Children of martyrs belonging to the Afghan Nationals Defence and Security Forces (ANDSF) have been conferred scholarships by India. The scholarships for 125 children were initiated from the academic year 2018-19 with the students being admitted to graduate and postgraduate courses in various Indian institutions. Additionally two Mi-24V helicopters were handed over to Afghanistan.

Prime Minister Modi during his visit to Afghanistan on December 25, 2016, had announced 500 scholarships for the children of the martyrs of Afghan Security Forces.

Meanwhile, New Delhi has given the replacements for all four Mi-24V helicopters that it had given to Afghanistan in 2015-2016. While two helicopters were given earlier this year, two more were handed over to ANDSF on Tuesday by the Indian Ambassador to Afghanistan, Vinay Kumar, at a ceremony in the presence of Afghanistan's Defence Minister Asadullah Khalid.

At the event, the Indian envoy "commended the ANDSF on their stellar effort to provide an umbrella of security to achieve these shared and common values, against cross border terrorism and internal threats" and congratulated "the Afghan Air Force on the new induction, that would ensure that the ANDSF maintains an agile and robust counter-terrorism capability".

During Narendra Modi's visit to Afghanistan, New Delhi had gifted four Mi-25 helicopters to the Afghan Air Force. It was during this visit that PM Modi inaugurated the Afghan Parliament, which was built by India.

The Afghan mission in a tweet said, "We express our gratitude to the Indian govt for handing over the 2nd pair of Mi-24V helicopters to Afghan Minister of Defence Asadullah Khalid."

The helicopters are also a symbol of trilateral cooperation with Belarus as the third country, which made these available for use by ANDSF.

India is currently providing assistance to Afghan National Defence and Security forces (ANDSF) by training the personnel and in the past has trained Afghan pilots as well.

Prime Minister Narendra Modi on Tuesday accused the Indian National Congress of playing petty politics over the Rafale and abolition of Article 370 issues.

Prime Minister was addressing a political rally in poll-bound Haryana's Kurukshetra.

'Whenever the country is happy about something, the leaders of INC have problems. It is not limited to Rafale only. But whenever the nation gets appreciation and is praised, it evokes a negative reaction from the
Congress,' PM Modi said.

"On Dussehra, India got the first Rafale jet in France. You tell me when were you happy or not when the Air Force got Rafale. You are feeling proud that our force got Rafale. 125 crore citizens are proud of it. But the Congress people always have a problem when people are happy. This thing causes them pain. This is not limited to Rafale only," he said.

"The attitude of Congress leaders is always negative to everything which earns accolades for India. When India gets an award for cleanliness, they have a problem. They also have a problem when world leaders come to the programme of Indian leaders," he added.

Congress had vociferously raised the Rafale deal issue in the run-up to the Lok Sabha elections, alleging that the cost of a fighter jet in the deal concluded by the Modi government was higher than that negotiated by the Congress-led UPA government.

National Security Adviser (NSA) Ajit Doval on Tuesday said that India should assess technologies available within the county to improve national security.

"India should assess core technologies available with all centres of excellence in the country like Council of Scientific and Industrial Research (CSIR), Bhabha Atomic Research Centre (BARC), Indian Space Research Organisation (ISRO) and private sector and see how these can be collectively used to develop core technologies for national security," said Doval.

Addressing the 41st conclave of Defence Research and Development Organisation's (DRDO) directors, he said that India's security vulnerability is "much greater" today and is going to be "much more (sic) greater" in times to come.

He said that historically, India has always remained a runner-up in terms of defence technology and in this field "there are no trophies for the runner-ups."

"The armies that were better equipped always called the shots and decided the destiny of mankind. They were always the one which had higher technologies. India's own historical experience on this has been sad. We were the runner-up. There is no trophy for the runner up," said Doval.

''Either you are better than your adversaries or you are not there at all", he added.

He said that "technology" and "money" are two things that influence geopolitics. "In the modern world, technology and money are two things, which will influence geopolitics. Who will win, will depend upon who has preponderance over their adversaries on these two. Of the two, technology is more important," he said.

"Niche technologies are something that give India more security. It has to be need-based. We along with our defence services and intelligence agencies have to make a hard assessment that what are our needs, which will give us an edge over our adversaries," he added.

"We are in the regime of distributed production. Probably nobody is making all the components of a system. We have to identify which are those critical technologies that we have to have control over and improve upon," he said.

Doval said that "we should also know how to integrate a system as the capability of integration of a system is more important than probably mastering the whole system."

"For the integration of systems in India, except DRDO, no other organisation is capable. We also require to enhance our capacity for technology absorption. Constant adaptation and change is progress. Therefore, we should not be shy to revisit basics and realign our structures in line with emerging realities," he said.

The Supreme Court on Monday directed the government of Uttar Pradesh to provide security to Sunni Wakf Board Chairman Zufar Ahmad Farooqui after he apprehended a threat to his life.

Farooqi had informed the five-judge Constitution bench of the apex court that he feared for his life through Sriram Panchu, one of the mediators in the Ayodhya Ramjanmabhoomi-Babari Masjid case.

Earlier today, the Sunni Central Waqf Board had told the court that it possesses the impugned land.

"We have been in possession throughout. There is nothing to suggest or show that the plaintiff (Nirmohi Akahara and others) are the proprietor of the disputed land in question," Rajeev Dhavan, representing the Waqf Board, told the bench.

The counsel had said that there is no proof from the Archaeological Survey of India (ASI) to ascertain that a temple was destroyed to build the mosque at the impugned site.

A bench headed by Chief Justice of India (CJI) Ranjan Gogoi was hearing appeals challenging the 2010 Allahabad High Court verdict, which ordered equal division of the 2.77-acre disputed land in Ayodhya among the Sunni Waqf Board, the Nirmohi Akhara and the Ram Lalla.

The 16th-century Babri Masjid was demolished on December 6, 1992.

The top court had recently said that it would wrap up hearing the case on October 17, a day earlier than it was scheduled to, thus leaving merely three days of active hearing now. The judgment on the same will be passed on November 4-5.

The International Monetary Fund (IMF) trimmed its 2019 growth forecast for China on Tuesday as the US trade war and weak demand at home take a toll on the world's second-largest economy.

The knock-on effects of the tariffs row and China's slowing economy also prompted the International Monetary Fund to lower the economic outlook of other advanced Asian economies.

Japan is bucking the trend of cooling growth but the region's other economic giant, India, is slowing.

China's economy is now expected to grow 6.1 per cent this year, according to the IMF's World Economic Outlook report, instead of the 6.2 per cent previously forecast.

The Asian powerhouse this week reported weaker-than-expected import and export figures for September after Washington imposed new tariffs that month, triggering a tit-for-tat response from Beijing.
The two sides reported progress in negotiations to resolve the conflict last week but punitive tariffs on hundreds of billions of dollars remain in effect.

China's "growth downgrade reflects not only escalating tariffs but also slowing domestic demand following needed measures to rein in debt", the IMF said.

Figures for industrial production, retail sales and infrastructure investments for August were all down, as the government attempted to control toxic debt.

Weak demand follows Beijing's warnings to businesses against debt-fuelled expansion and attempts to stop local governments from borrowing to fund risky infrastructure projects.

Growth downgraded

Soft business confidence and growing tensions between the United States and China on trade and technology was also a major drag on the global economy, the IMF report said.

The Washington-based global crisis lender downgraded its 2019 global growth forecast to 3.0 per cent -- its lowest level in the past decade.

The IMF once again called for a quick resolution to the trade war between the world's economic superpowers, warning that a protracted dispute could shave 0.8 per cent off global growth next year.

It warned that some of the "biggest downward revisions" for growth this year are for Hong Kong, South Korea, and Singapore, "a common factor being their exposure to slowing growth in China and spillovers from US-China trade tensions."

Hong Kong's economy has also been battered by four months of pro-democracy protests, which have led to a plunge in tourism and retail sales.

The IMF revised its 2019 GDP growth forecast for the Asian financial hub to 0.3 per cent, from 3.0 per cent in 2018.

Growth in other major Asian economies -- including India -- was also slowing.

"In India, growth softened in 2019 as corporate and environmental regulatory uncertainty, together with concerns about the health of the nonbank financial sector, weighed on demand," the report said.

It predicted Indian growth will slow to 6.1 per cent this year, from 6.8 per cent in the previous year.

But Japan is doing better, with economists tipping the economy to expand 0.9 per cent in 2019, a tad up from the 0.8 per cent recorded last year, as government efforts to fight deflation and increase women's participation in the workforce start showing results.

Bharatiya Janata Party (BJP) Working President JP Nadda and Maharashtra Chief Minister Devendra Fadnavis on Tuesday released the party's manifesto for the upcoming assembly elections in the state.

The manifesto has a page on Bharat Ratna awards in which the party has proposed the names of Mahatma Jyotirao Phule, Savitribai Phule and Veer Savarkar for the country's highest civilian award.

Releasing the manifesto, Nadda praised the Fadnavis-led government in the state and said, "Today I can say with confidence that Fadnavis has changed the political culture and fundamental politics of Maharashtra.

He has changed the image of Maharashtra. Five years ago, the state was corruption-tainted.

"There was instability and the seat of Chief Minister was like in a musical chair. Today, Maharashtra is corruption free, it is a state with good governance, transparency and stability," he added.

Nadda said, "This manifesto is a well studied and pragmatic document. It is a serious document unlike the Congress and NCP's who have diluted the effects of the manifesto."

The BJP Working President also said that the manifesto represents all sections of the society, "Sabka Sath, Sabka Vikas Aur Sabka Vishvas" (development for all with the trust of all).

"It is focused on the last man standing on the last pedestal of society. Our commitment is to bring labour, Dalits and marginalised sections of the society into the mainstream," he said.

"It represents tourism, agriculture, labour, youth, quality education and health. The poor should be able to get medical treatment and poverty does not become a hindrance, this is one of the essences of our Sankalp Patra," Nadda added.

Enumerating its main points, Nadda said, "We have made comprehensive health care plans. There are 16 broad issues included in the manifesto. We have the plan to make Maharashtra drought-free. We plan to create 1 crore jobs in the next five years. We will be making a separate mechanism for the maintenance of roads."

Mexico can help India in chalking out a trade deal with the United States, envoy Federico Salas said while talking to WION's diplomatic correspondent SIdhant Sibal.

Mexico can help India in chalking out a trade deal with the United States, envoy Federico Salas said while talking to WION's diplomatic correspondent SIdhant Sibal. Mexico, US and Canada recently concluded a new trade deal. India is also negotiating a trade agreement with America. Speaking to WION, Mexican envoy to India also talked about the country's relations with India and how they plan to celebrate 70 years old ties. WION: How do you see the relationship between India and Mexico? Federico Salas: We have a very good relationship and a growing relationship. In the past year, Mexico has become India's number one trading partner in Latin America. India is within our top 10 trading partners in the world. It is becoming a very good relationship on the economic side, there is mutual investments of Mexican companies in India and Indian companies in Mexico and at the same time, we have a growing relationship in terms of policial strategies to address. Issues of regional and global importance. We had a joint commission meeting, our vice foreign minister was in Delhi and held talks with the foreign ministry and as well as trade and agriculture ministry. The idea is to enhance the relationship. We are trying to build a strategic relationship which is a very high level. WION: Next year we celebrate 70 years of ties? What do we plan? Federico Salas: We are going to organise several events in India of cultural nature and we also hope to have high-level visits, business delegation, academic one, and especially sort of bring Mexico to India. The Indian government is also planning a number of events in Mexico. We are starting the commemoration of 70 years of ties, in the end of November and early December, there is going to be the international book fair of Guadalajara which is the largest Spanish speaking book fair in the world and a very very important event and India is the guest of honour this year; for nine-days, India will have the opportunity to bring its writers and publishers but also many other manifestations of its cultural richness in terms of dance, performances. It will be a major showcase for India in Mexico. We have also organised the first-ever meeting between university presidents of Indian and Mexican. We have 20 university presidents of both countries and this will enrich the relationship that will benefit our academic institutions. WION: How do you see India's role in Latin America? Federico Salas: Mexico has become the first trading partner of India in Latin America. India is also having a greater presence in Latin America, not only in Mexico, in other countries as well. This has enormous potential and India has a lot to offer to the world, not only in terms of trade but also in terms of innovation and creativity in the technological sector and that can be beneficial to Latin American companies. WION: You had a trade deal with the US, India is planning to have one; what experience you would like to share? Federico Salas: Trade negotiations are always difficult. This is the second time we had broad negotiation with the US on a free trade agreement. The first was in 1993, the new agreement has been ratified by Mexican legislature and we hope it will be ratified by both Canadian and American congress soon. We can share with our Indian friends in terms of best practices and how to deal with some of the very difficult issues of a broad relationship like the one we have with the US. We have created in the North American sphere largest trading bloc in the world, so obviously, there are many things we can share on how to deal with this, especially when it comes President administration in the US, which has been sometimes very vocal against trade agreements, very willing to use tariffs as a pressure point, so basically going against the spirit of free trade. We can share our good and bad experiences with friends like India.

Addressing the 41st Directors conference at Defence Research and Development Organisation (DRDO), National Security Advisor (NSA) Ajit Doval on Tuesday said that India's security vulnerabilities are "much greater" today and they are going to be "much greater" in the times to come.

"India's security vulnerabilities are much greater today and they are going to be much more greater in the times to come," said Doval.

He said that India had always remained a "runner-up" in defence technology and there are "no trophies for the runner-ups".

"The armies that were better equipped always called the shots and decided the destiny of mankind. They were always the one which had higher technologies. India's own historical experience on this has been sad, we were the runner-up. There is no trophy for the runner-up," said Doval.

"This is the game where the winner takes it all and there is no trophy for the runner-ups. Either you are better than your adversaries or you are not there at all," he said.

He said that "technology" and "finance" are the two things that influence the geopolitics and the countries who have preponderance on these two over adversaries will win.

"In the modern world, technology and money are two things which will influence geopolitics. Who will win, will depend upon who has preponderance over their adversaries on these two. Of the two, technology is more important," he said.

"Niche technologies are something that gives India more security. It has to be need-based. We along with our defence services and intelligence agencies have to make a hard assessment that what are our needs which will give us an edge over our adversaries," he added.

"We are in the regime of distributed production. Probably nobody is making all the components of a system. We have to identify which are those critical technologies that we have to have control over and improve upon," India's NSA said.

"We should also know how to integrate a system as the capability of integration of a system is more important than probably mastering the whole system. For the integration of systems in India, except DRDO no other organisation is capable. We also require to enhance our capacity for technology absorption," Doval said.

Defence minister Rajnath Singh and Army chief General Bipin Rawat were also present at the event among other dignitaries.
