the pact in MP, however, says the Mayawati-led outfit has enough of a vote share to swing the poll.

Internal discussions are on in the party around questions such as whether to ally with the BSP, to what extent to ally or not to ally at all and go alone.

The party has made it clear that it will not hamper the interests of its state leaders while forging alliances across the country.

Congress chief spokesperson Randeep Surjewala has said that the party will not go for any alliance at the cost of its leaders in states.

In Rajasthan too, PCC chief Sachin Pilot is not in favour of an alliance with the BSP and wants the Congress to go it alone.

The BSP, however, has already announced its plans of going with the INLD in Haryana in 2019 polls.

In Uttar Pradesh, however, the Congress is ready for being a part of the "mahagathbandhan" but is wary of the intentions of the SP and BSP, who don't want the Congress to be given a bigger share in the seat-sharing in 2019.

The Congress is more or less settled in Karnataka with JDS, where it has a broad seat-sharing understanding with its new-found ally.

But, rumblings with its old partner RJD are brewing over the inclusion of JD(U) in the 'mahagathbandhan' again.

"It will be suicidal to go with the CPI(M) again as it has no standing in the state anymore today," he said. Chowdhury, however, said his aim is to strengthen the party and all should work towards it. "Some legislators have left the party and if some more are inclined to leave, no one can stop them." In the Delhi unit of the Congress too, the state party leadership has categorically ruled out any alliance with the Arvind Kejriwal-led Aam Aadmi Party (AAP) even though Gandhi is yet to make his mind known. Delhi Congress president Ajay Maken has accused the AAP of being "hand-in-glove" with the BJP and having allied with the RSS through the 2011 Anna Hazare movement to unseat the then Congress-led UPA. Similar is the situation in party-ruled Punjab, where the state leadership is totally against any truck with the AAP. In Rajasthan and Madhya Pradesh, although the Congress is trying to forge ties with the BSP to prevent the division of anti-BJP vote, early reports do not signal much of a success. Even for Madhya Pradesh, not all Congress leaders are endorsing an alliance with the BSP. Former CWC member Anil Shastri has said that any pact with the BSP would prove "suicidal" for the party in Madhya Pradesh. Shastri questions the rationale behind the alliance citing the meagre BSP presence in the state assembly. The lobby advocating the pact in MP, however, says the Mayawati-led outfit has enough of a vote share to swing the poll. Internal discussions are on in the party around questions such as whether to ally with the BSP, to what extent to ally or not to ally at all and go alone. The party has made it clear that it will not hamper the interests of its state leaders while forging alliances across the country. Congress chief spokesperson Randeep Surjewala has said that the party will not go for any alliance at the cost of its leaders in states. In Rajasthan too, PCC chief Sachin Pilot is not in favour of an alliance with the BSP and wants the Congress to go it alone. The BSP, however, has already announced its plans of going with the INLD in Haryana in 2019 polls. In Uttar Pradesh, however, the Congress is ready for being a part of the "mahagathbandhan" but is wary of the intentions of the SP and BSP, who don't want the Congress to be given a bigger share in the seat-sharing in 2019. The Congress is more or less settled in Karnataka with JDS, where it has a broad seat-sharing understanding with its new-found ally. But, rumblings with its old partner RJD are brewing over the inclusion of JD(U) in the 'mahagathbandhan' again.

Paudwal, who is involved in several social issues such as helping the families of martyred soldiers, electricity and malnutrition, said as a public figure it was their responsibility to give it back to the society. 
 
"This is a small step from our side but we want to extend our support, in whatever way we can. People who have achieved something in life are realising that we need to do something. Celebrities should come forward for causes like these and good thing is they do," the 63-year-old singer said. 
 
Sanu, who has actively extended support to underprivileged children, said every kid has the right to education.&nbsp; 
 
"I think only education can bring about a change in the mindset of people and uplift the underprivileged," the 60-year-old singer added.

Sanjay Dutt's biopic 'Sanju' has set the cash registers ringing since the day of its release. The film that has already earned more than Rs 200 crore, is still running to a packed house in the country two weeks after its release. But the story of Sanju baba apparently came at a price. 
 
According to media reports, Sanjay Dutt was paid a hefty amount for letting the world know his story. Sources close to the film state that Dutt's team negotiated hard and producers Vidhu Vinod Chopra and Rajkumar Hirani had to pay Rs 9-10 crores to the actor before he gave his consent for the biopic. Sources also state that the actor will also be getting a part of the profit share. 
 
A source close to the film said, " 'Sanju' didn’t come for free. Sanjay Dutt’s team negotiated hard. They finally settled for an outright Rs. 9-10 crores, plus a portion of the box office profits. Only then were the film’s producer Vidhu Vinod Chopra and director Rajkumar Hirani allowed access to Sanjay Dutt’s life.”&nbsp; 
 
While the film is being lapped up by the audiences, there are others who have stated that the film does not touch upon a lot of controversial aspects of the actor's life. The biopic blocked several names and incidents from the actor's life. Names of famous ex-girlfriends were also not taken as they are now married.&nbsp; 
 
“It was made clear from the beginning that it would be a selective bio-pic, and Rajkumar Hirani was okay with that,” the source added. 
 
The film featuring Ranbir Kapoor in the lead role released in theatres on 29th July.&nbsp;
