India wants to comply with global sanctions, including US sanctions on Venezuela and Russia, but also needs to maintain its own strength and strategic interests, Finance Minister Nirmala Sitharaman said in an interview on Tuesday.

The United States in January imposed the toughest sanctions yet on Venezuela's oil industry. The move has scared away some global customers, but with few alternative suppliers of heavy oil, Indian refiner Reliance Industries Ltd has been buying Venezuelan crude from Russian major Rosneft. The company is set to resume direct oil loadings in the South American nation after a four-month pause.

Sitharaman said the government has expressed its view to the United States.

"In specific issues which are critical for India's strategic interests, we have explained to the United States that India is a strategic partner for the United States of America and you want a strategic partner to be strong and not weakened," she said.

"We value the strong partnership with the USA, but we should equally be allowed to be a strong economy."

The International Monetary Fund earlier on Tuesday lowered its outlook for Indian growth in 2019, citing weaker-than-expected domestic demand. The US-China trade war will cut 2019 global growth to its slowest pace since the 2008/09 financial crisis, the IMF said.

India's gross domestic product grew at its weakest pace since 2013 between April and June, stoking expectations of further stimulus.

"Global headwinds ... are getting stronger by the day," Sitharaman said. Asked about further fiscal stimulus, she said, "I have not closed the door" on that.

New Delhi has been trying to boost domestic growth through an infrastructure package and a new loan programme organised with the banking sector that has doled out loans worth over 80,000 crore (8.7 billion pounds), she said.

The finance minister defended the government's move to abrogate Article 370 in Jammu and Kashmir in August.

The removal of the constitutional article that granted special status to Jammu and Kashmir will boost the region and the country's economic potential, she said.

President Ram Nath Kovind will embark on a five-day visit to the Philippines on Thursday, followed by a visit to Japan from October 21 to 23 for the Enthronement Ceremony of the Emperor of Japan, Naruhito. Naruhito acceded to the Chrysanthemum Throne on May 1 2019, beginning the Reiwa era after the abdication of his father, Emperor Akihito.

Kovind's visit to the Philippines coincides with the 70th anniversary of ties between both the countries and New Delhi's thrust to the Act East Policy and growing engagement with the Association of Southeast Asian Nations (ASEAN) members. Counter-terror will be the focus during the visit, as the island nation is facing the threat of Islamic State.

Vijay Thakur Singh, Secretary in the Ministry of External Affairs said, "we are looking to work together in areas like combating urban terrorism as well as working with them in areas like the exchange of information".

India has a working group with the country on counterterrorism that last met in 2017 and had given $500,000 to Marawi city after terrorist linked to Islamic State had tried to take over the city. Prime Minister Modi went to the Philippines in 2017, followed by the visit of President Duterte to India in 2018.

The president will also pay homage to José Rizal, a Filipino nationalist who was executed by the Spanish colonial government after the Philippine Revolution. He will also unveil a sculpture of Mahatma Gandhi and will interact with the beneficiaries of the Jaipur Foot prosthetic in the Philippines.

On October 21, the president will visit Japan for the Enthronement Ceremony of the Emperor of Japan, Naruhito.

"His participation in the ceremony relating to the Enthronement of emperor signifies the very high importance that we attach to Japan and it is a country with which we have a very special strategic and global partnership", Vijay Thakur Singh said.

To highlight the Buddhist link between India and Japan, the president will gift a sapling from the sacred Bodhi Tree in Gaya to the emperor. Additionally, he will visit the Meiji Shrine dedicated to the Japanese Emperor Meiji and his wife, responsible for the transition of Japan to an industrialised world power in the late 1800s. He will then visit Kakegawa city, which will soon host an event to highlight Indian culture.

The last presidential visit from India to Japan took place in 1990 when former President Venkataraman participated in the Enthronement Ceremony of former Japanese Emperor Akihito.

Union Home Minister and BJP chief Amit Shah on Wednesday accused the Congress of raising questions over the Central government's move to identify "infiltrators" and said they will be made to leave the country in the next five years.

Addressing an election rally here, Shah alleged the rule of Congress government led by Bhupinder Singh Hooda in the state was marked by corruption.

Targeting Congress over land deals involving Robert Vadra, son-in-law of Congress president Sonia Gandhi, he said the Congress government worked on the principle of three Ds - Government of "Darbaris" (courtiers), Government of "Damad" (son-in-law) and Government of "Damad Ke Dalal" (brokers of son-in-law).

He said BJP has also 3Ds - development, development, and development.

"Whenever Congress came to power in the state, there was a rise in corruption, casteism, and goondaism. Since the BJP came to power, there has been development, and corruption has been curbed," he said.
Shah accused the Congress of rewarding those who had helped Vadra in the land deals.

He alleged the Congress was opposed to the National Register of Citizens and raises questions over the move to make the intruders leave the country.

"Congress opposes repeal of Article 370, NRC. Its leaders ask why intruders are being removed. Howsoever they may oppose, every intruder will be forced to leave the country," he said.

Shah said: "Beti Bachao, Beti Padhao' campaign had given a new life to the girls and the sex ratio in the state has substantially gone up from 830."

Referring to the development initiatives of the Manohar Lal Khattar government, he said Haryana was among the top states in ease of doing business rankings.

"Earlier, the Chief Minister focused on the development of his home district. Manohar Lalji has worked for the progress of the entire state," he said.

He said several governments came in the past 70 years but nobody could show courage to remove the Article 370.

"You made Narendra Modi PM again by giving him over 300 seats and he threw away Article 370," Shah said.

He urged the people to vote in large numbers in the October 21 assembly polls.

"On one side is the party of patriots led by Modiji, on the other is the Congress that has courtiers and brokers. You have to decide whom to give a chance," said Shah.

As air quality in the national capital region continues to dip, NASA's Fire Information for Resource Management System (FIRMS) depicts stubble burning in Delhi's adjoining areas.

While the fires were highlighted in isolated places across the country, the concentration intensified as one moved northward on India's map near Punjab, Haryana.

According to reports, the Delhi government also shared the NASA images pointing at the "large scale crop residue burning in states adjoining Delhi".

The Kejriwal-government has long blamed the stubble-burning activities in adjoining states like Punjab, Haryana and other areas for the drop in the air quality of the national capital during the winter months.

Previously conducted studies by NASA show the drop in North India's air quality during winters.

Research published in November 2015 by NASA's Earth Observatory stated, "satellites began to detect large numbers of active fires in mid-October. Normally extensive agricultural burning lasts for about three weeks. Although most of the haze appears to originate from the agricultural fires, other factors such as urban and industrial smog may also be contributing".

It explained how several types of particles and gases are released into the atmosphere, "including smog-forming carbon monoxide, and nitrogen dioxide" due to this fire.

"Haze that forms over Punjab rarely stays there. While the fires burn, smoke often blankets much of the Indo-Gangetic Plain, exposing millions of people in the densely populated plain to elevated levels of air pollution," it added.

Another piece shared by the Earth Observatory way back in the year 2010 described skies over northern Indian as "some of the haziest in the world".

"After the rains of the summer monsoon clear the dust, the composition of the air shifts in the fall crop-burning season (October and November) for farmers, particularly in the northwestern Indian states of Punjab and Haryana. When MODIS passed over on November 4, 2010, the sensor observed numerous small fires and a large smoke plume lingering downwind."

The finding published on NASA's webpage attributed the change in air quality in Northern India to a host of factors ranging from smoke originating from cooking, heating stoves in rural areas, "smattering of agricultural fires that continue through the winter", adding that the urban community adds to the worsening air quality by the means of vehicular pollution, "coal-fired power plants, and other industrial sources".

Meanwhile, the National Green Tribunal (NGT) on Tuesday sought a report from the governments of Uttar Pradesh, Haryana and Punjab over the action taken to stop stubble burning in their respective states, news agency ANI reported.

The NGT said that the report should be filed by November 15 which is also the next date of hearing.

The bench observed that the burning of crops is still taking place and that the states have not been able to communicate with the farmers and educate them about the same.

"If you have not succeeded then it is the failure of the state. Ultimately, the citizens are suffering," the tribunal observed.

Farmers residing in Haryana and Punjab have begun burning their crop residue in order to clear the fields of the summer harvest. Smoke from these two states travels to Delhi, leading to a spike in the air pollution levels.

The air quality index (AQI) in the national capital remains in the 'poor' category according to the Centre-run System of Air Quality and Weather Forecasting and Research (SAFAR).

When MODIS passed over on November 4, 2010, the sensor observed numerous small fires and a large smoke plume lingering downwind." The finding published on NASA's webpage attributed the change in air quality in Northern India to a host of factors ranging from smoke originating from cooking, heating stoves in rural areas, "smattering of agricultural fires that continue through the winter", adding that the urban community adds to the worsening air quality by the means of vehicular pollution, "coal-fired power plants, and other industrial sources".

India and Pakistan will inaugurate Kartarpur corridor on their respective sides in the first week of November while New Delhi will start the registration of batches going to visit the shrine from October 20.

While India has already announced that Prime Minister Narendra Modi will inaugurate the Indian side of the corridor on November 8, the Pakistani side will be inaugurated on November 9.

More than 2500 Indian citizens are expected to witness the inauguration of the Kartarpur corridor. While no visa will be required, they have to carry the passport.

But even as both sides prepare for the inauguration, there is no resolution to the $20 fee Islamabad has proposed to charge for Indian pilgrims as "service fee".

Pakistan last week reverted on the Indian draft on Kartarpur corridor by sending its proposal which included the fee, something which New Delhi had voiced its concern against in the last India-Pakistan official meeting in early September.

Pakistan and India have held three rounds of formal talks on the Kartarpur corridor’s draft agreement whereas the technical level experts have met at least four times to discuss the nitty-gritty of the project.

The Kartarpur Corridor was a long-standing demand of the Sikh community and both New Delhi and Islamabad agreed to it last November. Work on the Indian side of the corridor is expected to be completed by the end of the month.

India first sent a consignment of wheat via Chabahar in 2017 with a supply of 1.1 million tonnes. This move also paved the way for commencing the operation at the Chabahar port to improve Afghanistan's connectivity.

At the 37th anniversary of the Afghan Red Crescent Society (SRCS), Indian envoy to Afghanistan Vinay Kumar spoke about the financial assistance being provided by New Delhi for treatment of Afghan children suffering from Congenital Heart Disease and commended the "outstanding work of ARCS and its volunteers in providing humanitarian assistance to Afghanistan affected by the conflict and natural disasters''.

According to Vinay Kumar, in the last four years, around 2000 Afghan children in the age group of four months to 18 years have received India’s assistance of US$ 4 million.

From infrastructure to humanitarian aid to building institutions, India is engaging with Afghanistan according to the country's development priorities.

New Delhi on Tuesday completed the replacements for all four Mi-24V helicopters that it had given to Afghanistan in 2015/2016. While two helicopters were given earlier this year, the other two were handed over to Afghan National Security Forces (ANDSF) on Tuesday.

Prime Minister Narendra Modi on Wednesday targetted Congress stating the party was on its deathbed as nepotism has overshadowed its nationalism.

"Congress nationalism has been suppressed by nepotism. Due to dynasticism, Congress is unable to see nationalism.
This is the reason that Congress is faltering today and breathing its last," Prime Minister Modi said addressing a rally in Partur, the second today.

Taking a jibe at Congress, Modi said that he has heard the opposition party is giving lessons of nationalism to its leaders.

"I read somewhere that new training has started in Congress. They will be teaching nationalism to their leaders. This means that today's Congress does not have even patriots. Their nationalism has been trampled by their family-ism," he said.

On abrogation of Article 370, Prime Minister said that even the workers of the Congress and Nationalist Congress Party (NCP) have said that on issues like Article 370, every Indian should stand together with Modi and for the betterment of the country.

"However, these people are then silenced by their leaders. Will any nationalist protest against the surgical strikes? Will they insult the Army and its warriors? These people did that job shamelessly," he said.

The Prime Minister asserted that everybody should speak in the same voice on issues of national interest and national defence.

Cornering NCP and Congress on the issue of nationalism, he said: "There have always been voices from Maharashtra about nationalism and patriotism. But unfortunately, these ethics and values of Maharashtra have always hurt by the leaders of Congress-NCP on every occasion, on every platform. They are not even ready to understand your feelings."

He said despite Maharashtra having had three Chief Ministers from Marathwada, but there was no change in the poor situation of the region.

"These Chief Ministers were filling their own coffers and were not working for the development of the State. Marathwada has suffered a major loss of Congress-NCP rule. Before 2014, the situation was such that plans were made for Marathwada but development was done by some relatives of the leaders," Modi said.

Prime Minister Modi's election campaign in Maharashtra will end on October 18. Single-phased polls in Maharashtra are scheduled to be held on October 21 and results will be announced on October 24.

After fresh intelligence inputs suggested that a group of terrorists from Pakistan has infiltrated into India, defence bases in Punjab and Jammu area have been placed on high alert.

"The defence bases in and around Punjab and Jammu are on high alert. The Indian Air Force has put its airbases in Punjab including Pathankot and Jammu on orange alert," government sources said.

"The inputs were received by forces today morning after which they are taking all precautions to protect the defence bases," they said.

A few days ago, the bases were on high alert but the alert levels were brought down a couple of days later, they said.

There have been reports of a possible terror attack on major defence facilities since August 5 when the Centre moved to abrogate Article 370 that granted a special status to Jammu and Kashmir.

Late last month, intelligence agencies had issued a warning against a module of eight to ten Jaish-e-Mohammed (JeM) terrorists. The input suggests that the terror group may possibly try to carry out a suicide attack against air force bases in and around Jammu and Kashmir.

The Supreme Court on Wednesday reserved its judgment on the Ram Janmabhoomi-Babri Masjid title dispute case after hearing arguments from all the concerned parties.

The top court has been hearing the case for the past thirty-nine days, with today marking the fortieth day of the hearing.

On the final day of the hearing, the Chief Justice of India (CJI) Justice Ranjan Gogoi, who heads the five-judge bench hearing the case, had allocated initial 45 minutes to Hindu parties followed by one hour to Muslim side, and then four slots of 45 minute each to assorted parties involved in the matter.

It is expected and very likely that the judgement would be pronounced by the top court between November 4-17, as the CJI is going to retire on November 17.

While talking to media, Varun Sinha, Hindu Mahasabha's lawyer said, "Supreme Court has reserved the order and has made it clear that the decision will come, in this case, within 23 days."

As the proceedings today concludes in the case after 40 days, it turned out to be the second-longest /lengthiest hearing ever in the history of the Supreme Court, after the Kesavananda Bharati case, which went on for 68 days, while the third one was a batch of petitions challenging the Constitutional validity of Aadhaar case, which was heard for 38 days.

The four other judges, in the five-judge Constitution bench which heard the case, were - Justices Sharad Arvind Bobde, Ashok Bhushan, D Y Chandrachud and S Abdul Nazeer.

The apex court was hearing the case from August 6 this year, on a day-to-day basis (five days a week) after the mediation process, conducted by a three-member Mediation panel, headed by Justice (Retired) FMI Kalifullah, in the case failed.

Supreme Court is hearing a batch of petitions challenging September 30, 2010, Allahabad High Court judgement trifurcating the 2.77 acres of the disputed land at Ayodhya into three equal parts to Ram Lalla, Sunni Waqf Board and Nirmohi Akhara. These three parties — Ram Lalla, Sunni Waqf Board and Nirmohi Akhara — however, knocked the doors of the apex court challenging the Allahabad High Court verdict and sought a modification of the High Court judgement.

Hitting out at "political opportunists", Prime Minister Narendra Modi on Wednesday said that there is no need to question the link between abrogation of Article 370 and Maharashtra elections as Jammu and Kashmir and its people are "children of Maa Bharti".

"For political gains, some are openly saying that Article 370 has nothing to do with Maharashtra Assembly polls. I want to tell such people that Jammu and Kashmir and its people are also sons of Maa Bharti only," said Prime Minister Modi addressing a rally in Akola of the poll-bound state.

"The thinking of political opportunists pains me from within. How can they ask what Maharashtra has to do with Jammu and Kashmir," he said.

"Doob maro, doob maro," Modi lashed out. He said that the nation is proud of the sons of Maharashtra who have sacrificed for Jammu and Kashmir, adding that the entire country stands with the patriotic people of the region to counter the terrorism coming from the other side of the border.

The Prime Minister further hailed Chief Minister Devendra Fadnavis and said that Maharashtra has been witnessing development under his leadership.

"Before Fadnavis, you have seen a government who have had only one aim -- their own progress and the progress of their families. But today, you have seen that the BJP government has only aim that is Maharashtra's progress, and the progress of the people," he said.

Calling for higher voter turn out, Modi said that elections are a festival of democracy and no one should be behind in celebrating this festival.

"Finance minister Nirmala Sitharaman has had discussions with stakeholders, businessmen, chambers, industrialists to came up with packages. As the Kharif crop hits the market, I am sure positivity should infuse the economy. The measures introduced by the finance minister will help the economy get back on track in the next 2-3 months," Shah stated.

On government's move to abrogate Article 370 in Jammu and Kashmir, Shah said that Article 370 was being used by Pakistan as a ploy to instigate the people of Jammu and Kashmir.

"Its removal was necessary for the complete integration of Jammu and Kashmir. The entire country came in support of our move except those who are worried about their vote-bank politics. Some of the major political parties - like Mayawati's, Jagan Mohan Reddy's and Arvind Kejriwal's - which fought the election against us, supported us on the Kashmir move," Shah said.

PM Narendra Modi to address two mega rallies in poll-bound Haryana today

Shiv Sena leader Aditya Thackeray said that the Aarey issue was not just a tussle between his party and the BJP but a fight for the environment.

"It is not between the BJP and Shiv Sena, it is a tussle between humans and the environment. We have made a lot of efforts, and we think the environment will win," Thackeray told ANI here on Monday.

He added that while the Mumbai Metro Rail Corporation (MMRC) had already cut the trees in Aarey for the proposed metro shed, he was hopeful of getting justice from the Supreme Court.

"The MMRC has already cut the trees, but I believe the Supreme Court will hopefully give us justice," Thackeray said.

The Shiv Sena leader is actively campaigning and rallying ahead of the upcoming Maharashtra elections, in which he is contesting from the Worli seat in Mumbai.

Speaking about what drove him to contest the polls, Thackeray, who has become the first leader from the family of the late Balasaheb Thackeray to directly contest, said, "It is not about me contesting the elections but about creating a Maharashtra which is progressive and going ahead."

"I respect my opponents in a democracy, I am therefore meeting the voters and urging them to vote in my favour ahead of the elections," Thackeray added.

Aarey issue not Sena-BJP tussle, it's humans vs environment: Aditya Thackeray

Army Chief General Bipin Rawat on Tuesday said the Defence Research and Development Organisation has made strides in ensuring that requirement of the country's defence services are met through home-grown solutions, adding that the next war will be fought and won through indigenised weapons systems and equipment.

Speaking at the 41st DRDO Directors Conference, Rawat said, "The DRDO has made strides in ensuring that requirements of the services are met through home-grown solutions. We are confident that we will fight and win the next war through indigenised weapons systems and equipment."

With a network of 52 laboratories, the government agency DRDO is charged with the military's research and development covering various fields like aeronautics, land combat engineering, armaments, electronics, missiles, and naval systems.

The Army chief said that the Defence industry of India is a budding industry and the time has now come to look at the development of systems for future warfare and start preparing for "non-contact warfare."

Rawat asserted that along with artificial intelligence, the future lies in the development of cyber, space technology, laser, electronic warfare and robotics.

"We are looking at systems for future warfare. We have to start looking at development of cyber, space, laser, electronic and robotic technologies and artificial intelligence," he said.

The Army chief said that if the timeline between the design development and production of any weapon system of equipment is to be reduced then it would be better to embed the service officers along with Research and Development.

Calling for joint research by Army officials and DRDO, he said, "In a joint project, the success and failures will become a joint responsibility and we will not start pointing fingers at each other.

"On the occasion, Rawat recalled APJ Abdul Kalam on his birth anniversary stating that the late President had set benchmarks and standards for the Defence Research and Development (R and D) community, which is a challenge for scientists who are now emerging."I am quite sure the scientists will live up to those expectations," he said.

Defence Minister Rajnath Singh, Indian Navy Chief Admiral Karambir Singh and National Security Advisor Ajit Doval were also present at the event.
