In an exclusive interview to WION, Spain's foreign minister Josep Borrell said that India is a remarkable example of unity in diversity and that it has an important role to play together with the western democracies in combating terrorism.

He also spoke on Brexit and called for a moratorium on redrawing of borders in order to prevent separatist movements from carving out new countries around the world.

Here is the full transcript of the interview:

WION: We are meeting just hours after Trump gave a televised speech about border wall. He spoke about fears of uncontrolled illegal migration and described it as a crisis of the soul. Now, this is the same president who told you last year that the European Union can build a wall across the Sahara to stop people from entering Europe. Do you agree with him? Or do you think good fences make good neighbours?

Josep Borrell: I don't think so. Walls do not solve any problems, we do not need to build a wall. We already have a big wall, that is the Mediterranean Sea; people are dying every year trying to enter Europe. It is problem of relationship, the problem between Europe and Africa, or US and South America, will never be solved by putting a wall. It is a matter of cooperation and development.

WION: Lawmakers in the UK are debating about Brexit, they might vote on it next week. There are calls for a second referendum. Do you support the second referendum? Or do you think we are way past the point of no return - that this is it, take it or leave it?

Josep Borrell: Well, the Britishers said ‘Brexit is Brexit’. They repeated it many times. But what does Brexit mean? It is upto them to decide, we are waiting, we will like to know their final decision. There is a deal on the table, they can accept it or refuse it. If they refuse it, they have to decide what to do. An abrupt, hard Brexit will be very damaging for both the EU and the UK. They have to decide whether to postpone the decision, or to take longer time to discuss the deal. But we have EU elections in May. What are we going to do?

WION: About the second referendum, you said and I quote, "I don't like second referendums, it's something that doesn't look very democratic". What is undemocratic about a second referendum?

Josep Borrell: People expressed their will (with the referendum) and (now) you (want to) tell them that you made the bad choice, (that) you have to repeat the vote. Until when? Until you make the good choice. And what is the good choice? Who decides about the good choices? You know, we’ve had repeated referendums several times - in Ireland, in Denmark - where they voted (for) something, the elite did not like it and told them to vote again. I think the idea that people have to vote and re-vote until someone says this is a good answer is not a good thing.

WION: You support referendums, don't you? Be it Brexit or Catalonia or anywhere else in the world? Or are you against referendums?

Josep Borrell: I think referendum is not a good way of making a decision, it is too binary, black or white, one or zero. The world is much more complex. And I think it is impossible for the British people to be aware of the consequences of deciding to leave. It is too complex and there were a lot of lies told to them: ‘If you leave, you will have a lot of money’, ‘if you leave, we will manage better’, ‘if you leave, we will again be the big empire in the world’. Here in India you know something about it. Well, you cannot make people decide with a fake news, with incapacity of providing a good understanding of what is at stake. I think parliaments, public discussion, is a better way of taking this kind of difficult and complex decision.

WION: So, what you are saying is that referendums, be it in Catalonia or Brexit, do not necessarily solve the problem?

Josep Borrell: No, I do not think it is the best way of solving a problem. In Catalonia, additionally, it is again the Spanish constitution, as it is in France, Germany, Italy or the United States. So, I do not think it is the best way of making this kind of decision that splits the country, divides the society and confronts, in equal proportion, people.

WION: Let’s talk a bit about separatism. Countries around the world, including Spain and India, are faced with separatism, separatist tendencies, separatist elements. Do you think there is a need for a moratorium on redrawing of borders - be it Catalonia or Brexit or anything else?

Josep Borrell: In Europe, we have a moratorium after the end of World War that borders are the way they are and can only be modified by a common understanding and agreement. Brexit is not a modification of borders, in fact it has nothing to do with borders. Separatism in north of Italy or half of Belgium or Scotland or Catalonia is a different thing. And there is a big consensus in Europe to not go to redefinition of borders.

WION: Do you think it should apply to all conflict areas around the world? That there should be no new state created out of this separatist tendency?

Josep Borrell: Separatism is one thing, decolonisation is another thing. Decolonisation created new states, for sure, because it was a colonial domination. But who can believe that Catalonia is a colony of Spain?

WION: I want to come back to the issue of immigration. You have been quoted as saying that "European societies are not structured to absorb more than a certain percentage of migrants, especially if they are Muslims". What did you mean by that? And what might be the solution?

Josep Borrell: I don’t know if I said that exactly. I said especially if they are culturally and religiously different. For example, in Spain, it is easy for us to absorb migrants coming from Latin America because they speak the same language, they have the same religion - if they have one. For a Spanish coming from Argentina or Peru or Mexico, it is a kind of a member of the family. If there are people coming from other cultures, other religions without historical ties, it is much more difficult to integrate and there is a certain limit in societies above which tensions start, especially if there are no good policies to prevent this kind of things from happening and to push and to help in integration.

WION: Would you favour Muslims coming to Europe? Are Muslims welcome in Europe today and going forward?

Josep Borrell: Look, one of the pillars of European Union is no discrimination by religion. You cannot discriminate by saying ‘you, yes’ because you are a Christian, ‘you, no’ because you are a Hindu or Muslim. No discrimination by gender, no discrimination by religion so the question would not be accepted in Europe.

WION: I want to talk about India and Spain. We have seen that separatism affects both countries. Do you think India and Spain can learn together from each other's experiences of separatism? In Spain, you say talks only within the constitution. So, is there scope for learning between India and Spain when it comes to separatism?

Josep Borrell: Well, I do not know history of India and the political situation in the country as much as I should in order to answer your question. But India is a special case because you built a political union before building an economic union. In Europe, we are doing just the contrary, we are building an economic union before building a political union because we have too much history behind us and in order to build political union, you have to share markets, goods, economic relationships, to create what Jacques Delors (French politician) called solidarity of the fact. And on this solidarity of the fact, you can construct a bigger union, a stronger union, a deeper union. India is a remarkable example of how you can be united in diversity. In Europe, we say, united in diversity but when I come to India I say ‘my god, here is diversity!’

WION: Some people say that a thin line separates separatism from terrorism. Some countries around the world are afflicted by this phenomenon. Is there scope for EU and India to collaborate for combating this menace?

Josep Borrell: For combating terrorism, all democratic countries have to cooperate.

WION: ...especially in South Asia...

Josep Borrell: The south of the world, all this band going from the Mediterranean and sub-Saharan Africa to the Indian peninsula, all this part of the world - West Asia, Syria, the Horn of Africa, the Spanish navy is patrolling the Horn of Africa to prevent terrorist attacks against ships, and India as a big, democratic country the biggest democracy in the world - has an important role to play together with western nations to fight terrorism.

WION: I want to talk about regional and global issues like what’s happening in Iran and Venezuela. President Maduro will take the oath on January 10. What are your views on impositions of sanctions against Venezuela? I am told that you do not want to see more sanctions imposed on Venezuela?

Josep Borrell: History says that sanctions do not bring a solution. Look at what happened with Cuba. The US has been blockading Cuba for decades, but the regime is still there. You have to sanction when you have to sanction, do not sanction the people, do not sanction the Venezuelan people. If you have to impose sanctions, impose it on the leaders, the ones who are guilty of doing something bad. But at the same time, try to push through a democratic dialogue, you have to put both things together, just the politics of punishing, history says, is not very effective.

WION: I want to talk about China. The Prime Minister of Norway said at the Raisina Dialogue in New Delhi that might is not right, that countries must play by the rules-based world order. She spoke about ocean management and was hinting at China. How do you see China's Belt and Road Initiative?

Josep Borrell: It is an important initiative. China is projecting out of its borders. China is coming back to the history. It was out of the history, it saw colonial domination, an awful war with Japan, years of communist domination, poverty and now it is a giant. Economical, technological, political and even a military power. The important thing is to be able to build, as you have said, a world ruled by rules not by power because if it is only power. If it is in the hands of the Chinese, or it is in the hands of the US, Russia or whoever, the power is being used and it needs counter powers. A multilateral world, a world based on rules accepted by the humankind, by international community is something that we have to fight for.

WION: And it applies equally to China?

Josep Borrell: Of course, for sure, why not? You cannot imagine a world where one part of humanity as important as China cannot be taken into consideration or not participating.

WION: I want to shift our focus to West Asia. Saudi Arabia has lately been in the news for the wrong reasons, for the murder of Saudi journalist Jamal Khashoggi. Yet, the Spanish government insists on selling arms to Saudi Arabia. Why?

Josep Borrell: The number of arms (being sent) to Saudi Arabia is a tiny part of what Saudi Arabia is buying. Since this (Spanish) government has been in place, we have not signed any new contract, but we will honour the contract signed by the previous government.

WION: Israel is another country in the region. What do you make of the trend of some countries shifting their embassy from Tel Aviv to Jerusalem? Do you think it is part of the solution?

Josep Borrell: For sure it is not a part of the solution, it is creating more tensions.

WION: Why do you say that?

Josep Borrell: Because one of the part feels attacked. If you were a Palestinian, you wanted Jerusalem to be the capital of imaginary country that some day will come. And people say no, this is the capital of another country. You will not be very happy and I think we have to calm down the situation which could become explosive. I think it was a wrong decision by the Americans and it is a wrong decision by anyone who is following it.

WION: In conclusion, Mr minister, you have studied and taught both mathematics and economics at universities and institutes in Europe. But what is your first love - mathematics or economics?

Josep Borrell: It is mathematics.

WION: What do you the most - academia or politics?

Josep Borrell: There is a lot of politics in academia, no? I have been engaged in politics for much longer than academia. But if you share both approaches, you could have at the same time the rationality of the academia (as well as) the scientific approach with social engagement of the politician. The world would be much better. You know the book by John Von Neumann about the science and the politics? I read it every time I can.

WION: FC Barcelona or Real Madrid?

Josep Borrell: I don't follow football very much.

WION: Pizza or Paella?

Josep Borrell: Pizza.

WION: Will Donald Trump get a second term as US President?

Josep Borrell: I'm afraid he could have to.

WION: What should the border wall be made of: Steel or concrete?

Josep Borrell: No wall.

WION: Who is a bigger challenge: Russia or China?

Josep Borrell: I would not say they are challenges, they are actors that have to be taken into consideration because both of them want to have its place in the history. They are big enough, powerful enough in order not to be neglected.

WION: On that note, thank you.

Josep Borrell: It has been a very intelligent interview.

WION: Thank you.

Josep Borrell: It does not happen often.

Referendum not a good way to decide on Brexit: Spain foreign minister to WION

Army Chief General Bipin Rawat has said even though new leadership in Islamabad "talks of peace", he hasn't seen any change on the ground.

Speaking at his annual press conference on Thursday, Rawat said, "They talk of peace. But on the ground, we don’t see anything. They have a future plan. Practically we have to see anything on the ground."

On terrorist infiltrating from Pakistan, he said, "Ceasefire is not applicable to the movement of the terrorist group." and anyone who is a terrorist and is coming near LoC will "be engaged".

He assured that the army has managed the situation both at the western and northern border and there is "no cause for concern."

On Afghanistan, India must not be left out when asked about his comments on talks with the Taliban. He said, "People’s voice emerging that we want peace. If number of other countries talking to Taliban do we have interest in Afghanistan? Does India has interest in Afghanistan? If the answer is yes, then you can't be out of the bandwagon. Our thinking is, yes we have interest in Afghanistan and if we have interest in Afghanistan, then other people saying we have talks, then should we in some way become participants. Maybe directly or indirectly involved"

He added, "unless you are not sitting on the table we will not know what is being discussed. Everything is discussed in closed doors. Till you sit on the table, on the high table and see what is happening and how it suits you, that is what we are looking at". Elaborating, how India has support Afghanistan in development, he said New Delhi has supported Kabul in development, trade and equipment.

Asked if that differs with official Indian stand, he said, "I did not say you take lead in talks, there are so many countries there. Let us at least know what is happening, that is what I supported. At least what we listen to what is said "

As a policy, India does not engage with Taliban but did participate at the Moscow talks at a non-official level last year.

Asked, if talks with separatist in J&K can he compared with talks with Taliban, he said, "Same analogy can’t be applied. Jammu and Kashmir is a bilateral issue. No place for 3rd party intervention. So, here we have to talk, we have to talk based on our terms and condition. Our terms and conditions very clear, come to negation table and then start talking but shun the gun, give up violence, stop taking support from the western neighbour, if all that can happen we can talk, who says talks cannot happen. Talks and terror cannot go together. And it's not applicable to our western neighbour but people inside. You cannot keep killing security forces, abducting police, killing policemen and say we want talks"

He expressed optimism when it comes to the relation with Bejing. He said, "On the Chinese border we have been able to maintain peace and tranquillity especially after Wuhan when 2 heads of nation met at Wuhan. There were some common directions were issued and these directions which were issued is what we are following. Practically we have to see anything on the ground." On terrorist infiltrating from Pakistan, he said, "Ceasefire is not applicable to the movement of the terrorist group." and anyone who is a terrorist and is coming near LoC will "be engaged". He assured that the army has managed the situation both at the western and northern border and there is "no cause for concern." On Afghanistan, India must not be left out when asked about his comments on talks with the Taliban. Maybe directly or indirectly involved" He added, "unless you are not sitting on the table we will not know what is being discussed. At least what we listen to what is said " As a policy, India does not engage with Taliban but did participate at the Moscow talks at a non-official level last year. You cannot keep killing security forces, abducting police, killing policemen and say we want talks" He expressed optimism when it comes to the relation with Bejing. He said, "On the Chinese border we have been able to maintain peace and tranquillity especially after Wuhan when 2 heads of nation met at Wuhan. There were some common directions were issued and these directions which were issued is what we are following. Instruction has been given to both northern, western, central and eastern command, that these are the methods that need to be followed." No change on the ground under Pakistan PM Imran Khan: Army Chief Bipin Rawat

A plea challenging the bill to provide 10 per cent reservation to general category poor in jobs and education was on Thursday filed in the Supreme Court.

The petition, filed by Youth For Equality organisation and Kaushal Kant Mishra, sought the quashing of the bill saying that the economic criterion cannot be the sole basis for reservation.

The plea said the bill violates the basic feature of the Constitution as a reservation on economic grounds cannot be limited to the general categories and the 50 per cent ceiling limit cannot be breached.

The Rajya Sabha passed it with 165 voting in its favour and 7 against on Wednesday, a day after the Lok Sabha had approved The Constitution (One Hundred and Twenty Fourth Amendment) Bill, 2019.

The Bill was approved after the House rejected five amendments moved by Opposition members.

The quota will be over and above the existing 50 per cent reservation to SCs, STs and Other Backward Classes (OBCs).

Army chief Gen Bipin Rawat Thursday suggested that the Supreme Court verdict on decriminalisation of gay sex may not be implemented in the Army.

Gen Rawat, during his annual press conference, said such actions are forbidden in the Army.

At the same time, he added that the Army is not above the law."We will not allow this to happen in the Army," he said.

In what was hailed as a historic move, a five-judge constitution bench of the Supreme Court last September unanimously decriminalised part of the 158-year-old colonial law under Section 377 of the IPC which criminalises consensual unnatural sex, saying it violated the rights to equality.

When asked about the court ruling on adultery, he said the Army is conservative.

"We can't allow it to perpetrate into the Army," the Army chief said.

Last year, the Supreme Court had struck down a colonial-era anti-adultery law, saying it was unconstitutional, dented the individuality of women and treated them as "chattel of husbands".

The harsh winter conditions have gripped entire north India and in the Indian state, Jammu and Kashmir, the sub-zero temperature has made life difficult for the inhabitants.

The world famous Dal lake has partially frozen as 'Chillai Kalan', a 40-day long period of harsh winter, has set in.

The people are having difficulties in their daily life, as the meteorological department has predicted more snow and rain in the coming days.

The famous lake in the heart of Srinagar has frozen as valley recorded the coldest night in 28 years with the lowest temperature settling at minus 7.8 degrees Celsius. Last time, Srinagar recorded a minimum of minus 8.8 degrees Celsius was in December 1990.

People are moving back to traditional methods of warming themselves and storing an ample amount of food and other essentials as heavy snowfall is common during 'Chillai Kalan'.

The heavy snowfall sometimes leads to the closure of the highway, which connects Kashmir to rest of the world, for days. People living inside the second largest lake are batting all odds to do their routine work as the lake water has frozen.

"Since Chillai Kalan, winter has been intense, Dal lake has frozen, we are facing problems like shortage of electricity and drinking water. People who row their boats in the lake face problems due to the frozen surface," Tabish Ahmad, an inhabitant of Dal Lake told WION.

Water taps have also frozen, people are having problems in getting sufficient drinking water. Locals are now covering the water pipes with clothes and other material to stop them from freezing. Long icicles have also been formed at several spots.

Authorities have issued weather warning to the people living on the mountains as fresh snowfall could result in avalanches in the mountainous areas. They have also advised people to stay warm as intense cold increases the risk of heart attack. But the tourists are having a fun time, most of them are enjoying the cold weather as tourism players expect an increase in the flow of tourists in the state.

"Its colder than South Africa, I have never worn so many clothes in my life but actually this is fun and a nice experience to be here in January," said Mohammad Shaqir, a tourist from South Africa.

With the fresh snowfall, winter activities will also kick start in Gulmarg and other winter destinations in the region, bringing joy among the local tourist players.

The Pakistan army violated ceasefire for a third consecutive day Thursday, shelling forward posts and civilian areas along the Line of Control in Jammu and Kashmir's Poonch district inviting a strong retaliation from Indian forces, officials said.

The year 2018 witnessed the highest number of ceasefire violations -- 2,936 -- by Pakistan troops in the last 15 years along the Indo-Pak border.

"The Pakistani army resorted to firing and shelling on forward posts along the LoC in Poonch sector Thursday morning," officials said, adding there were no casualties or injuries on the Indian side.

Indian troops guarding the border retaliated strongly, he said.

The Narendra Modi government's outreach to different sections of society is likely to be a key theme for the two-day BJP national council meeting starting here Friday as thousands of delegates arrive here for the mega event that will set the tone for the party's Lok Sabha campaign.

BJP president Amit Shah will inaugurate the event while Prime Minister Narendra Modi is scheduled to deliver the concluding speech on Saturday, which party leaders believe will lay down its agenda for the general elections.

The passage of the bill providing 10 per cent reservation in jobs and education for economically weaker sections in the general category has boosted the saffron party's morale after it suffered a blow in the recent assembly polls where it lost power in all three states it ruled.

The BJP believes that the bill, which will come into force after getting the President's nod -- a mere formality -- will consolidate its core vote of upper castes in the Hindi-speaking states and also strengthen its appeal among political significant communities like Jats, Patidars and Marathas, among others.

A section of the party believes that anger among upper castes played a role in its loss in the recent state polls.

Party sources said the Modi government's measures, like granting constitutional status to the OBC Commission and strengthening the law on atrocities against Dalits and tribals, are likely to be highlighted and projected as part of its "social justice" project.

"The Modi government has empowered every section of society. The party will naturally talk at length about it," they said.

Its measures for farmers, besides various schemes for the welfare of the poor and economic growth, will also be discussed, they said.

Shah has often asserted that the BJP will win more seats than the 2014 polls when it had won its first-ever majority by bagging 282 of the 543 Lok Sabha seats.

BJP's rivals believe that the party is facing a resurgent Congress in several states while the expected alliance of the Samajwadi Party and the BSP will dent its prospects in Uttar Pradesh, making the likelihood of its repeat of 2014 feat challenging.

BJP's 2-day national council from Friday

It is a fight straight out of a Bollywood thriller. The head of the AICC communication department, Randeep Singh Surjewala, who defeated the sitting chief minister of Haryana OP Chautala from Narwana in 2005 will be locked in a strong contest against his grandson Digvijay Chautala in 2019.

The difference is that Randeep defeated Chautala from Narwana and this time he has been asked to fight from Jind. Currently, he is a sitting MLA from Kaithal.

The story does not end here. The fact is Randeep was initially reticent but the party pushed him to fight from Jind as it had no candidates who could give both BJP and the newly launched JJP which is headed by MP Dushyant Chautala, who is another grandson of OP Chautala, a strong fight.

Jind has traditionally been dominated by Jai Prakash, Surjewalas and Chaudhary Birendra Singh. The only issue was that Randeep is a sitting MLA who is pretty comfortable in his current seat.

Sources say that initially a section of Congress under Randip, PCC chief Ashok Tanwar and Kiran Chaudhary wanted independent MLA Jai Prakash’s son Vikas to be fielded from the constituency.

However, sources added that the proposal was opposed by former chief minister Bhupendra Singh Hudda. In this political quagmire, the choice ultimately zeroed down to Randeep who subsequently accepted to fight.

With the decision to fight, Randeep emerged as a fresh face supported by many leaders opposed to Hudda within the organisation. The irony is that the Congress could not find one local candidate to put a fight in Jind constituency and had to push Randeep who had been requesting Congress president Rahul Gandhi to be sent back to Haryana for state politics.

Sources say that with him as a candidate, Congress has a chance to remain in either number-1 or number-2 position in Jind.

“Any other candidate if fielded from the constituency would have been relegated to number 4 position and that would have been suicidal for the party before the Lok Sabha elections,” said a source in the Haryana Congress. The decision was taken in the context of very poor performance of the Congress in the elections for mayors held in 2018. BJP registered a clean sweep in all five big cities.

BJP has fielded Dr Kishan Midda. Raj Kumar Saini who has been at the forefront of the anti-Jat politics is also deploying a candidate which would lead to intense fight within non-Jat segment.

Despite being a tough fight, Randeep is all set to gain a bigger foothold in Haryana Congress.

In case he wins the elections, it will mean good-bye to Bhupendra Singh Hudda as the tallest leader of Haryana, if he loses respectably, he would be in a position to consolidate his position as the CM face of Haryana for the 2019 assembly elections. However, this would not mean that battle outside the party would melt away.

Asserting that terrorism is becoming a new form of warfare, Army chief Gen Bipin Rawat said on Wednesday the menace is spreading its head like a "multi-headed monster" and is "here to stay" as long as states continue to use it as a state policy.

Rawat, speaking at a panel discussion at the Raisina Dialogue in Delhi, also said that there was a need to control social media as it was becoming a source of spreading radicalisation.

He said a different kind of radicalisation was being witnessed in India and in Jammu and Kashmir, the youth were getting radicalised due to a lot of misinformation, disinformation, and a lot of falsehoods on religion being fed to them.

"That is why you find more and more educated youth being drawn into terrorism," he said.

Terrorism is here to stay as long as there are nations that continue to sponsor it as a state policy, Rawat said, without naming Pakistan.

"Terrorism is becoming a new form of warfare. A weaker nation is using terrorists as proxy to put pressure on another nation to come to terms with it," he said.

The phenomenon of terrorism is now spreading its head like a multi-headed monster, Rawat said.

On the Afghan peace process, he said there should be negotiations with the Taliban, but without conditions.

He also asserted that Pakistan has always kept the Taliban in its backyard and should be concerned about it.

They were supported by TMC members who moved into aisle.

Anand Sharma (Cong) said the entire North-East is on fire as the legislation would effect the security and safety of the region.

He demanded that Home Minister come to the House and make a statement assuring that the Bill, which was passed by the Lok Sabha on Tuesday, will not impact the integrity of the country.

Returning to his office Wednesday after a 77-day exile, CBI Director Alok Verma annulled most of the transfers effected by M Nageshwar Rao, who was holding the charge as the interim director.

A 1979-batch AGMUT cadre IPS officer, Verma arrived the headquarters at around 10.40 am Wednesday, a day after the Supreme Court set aside a controversial government order divesting him of all powers, amidst unprecedented public spat with Special Director Rakesh Asthana, who was booked by the agency under corruption charges.

Verma and Asthana were sent on forced leave by the government along with Verma, through two separate orders issued on October 23, 2018, late evening.

Upon his arrival at the CBI headquarters, Verma was received by Rao, officials said.

Then Joint Director M Nageswar Rao, a 1986-batch Odisha cadre IPS officer who was later promoted as Additional Director, was given the duties and functions of the CBI director late night on October 23, 2018, after Verma and Asthana were divested of their powers.

The next morning, Rao had issued seven transfer orders including those probing corruption case against Asthana, like DySP A K Bassi, DIG M K Sinha, Joint Director A K Sharma, among others.

On January 3, 2019, he had transferred officers of Joint Director Rank.
Verma issued two orders Wednesday "withdrawing" all the transfers done by Rao on October 24, 2018, and January 3, 2019.

In his expansive office on the 11th floor of the imposing glass and concrete CBI headquarters building, Verma also kept a keen ear on the developments related to the meeting of high-powered selection meeting announced for the evening as a stream of senior officers kept him busy, officials said.

He remained in office till late at night, they said.

In sending Verma on leave, the government overlooked the immunity given to the CBI director by the Supreme Court ensuring a two-year minimum tenure to protect the incumbent from any political interference.

The government tried to justify its decision, saying it became necessary amid an unprecedented feud between the two senior-most officials of the agency who had levelled charges of corruption on each other, an argument rejected by the apex court Tuesday.

In its order Tuesday, the Supreme Court set aside Verma's forced leave but restrained him from taking any major policy decision till the CVC probe into corruption charges against him is over.

In the absence of any clear definition of "major policy" decisions, the grey area exists as to what extent Verma's powers will be limited.

The apex court said any further decision against Verma, who retires on January 31, would be taken by the high-powered committee which selects and appoints the CBI director.

The Supreme Court in the Vineet Narayan judgment had fixed a minimum tenure of two years for the CBI director to give him immunity from any political interference.

Later, through the Lokpal Act, the process of selecting the CBI director was handed over to a selection committee.

Prime Minister Narendra Modi Wednesday defended the introduction of the 10 per cent quota for the general category poor in jobs and education, even as he asked the Congress to clarify what was driving its ongoing allegations on the Rafale fighter jet deal.

Addressing a public rally after launching a slew of infra projects here, Modi said the smooth passage of the bill which provides 10 per cent quota for the general category poor in jobs and education in the Lok Sabha is a strong answer by the Parliament to those spreading lies.

Hoping the Rajya Sabha will pass the Bill Wednesday, Modi said the rights of deprived sections, including Dalits and tribals, won’t be affected because of this bill. He termed the passage of the bill in the Lok Sabha as a historic step aimed at uplifting the deprived sections.

On the passage of the Citizenship Bill, seeking to provide Indian citizenship to non-Muslims from Bangladesh, Pakistan and Afghanistan, Modi assured people of Assam and North East that their rights will not be curtailed in any way through the bill’s provisions.

Modi indicated that alleged middleman Christian Michel, arrested in the AgustaWestland VVIP chopper case, was lobbying for French manufacturer Rafale’s rivals in the multi-role aircraft deal. The onus is on the Congress to come clean on what is driving its allegations on the (Rafale) deal, he said.

Citing media reports, Modi said Michel was lobbying for “some other contender” as well. Congress should answer which leader of their party, now shouting about this (Rafale deal), has a connection with Michel, he said. Modi said the ‘chowkidar’ (watchdog), has embarked on a campaign to root-out corruption cannot be bought or scared and will continue with his work relentlessly.

The ‘chowkidar’ can pick a wrongdoer even in darkness, he added. Modi launched four-laning of Solapur-Osmanabad section of NH-211, underground sewerage system and three sewage treatment plants and also laid the foundation stone of 30,000 houses under Pradhan Mantri Awas Yojana.

CBI Director Alok Verma joined office on Wednesday, 77 days after he was sent on forced leave by the central government through a much-criticised late-night order on October 23, 2018, which was set aside by the Supreme Court.

The October order sent Verma and his deputy Special Director Rakesh Asthana, booked by the agency on corruption charges, into exile in a first-of-its-kind move by the government in the agency's history.

In sending Verma on leave, the government overlooked the immunity given to the CBI director by the Supreme Court ensuring a two-year minimum tenure to protect the incumbent from any political interference.

Alok Verma resumes office after 77-day forced leave

Over 32,000 employees of Mumbai's civic transport undertaking went on an indefinite strike on Tuesday in support of various demands, including higher salaries.

The strike is expected to continue on Wednesday as talks between the undertaking's management and striking workers failed, even as a Shiv Sena-affiliated union in the transport body said its members had withdrawn from the stir.

The state government quickly moved to invoke the Maharashtra Essential Services Maintenance Act (MESMA) against the striking employees of the Brihanmumbai Electricity Supply and Transport (BEST), while its management asked them to end the stir and come to the negotiating table.

The employees are demanding higher pay, merging budget of the loss-making transport undertaking with that of the Brihanmumbai Municipal Corporation (BMC), deliberations on new wage agreement, resuming appointments on compassionate grounds and a bonus equivalent to that of the civic body's employees.

The protest by BEST employees coincided with the two-day nationwide bank strike called by trade unions to protest the government's "anti-worker" policies and labour reforms.

The strike, declared illegal by the industrial court here, affected nearly 25 lakh daily commuters, who take BEST buses to reach their destinations.

Some commuters complained that autorickshaw drivers were trying to take advantage of the situation and charging five times more than the normal rates.

BEST General Manager Surendra Kumar Bagde said considering the hardships faced by lakhs of Mumbaikars, the MESMA has been invoked though no disciplinary action has been initiated against the striking staffers yet.

The act empowers authorities to take strong action, like detention, against the workers of services covered under the legislation, if they go on a strike.

"Honourable industrial court has declared this strike as illegal. Therefore, first they put an end to the strike and come and talk to us. We are here to have a dialogue considering them as our family members," Bagde told reporters.

He said the BEST administration wants a long term solution to the grievances of employees.

"Therefore, it wants to discuss a comprehensive proposal with them which also deals with the revival of our loss-making entity," Bagde said.

"We are ready to hear them, but they should also listen to us. After all, a revival plan has been chalked out which is essential for the betterment of this body," he said.
Bagde said the BEST administration has given an affidavit in the court stating that not a single employee will be retrenched.

"Then why they are on strike on imaginary ground?" he asked.

He said BEST was under tremendous financial pressure and its working capital deficit stood at nearly 180 crore.

Asked about the demand for BEST-BMC budget merger, Bagde said, "The BMC is open to discuss all issues, including the merger.

"But it (merger) require lots of procedures, conditions, restructuring and a roadmap etc. We need to follow these procedures," he said.

Raising concerns over the increased Chinese presence in the Indian Ocean, Chief of Naval Staff Admiral Sunil Lanba said Wednesday that "at any given time, there are six to eight Chinese Navy ships in the northern part of the Indian Ocean" and "no navy has grown so rapidly in the last 200 years as the Chinese Navy."

Lanba added that "they are a force and they are a force which is here to stay."

No navy has grown as rapidly in the last 200 years as China's: Indian naval chief Sunil Lanba

Australia’s Foreign Minister Marise Payne who is on a 3 day India visit has said, her country welcomes "India’s leadership in the Indian Ocean." Speaking at the 4th Raisina Dialogue, she said, there is an increased "strategic competition among major powers in the Indo-Pacific" and as the "competition intensifies, Australia and India have shared interests in ensuring the peaceful development of an open, inclusive and prosperous Indo Pacific region".

Canberra is increasing its security cooperation with India in the region.

In March this year Australia’s largest annual naval deployment, Indo-Pacific Endeavour, comprising up to five Royal Australian Navy vessels, including frigates, a Helicopter Landing Dock (HMAS Canberra), and a replenishment vessel and around 1400 Australian Defence Force personnel, will be hosted across the region and will visit Vizag & Chennai. India and Australian Navy will also have the bilateral navy exercise AUSINDEX later this year. In 2014, Australia and India conducted 11 defence activities together, by 2018 this figure had reached 38 bilateral defence activities.

Lauding India's success, Payne said it "is a reminder to the world of the merits of democracy, of rule of law, of a strong private sector and an increasingly open market economy." She added, "alongside that strategic convergence, we are also seeking closer economic engagement with India and the region. We know that India’s economic growth will re-shape the region’s strategic landscape."

Australia will open its Consulate-General in Kolkata this year with Andrew Ford serving as the first resident Consul-General. It will be Australia fourth diplomatic post in India.

Canberra will also step up connectivity projects in South Asia through the South Asia Regional Infrastructure Connectivity initiative, known as SARIC under which the country will spend $25 million over four years.

Congratulating Indian cricket team for its recent victory in her country, the minister said, "I come directly to New Delhi from the Sydney cricket test. There was a suggestion from the Indian cricket administration that I should put the Border Gavaskar trophy in my hand luggage and carry it with me to present to the government. I declined that honour and opportunity but I do convey my congratulations on the historic win achieved by the Indian cricket team."

The bill, that seeks to provide 10 per cent reservation in jobs and educational institutions to economically weaker sections in the general category, was introduced by Minister for Social Welfare and Empowerment Thaawar Chand Gehlot amid the din due to protests by opposition members.

The Congress, DMK, RJD and Aam Aadmi Party were in the well of the house and continued to raise slogans against the government.

Sensing the mood, Deputy Chairman Harivansh adjourned the house till 2 PM while the discussion on the bill was on.

DMK member Kanomozhi demanded to send the Constitution amendment bill to a select committee for further scrutiny and sought division on her motion.

Her demand was supported by members of some parties including D Raja (CPI), with Congress also asking the deputy chairman to take up her plea first and allow division on her motion.

But, deputy chairman Harivansh said it will only be taken up after the discussion, prompting the opposition members to raise further slogans.
Parliamentary Affairs Minister Vijay Goel accused the opposition of seeking to stall the passage of the bill that has been brought for the welfare of the poor.

This was strongly opposed, with Congress member Anand Sharma saying his party supported the bill, and Manoj Jha (RJD) stating the charge was incorrect and that the bill was "interference with the basic structure of the Constitution".

Sharma alleged that Goel has not done justice by making the charge as the Congress was in favour of the bill but had issues with the manner in which it was brought.

After the deputy chairman allowed the minister to move the bill amid the din, he heard various members raising points of order, but refrained from giving any ruling.

Congress member Madhusudan Mistry raised a point of order saying the bill was incomplete as the statement of objectives were not there.
He asked what was the urgency of the government in bringing this bill in such haste.

The deputy chairman said Chairman M Venkaiah Naidu had already granted a two-day exemption for introducing the bill and the same should be taken up.

The government Wednesday introduced in Rajya Sabha legislation to give 10 per cent quota in state jobs and educational institutions for upper caste poor.

Social Justice minister Gehlot said 'The Constitution (One Hundred and Twenty-Four Amendment) Bill 2019 is a historic bill and a step brought to ensure equal opportunities for the poor in the general category.

He said previous governments have attempted to bring such a step but their actions have been struck down by the court as there was no such provision made in the Constitution.

Gehlot said it was under Prime Minister Narendra Modi's government that this bill was brought to make such a provision for reservation for economically weaker sections.

"This decision has not been taken in haste. It is brought with good intention keeping in view the welfare of the poor in general category people," the minister said.

Seeking passage of the bill, Gehlot said this day will be remembered as an important one when crores of poor will benefit from this legislation that seeks to ensure equality and social harmony in the country.

The Congress members earlier also raised slogans over the citizenship amendment bill.

The bill was passed by the Lok Sabha on Tuesday and was brought to the Upper House after the sitting of the House was extended by a day.

Congress members, including Ripun Bora, wanted Home Minister Rajnath Singh to be called to the House to make a statement on the citizenship bill that seeks to provide Indian citizenship to non-Muslim migrants from Pakistan, Bangladesh and Afghanistan.

Border village residents in Kashmir allege ceasefire violation by Pakistan

Sporadic incidents of violence in West Bengal and Kerala and rail blockades in certain states were witnessed Wednesday on the second day of Bharat Bandh, which also saw a partial disruption of banking and insurance services across the country.

Other sectors like mining, road transport, power supply too bore the brunt of the strike call given by country's 10 major central trade unions, except RSS affiliate Bharatiya Mazdoor Sangh, to protest against the government's alleged anti-labour policies and unilateral labour reforms. They had given a call for a two-day Bharat Bandh on January 8 and 9.

Stray incidents of violence were reported from various parts of West Bengal Wednesday. Stones were pelted at school buses in Howrah district. Similar incidents were reported on Tuesday as well. There were similar incidents of stone pelting in other parts of the state too.

In Kerala, a treasury branch of the State Bank of India in Thiruvananthapuram was attacked and trains were blocked in various parts of the state on the second day of the strike.

At the Thiruvananthapuram railway station, Thiruvananthapuram-Hyderabad Sabari Express and Venad Express were stopped, while the Kottayam-Nilambur passenger train in Kalamassery was held up for a while.

At many places in Kerala, shops and commercial establishments remained shut, and buses and auto-rickshaws were also off roads in the state.

Trains were stopped by protesters at a few places in Tamil Nadu and banking services in some public sector banks interrupted in Telangana but life largely remained unaffected on Wednesday.

However, some impact of the strike was seen in Goa as private buses and tourist taxis remained off roads. Long queues of passengers were seen at various bus stands after the private buses association in the state shut operations.

In Mumbai, lakhs of commuters faced hardships as an indefinite strike called by BEST, the city's civic transport undertaking, continued. There were only five buses plying on city roads.

Over 32,000 BEST employees went on an indefinite strike Tuesday over various demands, including higher salaries.

Causing severe inconvenience to commuters in Bengaluru, hundreds of protesters from the Left trade unions disrupted bus services at Majestic, the Central Bus Stand, here. The Karnataka State Road Transport Corporation (KSRTC) buses also remained stationed in their respective depots across the state as protesters damaged the vehicles.

Train services in Eastern Railway zone were disrupted Wednesday after supporters of the Bandh resorted to blockades at many places. A suspected bomb was found on the railway tracks at Ashoknagar in Sealdah-Bongaon section that led to the suspension of train services in the route.

In Odisha, train services were hit on the second day of the strike as trade union activists staged 'rail roko' at several places including Bhubaneswar, Balasore and Berhampur.
